JCO killed as Pak troopers attack Bhim Post in Uri sector Srinagar October 28: A day after Jammu and Kashmir Chief Minister Omar Abdullah expressed hope regarding the peaceful situation at Line of Control (LoC), a junior commissioned officer (JCO) was killed after Pakistani troops Monday fired on Indian Army posts along the LoC in Uri Sector of North Kashmir’s Baramulla district.A senior Indian Defence official told a local news agency GNS that Pakistani troops armed with machine guns fired at troops of 8 Kumaon guarding the fence near Bhim Post in Uri sector during intervening night of Oct 27 and 28. “The Army has retaliated and the exchange of firing was going on intermittently till this morning.”Since October 14, the
ceasefire violations have left two troopers dead and caused injuries to 18 people. On June 19, Pakistani troops had opened fire on Indian posts in Poonch Sector. On June 10, Pakistan troops had opened small arms firing on Indian posts in Nangi Tikri forward area along LoC in Krishnagati sub-sector of Poonch. Earlier on June 7, a Junior Commissioned Officer (JCO) was killed when Pakistan opened heavy fire with automatic weapons and rockets on Indian posts along the LoC in Poonch sector. A Brigadier and two soldiers were injured on May 24, when Pakistani troops opened fire on Indian positions along the LoC in Tutmari Gali sector in Jammu and Kashmir.

Expressing serious concern over mounting tension on LoC and International Border, Minister for agriculture and MLA Tangmarg, Ghulam Hassan Mir today appealed Prime Minister Dr Manmohan Singh to take up his Pakistani counterpart in light of their recent meeting held in New York. Talking to Kashmir News Service, Mir said: “I express my deep concern over the condition of people of Jammu and Kashmir especially those living near LoC and International Borders. The border inhabitants were living in peace and were enjoying the dividends of ceasefire. But unfortunately
the latest skirmishes over LoC and International Border have made their life miserable and pathetic.” The minister for agriculture said that the ceasefire between the two countries had made peace and development possible in border areas. “But the mounting tensions on LoC and International Border has once again taken the situation back to square one,” Mir told KNS. He said that Prime Ministers of India and Pakistan had met at New York and agreed that DGMOs of the two countries will meet frequently to reduce the level of tension on borders but the process needs to be incremented further. “I sincerely request Prime Minister Dr Manmohan Singh to personally intervene and take up the issue with Pakistan Prime Minister Nawaz Shareef in context of their recent meeting held at New York. The Prime Minister’s intervention, I am of firm belief, will help in deescalating the situation on borders.”

Pahalgam Development Authority (PDA) seized a vehicle and arrested its driver for supplying material illegally to an influential person for construction purposes. Before this incident, another person was held for ferrying construction material illegally in Pahalgam. Chief Executive Officer PDA, Reyaz Ahmed told CNS that in order to check illegal constructions and stop people from ferrying material, scores of check posts have been erected by PDA. Unknown gunmen today in a broad day light robbed the bank at South Kashmir’s Pulwama area, making the bank staff hostage and decamped with more than 3 lakh rupees. According to the reports received by Kashmir News Service , 5 armed men entered into the branch office of Jammu and Kashmir Bank located at Rahmoo Pulwama and made the entire staff hostage in the bank. The reports reaching KNS reveal that the unknown gun men decamped with more than 3 lakh rupees from the bank’s cash counter after the failed attempts to open the main safe box. The reports further mentioned that after leaving the bank, the armed men fired several bullets in air, causing panic in the area with people in the market rushing for safety. The robbers snatched the private vehicle bearing number JK02AH 6851 and
rushed from the spot. Police later swung into action and cordoned the area with Special Operations Group (SOG), 153RR and 183BN CRPF. The police has started the massive search hunt for the men in the area. Senior Superintendent of Police (SSP) Pulwama Amit Kumar when contacted by KNS said that the police have registered the case and the investigations into the matter have been started. Fisheries Deptt produces 19.95 thousand metric ton fish Srinagar, October 28: The Department of Fisheries J&K Government has initiated various developmental programmes to boost fish production in the state which has reached to 19.95 thousand metric tonnes. The Jammu & Kashmir State has already achieved a breakthrough in commercial trout production by the establishment of village Trout Farming Project, Kokernag being a mother producing centre in J&K State which is one of the biggest trout project in Asia. In 2005, the Department of Fisheries introduced carp fish culture in private sector by constructing demonstration ponds. Subsequently, during 2005 the scheme was taken-up under Prime Minister’s Employment Programme where more than 400 beneficiaries have been covered and 236 trout raceways under private sector have been constructed till date. Owing to the successful results of propagation of fish culture in the private sector, the department continued it under various state and centrally sponsored schemes. In 2009, the Department of Fisheries for the first time in the history of the State successfully propagated Trout

