Leopard mauls 7 year old in Kupwara Srinagar September 27: Protests by the locals today erupted in Awura, Manwan Village of Kupwara District against the killing of a seven year old boy by the leopard. According to reports, a seven year old boy namely Naveed Jahangir S/O Jahangir Ahmad was attacked and killed by the leopard at his native village, Manwan, on September 25. People of the area allege that the wildlife department is showing complete inability in controlling the wild animals in the area. “People here feel insecure every time they leave their houses. Wild animals here have caused terror .we feel completely helpless as the concerned wildlife department seems reluctant in showing any seriousness about the grave issue” said a local while talking to KNS. Section 144 imposed around exam centres in Srinagar Srinagar, September 27: To ensure smooth conduct of examination of Board of School Education 10th class Annual Session and to curb the menace of copying, unfair means besides upholding the sanctity of the examination, section 144 Cr. P.C has been imposed by District Magistrate Srinagar to prohibit any assembly of five or more persons and carrying any copying material or weapon in or around the examination centres in the district. Defeat the forces averse to peace

T

he twin attack at Samba and Kathua which left thirteen persons killed has once again exposed the security system in place at different vital installations across the state. This incident has also made it clear that there are forces who are averse to Indo-Pak talks and any improvement in the relations of both the countries. At this juncture once cannot exactly say who the attackers were and who was behind this carnage which spilled the blood of innocents whose families have been plunged into a never ending darkness pain and grief. This incident has come at a time when all hopes are pinned on the meeting of Indo-Pak prime ministers so that the ice is broken and a new era of cordiality friendship and close relations starts. Whatever the outcome of the talks of the two prime ministers it sure that these talks will pave a way for a sustained dialogue between the two countries so that the clouds of animosities are removed and the confidence building measures with new zeal and direction are started. There have been meetings between the Prime Ministers of the two countries even before and some fruitful results have been achieved. But this time the talks at a crucial juncture when the emotions are running high and animosities have increased due to the ceasefire violations talks can work as a healing touch to slow down whatever has transpired between the two countries during past some months. The Samba Kathua incidents no doubt have soared the situation but both the countries are firm in improving their relations and know that these incidents are being carried only to vitiate the atmosphere and to derail the dialogues process from the right tracks. The two countries should show the highest degree of statesmanship and firm resolve to address all outstanding issues amicably and in a peaceful and friendly atmosphere. This is the only way which can help to decrease the tension and cement the relations between India Pakistan.

It undertakes activities like skill improvement; transfer of technology; research & development; marketing etc. and helps in generating employment/self-employment opportunities in rural areas. Main Objectives of KVIC The social objective of providing employment in rural areas; · The economic objective of producing saleable articles; and · The wider objective of creating selfreliance amongst people and building up a strong rural community spirit. Under this reform package, it is proposed to revitalize the khadi sector with enhanced sustainability of khadi, increased incomes and employment to artisans and increased artisans welfare. Initially, the programme will be initiated in 300 khadi institutions in keeping with the needs of regional balance, geographical spread and inclusion of backward areas. The Ministry of MSME is also implementing Prime Minister’s Employment Generation Programme (PMEGP), a credit-linked subsidy programme since 2008-09 through KVIC for generating self-employment opportunities through establishment of micro enterprises by organizing traditional artisans and unemployed youth, helping in preventing their migration besides increasing their earning capacity. At the State/Union Territories level, the scheme is implemented through field offices of KVIC, State/Union Territory Khadi and Village Industries Boards (KVIBs) and District Industries Centres(DICs) with involvement of Banks. Under this programme, beneficiaries can establish micro enterprises inter alia, under Mineral Based Industry; Forest Based Industry; Agro Based and Food Processing Industry, Polymer and Chemical Based Industry, Rural Engineering and BioTechnology Industry, Hand Made Paper & Fibre Industry and Service Industry, by availing of margin money subsidy of 25 percent of project cost for units in rural areas to be set up by beneficiaries belonging to general category, which will be 35 percent for beneficiaries belonging to special categories such as scheduled cast/scheduled trible /Women and others through the implementing agencies and loans from Banks, etc., for projects costing upto Rs.25 lakh each in the manufacturing sector and upto Rs.10 lakh each in the services sector.

