Malik castigates Pak over remaining silent over Kashmir Srinagar, Dec 29: “Kashmir should be the core issue and a priority in India-Pakistan dialogue,” underlined the resolution passed by Jammu and Kashmir Liberation Front, bar association, trade unions, religious organizations and the civil society in a seminar organized by the JKLF here on Sunday. According to KNS correspondent, during the seminar titled “Indo-Pak relations and Jammu and Kashmir”, Mohammad Yasin Malik, chairman JKLF, said Kashmir leadership should not give any priority to the dialogue with India at present and should rather concentrate on Pakistan so that Kashmir issue could get resolved at the earliest. “The pro-Pakistan political parties here must come forward and urge Pakistan to keep the resolution of Kashmir issue on priority during the Indo-Pak talks. We see that during the Indo-Pak dialogue, they discuss everything including trade and culture but Kashmir and its people have always been forgotten during these meets. ”

Free medical camp at Unani Hospital Srinagar, Dec 29: Government Unani hospital Shalteng is organizing a two-day free medical camp that will commence on December 30. In a statement issued to KNS, the medical superintendent of the hospital has appealed the patients suffering from orthopedic, kidney stones, prostrate, liver problems, skin diseases, diabetes and gynecological problems to avail the free services at the hospital on December 30-31. “Free blood sugar tests would be conducted on these two days besides patients will be offered huge concessions in other requisite medical tests. Though the Hon’ble High Court has in its interim order recently directed the three companies, Khyber Milk, Kanwal Masala and Avon Agro to deposit ten crore rupees each, which can be viewed that there is some substance in the allegations, still the companies in question are spending huge amounts for their vigorous publicity campaign, launched in the local

press which is falling in their trap ignoring their social responsibilities and keeping in mind only some materialistic benefits. Kargil a new destination for Solar SPV Shotopa Kargil, Dec 29: Kargil will generate 33,000 Mega Watt of electricity from Solar SPV according to the master plan of KREDA (Kargil Renewable Energy Development Agency) and is generating more than 2 Megawatt from Solar SPV. Kargil Renewable Energy Development Agency (KREDA) a registered agency (Reg. No 5909-S-2010) under the Govt. of Jammu and Kashmir Society Registration Act 1999, works with the objectives of promoting and accelerating the pace of utilization of hydro, solar and wind energy and meeting the power requirements in Kargil-Ladakh. The Agency was established after the Ministry of New and Renewable Energy Govt of India (MNRE) sanctioned a special fund of Rs 260 Crore in the year 2010 and has been assigned vari-

ous renewable energy based schemes like Micro/Mini/ Small Hydel Project, Solar Photovoltaic (SPV) System and other Solar Thermal Systems etc., as part of its Ladakh Renewable Energy Initiative of Rs 500 Crore. KREDA is working broadly under the four main units i.e. Hydro, Solar, Wind and Thermal, to achieve a remarkable growth in the contribution of renewable energy in the District. It is not that these companies which are allegedly responsible for the adulteration should not be allowed to prove their innocence and should not be heard but it should have been a usual practice in a civilized society to stop their publicity till they prove their innocence if not banned till that time. Why should they be allowed to continue with an intense publicity campaign and what if the allegation levelled against them are proved correct later. It means that the lives and health of the people is being kept at their mercy and nobody including the 4th pillar of the society cares. The local press should recall an incident of baby milk adulteration which came to fore in china. The press boycotted the publicity and the govt. banned the company till a thorough enquiry was launched against the company. Has the govt. took any action in this case and has it withdrawn the products found adulterated from the market and has it banned their production till the case is settled and their involvement or innocence is proved. Nothing has been done and everybody in the govt. including the Chief Minister Omar Abdullah who tweets on everything is watching like a mute spectator. What a govt, what a society and what a 4th pillar.

