The Modi Wave is dwindling because of the internal bickerings in the party on allotment of constituencies & with its allies on seat sharing. The party’s Prime Ministerial candidate Narinder Modi is finding it difficult to get a safer constituency for him as some leader including Murli Manohar Joshi is not ready to leave his seat in Varanasi for him. If Modi is searching a seat outside his own den Gujarat, it means he is not certain to win from his home state. No doubt the exit polls are giving BJP quit a rosy picture but the party has its own problems which can reduce its chances to the minimum & place it to play the 2nd fiddle again. The congress on the other hand is gaining ground though its leadership seems to be demoralised & disillusioned about a win. The third front is in pieces & scattered all over & it may not be possible for its over ambitious leaders to pick up threads as everybody among them wants to become Prime Minister & rule the root. This time the elections to the 16th Lok Sabha are described as mother of all elections by the politi-
cal pundits as the political situation has become very lucid and confusing in the country with the emergence of new political forces and entities. As far as the predictions and exit polls are concerned, it seems that there are more chances of a hung Lok Sabha as no political party seems to have a complete grip over the country’s voters. The Modi wave which had started like a whirlwind has obviously lost its strength and grip mid-way and the congress party is not looking as strong as it used to be because it has perhaps surrendered even before the people’s verdict. The BJP led NDA cannot expect whole hearted support by Muslims in the country and the congress has been derailed by its own deeds. It looks that the demolition of Babri Masjid and aftermath of Godra in Gujarat are still fresh in the minds of Muslims which are haunting BJP led NDA and the scandals which surfaced in the recent past including 2G spectrum and common wealth games have inflicted maximum damage to the congress led UPA. The emergence of third front has also not got momentum as so far only two parties AIADMK and CPM have agreed for a pre poll alliance. The Samajwadi party has clearly said that it will not have any pre poll alliance with any party. The Trinmol Congress in West Bengal may have increased its influence but the Ana Hazare factor who has declared to

If one goes by the calculations the BJP along with its allies too does not seem to gather a clear majority to form the government and the non existence of third front may further confuse the political situation. However nothing can be said about Indian voter who can change his mind even at the last moment in favour of any of the political parties. This depends on the previous performance of the political parties as a whole, the prominence and popularity of its top leadership and last but not the least the performance of a particular candidate and his standing in his constituency. It is not a vote always for a political party, ideology or overall performance of the party, but it is mostly the performance of the candidate and his proximity with the people which makes him win or lose a Lok Sabha or assembly seat. As the political parties are now ready to go all-out to vow the voters in their favour, the fight has now started and everything will be put at stake to win the political battle. Srinagar, Mar 18: With the political mainstream in Jammu and Kashmir already in poll mode, the separatists have started in house deliberations to evolve a consensus over a common strategy to make their poll boycott call ‘a success’. Reports maintained that a section of senior pro-freedom leaders are in continuous contact with Mirwaiz led Huriyat and a common plan to go for a mass contact programme highlighting the ‘demerits’ of participation in polls is likely to be chalked out very soon. Talking to KNS, Chairman Huriyat Conference (M) Mirwaiz Umar Farooq stated that in principle the
pro-freedom camp here is united vis-à-vis polls and that elections are rejected in letter and spirit at large by Kashmir’s separatist leadership. “The consensus is already there –we reject elections and urge people to stay away from the same.” However, Mirwaiz observed that till now he has not been approached by any pro-freedom group over the issue and Huriyat in near future will devise the strategy to launch poll boycott campaign in valley. There have been incidents of violence, booth capturing and other incidents of disturbing smooth conduct of elections in the past also but this time the commission has to see that this trend becomes negligible and every voter is allowed to cast his vote without fear and coercion. Coming back to the emergence of new political forces, the Aam Admi Party which has a lot of influence in Delhi may cause upsets in some other places particularly in those places where the people are disappointed and upset with the traditional political parties. If it will not get a seat it can upset the results by dividing the votes. Similarly some other political parties like Janshakti