Srinagar, September 28: The Government has viewed frequent strikes by the employees with concern as strikes cause sufferings and inconvenience to the public at large especially, in respect of delivery of essential services which get affected considerably. In this regard, the General Administration Department has issued a circular this evening saying that most of the demands put forth by the Employee’s Unions on different occasions have been acceded to despite known financial constraints. Government

has been exhibiting a sympathetic and considerate attitude towards its employees in so far as fulfilment of their legitimate demands is concerned. Referring to the judgement of the Supreme Court which has held the strikes by the employees as illegal, the government with a view to sensitizing the employees about the actions which it may be compelled to take in the event of any eventuality has issued the fresh instructions. Apart from enforcement of the principles of “No work no wages”, action as may be deemed appropriate may be taken

against those instigating/participating in the strikes/hartals. Such actions shall include treating the period of the unauthorised absence as dies-non/break in service and may even entail dismissal from service. The Circular further states that the Administrative Secretaries shall furnish the attendance of the employees on day to day basis. Similarly Deputy Commissioners shall furnish details of attendance of the employees through respective Divisional Commissioners, besides reports to be furnished by CID about the employees attendance.

22 day strike in Shopian ends CRPF camp shifting under process: IGP

Srinagar, September 28: After 22-days of continuous strike against civilian killings at Gagran, the people of Shopian have decided to call off their strike from tomorrow while giving authorities a 12-days deadline to shift CRPF from Gagran camp or face a strong agitation including strike. The meeting however, called for a strike on October 4, 7 and a peaceful protest demonstration after Friday (October 4) prayers. REASI, SEPTEMBER 28 One day workshop on “Conservation and gene Banking of Mahseer” was organized by Central Institute of Fisheries Education, Mumbai in collaboration with Department of Fisheries, Government of Jammu &Kashmir here Saturday. The workshop was inaugurated by Minister for Fisheries, Dr. ManoharLal Sharma , while MLC Jugal Kishore, DDC Reasi Dr Shahid Iqbal Choudhary were also present on the occasion. More than 50 eminent scientists from all over the country and experts of SKAUST and Jammu University, besides officers of the department of Fisheries J&K participated and shared their experiences in conservation and rehabilitation of Mahseer Fisheries.

He also stressed the need to draw strategies for rehabilitation of this indigenous specie by different Fisheries Institutions of National Level as well as state fisheries dept to save the prized Mahseer and other fish species. The Minister further appreciated the efforts of Dr. W.S.Lakra, Director and VC , CIFE and his team for holding the workshop at Reasi which will be helpful not only for Jammu and Kashmir but even in the surrounding states which are having same ecological conditions for conservation of Mahseer.

till such time as additional accommodation is built. In this context, the Vice Chancellor informed that new hostels for boys and girls presently under construction will be completed in time for the Academic Session 2014. The Council emphasized the importance of introducing suitable modules for imparting moral and philosophical education to the students, in addition to the technical courses they are pursuing, for providing balanced and wholesome education. The Council members opined that the business establishments are attaching great value to such modules for their employees coming out of the universities, in addition to the technical expertise they may possess.The Council took a number of decisions to streamline admissions, attendance, rationalization of faculties and schools and other academic matters.

