Omar Appeals people to vote in large numbers Says legislature right forum for public aspirations’ Srinagar, Aug 30: Chief Minister, Omar Abdullah Saturday gave full credit to the people of Jammu and Kashmir for reposing faith in him and giving the chance to serve the State as the Chief Minister during the last about six years adding that the verdict of masses is always correct and supreme in a democratic setup. Addressing the Legislative House on the last day of the last session of the 11th Legislative Assembly this afternoon, the Chief Minister appealed the people to come out in huge numbers in the ensuing Assembly Elections and elect their representatives to get their day-today issues highlighted at the highest forum. Omar Abdullah said that Legislature is the right forum to discuss all issues relating to the State and its people. “You have witnessed that the current Assembly during the last about six years besides discussing all issues pertaining to daily affairs of life of the people also deliberated and discussed issues about Accession, Autonomy, Article 370, Law and Order, Security, Development, Politics, etc”, he said adding

that Legislature is the institution where from the voice of the people can be transferred to anywhere. “We are here to represent your aspirations and our success is measured on fulfilling the promises”, he said maintaining that the success of Legislators is not measured by counting the shut downs, peace disturbances, hurdles in the normal life activities, disturbing education and health services during his tenure but on the grounds of providing relief to the people on all these counts and addressing their day-to-day needs. “You have to strengthen the Institution of Legislature to get your all problems and issues addressed properly”, he said and reiterated the importance of taking part in polling by the people in great numbers. The Chief Minister expressed surprise over the attitude of a political Party which wants to take advantage of poll boycott just for petty Party gains. He said conspiracy is being hatched to hoodwink electorate by utilizing the impact of poll boycott in some areas and by dividing the people in different areas. He said the gulf they are creating

for poll benefits cannot be engulfed even after years of completion of Election. “They should fight the Election on principals and ideologies and accept the people’s decision”, he said and referred to the divide created before 2008 elections adding that the damage caused by it has not till date been repaired fully. He warned the people of the attempts being made to disturb peace and create wedge between various sections of the society. Omar Abdullah said that while during the tenure of six years of the current Legislature all the difficulties and problems of the people have not been resolved but there is a sense of satisfaction in the Members that the current Assembly fully focused on the issues relating to the public good. He said the current Assembly passed State Right to Information Act, Public Services Guarantee Act, State Vigilance Commission Act and other Legislations to curb corruption. He also referred to the Third Party Monitoring, e-tendering and e-procurement put in place by See Omar On PG 11..

Multi-crore Marhama land scam Members of NPP marshaled out from Legislative Assembly echoes in Assembly again Srinagar, August 30: The ruling National Conference (NC) and opposition Peoples Democratic Party (PDP) members Saturday for the third consecutive day entered into heated arguments over alledged multi-crore Marhama land scam. NC members demanded the resignation of Deputy Speaker Sartaj Madni while PDP legislators urged upon Speaker Mubarak Gul get the matter thoroughly probed so that guilty be punished. As the Assembly proceeding were going on and National Panthers Party members were raising slogans alleging the injustice is being done towards Jammu division, National Conference legislator Nasir Aslam Wani brought the issue into the notice of Speaker Mubarak Gul, requesting him to inform the House about the progress of inquiry into the alleged scam. The Speaker said that Crime Branch has been active and are pursuing the case while it has submitted a report before the House. Mubarak Gul said the state crime branch had seized all revenue documents pertaining to the alleged scam and these have been placed before him for perusal so that these are not tampered with to mislead investigations. Though most of the NC legislators remained silent, however two legislators Nasir Aslam Wani and Muhammad Akbar Lone demanded resignation from the Deputy Speaker Sartaj Madni after the Speaker informed the House that the sale document carries signatures of deputy speaker as a witness to the sale deed. Madni defended himself reiterating