party in Bihar may damage election prospects of Janata Dal united, who has strong basis in that region. The unclear stand of Mr. Sharad Pawar may also cause big upsets in Maharashtra and may reduce the poll fortunes of Congress party which is ruling the state with the support of his party. metered. The reports added that the complete arrangement for hooking is being done by the PDD officials against the monthly payment of some hundred bucks. Bandipora youth who were arrested recently for protesting against Farhat’s killing. The locals of various areas including Hajin accused that CRPF barged into peoples’ homes and harassed the inhabitants. The eyewitness stated that at Mir Mohalla and Dangar Mohalla Hajin, people were told to leave their respective houses and assemble at the main market. The locals while talking to KNS correspondent accused that CRPF thrashed them and also the women and aged people were beaten up to pulp in the area. Later the clashes between forces and protesters erupted in the area with the hours long ding-dong battles. Forces later tried to disperse the protesters and fired tear gas shells and several bullets in air. The reports informed that the news that the inhabitants at Mir and Dangar Mohalla were thrashed by the forces reached Sadarkoot where people assembled in large numbers and protested against the incident. Stone pelting also erupted in the area leaving several injured. Meanwhile, Huriyat Conference JK senior leader Shabir Ahmad Shah while condemning the police action at Bandipora stated that the locals are being tortured every day in the district and that if the same continues unchecked- the government will be solely responsible for repercussions of the same. A police spokesman told KNS that situation by and large remained normal except for a few incidents of clashes at Hajin where few people received minor injuries. “The curfew was relaxed in Bandipora for few hours while as five or six people who received minor injuries at Hajin were given first aid,” said the police spokesman. Baig, who is PDP’s parliamentary candidate for Baramulla constituency, said the NC leader, Farooq Abdullah presented a one point formula to the Kashmir problem by recommending the bombing of Pakistan least realising it could never be done without the annihilation of Jammu & Kashmir and major parts of our own country. Of late, Farooq and his chief minister son have launched a tirade against the people of Kashmir who have offered sacrifices over generations at the call of NC. “While Omar tarnished the image of entire Kashmiris by calling them stone-pelters, drug addicts, enemy agents and terrorist Farooq Abdullah, as the so-called ambassador of Kashmir, recently called all of us Maha Chors,” Baig said and added it is a different matter that people of the state know very well who the biggest thief is. He said PDP is fighting elections for the Lok Sabah with all seriousness, which can be gauged from the fact that NC was forced to concede half of the state to its alliance partner even though it is never tired of claiming to be the sole representatives of the entire J&K. He said at the end of its rule NC is now projecting alliance with the Congress as its only achievement, but PDP believes it is the people of the state who will decide about their future and will judge every party on the basis of their performance and credibility of the leadership. “NC after surrendering states authority, its resources and dignity has now surrendered even its own political space just to survive somehow or the other on the scenario of the state,” Baig said. Baig said PDP considers people’s court as supreme and aims to involve them in the governance system so that a new chapter is written in the history of the state, which is based on truth and honesty. He said the disillusionment among the people particularly of youth with the system, is all because of the ruling government’s callousness and insensitivity towards the people’s issues. He said PDP with the help of people during its brief stint in the government brought about a new change in the political discourse and paved a way forward for the political resolution of J&K issue. He said PDP has set new standards in the state politics whether it was in the govt or in opposition. He said the party brought the state out of repression and darkness in 2002. It scraped POTA, disbanded taskforce, disciplined Ikhwanis, freed all political prisoners and facilitated a new chapter in the Indo-Pak relations that culminated in a ceasefire at a time when the two armies were in full battle gear. He said under the present regime the state has virtually returned to pre-2002 situation with the instruments of repression revived, youth victimized and new weapons like pellet guns and chilli grenades introduced. Army officer thrashed for filming power protests in Kupwara Srinagar, March 18: (GNS) An Army officer was roughed up by angry protesters on Tuesday in the frontier Kupwara district after he tried to arrest a youth, who objected to the filming of the anti-Power Development Department (PDD) demonstration by the army. Reports reaching GNS said that hundreds of residents of Peer Mohalla, Anderhama, Drugmulla, Dawood colony, Muqam-e Shahwali, Gund and adjoining areas this morning assembled at Fakirpora and staged anti-PDD demonstrations. Chanting slogans, the protesters alleged that the department has failed to restore electricity supply in the areas after the heavy snowfall last week. Some protesters alleged that the transformer damaged around a month ago in Dawood Colony has not been repaired till date. The protesters blocked Kupwara-Srinagar highway de-
