Creation of new AUs a historic decision: Omar
Jammu, Feb 23: Chief Minister, Omar Abdullah Sunday said that creation of new administrative units in the State has been the historic decision of Coalition Government to take the administration to the doorsteps of the people and help catapult the all-round development and socio-economic upliftment of the people particularly living in farflung and remote areas of the State. Speaking to a deputation from Pulwama, Rajpora and Shahoora led by Mohi-udDin Mir here this morning, the Chief Minister said that necessary paraphernalia for the newly created administrative units would be created
alongwith arranging funds so that they become functional as soon as possible. Omar Abdullah said that in order to accommodate the genuine demands of a few left out areas and satisfy the aspirations of the people of these areas, he has already announced constitution of expert committee to look into these genuine demands and
finalize the report within three months so that cabinet will take a decision in this regard. The Chief Minister said that his Government focused attention on the equitable and holistic development during the last five years and reached out to all areas in the development front. He said inclusive development and the upliftment of poorer areas received added attention. He said thousands of development works in all fields of life were launched, implemented, completed and commissioned during this period while many more are under implementation. Jammu, Feb 23: Cautioning people against nefarious designs of ruling National Conference, former Deputy Chief Minister and senior leader of the Peoples Democratic Party (PDP) Muzaffar Hussain Beigh today said that following his failure on all fronts the present has been brazenly included into deceitful tactics to hoodwink the people. No debt trap, fiscal deficit on decline: Rather
Jammu, Feb 23: Minister for Finance and Ladakh Affairs, Abdul Rahim Rather today allayed the apprehensions of many members of the House that the State has plunged into a debt trap and the fiscal deficit of the State is on rise. Replying to the supplementaries on a question regarding fiscal deficit raised by Sofi Abdul Gaffar in the House, the Minister said fiscal deficit of the State is on continuous decline and as per the targeted 4.2%, it stood at 3.37% for the previous year. The restrictions were extended up to Prichoo, the native village of the recently killed militant. There were barricades and concertina wires on main entry points entering to the town. Local youth however defied curfew and pelted stones on government forces several times on Sunday. Security personal swung into action and bursted dozens of tear smoke shells in air and dispersed the protesters. Though clashes between the men in uniform and stone pelters were noticed several times on Sunday but there was no serious injury, reports said. Due to these restrictions common people faced many problems especially those of the patients suffered a lot. “I could not obtain a medicine from last four days because of restrictions imposed”, said a patient in aghast. Meanwhile many political personalities have castigated the local administration for keeping the Pulwama Township under siege for four consecutive days. PDP has urged upon the authorities to lift the clampdown from town so that people could take a sigh of relief.

After inaugurating the Mela, talking to media persons on the sidelines of the Mela, the DGP disclosed that the receipts realized from the Raffle Draw tickets are utilized for the fabulous prizes, which include cars and other electronic items of different makes, the rest are also also utilized for the welfare of families of police martyrs. “Our aim is to promote academic excellence, augment facilities for education to cater the needs of wards of police martyrs and to add the infrastructure for a wholesome and self-contained education atmosphere with all modern facilities” said the DGP. He disclosed that the Organization is providing facilities to the children of police personnel and martyrs for coaching in professional examinations in order to provide competitive edge among them. To extended holistic support to the police families, assistance to the martyr’s wards for their adoption in different schools within and outside the State is also on our agenda, said the DGP. She said that Parivar has undertaken various fund raising activities to fulfill and nurture the requirements for the welfare of police families with special emphasizes on widows and orphans, besides providing vocational trainings to families of policemen in order to provide support to manufacture and market the products through Police Family Welfare Centres till district level. She appreciated the working of welfare Centres saying that their products have received a good buyer response during the Melas. The efforts have helped to augment the income of these families, she added. On this occasion, the Chief Medical Officer Kupwara informed the ACR that 1,34,414 children upto the age of 0-5 years will be administered polio drops at 740 polio centres set up for the purpose. He said that 2960 employees have been deployed besides 14 mobile teams for administering the polio drops to the children. At Baramulla, Pulse Polio Immunization Programme was inaugurated by the District Development Commissioner, Baramulla in the district