he would resign from the house if he is proved to have been a beneficiary of the said deed although he had signed it as a witness. “I repeat that I have not purchased even a marla of this land. I am signatory to the deed as a witness which I did for the benefit of the villagers,” Madni said. National Conference leaders Muhammad Akbar Lone and Nasir Aslam Wani said a PDP member is the beneficiary of the sale deed in the alleged land scam and, therefore, the transaction was more or less in the nature of a 'Benami sale deed'. The NC leaders said the beneficiary had changed the status of the agricultural land besides grabbing state land in Marhama. Countering the comment, PDP leader A.R. Veeri said the state government had given permission for conversion of agricultural land for other purposes to the beneficiary. “You failed to corner us and you failed to prove your point. Now you are talking in the air,” Veeri told NC members. Revenue Minister Ajaz Ahmed Khan reiterated that the government has not given any permission while the permission it had given was only for improvement and not conversion of the said agricultural land. While members of the NC and the PDP engaged in heated arguments, members of the opposition Bharatiya Janata Party (BJP) said the house proceedings had finally been reduced to a battle See Again On PG 11..

The Chief Minister said that the development process during the last about six years has been taken to every corner of the State and no area remained out of its range during this period. He said the militancy has reduced by 80 percent and government’s various decisions regarding restoration of peace and tranquillity have yielded positive results. He said 350 youth have returned back under this Policy in dignified way. He said Reservation for Pahari People passed in the current Assembly Session is yet another people-friendly and historic step taken by the government. He said reservation for OSCs has also been enhanced. Highlighting the importance of Institutions, Omar Abdullah said that these institutions should not be denigrated on personal grounds. “We should not harm these Institutions by judging these on our personal grounds”, he said adding that the success of the Institution does not lie in the success or loss of any person. “If we win the election and describe the process rightful and true and if we lose it raise finger against it, that is not the criterion and it tells upon the Institution”, he said and added that the success of Institutions and the success of people is the ultimate goal and these should be the winners in all situations. Omar Abdullah criticized a particular media house for handing over verdict of ‘anti-national’ to the duly elected House of people of Jammu and Kashmir for passing a resolution regarding the need of restoration of talks between India and Pakistan. He said that any anchor who has no experience of putting his life to risk just like the public representatives of Jammu and Kashmir to strengthen the Country and safeguard the State ought not to pass judgment in a television studio on the credentials of the elected representatives of the people who have taken oath for the Country and give sacrifice for it. The Chief Minister said that the elected representatives differ in their political ideologies adding that some are against Article 370 while others are in favour of its further strengthening but all are on same page so far as the strengthening and safeguarding the Country is concerned. The Chief Minister said that no State Legislative Assembly other than Jammu and Kashmir was attacked by militants and martyred the staff and security. He said there is no political party in Jammu and Kashmir whose members have not been killed and attacked by the militants. He said that keeping security personnel with Legislators is by compulsion as their life is always under threat. He said his Party, ‘NC’ has given sacrifice of its 8000 members for the State, Country and democracy. He said they have not done it to be declared anti-national by a TV channel. “They have scarified for the Country and the State. We are saying to resolve the issues through the talks. What is the other way round? Should we say that war be waged putting the life of the Army and civilian to all kinds of risks and dangers that we will be declared Nationalists by the TV anchor?” he questioned and referred to the contribution of the public representatives towards strengthening of the Country, State and the democracy. The Chief Minister also criticized the