India lodges strong protest with Soldier killed, Pak, demands return of villager another injured

India on Friday lodged a strong protest with Pakistan against repeated ceasefire violations along the International Border in Jammu region by forces across the border and warned the neighbouring country of powerful retaliation in the event of fresh firing.

At a Sector Commander (DIG-Brigadier)-level flag-meeting, India also demanded the immediate return of a villager who strayed across

the frontier, a BSF officer said in a statement in Jammu Friday night.

At the meeting, BSF flagged the issue of killing of its Constable Sanjay Dhar and injuring of three other personnel and four civilians on 16th July 2014 in firing from across the border. India also raised the issue of unprovoked firing from heavy machineguns and heavy mortar shelling by Pakistan Rangers from July 16 to 20 and August 10 to Aug

24 by more than 50 Pakistani posts stretching from PP Hussain to PP Jamshaid specifically targeting BSF troops, border outposts and Indian border population and their properties, the statement said.

BSF demanded the return of an innocent Indian civilian Sohan Lal who had inadvertently crossed over to Pakistani territory on May 11 this year being mentally upset, the statement said.

The BSF delegation at today’s meeting was led by B S Kasana, DIG, Jammu along with R. K Gurung DIG, I/Nagar and Brig Mateen headed the Pakistan Rangers team.

This was the third flag meeting to discuss ceasefire violations.

BSF troops had on Thursday held commandant-level flag-meeting with Pakistan Rangers along the International Border in Samba sector of Jammu and Kashmir impressing upon each other to respect the ceasefire. On August 27, India and Pakistan had resumed the process of flag meeting by holding a commandant-level flag meeting at Nikowal Border Out Post along the International Border in Pargwal sub-sector of Akhnoor sector.

There have been 24 ceasefire violations by Pakistan in August. Two villagers have been killed and 17 others, including 4 BSF jawans, suffered injuries in the ceasefire violations.

‘GoC 15 Corps briefs Governor about Kupwara operation’ Abid Nabi Kupwara, August 30: In a fresh exchange of fire between militants and army men, a soldier was killed and another injured in Kalaaros forest near Line of Control (LoC) in north Kashmir’s Kupwara district on Saturday morning.

Official sources told GNS that an army patrol came under intense fire of militants at Baron Gali in Kalaroos. “The firing resulted in the death of a soldier of 28 Rashtriya Rifles (RR) while another was injured who was immediately rushed to hospital,” they said.

Following the firing, sources said, a fierce gunfight erupted which continued throughout the day. “The additional reinforcements of forces were brought in,” they said.

Defence sources said that besides army’s 28 RR, 18 RR, 41 RR, 4 para-troopers and police’s Special Operation Group (SOG) are conducting the operation against militants.

“Three to four militants are believed to be trapped in the area,” they said.

Earlier, six militants and two army men were killed in the area. The operation to flush out militants is going on from past two weeks as forces believe many infiltrators are hiding in the areas near LoC. (GNS) Meanwhile, Lt. India, Japan sign MoU to develop Varanasi into 'smart city' New Delhi Aug 30: Prime Minister Narendra Modi's visit to Japan on Saturday began on a significant note with a pact being signed under which his constituency Varanasi will be developed as a 'smart city', with cooperation and experience of Kyoto, the Japanese 'smart city' which is a confluence of heritage and modernity.

The signing of the Partner City Affiliation MoU, which marks the launch of smart heritage city programme, between the two countries, was overseen by Modi and Japanese Prime Minister Shinzo Abe who made a special gesture of flying Kyoto from Tokyo to meet his Indian counterpart.

The pact was signed by Indian Ambassador to Japan Deepa Wadhwa and Mayor of Kyoto Daisaku Kadokawa soon after Modi's arrival in Kyoto for his two-day first leg of his visit.

New Delhi, Aug 30: Petrol price was on Saturday cut

by Rs 1.82 a litre, the third reduction in rates this month, but diesel rates were hiked by 50 paise per litre.

