Kashmir Vijay Kumar, opened fire from his service rifle on his colleagues sleeping in a camp in Police LIne Kishtwar resulting in the death of two soldiers who were later identified as Narinder Singh and Veer Singh. Two soldiers were also injured in that fratricide incident whom the police identified as Ravinder Nath and Habib-ul-Islam. In the same year in another case of fratricide, Sepoy Ritender opened fired on his fellow colleague Sepoy Mukesh Tiwari at Rashtriya Rifles Unit in border belt of Kala in Noushera sector of the distric Rajouri killing him on spot. In yet another fratricide incident in April 2013 In a case of fratricide, a soldier Satish Kumar shot dead a Junior Commissioned Officer (JCO) identified as Rajinder Singh inside an army camp in Larnoo Kokernag. There have been several incidents of fratricidal shootouts and suicides among security forces in Jammu and Kashmir since armed violence broke out here in 1990. Continued deployment under hostile conditions, separation from families, and lack of recreational facilities are among the factors believed to cause such incidents among security forces. To address the problem, authorities have taken several steps, including improved recreational avenues, frequent leaves to troops to join their families and a better command and control structure. Background
It is believed that Lord Shiva married Parvati on this night who prayed enthusiastically for the wellbeing of Lord Shiva. According to Hindu mythology, when Parvati asked Lord Shiva which ritual he liked best, Lord Shiva proclaimed that the services and rituals performed by his devotees on the 14th night of the Phagun month delighted him the most. On this day the devotees take an early morning bath and throng into the nearby Shiva Temple in order to seek blessings from Lord Shiva and make offerings to the deity. “The devotees strictly perform all the rituals of Maha Shivratri as it is considered to be an auspicious day to worship Lord Shiva, and it is assumed that they will be cleared of their past sins”, a religious minded lady Kunti devi believes. Keertans are a major highlight which features chanting, reading of the verses, and singing the praises of Lord Shiva. Chanting of the mantra ‘Om Namah Shivaya’ is very prominent on this day. One is supposed to remain awake all through the night, on Maha shivratri and keep a night long vigil. Fasting is firmly observed throughout the day and the devotees break their fast early next morning by eating the prasad that was offered to the idol.

My best wishes for the success of this initiative” NCDs are major contributors of rising morbidity and mortality patterns worldwide. India is experiencing a rapid health transition with a rising burden of NCDs. Overall; NCDs are emerging as the leading causes of death in India accounting for over 53% of all deaths. Half of those who die of chronic NCDs are in the prime of their productive years. In India, NCDs have overtaken communicable diseases as the most common causes of morbidity and premature mortality. According to WHO, NCDs account for 5.3 million deaths in India. The 2010 Global Status Report on NCDs estimates that 1.4 million to 2 million people experienced `catastrophic' spending in 2004 with 0.6- 0.8 million Indians impoverished due to healthcare costs related to cardiovascular disease and cancer. India loses more than 20 million productive life years annually to NCDs. It is noteworthy that India is the first country to have developed its national targets based on the global NCD Monitoring Plan developed by WHO. A National Steering Committee on NCD surveillance and monitoring has been constituted to work out an evidence-based plan of action for prevention and control of key NCDs and their risk factors.

Killings centre (JIC) Kupwara, where senior police officials on Thursday grilled them for several hours. The duo, sources said, were picked up for spreading rumours that the seven alleged Jaish-e-Muhammad militants killing by army in Dardpora forests on Monday, triggering off violent protests leading to injuries to over a dozen people, including senior CRPF and police officers. Meanwhile, at least ten youth from Main Town were taken into preventive custody by police following massive anti-India protests on Wednesday. Superintendent of Police (SP), Kupwara, Abdul Jabbar denied that police has made any arrests in the district in the aftermath of violent protests. (GNS)

Delay in release of payments spark protest in Bandipora Bandipora, Feb 27: The road widening project from Bandipora to Sopore has been affected due to tussle between the administration and residents over delay in payments. Residents of different localities of Bandipora whose houses and shops had been dismantled in 2009 for road widening purpose Thursday held a protest demonstration in Bandipora for seeking compensation which they were promised by administration. “During the PNC meeting headed by Deputy Commissioner Bandipora, it was decided that land owners will get Rs 7 lakhs per kanal. The government had passed the order in this regard but till date no payment has been released in our favour,” one of the protestors Nazir Ahmed told CNS.