cancelling of talks by the Centre Government with Pakistan on the ground of separatists having tea with the Pakistan High Commission Authorities. He said such tea parties used to take place in the past from the time of Prime Minister Narsimha Rao but dialogue process between India and Pakistan was not stopped on this ground. Omar Abdullah referred to the militant attacks on Parliament and on Mumbai and stopping of dialogue process on both the occasions. He said talks were re-started despite the fact that the conditions put forth by the India were not fulfilled by the Pakistan. He said dialogue is only way forward to address issues. The Chief Minister lauded Speaker Legislative Assembly, Mubarak Gul for exhibiting extra-ordinary patience in conducting the Business of the House successfully. He praised him for his balanced approach in accommodating Members of different parties in the debates and discussions. Petrol price was cut by 90 paise (Rs 1.09 a litre after including local sales tax) on August 1 and again by Rs 1.81 (Rs 2.18 per litre, after including VAT). At Rs 68.51, petrol price is lowest since June last year when it was sold Rs 68.58 per litre. Indian Oil corp, the nation's largest fuel retailer, said the downward trend in international prices has also warranted a cut in price of non-subsidised cooking gas (LPG) by Rs 19 pe 14.2-kg cylinder. None-subsidised LPG is the one that household consumers buy after exhausting their quota of 12 bottles in a year. Subidised cylinder costs Rs 414 per litre in Delhi. A 14.2-kg non-subsided LPG cylinder will cost Rs 901 from tomorrow as compared to Rs 920 currently. JK Bank... unaffordable for the small retail investors like Resident Individuals. The decision of the shareholders to sub-divide the share face value would increase the liquidity and will make stock more affordable particularly at the retail end. The decision of the shareholders of the bank will also help in creating investor wealth over a period of time”, said the chairman. It is pertinent to mention that the market players responded well to the continued performance of the bank on all parameters and this led to the appreciation of the share price, making it unaffordable for small retail investors. The share of the bank closed at around Rs. 1500 on both stock exchanges. Now the stock split is seen as a huge opportunity for the small retail investors to own the bank shares and reap benefits. Uri, Aug 30, CNS: The residents of Kalgia Uri in North Kashmir’s Baramulla district are up in arms against Hindustan Construction Company and National Hydro Power Corporation (NHPC) for destroying their agriculture land comprising of 580 kanals. The villagers of Kalgia told CNS that during the construction of Uri (II) they had given agriculture land comprising 580 kanals to HCC for three years on lease on the condition that HCC will be allowed to store and dump materials on the said land. “HCC officials violated the agreement and instead installed crusher and batching plants on our land. The villagers said that their fertile paddy land turned into waste land. “The company cheated us and we are ruined. After our continuous protest, MLA Uri Taj Mohiuddin and other government officials had several meetings with HCC and NHPC officials and finally HCC agreed to compensate us till the land becomes fit for cultivation,” they said. The affected villagers added that even after the agreement, HCC did not pay them even a penny as a result they have been suffering immensely. “From past two years the Company has not compensated us,” they said and demanded immediate intervention of the state government into the matter. There will still be other roadblocks such as Indian nuclear liability laws, which make foreign companies responsible for paying out damages in case of an accident. BJP rubbishes Kumar Vishwas’ CM post claim as political stunt The Bharatiya Janata Party (BJP) denied on Saturday Aam Aadmi Party leader Kumar Vishwas’ claim that the saffron party had tried to lure him by offering him the post of Delhi’s chief minister soon after the results of general elections were announced. According to a report in the Economic Times (ET), a first-time BJP MP from Delhi called on Vishwas at his Ghaziabad residence on the night of May 19 offering him BJP’s support and the post of Delhi chief minister. Reacting to Vishwas’ claims, the BJP said it was only a political stunt by the Arvind Kejriwal-led party and asked the poet-turnedpolitician to name the party member who approached him.