The Union Minister said the Centre has doubled the allocation to State under Health sector and it has reached Rs. 424 crore from the previous allocation of Rs. 212 crore. The aim, he said, is to strengthen the primary healthcare base by opening more centres and equipping them with more and more facilities. Congress that has been plagued by factional feud during the last about three years. According to these reports, the party high command swung into action for ending factionalism in the Congress unit in Jammu and Kashmir after it was mauled during the recent Assembly elections in four states. What seems to have motivated the party high command to motivate Soz and Azad to join hands was its rout in Delhi Assembly election where it has been in power for the last 15 years. The Congress had won eight seats and the defeat of Sheila Dixit, who remained Chief Minister of Delhi for 15 years, in the election by a political novice, Arvind Kejriwal rattled the Congress high command. Reports said that as a result of fresh warning from the party high command to Soz and Azad to work together the two were seen addressing a party rally in south Kashmir the other day. According to these reports, Azad has been advised to spend more time on interacting with party workers and people in various Assembly constituencies in Jammu and Kashmir in order to keep the Congress vote bank in tact. Indications are that during the ensuing Lok Sabha election and during the Assembly poll Azad may be entrusted with the task of galvanizing the party cadre for wooing voters. However, while doing so he will have to carry Saif-ud-Din Soz with him. Inside reports said that the party high command had been told by some senior Congress leaders from Jammu and Kashmir that the problem of conflict between the loyaliosts and the dissidents could be checked simply by bringing about unity between Soz and Azad.Those who had given this suggestion to the AICC leadership had stated that warring Soz and Azad had already led to intensification of groupism. Hence the party high command made it clear to Soz and Azad to unite in the interests of party’s future.

Achievements of KREDA in the First Phase is in the field of Solar as the Agency has installation of Solar Power Plant of 25 to 65 Kw in 22 villages of Kargil and the whole Lunganak Block of 26 villages in Zanskar Sub dvision and some in other blocks has been lighten up by Solar Home Lighting due to which these villages has got lighting from the Sun even during night. State Minister for Science and Information Technology, Medical Education, School Education, Youth Service and Sports Feroz Ahmad Khan, while talking to All India Radio told that Photovoltaic systems convert sunlight into electricity. A small solar photovoltaic system can be a reliable and pollution free producer of electricity. Presently

Daily there are around 157 villages in Kargil-Ladakh, out of which only 97 villages are electrified (95% through DG Sets). There are mainly two power stations one small hydro (Iqbal Project) with an installed capacity of 3.75MW and one DG station with 4MW capacity that supplies electricity to the main town of Kargil-Ladakh and villages nearby. There are also two numbers of mini hydroelectric power units and some DG sets (with capacity ranging from 50-750 KVa) mostly installed in the progressive villages. Feroz Khan told that the Aency has completed Solar power plants which are generating some 2.5 megawatt Electricity and which is helping the Distirct Administration to save 40 Lakh Rupees annually. He told that because of the scattered nature of the villages there is a huge problem with distribution and transmission through power grid systems. The transmission lines are very long resulting in poor voltage regulation and high distribution losses and also it requires huge capital investment which is financially not feasible. Therefore KREDA is concentrating on decentralized power generation policy, which would be the best alternative for such rural and far-flung areas/villages of Kargil-Ladakh. Kacho Ahmad Khan Project Coordinator KRDEDA told that during the period KREDA has established 22 SPV Power Plants in various villages of the district. In these villages, apart from solar energy, no other viable resource, renewable or otherwise, is available. Before the intervention of KREDA the villagers were receiving electricity from their respective DG sets. The 10 SPV Power Plants of 40KWp capacity are installed in the villages of Tsazar, Saliskot, Shakar Amzet, Khangral, Lhalung, Barchey, Yurbaltak, Goshan, Pandrass and Gindyal. Among them Tsazar (Zanskar) was an un-electrified village. The two main objectives of the agency in installing these power plants are firstly to minimize the diesel consumption in same villages and secondly to supply these villages with an uninterrupted power supply. Two Army establishments and nearly 64 institutions which had already been listed to be electrified through solar energy by this agency. So far almost at five sites (villages) the SPV Power plants has been installed & commissioned in 2011 and the civil works at various villages and institutions at 18 sites has been completed. It is expected that all SPV Power Plants has been completed by August 2012. He told that the average number of households in each village covered under the SPV Power Plant is around 100 (i.e. 100x10=1000 households in total approx.). Although the SPV power plants have not yet replaced the DG sets completely, they have at least freed the villages from the problem of frequent breakdown of electricity, especially during the harsh winter months. The project was successfully conceived and implemented by KREDA with technical support from TATA BP Solar India Ltd. The executing agency completed the installation of the plant equipment in the month of October-November 2010. Meetings were held with beneficiaries at the time of project design documentation; it was headed by the councilors and Sarpanchs. The villagers are also the active participants in the project activities, be its operation, maintenance or MOU related any other formality. The power plant, after handed over by KREDA to the villagers, will be run and maintained by the Electricity Management Committee. Renewable energy is certainly a carbon free, inexhaustible and abundant source of energy. It is derived from sources such as Sun, Wind, and Water etc. It should be noted that a variety of situations will be encountered while planning the layout of renewable energy plants (physical, social, administrative, economic etc.). But once such a plant is installed it can effectively contribute to combating climate change while at the same time providing various environmental, social and economic benefits. Kacho Ahmad Khan further added that KREDA has a future plan of generating 33,000 Megawatt of Electrcity from Solar SPV and has submitted the Project with the Government. The agency will utilize all the barren south faced lands to install solar panel and even the road sides will be utilized under this plan and will try to make Kargil as one of the main supplier of Electricity in J&K. But this will become true only when Kargil is connected with the Northern Grid after the Execution of the Rs 1800 Crores Transmission line Project Connecting Srinagar Kargil Leh. Besides SPV the Agency is helping the people to use Solar Power by using Solar Water Heater, Solar Cooking Equipments, by Constructing Solar Passive House, Solar Green House and Solar Home Lighting and is providing Subsidies on these equipments.

