Jammu, March 30: Setting aside observations of some political pundits pertaining to Modi wave, the Union Minister for Health and Family Welfare, Ghulam Nabi Azad on Sunday said that Congress will again come back to power in the form of UPA-III, to serve the people of the country. Ghulam Nabi Azad was addressing a mammoth gathering here at Katra town-the base camp of Shri Mata Vaishno Devi holy shrine, of Doda-Udhampur Parliamentary constituency. Jammu, Mar 30 : Emphasizing on the need of formulating a long term policy to solve all problems of Jammu and Kashmir, patron of the Peoples Democratic Party (PDP) Mufti Mohammad Sayeed today said that Congress is equally responsible for prevailing trust-deficit between people of the State and rest of the country. Mattu said that it is immensely funny that Mufti Mohammad Sayeed’s daughter speaks about NC’s regional character given the fact that Mufti Sayeed, in all his political manifestations all his life has been one of the biggest conspirators against the regional identity of Jammu & Kashmir. Mufti’s ideological opposition to Article 370 is etched in the pages of history and PDP’s attempts to fool

the people with such statements are ridiculous attempts to misrepresent history. fact whenever Congress has entered into alliance with National Conference, the State of Jammu and Kashmir plunged into unprecedented crisis and their alliance always proved ominous for the people of this region. “It is coincidence that whenever both these parties shared power, alienation of people increased and faith of the masses in the system badly shattered”, he observed and added that like their previous experiments for enjoying power, the present NC-Congress coalition See Mufti on pg 07

Lone questions Dr. Farooq’s remarks on Article 370 Srinagar, Mar 30: Peoples Conference chairman Sajjad Lone has questioned the factual discrepancy of Dr Farooq Abdullah’s remarks regarding upholding Article 370. According to a statement issued to KNS, he went on to state that it has been the two Delhi pampered parties which have at every juncture of history been instrumental in undermining Kashmiri autonomy and dignity. Starting right from the Delhi Agreement of 1952

which watered down the autonomous integrity of the ‘Instrument of Accession’ that not only devised only communications, foreign policy and defence to be extended under Indian aegis, but it’s article 7 empowered the Kashmiri’s to maintain complete autonomy from India beyond the aforementioned three spheres. “Not only did Sheikh Abdullah barter the greater autonomy vested in the terms of the Instrument of Accession but also See Lone on pg 07

FROM THE FRONT PAGE

Azad worked for the prosperity of nation, thereby is serving country for the last 129 years. Ghulam Nabi Azad, who is contesting candidate of Doda-Udhampur seat, castigated BJP and said “every time on the time of elections the party leadership uses different tactics to gain the vote bank on the basis of religion, caste and creed, whereas Congress party has never changed its stand and believes in secularism. He called upon the people to caste vote on the basis of all round development, secularism, and integrity of nation”. The Congress bright-face while highlighting the heights achieved by the party said, “Congress party is connected with the people at grass roots level, which is evident after the incorporation of 73rdAmendment into Jammu and Kashmir Panchayati Raj Act 1985”, besides, he said that “a chunk of 13 crore of Indian population has been benefited with employment through MGNREGA, 20, 000 Mega Watts power generation capacity has evolved during UPAII which is historic and remarkable. Moreover, during the past ten years 51, 000 hospitals across the country were opened. Earlier during five years of Congress government, nation was benefitted with 35, 000 hospitals, isn’t it a development, he questioned and was applauded by the crowd”. He said people of the country want better education, infrastructure, water supply, health facilities and Congress is committed and has ensured at a larger extent and urged the people to shun the divisive forces, which are hell bent to destabilize the peace and prosperity of the nation for their petty interests. Azad said before the formation of UPA-I, Atal Bihari Vajpyee started ‘India Shining’ campaign to divert the people attention, despite that people showed their enthusiasm and voted for Congress. Parallel to this, BJP again played gimmicks but people casted their votes for Congress and UPA-II was formed with more vote margin. While addressing an impressive gathering at Reasi, the Congress stalwart in the backdrop of Article 370 said that the state has its own Constitution, where Modi factor does not works. He said here in Jammu and Kashmir, it is Congress and NC coalition government under the leadership of chief minister Omar Abdullah, which has worked day and night and ensured the overall development of all the three regions of the state. At his addresses in Arnas and Dharmari, “Ghulam Nabi Azad also recalled the developmental steps taken by the state coalition with the backing of UPA. He highlighted “the state’s total annual budget is about 8000 to 8500 crores but it were the sincere efforts of Congress led UPA-II which provided 20,000 crores just for laying railway lines in Jammu and Kashmir. Besides, NC-Congress coalition government gave new administrative units keeping in view the problems being faced by the people. “Now, you don’t have to go far off to get you work done. It is at your door steps, be it Tehsils, Sub-Divisions, Blocks, Niabats, Schools, Colleges, University campuses or Hospitals. Who has given it? What more you require? Your most of wishes have been fulfilled much before you demanded,” voiced Ghulam Nabi Azad and urged the people to remain united and counter the nefarious designs of divisive forces by voting in favour of Congress party. Among others who addressed the party rallies including, Minister for Revenue and Relief, Ejaz Khan, NC vice-president and sitting NC, MLA, Surjeet Singh Slathia, former minister anf sitting Congress MLC, Jugal Kisohre Sharma and former NC MLA, Jag Jeevan Lal. Union Minister also recalled the moment he had in Reasi, when a veteran BJP leader and former MLA, Rishi Kumar Koushal, who had his following in the entire Jammu Province, shaved his beard after Reasi was given district status in his tenure as a chief minister of the state. The veteran BJP leader was demanding district for Reasi for around thirty years and had promised he will trim his beard after the demand will be full filled. Azad said when the district was given; the veteran leader, who was reluctant to share Congress party’s dias, came to stage to embrace him for his decision.