Declining saffron production
S
affron is one of the main crops of Kashmir valley which earns a lot of foreign exchange and is considered second best in the world after Spanish saffron. It has a good market in almost half of the world because it is used as a medicinal ingredient. Within the country saffron is used by Hindu community while performing their pooja and is considered a sacred commodity. It is unfortunate that the production of saffron is declining and the cultivators say that the trend is continuing unabated. The saffron growers are worried this year more than the past year as the flowering is very slow in all the carivas in Pulwama, Budgam and other areas under its cultivation. The slow flowering has caused the panic among the growers and they apprehend that the production will be reduced to 20% only. Though the government under saffron mission has provided new seeds and other technological help besides imparting of knowledge about modern techniques; still the production is going down every year. This decline has posed a question mark on the overall cultivation process and if the trend continues the growers may stop to cultivate the lands for this crop once for all. It is imperative for the government to look into the causes of fall in the production and consult the scientists and agriculturists for effective measures so that the decline is stopped and once again the saffron carivas are bloomed with abundant flowers of saffron crop. The government should also keep in mind that this year there was no problem of rainfall and no other causes like any diseases was reported from any area. If an expert committee is formed, it can go deep into the causes and save the farmers from suffering heavy losses. The government should also put a blanket ban on any construction work in the saffron land and should not allow the saffron growers to use this land for other purposes. Saffron is not only one of our measure crops but is also a crop which helps the state of Jammu and Kashmir to remain as one of the tourist attractions during the autumn season. The matter should be prioritized and serious steps should be initiated in this direction.

arnataka ranks top in the field of flower farming in India with over 18,000 hectares of land under cultivation. The state accounts for 75 per cent share in India's total flower production and has the highest area under modern cut flowers. In the past, the cut flowers were transacted through the process of auction. As a result, the number of transactions per day was meagre. Therefore the need of a modern auctioning system to facilitate flower exports was deeply felt. The International Flower Auction Yard in Bangalore, which is a joint venture between Karnataka Agro Industries Corporation and the flower growers of the state, was helped by the Department of Commerce with a financial assistance aid to maximise the transactions. The aid also paved the way towards the creation of a hygienic platform for both sellers and buyers so that the farmers get the maximum price in export of flowers. The financial assistance of Rupees Three Crore, which proved to a game changer for the flower growers of the state, was provided under the Assistance to States for Infrastructure Development and Exports Scheme (ASIDE) of the Department of Commerce of the Government of India. The monetary help facilitated in the completion of the project of replacement of the traditional auctioning system. Now, with the support under the ASIDE Scheme, the modern electronic auction clock system helps the bidders in reducing time loss and maintaining transparency. Along with this, with the implementation of the new system, the local flower growers were able to facilitate 800-1000 transactions per day as against 400-500 transactions in the past when the manual system was in action. The new system was an evidence of the
quick auctioning system, with very large number of small lots being auctioned through quick price discovery. The ASIDE Scheme has, apart to the Karnataka flower growers, proved to be very efficacious and beneficiary for exports country-wide. Launched in 2002, this Centrally Sponsored Scheme (CSS) is aimed at involving States / Union Territories in export effort by providing assistance to them for creating appropriate infrastructure for development and growth of exports. The scheme provides for an outlay for development of export infrastructure to be distributed to the States / UTs according to a pre-defined criterion. Such activities which have overwhelming export content were funded through the Scheme, with the sole motto of the development of infrastructure for exports. The Scheme is exclusively used for building up infrastructure which does not get reflected either in the State / UT plan or in the plans of the Central Ministries or its organisation(s), yet such infrastructure is critical for growth of exports. Till now, an amount of about Rs.5700 Crores has been released under the Central and State components of ASIDE Scheme for creation of the necessary infrastructure in States / UTs to boost exports. The Scheme has given shape to some of the most important infrastructure facilities in various States/UTs. One such infrastructural development is the Maniram Dewan Trade Centre in Guwahati, Assam. With the growth in business and trade volumes in the North East region, along with the necessity for global competitiveness, the need for a Trade Centre to facilitate organisation of trade fairs and exhibitions and invite wider participation was being felt in the North East region. To address this issue, the Assam Trade Promotion Organization, a Special Purpose Vehicle
