Omar also made it clear that in case the Congress fails to form the next government at the Centre, he will prefer joining a Third Front supported by the Congress rather than joining BJP led government. In an exclusive interview with KNS, at CM’s secretariat in Jammu, Omar said: “For us the ideal situation is a UPA government. But unfortunately, if they don’t come to power, then I would prefer a Third Front government supported by the Con-

Bad governance increasing alienation among people: Mufti Jammu, Mar 9 : Reaffirming commitment of his party to establish a new system of justice and equality in Jammu and Kashmir, patron of Peoples Democratic Party (PDP) Mufti Mohammad Sayeed today sought support of every section of the society to fulfill peoples’ urge for change in J&K. He said that PDP has fielded best candidates for the Lok Sabha elections so that peoples’ issues should be effectively and firmly raised in the Parliament. According to a statement issued to KNS, while addressing a meeting of prominent citizens organized by veteran leader and former Minister Sardar Rangil Singh here this evening, Mufti asked the people to compare credentials and merits of PDP’s candidates with nominees of other political parties. “We want to give credible and tested representatives to the people so the party has fielded best candidates for the Lok Sabha elections”, he said. He added that with the support and co-

Additional forces required for maintaining peace during Lok Sabha polling in J&K Jammu, March 9 : Forces across the LOC that are treated as handlers of militants, operating in Jammu and Kashmir, have directed subversive elements to trigger incidents of bigger violence in the state which could either wreck the ensuing Lok Sabha elections or create scare that could help the separatists in securing peoples’ support for the poll boycott call. Official sources said that militants have been asked to step up armed attacks on security convoys and camps in order to create added scare among people. Srinagar, March 09: All the Polling Booths of Kashmir Valley wore a festive look today in connection with holding of Special Camps for registration of left out voters who were enthusiastic to participate in forthcoming Lok Sabha Elections 2014. As many as 804 Polling Stations in Srinagar district experienced huge rush of new voters in connection with voter registration who have attained the age of 18 as on January 01, 2014. Govt ensures full compliance of FRBM Act: Finance Department Jammu, March 9: Re-acting to the media reports on the points raised in the Audit Report for the year 2012-13 which was laid before the House of Legislature, an official Spokesman of the Finance Department strongly defended its stand on the issues of strict observance of financial discipline in government spending, particularly observance of the provisions of J&K FRBM Act. The methodology adopted by the Finance Department in calculating fiscal deficit and the net outstanding debt is fully in accordance with the recommendations of the 13th Finance Commission which were
subsequently incorporated in the J&K FRBM Act. The House of Legislature and the Public Accounts Committee (PAC) shall be looking into the variations reported in the media in due course. NC seats,” Omar informed. The chief minister added: “We have not fielded three candidates in Jammu because of the pre poll alliance. Let us be very clear, if there will be no pre-poll alliance between NC-Congress there will be no government in the state. Because there is no way that the NC and the Congress can fight each other in the parliament and sit in the cabinet together and govern the state jointly. That is hypocrisy which will not be accepted by the people.” When asked about the consistent demand of the Congress to field its candidate from one more Lok Sabha constituencies in the state besides having its own share of three seats, Omar termed the demand ‘unjustified’. “This is an unjustified demand. Why should we drop our sitting MP for this attitude? I would have been ready to debate on a seat if there would been no sitting MP from our party. Suppose we agree for pre-poll alliance for the assembly elections, then will they ask to drop our sitting MLAs as well. Tomorrow they will ask me to leave Ganderbal or Gurez for them; is that a justified demand? Dr Farooq sahib had come here to get the feedback from the party on the Congress demand for one Lok Sabha seat of the valley but the party didn’t allow him to go for it. The party said that we have three sitting MPs and we should retain these three seats,” Omar told KNS. However, he clearly maintained that his party colleagues like some circles in the Congress, do not want to forge a pre-poll alliance for the forthcoming assembly elections in the state. “People in both the parties do not want pre poll alliance in coming assembly elections. If you talk to my party colleagues, they will not say it officially but unofficially they will confirm this.” While referring to pre poll surveys conducted by some organizations in collaboration with some media houses in Delhi, Omar categorically rejected these surveys saying that they are a fixed poll surveys. “It has been proven that C-Voter people take money to do these exit polls. Headlines today and India today have said that they will not work with the C-Voter anymore because they indulge in fixed polls. I don’t trust any pre-poll survey. You ask ten people and decide the fate of one lac! People will vote and those votes will