ndia’s Civil Services have a proud record of contribution to national integration and development for which our whole nation has to be grateful to them. Central Civil Services are the backbone of the governance structure of our nation. They have played a vital role in the task of nation building, right from the time we achieved independence, to the present day. It was Sardar Vallabhbhai Patel’s vision that the Civil Service should strengthen cohesion and national unity. He wanted a strong and vibrant federal administrative system in which the All India Services would play an important role. True to his conviction, the Civil Services have provided the framework for the administration of the country. The values of integrity, impartiality and merit remain the guiding principles of Civil Services and that is as it should be. Sardar Patel advised young officers at the dawn of Independence in 1947: “Above all I would advise you to maintain to the utmost the impartiality and incorruptibility of administration. A Civil Servant cannot afford to, and must not, take part in politics. Nor must he involve himself in communal wrangles. To depart from the path of rectitude in either of these respects is to debase public service and to lower its dignity. Similarly no service worth the name can claim to exist if it does not have in view the achievement of the highest standard of integrity.” Ensuring National Cohesion and Unity At the time of our Independence, the nation was faced with many problems and definitely the issue of keeping it together as one was not the least important among them. Ensuring unity given its diversity was indeed a great concern and the Civil Services played their historic role in nurturing the processes of national cohesion and unity. The All-India Services played an important role in strengthening the bonds of unity and integrity, under the leadership of visionary leaders like Panditji and Sardar Vallabhbhai Patel. Yet, one must ask the question today whether the services have fully lived up to the Sardar’s exhortations about integrity and commitment to secular values. Both corruption and communalism remain as important a challenge today as they appeared to Sardar Patel in 1947. Civil

Servants have played multiple roles in the initial years of our nation building process. A wide range of tasks spanning a variety of knowledge areas were undertaken for completion by civil servants as the country had a severe shortage of trained personnel in many areas. In addition to performing their main role of administrators, civil servants took upon many other roles which were of specialists in different fields. It was the requirement of the time and they rose to the occasion. Along with a maturing of the nation, the role of the Civil Service has also been changing. However, throughout this process of change that the country has been experiencing, the Civil Services has continued to be an important instrument for initiating and

the trade-offs between various objectives and goals and therefore the great importance of having a permanent Civil Service to pay attention to all these issues and view all these issues in the framework of strategic longterm thinking taking into account our national interest. Therefore, civil servants represent a national establishment with a national responsibility. They continue to constitute the “steel frame work” of our Republic. It gives them the opportunity to guide a political leadership that is subject to the law of electoral change. Governments may come and go, but the administration endures and must play its due role. New Challenges As the economy evolves and society and polity change over time as they must,

While the state and local administration would focus on day-to-day issues of governance, the All India Services were charged with the responsibility of thinking ahead and into the future. This role has only increased with the emergence of strong competitive political forces in various parts of our country. Democracy is built into the body politic and in our constitutional system. But we have also with it witnessed growing in short tenure of Government and politicians are not able to pay attention to longer term concerns or to weigh carefully

Government and the Civil Service must also prepare themselves to play a new and varied roles. Markets will increasingly become the arbitrators of resource allocation in many cases. At the same time, it is necessary to realise that markets can at times lead to marginalisation of the poor and the vulnerable sections of our society. It must not be forgotten that markets after all, serve those who are part of the market system. When millions of people are living on the edges of subsistence, with little in the form of assets or skills to be active participants in the evolving market economy, market signals cannot have significance for them. While markets can facilitate higher growth, a government must ensure that growth is equitable, inclusive and not unduly harsh on those not equipped to manage change. The modernization of both economy and society will require Governments to play

new roles and in an increasingly transparent manner. Civil servants must learn to grapple with the phenomenal explosion of knowledge. They will have to learn to seek the right information and utilize it for public good. Another aspect of government that is going to change is in the arena of accountability. Through greater access to information and effective mechanisms to seek redressal, the average citizen is likely to demand his or her due and is not going to be very patient about it. The Right to Information Act has empowered the citizens to seek more information from Governments about their functioning. Further, there has been an explosion of civil society activities. Governments need to constructively engage with various elements in the civil society, actively seek answers to problems in a transparent manner and manage the interface with public opinion effectively. Modern governments will have to therefore reorient themselves to this reality. Historically, governments have viewed themselves as administrators of public delivery services. They have viewed citizens as outside beneficiaries of governmental action. Citizens were expected to accept whatever was provided, with little choice on offer. This situation is changing all over the world. Citizens are now expecting good service from Governments as a matter of right. Governments are expected to deliver efficient public services or facilitate privatisation. Effectiveness and efficiency of public service delivery is increasingly being demanded as a basic right of our citizens. Government is expected to be a service-provider rather than a mere administrator of a public service delivery system. This change in orientation is the third key challenge facing the governments of this day. The Civil Service has to reorient itself and be trained to deliver better services to our people. To make Government more efficient, we need a new public service orientation in the thinking of civil servants. They cannot view themselves as mere administrators. They are also managers and catalytic agents of change.

If you want to fight corruption in the country whether it is Congress Party or BJP, we cannot continue making these small compromises. Because if we make these small compromises, then we compromise everywhere.” Hours later, Prime Minister Manmohan Singh issued a statement in New York and said the ‘issues’ raised by the Congress vice president will be discussed by the Cabinet when he returns home. “The ordinance has been a matter of much public debate and government is seized of all these developments,” said Singh in a press statement.

