PDP asks government to explain JK Bank bungling If not clarified, will ask for special RBI audit: Spokesman Srinagar, May 30 : Expressing deep concern at the murky details of non-performing assets (NPA) revealed in the Greater Kashmir today, Peoples Democratic Party (PDP) has asked the government to come clean on these reports. In a statement the party chief spokesman, Naeem Akhtar said the reports of creating NPAs to the tune of Rs 2500 crores are highly disturbing but of greater concern are the attempts to conceal them in order to show higher profits. According to a statement issued to KNS, Akhtar said the state finance minister must come out with government's response on the report since the bank management seems involved in these malpractices that could threaten the very health of the Bank as is apparent from the crash of its share prices today. He said the finance secretary of

the state who is on the Bank's board of directors should also come out on the goings on in the bank as the political leadership of this government has lost all credibility. "Should that not happen and a convincing explanation does not come from the government the PDP would be forced to write to the Reserve Bank of India for instituting a special audit to reach the truth" said Akhtar. The PDP spokesman said it was extremely worrying that state's most important and premier financial institution had been compromised by appointing wrong persons on the board of directors and the bank management. It appears even the auditors come under cloud as reported by the newspaper. Akhtar said the press release of the

NC decides to revolve round Farooq Abdullah again Admits sitting in ivory towers will not wory Srinagar, May 30 : Revealing that National Conference patron Dr Farooq Abdullah is going to be face of the party during the upcoming assembly elections in the state, NC Friday said that the party is on tenterhooks to rectify the wrongs it committed in the past. “We have to redeem the situation. The dis-connection with the people of the state proved disastrous for the party during the recently held polls. We have to do the needful to turn the situation in our favor before it is too late,” said NC additional general secretary Dr Mustafa Kamal. He added that during the forthcoming polls for assembly in JK, NC will have Dr Farooq Abdullah as its face and that due to his absence from the party affairs during the past

five years, NC suffered a lot. “He was representing the state in the parliament but at the same time our party suffered as there is no one like him. He is a real statesman and NC cadre identifies with him here at large.” Terming Dr Farooq a one man army to face the rivals, Kamal who is also the brother of NC patron remarked that there is no other choice with NC but to ask Dr Farooq to lead the party. “To all of us, he is the best leader and a seasoned politician. As he was busy in Delhi during the past five years, now we know that he will turn the tables around.” Kamal also maintained that the main reason for the recent debacle of NC was its disconnect with the people in general and party activists See NC On PG 11..

Mufti played active role in Rajendra to take charge J&K is ‘India’s crown’: as DGP on Monday Grand Mufti erosion of Art 370: NC

‘PDP’s ideological roots lie in opposition to Article 370’ Srinagar, May 30 : National Con-

ference in a statement issued from Srinagar has said that history is replete with proof and factual realities that prove that PDP patron Mufti Mohammad Sayeed had played an active and unabashed role in the erosion of Article 370 and the erosion of Internal Autonomy in the State during his tenure in politics in various parties ranging from Congress to G. M. Sadiq’s erstwhile DNC to Bakshi Ghulam Mohammad’s breakaway faction of saboteurs and to V. P. Singh’s Jan Morcha. NC spokesman Junaid Azim Mattu has said that Mufti Mohammad Sayeed had joined hands with every crony dispensation in J&K from late 1950s to 1975 that had an agenda of eroding Article 370. “Today shadow-boxers of Mufti Mohammad Sayeed and PDP leaders have shown the remarkable audacity to blame National

Conference for what Mufti Sayeed was overtly complicit in - be those the intrigues against Article 370 at the behest of Bakshi Ghulam Mohammad, at the behest of G. M. Sadiq or as a brutal, disastrous Home Minister in V. P. Singh’s Jan Morcha who joined hands with BJP to send Jagmohan to the State as Governor. From his very foray into the politics of J&K, Mufti Sahab ensured that he was a part of every crony dispensation that was put in power in J&K to dilute and erode the State’s special status. At a time when Shere-Kashmir Sheikh Mohammad Abdullah was incarcerated for his staunch ideological beliefs and primarily for his demands of safeguarding the State’s Autonomy and asking New Delhi to respect the sentiments of the people of J&K, Mufti Mohammad Sayeed was busy switching loyalties from to G. M. Sadiq to Bakshi Ghulam Mohammad to Syed Mir Qasim to Congress and then to Jan Morcha,” Mattu said. Mattu said that erosion to Article 370 was carried out between 1953 and 1975 during the See Mufti On PG 11..