under the Government of Assam made a proposal for assistance of Rs.28.38 Crore under the ASIDE Scheme for the construction of Maniram Dewan Trade Centre. The Centre started its operations in March 2009. It has three air conditioned exhibition halls and conference rooms, meeting rooms, amphitheatre, with all modern incidental facilities. With the construction of the Trade Centre, the impact on export can be assessed from the increase in occupancy rate from 8.20 per cent in 2009 to 53.44 per cent in 2011. The Centre attracted visitors/delegates from various South East Asian countries. The Centre is serving as a platform for entrepreneurs of the region to display their products in national and international trade fairs. Take for instance the additional infrastructure facilities built at the Calicut Air Cargo Complex under the ASIDE Scheme. Earlier, the export operations in Calicut Airport were transacted from within the airport itself. The lack of export processing area and space requirement for offices for customs, airlines, plant quarantine and exporters among others, was causing delays in transport of export goods which resulted in loss in quality and competitiveness of goods. To overcome the problems faced by exporters, the Kerala State Industrial Enterprises Ltd. (KSIE) submitted a project report for constructions of "IInd Phase Construction of Additional Infrastructural Facilities at Calicut Air Cargo Complex, Karipur" at the total cost of Rs.3.10 crore, with financial assistance of Rs.15.5. crore under the ASIDE Scheme. The project involved construction of buildings, electrification & airconditioning, fire detection, fire fighting equipments & security system, machinery & equipment, computerisation and communication systems. With the completion of the project, the dwelling
time of the cargo was reduced by its speedy clearance by new X-ray machine. Apart from it, the creation of additional space and other infrastructural facilities also helped the exporters to protect their commodities from direct sunlight and rain. It is to be noted that when the project was partially commissioned during 2008-09, the quantity of exports increased by 50 per cent. But presently the export volume is 225 per cent more than what it was in 200708. It has given big boost to the agricultural exports from Malabar region through the Calicut airport. The Institute of Auto parts & Hand Tools Technology in Ludhiana lacked the R&D facilities for quality improvement of products of Small and Medium Enterprises of the place to match export standards elsewhere. The Department of Commerce helped in strengthening the Institute for installation of facilities for reverse engineering, non-destructive testing and advanced heat treatment processing with 100 per cent finance of the project cost of Rs.5.18 crore under the ASIDE Scheme. With the financial assistance, the exports in this sector have gone up from Rs. 6000 crore in 2005-06 to Rs.9500 crore in 200809, with the share of Punjab being 30-35 per cent. It has also eased component sourcing & import substitutability and ensured availability of advanced technical infrastructure to manufacturers and exporters locally. It has also resulted in precision manufacturing of product development for global markets. Besides all these, the project has been successful in creation of skilled manpower base for various industries and e mployment generation through training programs & skills upgradation. The financial aid under the ASIDE Scheme hence proved to be a major booster dose for the exporters in building infrastructural facilities.

Despite differences in rituals and beliefs among the world's major religions, spirituality often enhances individuals' health, according to University of Missouri researchers. The MU researchers believe that health care providers could take advantage of this correlation between health - particularly mental health - and spirituality by tailoring treatments and rehabilitation programs to accommodate an individual's spiritual inclinations. "In many ways, the results of our study support the idea that spirituality functions as a personality trait," said Dan Cohen, assistant teaching professor of religious studies at MU and one of the co-authors of the study. 'Mastermind', three others held for Patna blasts Agencies Ranchi, October 28: The Bihar police on Monday claimed to have arrested four persons, including the "mastermind", for the Patna serial blasts which left at least five people dead and over 90 injured ahead of BJP's Hunkar rally at Gandhi Maidan on Sunday. "One of the accused, who is being considered as the mastermind, has been arrested till now. He has confessed how the planning took place," Manu Maharaj, senior superintendent of police in Patna said. "Based on that information, we conducted raids. Information was given to Ranchi police and subsequently our teams have gone there," he said. In Ranchi, police have identified the four arrested suspects as Mohammad Imtiaz, Mohammad Tarique, Mohammad Noman and Taufique Alam. Jharkhand director general of police Rajeev Kumar confirmed, "All the four suspects are from Ranchi." The four were reportedly supported by eight members from different places in Ranchi. Mohammad Imtiaz is a resident of Dhurwa, a senior police officer who declined to be named told Hindustan Times. The Ranchi police claimed to have recovered incriminating material during a raid on Sunday at Imtiaz' residence.
