Srinagar, Nov 28: Dr Farooq Abdullah, National Conference patron and union minister on Thursday said NC will field its candidates on all the three parliamentary constituencies in valley. The undergraduate students of Government Medical College (GMC) Srinagar on Thursday staged a protest demonstration seeking expulsion of backdoor selectees who have joined college through dubious means. “We have decided to boycott classes till the backdoor selectees are expelled from the college,” Faizan Younis, president of GMC undergraduate students’ union told KNS, adding that they are protesting to awaken the government on a very crucial issue which pertains to the credibility of the whole institution. “This is totally unacceptable to us. How can we tolerate insults being hurled on us? We have joined this college after investing our blood and sweat. Srinagar, Nov 28: While releasing the report about their visits to District Jail Udhampur and Kuthua and Sub-Jail Heera Nagar, Kashmir Bar Association has stated that a resident of Batgund, Dooru, Peer Mohammad Ashraf son of Peer Ghulam Nabi languishing in District Jail Kuthua has been detained 11 times under Public Safety Act (PSA. “The said youth told KBA team that He has also stated that he is facing trial before the Additional District and Sessions Judge, Anantnag, while due to failure of the docket and escort he has not been produced before the said court,” the re-
port reads. The report said that out of 112 inmates there are 98 under trials including a female in District Jail Kathua. The Chief Minister compared PDP and BJP parties with National Conference and said that binding the bonds of love between various sections of the society, solidifying the ties between various regions and sub-regions of the society and working for equitable and inclusive development of the State constitute the pre-amble of the Constitution of National Conference. “History is testimony to the sacrifices and struggle of National Conference for upholding the secular credentials of Jammu and Kashmir, nurturing the solidarity between various regions and strengthening the love bonds between various sections of the society”, he said adding that this has made National Conference the party of people all over the State and its popularity is visible in every nook and corner of Jammu and Kashmir. On the development of Darhal, Omar Abdullah said that the non-performance of the present MLA of this area has hit the development of this area to a greater extent. “While all other Assembly Constituencies whether represented by opposition or coalition partners have witnessed tremendous development process for the endeavour and working of the MLAs, Darhal has unfortunately not witnessed the similar pace on works, despite lot of measures taken by the government”, he said and added that he would ask the District Development Commissioner, Rajouri to immediately submit a comprehensive report of various projects in Darhal Assembly Constituency requiring funds to be completed within next some months. “Efforts will be made to ensure adequate funds for these projects so that benefits accrue to the people as soon as possible”, he said adding that he will ask the Planning and Development Department to look into this aspect favourably. The Chief Minister appreciated the people for their support to him in strengthening the law and order situation and said that peace is essentially important to achieve the development goals. Kishtwar, Nov 28, CNS: At least 18 persons mostly women and children received severe burn injuries when a gas cylinder went off accidently during a marriage ceremony at Galigard village of Sarthal in Kishtwar District. Police said that total number of persons injured in the incident was 42, however 18 amoung have received serious burn injuries who have been shifted to Government Medical College Jammu.

Governor inaugurates Employment Fair at Reasi Stresses enlarging awareness about self-employment schemes REASI, NOVEMBER 28
Mr. N. N. Vohra, Governor, today underscored the need for taking all required measures for enlarging awareness among youth about the various State and Central Government selfemployment schemes so that they could gain maximum benefit from all such programmes. He observed that Sarpanchs, Panchs and people at large need to be involved in a big way to secure the desired objectives in regard to spreading awareness about these schemes in all parts of the State.The Governor, as Chief Guest, was inaugurating the 2-day Employment Fair
at Reasi, which was organized by the District Administration. The Governor advised Dr. Shahid Iqbal Choudhary, Deputy Commissioner, Reasi, to devise ways and means so that the maximum number of people, even from the remotest areas of the district, could participate in such Employment Fairs and draw benefit of the various schemes aimed at generating employment avenues. Jora lays foundation of Veg Market at Muthi JAMMU, SEPTEMBER 28: Minister for Urban Development, Nawang Rigzin Jora today laid foundation of Vegetable Market at Muthi. The Vegetable market would be developed on 7 kanals of land with all modern facilities at a cost of Rs. 1.34crore and is targeted to be completed by March next year. Secretary, Housing and & Urban Development, Satesh Nehru, VC, JDA, K.L. Khajuria, Superintending Engineer, JDA, P.L. Bushan besides officers from JMC and other concerned Departments were present on the occasion. Interacting with the officers, the Minister exhorted upon them to ensure that project is completed at per schedule. He said on one hand it will provide safe marketing place to the vegetable vendors thereby generating recurring income to JDA. The Minister also visited Building Centre, Muthi and took stock of the working of Tile and Solid Block Manufacturing Unit. The Minister asked concerned authority to introduce innovative technology available in the market, adding that it will not only save the time but also increase production. Asking for replacement of existing manual system with new innovative technology, Jora said that low cast and environment friendly technologies are available in the market. He directed officer concerned to visit Centre for Development of Alternatives, New Delhi and see what new technologies have been introduced in this sector. The Minister said that the mud brick concept has been introduced across the country aimed to reduce the cost of material and built a structure which can be viable for both cold and warm environments. He said the biggest advantage of usage of mud brick is that it keeps rooms warm in winter and cool in summer. He asked Secretary HUD to explore the possibility for giving marketing facility to Building Centre while the officers of JDA were asked to purchase the material from them. He asked concerned to launch publicity campaign of the Unit to make aware people about the products manufactured in the Unit.