The protestors said that Chief Executive Officer of ERA has written to Principal Secretary to Government Planning and Development Department Civil Secretariat Srinagar vide order number ERA/ CEO/17/dated 1/7/2013 requesting for release an amount of Rs 36 lakhs as compensation for the said acquired land, but till date the Planning Department has not released the said amount. When contacted, Deputy Commissioner Bandipora, Shah Faisal told CNS that he is always there to redress the problems of the people and advised the protestors to contact him. He said that the fault lies with the Planning Department while the District administration has already completed its all formalities. (CNS)
Budgam village without electricity from past 4 years Budgam, Feb 27: Believe it, Mulashula, a village in Beerwa Budgam is without electricity for the past 4 years. “The electricity to the village was cut in the year 2008 after a 63 KV transformer got damaged due to over loading and after that no transformer was installed in the village as a result the the village comprised of more than 110 houses are reeling under darkness from past 4 years,” the locals told CNS adding they had been running from pillar to post since then to get the electricity restored to the village. The villagers alleged that they had demanded a new
transformer and for that purpose AEE and JEE of the concerned area demanded bribe from them and the villagers collected money and handed over Rs 3500 to them. “We even approached the concerned MLA but nothing so far has been done to supply electricity to our area,” they said adding that transformer is not being installed in the area on the pretext of ‘incomplete’ field report. When contacted, a top PDD official told CNS that he will look into the matter and will ensure that transformer gets installed in the area at an earliest. (CNS)

DC Srinagar distributes cheques among cattle farmers Srinagar, Feb 27 Cheques worth Rs. 6 lakhs were distributed by District Development Commissioner Srinagar, Mr. Farooq Ahmad Shah among cattle farmers of district Srinagar as subsidy (25%) for purchase of the dairy cows. This subsidy component was distributed under National Mission for Protein Supplement (NMPS) and Rashtriya Krishi Vikas Yojana (RKVY) in which 50 beneficiaries were benefitted. A total subsidy of Rs. 16.90 lakhs has been distributed by the Department till date during this financial year under the said scheme. According to a statement issued to KNS, the farmers on this occasion requested District Development Commissioner Srinagar to ensure availability of cattle feed and wheat bran on subsi-
dized rates at some suitable locations in the district. The District Development Commissioner assured them that he will look into the matter. He appreciated this initiative of Animal Husbandry Department and stressed upon the farmers to adopt modern animal Husbandry practices to boost their produce so that the district reaches self-sufficiency. On the occasion, Chief Animal Husbandry Officer, Dr. Riyaz Ahmad highlighted the other income generating schemes of the department and also gave a brief account of the incentives given to the farmers of the district under various schemes whose ultimate aim is to boost the milk production in the district to reach the level of self sufficiency. Army rescues 38 passengers stranded near Nasta Chun pass Srinagar, Feb 27 : At around on Feb 27, Army deployed at Nasta Chhun Pass received information that six vehicles (five Tata Sumo and one Pickup truck) with 35 gents, 2 ladies and one child moving from Chowkibal to Tangdhar had stranded approximately 1500 metres East of Nasta Chhun Pass due to heavy snowfall and ice formation on the road followed by three avalanches. This had completely blocked the movement of the traffic on this road. According to a statement issued to KNS, avalanche rescue team deployed at Nasta Chhun Pass immediately got activated to help the stranded passengers. The team braving all odds moved to the location of the avalanche with the rescue
team despite the inclement weather, snow blizzard and night condition. On seeing, the Army rescue team, stranded passengers sensed a sigh of relief. Thereafter, with the combined efforts of Army and the locals, the road was cleared for the traffic by 0001h (1:00 AM). All stranded vehicles and passengers were safely brought to Nasta Chhun Pass. The stranded passengers were provided with medical care and refreshments by the Army.The timely & prompt assistance provided by the Army not only rescued these passengers but also ensured that all of them including two ladies and one child safely reached their destination. Efforts of the Army were highly appreciated by the locals of the area.