Reception (Udhampur), an outstanding road show was jointly organized by the coalition partners NC¬-Congress and a rousing reception was given to Azad, who reached Udhampur Railway Station today morning from New Delhi. Azad’s visit in the town was a gala occasion for the workers and supporters, holding the National Conference-Congress flags amid sloganeering, “Azad Sahab Zindabad”, Azad Sahab Aagey Bhado Hum Tumhare Saath Hain”. Moreover, drum beats coupled with flute tones were the main attraction of the road show, draping everyone to notice the support and enthusiasm of people towards the senior Congress leader, whom they called ‘Man of achievements” with respect to development, credibility and credentials. Making a colourful atmosphere for the day, people along the roads were giving ovation to Azad, contesting the Lok Sabha elections from Doda-Udhampur-Kathua constituency. He was garlanded on his open air vehicle decorated with flowers and party flags. Number of Sarpanchs and Panchs of various Halqa Panchayats were also seen standing on the roadside raising slogans in favour of Ghulam Nabi Azad. After Udhampur town, Azad drove straight way to Ghari, Rehmbal, Tikri, Panthal and reached Katra, where hundreds of youth on motor-bikes and scooters welcomed Azad and escorted him towards Katra town. At Katra, people including women showered flowers from their rooftops and hotels and raised slogans in favour of Congress party and Ghulam Nabi Azad who was flanked by NC vice-president and sitting MLA, Surjeet Singh Slathia, Congress Minister for Revenue and Relief, Ejaz Khan, Congress MLC, Jugal Kishore

Zabarwan Times Sharma, NC leader and ex-MLA, Jagjivan Lal, chief election agent of Azad, B S Slathia, Ashwini Khajuria, Brij Mohan Sharma and Kushal Sharma. Later, in the afternoon, the cavalcade of Azad moved towards Aggar Jitoo and district headquarters Reasi where too he was given rousing reception. Similar show was witnessed at Dharmari where workers and supporters of both NC and Congress parties pledged to make Azad’s win a historic one. People with the presence of Azad were witnessed blissful, welcoming him with the supreme reverence. The similar road-shows were organized at remote areas of Arnas and Dharmaari, where too party workers of raised slogans in favour of Azad and vowed to ensure success of secular forces. Some people witnessing the rally expressed they are at cloud nine with candidature of Azad to contest the elections from this belt, which mostly covers the remote belt. The today’s road show and road which was organized earlier on Azad’s filing of nomination papers in Kathua once again showed his competence, commitment and dedication towards the people of the state for their welfare. Azad was also witnessed allured among the supporters, who had been waiting for his candidature from this constituency.

