This 50-bedded multi-storey hospital will have both Outpatient and Impatient Departments. It is jointly owned by Dr. Farooq Ahmad Bhat and Dr. Nazira Farooq, a well known plastic surgeon and gynecologist, respectively, from Srinagar. Official sources told KNS that Managing Director Jammu and Kashmir Housing Board Ram Pal Sharma Saturday took a surprise visit to various projects taken by the J&K housing Board, including Ayurvedic College and GNM, Akhnoor, where the concerned Manager was found absent. Taking serious note in maintaining the quality control and timely completion of works, the Managing Director issued on-spot directions to attach the Assistant Manager with immediate effect to Head Office. He said that Jammu and Kashmir is an integral part of India and rejected the Pakistan Prime Minister Nawaz Sharief’s demand to settle the issue on the basis of UN resolution. He said that India is ready to address and amicably settle all outstanding issues with Pakistan under the spirit of Shimla Agreement. He also reminded the world that terrorism is a great threat to the world peace and stability and hence the world community should stand together to wipe out the terrorism from every part it exists in. He has made a strong case for urgent reform of the UN Security Council to reflect current political realities by including more developing countries as both permanent and non-permanent members. Addressing the UN General Assembly, he also said multilateral financial institutions should give developing countries an enhanced voice in their decision-making structures. He said, multilateral efforts must guide the quest for peace and security wherever they are threatened and the centrality and contribution of the UN system to development must be restored. Dr. Singh said, growing scepticism about the UN's handling of peace and security issues underlined the necessity of reforms. Turning to Pakistan, Prime Minister made it clear that there can never, ever be a compromise on the territorial integrity of India of which Jammu and Kashmir is an integral part. In a hard-hitting speech, Dr. Singh asked Pakistan to shut down terrorist machinery on its soil. He reiterated that terrorism remains a grave threat to security and stability everywhere and extracts a heavy toll of innocent lives around the world. He said state-sponsored cross-border terrorism is of particular concern to India, more so on account of the fact that the epicenter of terrorism in our region is located in our neighbourhood in Pakistan. The 68th Session of UN General Assembly is being presided over by John .W. Ashe , former Ambassador of Antigua and Barbuda to the UN, and is based on the theme “Post -2015 Development Agenda”. Addressing the delegates the Prime Minister pointed out that this theme is especially important as we deal with a lingering global economic slowdown and continuing volatility in financial markets. He pointed out that the problems of over a billion people living in abject poverty around the world need to be attacked more directly. Expressing concern over the disturbances in West Asia, particularly in Syria , the Prime Minister said the increasingly lethal conflict in that country is not only a tragedy for the people of Syria, but also threatens stability and security in the region and beyond.The use of chemical weapons must be condemned in the strongest terms. India supports strongly the elimination of chemical weapons material and equipment in Syria and believes that there must be a political solution to the problem.

Meanwhile, in view of recent militant attacks security in and around the Assembly has been increased with elaborate security arrangements made by the government to prevent any untoward incident during the Assembly Session beginning from tomorrow. A senior government official wishing not to be named told KNS that a three-tier security has been put in place to prevent any militant attack during the 7-day Assembly session. “Tight security arrangements have been made in entire city including the areas in and around the Assembly complex to avoid any untoward incident. Additional deployment of personnel from police and para-military forces have been made to keep ‘trouble-makers away and ensure peaceful session,” he said. “Number of trained police constables will be posted in and around Assembly as a backup to the marshals to counter any untoward incident. A separate passage will be kept for the VVIPs while others would be allowed only after frisking and passing through the metal detectors. Meanwhile well informed sources told KNS that the entire security apparatus in the city has been geared up in view of
the inputs from the intelligence agencies that militants may sneak into the city. “Special instructions have been issued to the policemen and paramilitary forces to keep check on unregistered vehicles, private vehicles and a drive against two-wheelers have also been launched to ensure that militants are not able to breach the security ring.”