21 killed as bus falls into deep gorge in Himachal 21 people travelling by a bus were killed when it skidded off the road and rolled down more than a 500-foot deep gorge in Himachal Pradesh’s Sirmaur district. The bus was on its way from Ucha Tikkar to Renuka. This is the second major accident in the state in less than a week. Deputy Superintendent of police Khajana Ram told IANS that all bodies have been recovered, most of them badly mutilated, from the wreckage of the bus. The bodies are being identified but almost all the victims hail from Uchha Takkar, Ransua-Jabrog and surrounding villages. Ram said 19 people died on the spot. Among the dead 18 were males. Deputy Commissioner Vikas Labroo said the government has ordered a magisterial probe into the accident and has announced a relief of Rs.20,000 to the next of kin of the deceased. The cause of the accident is yet to be ascertained, he added.Official sources said bad condition of the road owing to recent heavy rains was mainly responsible for the accident.Witnesses said the administration had a tough time in extricating the victims from the wreckage of the bus. Locals started the rescue operations well before the authorities could reach the spot.Himachal Governor Urmilla Singh, chief minister Virbhadra Singh, transport minister GS Bali and former speaker Ganguram Musafir expressed grief over tragedy and conveyed their condolences to bereaved families.

Tragedy struck the city early on Friday morning when a fourstoreyed BMC building collapsed around 6am in Mumbai’s Mazgaon area. The building was inhabited primarily by BMC’s tenants. Death toll from the collapse has risen to 11 and the number of injured stands at 26. Those rescued have taken to JJ Hospital. Rescue operations are underway to rescue the injured. Firefighters and rescue workers bring out a survivor from under the rubble of the collapsed building in Mumbai. According to initial details, the building was located on Brahmadev Khot marg near Babu Genu market in Mazgaon area, which is close to the Dockyard Road station on the harbour line.Civic officials said that the building was old and probably not maintained well.

The fire brigade had dispatched 12 fire engines, four ambulances and two rescue vans to initiate rescue operations. This is the second building which has collapsed in the city this year after the Aftab mansion, a residential

President gives nod to Land Acquisition Bill New Delhi: The Land Acquisition Bill, passed by Parliament during the Monsoon Session to replace a 119-year-old legislation, became a law with President Pranab Mukherjee giving assent to it on Friday. “The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Bill, 2013 has received the assent of the President of India,” a Law Ministry release said. The historic legislation would provide just and fair compensation to farmers while ensuring that no land could be acquired forcibly. The bill was passed by both Houses of Parliament with overwhelming majority. The new law stipulates mandatory consent of at least 70 per cent for acquiring land for publicprivate-partnership (PPP) projects and 80 per cent for acquiring land for private companies. The bull was brought as the archaic Act of 1894 suffered from various shortcomings including silence on the issue of resettlement and rehabilitation of those displaced by acquisition of land.

official. “Even if the maximum number of votes cast is for NOTA, the candidate getting the most of the remaining votes would be declared winner.” The court said negative voting would encourage even people who are not satisfied with any of the candidates to turn up to express their opinion and reject all contestants. “Negative voting will lead to a systemic change in polls and political parties will be forced to project clean candidates. If the right to vote is a statutory right, then the right to reject candidate is a fundamental right of speech and expression under the Constitution,” said a bench headed by the Chief Justice of India, P Sathasivam. The court passed the order on a PIL filed in 2004 by an NGO, People’s Union for Civil Liberties (PUCL), which had submitted that voters be given the right to negative voting.

The bench also pointed out that the system of negative voting existed in 13 countries. Even in the Parliament of India, the MPs have the option to abstain during a vote, the court observed. The right to vote for no candidate is defined under Section 49 (O) of the Conduct of Election Rules 1961, but was not effective as the government did not agree to amend the rules. Under the rules, a voter who does not want to cast his vote had to fill a form and cast his or her vote on a separate paper ballot. Since 2004, the EC had been asking the government to change the rules to provide a negative vote option on the EVMs. Former chief election commissioner Navin Chawla welcomed the order and said it was a huge step in improving the electoral system. Former chief election commissioner SY Quraishi said the order would give a legal stamp to the commission’s demand of providing a negative voting option on the EVMs. The Aam Aadmi Party (AAP) also welcomed the Supreme Court order. “This move will bring a change leading to an opportunity for deserving candidates to contest polls,” said AAP member Shazia Ilmi. The Supreme Court in the past two months has issued several orders on electoral reforms, including disqualification of MPs and MLAs who get convicted of crimes and not allowing persons in police custody to contest.

The ministry was of the view that including sports as a category for the Bharat Ratna awards will lead to too many claimants for it like Major Dhyan Chand in Hockey, Jaspal Rana in Shooting, Vishwanathan Anand in Chess, PT Usha in athletics and many more. The MHA said, since there are ample number of awards to honor distinguished sports personalities, "There does not seem any need to include sports as category for the Bharat Ratna".
