SKEWPY an apolitical initiative to address unemployment: Omar Dachhan boy dedicates his entrepreneurship success to CM Jammu, November 29: Chief Minister, Omar Abdullah Friday said that his initiative to address unemployment and seek welfare of youth is above all political considerations and Sher-i-Kashmir Employment and Welfare Programme for Youth (SKEWPY) is completely an apolitical measure of his government in this regard.“Youth are our future and their nurturing should not be linked with any consideration”, he said and added that many politicians want to take political advantage of problems confronting youth particularly unemployment by promising them government jobs recklessly exploiting their feelings. He said various initiatives and effective measures are required to address this problem. Equating budding entrepreneurs of Jammu and Kashmir State with Edmund Hillary and Tenzing Norgay who first climbed Mount Everest and erected the flag there, the Chief Minister said that youth who have launched their entrepreneurship units under SKEWPY and have succeeded in their efforts are no less than the two persons who first climbed Mount Everest and inspired others to follow. “You have exhibited your courage, surpassed difficulties and achieved your goal. You are brand ambassadors of the SKEWPY and others will follow you seeing your success”, he told them and assured his and his government’s full backing to them for further development and success. The Chief Minister said that the Reserve Bank of India has categorically directed the banks not to demand any collateral guarantee for any loan under Rs. 10 lakhs. “Banks have been forbidden to demand any guarantee for loans below Rs. 10 lakhs”, he said asking the youth that if any Bank Manager asks them this kind of guarantee they should inform him through JKEDI so that the said Bank Manager will be made an example for indulging in this practice. Omar Abdullah said that the age bar, qualification limit and the expansion issues highlighted by the unit holders at the meeting would be viewed favourably to strengthen the SKEWPY initiative getting popular among the youth day by day. “When we started this scheme we kept its framework and procedures flexible so that by learning with experience, it is further improved and upgraded. We will definitely look into the issues of age, qualification and enhancement of Start-Up loan besides allowing expansion of the units established under the SKEWPY”, he assured the youth. The Chief Minister asked the unit holders to mail their genuine difficulties if any to him directly through JKEDI so that he will personally look into their problems and ensure their prompt redressal. A young boy from Dachhan dedicated his success to Omar Abdullah narrating his travel under SKEWPY to become an entrepreneur and a unit holder in the remote and farflung area of Dachhan. Over a dozen youth from Dachhan Marwah to Ramnagar Udhampur to Suchatgarh R. S. Pora to Jammu city narrated their success stories relating to their unit launching and making them functional under SKEWPY and Youth StartUp loan scheme through the Directorate of Entrepreneurship Development. They lauded the Chief Minister’s efforts of handholding youth and personally monitoring these schemes to ensure the success of budding entrepreneurs. Minister for Finance, Abdul Rahim Rather in his speech also complemented the young entrepreneurs and said that all required funds would be made available as Seed Capital to the young boys and girls intending to run their own business under SKEWPY and Youth Start-Up Loan scheme. Rather said that while government is creating various jobs in different departments for youth and some 40,000 jobs have been created recently, the unemployment problem cannot be solved by this initiative but by encouraging entrepreneurship development and industrialization in the State. He asked the banks to make the release of advances easy for the youth and not to put them under any difficulty in this regard. Minister for Planning and Development, Ajay Sadhotra highlighted the benefits of SKEWPY and said that this dream project of Omar Abdullah offers great promises to youth. He said SKEWPY and other youth welfare schemes are personally monitored by the Chief Minister who besides reviewing the status and progress of these schemes in the high level meetings regularly, interacts with the budding entrepreneurs and unit holders both at Srinagar and Jammu to get feedback and first hand appraisal of the schemes and the difficulties if any coming in their way.