“Kumar Vishwas’ baseless allegations confirms there is a mad rush within AAP for CM’s post

and he is one of several in that rush,” BJP’s Nalin Kohli also told ANI. The Congress party, meanwhile, sought a clarification from

UPA should get credit for GDP growth: Chidambaram Observing that the first quarter is the period between April and June 2014, the former Finance Minister said it was the UPA government that was in charge until May 26, 2014. Taking credit for the uptick in domestic economy, former Finance Minister P Chidambaram on Saturday said the 5.7 per cent growth in the first quarter vindicates UPA government’s projection that revival would take place in the beginning of 2014-15 as a result of measures taken in the previous fiscal. “The GDP data for the first quarter of 2014-15 was released yesterday and the Congress party and I are naturally very pleased. “The 5.7 per cent growth rate vindicates our position that the decline in economic growth had been halted in the middle of 2013-14 as well as our forecast that the upturn will take place in

Shiv Sena on Friday, the delegation comprising senior BJP leader Sanjay Kelkar, Vinay Sahasrabuddhe, district Shiv Sena chief Ekanth Shinde and others had met Mr. Gadkari on Thursday to discuss various transport projects and other issues. During the meeting, Mr. Gadkari ordered the tender for construction of an eightlane road between toll plaza at Kharigaon to Kalyan junction, and also for a four-lane road between Kalyan and Murbad road, the release said. The Minister said that he would extend support for getting clearance from the Environment Ministry for the Thane-Kalyan parallel road and Dombivili-Mankoli bridges. The delegate also met the Minister of State for Railways Manoj Sinha.

the beginning of 2014-15,” he said in a statement. Observing that the first quarter is the period between April and June 2014, he said it was the UPA

government that was in charge until May 26, 2014. “We are therefore legitimately entitled to take credit for the reviv-

al of the economy, although much more remains to be done,” he said. Mr. Chidambaram exuded confidence that economic growth could exceed 5.5 per cent in the current fiscal if the government of the day follows the policies of UPA government. “I am glad that the Ministry of Finance has acknowledged that the data was broadly on expected lines. If the NDA government builds on the foundations laid by the UPA government, I am confident that the economy will grow at over 5.5 per cent in 2014-15,” he added. A number of steps were taken by the UPA government to revive manufacturing (reduction of excise duty), electricity (coal linkages) and mining sectors, he said. Besides, a number of reforms were undertaken in the financial services sector, he said, adding that these are the lead performing sectors of the economy as per the latest CSO data.

the BJP. “AAP members never tell the truth, but on this matter if BJP gives a clarification it will be better,” Congress’ Rashid Alvi told ANI. Vishwas is not a Delhi MLA but had fought the Lok Sabha elections from Amethi in Uttar Pradesh only to lose. “On May 19, around 10.30pm, a BJP MP had come over to my house. I met the person because he is a friend. The gentleman stayed on till 3.30am trying to convince me that I should help BJP form the government in Delhi and that they were willing to offer me the CM’s post. He claimed that he was meeting me at the behest of top BJP functionaries.

Special entrance exam to fill large number of vacant seats In a breather to promoters of engineering colleges, a special joint entrance examination will be held on September 7 . According to Odisha Private Engineering College Association (OPECA), the Apex Court on Friday directed the Odisha Joint Entrance Examination Committee to conduct the entrance examination. The direction assumes significance as close to twothirds of the total seats in professional colleges are lying vacant. The OJEE will come up with an advertisement for the process on Saturday. Aspirants can register between Saturday and Monday and download the admit cards on September 2. Results will be declared two days after the test on September 9. The process of counselling for admissions will have to be completed by September 12. As preparation for the second examination was going on, around 7000 students applied to appear in the examination. According to the Apex Court, those who had already applied for the second test need not apply again. Professional colleges faced a situation of the worst kind this year. After the last round of admissions, around 39,000 engineering seats were lying vacant. At present, the total intake capacity of engineering colleges in the State is 51,121 including 3517 seats of government colleges and 45,170 seats in private colleges. Promoters of professional colleges have long been demanding relaxation in norms so that they could have greater say in the admission process. For the last four years, the demand for pursuing a professional career including engineering course has fallen sharply.

HOROSCOPE Aries

March 21-April 19

Don’t discount your ability to be extremely resourceful if you need to be, Aries. If you don’t have everything you need or all of the required information, take time to think. Who can you ask? What places can you access? Who might know where you can find what you need? Rather than panic because the pieces aren’t all there, instead make a list of contacts and go for it. Trust in yourself.

Taurus April 20-May 20

Try not to let today’s blues get you down, Taurus. While it’s true that some days can seem to drag on, the busier you are the faster time will pass. Get down to finishing any work still before you and then make plans for tonight. If there’s a light at the end of the tunnel, not only will things seem to speed up but you’ll feel better knowing it’s coming.

Gemini May 21-June 21

Dare to be different, Gemini. It can be so easy to fall into a drill. Sleeping at the same time, eating at the same time, wearing the same style, and going about work the same way day after day. Before you know it, you feel like you’re in a rut. The only way to get away from this is to make a decision to break free by doing something unique. Try a new haircut. Wear colors that are unusual for you. If the need is there, consider a new career. Pursue expansion.