Terming Kashmir as ‘India’s crown’, Grand Mufti Basheer-ud-Din has cautioned that repealing of Jammu and Kashmir’s special status is fraught with the dangerous consequences that could also jeopardize peace in the entire sub-continent. According to the KNS correspondent, Mufti Basher-ud-Din stated that Kashmir is not the ‘personal property of anyone’ and that ‘it is due to Article 370 that India is in Kashmir’. “Kashmir is not a personal enterprise of any one nor is it the integral part of any country. Article 370 guarantees India’s presence in Kashmir. Its repealing will endanger peace and harmo-

ny that could be difficult to control,” he said while addressing people at Charar-e- Sharief shrine. The Grand Mufti also asked New Delhi to start meaningful dialogue and take the arrival of Pakistan’s premier in Delhi during Modi’s oath ceremony a good omen. “Sharief’s acceptance of Modi’s invitation must not be taken as his weakness.” Kashmir’s grand Mufti also expressed serious concern over the alleged reports of ‘presence of pig fat in Cadbury Ice creams’ and asked the people to avoid consuming it. He also stressed for the early investigation into the matter. “Some Muslim countries have already banned its usage and also the people here should avoid using it including children. Anyone having further information over the same should inform the court.” (KNS)

Court imposes Rs one lakh penalty on Shahid Balwa New Delhi, May 30: A special court on Friday imposed a penalty of Rs one lakh on Swan Telecom promoter Shahid Usman Balwa, who had sought permission to withdraw answers given by him earlier to the court in the 2G scam case trial, while allowing his plea to record afresh his statement before it. Special CBI Judge O P Saini, however, did not allow the contention of CBI to cancel bail of Balwa, an accused in the 2G case. The court passed the order on Balwa’s plea seeking permission to withdraw his answers given earlier during his deposition. CBI had argued in court that Balwa’s plea was nothing but a “sinister design” to

take the court for a “ride”. During the arguments, Special Public Prosecutor U U Lalit had submitted that Balwa’s earlier contention that he had failed to understand the questions asked by the court under the provisions of CrPC was not an “inadvertent error” and it was a “smart and calculated” move.