decide and these surveys can’t change the results. We have a direct competition with PDP. Who says no?” Asked about preparedness of his party National Conference and the agenda with which it will go to people to seek votes, Omar said that his party is well prepared to go to people and seek their support. “We have already announced our three candidates in December 2013 and from that day we started our preparations for the ensuing polls. Since the poll bigul has been sounded and the election notification has already been issued, there will be campaigning now and I think we will have to go to the ground seek votes from people and let us what people decide.” About NC’s manifesto for Lok Sabha elections, Omar said that the same will be prepared by the party’s manifesto committee. “Obviously our agenda will be five years of governance, our performance, developmental work, creation of new administrative units and the extent of normalcy in the security situation of the state.” When asked to elaborate any breakthrough on NC’s major slogans like revocation of Armed Forces Special Powers Act (AFSPA), return of power projects, employment and so on, the chief minister said: “This is an ongoing process. Obviously what government gets elected in Delhi will have some implications on these things. So we will see what happens.” However, he said an assessment of the AFSPA has to be made by state government, home ministry and the defense ministry. We are in the process of discussing it. Let us see.” He termed a brief halt (January-February 2014) in Cross LoC trade ‘unfortunate’ saying that the incident occurred because of one individual (Pakistani truck driver) who should face the legal course of action. “Suspension of trade was an unfortunate situation because it is one individual who is involved in drug smuggling. Reality is that there was only one driver from Pakistan involved in the matter but there were many people from this side of the LoC involved in this racket. Those people who were supposed to lift that drugs consignment and the end users of it were all involved. It was a nexus. It is not that the whole blame lies on the other side of LoC but the law must follow its own course. Suppose if our driver is arrested in Pakistan under the charges of drug smuggling then he will go to jail in Pakistan. The Pakistani law will follow. But fortunately the other side has understood this. They have not made it a prestige point. We will follow the law and whatever the courts will decide, will happen.” On creation of new administrative units and opposition Peoples Democratic Party (PDP) allegation that these units exist only on papers and have been created for political reasons, Omar said that these units have been approved by the cabinet and there has been a provision kept in the budget for the non plan expenditure. “Now that our plan is being approved there will be a provision kept for the planned expenditure. The Planning commission’s approval does not matter in this regard. We will manage our resources. I cannot inaugurate these units because of the model code of conduct already enforced. Once this code of conduct is over in May, I will start inaugurating these new administrative units in the state.” He said that the opposition PDP is confused on this issue. “First they say that these units exist only on papers then they broke furniture in assembly demanding more units.” Omar also ridiculed the opinion about possible dangerous consequences of US troop withdrawal from Afghanistan on Kashmir. “There will be no impact of US troop withdrawal in Afghanistan on
Zabarwan Times Kashmir. The groups with vested interests who do not want revocation of AFSPA in Kashmir try to scare us using this kind of theory. I think the US troops withdrawal from Afghanistan will impact security situation in Kashmir only if the conducive security situation in Kashmir is a result of their (US troops) efforts. If our army would say that the credit for normalcy in Kashmir goes to America then obviously there could be some dangerous implications of US troop withdrawal in Afghanistan. But you can’t say that your sacrifices have made this peaceful situation possible in Kashmir and in the same breath, say if this peace is disturbed it is because of American troop withdrawal from Afghanistan.”
Valley from duty and orders for suspension of these officials were issued on the spot and immediate alternate arrangements were made to avoid any inconvenience in registration process of voters. Pertinently as many as 8,000 voters filed Form-6 for incorporation of their names in electoral rolls. Similar camps for voter registration were held at 540 Polling Booths in district Budgam. Additional District Development Commissioner, Budgam conducted a random inspection of various polling booths and fund that several voters were getting themselves registered through concerned BLOs. Meanwhile, the District Election Officer Baramulla, while reviewing the election preparedness in District Baramulla, directed the officers to register all the left out voters so that they can cast their votes in forth coming elections. Several special camps were organized in the district for the purpose in which interested persons got themselves registered in presence of BLOs. Voter registration campaigns were held in other districts of the Valley in which large number of new voters registered their names through Form6 in presence of Booth Level Officers so that they can participate in forthcoming Lok Sabha Elections.