The revised rates are effective from midnight tonight, oil companies announced today.

With international oil rates on the decline, petrol price was cut by Rs 1.51 a litre, which after including local sales tax or VAT translated into a reduction of Rs 1.82 a litre in Delhi.

Petrol in Delhi will now cost Rs 68.51 a litre from tomorrow as against Rs 70.33 currently.

In line with the January 2013 decision to hike diesel prices till retail rates come on par with its cost, rates were hiked by 50 paise a litre.

After, including VAT, the increase in Delhi came to 57 paise.

Diesel will cost Rs 58.97 per litre in Delhi from tomorrow compared to Rs 58.40 currently. Rates will vary from city to See Petrol On PG 11..

Srinagar, Aug 30 : The Omar government Saturday said that they will soon formulate a policy for regularization of casual labourers and Need Based Worker (NBW) working in different departments in the state, though their is no time left for the same and it amounts to misleading people.

According to KNS correspondent Finance Minister Abdul Rehman Rather while replying to a question in the Legislative Assembly during Zero Hour said there was a clear policy on Daily Rated Workers (DRW) for their regularizations after completing seven years of continuous service. There were 59,000 DRWs, in which 56,000 have been regularized and remaining 3000 will also be regularized. This is a continuous process and left out will also be regularized, he informed the House. However, he said, there was no policy for Casual Labourers and NBW. There could be 70000 such labourers and NBW, he said.

“We have issued directions to

all departments to give us details about the casual labourers, NBW, the departments were asked to give details about who appointed them, what was the source of their wages,” he said. The minister informed that replies about 53000 have been received and more 17000 are expected soon. He said a Cabinet Sub Committee (CSC) has already been constituted on this important issue which will formulate a policy about their regularization.

He said the cases of all those who will fulfill the criteria as will be set up by CSC, will be regularized. This will be done within next two or three days, he announced when members wanted to know how much time it will take. Multi-crore Marhama land scam Members of NPP marshaled out from Legislative Assembly echoes in Assembly again Srinagar, August 30: The ruling National Conference (NC) and opposition Peoples Democratic Party (PDP) members Saturday for the third consecutive day entered into heated arguments over alledged multi-crore Marhama land scam.

NC members demanded the resignation of Deputy Speaker Sartaj Madni while PDP legislators urged upon Speaker Mubarak Gul get the matter thoroughly probed so that guilty be punished.

As the Assembly proceeding were going on and National Panthers Party members were raising slogans alleging the injustice is being done towards Jammu division, National Conference legislator Nasir Aslam Wani brought the issue into the notice of Speaker Mubarak Gul, requesting him to inform the House about the progress of inquiry into the alleged scam.

The Speaker said that Crime Branch has been active and are pursuing the case while it has submitted a report before the House. Mubarak Gul said the state crime branch had seized all revenue documents pertaining to the alleged scam and these have been placed before him for perusal so that these are not tampered with to mislead investigations.

Though most of the NC legislators remained silent, however two legislators Nasir Aslam Wani and Muhammad Akbar Lone demanded resignation from the Deputy Speaker Sartaj Madni after the Speaker informed the House that the sale document carries signatures of deputy speaker as a witness to the sale deed.

Madni defended himself reiterating

he would resign from the house if he is proved to have been a beneficiary of the said deed although he had signed it as a witness. “I repeat that I have not purchased even a marla of this land. I am signatory to the deed as a witness which I did for the benefit of the villagers,” Madni said.

National Conference leaders Muhammad Akbar Lone and Nasir Aslam Wani said a PDP member is the beneficiary of the sale deed in the alleged land scam and, therefore, the transaction was more or less in the nature of a 'Benami sale deed'.

The NC leaders said the beneficiary had changed the status of the agricultural land besides grabbing state land in Marhama.

Countering the comment, PDP leader A.R. Veeri said the state government had given permission for conversion of agricultural land for other purposes to the beneficiary. “You failed to corner us and you failed to prove your point. Now you are talking in the air,” Veeri told NC members.