He had also contended that it was a “breach of faith” reposed by the court on the accused and he must be fair to the court. Balwa’s counsel, however, had submitted that it was only an inadvertent error and that nothing had been done deliberately. On CBI’s contentions that bail granted earlier to Balwa may be cancelled, his lawyer had said it was not the case that his client has tampered with evidence or threatened any witness. The counsel had also said that if the court feels that something wrong has been done, he was offering unconditional apology. Akhtar said the shady deals in the bank are provided a cover by appointing blue eyed persons with dubious record who apparently are beneficiaries of the malpractices. He said it was ironical that a government that served a severe blow to state's financial autonomy by shifting to RBI for overdrafts had claimed that the move would improve transparency in the bank. That spurious argument has been turned on its head as exposed in the GK report and now it is clear that the changeover was only another installment of the price that NC has historically been paying at the cost of state's resources and institutions, Akhtar added. Akhtar said while within the state the bank loans are very stingily sanctioned big loans outside the state are obviously given to those who don't even deserve them. He said while Millions of youth in the state are struggling to set up small businesses and denied loans but the bank with resource base in the state has apparently been made a handmaiden of vested interests outside the state which could benefit a few in position of power at the cost of a national asset of the state. ny tendency and willingness to barter the State’s interests and special status in bits and pieces for either political patronage from anti-J&K lobbies or promises of being given power,” Mattu said. Mattu has said that National Conference had opposed every overt and covert attempt made to erode and dilute Article 370 and the very fact that Sheikh Mohammad Abdullah spent more than two decades in prison while Article 370 was eroded through political intrigues is enough of a vindication. “National Conference passed the Autonomy Resolution in the State Assembly in 2000 during the rule of Dr. Farooq Abdullah and the NDA chose to ignore the democratically representative resolution at that time. Dr. Farooq Abdullah picked up from where Shere-eKashmir Sheikh Mohammad Abdullah had left and ensured that the State Assembly unequivocally asks for the restoration of Internal Autonomy-a legal document that is in line with our ideology and stand. Our intentions to safeguard Article 370 and to strive for the restoration of Autonomy are clear and supported by our actions at every juncture of history-be that Sheikh Sahib’s valiant struggles for his people or be that the fact that Dr. Farooq Abdullah as the Chief Minister of J&K got the Autonomy Resolution passed in the State Assembly in 2000”, Mattu said while adding that National Conference would continue to stand up for upholding the rights and dignity of the people of J&K. to KNS, a public relations officer of the JK Bank has said: “We feel it expedient to clarify the misgivings arising out of the said news report. As far as the balance sheet of your bank is concerned it is being managed with prudence. Our prudent management of balance sheet can be substantiated by non-volatility of earnings for more than last 5 years; we have been showing a consistent growth in profits in highly stressed economic conditions from 2008 to 2013 when the whole industry was experiencing earning volatility. For last many quarters, stress in assets has been rampant across the banking industry. In March, 2014, we hadgross NPL’s around 783 Cr while as the Net NPL’s were 102 Cr.” He added: “But there is a marked difference between the stressed assets and Non Performing Loans. Normally, decision to declare an asset as non-performing has to be taken in accordance with the prescribed guidelines of the regulator, borrowers’ repayment history and market credibility. As a responsible corporate, we have been following all the prudential guidelines as stipulated by RBI for declaring sticky loans as NPA’s or restructuring advances. Besides our restructured asset portfolio graph is witnessing a downward trend. Currently it hovers around Rs 1500 Cr which is quite normal as per industry standards.” The statement reads: “Moreover, while declaring any advance as stressed, restructured or NPA we follow laid down processes and procedures which are quite robust and in accord with prescribed regulations and industry best practices. We have been consistently prudent when it comes to deal with stressed/non performing loans. Like in case of Kingfisher, when big banks struggled to recover their loan from the grounded Airlines, we got back 90% of our loan.” It adds: “J&K Bank is subjected to a robust audit process including Statutory Audit through auditors appointed by CAG and Annual Financial Inspection by RBI. The accounting policies pertaining to determination of NPAs have been followed and auditors have done their scrutiny thoroughly, which has been expressed in their reports. It is only a figment of someone’s imagination to fancy that one can evade the scrutiny from strong audit processes stipulated by the regulator and the industry.” The public relations officer of the bank has said, “Let me reiterate, we stand on a solid foundation of trust and credibility since last 75 years which is reflective of our success. We assure you all that your bank has robust procedures and systems in place to check deviation, if any, instantly in the conduct of business procedures. Moreover, we believe that trust of our stakeholders is the most valued asset we have and we will continue to have that.” (KNS)