Cancer June 22-July 22

If your lifestyle is considerably different than that of others, resist feeling self-conscience about it today, Cancer. Try to remember that you chose the life you have for specific reasons. Even if you’ve come to a point where you’re considering a change, there’s no need to feel badly, ashamed, or embarrassed about where you are now. Everyone has to make his or her own way. If this conforms to the norm, that’s fine. If it doesn’t, that’s fine, too.

Leo

July 23-August 22 An enhanced feeling of determination could motivate you today, Leo. Finish the things that aren’t complete and make some plans for this evening. Don’t hesitate to take on something that feels complicated or big. Chances are you’ll be able to handle most anything and it will feel great when it’s finished. Enjoy your day by making the most of opportunity.

Virgo

August 23-September 22

Feeling the effects of today’s energies, Virgo? Take heart if this is the case, because the end of the tunnel isn’t as far away as it seems. Do your best to take things one step at a time and see about making some plans for a little fun this evening. Get together with friends or take in a movie. Help yourself feel better by staying busy and focused and follow up with some recreation. Before you know it, the aspect will pass and you’ll be back to normal.

Libra

September 23-October 23 Consider making some plans for a vacation or short getaway, Libra. Looking forward to something fun can make even the toughest of days far easier to handle. You’ll be amazed how much you can manage when there’s an end in plain sight. Your entire attitude can lighten. So take the bull by the horns and create an incentive for yourself. Do something special to reward the hard work you do day after day.

Scorpio

October 24-November 21 Don’t judge someone if he or she has a different lifestyle than what you consider to be OK, Scorpio. You probably lean toward the traditional, yet not everyone feels this way about relationships, working, or lifestyle. While it may seem impossible to understand and even frighten you, try not to be too harsh on those you deem odd. You’d be better off using that energy to keep your own life on track.

Sagittarius November 22-December 21

Friends seeking advice or a shoulder to cry on could be plentiful today, Sagittarius. You’re one of best people to give them the support and care they need. Just be sure that you don’t give so much to others that you don’t have anything left for yourself. True friendship is about sharing and the exchange of problems and help. Running yourself down will leave you in a place where you aren’t going to be much help to anyone.

Capricorn December 22-January 19

Getting through today shouldn’t pose too big a problem for you, Capricorn. You may feel a huge second wind that can give you the drive and determination to see your chores and projects through. Make some plans for this evening, such as getting together with friends or taking in an event that really intrigues you. Until then, go about your tasks bit by bit. You’ll get things finished before you know it.

Aquarius January 20-February 18

Working within boundaries and restrictions could really get to you today, Aquarius. Yours is an independent spirit and your best achievements are often born of doing things your own way. Yet like it or not, we all have to follow guidelines and rules. Do your best to follow suit and finish what needs to be done. Afterward, you may find more freedom to act independently without consequences. Exercise patience and diligence as needed today.

Pisces

February 19-March 20 Chances are that you’ll feel upbeat and positive today, Pisces. Consider sharing this energy with those around you who are feeling less than content. Your attitude can have a profound effect on friends, partners, spouses, and children. Even neighbors and extended family can pick up on your spirit without you even realizing it. Share your optimism with everyone you can today. If you see someone hurt or angry.

nce blue chip Central Public Sector Enterprises (CPSEs) like BSNL, Air India, Hindustan Cables Ltd and Fertiliser Corporation of India today stand testimony as to how not changing with the changing times and technology could change their fate and turn them into sick units. However, there has been always a silver lining in this regard as the government has been relentlessly making efforts to revive maximum number of sick public sector units (PSUs) to take the country’s growth engine forward. This was possible with the help of revival packages provided by the government to these units. With this aim, the Government set up the Board for Reconstruction of Public Sector Enterprises (BRPSE) in December 2004 to advise the government, inter-alia, on the measures to restructure/ revive, both industrial and non-industrial CPSEs. Since then cases of around 67 sick CPSEs have been referred to BRPSE up to October 2012, out of which the Board has made recommendations in respect of 62 cases, while returning five cases to the concerned ministries for further examination. No wonder, there has been significant improvement in the overall condition of these enterprises since 2004. In comparison to 90 sick CPSEs in March 2005, there were 66 sick PSUs in March 2012. As per the BRPSE recommendations, of these cases, 45 were accepted for revival by the Government. Most of the remaining cases are awaiting nod for