The doctors also staged a peaceful protest at Jantar Mantar describing BOPEE fraud a shame for the Jammu and Kashmir government. “This scam has tarnished the image of J&K doctors all over country and we demand stringent punishment be awarded to Mushtaq Peer,” Senior Resident Metro Heart Institute Dr Garav Sharma told CNS on phone from New Delhi. Another Senior Resident from Safdar Jung Hospital Dr Khalid told CNS that at least 250 doctors from Jammu and Kashmir State working in different hospitals of New Delhi staged protest at 10 Janpath and urged upon UPA Chairperson to expose the big guns in involved in the scam. “We presented a memorandum to Sonia Gandhi in which we demanded action against the State Chief Minister for granting extension to Mushtaq Peer,” he said. “Officials at 10 Janpath gave us a positive response and we hope Central Government will intervene into the matter so that tainted officials and students could be exposed and punished,” Dr Basharat from Rao Hindu Hospital said.

At least, 50 students who after allegedly failed in CET conducted by BOPEE in 2012 were forced to take their admission in Dental College Srinagar. These students claim that they were deserving admission in MBBS but due to corrupt practices adopted by then BOPEE Chairman Mushtaq Ahmed Peer ruined their career. “I was shown door as I was short of one point in CET 2012. I had no option but to take admission in Dental College. What about those students who obtained CET papers illegally. I want answer from the Government in this regard,” one of the BDS students told CNS. Similar views were expressed by other students who presently pursue Dental Courses in BDS College Srinagar. These students demanded that all the tainted students should be expelled with immediate effect. “We want that Crime Branch expose all the tainted students who should be immediately disqualified. What was the sin of bright and hardworking students whose career was ruined by Mushtaq Peer,” the students said. These students claimed that the number of tainted students is above 40 but so far only 10 to 12 students have been exposed. “Not only the Authorities should punish the big guns involved in this heinous crime but the Government should renew the CET 2012 list,” BDS students said adding that Minister for Medical Education Taj Mohi-udDin should explain to them on what grounds he is claiming that Medical Education Ministry can’t disqualify tainted students.

supplying low-grade sugar at ration depots. Consumers allege that low quality sugar is being distributed at Ration Depots, which is not fit for human consumption at all. A CAPD official on condition of anonymity told CNS that good quality sugar S-30/31 ISS Grade is available on papers only. “The CAPD documents reveal that high quality sugar is being procured from Mumbai based Company but in reality low grade sugar comes from the company and the ‘margin money’ goes into the coffers of Company and CAPD top officials,” he said. The Official further said that it is easy to comprehend. “You on papers ask a company to supply good quality Cricket Bat for Rs 100. You orally communicate the same company to supply lower quality Bat for Rs 50. The difference is Rs 50 which department and the Company officials distribute equally. Now imagine, if Company supplies you Cricket Bats lakhs in number, how huge will be the margin and how rich you will become within days,” the official told CNS. CAPD documents reveal that the department had given supply order of sugar S-30/31 ISS Grade to Mumbai Based Company. The Order vide number 01 (Plg) DCAPDK of 2013 reads, “please arrange supply of Sugar S-30/31 ISS Grade to the tune of 25812 metric tons at the rate of Rs 38400 per metric ton (total value of order Rs 99,11,76,960) approved by the State Level Purchase Committee (SLPC) to the CAPD Department Kashmir Division.” Ironically, the order reads that, “the supply should be free from artificial colour, confirming to fresh season crop not earlier than 2012 production free flowing and sparkling white.” Reports said that nowhere in Valley consumers are getting such a high quality sugar which CAPD claims of procuring from the Mumbai based Company. “First of all there is scarcity of sugar. Now if you will get sugar from any Depot that is not fit for consumption,” a consumer from Hyderpora Srinagar said. When contacted, CAPD Minister, Chowdhary Muhammad Ramzan told CNS that there is a proper section which checks the quality control of the sugar. “I can tell you with authority that high quality sugar is supplied to consumers at all ration depots,” Minister said. Director CAPD, Mushtaq Ahmed Mir said that they are supplying the best quality sugar to people. “We verify the quality of sugar in laboratory before we distribute it to ration depots,” Mir said.