Mufti engineered, undemocratic rule of proxies and cronies in J&K who were usable parts of an intrigue against Shere-e-Kashmir Sheikh Mohammad Abdullah, against the National Conference and against the people of Jammu and Kashmir. “While these crony, undemocratic dispensations were busy eroding Article 370 Mufti Mohammad Sayeed was a perennial feature in all such intrigues against the State’s special status. First Mufti Sahab got close to P. L. Handoo and then joined G. M. Sadiq’s DNC and was appointed a District Convener by G. M. Sadiq. It was no secret and it is a testament of history that Sadiq was responsible for some of the gravest damage to Article 370 and the State’s special status. Where was Mufti Sahab’s concern for Article 370 when he was a part of a dispensation that eroded it? Was Article 370 bad then and good now? Has history not made it evidently clear that Mufti Sayeed’s political posturing on such a sentimental and important issue depends on his ruthless personal political ambitions?,” Mattu asked. Mattu said that Mufti Sayeed followed the DNC troupe when it joined hands with Bakshi Ghulam Mohammad - another figure who played an abominably devious and treacherous role in suppressing the people of this State, incarcerating its popular leaders and sabotaging democracy for his personal ambitions. “Mufti Sahab’s loyalty to crony dispensations - be it to Sadiq or be it to Bakshi Ghulam Mohammad - was primarily a derivative of his automatic opposition to Kashmiri Nationalism, Article 370 and the State’s Special Status - causes for the defense of which National Conference Founder Sheikh Mohammad Abdullah spent more than two decades in various jails while Mufti Mohammad Sayeed was hopping from one intriguing band of conspirators in the State to another”, Junaid Mattu added. The National Conference Spokesman, while questioning PDP’s hypocritical remarks on Article 370 reminded the party of their sabotage of the J&K Women’s Permanent Resident (Disqualification) Bill in the Legislative Council, the changes that PDP made in the Transfer of Property Bill and their most recent tacit support to BJP candidates in Jammu region despite BJP stating its goal to abrogate Article 370 in its election manifesto. “PDP and Mufti Mohammad Sayeed have on numerous occasions demonstrated an uncan-

Leh roaming in the area after completing their day-long work. The incident comes barely 11 days after a 10-year-old girl, Simran was killed and her 6-year-old brother critically injured in an explosion due to littered shell at Drang village adjacent to army’s firing range –Tosamadan in central Kashmir’s Budgam district. Shab-e-Meraj was observed during the intervening night of May 29 and 30. Thousands of people had offered special prayers during the night. From past few days, according to CNS lakhs of devotees reached the Hazrtabal shrine and offered prayers besides having the glimpse of holy relic. Devotees also converged at some other shrines of Valley including Jenab Sahab Soura, Kailaspora, Pinjoora-Shopian, Khiram Sirhama and Kaba Marg. Reports said that since Friday morning, devotees started arriving at Hazratbal shrine here in hundreds of buses from almost all the districts-Pulwama, Shopian, Kulgam, Anantnag, Bandipora, Kupwara, Baramulla, and Budgam. Before the Friday prayers thousands of devotees had reached there. They offered Friday prayers and had the glimpse of holy relic. After Friday prayers, most of them started leaving for their respective places. Even as the traffic police had made arrangements for smooth movement of the vehicles, huge rush of vehicles led to traffic jamming at several places. One way traffic was allowed today from Lal Chowk to Hazratbal and back. The vehicles going from Lal Chowk to Hazratbal had to move via Lal Bazar area. However, those moving from Hazratbal to Lal Chowk had to take the Saidakadal route. Vendors had set up stalls outside the shrine complex, where food items were on sale. Indian-Americans’ spelling bee win draws racial remarks

NEW YORK: The historic win by two Indian-American students at the prestigious national spelling bee contest today drew some flak on the social media with many making racial innuendos about children of Indian-origin having an unbeaten track record at the annual contest. Sriram Hathwar, 14 and Ansun Sujoe, 13, created history by winning the Scripps National Spelling Bee, the first time in 52 years that two participants have won the contest. The two clinched the title after a thrilling final in which they almost exhausted the 25 designated words. This was the seventh consecutive year that Indian- American students have retained the spelling bee title, a trend that was started by Sameer Mishra who won the contest in 2008. The win by the two youngsters has however led to some US audience making racial comments about how only Indians have been winning the spelling bee for some years now. "Wait a minute!!! Where is the diversity? Why are there not women or non-Asian minorities winning? Sounds racist to me," a person commented on the Washington Post website. Another reader said, "How is it that foreigners who are new to America are able to win the spelling bee like this?" while another reader posted, "First they took our beauty queen title then they take our bee. Whats next they take away our jobs..." A comment on Twitter by one Matt Marzullo said, "We need an american to win this spelling bee

#tiredofindiansmatt". Another said, "The kids in the spelling bee should only be AMERICAN". Another tweet said "Shocking that neither of the Spelling bee champs have names that sound American #Sriram #Ansun." However, other readers said parents and families of Indian-American students encourage hard work and learning which leads to such students performing well in these competitions. "I find the comments here very interesting regarding how 'foreigners' can win these contests. It is so simple it amazes me that everyone doesn't recognise the answer. The families of the winners value and encourage learning and

hard work. They don't spend their time blaming others for their problems," a reader said. "This is exactly why US students are, in many cases, falling behind. The parents do not value and encourage education and all the money and best teachers in the world are not going to educate someone who does not want to learn," the reader said. The other tweets posted on the microblogging site were "Will an American ever win the #spellingbee", "Where are our American kids?" "wow that blows the spelling bee ends with a tie thats so friggin un-American no wonder the kids that won it are Indian", another tweeted.