revival while in case of 45 cases accepted for revival, 14 have already turned around including Bharat Pumps and Compressors, Cement Corporation of India, HEC, Andrew Yule and MECON and making profits while others have been infused with revival packages. The companies for which revival packages have been approved include Hindustan Shipyard, HMT and Scooters India. As the CPSEs operate under dynamic market conditions, it is quite natural to see ups and downs in their performance. As far as the reasons for losses and sickness in CPSEs are concerned it varies from enterprise-to-enterprise. While in some cases, the cause is historical. In case of textile companies which were taken over from private sector on socio-economic considerations could not be modernised quickly. Likewise other enterprises in the engineering and refractories sector too failed to modernise. Still others like some consumer goods companies and the new ones, turned sick over the years on account of inadequate job orders, high man-power cost, lack of finance, technological obsolescence, high input costs and competition from cheap imports. In addition, other problems common to most sick and loss-making PSUs have been poor debt-equity structure, weak marketing strategies and slow decision-making process. As one such policy initiative, the Sick In-

dustrial Companies (Special Provision) Act, 1985 (SICA) brought the CPSEs under its purview in 1991 (made effective from 1992). Under the provisions of the SICA, CPSEs with at least five years of registration whose accumulated losses are equal to or have exceeded their net worth may be referred to the BIFR. During the last twenty years -- between 1992 and 2011, 63 CPSEs have been referred to BIFR. The government has made several attempts to overcome “sickness” in these CPSEs through various policy initiatives. The strategies for revival/restructuring of sick CPSEs include financial restructuring involving investment by the government in the form of equity participation, loans, waiver of debt etc and business restructuring which includes change of management, hiving off viable units from CPSEs for formation of separate company and closure of unviable units, besides formation of joint ventures. The other strategies include manpower rationalisation by shedding excess manpower and introduction of voluntary retirement schemes. The contribution of each and every company is significant as CPSEs are considered as the backbone of the economy and are equal partners in the nation building. As on March 31, 2012, there were 260 CPSEs in the country. These companies contributed Rs 1.6 lakh crore to the central exchequer by way of taxes, duties, interest on loans and dividend, amounting to 21.4 per cent of government’s revenue receipts.

Creating Employment Opportunities for Youth

I

ndia is a vast country with a population of about 1.21 billion and a labour force of around 475 million. There is an open unemployment of 9.5 million as per estimates available for the year 2009-10. Employment is the main source of livelihood and self-fulfillment for most women and men. About 6% of the total work force in India is employed in organised sector while remaining 94% are in the unorganised sector. Scope of additional employment generation in the organized sector for additional wage employment is less. India has a younger population not only in comparison to advanced economies but also in relation to large developing countries. As a result, the labour force in India is expected to increase by 32 per cent over the next 20 years, while it will decline by 4.0 per cent in industrialised countries and by nearly 5.0 per cent in China. We are, therefore, endeavoring to reap this ‘demographic dividend’ by providing for higher levels of health, education and skill development. This will create an environment where in the economy not only grows rapidly, but also enhances good quality employment and livelihood opportunities to meet the needs and aspirations of the youth. The Government has been making constant efforts for reducing unemployment through normal growth process and implementing various employment generation programmes, such as, Swarna Jayanti Shahari Rozgar Yojana (SJSRY); Prime Minister’s Employment Generation Programme (PMEGP) and National Rural Livelihood Mission besides entrepreneurial development programmes run by the Ministry of Micro, Small & Medium Enterprises. The Mahatma Gandhi National Rural Employment Guarantee Act, 2005 (MGNREGA) also assures every rural household at least 100 days of manual work at minimum wages. Jawaharlal Nehru National Ur-