Revenue Minister Ajaz Ahmed Khan reiterated that the government has not given any permission while the permission it had given was only for improvement and not conversion of the said agricultural land.

Pulwama man accused of acid attack acquitted after 10 years Pulwama, August 30: ) A local court in Pulwama here on Saturday acquitted a man accused of acid attack on a girl ten years ago.

According to GNS, Ali Muhammad Bhat Ali, resident of Jandwal was accused of throwing acid on a girl in the same vicinity in year 2004. The police had registered a case against the accused under FIR number 371/2004 under sections 326, 307 RPC in Pulwama station.

He said the current Assembly passed State Right to Information Act, Public Services Guarantee Act, State Vigilance Commission Act and other Legislations to curb corruption. The Chief Minister said that development of power remained on focus and the government during last about six years laid foundation for production of 1500 MWs of power as against 750 MWs since Independence to 2008. Highlighting the importance of Institutions, Omar Abdullah said that these institutions should not be denigrated on personal grounds. “We should not harm these Institutions by judging these on our personal grounds”, he said adding that the success of the Institution does not lie in the success or loss of any person. “If we win the election and describe the process rightful and true and if we lose it raise finger against it, that is not the criterion and it tells upon the Institution”, he said and added that the success of Institutions and the success of people is the ultimate goal and these should be the winners in all situations.

Omar Abdullah criticized a particular media house for handing over verdict of ‘anti-national’ to the duly elected House of people of Jammu and Kashmir for passing a resolution regarding the need of restoration of talks between India and Pakistan. The Chief Minister also criticized the cancelling of talks by the Centre Government with Pakistan on the ground of separatists having tea with the Pakistan High Commission Authorities. He said such tea parties used to take place in the past from the time of Prime Minister Narsimha Rao but dialogue process between India and Pakistan was not stopped on this ground.

Omar Abdullah referred to the militant attacks on Parliament and on Mumbai and stopping of dialogue process on both the occasions. He said talks were re-started despite the fact that the conditions put forth by the India were not fulfilled by the Pakistan. He said dialogue is only way forward to address issues.

A 14.2-kg non-subsided LPG cylinder will cost Rs 901 from tomorrow as compared to Rs 920 currently.

Also, the rates for bulk diesel, which is priced at market rates, was cut by Rs 1.32 per litre in Delhi.

As per government policy, bulk users like railways, defence and state road transport corporations buy diesel at market price, which is higher than pump rates.

Non-state subjects registered as voters in JK Srinagar, Aug 30 : The Government on Saturday stat-

ed that the final publication of electoral rolls will take place on October 1 this year and that 11 non-permanent residents were registered as voters in permanent resident column of electoral rolls.

According to KNS correspondent a question was submitted by the legislator Ajatshatru Singh asking the government whether it is a fact that government has any information regarding non-state subjects figuring in the electoral rolls in Jammu and Kashmir.

300 percent increase in tax collection Srinagar, Aug 30 : Despite 300 percent increase in the

tax revenue of Jammu and Kashmir and despite the repeated assurances of the state government, it is yet to re-organize the excise and commercial taxes department.

According to the KNS correspondent, the question was submitted by the legislator Mohammad Ashraf wherein he had asked why the state government has not re-organized the excise and commercial taxes department when the tax revenue collection has increased by 300 percent.

The finance minister while responding to the question admitted that more than 300 percent increase has been witnessed and that the government is in the process of re-organization of excise and commercial taxes department. It maintained further that the proposal involves creation of a number of posts in various categories. The case has been referred to the general administration for its placement before the cabinet. The government stated further that as and when approval of the cabinet is received, the orders shall be issued by the finance department subsequently. (KNS)

ing 29 buffaloes have crossed over to Pakistan side in Nowshehra sector of Rajouri district in Jammu and Kashmir.