The JCC is just crying hoarse for the vested interests of a few employees who are at the verge of their retirement.” The minister pleading anonymity said that the employees were testing government’s patience which according to him was running out. “It is this government which had conceded almost all demands of the employees and yet they are adamant to inflict miseries on the people,” he said. It may be recalled that on September 27, the meeting between JCC and the Government failed to reach any conclusion making the employee leadership to issue fresh protest calendar. Immediately after coming out from the meeting, JCC issued a fresh protest calendar calling for five-day protest demonstrations commencing from October 1. According to this protest calendar October 2, will witness candle light march by employees which will start from Sher-e-Kashmir Park and end at Chief Minister’s residence. On October 1, employees according to JCC protest calendar will protest in front of the secretariat while as the secretariat staff will protest inside the secretariat premises. On October 3, the employees will protest in front of the state assembly. Wani said that there will be a complete strike on October 4, 5. People of J&K have every right to know the truth and the security apparatus should work within their circles,” said Tarigami. The revelations, Tarigami asserted have raised fingers and hurled accusations on the democratic process. He cautioned that any intervention in probing the truth by security apparatus would be dangerous for the democratic system here. “We would strongly raise the matter in the autumn session of J&K Legislative assembly starting tomorrow. In fact we are geared up to go for the target as whatever Gen Singh has revealed can’t be brushed aside,” Tarigami said. O
ne can understand the anger and anguish of Prime Minister Dr. Manmohan Singh who delivered the hard hitting speech in UN General Assembly. Criticising Pakistan and asking it to shut down ‘terrorist machinery’ on its soil while making it clear that there can never ever be a compromise on the territorial integrity of India of which he said that Jammu & Kashmir is an integral part. The Prime Minister also made it clear that there can be no fruitful dialogue unless Pakistan stops aiding and abetting militants against India. Though his speech was clearly outburst due to recent happenings on the line of control and also in Jammu and Srinagar where many soldiers and civilians lost their lives, still going ahead with his scheduled meeting to decrease the tension with Mr. Nawaz Sharief shows that the leadership the two countries believe that all outstanding issues between the two countries can be addressed through a sustained dialogue only. It is not only the leadership but the people of both countries want cordial and friendly atmosphere in which both the countries can go ahead in every field of life. The past animosities have not yielded any positive results except weakening the two economies and huge loss of life and properties. Peace is imperative for the subcontinent and when subcontinent is peaceful, it will contribute to the world peace and stability. The meeting of two leaders whether in New York or at any place of the world should be guided by the sincerity, honesty and willingness to bring lasting peace by addressing all issues in such a way that there is no feeling of gain or loss. The two sides should not have a suspicion of betrayal or untrustworthiness at any stage and should march forward to resolve their problems amicably and without the interference, mediations or meddling by any other power or super power.

ith the launch of IRNSS-1A satellite, India has joined a select group of nations with indigenously developed navigation systems. India’s first dedicated navigational satellite the IRNSS-1A developed by the ISRO was successfully put into orbit on the night of 1st July 2013.This is the first of the seven satellites of the Indian Regional Navigation Satellite System (IRNSS). Overview of Indian Regional Navigation Satellite System (IRNSS) IRNSS is an Independent regional navigation satellite system being developed by India. It is designed to provide accurate position information service to users in India as well as the region extending up to 1500 Km from its boundary, which is its primary service area. The Extended Service Area lies between primary service area and area enclosed by the rectangle from Latitude 30 degree South to 50 degree North, Longitude 30 degree East to 130 degree East. IRNSS will provide two types of services, namely, Standard Positioning Service (SPS) which is provided to all the users and Restricted Service (RS), which is an encrypted service provided only to the authorized users. The IRNSS System is expected to provide a position accuracy of better than 20 metres in the primary service area. IRNSS consists of a space segment and a ground segment. The IRNSS space segment consists of seven satellites, with three satellites in geostationary orbit and four satellites in inclined geosynchronous orbit. Thus, IRNSS satellites revolve round the earth at the height of about 36,000 km from the earth's surface. IRNSS ground segment is responsible for navigation parameter generation and transmission, satellite control, ranging and integrity monitoring and time keeping. Applications of IRNSS include land, sea and air navigation, disaster management, vehicle tracking and fleet management, integration with mobile phones, provision of precise time, mapping, navigation aid for hikers and travelers, visual and voice navigation for drivers. It can track people or vehicles and can be of immense use in disaster situations like the recent one in Uttarakhand. Even the

After injection into the circular geosynchronous orbit, the satellite will be located at 55 degrees East longitude with an inclination of 29 degrees with respect to the equator. The mission life of IRNSS-1A is about ten years. IRNSS-1A was built at ISRO Satellite Centre, Bangalore with important contributions from VSSC, LPSU, IISU and Laboratory for Electro-Optics Systems (LEOS). Payloads IRNSS-1A carries two types of payloads – a navigation payload and a ranging payload. The navigation payload of IRNSS-1A will transmit navigation service signals to the users. This payload will be operating in 1.5 band (1176.45 MHz) and S band (2492.028 MHz). A highly accurate Rubidium atomic clock is part of the navigation payload of the satellite. The ranging payload of IRNSS1A consists of a C-band transponder which facilities accurate determination of the distance to the satellite (ranging). IRNSS-1A also carries Corner Cube Retro Reflectors for laser ranging.The other mission, launch of IRNSS 1B navigational satellite will be decided based on the performance and in-orbit testing of IRNSS-1A.