Summer session of the legislature important but too short

T

he summer session of the state legislature has been going on since the inception of this legislative body and undoubtedly it attracts the attention of the common people who pin their hopes on the law makers to solve their day to day problems besides formulation of the policies and laws for overall development of the state. However, the session seems to be very short though it cannot be compared with the budget session which has more tasks to deal with including the annual budget but still the session at the summer capital should have had more duration so that it would look that the law makers would represent their areas properly and project the problems of the people as all ministers at the helm of affairs are present during the session and the representatives get ample time to present their view point on the implementation of different projects besides giving their views for betterment of their concerned constituencies. This also would give a feeling that the people of the valley are getting due attention of the government and their problems are given a preferable treatment. The session at the summer capital may look as a routine for some people but in fact this session exhibits the supremacy of the legislature so that other organs of the government are made answerable and effective in discharging their duties. The second most important argument for longer duration of the session is that there is a long gap between budget session and the summer session hence it needs to be longer so that the law making, policy formulation and implementation process of the government policies is properly monitored and supervised by the supreme pillar of the democracy called legislature. If we go by the precedence of the parliament then there should have been more than two sessions because there are certain issues, policies, law making and welfare measures which can not wait for so long as they would require the approval of the legislature. Of course there are issues of the national importance and security related ones which require the immediate attention discussions and policy formulations by the legislature. It is as such the call of the time that the duration of summer session in the summer capital should be definitely longer than what it is at present.

ATDC has emerged as India’s largest vocational Training Network for the Apparel Sector with over 75 ATDCs including 25 ATDCIGNOU Community Colleges and over 50 SMART Centers and Skill Camps at present in major Apparel clusters spread across 20 states Pan India. ATDC’s aim is to train skilled workforce for the rapidly growing export and domestic sectors of the Apparel Industry and upgrade the technical skills to improve quality, productivity and efficiency in a global context

knowledge by moving up in the knowledge value chain. AEPC’s ‘Skill Assessment Cell’ is setup with an objective to identify and consider the skill certification for early school leavers and existing workers, especially working in the unorganized sector. The project works in association with Ministry of Labour & Employment it seeks to develop a new strategic framework for skill development in close consultation with industries. This initiative is helping in boosting the morale, and uplifting the social status of workforce. Now AEPC Assessment Cell has done an assessment approximately of 1500 candidates. In order to make India a world class sourcing hub for apparel industry project DISHA (Driving Industry towards Sustainable Human Advancement) was started. This is an initiative of AEPC under umbrella of MOT for facilitating & preparing Indian

apparel manufacturers towards becoming more socially and environmentally responsible industry. The programme aims at capacity building of the SMEs on apparel sector through cluster level and unit level trainings on gap assessment and remediation of the same. In the current fiscal year apparel exporters are facing problem in getting more orders as the rupee is falling and possibility of getting business from US and EU is little hazy. Some of the SMEs are not able to utilize the 60% of installed capacity, which in turn is affecting their profitability. Decline in orders and less utilization of installed capacity, stiff competition from south Asian and south East Asian nations are the major reasons for the lost in jobs. If we look at the import of major market like USA and EU which contributed 80% of our total export to world have registered decline in volume wise import which suggests that in term of quantity export are not increasing which is affecting the orders. Decline in order leads to the shutting down of the units subsequently loss in jobs and business. To resist the jolt of world economic crisis we have made certain strategies where in we are emphasizing the diversification of market base. To diversify the market this year we are organizing mega show in Tokyo, Japan which is the third largest importer in world and India’s share in import is less than 1%. Success of this show may bring huge apparel business to India as Indian has already concluded India-Japan CEPA and has become effective since August 2011. Under the agreement duty free apparel import has been allowed in Japan since August 2011. We are organizing buyer’s seller meet in Tel Aviv, Israel; Barcelona and Madrid in Spain and New York in USA. We have also planned mega apparel show called magic fair in USA. AEPC resourcefulness to take calculated risk braving all odds, perceptible across all circumstances, is the key fuel for the India’s apparel export growth. With AEPC’s expertise and initiatives India’s apparel exports are sure to grow stronger each year in their achievements, skills and proficiency, while international buyers get superior solutions for their garments exports.

