Srinagar, August 29: Two persons died and 18 others were injured in different road accidents across the valley.

A Tata mobile bearing registration number JK05A/8997 hit Shamas-ud-din son of Mohammad Shafi resident of Badugam at Shat Tulail, Bandipora, resulting in his on spot death.

Bandipora Police has registered a case in this regard.

In another accident, a Tata Sumo bearing registration number Jk03C/9212 hit and injured a 22 years old Sajad Ahmad Khan son of Gull Mohammad Khan resident of Khud Gujjar nard, in the jurisdiction of Police Station Devsar. The injured was shifted to PHC Devsar where doctors declared him brought dead.

Police Devsar has registered a case in this regard. Meanwhile, a Scorpio bearing registration number JK05D/1848 hit and injured a pedestrian Akhtar Ahmad Mughal son of Mohammad Hussain resident of Dachna Salamabad, Baramulla, in the jurisdiction of police station Boniyar near Court complex Boniyar, Baramulla. The injured was shifted to Hospital for treatment. Boniyar Police has registered a case n this regard.

Mysterious death of 2 persons Srinagar, August 29: Two persons including a non-local labourer were found dead in suspicious circumstances in Pattan and Leh. The body of Shamshad Alam son of Bukhari Miyan resident of Champaran, Bihar was brought to the district Hospital Pattan by his other colleagues. The deceased was working in ITI Pattan as labourer. Baramulla Police Pattan has initiated an inquest proceedings und section 174 CrPC to ascertain the cause of the death. Meanwhile, Yountan Nurboo son of Tsering Nurboo resident of Choglamsar, Leh was found hanging at the forest Bagh near Choglamsar bridge.

Leh police has initiated inquest proceedings under section 174 CrPC in this regard.

Assailant of street vendor arrested Srinagar, August 29: Police arrested the assailant of a vendor who was seriously injured in an attack on Tuesday.

A vendor Latief Ahmad Khan son of Ghulam Mohammad Khan resident of Bagiyas, Chatabal allegedly received serious injuries in his head when he was attacked with a pipe wrench by one Himayun Khan a resident of Nowgam, Bypass on Tuesday. In this regard, Batamaloo police registered a case vide FIR number 77/2013 under section 307, 341,323/RPC. The injured was shifted to the hospital for treatment and a manhunt to arrest the assailant was launched by the police.

Batamaloo police on Thursday arrested the accused Himayun Khan son of Ashraf Khan resident of Nowgam who has been remanded to police custody.

PDP demands proper rehabilitation of Kishtwar violence affected families Terms judicial probe as eyewash to hide truth

Jammu, August 29: Demanding proper rehabilitation of the violence affected families of Kishtwar and adjoining areas, Peoples Democratic Party (PDP) Thursday termed that the judicial probe announced by the state government to the investigate the unfortunate incident of August 9 an eyewash to hide the truth.

In a statement to KNS the party observed that earlier similar investigations were announced by the present coalition government but nothing concrete emerge from such inquiries. In

Azad chairs Consultative Committee of Parliament meeting Says maternal mortality rate has declined considerably

New Delhi, August 29: Meeting of the Consultative Committee of Parliament attached to the Ministry of Health & Family Welfare on Maternal Health was held in New Delhi today. Ghulam Nabi Azad, Union Minister of Health & Family Welfare presided over the meeting. The meeting discussed various issues on Maternal Health.

In his opening remarks, Azad said Government of India is implementing a number of strategies and interventions for improved maternal health outcomes. These

interventions have contributed in the reduction of Maternal Mortality in the country. Maternal Mortality Rate has declined from 301 per

100,000 live births in 2001-03 to 254 in 2004-05 and further declined to 212 in 2007-09. The pace of decline has shown an increasing trend from 4.1% annual rate of decline during 2001-03 to

5.55 IN 2004-06 and further to 5.8% in 2007-09.

Members who attended today’s Consultative Committee Meeting included Shri M.I. Shanavas (LS), Shailendra Kumar (LS), Dr. P. Venugopal (LS), Shri Motilal Vohra (RS), Dr. C.P. Thakur (RS) and Shri Baishnab Parida (RS).