According to GNS, the cattle crossed Line of Control (LoC) in Kalsiyan sub-sector. “The cattle which belong to Ram Saroop, AshokKumar, Charan Das, Ved Prakash and others were grazing near LoC when they crossed over to other side,” locals told GNS. They said the owners of cattle have approached Sub-District Magistrate and demanded return of their cattle.

“The SDM wrote a letter to army and apprised them about the matter. He asked them to make efforts to bring back the cattle,” sources said. (GNS)

Villagers accuse HCC of destroying agriculture land

Uri, Aug 30, CNS: The residents of Kalgia Uri in North Kashmir’s Baramulla district are up in arms against Hindustan Construction Company and National Hydro Power Corporation (NHPC) for destroying their agriculture land comprising of 580 kanals.

The villagers of Kalgia told CNS that during the construction of Uri (II) they had given agriculture land comprising 580 kanals to HCC for three years on lease on the condition that HCC will be allowed to store and dump materials on the said land. “HCC officials violated the agreement and instead installed crusher and batching plants on our land. Not only this, the Construction Company constructed heavy workshops, officers and labourers colony on the land and even started disposing tunnel muck,” the villagers alleged.

The villagers said that their fertile paddy land turned into waste land. “The company cheated us and we are ruined. After our continuous protest, MLA Uri Taj Mohiuddin and other government officials had several meetings with HCC and NHPC officials and finally HCC agreed to compensate us till the land becomes fit for cultivation,” they said.

The affected villagers added that even after the agreement, HCC did not pay them even a penny as a result they have been suffering immensely. “From past two years the Company has not compensated us,” they said and demanded immediate intervention of the state government into the matter. They added that whole population will start an agitation in case the HCC fails to compensate them.

2009 to 2014:

1486 vehicles stolen 278 vehicles still untraced

Srinagar, Aug 30, CNS: In Kashmir Valley, 1486 vehicles have either been stolen or gone missing from different places since 2009 to June 2014 out of which police has recovered only 429 vehicles from thieves or car lifters. Out of the recovered 429 vehicles, 402 vehicles of all types have been handed over by police to their real owners.

Details under Right to Information Act sought by one Abdul Manan Bukhari reveals that since 2009 to 2014, police have registered 1475 formal cases regarding the theft of vehicles in all the police stations of Kashmir.

Most of the vehicle theft cases according to CNS have been reported from South Kashmir’s Anantnag district (143) followed by Budgam (87), Baramulla (73), Kulgam (57), Shopian (41), Sopore (36), Gandrbal (21), Kupwara and Awantipora (17) and Handwara (10).

The details revealed under RTI shows that 278 vehicles are still missing in Kashmir Valley. Most number of vehicles which are still missing are from Central Kashmir’s Budgam district (67), followed by Anantnag (49), Baramulla (47), Sopore and Shopian (28 each), Awanitpora (12),( Kupwara (9), Ganderbal (8) and Handwara (01).

Two car lifting have been reported from Kargil district while police solved both of them and handed over those stolen vehicles to their respective owners.

According to Odisha Private Engineering College Association (OPECA), the Apex Court on Friday directed the Odisha Joint Entrance Examination Committee to conduct the entrance examination.

nce blue chip Central Public Sector Enterprises (CPSEs) like BSNL, Air India, Hindustan Cables Ltd and Fertiliser Corporation of India today stand testimony as to how not changing with the changing times and technology could change their fate and turn them into sick units.

However, there has been always a silver lining in this regard as the government has been relentlessly making efforts to revive maximum number of sick public sector units (PSUs) to take the country’s growth engine forward. This was possible with the help of revival packages provided by the government to these units.

With this aim, the Government set up the Board for Reconstruction of Public Sector Enterprises (BRPSE) in December 2004 to advise the government, inter-alia, on the measures to restructure/ revive, both industrial and non-industrial CPSEs. Since then cases of around 67 sick CPSEs have been referred to BRPSE up to October 2012, out of which the Board has made recommendations in respect of 62 cases, while returning five cases to the concerned ministries for further examination.