Who cares? Un- bridled diagnostic centers loot the patients
T
here are a number of diagnostic centers around valley where different kinds of tests are undertaken on the advice of the doctors. These tests include ultrasound, CT scan, MRI and various others which have to be done very carefully and by expert hands. However these diagnostic centers usually charge different rates and as per their own rate card which normally is too heavy for poor patients. Nobody in the state administration seems to be interested in bringing these diagnostic centers under a uniform rate card which is reasonable and affordable for the poor patients. Whether it is health department, drug control or any other agency, perhaps nobody has ever thought of it and it is because of this indifferent attitude of the governmental agencies that these diagnostic centers charge according to their own choice and with out any government approval or control. There is no monitoring system which could see how these centers are made to charge uniform rates and reasonable rates. The doctors refer their patients to their choicest centers where from they get their percentage and the patient has to pay through his nose. Not only this the tests conducted by these diagnostic centers vary because most of them are short of expert hands and the tests are conducted by those persons who are less well versed with the technique. This is a grave problem and these centers in this way are playing with the lives of the patients for their fast buck and without taking moral and ethical aspects into consideration. The government should immediately evolve a mechanism which should fix the rates for these diagnostic centers and monitor their work so that it is made sure that they are not allowed to play with the lives of the people. An expert committee or board should be formed and its recommendations for better work of these centers should immediately be sought and implemented so that the lives of the people are not endangered by their irresponsible attitude. The health of the people is of prime priority and central and state governments are spending billions of rupees to make the best possible medical care available to the people. However if these diagnostic centers are allowed to work, the way they are working at present, it means that the government has no consideration for the health of the people.

Empowering the Adolescent Girls - Sabla
T
he world is home to 1.2 billion individuals aged 10-19 years generally known as the phase of ‘Adolescence’. Adolescence is a phase during which major physical and psychological changes take place in children, along with changes in their social perceptions and expectations. Adolescence is also the stage when young people extend their relationships beyond parents and family and are intensely influenced by their peers and the outside world. They are also the years of experimentation and risk taking, of giving in to negative peer pressure, of taking uninformed decisions on crucial issues, The vast majority of adolescents live in developing countries and India has the largest national population of adolescents. Studies show that millions of adolescents today do not enjoy access to quality education, basic sexual and reproductive health care, support for mental health issues and disability, protection from violence, abuse and exploitation, and forums for active participation. Gender-gap in the World of Adolescents Women constitute nearly half of the population of the country, but gender disparities in socio-cultural spheres have adversely affected a balanced equitable development. These disparities get reflected in important social development indicators such as health, nutrition, literacy, educational attainments, skill levels, occupational status etc. The same is also reflected in the situation of Adolescent girl. The Adolescent girls in the 10–19 years constitute almost 47 per cent of the total population of Adolescents in the country. But their development is fraught with varied problems. Almost 50% of women marry before the legal age of 18 verses 10% of young men. Overall, one in six women in age group of 15-19 have begun childbearing. Early childbearing is most common in rural areas and among women with no education. Around 41% of all maternal deaths take place among those aged 15-24. 56% adolescent girls are anemic (verses 30% adolescent boys). Anemic adolescent mothers are at a higher risk of miscarriages, maternal mortality and still-births and low-weight babies. The drop-out rates among the girls are quite high. 21% adolescent girls and 8% adolescent boys have no education. Dropout rates among girls are high largely due to distance from schools, male teachers, sanitation facilities at school, early marriage and early assumption of domestic responsibilities etc. While the world expands for boys giving them greater freedom of choice and opportunities, it contracts for girls and, more so when they are from groups,sections having biases and practicing discrimination against girls. The Adolescent Girls (AGs) are shy and find it hard to come out openly and share their problems and issues with parents, teachers, doctors, etc. As a result, they either grow without resolution of the issues or get misguided, being driven by their own perceptions. Adolescent Girls are a core resource for national growth. Investment in their health and development is investment in the greater wellbeing of the country. Considering that several of these girls are out of school, get married early, face discrimination in accessing health, education and other

services, work in vulnerable situation, and are influenced by peer pressure, they need special attention. The public health challenges for adolescents, which include pregnancy, risk of maternal and infant mortality, sexually transmitted diseases, reproductive tract infections, rapidly rising incidence of HIV, etc., require influencing the health-seeking behavior of AGs. They need to be looked at in terms of their needs both as a group as well as individuals as they are the productive members of the society in future. Recognizing the unmet needs of AGs, Rajiv Gandhi Scheme for Empowerment of Adolescent Girls – Sabla has been launched as a comprehensive intervention for Adolescent girls in the agegroup of 11-18, with a focus on out of school girls. Key Areas of Sabla Scheme Using the ICDS platform, this scheme is reaching out to nearly 1crore adolescent girls between 11 – 18 years of age in 200 districts across the country with an integrated package of services. Sabla aims at all-round development of adolescent girls of 11-18 years (with a focus on all outof-school AGs) by making them ‘self reliant’. At the Anganwadi Center,