manding immediate restoration of the power supply. As the protests were going on, an army convoy passed through the area. An army major identified as D K Singh filmed the protests and asked the protesters to pave way for the convoy. “However, a youth confronted the officer and objected to the filming of the protest. He also refused to allow the army convoy to pass. Infuriated, the army officer grabbed the youth by collar and tried to whisk him away. However, the protesters hurled fire pots on the officer and thrashed him to the pulp,” Gulzar Ahmad, an eyewitness said. He said a police team led by SHO, Kupwara, Rigzin rescued the officer from the angry protesters. CRPF on ‘vandalizing spree’ in Bandipora towns Srinagar, 18 March: Residents of Hajan and Naidkhai in Bandipora district Tuesday alleged that paramilitary Central Reserve Police Force (CRPF) has created ‘mayhem’ in their areas. Hajin residents told GNS over phone that the CRPF men went berserk in the area and spared none. “The CRPF men broke glasses of the houses, broke window panes and ransacked vehicles,” said a local, adding: “They have created a reign in the localities.” Hajan witnessed violent protests after a youth was killed in police action on Friday evening at Naidkhai. “I was serving tea to my eight and ten year old sons at my home. Suddenly, CRPF men entered our house and broke window-panes and glasses of our house. In order to save my family, we hid in the bathroom,” Shameema, a resident of Syed Mohalla, told GNS. Another lady, who wished not to be named, alleged: “CRPF men even beat women
after entering houses. They dragged three women and tried to arrest them but later left them away.” Sources in the town told GNS that the forces went berserk in Parray Mohalla, Mir Mohalla, Danger Mohalla, Syed Mohalla and Kochak Mohalla. “CRPF, without looking right or left, are on vandalizing spree. Since past two days, they have brutalized the population,” another local told GNS. Naidkhai town residents levelled similar allegation. “They have been beating people, breaking glasses and window-panes of houses since past three days,” a resident told GNS. But CRPF have rejected the allegations. “These are baseless allegations. We have ordered our men not to indulge in these kinds of activities,” Public Relations Officer of CRPF, Kishore Prasad, told GNS. “If locals can prove allegations against any of our men, we will take action against him,” he added. Six residential houses develop cracks Pampore, March 18, : Due to heavy snowfall and incessant rains, half a dozen houses suffered damage in Samboora area of Pampore town in South Kashmir’s Pulwama District. Reports said that panic gripped in Samboora area after people observed earth sinking at different places that resulted in the damage to at least six residential houses. According to CNS, several houses and cattle-sheds of Ghulam Ahmed Kumar son of Muhammad Siduqe, Muhammad Shafi Kumar son of Abdul Rahim, Muhammad Sabir Kumar son of Abdul Qadir, Ghulam Muhammad Kumar son of Abdul Salam, Ghulam Nabi Kumar son of Abdul Qadir and Mushtaq Ahmed Kumar son of Muhammd Ashir have suffered damage in Samboora area. The inhabitants told
CNS that they were scared when they observed a portion of land sunk and their houses developed cracks. “We have shifted our families to safer places on our own while the property and domestic belongings are under constant threat due to sinking of the land. Despite bringing the matter into the notice of administration, nothing was done in this regard and no official visited to take stock of the situation,” one of the residents of Samboora said. Additional Deputy Commissioner Pulwama, Munir-ul-Islam told CNS that he would send a team of officials to take stock of the situation. Casual labours appointed by MLA Idgah stage protest at Church Lane Srinagar, March 18, CNS: Scores of youth whom MLA Idgah had appointed as casual labours in Floriculture department soon after making it to the legislative Assembly staged a massive protest outside the official residence of MLA Idgah located at Church Lane Srinagar. According to CNS, at least 32 youth assembled outside the official residence of MLA Idgah and National Conference leader Mubarak Gul on Tuesday morning. Amid anti-party slogans, the youth accused that MLA failed to fulfill his promises which he had made to them. “We supported Mubarak Gul in last Assembly Elections on the condition that he will adjust us in some government depart-