No wonder, there has been significant improvement in the overall condition of these enterprises since 2004. In comparison to 90 sick CPSEs in March 2005, there were 66 sick PSUs in March 2012. As per the BRPSE recommendations, of these cases, 45 were accepted for revival by the Government.

Most of the remaining cases are awaiting nod for

revival while in case of 45 cases accepted for revival, 14 have already turned around including Bharat Pumps and Compressors, Cement Corporation of India, HEC, Andrew Yule and MECON and making profits while others have been infused with revival packages.

The companies for which revival packages have been approved include Hindustan Shipyard, HMT and Scooters India.

As the CPSEs operate under dynamic market conditions, it is quite natural to see ups and downs in their performance.

As far as the reasons for losses and sickness in CPSEs are concerned it varies from enterprise-to-enterprise. While in some cases, the cause is historical.

In case of textile companies which were taken over from private sector on socio-economic considerations could not be modernised quickly.

Likewise other enterprises in the engineering and refractories sector too failed to modernise. Still others like some consumer goods companies and the new ones, turned sick over the years on account of inadequate job orders, high man-power cost, lack of finance, technological obsolescence, high input costs and competition from cheap imports.

In addition, other problems common to most sick and loss-making PSUs have been poor debt-equity structure, weak marketing strategies and slow decision-making process.

As one such policy initiative, the Sick In-

dustrial Companies (Special Provision) Act, 1985 (SICA) brought the CPSEs under its purview in 1991 (made effective from 1992). Under the provisions of the SICA, CPSEs with at least five years of registration whose accumulated losses are equal to or have exceeded their net worth may be referred to the BIFR. During the last twenty years -- between 1992 and 2011, 63 CPSEs have been referred to BIFR. The government has made several attempts to overcome “sickness” in these CPSEs through various policy initiatives.

The strategies for revival/restructuring of sick CPSEs include financial restructuring involving investment by the government in the form of equity participation, loans, waiver of debt etc and business restructuring which includes change of management, hiving off viable units from CPSEs for formation of separate company and closure of unviable units, besides formation of joint ventures.

The other strategies include manpower rationalisation by shedding excess manpower and introduction of voluntary retirement schemes.

The contribution of each and every company is significant as CPSEs are considered as the backbone of the economy and are equal partners in the nation building.

As on March 31, 2012, there were 260 CPSEs in the country. These companies contributed Rs 1.6 lakh crore to the central exchequer by way of taxes, duties, interest on loans and dividend, amounting to 21.4 per cent of government’s revenue receipts.

ndia is a vast country with a population of about 1.21 billion and a labour force of around 475 million. There is an open unemployment of 9.5 million as per estimates available for the year 2009-10. Employment is the main source of livelihood and self-fulfillment for most women and men.

About 6% of the total work force in India is employed in organised sector while remaining 94% are in the unorganised sector. Scope of additional employment generation in the organized sector for additional wage employment is less.

India has a younger population not only in comparison to advanced economies but also in relation to large developing countries. As a result, the labour force in India is expected to increase by 32 per cent over the next 20 years, while it will decline by 4.0 per cent in industrialised countries and by nearly 5.0 per cent in China. We are, therefore, endeavoring to reap this ‘demographic dividend’ by providing for higher levels of health, education and skill development. This will create an environment where in the economy not only grows rapidly, but also enhances good quality employment and livelihood opportunities to meet the needs and aspirations of the youth.

The Government has been making constant efforts for reducing unemployment through normal growth process and implementing various employment generation programmes, such as, Swarna Jayanti Shahari Rozgar Yojana (SJSRY); Prime Minister’s Employment Generation Programme (PMEGP) and National Rural Livelihood Mission besides entrepreneurial development programmes run by the Ministry of Micro, Small & Medium Enterprises.

The Mahatma Gandhi National Rural Employment Guarantee Act, 2005 (MGNREGA) also assures every rural household at least 100 days of manual work at minimum wages.