leader (Kishori Sakhi) and meet at least 5-6 hours a week to receive programme services and function as a peer support group. Every girl enrolled in Sabla are given a Kishori Card, an entitlement tool to monitor girls’ access to and uptake of the services under Sabla. The non-nutrition services under the Sabla programme interventions also reach out to the nonschool going adolescent girls through adolescent groups. Each adolescent group comprises of 15 – 25 adolescent girls led by peer leaders i.e., Kishori Sakhi and their two associates i.e., Sahelis. The Sakhis and Sahelis are imparted training and serve as a peer monitor/educator for adolescent girls. They serve the group for one year and each girl will have a term of four months as a Sakhi on rotational basis. The AGs also participate in day to day activities of AWC like Pre School, Education, growth monitoring and SNP and facilitate the AWW in other activities. They also accompany the AWW for home visits (2-3 girls at a time) which serves as a training ground for future. State-Specific Initiatives of Sabla In many states like Madhya Pradesh and

supplementary nutrition providing 600 Kcal and 18-20 g of protein and micronutrients is provided every day at the anganwadi centers either as hot cooked meal or as take home rations to out of school adolescent girls in 11-14 years and all girls between 14-18 years for 300 days in a year. In addition, out of school adolescent girls are being provided nonnutrition services which include life skills education, supervised weekly IFA (100 mg of elemental iron and 0.5 mg of folic acid) supplementation and nutrition counselling, sexual and reproductive health education and counseling, skills in leadership, problem solving, decision making and accessing public services. In addition, older adolescent girls (16 - 18 year olds) are being given vocational training to make them self reliant. The Scheme also emphasizes convergence of services under various programmes such as Health, Education, Youth affairs and Sports, and Panchayati Raj Institutions (PRI) to achieve the programme objectives. With the support of community-based frontline workers (anganwadi workers) and civil society groups, adolescent girls have been organized in groups called Kishori Samoohs. Each Samooh is led by a peer
Orissa, NGOs are being utilised for all awareness gene ration activities and training of the Sakhis and Sahelis. Once a week, interactions of the school going and the non-school going adolescents is also organised so that interactions of the school and non school going adolescents are enhanced and the latter is motivated to join school. Once in three months on a fixed day i.e., on Kishori Diwas, general health checkups including measurement of height and weight and referral services are organised for all the adolescent girls by the Anganwadi worker with help from the health functionaries and referrals to specialised health care facilities for health problems that need special attention. Each adolescent girl is provided a Kishori Card which is a tool to monitor the services the adolescent girl utilises under the Sabla scheme. With the basic framework of the scheme, State governments have undertaken special initiatives to reach out for the well being of adolescent girls. In Bihar, the state government has clubbed the vocational training of the adolescent girls 16 – 18 years and is reaching out to them through the Hunar scheme of the Education department, a special state
level initiative to empower the minorities, schedule castes and scheduled tribes. Under this arrangement efforts are made to provide commercially viable training and develop employable skills among youth who have atleast passed the 8th class. In states like Orissa, the state government has prioritized training the girls in textile craft and has tied up the vocational training with the existing cottage industries and market linked the trainings so that the older girls can be economically independent. In Gujarat, the state government has rolled out the MamtaTaruni programme to ensure adequate healthcare and timely counseling to adolescent girls. The programme is aimed at providing healthcare to girls who are out of school, because there already exists a health programme especially for school students. Through this programme the young girls are also given physical and psychological counseling for the changes taking place in the body during adolescence. Every six months, the nutritional status and hemoglobin levels of the girl are achieved and they are given treatment for anemia if needed. To ensure maximum participation in the programme, the state government has introduced a small monetary provision. The idea is to ensure that maximum number of girls, especially in rural areas, scheduled castes and scheduled tribes participate in the programme. The state also gives the 'peer educator' i.e. Sakhis a small token amount of Rs 25 for every meeting so that they bring as many girls to the kishori samooh meeting as possible, and make them aware. At the same time, the Anganwadi worker is also given an incentive of Rs. 50 for calling the meeting and counseling the girls. In Jharkhand, the state government has taken a special initiative to establish effective linkages for vocational training in order to build the technical and professional skills of adolescent girls. Linkages for the vocational training and placements have been established with the NSDC (National Skill Development Corporation) and 30 local non-government partners. The adolescent girls groups are also being linked to the existing self-help groups so that interactions with these groups can help in their economic self-reliance. The state government in collaboration with the Department of Education is in the process of designing a special curriculum to mainstream the out of school adolescent girls into the school system through specially designed educational courses that cater to their literary needs. The state government is undertaking steps to link every adolescent girl under 18 with the formal school setup; for which linkages with National Programme of Education of Girls (NPEGEL) and KGBV scheme have been established. Child trafficking especially that of tribal girls is a major problem faced by the state. Sabla endeavors to have AGs with enhanced self esteem, improved nutrition and health status with enhanced skills and the capacity to make informed choices. Through various schemes including, Sabla, the government is investing in the health, nutrition and development needs of adolescent girls to advance their rights to education, health and protection which will help to them to build a future of gender equality and justice. All this, will help in building of a self-reliant and confident women citizenry.