Srinagar, Feb 27 (KNS): One died while six others were injured in five different road accidents’ across the valley. An unknown tipper hit and injured a pedestrian Abdul Majid Bhat son of Abdul Hamid resident of Kharbagh Ganderbal at Sumbal. The injured was shifted to SKIMS Soura for treatment where he succumbed to his injuries. After completing all medico-legal formalities the body was handed over to his next of kin’s fir last rites.In a statement issued to KNS, a case FIR No. 51/14 under section 279/337 RPC has been registered in this regard. A Swift car bearing temporary registration no KMR-3/0893 driven by Sajad Ahmad Malik son of Ghulam Hassan resident of Malik Mohalla Kupwara skidded off the road near Kralpora Bridge, in the jurisdiction of police station Kralpora Kupwara. In this accident the driver of the car got injured. The injured was shifted to Sub-District Hospital, Kralpora Kupwara for treatment.Meanwhile, a Motorcycle bearing registration number JK16/2937 driven by Tanveer Ahmad Ganie son of Mohammad Yousaf resident of Wakoora and cyclist Ghulam Ahmad Ganie son of Lal Ganie resident of Dayeepora collided at Kurag Ganderbal.

ence before the deity. Hundreds of devotees went to Kher bhawani temple at Tulmulla in central Kashmirs Ganderbal . Unique worships were carried out at Shankar Aacharya, Hanuman Mandir and Ganpat Yaar temples which were followed by special prayers in the evening. Muslims exchanged Hairath greetings to their Hindu neighbors and friends in different localities of the valley. The temples were decorated days before with different colours and
rituals. “In the valley on the 2nd day of the festival a special occasion called Salaam or Watak Pooja is performed in every Pundit Gharana”, Vinod told. “Maha Shivaratri calls for a night devoted to worship of Lord Shiva. This event happens to be in the intervening night of 13th and 14th of the month of Phagun Shivaratri holds immense value for Hindus and is a big day for the devotees of Lord Shiva. Army orders inquiry into incident Srinagar, Feb 27 : An Army soldier killed his five colleagues in Manasbal army camp in North Kashmir on Wednesday before shooting himself dead. All the killed soldiers belonged to 13 Rashtriya Rifles. Top officials are present at the spot. A court of inquiry has been ordered into the incident, an official told Kashmir Despatch. The report of shooting spree was confirmed by the army saying that the incident took place on the intervening night of 26 and 27 February. However, the reason which led to the incident is not known. This is not a first of its kind incident in the Army camps. Many such incidents of fratricide have taken place in the past as well. While three CRPF jawans were killed in South Kashmir in December 2011, a CRPF personnel had shot dead 4 colleagues in December 2012. In July 2007 an Army soldier had shot and killed his superior officer in Gurez. In May 2013, too, a solider of the Shasastra Seema Bal (SSB) had allegedly killed two of his colleagues in Kishtwar Army has ordered a high level inquiry to investigate into the circumstances under which led to the killing of
Fratricide incidents on rise in Kashmir Scores of soldiers killed from last few years Srinagar, Feb 27: In different fratricidal incidents at scores of soldiers have been killed in Jammu and Kashmir. In 2011, three jawans of the Central Reserve Police Force (CRPF) pertaining to 18th Battalion were killed when some irate jawans opened fire at each other in a camp in south Kashmir's Kulgam district. One jawan S.D.Murthy was critically injured in the shootout. The three jawans who lost their life in the fratfive army soldiers by their colleague. According to an army statement issued to KNS, in a tragic incident, one soldier of 13 Rashtriya Rifles located in Manasbal Garrison of Ganderbal District, fired and caused fatal injuries to five of his fellow soldiers with his service rifle before killing himself. Approximately 0200 hrs (2: 00 AM) on 27 Feb 2014, a soldier of the unit who was on sentry duty at Manasbal Gar-
ricide incident were later identified as Head Constables Suman Pillay and P Sibbu and Javid Hussain. According to CNS, In the same year, a BSF trooper Head Constable P K Hanjak of 2nd battalion allegedly fired from point blank range on his colleague Susheel Kumar outside Airforce Station Awnatipora, in south Kashmir causing his on spot death. Baig cautions people against NC’s gimmicks Jammu, Feb 27: Welcoming resumption of cross-LoC trade on Srinagar-Muzaffarabad route, Patron Peoples Democratic Party Mufti Muhammad Sayeed Thursday once again batted for opening of all the traditional routes through Kashmir, Jammu, Ladakh and Kargil regions so as to facilitate strengthening of ties between the two neighbouring countries. According to a statement issued to KNS, addressing a public meeting here organised by Party leader Rashid Malik at Sunjwan, on the outskirts of winter capital of state, the former Chief Minister said that healthy, cordial and peaceful relations between Indian and Pakistan were always in the interest of the two nations and every effort should have been made to carry forward the efforts undertaken by the previous government in state. Reiterating that the crossLoC trade and travel are the only achievements for the people of Jammu and Kashmir since independence in their effort to end the siege around the state, Sayeed said that time has come to take these relations to next level. “The trade and travel across the Line of Control shall not only be strengthen but a more effective mechanism should be established to curb any attempt to