Renewable Energy an Important Source

lectricity is one of the prime requirements for any country to develop. Without it, infrastructural bottlenecks accentuate, causing hurdles in growth across the board. Industries, Agriculture, services and in fact every walk of life need electricity to move forward. With this in view, India has been making all efforts to generate as much electricity as possible from different sources. These include Hydro, thermal, nuclear and even non conventional sources like solar and wind energy. The country is facing acute power shortage and its per capita consumption is one of the lowest. 75 % of the electricity is generated by burning coal and natural gas. If we continue to bank on our coal reserves so heavily these are estimated to last just for another 40 years. Besides, burning of coal raises environmental issues which should be avoided to the extent we can. Twin challenges of power and clean environment have to be met squarely. It is in this backdrop that the government of India has made energy generation through non-conventional sources one of its top priorities. Creation of a separate Ministry of new and renewable energy is a testimony to this effort. Because of these efforts generation from renewable sources of energy has trebled since 2005 from 5 to 15 GW. By 2022 it should reach 40 GW. According to an estimate, Potential of power generation through renewable sources of energy in the country is 150 GW. A lot more needs to be done therefore. As of now, electricity generation from renewable sources of energy is only 3.5%. It is likely to increase to 10% by 2022. Jawaharlal Nehru National Solar Mission, launched on the 11th January, 2010 by the Prime Minister Dr. Manmohan Singh is a major initiative in the field of giving a boost to utilisation of non-conventional sources of energy. The Mission has set the ambitious target of deploying 20,000 MW of grid connected solar power by 2022 . It is aimed at reducing the cost of solar power genera-

tion in the country through long term policy; large scale deployment goals; aggressive R&D; and domestic production of critical raw materials, components and products. The Mission will create an enabling policy framework to achieve this objective and make India a global leader in solar energy. The 11th Five Year Plan witnessed an impressive progress in research and development and deployment in renewable energy sector. Ministry of new and renewable energy has sponsored 169 R&D projects in the area of solar energy, bio-energy and hydrogen and fuel cells with a total outlay of about Rs.525 crore. Renewables contributed to nearly 14,660 MW power during the 11th Plan and they will become more important in future.

Ministry sanctioned a project for installation of standalone SPV power plants aggregating to 8740 kWp capacity in 4115 schools and 9 examination centers. During the current financial year, a project for installation of 560 SPV water pumping systems in six districts of Bihar has been sanctioned. A Plan has also been prepared for increased exploitation of various renewable energy sources in the country during the 12th Plan . The 12th Plan proposals envisage 29,800 MW grid-interactive and 3267 MW offgrid power generation capacity addition from various renewable energy sources and deployment of 7 lakh biogas plants, 35 lakh cook stoves, 8.5 lakh solar cookers and 80.5 lakh solar thermal energy systems in the country. The project, commissioned in May this year, has so far generated about 24 million units (kWh) of electricity. Projects on energy from municipal solid wastes (MSW) are being taken up by the Municipal Corporations in public private partnership mode by tying up with selected private companies. The need to tap new and renewable sources of energy to meet energy requirements of the country and protect the environment from greenhouse gases can hardly be overemphasised. Fortunately, there is abundance of solar energy available in most parts of the country. Ladakh, for instance has bright sunshine for 300 out of 360 days a year. No wonder it is one of the focus areas of the ministry in exploiting solar energy. What matters is to tap it for electricity generation or for other useful purposes. To make it affordable and cost effective, sincere efforts have to be made and suitable policies formulated. A total of around 1000 MW capacity solar power plants have been installed in the country in last two years and if this trend continues, the country will indeed achieve the target of 20000 MW by 2022. Alongside, due attention has to be paid to provide quality product and service to develop confidence among the users.

New research determines that children from dog-owning families exercise more than those without pooches. The American Journal of Public Health published a study saying kids with dogs spend an average of 325 minutes doing physical activity per day, 11 more than those without dogs. The same rule could apply for adults. It was also found that dogs can be very good motivators to get people moving. Fitness experts have their say: A study mentions how dog walkers meet cardio vascular exercise requirement at least thrice a week. "Though walking with the dog can be rejuvenating, it's not really a full-cardio workout. However, if you're running