He appointed us in Floriculture department as casual labours and promised us that we all would be regularized after a certain period of time,” one of the protestors Zahoor Sofi told CNS adding that from past 5 years we have been maintaining the Idgah park developed by Floriculture department. The protestors said that they never get salary in time. “After 8 to 10 months, we have to knock at the doors of MLA Idgah and beg him for salary,” they said adding that they were befooled by the concerned MLA for his personal gains. It provides an opportunity for the following stakeholders to register and join. · MSME’s and their business units. · Academic institutions (engineering colleges, polytechnics, ITI’s as well as MBA colleges and design institutes). · Various experts, consultants and trainers who can provide sector specific help to MSME’s. · Banks and other financial institutions who are interested in providing financing to MSME’s. · Various governmental organizations, NGO’s, and volunteering executives who have a special interest in the MSME sector.
The main stakeholders in this initiative are the small business units. The role of the other stakeholders is to help the business units grow rapidly in the areas of increasing the sales and the profitability. The Virtual Cluster concept is being conceived such that small businesses belonging to different sectors can coexist with their fellow enterprises on a web portal and realize the benefits of focused and targeted networking. Through the Virtual Clusters web site and other associated activities we are aiming to address this problem by linking various academic institutions to businesses. As a part of their industry internship program students can help implement a number of systems at the business units without these businesses having to employ outside experts to provide such services. Consultants and other practicing professionals Professionals who have expertise in specific business sectors will be able to quickly reach businesses in that sector who are registered through the Virtual Clusters web portal. This will make the process far more efficient for both the parties. Banks and other financial institutions Many banks and other financial institutions offer special funding packages to small businesses. Through the Virtual Clusters initiative they will be able to offer sector specific funding packages rather than a standard offering in which the small businesses have to fit in. This will enable banks to specialize in sectoral funding and simultaneously spread their risks across a larger number of companies in a given sector. Businesses will benefit by saving time and having ready access to better suited funding options. Central and State Government organizations A number of central and state level organizations offer many programs targeted at the small business community. The Virtual Clusters portal will make it easier for policy makers and other implementing agencies to reach these businesses quickly and more efficiently. NGO’s and Volunteer advisors As in case of governmental organizations many regional NGO’s and volunteer advisors can reach MSMEs that are registered in the Virtual Clusters web site more effectively. Pilot Project Virtual Clusters model is being tested through a pilot that will first focus on businesses involved
in the Food Processing Industry. This includes companies that make food products and those that make equipment used in food processing. The concept will then be readily and rapidly extended to a number of other sectors. Examples of food products Packaged honey and various honey based products Dry fruits Saffron Spices Various types of nuts: cashews, peanuts, walnuts, etc. Juices Herbs Biscuits and other baked products Etc. Examples of food processing machinery · Pasteurizing machinery · Baking ovens · Spice grinders · Packaging machinery · Juice making machinery etc. After getting some experience with the pilot project for a few months the Virtual Clusters web site will be opened up to a number of other sectors. How will the Virtual Clusters website and the initiative be administered? NIESBUD, a training arm of MSME Ministry will administer the Virtual Clusters web site and will pro actively perform the following activities: · Work with bankers and various stakeholders within the government in the best interest of the MSME’s. · Survey the needs of the Food processing sector and organizing the availability of required technologies and · facilitating specialized training in the application of such technologies. · Work with the purchasing arms of the various government departments and PSU’s to assess their purchase requirements that have been reserved for purchasing from the MSME’s. · Work with the academic institutions to review their experiences and help fine tune the process as needed. · Monitor web site usage and suggest any changes that might be necessary to enhance overall user experience. · Anything else that needs to be done to make the initiative a strong success at an early date. · Organize a package of software applications that will be of benefit to MSME’s. · Train academic institutions and MSME’s in the use of such software applications.