"We have recovered terrorist literature and IM posters. Close ones are being interrogated," said additional director general of police SN Pradhan . Imtiaz's father Kamuluddin and brother, Akhtar Ali during interrogation told the Ranchi police a group of boys had left for Patna with his son and his four nephews but denied any involvement in the blasts. Police said that during interrogation Imtiaz revealed that the suspects had met several times at his house and it was there that the plan was worked out. Six bombs - improvised explosive devices (IED) with timers - went off in and around Gandhi Maidan between 11.40am and 12.45pm on Sunday just ahead of BJP prime ministerial candidate Narendra Modi's rally. Earlier in the day, around 9.30am, a bomb had exploded in a toilet at Patna Junction railway station. There was confusion on Monday over reports that one of the injured, and also a suspect, had succumbed to injuries. Police later confirmed that he was still alive. Officials in Patna refused to comment on the investigation saying it had been taken over by the National Investigative Agency. Within hours of the blasts, the union home ministry in New Delhi had on Sunday rushed a team of NIA officers and bomb experts from the
National Security Guards to the state. Prime Minister Manmohan Singh had asked chief minister Nitish Kumar to take "immediate and firm action" to identify and act against those responsible. The first crude bomb exploded in a public toilet building near platform 10 at Patna Junction, said Patna SSP Manu Maharaj. A man was injured and hospitalised. A bomb squad member was also seriously wounded while trying to defuse two more bombs found there, he said. Two hours later, bombs went off in and around Gandhi Maidan - near a movie theatre, a hotel, a children's park and a bank - sending plumes of smoke in the air and people scurrying around in panic. Police managed to prevent a stampede and the organisers of the rally also helped maintain calm by announcing that the blasts were tyre bursts or crackers going off. "We detected four more bombs. Defusing them turned out to be a problem as they are all fitted with timers," said a bomb squad member. Chief minister Nitish Kumar insisted there was "neither intelligence failure nor a security lapse". After his rally, Modi tweeted, "Blasts in Patna are deeply saddening and unfortunate. Condolences with families of deceased and prayers with injured. I appeal for peace and calm."
SC rejects probe into Robert Vadra land deal Agencies New Delhi, October 28: The Supreme Court on Monday refused to entertain a PIL seeking CBI probe into licences granted to several real estate developers, including the one with which Robert Vadra is associated, for developing colonies in Haryana. The apex court pulled up the petitioner for targeting only Vadra while the names of other persons who were also granted licences were not mentioned in the petition, saying it was done for "cheap publicity". "Why you chose only one person? Let us clarify that in the name of PIL we are not going to sully the name of a particular person. Merely because he is related to a political family, you cannot call him a sinner," a bench of justices H L Dattu and Ranjan Gogoi said. The Supreme Court on September 22 had exempted personal appearance by Dayalu Ammal before the trial court, but directed the she be examined at her residence. Kanimozhi had filed a plea before the apex court, seeking exemption from personal appearance of her mother on medical grounds, which the court had allowed. CBI officials last week served summons to Dayalu Ammal, informing that her statement would be recorded on Monday. New Delhi, October 28: A delegation of BJP leaders on Monday lodged a complaint with the Election Commission seeking action against Congress vice-president Rahul Gandhi for allegedly violating the Model Code of Conduct by appealing for votes on communal lines and inciting hatred among different communities. They handed over a memorandum to Chief Election Commissioner V.S. Sampath, seeking withdrawal of recognition given to Congress that of a national party and also demanding action against party’s vice-president for violating the Code. “It is respectfully prayed that appropriate action may kindly be taken against the Indian National Congress and Rahul Gandhi, vice-president, Indian National Congress for violating the Model Code of Conduct and the recognition of Indian National Congress as a National Party may kindly be withdrawn immediately,” the BJP memorandum to Election Commission said. The BJP vice-president Mukhtar Abbas Naqvi claimed that the Congress is a “habitual and traditional

Patrolling in sensitive border areas has been increased to check anti national elements," SSB commandant KS Bankhothi said. An alert has already been sounded in the state by UP police following yesterday's serial blasts in Patna, which killed five persons and left 80 others injured. Sources in the state administration said they were maintaining strict vigil in crowded places, including railway stations, markets and malls and carrying out intensive checks. "There are various types of inputs that we get and efforts are on to cross-check, verify such inputs and plug the loopholes", officials said.