with the dog it can reach the fat-burning range, which you need. What is advisable is to keep a heart rate monitor with you which shows if you are in the target heart rate zone," says fitness expert Althea Shah. Indians love their spices. But did you know that excessively spicy food can lead to all sorts of digestion issues? We spoke to Dr. S K Thakur, Gastroenterologist from Moolchand Medcity, New Delhi. He explains, "Spices are added to our food to improve the taste. However, once they reach the digestive tract they may cause irritation to the stomach's mucosal lining. Spices increase the acid secretion and reduce the strength of the gastritis mucosal barrier." "Overindulgence of spicy food may cause various stomach ailments. The

main reason behind these problems is the presence of high acidic content in spicy food. Although spices provide a number of vitamins and nutrients that are present in abundance, too much of these nutrients can be harmful too," he adds. Following are the ailments caused by extra spices in everyday food: Acid reflux: Spices are basically a combination of acids. When too much of these acids are introduced into the stomach, which already has its own acidic contents, it starts damaging the walls of the stomach. Acute gastritis: It is caused due to inflammation of the gastric mucosa, the membrane that lines the stomach. Many people suffer occasional, mild bouts of gastritis, which are often passed off as simple indigestion. Acute gastritis is generally characterized by symptoms such as vomiting, nausea, fever, diarrhea, headache accompanied by bleeding in vomiting or passed in the stool.

Gastric ulcer: Spicy food can cause ulcers in the sensitive mucosal lining or in the small intestine, called the duodenum (duodenal ulcer), or either in the esophagus (esophageal ulcer). Gastric ulcers are painful causing burning stomach pain, nausea, vomiting and weight loss. Insomnia: Spicy food raises the body temperature, which may trigger insomnia thus, it is advisable to avoid spicy food at dinner. Loss of appetite: Spicy food is safe for consumption when taken in moderate amounts. One may eat spicy food 3-4 times a week. Workers earning the lowest wages have a higher risk of hypertension than those who receive handsome salaries, a new study suggests. The correlation between wages and hypertension was especially strong among women and persons between the ages of 25 to 44. "We were surprised that low wages were such a strong risk factor for two populations not typically associated with hypertension, which is more often linked with being older and male," J. Paul Leigh, senior author of the study and professor of public health sciences at UC Davis said. "Our outcome shows that women and younger employees working at the lowest pay scales should be screened regularly for hypertension as well," Leigh said. The study is believed to be the first to isolate the role of wages in hypertension, which occurs when the force of circulating blood against artery walls is too high. According to the Centers for Disease Control and Prevention, hypertension affects approximately 1 in 3 adults in the US and costs more than 90 billion dollars each year in health-

care services, medications and missed work days. It also is a major contributor to heart disease and stroke, both of which are leading causes of death and disability. While there is a known association between lower socioeconomic status (SES) and hypertension, determining

the specific reason for that association has been difficult, according to Leigh. Other researchers have focused on factors such as occupation, job strain, education and insurance coverage, with unclear results. Leigh's study was the first to focus on wages and hypertension.

On Friday, Singh pushed back against the United States on many fronts, quite perceptively persuading President Obama to accept his view on at least two issues. The first was the trade and commerce relationship between the two sides that has hit a rough patch lately. Ahead of Singh’s visit, US lawmakers and lobbyists acted in tandem to pile up a laundry list of complaints against New Delhi, drumming up a steady refrain that India was reverting to its socialist tendencies, particularly in the light of increased social safety net spending, and setting up roadblocks against foreign (read American) businesses. Singh was unapologetic about the road he has chosen, telling the US President that “India is a poor country” and his government’s basic task is to improve the standard of living of its people and getting rid of mass poverty, ignorance and disease which still afflict millions. “And in that struggle, we want America to