NHPC illegally, unconstitutionally generating electricity Srinagar, August 29: The National Hydro Power Project (NHPC) is “illegally and unconstitutionally” generating electricity from the power projects under its execution in Kashmir, an RTI filed by a Kashmiri social activist has revealed.

The applicant, Tufail Khalid had in 2009 filed an RTI seeking information on the following points: (1) Agreement executed

by J&K Government with NHPC in respect of various power projects with

water capacity in each dam of these projects.

(2) How much share the state government is getting from the agreement

entered with GoI. (3) How many agreements entered with NHPC have lapsed?

As stipulated, the J&K State Information Commission asked the J&K State Power Development

Department to furnish the complete details of the agreements to the information seeker—Tufail Khalid.

He added that the PIO JKSPDC in his reply vide his letter dated 28.03.2013 ( No.PDD/Genl14/ 2013/RTI) stated that the agreements for the said projects—save Baglihar which is a state sector project— have been executed between J&K govt. and GoI. The noted social activist said that the letter further stated that a photocopy of the MoU of July 2000 signed lies with JKSPDC-detailing about the 7 projects transferred to NHPC. “The letter clearly stated that no information regarding the agreement entered into Uri-1 (generating (350 MW), Dulhasti and Salal is available with the JKSPDC office,” Tufail revealed. However, the social activist adds that the hair-raising question the JKSPDC response raises is barring the MoU entered into seven projects—Kishanganga HEP, Uri II, Bursar, Sewa II, Pakal Dul, Nimoo Bazgo, Chutak—no separate agreements stands entered with NHPC for the other 7 power projects being executed by it. The JKSPDC response to the RTI, Tufail reveals clearly states that no agreement with NHPC exists on the projects being executed by it in Kashmir. The young social activist informs that NHPC earns Rs 2300 crores per day from the power projects it executes in Kashmir. “Out of the total 10,000 MWs NHPC generates across India, 5,400 MWs are generated in Kashmir only.

When the then Chief Minister Farooq Abdullah had handed over the 14 projects to GoI in 2000 nothing was agreed onto as how the state, particularly, Kashmir would benefit out of it,” he said. “…..there is no mention of the J&K’s share from the revenues generated by NHPC from our water resources. What was decided on that 12% of the generated electricity during summers and 15 percent during winters would be supplied free of cost to the state,” informsTufail while adding that NHPC doesn’t even pay the royalty and towards the state government. Under such circumstances, he said, “it looks improbable that NHPC would pay the state government its share and the compensation from the from the power projects executed by it here. While criticizing Dr. Farooq Abdullah for allowing NHPC to loot the water resources in J&K, Tufail even had a panning for Mufti Mohammad Sayeed, Ghulam Nabi Azad and Omar Abdullah He said that despite being powerful enough to retrieve the power projects at the stroke of their pens, these chief ministers are remaining silent to appease their masters at the Centre.

“The arrest was carried out following a tip-off from central agencies and with the help of the National Investigation Agency (NIA),” Bihar additional director general of police (headquarters) Rabindra Kumar said in Patna on Thursday.

Bhatkal and his accomplices had been using the 750-km porous border of Bihar with Nepal to enter and exit the country in the last six months. The pattern was followed by the NIA and painstakingly put together, leading to the arrest, according to the police.

Hailing from Bhatkal town in Karnataka, the IM leader hit the spotlight after the 2008 Delhi serial blasts in which 30 people were killed. He is suspected to be the mastermind of these five blasts as well as the 2010 German Bakery blast in Pune that killed 17 and the Dilsukhnagar blasts in

Daily Hyberabad in February that also killed 17.

He is also suspected to have played an active role in the 2006 Mumbai serial train blasts in which 187 people were killed. Former home secretary RK Singh said Bhatkal had been the most active militant in the IM. “He himself was a bomb planter, organiser and was one of the most potent militants in that (IM) stable. We have been after him. Catching him, therefore, I think, is a great success.”