ban Renewal Mission (JNNURM): The Mission’s aim is to encourage reforms and fast track planned development of identified cities. Focus is on efficiency in urban infrastructure and service delivery mechanisms, community participation etc. Bharat Nirman In Bharat Nirman, critical areas of rural infrastructure – Irrigation, Roads, Water Supply, Housing, Electricity and Telecom connectivity have been covered. This has improved living standards of the rural population and also created infrastructure which will ultimately enhance the economic activities in the rural areas and generate significant employment opportunities for the rural people. Infrastructural Development The investment on infrastructure is proposed to be increased to Rs.45 lakh crore during XII Plan period. About half of this is expected to come from private sector. Skill Development · Skills and knowledge are the driving forces of economic growth and social development of any country. Countries with higher and better levels of skills adjust more effectively to the challenges and opportunities of the world. · Government is serious in creating training infrastructure and providing quality employment to youth. According to a study carried out by Quality Council of India, placement rate has increased to about 80% to 99% because of improved infrastructure in the modernized ITIs. Skill Development Initiative (SDI) Scheme based on Modular Employable Skills (MES) was started during the Eleventh Five Year Plan for early school leavers and existing workers, especially in the unorganised sector to improve their employability. About 16 lakh persons have been trained under the scheme so far. · Sincere efforts are being made

for skill development of a large number of people under various skill development programmes. The Prime Minister has set a target of skilling 500 million persons by 2022 and the Ministry of Labour & Employment is required to train 100 million. Government is systematically working to achieve the target and the training capacity has been increased from 9 lakh in 2006 - 07 to 26 lakh in 201112. All the Government ITIs are being modernized. New courses have been introduced and most of the ITIs are running in two to three shifts. During last five years, the number of Government and private ITIs has increased from 5114 in 2006-07 to 10,344 which is more than double. Government has also planned to set up 1500 more ITIs in PPP and 5000 Skill Development Centres in PPP to enhance the capacity further. 27 Advanced Training Institutes are also planned in PPP to produce adequate number of trainers in the country. Focus Area in the 12th Five Year Plan In the 12th Five Year Plan the thrust of the Government is in bringing about an inclusive growth strategy that will provide job opportunities as well as make the young of the country employable. The main focus areas are: a) Thrust on Manufacturing Sector-to make it the engine of employment growth-that would create 100 million additional jobs by 2025. b) To bring in supportive policies to incentivise labour intensive manufacturing sectors such as textile & garments, leather & footwear, food processing, gems & Jewellery to generate more employment opportunities. c) Expanding employment in services like IT, finance & banking, tourism, trade & transport. d) Prioritizing skill training for the informal sector; creation of appropriate skill sets among rural migrants and urban poor to make growth inclusive.

e) Ensuring the employability of skilled persons by involving Sector Skill Councils in preparation of Skill Modules matching market demand. f) Building on the potential of Modular Employable Skill programme by ensuring combination of modules to ensure employability. g) Extending Social Security benefits to Unorganized sector Workers. h) Enable skill loans for poor students (Credit Guarantee Fund) i) Streamlining the skill development programs for disadvantaged sections to ensure much larger funding for skill development. j) Setting up of National Skill Registry to link data bases across Ministries / States to provide a platform linking people who seek/provide employment. Expenditure on social services which include education, sports, art and culture, medical and public health, family welfare, water supply and sanitation, housing, urban development; welfare of Scheduled Castes (SCs), Scheduled Tribes (STs) and other Backward Classes (OBCs), labour and labour welfare, social security and welfare, nutrition, relief for natural calamities, etc. by the Government (Centre and State combined) has also shown increase in recent years reflecting higher priority to social services. National-e-Governance National-e-Governance Plan has identified Upgradation and modernization Employment Exchanges as one of the Mission Mode Projects (MMP). The MMP aims to progressively support all Employment Exchanges in the country to make effective use of IT in various activities of employment services. A national web portal will be developed to make all employment related services available on a single window and will work like a virtual job market. This will help Employment Exchanges to provide efficient and quality services at wider scale and speed.