Thailand elections not for a year, says coup leader The leader of Thailand's military coup has ruled out elections for more than a year, to allow time for political reconciliation and reform. In a televised address, Gen Prayuth Chan-ocha called on all sides to co-operate and stop protesting to make the plan succeed. The military seized power in Thailand on 22 May, saying it wanted to return stability after months of unrest. The coup leaders received royal endorsement on Monday. "The (ruling military regime) have a timeframe of one year and three months to move towards elections," Gen Prayuth said. "Enough time has been wasted on conflict," he added. Gen Prayuth said a first phase of about three months would focus on "reconciliation" with a cabinet and new draft constitution put in place. Reforms would then be introduced over a second, yearlong, period and only after this could elections be held, he added. Thailand's military stepped in after six months of political deadlock as protesters tried to oust the government of Prime Minister Yingluck Shinawa-

tra. At least 28 people were killed and several hundred injured over the course of the protests. Since taking power the military has summoned and detained dozens of key political

figures, including Ms Yingluck. Journalists and academics are also among those who have been called in. Gen Prayuth has also said that he would have no choice but to use force if protests continued.

Work on developing this kind of connection with those closest to you.

Unscrupulous traders damaging Kashmir reputation

K

ashmir Valley, called Paradise on Earth, attracts thousands of domestic and international tourists who descend in this valley of magic to spend peaceful moments and enjoy natural beauty which is in abundance here. They come to have solace, sooth their nerves after the hectic life, besides the experience of dealing with the people of different environment. Kashmiris all over the world are known for their hospitality, friendly attitude, cordiality with their guests. It is the fascination of this place that tourists spend a lot of money in the valley on their stay and on purchasing gifts, souvenirs, mementos for their near and dear ones. But, unfortunately, for the last some years, a new breed of traders in the handicraft sector has emerged who want to make fast money by using unscrupulous ways. They are found in handicraft sector, hotel and house-boat industry and in transport field and are bent upon to damage the hard earned reputation of Kashmir. May it be shawl, carpet, suit, or handicraft items, most of the things are fake and are sold on exuberant rates by some traders to tourists who are not well versed with the genuinity of the items they have purchased. Such items are of low quality, it is only after use that the tourists come to know that they have been cheated very badly by some of these traders. Obviously, these tourists will not carry a good image of Kashmir and Kashmiris in their minds and will definitely discourage the intending tourists. It is observed that for short time benefits some of the Shikarawalas, House-boat owners and Transporters cheat the tourists by charging them heavily which in long run prove harmful for tourism industry. Tourism Dept. and Tourist Police can play an important role in stopping this bad practice. They have ample laws to deal with such unscrupulous elements. For ensuring that tourists are not cheated, Govt has made mandatory for every trader dealing with craft sector to register itself so that they do not sell machine made items in the name of Kashmiri craft. They have been asked to fix tag on every item they sell displaying price and composition. Shopkeepers and traders must issue the cash memo to the tourists. Moreover, inspection teams have been constituted for conducting surprise checking at different tourist places. Everybody, associated with tourism sector should pledge not to cheat the tourists by selling them fake items for petty interests.