Singh added Bhatkal gave security agencies the slip at least twice earlier. “Once it was said he was arrested in Kolkata but they (security agencies) did not have his identity and he managed to get bail. On another occasion, our agencies had worked out a plan but he managed to give the slip.” Bhatkal and Akhtar were produced before a court in Motihari and are to be brought to Delhi. This is the second major breakthrough for Indian agencies after the arrest of LeT bomb expert Abdul Karim Tunda on August 16.

Minister for Social Welfare, Ms. Sakina Itoo alongwith Minister for Law, Justice and Parliamentary Affairs, Mir Saifullah on Thursday inaugurated Government girls hostel for Pahari students at Kupwara.

Vice-Chairman of State Advisory Board for Development of Pahari Speaking People, Kafeel–ur-Rehman and MLC, Kupwara, Sayeed Rafiq Ahmad Shah were also present.

Speaking on the occasion, Ms. Sakina said that since Omar Abdullah took the reins of the present dispensation, a lot of new welfare schemes have been launched for weaker, downtrodden, SC, ST, Gujjar, Bakerwals and the people of Pahari community living in the far flung and remote areas. She said that presently five lakh people are being benefited by many welfare schemes including Old age pension, Widow Pension, scholarships and said that by opening of Second Pahari Hostel in Kupwara, the number of its have gone to nine and added that the Government is considering establishment of more such hostel in other district headquarters also, so that the children of this community may be equally share holders of the progress made in

About one hundred students drawn from different educational institutions of Kashmir Division which includes Tyndale Bisco, Green Valley Educational Institute, Kashmir Harvard HSS Educational Institute, Sri Pratap Higher Secondary School, Government Boys Higher Secondary School Soura, AIPS Pantha Chowk, Saddiquia Public School, Zewan, Government Women College M.A.Road, Zewan Police Colony and District Baramulla participated in the camp.

A long road ahead

H

aving nominated Yashpal Sharma as candidate for Jammu-Poonch Lok Sabha seat for the upcoming Lok Sabha elections in April-May 2014, Peoples Democratic Party has blown the begul for the ensuing parliamentary elections. Other major political parties like National Conference, Congress and BJP are yet to decide their candidatures for Lok Sabha elections-2014, but almost all the parties have started gearing up to create an atmosphere of elections by organizing, strengthening their cadres and in some cases have started drawing the attention of the voters towards themselves by arranging public meetings, addressing public rallies in different parts of the state and alluring voters by their flippant, crispy, saucy and spicy speeches. The major political parties at the national level are also busy in chalking out the future strategies to grab large chunk of voters towards itself. Recently Congress in its “Chintin Shivir” held at Jaipur put extra emphasis on participation of women voters who constitute at least half of the voters list. This important component cannot be ignored. The UPA Chairperson Sonia Gandhi opened her inaugural speech with the suggestions of making women fully empowered in all spheres of life whether social, economical or political. She talked about the discriminatory attitude of male members of the family and pledged to work against discrimination by abolishing it from the roots. The main slogan which emerged from this “Chintin Shivir” was- “Pehlay Nari Ka Sammaan, Phir Bharat Nirman” – “respect the women, build the nation”. The kind of treatment and atrocities are being committed on women folk these days, the way they are not safe and secure within four walls of the house or outside the house, it is natural that women voters would like to stand up and demand justice. The Delhi gang rape incident and thereafter continuous flow of news regarding rapes and other kinds of atrocities are enough to stir up the conscience of women who other than basic infrastructural facilities would like to demand their security and self dignity at first instance.