today. On the occasion, Medical Superintendent, District Hospital Baramulla, and field staff of the District Hospital was also present. Medical Superintendent said that 1, 59,600 children under the age of 0-5 years are being covered under Pulse Polio Immunization Programme in the district. For the purpose, 790 vaccination booths was established where 3,356 Health Anganwari workers and ASHAS was engaged for the said programme. Besides, 4 mobile teams will also perform their duties. It was given out that the vaccine has already been stocked at the all booths, besides 151 supervisors have also been appointed to monitor the programme. It was told that from next day of the programme door to door survey would be conducted in order to cover the left over children. At Gurez Tehsil, Sub Divisional Magistrate inaugurated the Pulse Polio Immunization Programme in the Tehsil. The field staff was also present on the occasion. Sub Divisional Magistrate was informed that in the Tehsil Gurez 5041 children of upto 0-5 years are being administered polio drops for which 226 employees and 12 Supervisors was deployed for 54 pulse polio centres and 03 mobile centres were also engaged for the programme. At Budgam, Chief Planning Officer, administered Pulse Polio drops to the children upto 0-5 years of age at Chief Medical Officer’s office Budgam. Addressing after launching the drive, Chief Planning Officer Budgam, said that as many as 97,158 children of 0-5 years are being administered Pulse Polio drops today for which 23,404 officials has been deployed at 593 Pulse Polio Centres and booths in the district. He also emphasized that healthy society guarantees a developed nation depending upon health and sound children. He called upon the people to come forward and avail medicare facilities kept in health institutions free of cost and ensure and immunization against dreaded diseases to safeguard their children. At Anantnag, Pulse Polio Immunization Programme was inaugurated by the District Development Commissioner, Anantnag, today. On the occasion, District Development Commissioner was informed that 1,56,484 children under the age of 0-5 years are being covered under Pulse Polio Immunization Programme in the district. For the purpose, 635 vaccination booths was established where 2,540 Health Anganwari workers and ASHAS was engaged for the said programme. At Kulgam, Pulse Polio Immunization Programme was inaugurated by the District Development Commissioner, Mr. Jahangir Mir Kulgam. On the occasion, District Development Commissioner was informed that 91,546 children under the age of 0-5 years are being covered under Pulse Polio Immunization Programme in the district. For the purpose, 520 vaccination booths was established where 23,000 Health Anganwari workers and ASHAS was engaged for the said programme. At Bandipora, District Development Commissioner, Bandipora, alongwith Chief Medical Officer Bandipora inaugurated Pulse Polio Immunization Programme at Pazalpora Matrigam Bandipora today where about 20 children were administered polio drops. On the occasion, District Development Commissioner was informed that 60,375 children under the age of 0-5 years are being covered under Pulse Polio Immunization Programme in the district. For the purpose, 325 vaccination booths were established where 1300 Health Anganwari workers, ASHAS and other employees were deployed for the said programme. At Shopian, Mr. Bashir Ahmad Bhat, District Development Commissioner, Shopian, today inaugurated Pulse Polio Immunization Programme at District Hospital Shopian where several children were administered polio drops. On the occasion, District Development Commissioner was informed that 40,400 children under the age of 0-5 years are being covered under Pulse Polio Immunization Programme in the district. For the purpose, 215 polio booths were established where 860 employees was deployed for the said programme. At Pulwama, Assistant Commissioner Revenue, Pulwama inaugurated Pulse Polio Immunization Programme at Old District Hospital Pulwama where several children were administered polio drops. On the occasion, Chief Medical Officer was told that 74,106 children under the age of 0-5 years are being covered under Pulse Polio Immunization Programme in the district. For the purpose, 457 polio booths were established where 1828 employees was deployed for the said programme. At Kargil, intensified Pulse Polio Immunization Programme was held in the Kargil district today. Despite cold and minus temperature, parents got their wards at nearest Polio Booth to administered polio drops. To make successful of the programme, the department dispatched logistics and vaccine to far flung areas of the district two day earlier and established 382 booths, 10 transit camps and 3 mobile teams. Besides, the department has deployed 1576 employees to cover 20,967 children of 0-5 years. Chief Medical Officer Kargil, inaugurated the Pulse Polio Immunization Programme at District Hospital Kargil by administering polio drops to child born just two hours earlier and was kept in SNCU Unit, District Hospital Kargil. Chief Medical Officer, Kargil, and Deputy Chief Medical Officer Kargil, inspected various polio booths of the surrounding areas of Kargil town and were satisfied with the activities of the workers. All the Supervisors and workers performed their duties with dedication and commitment.