Regulator for the Housing Sector

he Cabinet recently approved the real estate regulation and development bill which provides for putting in place a regulator for the housing sector in the country with a view to bringing transparency to the sector. The regulator will oversee the functioning of the sector which unfortunately has been most opaque in its dealings. The bill, aimed at regulating the sector which is beset with multiple problems, is therefore a welcome step which has been long overdue. The bill provides that the builder whose project is coming up on an area of 1000 Sq. metres or more will have to register with the regulator. The Agents, commonly known as property dealers, too will have to register themselves with the regulator and make public all the relevant information. The prospective house owners in the country have been facing lots of problems in the process of acquiring a dwelling unit. They are never told the status of the project advertised with regard to the mandatory clearances from different agencies. Projects are launched without obtaining such clearances leading to litigations and harassment for the consumer. There are also cost overruns and often inordinate delays in handing over the dwelling units to the consumers. Be-
sides, there are hidden costs which the consumer comes to know only at the time of taking over the possession. Not the least important is the confusion sought to be created by the builders with regard to the unit area. Instead of mentioning the carpet area--the actual area of a dwelling unit which one uses- the builders sell the vague super area which includes all the common areas. To deal with such problems the bill provides for a number of measures. For instance no project can be launched, in fact even publicized, before all the necessary clearances for the project are obtained. Any violation of this provision through a misleading advertisement will lead to imposition of a penalty on the builder and if the offence is repeated for the second time, a jail term up to 3 years. The builder will have to put on his website all the relevant details about this. Similarly, in case of inordinate delay in handing over the possession as per the agreement, the builder will have to make full refund of the money to the consumer along with interest. The bill makes it mandatory for the builder to sell the unit according to the carpet area and not the super area as is being done now. To prevent builders from diverting funds collected for one project to other projects the bill provides
that 70 percent of the funds raised for a particular project have to be put in a different account and used for the construction of that project only. All this, indeed is going to bring transparency, accountability and professionalism to the sector which will enhance its credibility and bring some relief to the house buyers. But the question is whether this will be enough to deal with the massive housing problem the country is facing? Two things need to be given immediate attention if the bill has to serve the desired purpose. First, since the clearances have to be given by various government agencies, it is important that they too are brought under its purview. Second, the regulator is proposed to be only for the housing sector. The commercial sector has been left out for the time being. One hopes that this sector too will be brought under the purview of the bill sooner than later. Alongside, steps need to be taken to reform the sector to meet the massive housing demand in the county. The land use provisions and Floor Space Index (FSI), need to be given a fresh look. Better land use is the need of the hour in view of the huge shortfall in the housing field. Single window system needs to be given a push to avoid delays.
Growing urbanization, a growing middle class and migratory population is putting additional burden on the demand for housing in the country. It is therefore imperative that in addition to regulating the sector the supply side is also strengthened. Housing is one sector which gives a push to many other sectors like steel and iron, cement etc. It also generates employment at various levels. It thus plays a major role in the economic development, particularly at a time when the economy is facing a slowdown. The bill envisages a well structured grievance disposal system. There will be an Appellate Tribunal to adjudicate disputes which will be headed by a sitting or a retired judge. There will also be a National Advisory Council headed by the Housing minister to advise the regulator on crucial matters. That should take care of adopting a fair approach with regard to all stakeholders involved in the sector. Since land and property is a state subject, cooperation from the state governments is of utmost importance to make the bill a success. One hopes this cooperation will be forthcoming in the desired measure, as it is as much in the interests of the states to regulate the housing sector as it is for the Central government.