Almost all the political parties would like to work on this issue. With new innovations in information technology and fast modes of communication, the world has altogether changed. Now the appeasement policies being adopted by various political parties to woe the women voters will not work. Earlier women would follow the dictates of their male members of their family, vote for the candidate whom the male members would decide. But now time has changed. Women today are well conscious of the value of their votes and by all means, they should be. The political parties cannot afford to ignore them as they are integral and important part of the election process. Though it is a fact, till now their views were not taken very seriously. If some change is to be brought in the society, a due respect and space has to be allotted for women voters otherwise the democratic process will get a big jolt. Women participation in the election process has to be increased and for this, women as a whole have to come forward and take their share rather snatch it from the clutches of male dominated society otherwise they will continue to suffer. No doubt it is a long road to tread upon but the moment the women voters stand united and raise their voices against the treatment meted to them, there is no doubt that they will definitely succeed in their mission. They snub away the small appeasement tactics normally used by political parties like giving away little gifts like Sarees, pressure cookers, sewing machines, blanket etc in lieu of votes. The time has come that they should use their minds and considering the value of their votes should exercise their franchise in favour of candidates who may prove saviours of their rights and dignity.

During the Jaral Muslim rules, Raja NoorUd-Din reconstructed Rajouri town. Shah Mir left the village Panch Gawara (Panch Gabbar from Rajouri) in 1313 AD and reached Kashmir where ultimately he became the First Muslim Sultan of Kashmir4n 1343 AD. Thakkers, Maliks of Thanna and Darhal emerged as a strong force. In the beginning of 15th Century AD, they helped Shahi Khan who fought tough battle at Thanna with the forces of his brother Sultan Ali Shah of Kashmir and after defeating Sultan Ali Shah at Thanna, Shahi Khan entered Kashmir victoriously and became the Sultan of Kashmir in 1420 AD under the title of Sultan Zain-UlAbdin. He took power in Kashmir only with the help of Thakker and Malik tribe of Thanna, Rajouri and Darhal. In 1464 AD, Sultan Zain-Ul-Abdin Badshah nominated a Thakker of Darhal area Jai Singh as the Ruler of Raj our. It appears that he could not reach Rajouri town and remained stationed in Darhal or Thanna area. In 1452 AD, Zain-Ul-Abdin reconstituted the outerhill state of Panchal Range comprised or Nowshera, Rajouri, Bhimber and Poonch under the name of Bhaya-DesaVinh and nominated his son Haji Khan as the Governor of this new principality. this state could not remain united and after some time, deference’s emerged between Badshah and his son Haji Khan. A battle took place between father and son at Bolesha in Kashmir, Haji Khan was defeated in 1453 AD. The outer states again broken into principalities and Rajouri continued being governed by the Jaral Rajas.

In 1586 AD after the capture of Kashmir by the Mughals, Emperor Akbar visited Kashmir on that vary year and reached Rajouri also. He passed order to Raja Mast Wali Khan of Rajouri for the construction of Nowshera Fort and reconstruction of Nimak (salt) road from Bhimber to Peergali so that it could be made fit for travelling of Mughal caravans. The road was reconstructed by Raj a Mast Wali Khan of Rajouri and Behram Naik of Behramgala on the expenses of Mughals.

Therefore, the name of Nimak Road was changed and it was renamed as Mughal Road.

Rajouri had witnessed its glorious days during the period of Mughal Emperor Jahangir who visited Kashmir 13 times from 1605 to 1629 AD. He used to stay at Rajouri for some days in every tour. He passed orders to an Iranian Engineer Ali Mardhan Khan for the improvement of Mughal Road and construction of Baradaries, Sarais, Musafar Khanas, Hamams, Mosques etc. alongside the road for the convenience of the Mughal, qaravans. By this way, a beautiful Baradary was also constructed at Rajouri apart from a big Sarai at Thannamandi, Chingus and shelter stations at Nadhpur and Fatehpur, Sarai at Chandimarh etc. Number of Marhs were also constructed from Rattan Peer to Peergali for the convenience of Postmens who used to take the Dak of Mughal Emperors from Kashmir to Lahore by running from one Marh to another. During this very period, the Fort of Nowshera was renovated and a beautiful room under the name of "Noor Mehal" was constructed in the Fort for Jahangir and Noor Jahan.