cause a setback to the process of reconciliation started in 2003”, he said. He said that the process, which was historic in its very character, has been threatened on many occasions. It is the people of Jammu and Kashmir, which have always been at the receiving end of the hostilities between India and Pakistan and the recent ceasefire violations stands testimony to the fact, he said adding, “Unfortunately the ruling dispensation in the state, over the last five years, has been a mute spectator every time attempts to cause a dent to the process of reconciliation were made”. Srinagar, Feb 27: The Defence Minister Shri AK Antony has assured the Services that the Government was fully committed to implement the One Rank, One Pension (OROP) Policy and that required funds will be made available to ensure its implementation. Chairing a meeting of the top brass of the Services and senior officials of MoD, here, last evening, Shri Antony said the Finance Minister had clarified that the figure of Rs 500 crores made available to implement the scheme was only ‘indicative’. The meeting was convened by Shri Antony to discuss the modalities for implementation of OROP. In 2011, April, an enraged army trooper shot dead four of his colleagues including Junior Commissioned Officer inside heavily-guarded camp near Panzgam village in south Kashmir's Anantnag district. New Delhi: The Hon’ble Minister of Health and Family Welfare Ghulam Nabi Azad launched ‘Niramaya’, a quarterly e-newsletter on Non-communicable Diseases (NCDs) in India (copy attached) The newsletter is an initiative of MoHFW, The World Health Organization Country Office for India, and is produced by the Public Health Foundation of India (PHFI). ‘Nirmaya’ is a Sanskrit word which means healthy, wholesome and freedom from illnesses.

Day 3: Restrictions, protests continue in Kupwara over ‘militant’ killings Srinagar, Feb 27: (GNS) Protests continued for the third straight day Thursday in Kupwara town of north Kashmir where the killing of seven alleged militants by army had sparked off violent clashes leading injuries to at least a dozen people, including troopers and policemen, prompting administration to impose curfew like restrictions. Eyewitnesses told GNS that the curfew like restrictions continued in Kupwara town and Lalpora Lolab, while other areas including Trehgam, Dardpora, Khurhama observed a complete shutdown against the killing of the alleged militants. The town presented a deserted look as all the shops and other business establishments were closed, while the traffic was also off the roads. Police and paramilitary CRPF were deployed in huge numbers to thwart further escalation in protests. However, despite restrictions, scores of people, mostly youth took to streets and held pro-freedom protests at Lalpora and Kupwara town. “There were minor clashes between youth and government forces at Kupwara town,” eyewitnesses said. The Union Minister for Health and Family Welfare, Ghulam Nabi Azad inaugurated the office building for the Department of Health Research, here today. Speaking at the occasion Shri Azad congratulated the scientists lead by the DG, ICMR Dr V M Katoch for the success they have had in developing many affordable technologies for health care in the country. The Minister stated that the work of health research can only be done by scientists, and not by bureaucrats. He stated that he was proud that the targets that he had given to the ICMR for development of various technologies have been achieved in time and some even before time. Azad made particular reference to the development of vaccines and testing reagents for the swine flu which had gripped the country some years back; at that time the Health Minister noted that the country was importing the vaccines and testing reagents. Woman dies after abortion Protest against doctor and husband Tral, Feb 27: At a time when the State Government is declaring cash rewards to prevent female foeticide, a shocking incident has occurred in South Kashmir’s Tral town where a lady doctor allegedly conducted an abortion of a female who soon after the operation developed some complications and breathed her last at SMHS Hospital. Reports said that people staged a massive protest in Tral towns after the death of a woman and demanding immediate arrest of the husband of the deceased woman and the lady doctor. Srinagar, Feb 27: Police on Thursday seized a truck of Hindustan Petroleum along with at least 300 gas cylinders from south Kashmir’s Anantnag district following frequent complaints about the company supplying underweight gas cylinders in the area of Srigufara. EDITORIAL/ OPINION Kashmiriyatmeaningless without pandits