Abdul Majeed, a protestor told KNS correspondent that the officials of revenue department last week issued the order to post Tehsildar at Kreeri without considering the cabinet sub-committee report. The order irked the inhabitants of Wagoora area who are protesting for past three days demanding the revocation of the order. Protesters burnt effigies of the local MLA and chanted slogans against the Revenue department officials. They have been trying to block the Baramulla-Srinagar national highway but police and CRPF personnel using tear smoke canisters are chasing them away. At-least, 54 villages of Sangrama constituency are demanding Tehsil status to Wagoora due to its central location in the area with opposition from four villages, Wani said. At-least 13 persons including four women were injured on Saturday after police allegedly resorted to unprovoked teargas shelling on peaceful protests. Meanwhile, Awami Ittihaad Party (AIP) president Engineer Rashid condemned use of force against protesters at Wagura.

In a statement issued here he condemned use of force against innocent protesters at Wagura and asked Government to show maximum possible restrain. He said, “Government and other political parties should not try to politicize the issue as it will create further gap, distrust and division between the inhabitants of the area. It will be proper for the Government to constitute a commission that must comprise of neutral officials and should give a patient hearing to the concerned parties before reaching to any final conclusion.” He cautioned Government of many further conflicts in near future over the creation of new administrative units in the State, if major political parties and other stake holders do not restrain from politicizing and personalizing these issues of sensitive nature.

Govt committed to provide basic amenities to people at their door steps: Gurezi Jammu, December 29: Minister of State for PHE, Irrigation and Flood Control, Mr. Nazir Ahmed Gurezi has said that the Government is committed to provide all basic amenities to the people of all the three regions of the State especially the people living in far-flung and hilly areas. This is stated while addressing a series of public meetings at different places in Gurez and Tulail areas during his visit today. He said that several welfare schemes have been launched by the Government with the aim to upgrade the living

standard of the people of the State. He appealed the people to come forward and take advantage of these schemes. Referring to the developmental works under execution in the tehsil Gurez, Mr. Gurezi said that several micro and macro developmental projects have been sanctioned under various sectors adding that on completion of these projects it will not only help to improve the socioeconomic condition of the people of the area but also create employment opportunities for the unemployed youth of the area.

The tenders should be addressed to Executive Engineer and should reach in his office at Tangdar by or before 04-01-2014 upto 2.00 pm by hand. In case the tender Receiving date being declared as holiday or hartal, the tenders shall be received on the next working day. The tender documents for the works can be held from the office of the office of Executive Engineer Special Sub Division Tangdar against cash payments on any working day during office hours upto 03-01-2014. The contractors are advised to paste cello tape over the rates quoted by them on the tender's document without which the tenders will be rejected. The contractor shall not in any case quote more than one-rate per item of work. In case the tenderer splits the quantity of any item of work and quotes more than one rate for the same item, his tender will not be accepted. The contractor is liable and bound to take photographic evidence at every stage of work and submit the same in duplicate duly attested by the AEE/JE and cost on account of this has to be bare by the contractor. "Taxes which are admissible for deduction shall be deducted at source at the rates admissible at the time of payment of the bills of the contractors" IMPORTANT CONDITION: There can be no laxity in completion period of the work. For each day delay a penalty of one percent shall be imposed subject to a maximum of ten percent of the allotted cost besides other normal penalties. Time is the essence of the contract. The work shall have to be started within two days from the date of issue of allotment /letter of intend. The contractor/firm is advised to see the site before tendering for the work. After completion of work physically, the defective liability period shall be minimum one year and the contractor shall be responsible for rectifying all defects, which may be caused till DLP is over. The tender should be delivered duly sealed with proper cover/envelop with the name of the contractor, name of the work reference to CDR No & date etc. without which tender can be rejected by the opening authority without assigning any reasons. Also the CDRs must be pledged in favour of the tender opening authority, failing which the tender will be rejected without assigning any reasons. Position of funds Demanded.