Mughal caravans were travelling on this road daily and there was great hustle and bustle at Rajouri during this period because this station was the base camp for further travel towards Kashmir. In Tuzak-eJahangiri, there are number of references about Rajouri. In one of his reference, Emperor Jahangir had directed Jaral Rajas to get rid off from the Customs which are not allowed in Islam. He writes that habitants of Thanna are speaking Hindi as well as Kashmiri. There is a great deference between their dresses, language, culture and habits as compared to Rajouri. The

He impressed Shahjahan upto this extent that Emperor Shahjahan organised the 2nd marriage of his son Prince Aurangzeb with Raj Bhai the daughter of Taj-Ud-Dm. Due to this marriage, the Rajas of Rajour had direct relations with the Mughal Darbar at Delhi. Raja Azamat Ullah Khan remained in Mughal Darbar for years together with Queen Raj Bhai. During the reign of Raja Azmat Ullah Khan of Rajouri, a young Rajput Lachhman Singh of Dassal (Rajouri) left his native place and ultimately settled at Nandher in Maharashtra.

10th Guru Gobind Singh Ji Maharaj met him at Nandher and motivated him for fighting against the tyranny of Mughals in Punjab. This young Yogi Lachhman Singh accepted the orders of Guru Ji and made his mind to visit Punjab. Guru Ji renamed him as Banda Behragi. Banda Behragi reached Punjab and fought against the Government of that time. He liberated large part of Punjab from thejaws of Mughals but ultimately, he was captured and killed.

During the rule of Raja Karam Ullah Khan of Rajouri, the great Saint Hazrat Sayed Ghulam Shah Bahadshah reached Shahdhara Sharief in 1760 AD, established his Darbar and started preaching humanity, love, brotherhood and teaching of Islam.

Maharaja Ranjit Singh was compelled to retreat to Lahore. But in 1815 AD, Maharaja took revenge by sending his forces under the command of Sardar Dil Singh who assaulted Rajouri town, Raja Agar Khan was escaped from the city and ultimately the town was deserted and

When a recipe calls for ghee or butter, substitute it with canola or olive oil for better health.

Both these oils can help you to shed weight and reduce liver fat, lipids and triglycerides, says a study.

The study conducted by the Diabetes Foundation (India) (DFI) and the National Diabetes, Obesity and Cholesterol Foundation (N-DOC) has found that consuming olive or canola oil can help in decreasing weight, waist circumference and reduce liver fat, lipids and triglycerides. A group of 90 people were part of the study for three years from June 2007 to 2010. They were divided into three groups and asked to use one type of cooking oil — olive, canola or any other oil. "After a period of six months itself, we found that those who used olive or canola significantly reduced there weight, liver fat and triglycerides," said Seema Gulati, head of nutrition research group at N-DOC.

The group which used olive oil significantly reduced the body weight, waist circumference and liver fat. As for the 30 people who used canola oil, they reported a decrease in waist circumference and a significantly improved insulin and blood glucose. The group which

Exposure to pesticide behind childhood cough Children exposed to the widely used pesticide additive piperonyl butoxide (PBO) in the womb have heightened risk of noninfectious cough at ages 5 and 6, a new study has found.

The findings support the premise that the children's respiratory system is susceptible to damage from toxic exposures during the prenatal period. A common symptom, childhood cough can disrupt normal daytime activities and interrupt sleep for both child and parent.

Researchers at the Columbia Center for Children's Environmental Health (CCCEH) at the Mailman School of Public Health and of Columbia University Medical Center conducted the study.

Piperonyl butoxide (PBO) is an organic compound used to bolster the effects of pyrethroid pesticides.

Pyrethroids are the most commonly used pesticides for both professional pest control and non-professional residential use, according to a 2011 study by Mailman School researchers.

Exposure to one pyrethroid, a variation of permethrin, was linked with increased risk for cough by

age 5 in a 2009 study by Rachel Miller, MD. In the current study, Dr. Miller and colleagues sought to build on these findings by exploring the effects of subsequent exposure during childhood, looking specifically at the effects of PBO exposure.

Researchers looked at 224 mother-child pairs enrolled in the CCCEH birth cohort study of environmental exposures, examining measures of PBO and pyrethroid in personal air monitors worn by the mothers during pregnancy.

Air samples also were collected from the home over the course of two weeks when children were between 5 and 6 years old.