The Cabinet also accorded sanction to the appointment of Dr.Rafiq Ahmad Pampori, Professor and Head of Department of ENT, as Principal Government Medical College Srinagar w.e.f 01.10.2012. The Cabinet also approved regularization of Dr. Abdul Kabir Dar as Director Indian System of Medicine J&K against the available post w.e.f. 12.12.2006. Cabinet approves proposed amendment to PM’s relief & rehabilitation package for Kashmiri Migrants The Cabinet which met here, today, under the Chairmanship of Chief Minister, Omar Abdullah, approved the proposed amendments to the Prime Minister’s Package for the return and rehabilitation of Kashmiri Migrants to Kashmir Valley. The proposed amendments will allow all Migrant families who would return to the Valley to avail incentive for construction/reconstruction of houses available under the package irrespective of the fact as to whether they have sold their properties before or after 1997. It also authorises all Deputy Commissioners of Kashmir Valley to identify government land for setting up of clusters for such families who would return to family for construction of houses or through group

housing societies. In case of non-availability of government land, the Deputy Commissioners shall identify land for acquisition. The land to be acquired for the construction of individual houses or for group housing societies shall be identified at such places where there is no dislocation of the local population. The revised cost estimates for the acquisition of land and the construction of houses for those migrants who have sold their properties after 1997 shall be worked out and included in the revised package for being sent to the Government of India. The State Government will approach the Union Government of India for incorporating the land acquisition component in the package and release of funds thereof.

80 hectares covered under Seed Village in Bandipora Bandipora, November 29: An area of 80 hectares of land has been brought under Seed Village Programme in Bandipora district during current Rabi season. Of this, 40 hectares stand covered under oil s eed, 20 hectares under wheat and 20 hectares under oats. This was informed by the Chief Agriculture O f f i c e r, B a n d i p o r a during a meeting of concerned officers here today. It was told that the department distributed 108 quintals of oil seed, 270 quintals of oats, 80 quintals of wheat and 60 quintals of peas among the farmers. The meeting was told that 15 dug wells and tube wells with an assistance of Rs. 1.88 lakh were constructed whileas one bore well with an assistance of Rs. 2 lakh is also under construction in the district at Shadipora. Moreover, agricultural machinery like power tillers and irrigation pump sets has been provided to the farmers on which a subsidy component of Rs. 11.15 lakh was provided to them by the Agriculture department.

Livestock health awareness camp held at Ang Anantnag, November 29: A daylong District Level Livestock health awareness camp for prevention and control of economically important livestock disease of cattle with special emphasis on brucellosis and bird flu under central sponsored schemes assistance ASCAD was organized by department of Animal Husbandry Anantnag here today. District Development Commissioner Anantnag, Dr. Farooq Ahmad Lone was the chief guest on the occasion and Chief Animal Husbandry Officer Anantnag Dr T.H Beg presided over the function. The camp was attended by over 200 farmers besides Public Representative Institutions (PRIs). The experts delivered lecture on various commonly confronted diseases of cattle and poultry and special emphasis were given on Brucellosis, Avian influenza (Bird flu) and Rabies. A documentary was displayed during the camp and printed material about various animal diseases was distributed among the farmers. The District D e v e l o p m e n t Commissioner while addressing the function appreciated the role of Animal Husbandry Department about its socio-economic upliftment of rural masses particularly farmers and emphasized the need for holding such awareness camps.