T
he state of Jammu & Kashmir has a distinct culture, traditions, customs and a unique civilization crown called Kashmiriyat which is the soul and mind of the whole secular character of the Kashmiri society. The Kashmir valley in particular has cherished the Sufism for centuries together as it never advocated anything that lead to discrimination between the different sects religious entities and regional identities. The Philosophy of Kashmiriyat has shown the whole world that every human is and should be equal amongst equals and there should be equality in every stream that leads to existence of human life. Kashmiri Pandits and Muslims lived together for centuries and never had any major conflict between them except some minor things which were never intolerable. These two communities really lived like brothers and were omnipresent with each other in every moment of happiness or grief. The secular character of this valley was known to everybody within and outside the country. Kashmiriyat based on co-existence, equality and religious affinities became the symbol of every Kashmiri irrespective of his caste creed or religion. Suddenly the winds of grief loomed over the valley and brothers had to part the company . Kashmiri pandits whose contribution can never be forgotten in every field of life had to leave the valley and spend a life of miseries and pain in Jammu, Udhampur, Delhi and other places. They got scattered but the tragedy in this whole era was that neither the Kashmiri Muslim in the valley nor the Kashmiri Pandit outside the valley looked satisfied and happy. How could they look satisfied on a tragedy which had struck this valley when over three lac Kashmiri pandits migrated leaving back everything including their dream houses and how could a Kashmiri Muslim sit in a rest as he had lost his most dependable friend, sympathizer, well wisher and a guide who was always there to help him in every field of life as this community was well read and well informed as compared to Kashmiri Muslims. The tragedy that struck the Kashmir in the wake of migration of Kashmiri pandits will have far reaching repercussions as its tremors will be felt for centuries to come. Even today Kashmiri Muslims are eagerly waiting for the return of their brothers to their motherland, so are the Kashmiri pandits waiting for the opportunity to come back to their Reshvaer which they can never forget. May be the new generations are busy with their carriers and they don’t mind much about their homeland but those who have been brought up in this sweet paradise can never forget it and will never give up their hopes of returning back.

SVEEP - For Making Elections Inclusive “We, the citizens of India, having abiding faith in democracy, hereby pledge to uphold the democratic traditions of our country and the dignity of free, fair and peaceful elections, and to vote in every election fearlessly and without being influenced by considerations of religion, race, caste, community, language or any inducement”. - A pledge, which gained popularity among newly eligible voters in India during the past three years, changed the attitude of young India towards elections, thanks to SVEEP (Systematic Voter’s Education and Electoral Participation) initiatives by Election Commission of India (ECI). Being a landmark initiative by ECI, SVEEP has stimulated every aspect of election processes to ensure enhanced voters’ participation in the polling. During the last three years, voter registration, especially among youth, has gone up from 10-15 percent to 30-35 percent and almost all the state assembly elections held since 2010, recorded high voter turnout with greater participation from youth and women. Voter registration and electorate education are central to the election management process. However, qualitatively and quantitatively voter participation in India is still far from the ideal of participatory democracy. There is lot of gap between what the voters ‘should know’ and what they ‘actually know’ in important areas like registration, Elector Photo Identity Cards (EPIC)/ identity proofs, Polling Station location, use of Electronic Voting Machines (EVMs), timings of the poll, do’s & don’ts with regard to Model Code of Conduct, use of money/ muscle and liquor power by candidates or their associates to influence vulnerable sections of electorate. More so, as has been observed, voter awareness does not always convert into voters actually casting their vote. To achieve the objectives of increasing voter awareness and voter turnout the election commission has taken a major step in the form of Systematic Voter’s Education and Electoral participation (SVEEP) programme to inform, educate, motivate and facilitate voters and in turn make Indian democracy more participative and meaningful.