Questionnaires were used to evaluate respiratory outcomes.

Researchers found that children exposed to PBO during pregnancy had increased odds of reporting cough unrelated to cold or flu. Exposures to PBO during childhood were not a factor. There was no observed association between prenatal or childhood permethrin exposure and cough, something

the researchers say may be explained by the fact that PBO is much easier to measure in air samples than permethrin. There was also no association with PBO or permethrin exposure and other respiratory outcomes like wheeze or asthma. Personal care items cause asthma in kids Researchers have found that children exposed to diethyl phthalate (DEP) and butylbenzyl phthalate (BBzP)—phthalate chemicals commonly found in personal care and plastic products—have elevated risk of asthma-related airway inflammation.

Of the 244 children aged 5 to 9 in the study, all had detectable levels of phthalates in their urine although these varied over a wide range.

Higher levels of both phthalates were associated with higher levels of nitric oxide in exhaled breath, a biological marker of airway inflammation.

The association between BBzP exposure and airway inflammation was especially strong among children who had recently reported wheeze, a common symptom of asthma, according to the researchers at Columbia Center for Children's Environmental Health (CCCEH) at the Mailman School of Public Health.

"While many factors contribute to childhood asthma, our study shows that exposure to phthalates may play a significant role," said Allan Just, PhD, first author on the new CCCEH study and current

postdoctoral researcher at the Harvard School of Public Health.

Exposure to phthalates was measured through a urine test, and the level of nitric oxide in the child's exhaled breath was quantified as a marker of airway inflammation.

The study is the first to use exhaled nitric oxide in a

study of phthalate exposure in children. By using the biomarker in exhaled breath, the researchers overcame a significant hurdle.

"Many asthma patients only have asthma exacerbations a few times a year, making it difficult to discern short-term associations between environmental exposures and the disease," explained Matthew Perzanowski, PhD, senior author and Associate Professor of Environmental Health Sciences at the Mailman School.

"To solve this problem, we used nitric oxide, which has been shown to be a reliable marker of airway inflammation in response to known asthma triggers like vehicle emissions," he said.Phthalates are used widely in consumer products, including plastics, vinyl flooring, and personal care products, making exposure ubiquitous in the United States and other developed nations.

Phthalates enter the body through ingestion, inhalation, and absorption through the skin.

Domestic factors too responsible for difficult economic situation: PM

With falling rupee and rising oil prices casting a shadow over the Indian economy, Prime Minister Manmohan Singh on Thursday said the country is faced with a difficult economic situation for which some domestic factors too were responsible.

“It cannot be denied that the country is faced with a difficult economic situation,” Singh said after leader of Opposition Arun Jaitley sought his response on the rupee hitting a lifetime low.

“There are several causes (for the economic woes). I do not deny some domestic factors too are responsible,” he said.

Listing some of the external factors that have impacted rupee and Indian economy, Singh said US monetary stance and problems created by tensions in Syria and its “inevitable consequences on oil prices” have played their role.

“We have to reckon with these uncertainties,”

he said, adding he needed “some time to reflect” on these.

“I would be happy to make a statement tomorrow,” the prime minister said.

Earlier, when the House met for the day, Jaitley raised the issue of depleting value of the rupee, which has fallen 20% against the US dollar this year and already breached 68 mark.

He said there was “panic” in the country as people don’t know where the devaluation of the rupee will stop.

Inflationary pressure will be twice as rising food prices will be coupled with imported inflation in form of rising oil prices in the international market, he said.

Manufacturing growth has been low while services sector has seen expansion drop to 7% from 10% earlier. “In situation like this, what is that government is going to do,” he asked.

Anna ready to endorse Modi if he leaves BJP: US media report

WASHINGTON: India’s anti-corruption crusader Anna Hazare has said that he would be “happy to endorse” Gujarat Chief Minister Narendra Modi if he left the BJP, an American media outlet has reported.

Hazare, who left for India from New York on Wednesday after a nearly two-week US trip, made the remarks during an interaction with the Indian-American community, academicians and think-tanks at an event organised by the Hindu Temple in Delaware on August 20, the Huffington Post reported.