Polls leaders, asserting them that NC’s win in valley will be UPA’s win at New Delhi. Resentment was also expressed over the statements of additional general secretary NC Dr Sheikh Mustafa Kamal wherein he had castigated Congress time and again. The Congress leaders later urged the activists to support NC candidates in valley as the Congress candidates are getting extensive support from NC cadres in Jammu. State Congress chief Professor Soz asked the party cadres tha they have to strive and work hard so that the win of all the three NC candidates in valley could be witnessed. He stated further that Chief Minister Omar Abdullah and other leaders of National Conference had campaigned for Congress party’s candidates in Jammu ‘whole heartedly’. He stressed that these NC leaders had whole heartedly campaigned for the Congress party’s candidate. He, therefore urged the Congress cadres to participate the campaign in Kashmir most actively and contribute to the success of all the three candidates. Vice Presidents Mohammad Muzzafar Paray-MLC, Ghulam Nabi Monga-MLC, others also attended the meet.

Geelani stated that that some pro-freedom parties have close contacts with the pro-India parties- first of all Geelani should reveal their names so that truth could come to fore,” said Farooq. He added that during the year 2008, Geelani was appraised by his own party men that there are some ‘Indian agents’ within the amalgam. “Till date- he (Geelani) did nothing over the issue.” The HCJK leader Mohammad Yousuf Naqash during his address stated that there must be the perpetual efforts so that Geelani Sahib reveals the names of the black sheep who are at present within the ranks of separatist leadership disguising as freedom lovers. “Kashmir and its people have every right to know who the black sheep are otherwise the situation could be calamitous.” Senior leaders of HCJK while paying glorious tributes to slain JKLF chief Ashfaq Majeed Wani- killed on March 30, 1990 at Hawal. The leaders highlighted the role of Wani vis-a-vis the ongoing resistance movement.

Mufti has also proved disastrous for the people of Jammu and Kashmir as during the last five and half years alienation of people has been increasing with every passing day and credibility of the government has reached to its lowest ebb. “Coalition has been exposed due to its misdeed, mis-governance and mal-administration so people are looking towards PDP to get them rid from the present anarchist dispensation”, Mufti said and observed that change is imminent in Jammu and Kashmir and the coming Lok Sabha elections is a step forward towards change. “PDP led coalition regime had laid a foundation of mutual trust and confidence among inhabitants of different regions of the State”, he said and challenged his opponent to come out with any evidence of discrimination with any regions or sub-regions during PDP led regime. PDP patron said that his party would remove the walls of hatred among different regions of the State and would also remove the trust deficit between people of Jammu and Kashmir and rest of the country. “Through our convictions and programmes, we would remove this trust deficit”; he asserted and added that it was aim of the PDP to remove these misconceptions. Observing that PDP is the real voice of the people of Jammu and Kashmir, he said that regional parties were emerging all over the country and PDP is the only region party of J&K which enjoys faith and confidence of all sections of the society. He said that PDP had played historic role in restoring peoples’ faith in the democratic institutions of the country. He especially mentioned that 2002 assembly elections were turning pointing in the history of the State when people of Jammu and Kashmir had realized that they can change government through their votes. Yashpal Sharma, Dr Sammer Koul, Ved Mahajan, Shanti Devi, Ab Hamid Choudhary, Rashid Malik, Rashpal Singh Bittoo also addressed the meetings. Earlier addressing a meeting of Kashmiri Pandits in support of party candidate Mehbooba Mufti, PDP patron reiterated resolve of his party to facilitate honourable return of Kashmiri Pandit migrants to their native places. He sought support and cooperation of the Kashmiri Pandit community to change the present system. “PDP has already started the process of transformation to change destiny of the people of this State”, he said, adding, “I want your role in the process of transformation and you have to be with us in our efforts to establish a new system in the State”. He recalled contribution of Kashmiri Pandits