The tenders should be addressed to the Superintending Engineer PWD (R&B) Circle Baramulla/Kupwara (Baramulla) through registered post on the tender form properly issued by the Executive Engineer of any wing should reach in his office on or before 05-12-2013 upto 2.00 P.M. The intending tenderers should deposit as earnest money of Rs. 3000/- for each stage in the shape of CDR pledged to the Superintending Engineer, PWD (R&B) Circle Baramulla. 7. The intending tenderers are requested to quote their rate in percentage above or below the SSR of 2012. The rates should be written both in words & in figures. The subsequent slip or verbal representation raising or lowering the rates shall not be entertained in any case. 8. Not more than one stage will ordinary be allotted to contractor but he may however tender for more than one stage on separate form. 9. The successful tenders shall have to draw formal agreement with the department after allotment order is communicated to him. As soon as the acceptance of the tender is communicated to successful tenderer, the contractor shall be bound to make the snow clearance immediately. 10. The stages falling under priority 1st category, clearance is to be done within one day irrespective of snow depth. The stages falling under priority 2nd category, clearance is to be done within two days irrespective of snow depth. Coaching Centres inspected by special squad Srinagar, November 29: In order to address the genuine complaints of students and parents regarding exploitations by various coaching centres of valley, a special Squad of senior officers of Directorate of School Education Kashmir on the instructions of Director School Education Kashmir Mir Tariq Ali carried surprise inspection of some coaching centres located in uptown area of Srinagar city. The team interviewed the students just outside the coaching centres to get an on the spot feedback about the quality of education and various facilities available in these centres. The team later inspected the coaching centres to cross check the arrangements as claimed by the management of the centres through their advertisements in local print and electronic media. The team came to know that the coaching centres are charging @ Rs. 20,000 to 25,000 from students of 11thand 12th class for coaching of three subjects. The team took serious notice of some coaching centres who had

+200 students in one single room. In one of the coaching centres run under the title of VIPs, the team found that the teacher was seen using microphone for teaching a large group of students. In most of the coaching centres, the inspection team found that there was no proper heating arrangement and the students despite having paid huge sums were found shivering with cold in early morning hours. Some coaching Centres are functioning normally under rules. This is pertinent to mention here that the Coaching Centres were provisionally registered by Director School Education Kashmir and in most cases registration has already expired on April 30, 2013. The team has recommended closure of such coaching centres which also were found violating the norms and exploiting the students just for the lust of money. Deputy Chief Minister Tara Chand has taken strong note of the exploitative and shady business run by these so called coaching centres and advised the competent authority to go strictly by the standing norms.

Simultaneous election to parliament and state assembly- a viable way

T

he coming Lok Sabha election in the country and the subsequent assembly elections in Jammu and Kashmir will need a lot of security particularly in Jammu and Kashmir and it is because of that the voices in the country are emerging to hold these elections in J&K simultaneously. There is no doubt that the apprehension of the security agencies about the withdrawal of NATO forces from Afghanistan and intensions of Taliban to move towards Kashmir has strong basis as in the past also many foreign nationals have been killed or caught in the Kashmir valley fighting security forces. When NATO forces withdraw from Afghanistan the Taliban would not find much resistance from Afghan forces and will certainly move some of their cadres towards other conflict areas including Jammu and Kashmir. It is of utmost importance that free and fair elections are held in Jammu and Kashmir in a transparent manner but that is not possible if there are apprehensions of strikes by war hardened Taliban. It is because of this factor that if both the elections are held simultaneously in a phased manner, the security forces can be deployed in sufficient numbers so that there will be no problem in holding the elections peacefully. There can be no two views that if there are some strikes by militants during the parliamentary elections and if these strikes are carried by Taliban nobody will participate or dear to cast his vote in an atmosphere of violence. It will be better for the political parties to have a consensus on holding both parliamentary and assembly elections together so that there is no hurdle created by the forces alien to the democratic process. As a matter of fact the decision in this regard can be taken only when all the parties will agree and rise above the political considerations. Though the elections are not a permanent solution to all political problems but these can help in the continuation of the developmental process as mitigation of the problems of the people is a priority. The unanimity amongst the political parties can make things easier and can save a lot of time, money, human resources and the expenditure incurred on the security related things.