stand by our side,” Singh said, with Obama seated beside him. Pakistan jolted by another strong earthquake Agencies KARACHI: Several cities of Pakistan’s Sindh and Balochistan provinces were on Saturday hit by a massive aftershock measuring 6.8, three days after a 7.7 magnitude earthquake struck the region killed over 500 people. Pakistan’s Met office measured the earthquake at 7.2, while the US Geological Survey (USGS) recorded it at 6.8 on the Richter Scale. Agencies Union minister of state for Railways Adhir Chowdhury, against whom a non-bailable arrest warrant has been issued for alleged conspiracy in a murder case, was today charge sheeted by the police in a Murshidabad court. The charge sheet filed before a court in Berhampore alleged that Chowdhury conspired in the murder of Trinamool Congress worker Kamal Sheikh in Golabazar area of the district in 2011. Additional Chief Judicial Magistrate of district court, Ali Biswas, had yesterday issued the non-bailable arrest warrant against the minister. When contacted, Chowdhury accused the ruling Trinamool Congress of pursuing vindictive politics in the state. “I have been falsely implicated in this case. Haryana govt draws up scheme for NRIs to aid in state’s growth Agencies Haryana government has started a new scheme aimed at improving its coordination with NRIs for the purpose of achieving greater development for the state. The decision to start the ‘Pravasi Haryanvi Bhagidari Vikas Yojna’ was taken at a meeting of the state’s rural development and panchayat officials under the chairmanship of Chief Minister Bhupinder Singh Hooda on Saturday, an official release said at Chandigarh. The scheme aims to encourage NRIs hailing from Haryana to maintain emotional roots with their place of birth. It also seeks to inspire them to contribute towards the development of their native villages and towns. Hooda gave his approval for the setting up of district- level committees under the chairmanship of the deputy commissioner for receiving proposals from NRIs regarding development projects to be adopted or funded by them. The committee would also decide

whether the work is to be undertaken at the government level or by any other agency. A state-level cell would also be created under the chairmanship of the chief secretary to supervise and monitor the functioning of the district committees.

The district committee would maintain a database of all NRIs from the district with details of their addresses, etc. The aim is provide a single-window clearance mechanism for NRI investors willing to invest in the development of the state, the release added.

Death toll in Mumbai building collapse climbs to 25 MUMBAI: Rescue operations continued on Saturday to find any possible survivor in the huge rubble of the five-storey residential BMC building BMC that collapsed in Mazgaon area in Mumbai as the death toll in the incident rose to 25. "The death toll in the collapse has risen to 25 and 32 people are injured," civic sources told and added that more persons were feared trapped under the debris. However, the deceased have not been identified yet. The injured have been admitted to state-run JJ Hospital and Nair Hospital.On Friday night, the toll stood at 13 including three of family.Relatives of the missing persons wailed as heavy machinery lifted large slabs of concrete and rescue workers scoured the site. Around 21 families, which were BMC's tenants, lived in the 30-year-old structure. It was categorized as a C-2 building, which meant that it was in need of urgent repairs. The building is located on Brahmadev Khot Marg near Babu Genu market in the Mazgaon area, which is close to the Dockyard Road railway station on the harbour railway line. Anish Kadam (10), Diptesh Kadam (16), Habib Shaikh (22), Tauqeer Shaikh (22), Haroon Shaikh (24) and Ajay Chendvankar (40) were among those rescued. DS Patil, a fire brigade official, was injured during rescue operation. On Friday, Maharashtra chief minister Prithviraj Chavan had a meeting with senior officials and asked them to ensure effective relief and rescue operation. He also visited the injured at the JJ Hospital and said strict action will be taken against those found guilty of the building's collapse. BMC said it has formed two committees to probe the collapse incident and ordered audit of similar buildings in the city. The civic body has filed a complaint against one 'Mamamiyan Decorator' who had allegedly made some alterations on the ground floor of the building. The affected families would be given alternative accommodation in the vicinity. It has also announced a compensation of Rs 2 lakh each to the family of the deceased. The BMC has also decided to bear the cost of treating the injured, civic officials said. This is the second major building collapse in Mumbai this year. Aftab Mansion, a residential building in suburban Mahim West had collapsed in June, killing ten people.