Social disruption and frequent conflict with the police and the courts are similarly part of fringe dwelling life. In short we can easily to say that “A dependent existence has no existence” at all.
NSFDC - Playing Important Role in Economic Development of Target Group

he Ministry of Social Justice and Empowerment is implementing a number of schemes for development of Scheduled Castes and National Scheduled Castes Finance and Development Corporation (NSFDC) is playing an important role in economic development of the target group. The Corporation is active at National level and provides financial assistance ranging from 30,000/- to 30 lacs to entrepreneurs belonging to scheduled castes for setting up their own business ventures. NSFDC also provides 100% grant for skill development training programmes and also provide education loans to students for pursuing higher studies. The Corporation has assisted more than 8.50 lakh beneficiaries by providing loan of more than 2500 crore in last twenty four years. In the rapidly changing scenario in the World, empowerment of masses does not end with providing financial assistance for starting any business activity, but also involves inclusion of weaker sections in all spheres of development. Good education is one of the foremost requirements for getting employment or starting a self-employment venture. The youth of today needs financial assistance to follow their dreams of getting quality education and livelihood earning skills. The Ministry of Social Justice and Empowerment assists the target-group by giving post-matric scholarships and national overseas scholarship for pursuing higher studies. As the present day education has become an expensive affair particularly if one is to study away from his/her home by staying in hostels, there is a need to fill the gaps in scholarship amount and the actual expenditure. NSFDC is playing a major role in meeting this requirement. Its Educational Loan Scheme has been drafted in such a manner so as to cover all items of expenditures and provide wide coverage of courses. Getting education from foreign universities by the students is also possible through NSFDC's Educational Loan Scheme. Further, it is very essential for young persons to be well trained in their chosen area of occupation. Self-employment or wage employment requires exhaustive skill development training. The Government has established number of institutions in the
country for imparting these trainings. In this endeavour, NSFDC has entered into partnership with many of such training institutions and are imparting short-term skill training programmes for the educated unemployed youth belonging to scheduled castes. All the expenses of such courses are being met by NSFDC. NSFDC also provides stipend of Rs.1,500/- per month to these trainees for meeting miscellaneous expenses. In the present business environment - schemes of providing finances for self-employment venture - care should be taken that forward and backward linkages to the business activity undertaken with financial assistance from NSFDC are

State Channelizing Agencies should also provide guidance to beneficiaries for running their business successfully and adopt an attitude of holding the hand of the beneficiary for a longer time. Efforts should also be made to bridge the gap between the rural, urban and semi-urban youth belonging to scheduled castes, in all fields.

Men and women have different drinking capacities and being drunk slows down your reaction time and ability to process information. Clinical psychologist Seema Hingorrany says that binge drinking is a common pattern of excessive alcohol use and refers to drinking heavily over a short period of time with the intention of getting drunk, resulting in immediate and severe intoxication. “The National Institute on Alcohol Abuse and Alcoholism defines binge drinking as a pattern of drinking that brings a person’s Blood Alcohol Concentration (BAC) to 0.08 grams per cent or above. This typically happens when men consume five or more drinks, and when women consume four or more drinks, in about two hours,” she says. Obesity surgeon Dr Manish Motwan says that binge drinking is most common among 16 to 24-year-olds. “Consuming large quantities of alcohol in a short period of time is getting very popular today but can have several consequences,” he says. How harmful is binge drinking? Possible increased risk of neurological disorders, heart problems, memory loss, sexual problems (especially male impotency). Risk of developing emotional problems such as depression, problems at college or work

According to physician Dr Abhay Shirkhande, people can get addicted to all sorts of medicines - pain killers, antidepressants, sedatives, antacids or even a cough syrup. “In a majority of the cases, the addiction starts when people start treating themselves. The easy availability of drugs over the counter without prescription or governmental control is another reason for this addiction. Many times ignorance about side effects makes people consume such medicines for longer periods of time,” says Dr Shirkhande. Don’t self-prescribe medicine When you self-prescribe drugs like an-