R

enowned Gyanpeeth award winner from Kerala Shri S K Pottekat once wrote in his famous travelogue to London about a sign board he had seen in the city. It read – “impatience to cross roads creates in - patients in hospitals”! This applies to crossing railway lines at unmanned level crossings also. At the height of our hurry to cross the level crossing just before the speeding trains pass by, we forget the elementary fact that trains, which travel at a speed of about 100 kms per hour, hardly take a minute to traverse 1.7 kms! Thus, it is just for a gain of less than a minute that we try to cross a railway track when the speeding train is visible afar! The Indian Railways and the Railway Safety Organization is jointly organizing a campaign to highlight the safety aspect of using railways, especially to highlight the dangers of impatience when it comes to crossing level crossings. The International Union of Railways (UIC) observes one day every year as the International Level Crossing Awareness Day (ILCAD). This year the day falls on June 3rd. Indian Railways will also be participating in this global campaign to sensitize road users and to increase safety at unmanned level crossings. The ILCAD focuses on educational measures and the promotion of safe behavior at and around level crossings. It is built on existing national events which will be held jointly at various locations in every participating country on June 3rd, 2014. The Madurai Railway Division will also be observing International Unmanned Level

Crossing Awareness day on next Tuesday (June 3, 2014). Officials of the division will visit unmanned railway crossings and interact with the public to make them aware about the dangers of impatience while crossing unmanned railway crossings. The exercise will be held on all days from June 2nd to June 6th. They will also distribute awareness materials like posters, pamphlets etc on the occasion. Performance of street plays, exhibition of videos etc, are also planned as part of the propaganda. A set of specially made hand fans, with safety motto emblazoned across it, pens and pencils with safety measures written boldly across them etc are also being distributed to villagers, school students etc. Shri A K Rastogi, Divisional Railway Manager, Madurai division said that about 40% of the 31254 level crossings on Indiian railways – this comes to about 12500 level crossings - are unmanned. These level crossings contribute to about 40% of train accidents, of which as high as 66% result in the loss of human lives. He observed that the accidents at level crossings are largely man made and can be avoided. He revealed that a train, which is running at a speed of about 100 km per hour, will take hardly a minute to cross a distance of about 1.7 kms. Additionally, loco pilots have been instructed to blow the engine whistle from a distance of 600 metres while approaching a level crossing. Railways have also provided four kinds of sign boards, warning road users about the presence of unmanned railway crossings at distances of

200, 120, and five metres from the actual crossing. The first board features a railway engine and two strips and the second one an engine and one strip. The third board is a speed breaker warning and the fourth one will carry, in broad letters, the legend “Stop, Listen and Proceed”. The railways are constantly requesting passengers to be careful while negotiating level crossings. Playing car radios at high volume, trying to cross the level crossings when the train is in sight, talking on mobile phones while driving, are all direct invitations to accidents with possible loss of lives. Another recurrent theme of railway safety messages is that your life is precious and that your family is awaiting you at home. Rash and hasty driving will only lead to accidents. The Railway safety Organization has stressed the importance of following the guide lines while crossing unmanned level crossings. The organization has, time and again, requested car and bus passengers, to stop the vehicle, get down and look out for any approaching train from both directions and then only cross the railway line if no trains are approaching! Next time when approaching a level crossing, please remember this - a wait of less than a minute will lead to a gain of a whole life time. For this waiting of just one minute, what you may have to forgo could well be a healthy, joyous, fruitful lifetime! *International Level Crossing Awareness Day (ILCAD) is being observed on June 3rd 2014.

Expenditure Monitoring Mechanism

T

he Election Commission conducts the elections to the office of the President, Vice President, Parliament and the State Assemblies. As per Article 324 of the Constitution, the Commission is vested with the power of Superintendence, direction and control of elections. It is a well-known fact that without money, multi-party democracy cannot function, however ‘Money Power’ involves certain risks like: Uneven Playing field and lack of fair competition, Political Exclusion ie: Certain sectors face disadvantage, Co-Opted politicians under campaign debts, Tainted Governance and Rule of Law undermined. The Commission is seriously engaged in curbing the influence of money power in elections, during General elections to Assembly / Parliamentary constituencies. The Election Commission has formulated a robust mechanism for monitoring election expenditure, which was first implemented during General Election to Legislative Assembly of Bihar in 2010. This monitoring mechanism was subsequently implemented effectively and systematically from 2010 to 2013 in the Assembly/ Bye- Elections in the States of West Bengal, Assam, Kerala, Tamil Nadu, Puducherry, Uttar Pradesh, Punjab, Uttarakhand, Manipur, Goa, Andhra Pradesh, Jharkhand, Gujarat, Himachal Pradesh, Meghalaya, Nagaland, Tripura, Karnataka, Rajasthan, NCT of Delhi, Madhya Pradesh, Chhattisgarh and Mizoram. These measures have resulted in huge cash interception / seizures during the Assembly elections totaling to approximately 215 crore rupees. The following are the main features of the Election Expenditure Monitoring: · Opening of a separate bank account by each contesting candidate for incurring all major election expenses through cheque / demand draft drawn on this bank account only. · A complaint-monitoring cell in each district with 24X7 toll free number to receive complaint from the public. · Flying Squads, Quick Response Teams, Static Surveillance Teams headed by Executive Magistrates are formed in each constituency to track illegal cash transaction or any distribution liquor or any items for