leaders especially Sham Lal Saraf, M N Koul, P N Bajaj, Kashyap Bandu, D P Dhar, P LHando and others in strengthening democratic system in Jammu and Kashmir. “Aim of PDP is not just to attain the power but our ultimate goal is to change destiny of the people of Jammu and Kashmir and to establish a system where justice will be given to all sections of the society”, he said and exhorted the displaced community to come forward and join PDP’s campaign to change the system. “You have to be instrumental in the process of transformation”, he told the gathering. “Return of Kashmiri Pandits to their native places in Kashmir Valley is must to maintain the ethnicity and diversity of Kashmiri culture”, he maintained and reiterated his party’s solve to facilitate honourable return of the community. “It is my desire to bring back all Kashmiri Pandits who have left their homes and hearths two decades back”, he announced. Mufti appealed Kashmiri Pandits living in different parts of Jammu to cast their vote in favour of PDP candidates for the Lok Sabha elections. “I am here to seek support for PDP candidate Mehbooba Mufti, who is president of our party and contesting Lok Sabha election”, he said. Ramesh Koul, Ashok Siddah, Maharaj Krishan, R K Bali, Punnet Jamwal, Dr R K Pardesi, Nanaji Wattal, K B Kav, Sunil Bhat, S K Rana, Anju Bhan, Durga Nath, Hira Lal, Deep, Manoj Koul, P N Zuthsi, Raskeen Bhat, Daeepak Raina, Bharat Bhushan, Ashiq Hussain, Kuldeep Sharma, Surinder Khajuria, Rama Khajuria, Shami Akhtar, Ropali.

Visit condolence with the bereaved family. He also spent some time with the family members. Mufti along with senior leaders of the party also visited residence of Tarseem Singh at village Kotli in R S Pura to express his condolence to the bereaved family. He strongly condemned killing of innocent people during Dayalachak attack and asked peace loving people to isolate those forces which are inimical to the peace in this region. PDP patron was accompanied by Yashpal Sharma, Dr Sameer Koul, T S Bajwa, Bhushan Dogra, Dr Harmesh, Vijay Baba, Jitender Bhat and others.

PDP tactical shape to the BJP-PDP hidden alliance. Asking Mehbooba Mufti to make up her mind, Junaid Mattu said that the same Mehbooba Mufti who was waxing eloquent about the need for a “regional character” in politics today had expressed her interest to speak on behalf of the “Muslims of India” a couple of days ago. Does Mehbooba Mufti want to represent the people of Jammu and Kashmir or is she deluded into aspiring to represent the Muslims of the entire country? Where was Mufti Sayeed’s concern for the Muslims of India when he was hand-in-glove with Jagmohan – who is widely considered to be an anti-Muslim, communal bigot? Why didn’t Mufti Sayeed raise his voice for the Muslims of India when Jagmohan destroyed the properties, shops, homes and lives of hundreds of Indian Muslims at Turkeman Gate? Mattu said that it was a fact validated by archival record in the Lok Sabha that Mehbooba Mufti as an MP chose to never speak up in the parliament - neither for Kashmiris nor for the Muslims of this country. Her newfound realization about the need to espouse and advocate the cause of Indian Muslims is convenient and hypocritical. Why did she consciously abstain from doing so when she was in the Parliament? Expressing amusement at Mehbooba Mufti’s dream to “change the rules of the game”, Junaid Mattu said that Mehbooba Mufti should know that Mufti Mohammad Sayeed changed the “rules of the game” in 1990 as the Home Minister of India by unleashing the bloodiest year of repression and injustice on supposedly his own people – just to play a “game” for his own benefit in New Delhi. If that is how PDP changes the “rules of the game”–we could only pray to the Almighty to save this nation from PDP’s “games” for all times to come. Accusing Mehbooba Mufti of lying brazenly, Mattu said that National Conference and its MPs had forcefully and frequently spoken about the need for justice and reconciliation in Kashmir. Our MPs spoke publicly about our opposition to the death sentence handed out to Afzal Guru and we unconditionally expressed our strong protest over his execution. Before talking of Guru, Mehbooba Mufti should tell us how Muzaffar Baig ran away and ditched Maqbool Bhat even after receiving the retainer-ship and legal fees to defend him in the courts. (KNS)