Cholesterol has cancer fighting goodness? In a new study, scientists have argued that cholesterol may slow or stop cancer cell growth. The study, which includes a Simon Fraser University researcher, describes how cholesterol-binding proteins called ORPs may control cell growth in A Detour for Yeast Oxysterol Binding Proteins. under which many kinds exist. For the various types - migraine, cluster, tension-type, ice cream and symptomatic - there are different kinds of treatments. For instance, acute pain can be treated by a simple analgesic or painkiller, as prescribed by a doctor. However, it is essential to address the root cause of the pain, as it will reoccur if not treated properly. Dr Sangeeta Ravat, Head of Neurology department, KEM, tells us how to distinguish one headache from another. While you take aid of prescribed medicines, here are a few home remedies.
Migraine Migraine is a severe headache
type and can have a considerable impact on the daily life of sufferers. It may occur in half of the head called the hemi cranial; this is usually preceded by an aura or the premonitory system. "You may see a coloured halo or bright light, which is called a visual aura. The character of the headache is throbbing. It feels as if someone is hammering your headache along with nausea and vomiting. The migraine patient tends to be photophobia (more sensitive to light) and phonophobia (more sensitive to noise). They cannot bear bright light and loud music. They can't even tolerate people talking loudly. It's that bad,"
says Ravat. TRIGGERS: Migraines can be genetically linked. However, disturbed sleep pattern, emotional meltdown, hormonal disturbances, physical exertion, weather changes, strong odour, smoking, poor eating pattern, consumption of alcohol, artificial sweeteners, too much caffeine, and food such as nuts, chocolates, and cheese may further exacerbate the migraine problem. Cluster headache is an excruciating condition that is rare. It is characterised by frequently recurrent, short lasting headache and autonomic symptoms. Cluster headache type is easily recognisable. The episodic form occurs in bouts (clusters). A sort of unilateral intense pain around the eye develops once or more daily, commonly at night. This headache type is sudden in onset and can last for almost three hours and can occur between once a day, and sometimes even eight times a day. The eye is red and waters, the nose runs or is blocked on that side, and ptosis (drooping eyelid) may occur. As the name suggests this sort of pain, which stems from the migraine family, occurs in a cluster. "It may last for almost two weeks and may occur twice or thrice a year,

Episodic tension-type headache occurs randomly and is usually triggered by temporary stress, anxiety, fatigue or anger. Withdrawal from the source of stress or a relatively brief period of relaxation or meditation can help relieve the pain. On the other hand, chronic tension-type headache is a continuous
headache, which may have some variability in the intensity of the pain during a 24-hour cycle. Both are characterised as dull, aching and non-pulsating pain and affect both sides of the head. Symptoms for both types are similar and may include muscles between head and neck contract, a tightening band-like sensation around the neck and/or head. The pain primarily occurs in the forehead, temples or the back on head and/or neck. Ravat says, "But unlike migraine, this type of pain is less severe. It is also known as muscle contraction tension headache. It is very common among young professionals who have stressful jobs." Triggers: Emotional as well as physical stress cause tension-type headache. There could be an underlying psychological illness such as depression and anxiety. That apart, spending too much time in front of the television and computer can also generate this kind of headache. Relief: It is advisable for people who have stress-related headaches to practise breathing exercises. Take three deep breaths, all the way in and all the way out, slowly. This works, especially, when you feel a headache coming on. Meditate, as it helps to relax the body and stop the headache. Identify stressors in your life and learn to steer clear from it.
Ice-cream headache This headache occurs briefly, but
the throbbing headache may occur after you eat food that is icy cold. Some people also describe ice cream headaches as brain freeze effects, which
are a result of having ice cream, slushy drinks, golas and other frozen food. Even though the pain that is experienced during an ice cream headache is intense, these headaches are rarely serious. This typically happens among young as well as middle aged people when they've eaten something cold. Sometimes, ice-cream headache involves one eye and bruised after the pain has gone. Triggers: Consuming cold food such as ice-cream, ice-candies or golas can trigger the pain. Some patients find cold foods trigger the pain. While anybody can suffer from ice cream headaches, people who suffer from migraine are more prone to them. People who have had a prior head injury are also more likely to experience ice cream headaches, as compared to the others. Relief: There is no particular remedy or treatment for ice cream headache. Normally, soon after you consume the food or the drink that has caused the problem, the problem subsides. If you're prone to this, avoid cold food altogether.
Symptomatic headache It is a headache, which is sec-
ondary to another organic condition such as meningitis, intracranial tumours, and subarachnoid haemorrhage (headache is often described as the worst ever, and is usually but not always) of sudden or ictal onset. Neck stiffness may take hours to develop. In elderly patients particularly, classic symptoms and signs may be absent. Ravat says, "In this case, along with the excruciating pain, the person may also have frequent bouts of blackouts as well as projectile vomiting." Triggers: Since the headache here serves as a signpost to a bigger problem, it is imperative to investigate the cause of the pain problem or disease.

N Srinivasan re-elected as BCCI president; packs board with loyalists

Chennai: Brushing aside intense criticism and questions of probity, N Srinivasan was elected unopposed as BCCI President for a third year during the Board’s AGM here today even though he will not take charge till further orders from the Supreme Court. Srinivasan was the lone Presidential candidate put forward by the South Zone, from where he got the proposer and the seconder. The AGM asserted Srinivasan’s supremacy in India’s richest sporting body with not even a single voice of dissent being heard during the proceedings of the day. But he can resume his duties only after the Supreme Court gives its final verdict on the case filed against his candidature by the Cricket Association of Bihar secretary Aditya Verma. Srinivasan was elected unopposed. But Dalmiya’s age, 73, would have put him at a disadvantage in the demanding job.