made interventions to make the process of enrolment easier and convenient and the voting experience - people friendly. ECI also creatively engaged with people to enthuse them to join the electoral process.
Implementation The Systematic Voter Education and Electoral Participation Wing formulates policies, lays down the framework, plans interventions and monitors implementation besides carrying out continuous discourse with voting publics, civil society groups and media. SVEEP comprise of a plethora of systematic interventions for Information, Motivation and Facilitation (IMF) measures to involve the people in the electoral process. They broadly include situation analysis, systematic planning and implementation of targeted interventions (on IMF model) based on the situation analysis, mid programme review and monitoring and end term review. The communication interventions include multi-media and inter-personal communication, physical events and innovative activities for mobilization of people/community and voter Facilitation. Realizing the intricacies in bringing out a behavioural change among people, ECI emphasized on social orientation and collaborative approach in the whole process of SVEEP.
Formulation of State and District level SVEEP plans ECI also initiated some internal organizational changes in the state level and constituted state and district level core groups to coordinate and implement all SVEEP activities. The State Level Plans and District Level Plans are to be formulated for the whole year with intense sub plans for election period. The plans are to be in conformity with national framework, laid out by the Commission, but allowing for due flexibility and credibility at every level.

With a sense of urgency to highlight the issue of low electoral awareness and low voter turnout issue, ECI chose the theme, “Greater Participation for a Stronger Democracy” for its Diamond Jubilee celebrations in 2010. It is in the same year the journey of the nation’s biggest voter participation programme - SVEEP - began with Bihar Assembly elections. In simple terms, SVEEP is a range of policy initiatives and activities intend to improve people’s participation in the electoral process. Since then it has been taking up activities to remove gaps in information, motivation and facilitation and in turn increase voter turnout in elections to Legislative Assemblies to many states. There were planned IEC (Information, Education and Communication) interventions in the Jharkhand elections of end-2009 and subsequently carried forward in the form of SVEEP (Systematic Voters’ Education and Electoral Participation) in Bihar Assembly elections of 2010 and assembly elections of Tamil Nadu, Kerala, Assam, West Bengal and UT of Puducherry in 2011. This continued for the 5 State elections of UP, Goa, Punjab, Uttarakhand and Manipur and again in the twin general elections in Himachal Pradesh and Gujarat in 2012 and elections to NE states of Tripura, Meghalaya and Nagaland in early 2013.
The Election Commission collaborated with educational institutions and youth organizations like NYKS, NSS, NCC to particularly tap the new voters in the age group of 18-19yrs, promote greater awareness amongst youth and students about electoral process and to seek their assistance in facilitating voter registration. It also collaborated with Central and State Government Departments like the departments of health, education, WCD, Cooperatives, Welfare etc., so that these departments can extend their existing infrastructure and manpower (field functionaries) for electoral education and outreach. Collaboration with Government and private media as well as Civil Society and credible NGOs for increasing people’s awareness regarding electoral participation has also helped in creating voter awareness.
Revealing the Obstacles Voters’ Behaviour Surveys were carried out as part of SVEEP. These surveys revealed the underlying reasons for under registration, problems in getting duplicate EPIC, correcting names on voter list and various information gaps and low voter turn-out. Moreover, the surveys also try to map the demographics of elector-segments with lower electoral participation.