bribing/ inducement of the voters and to attend to all complains of election expenditure. · All airports in the State, major railway stations, hotels, farm houses, ‘hawala’ agents, financial brokers, cash couriers, pawn brokers and other suspicious agencies/persons engaged in movement of cash are to be kept under close surveillance by the Income Tax Department and necessary action to be taken as per the provisions of the Income Tax Act. · Monitoring of suspicious cash withdrawal from any bank account during election process. · Expenditure Observers are appointed for each district with senior officers from Income Tax Department, Customs & Central Excise Department and other finance & accounts services from outside the State to oversee the election expenditure by the candidates during election. · Assistant Expenditure Observers are appointed for each constituency, to assist the Expenditure Observers. · Shadow Observation Register is maintained in each constituency for each candidate to record major expenses observed during the election. · Video Surveillance Team is constituted with camera persons and Government officials in each team to videograph major election campaign expenses. · Accounting Team is constituted in each constituency to maintain Shadow Observation Register and the folder of evidence. · Media Certification and Media Expenditure Monitoring Committee (MCMC) constituted to monitor both print and electronic media including cable network, social media etc. for election advertisement and suspected Paid News. · Campaign for Ethical Voting and to create awareness among voters not to accept any inducement in exchange of votes. Election Expenditure monitoring mechanism has been adopted to curb the misuse of money power during elections to ensure free and fair elections. The following strategies are adopted: · Interpersonal communication is taken up through the State/ Government of India units- Income Tax Dept. to track illegal cash, Directorate of Revenue Intelligence (DRI) and Narcotics Control Bureau (NCB)

to track drugs, Enforcement Directorate to track foreign Exchange, Police Department and Excise Department of the respective States to check other crimes related to bribery, terror, theft, narcotics, illegal liquor etc. and the abuse of money power in elections involving the candidate, his agent or any political party. · A strict vigil is maintained over the movement of cash etc. through airports/ airstrips/ Helipads and a standard operating procedure (SOP) has been developed and implemented by the Bureau of Civil Aviation in consultation with the Commission. While the CISF is involved to keeps strict vigil at the airports of the poll going States to stop illegal movement of cash / bullion involving the candidate, his agent or any political party. · The Ministry of Civil Aviation has been directed to operate Air Intelligence Units (AIU’s) in all the airports of the respective poll going states till the date of completion of elections so as to keep track of and report of any illegal movement of cash involving the candidate, his agent or any political party. · The Government of India unit like the Financial Intelligence Unit (FIU) has been requested to provide real time information on suspicious cash transactions in banks and to keep close watch on withdrawal of cash exceeding the specified limits from the Bank Accounts in poll going States. · BSF and SSB has been requested to keep strict vigil over movement of illegal items, cash etc. through international borders of poll going States meant to influence voters. · The cases of candidates, who have not filed correct election Expenditure statements, have been processed for disqualification under section 10A of the R.P. Act, 1951. The above measures have gone a long way in curbing pernicious effect of money power during the general elections held in the last four years. There is still a lot of distance to be covered in this regard to eliminate the deep seated malady and the intelligentsia, media, civil society organizations should all join hands with Election Commission of India to create general awareness against the use of Money Power during elections.