Lone rejected India’s plea of extending the article of “fundamental human rights” to Kashmir. The subsequent1975 agreement not only accepted the constitutional encroachments of India even over the watered down Delhi Agreement of 1952 but also further helped entrench New Delhi’s hold within Kashmir.” He said that like the electoral skullduggery of his offstring Farooq Abdullah today, Sheikh Abdullah too in a mode of electoral gimmickry accepted his guilt at a gathering in hazratbal when he declared “Mujhey galti kerney wallon mey likha jaey … nakey gadarron mey (plea to historians “ I should be included in the list of those who made mistakes and not in the list of traitors). This in itself is a testimony by the person himself as to his own sense of guilt and wrong doing. Further, reflecting upon the NC’s Autonomy report of 1999 Lone said it was nothing but a blackmailing device on the part of NC to secure more personal and party interests from New Delhi while also keeping New Delhi away from reaching out to the separatists. Despite being poorly and hurriedly compiled by 1999 it was only presented in state Assembly in July 2000 corresponding with and as an attempt to undermine the Hizb-ul-Mujahideen ceasefire. “It was later rejected by the centre as a means of calling off NC’s bluff. If the NC felt so strongly about it why didn’t it then recall its support to the Vajpayee government which now Abdullah blames of undermining the report.” The statement added that it must be recalled that despite his diatribe against Modi today, Farooq Abdullah and NC endorsed Modi’s role in Gujrat carnage of

2002 by staying steadfast with the BJP in government, while other self-respecting secular parties withdrew their support. Lone went on to state that while Farooq Abdullah may suffer from selective dementia and habitual distortion of facts, he hoped the Kashmiri people have a more robust collective memory and responsibility towards rejecting such parasitical political behavior. It also has the responsibility of supporting “empowerment driven change”, in contrast to the hollow sloganeering reflecting “continuity driven change”. (KNS)

Delay the earliest. “He even telephoned the concerned Executive Engineer and directed him to disburse the amount. He even asked us to meet the Executive Engineer at his office.” Contractors Association president stated that when the contractors reached the office of Executive Engineer, he again expressed his unwillingness in the issuance of the payments to the contractors. “A verbal dual was started by the concerned Executive Engineer due to which one of our colleagues Ghulam Nabi fainted on the floor. We took him to the hospital where doctors said that he has suffered heart attack.” He added that the contractors are suffering from the worst crises at present and that it is only due to the delay in the disbursement of our due amounts that we have landed in the state of trauma. Meanwhile, the Chief Engineer of Flood Control department while giving reference of his Executive Engineer stated that the payments in favor of the contractors have already been disbursed. (KNS)

NC recycles autonomy at election time to make up for its failures: Mehbooba Srinagar, Mar 30 (KNS): The Peoples Democratic Party (PDP) Sunday said that by calling himself as the agenda of his party, Dr Farooq Abdullah has clearly indicated that his party has fallen on bad times. According to a statement issued to KNS, addressing a number of wayside meetings in Pampore segment of Anantanag parliamentary constituency, the party president, Mehbooba Mufti said National Conference’s attempt at recycling the autonomy resolution in absence of any performance report is a pathetic display of the fact that the ruling party has lost the capacity to lead and govern.Appealing the people to vote for her in Anantanag constituency and other PDP candidates in rest of the state, she said PDP has substantial achievements to its credit though it was in government only for a brief time.“Compare to this, the NC has nothing to present to the people by way of performance over the last many decades neither does it have a roadmap for the future,” she said adding the NC is compelled to whip the dead autonomy horse at the time of election as it has nothing else to say to the people.Mehbooba said the admission by Dr Farooq that his party has no agenda and his person should be taken as its manifesto reflects very poorly on the state’s oldest party. How can this party appeal the millions of young people who want to be shown the way to a bright future and a vision for creative harnessing of their talent and energies? Mehbooba asked.Referring to Dr Farooq’s statement that the NDA government had thrown the autonomy resolution, passed by the state assembly, into a dustbin even without reading it, Mehbooba said the NC could not have brought a bigger dishonor to the state. She said in spite of having been humiliated by the NDA, Dr Farooq didn’t muster the courage to part ways with that alliance even though the NC had an overwhelming majority in the state assembly and most of the MPs in the state.“The NC continued to stick to NDA even in the face of such insulting rebuff just to ensure that Omar Abdullah continued as a junior minister in Vajpayee government and didn’t claim the throne in the state as he did a short while later”, she said. Mehbooba said it is obvious that NC is not interested in autonomy and has no agenda except enjoying the luxuries of power. That is evident from the fact that this party is a partner in the present UPA at the Centre and at the state as well, but has never raised the issue beyond occasional reference to the Saghir Committee report, she added.“Ironically, the Saghir Committee report is also the product of an initiative taken by the previous UPA government when PDP was a part of it and the Prime Minister had appointed special working groups to deal with the various issues related the Kashmir problem,” said Mehbooba.