Targeted Intervention It was observed that the youth and women constitute a major part of the people who do not cast their vote. In order to improve participation of all sections of electorate, ECI decided to bridge the gap in Voter should be aware of: · Voter registration · EPIC/Identity proofs · Polling station location · Use of EVMs · Timing of the poll · Do’s and don’ts with regards to Model Code of Conduct · Use of money, muscle and liquor power by candidate or their associate to influence electorate · How to file complaints information and motivation, and also simultaneously
In 2013 ECI signed a MoU with NLMA (National Literacy Mission Authority) after which electoral literacy has become a major component of the Sakshar Bharat Programme of the Government of India. ECI and UNDP also have an MoU in the field of Voter education. Campus Ambassadors have now been introduced (since December 2013) who would be a student in the campus and act as ambassador of the Commission and facilitate the SVEEP programme in the educational campuses. Now even private media houses and Corporates are joining in and extending support in the SVEEP programme of the ECI.
Facilitation as Part of Strategy of SVEEP SVEEP initiated new measures relate to voter facilitation in areas of registration, issuing voter identity cards and suggests ways and means to make the election process voter friendly. These initiatives include Voters’ Helplines in all districts, searching name in the Voter list through internet and SMS, Voters’ Facilitation Booths, Ideal Polling booths, EVM familarisation camps, Voter Slip, Expanding the I-Card basket i.e., making other identity proofs (apart from EPIC) as a valid proof for voting.
National Voters’ Day In order to reach out the mass, ECI initiated a practice to celebrate the National Voters’ Day on its foundation day, 25th January, in 2011. It is considered to be a significant step among the various SVEEP initiatives. It is being observed every year with the objective of increasing enrolment of voters to make universal adult suffrage a complete reality. With the aim to give the younger generation a sense of responsible citizenship
and to encourage them to exercise their new franchise, ECI felicitates all the newly eligible registered voters in over 8 lakh polling station areas as part of the National Voters’ Day observance. They are handed over their Elector Photo Identity Cards (EPIC) and a badge with the slogan “Proud to be a Voter-Ready to Vote”. They also take an oath to strengthen democracy by taking part in the elections. Other Measures Identifying the ability of the popular icons to establish authentic connection with the masses, ECI appointed national and state icons from various fields to boost the awareness programme and motivate the voters. Former Indian President Dr. A P J Abdul Kalam, M S Dhoni, Saina Nehwal and M C Mary Kom are the national icons, besides many more celebrities are the state icons and involved in these SVEEP initiatives. 2013 80.3 82.2 Media and non-media units, folk cultural groups, cable networks, marathons, rallies, human chains, exhibition, hoardings, posters, pamphlets, leaflets, cinema slides, street plays, magic shows are utilized with good effect. ECI has also been getting enthusiastic support of a range of governmental and non-governmental organizations, civil society and media in enlisting citizen’s participation in the electoral process. In some states it has trained a band of volunteers who took the message to the masses.
Information at Your Fingertips! One of the greatest advancements of the modern day technology is the penetration of internet into our life. Keeping pace with changing time, ECI revived its website to provide all kind of information and services to citizens in a hassle free manner. Social media is being used at district and state level for enhancing voter awareness and increasing voter turnout increasing polling percentage. Most of the state chief electoral offices own face book pages for reaching out techno-savvy young voters. The facility for online registration of voters is the only system in India where one can get an identity card, i.e., Elector Photo Identity Cards (EPIC) without visiting a government office. The website also provides various other services like ‘changing the demographic details online’, and ‘tracking one’s application online’. The success of this online system is evident from the figures coming from various states; around 40 percent of new voter in Kerala and about 30 percent in Delhi, Andhra Pradesh and Karnataka have obtained the EPIC through this system.

The Way Forward The objective of any voter education programme is to make relevant information available and accessible to public. If the campaign achieves universal coverage of the electorate it will be a great success for democracy. Under the banner of SVEEP, a series of outreach measures like marathons, rallies, processions, quiz competitions, film screening, declamation contests, street play, SMSes and helplines were conducted so far to promote voting. The gaps in the electoral process like youth disconnect, urban apathy and subdued ethical voting campaign are being filled by SVEEP activities while the areas like NRI registration, service voters low participation, migrant voters need more ECI interventions. ECI is constantly engaging to evolve programmes that can explore the in-depth correlation between the strength of an individual’s vote and their empowerment.