Drive in the electoral roll. The objective of these camps is to ensure that no eligible voter is deprived of the right to participate in the election process of the world’s largest democracy. The booth level officers facilitated the citizens to check their names in the rolls and received filled out copies of Form 6. A special SMS facility has also been introduced to check enrollment. A person has to send a message EPIC space voter ID to 9211728082. If the person’s name is enrolled, he or she will receive the serial number against which he or she is enrolled. If not, the person will receive a “no record found” message. Voters can also check their names in the electoral rolls, which are available on the website of Chief Electoral officers of all states and Union territories as well as the EC. Eligible voters, whose names do not figure in a voter list can submit their form and apply for enrollment. Name on the electoral rolls is must to exercise one’s franchise.

Responding to the demands raised in the meetings, Mufti said that his party would effectively take the issue of one-time settlement of refugees’ problems.
Sagar innumerable achievements registered by the government in various spheres of life, Sagar said that growing popularity of the present coalition has induced sense desperation and frustration in the cadres of a particular political party which has triggered a panic reaction in them and they have started spreading lies and false propaganda. Sagar further maintained that the National conference has always projected and safeguarded the interests of the state and its people without caring for political gains. It is a recorded history that when it comes to the state, the party has rendered innumerable sacrifices and people are well aware of it, he maintained and added that the measures taken for the socio-economic upliftment, decentralization of powers to the grass root level have been instrumental in ensuring phenomenal change and appreciable changes in the rural landscape in particular and state as a whole. Member Parliament, Mehboob Beigh while speaking on the occasion, said that the people are aware of the work done by present coalition for the overall and sustained development of the state by introducing innumerable programmes and schemes, which have resulted in ensuring the elevation of the socio-economic profile of the people, besides ensuring that the people get all the requisite basic and modern facilities. He said several developmental initiatives have been undertaken for bringing the rural areas at par with the urban ones. He said that people should ratify their belief in the present dispensation by coming out in large numbers, exercising their franchise and a give a befitting reply to the parties who are spreading rumours and false hood for their political and personal gains. Lok Sabha were to be dealt strictly in accordance with the law. They have advised people not to heed rumours floated by subversive elements for triggering confusion and trouble. Senior citizens and other civil society members were being urged to cooperate with the security forces on maintaining peace in Jammu and Kashmir so that voters vote as per their choice without any fear. The police have prepared a scheme under which minors found involved in antinational and antisocial activities were to be sent to juvenile homes. In this connection senior police authorities have requested parents of minors to prevent their wards from indulging in any subversive and disruptive activities. These kids should be discouraged for indulging in stone pelting. Meanwhile, the Election authorities and the state Government have requested the central Government to make available additional companies of paramilitary forces for maintaining law and order during the pre-poll campaign and during polling. Poll analysts appreciated the Chief Election Commission’s decision to have five-phase polling in Jammu and Kashmir.This phased poll programme could help companies of paramilitary forces to move from one area to the other. The state Election authorities want the Army too to be kep on the alert so that disruptive forces were not able to trigger violence which could result in poor polling percentage.

The event was marked with participation of citizens, BLO’s , Anganwadi workers, ASHA workers, Patwaries, VLWs, Inspector Panchayats, GRS, ANM’s, Numberdars, Chowkidars and heads of various other institutions. On the occasion
awareness with regard to Voter Turnout, inclusion of eligible new voters, was given to the participants. Stress was also laid on the role of ANM’s, ASHA’s, and Anganwadi workers to enhance the registration of female voters to reduce gender gap in voter enrolment. While speaking on the occasion SDM Bhaderwah, said that equitable participation of women in Electoral process is essential for building and strengthening democracy. Forms 6, was distributed on the occasion among the participants besides a demonstration of usage of EVMs was also given during the programme.