Indian Agriculture Enters a New ERA
he Indian Council of Agricultural Research (ICAR), New Delhi, with its extensive network of research institutes has taken a number of new initiatives in areas of research, development, extension and education to address the concerns for improving the farm productivity. The Council’s crop improvement programme led the development of 49 new improved varieties/hybrids of rice, wheat, maize and pearlmillet, and 28 high-yielding varieties of vegetables, tuber crops and fruits for different agro-climatic conditions of the country. A cotton hybrid, has also been released for commercial cultivation in the northern parts of the country. A PCR- based diagnostic kit for detection of incipient infection of smut disease in sugarcane has been designed and developed. The geographical pest distribution maps of rice and cotton using GIS have been prepared. The maps will help identify hot spots of key pests. A generic software for pest management information system on Basmati rice, cotton, mustard, chickpea and groundnut has been prepared. Crop Improvement
Since germplasm is a basic and essential tool for crop improvement, 5,846 accessions of various crops and their wild relatives were collected through 85 explorations in the country. About 22,964 accessions were added to the National Gene Bank and more than 785 varieties/landraces of 12 crops have been finger printed. The ICAR has evolved a cost effective technology for amelioration and productivity enhancement of acid soils. The adoption of this technology would raise the productivity of acid soil regions by one tonne per hectare. Horticulture The ICAR has played a vital role in developing several new high-yielding varieties of fruit and vegetable crops. A sweet, fermented, nutritious and refreshing drink from aonla has been developed, which deserves to be made popular among people. Nowadays, cultivation of pomegranate has become a rewarding enterprise. Since pomegranate is in a great demand in domestic as well as in export markets, technology of modified atmospheric packaging, shrink wrapping and storage of low temperature have been developed. A new value-added production
known as Herbal Ghee has been developed. It has potential to alleviate high blood pressure. The technological advance in making light coloured chips from taro and sweet potato is a land mark achievement in tuber crop production. The ICAR scientists have developed DOT-ELISA based on the spot diagnostic kit for parasitic diseases in livestock. Similarly, first Mithun calf was born in India through artificial insemination during the year. Among other things an aluminium fishing boat of 5.22 meter length has been designed and fabricated. It will help in fish production in reservoirs. Successful mutation in tiger shrimp was achieved. The F6 generation of Kuruma shrimp as a forerunner for captive breeding of other shrimps has been developed. Yellow cat fish and spiny eel are successfully spawned, providing for diversification in aquaculture. Training Farmers A number of training programmes to update technical know-how and skill of farmers were conducted, benefiting 4.44 lakh farmers and extension personnel in the country. To cater to requirements of the seed
industry about 7,500 tonnes of breeders’ seeds were produced. Besides 52.25 lakh saplings were distributed among growers. For poultry development more than four lakh fertile eggs/day old chicks/grown up birds were supplied to rural poors. The Council has expanded its network of Krishi Vigyan Kendras (KVKs) and sanctioned 42 new KVKs in rural areas, raising their number to 541. First National Conference of KVKs to improve their relevance and effectiveness in technology assessment, refinement and dissemination was organized by the ICAR.As innovation is key to progress, the ICAR launched “National Agricultural Innovation Project (NAIP)” with a total outlay of US $ 250 million. The project includes research in value chain i.e. from production to consumption systems, sustainable livelihood security in disadvantaged areas and basic and strategic research frontiers of science. An Indo-US Knowledge Initiative to explore and work on mutually reinforcing priority areas of agricultural education, research, service and commercial education; food processing; use of by products and biofuels; biotechnology; and water management.