DDC Srinagar distributes cheques among cattle farmers Subsidy worth Rs. 16.90 lakhs distributed during current financial year

Shri Amarnathji Yatra 2014: Enhanced Telecom facilities for the Yatris
JAMMU, FEBRUARY 27: As per decisions taken in a recent meeting with Chief Executive Officer and other concerned officers, which was chaired by Mr N.N. Vohra, Governor of Jammu and Kashmir and Chairman of the Shri Amarnathji Shrine Board, time bound steps were taken to enhance telecom facilities for the pilgrims during 2014. All related aspects of telecom facilities were discussed in a recent meeting held at New Delhi under the Chairmanship of Joint Secretary (Kashmir), Ministry of Home Affairs. Giving further details Mr. Navin K. Choudhary, Chief Executive Officer of the Shrine Board, informed that all pilgrims will get Temporary Pre-paid SIM cards this year, which shall
be operative for a period of seven days as compared to four days during Yatra 2013. This Pre-paid SIM card facility is extremely valuable for those Yatris who do not possess a BSNL mobile facility. The CEO further informed that the BSNL would issue these Pre-paid SIM cards to only the Registered Yatris at special counters which shall be set up at the Nunwan and Baltal Base Camps. He informed that all Yatris interested in obtaining the Pre-paid SIM cards would be required to provide proof of Identity, proof of permanent address and their valid registration papers at the special counters. The CEO has further informed that consequent to the Chairman, Mr N.N. Vohra, taking up the matter
of enhancement of telecom facilities in the Yatra area with the Central authorities, the Union Department of Telecommunication has agreed to consider allotment of separate funds for creating permanent infrastructure for providing telecom facilities for the future Yatras. Department of Telecommunication has also advised other Service Providers like Airtel, Vodafone, Idea etc to pool their resources and explore the feasibility of erecting telecom towers in the Yatra area for the benefit of pilgrims. Shivratri celebrated at Akhnoor with religious fervor Sham visits historic Kameshwar temple, offer special prayers AKHNOOR, FEB. 27- Like other parts of the country the Shivratri was celebrated at Akhnoor with religious fervor. Thousands of devotees from different parts of Jammu thronged at historic Kameshwar temple to pay obeisance and offering special prayers. Minister for PHE, Irrigation & Flood Control, Sham Lal Sharma also visited the temple and paid obeisance to Lord Shiva and offered prayers for the peace and prosperity of people of the State. The temple management committee had made elaborate arrangements for the smooth darshan of Shiv Lingan by the devotees. Divisional Commissioner Jammu Shantmanu, who is also Chairman Shri Shiv Khori Shrine Board visited the cave shrine and paid obeisance on the auspicious occasion of Shivratri and prayed for the peace and prosperity of the state.Praying for eternal peace and tranquillity of the state, Shantmanu said that all efforts are being made for the promotion and beautification of Shri Shiv Khori Shrine, which is now by all measures emerging as an important pilgrimage destination in Jammu region after Shri Mata Vaishno Devi Shrine.hantmanu said that administration is committed to develop the entire pilgrim tourism destination circuit in the state and special efforts are being placed to provide basic facilities to the pilgrims for comfortable pilgrimage. A comprehensive tourist circuit connecting various destinations having tourism potential is being chalked out, he added.
The Mela is being jointly organized by State Tourism Department, Shiv Khori Shrine Board and civil Administration Reasi. The shrine cave emerging as the second famous religious destination after Shri Mata Vaishano Devi in the Reasi district witnessed huge rush of pilgrims during the 2nd day of the Mela. Keeping in view the heavy flow of pilgrims during this Shivratri festival, the administration Reasi has made all elaborate necessary arrangements which include security, drinking water, power supply, Medicare facilities with ambulance, sanitation, fire services, yatra slip counter etc. As a part of Shivratri festival, a colourful cultural programme by the department of information and public relations at the base camp at Ransoo was also organized on the 2nd day of the mela. The programme mainly based on the Shiv Mahima and state folk was witnessed by large number of pilgrims.