“Anna Hazare did not endorse Narendra Modi. He said he did not believe in political parties and since Modi was a member of BJP, a political party, he could not endorse him.

“When pressed to endorse Modi as an individual, he responded by saying that if Modi left the BJP, he would be happy to endorse him,” Muqtedar Khan, Associate Professor at the University of Delaware and a Fellow at the Institute for Social Policy and Understanding, wrote in the Huffington Post.

Anna was not available for comments when approached by the PTI over phone through his US person of contact.

Khan, who moderated the question and answer session at the Delaware event, wrote that for an ethical activist, it was a very political answer.

“Anna was trying to get out of endorsing Modi without offending Modi’s supporters. But I suspect he offended the Hindu secularists by not condemning Modi and disappointed Hindu nationalists by not clearly endorsing him,” said Khan.

According to Khan, Anna’s is activism and his stature have put corruption on the national agenda. “I am not sure if his solutions will work, but the awareness and urgency that he is generating could inspire others to come up with more realistic solutions,” he wrote.

The reported remarks made by Anna is quite distinct from the other statements of Anna on Modi. At an event held in the suburb of Washington on August 22, Anna had said neither Narendra Modi nor Rahul Gandhi is fit to become the Prime Minister of India.

West Bengal Chief Minister Mamata Banerjee on Thursday accused the Congress and the Bharatiya Janata Party (BJP) of creating unrest in Darjeeling for electoral gains.

The Central Bureau of Investigation is probing alleged irregularities in the allocation of 192 coal blocks between 1993 and 2011.

Giving a thumbs down to the food security bill, rating agency Moody’s on Thursday said the measure is credit negative as it will weaken government finances and deteriorate macroeconomic situation.

“The measure (food bill) is credit negative for the Indian government because it will raise government spending on food subsidies to about 1.2 % of GDP per year from an estimated 0.8 % currently, exacerbating the government’s weak finances,” Moody’s said in a statement.

Moody’s currently assigns ‘Baa3’ rating on India, with a stable outlook. ‘Baa3’ means medium grade with moderate credit risk.

The food security bill was passed by the Lok Sabha earlier this week. The Bill seeks to provide cheap foodgrains to 82 crore people in the country, ushering in the biggest programme in the world to fight hunger.

The annual financial burden after its implementation is estimated to be about Rs. 1.30 lakh crore at current cost.

As the bill is likely to be implemented in the remaining months of the current fiscal, its impact on government finances will be less in 2013-14, but much more in the years to come, Moody’s said.

IIT Roorkee professor found murdered with his throat slit

A senior professor at IIT Roorkee, was found dead at his flat on the campus with his throat slit, a senior police official said on Thursday.

The maid servant found the 60-year-old Arun Kumar, a senior professor in the Electrical Computer Science Department of the Institution, lying in a pool of blood at his flat with his throat slit, Haridwar SSP Rajiv Swaroop said.

Though the cause of his death is being probed, the possibility of a suicide or murder cannot be ruled out, he said.

Kumar lived alone in the flat since the death of his wife a few years ago, he said.

Two of his daughters stay abroad while one stays in Gurgaon, he said. The elderly professor is said to have been suffering from depression since the death of his wife, he said, adding that the case is being investigated from all angles.

NEW DELHI: The inter-ministerial group on coal blocks has recommended issuing show cause notices to allocatee of mines including the one jointly given to ArcelorMittal, Sterlite Energy, Lanco and Reliance Energy, which are named in FIR registered by CBI. “In cases of coal blocks, where an FIR has been registered by CBI against the allocatee or one of the allocatees of the coal block, IMG has recommended to issue show cause notices for delaying the production,” a source close to the development said.

Novelist Chetan Bhagat came in for flak from netizens today after he used the imagery of rape to describe the rupee’s free fall.

“The rupee is asking, is there no punishment for my rapists,” Bhagat tweeted after rupee touched a new low, inviting barrage of angry reactions from many Twitter users who accused him trivialising the gravity of rape crimes.