Jawaharlal Nehru National Ur-

ban Renewal Mission (JNNURM): The Mission’s aim is to encourage reforms and fast track planned development of identified cities. Focus is on efficiency in urban infrastructure and service delivery mechanisms, community participation etc.

Bharat Nirman In Bharat Nirman, critical areas of rural infrastructure – Irrigation, Roads, Water Supply, Housing, Electricity and Telecom connectivity have been covered. This has improved living standards of the rural population and also created infrastructure which will ultimately enhance the economic activities in the rural areas and generate significant employment opportunities for the rural people.

Infrastructural Development The investment on infrastructure is proposed to be increased to Rs.45 lakh crore during XII Plan period.

About half of this is expected to come from private sector.

Skill Development · Skills and knowledge are the driving forces of economic growth and social development of any country. Countries with higher and better levels of skills adjust more effectively to the challenges and opportunities of the world. · Government is serious in creating training infrastructure and providing quality employment to youth.

According to a study carried out by Quality Council of India, placement rate has increased to about 80% to 99% because of improved infrastructure in the modernized ITIs. Skill Development Initiative (SDI) Scheme based on Modular Employable Skills (MES) was started during the Eleventh Five Year Plan for early school leavers and existing workers, especially in the unorganised sector to improve their employability. About 16 lakh persons have been trained under the scheme so far. · Sincere efforts are being made

for skill development of a large number of people under various skill development programmes. The Prime Minister has set a target of skilling 500 million persons by 2022 and the Ministry of Labour & Employment is required to train 100 million. Government is systematically working to achieve the target and the training capacity has been increased from 9 lakh in 2006 - 07 to 26 lakh in 201112. All the Government ITIs are being modernized. New courses have been introduced and most of the ITIs are running in two to three shifts. During last five years, the number of Government and private ITIs has increased from 5114 in 2006-07 to 10,344 which is more than double. Government has also planned to set up 1500 more ITIs in PPP and 5000 Skill Development Centres in PPP to enhance the capacity further. 27 Advanced Training Institutes are also planned in PPP to produce adequate number of trainers in the country.

Focus Area in the 12th Five Year Plan In the 12th Five Year Plan the thrust of the Government is in bringing about an inclusive growth strategy that will provide job opportunities as well as make the young of the country employable.

The main focus areas are: a) Thrust on Manufacturing Sector-to make it the engine of employment growth-that would create 100 million additional jobs by 2025. b) To bring in supportive policies to incentivise labour intensive manufacturing sectors such as textile & garments, leather & footwear, food processing, gems & Jewellery to generate more employment opportunities. c) Expanding employment in services like IT, finance & banking, tourism, trade & transport. d) Prioritizing skill training for the informal sector; creation of appropriate skill sets among rural migrants and urban poor to make growth inclusive.

e) Ensuring the employability of skilled persons by involving Sector Skill Councils in preparation of Skill Modules matching market demand. f) Building on the potential of Modular Employable Skill programme by ensuring combination of modules to ensure employability. g) Extending Social Security benefits to Unorganized sector Workers. h) Enable skill loans for poor students (Credit Guarantee Fund) i) Streamlining the skill development programs for disadvantaged sections to ensure much larger funding for skill development. j) Setting up of National Skill Registry to link data bases across Ministries / States to provide a platform linking people who seek/provide employment.

Expenditure on social services which include education, sports, art and culture, medical and public health, family welfare, water supply and sanitation, housing, urban development; welfare of Scheduled Castes (SCs), Scheduled Tribes (STs) and other Backward Classes (OBCs), labour and labour welfare, social security and welfare, nutrition, relief for natural calamities, etc. by the Government (Centre and State combined) has also shown increase in recent years reflecting higher priority to social services.

National-e-Governance National-e-Governance Plan has identified Upgradation and modernization Employment Exchanges as one of the Mission Mode Projects (MMP).

The MMP aims to progressively support all Employment Exchanges in the country to make effective use of IT in various activities of employment services.