JCC hails Omar’s ‘employee friendly’ statement ‘No politically motivated person allowed derailing genuine employees struggle’ Srinagar, Feb 23 : The Convener JCC Rauf Ahmad Bhat (President Civil Secretariat Non Gazetted Employees Union) has hailed the statement made by the Chief Minister on the floor of the House as optimistic and employees’ friendly. The statement maintained that the JCC Convener stated that no politically motivated person shall be allowed to derail the genuine employees struggle for their ulterior motives. The employees’ leadership of the state of Jammu and Kashmir is living its promise of employees’ representation. The JCC, an umbrella organization of all Trade Union
outfits of the state under the visionary convener ship of Bhat through grounded and logic based argumentation has succeeded in breaking the ice regarding the age old employees demand for enhance of retirement age fro 58 to 60 years. Tripartite dialogue the best possible solution to resolve K-issue: Shabir Shah Srinagar, Feb 17 : Terming the soft approach of United Nations and India’s ‘stubbornness’ in resolving the Kashmir issue as main reasons behind lingering of the longstanding dispute of Kashmir, Hurriyat Conference Jammu Kashmir senior leader Shabir Ahmad Shah Sunday said the peace in South Asia will be a distant dream without resolving the Kashmir issue. The statement issued to KNS quoted Shah as saying, “It is due to UN’s soft approach vis-à-vis Kashmir issue and India’s stubbornness in coming forward to resolve the issue that prompted several wars between the two nuclear neighbouring nations,” Shah said while while addressing a public gathering at Karhama, Ganderbal, organized by Hurriyat Conference Jammu Kashmir. Among others accompanying Shah included senior Hurriyat leaders, Shabir Ahmad

Strongly condemning government of India’s claims that Kashmir is an integral part of India, Shah said Kashmir is not an issue between New Delhi and Srinagar but an issue between Kashmiri resistance leadership, India and Pakistan for which a tripartite dialogue is needed to resolve the issue. “It (Kashmir-issue) is not a dispute between New Delhi and Srinagar but Pakistan is also a prime party to this dispute. Until or unless a tripartite dialogue is not held there is no possibility of reaching to any conclusion. If suppose UN resolutions fail to resolve the Kashmir issue, tripartite talks provide the best possible solution,” Shah added. Commenting on the agreements
held between India and Pakistan, Shah said the bilateral agreements didn’t help resolving the matter. “The issue is at same point as it was. Even the agreements between Kashmiris and New Delhi failed to resolve the issue,” he said. Appealing people to completely boycott the upcoming polls, Shah said we have to give a clear message to the world that there is a freedom struggle going on in Kashmir and this election drama is a political trap to mislead people and world bodies. “We must refrain from every such activity that poses detrimental to our freedom struggle and the mission of our martyrs by whose sacrifices Kashmir issue rose to international level. We are the guardians of their invaluable sacrifices and will continue our genuine struggle for freedom till its logical conclusion,” Shah added.

Srinagar, Feb 23 : The CPI (M) MLA, M.Y .Tarigami while participating in the discussion on the calling attention motion moved by him regarding enhancing of incentives to ASHAs demanded immediate increase in various incentives of ASHAs who are performing a very important job to serve the patients in far flung areas and are vital link between the community and public health system. ing enhancing the cost norm from Rs.10000/- per ASHA to Rs.16000/per ASHA per year; mobilizing and attending VHND(Rs.200/-); and convening and guiding VHSNC meeting(Rs.150/-) attending the PHC Review meeting(Rs.150/-) etc. need to be implemented without any further delay. The government assured that immediate action will be taken to implement the orders of Mission Director, NRHM, GOI in respect of enhancing various types of incentives to the ASHAs. Raising the demand for regular-
ization of Anganwadi workers and helpers, Tarigami stressed that being legitimate and justified it needs to be addressed on priority. They have been performing a great job in respect of child development in the state. Demanding increase in state share in the honorarium of Anganwadi Workers and Helpers on the pattern of Haryana State (Rs.2500/- and Rs.1000/- respectively) he stressed that immediate steps should be taken in this direction in the interest of this section of society.

But we will explore the 5 methods for a successful meditation. • First way is through yoga and physical exercise. When our body does certain postures, with a certain rhythm, it brings some tiredness and then the mind slips into meditation. If you are very active or too well rested, you cannot meditate. But in a slate where the body has the right amount of tiredness, yet still not that tired; in that very delicate balance, your whole system slips into meditation. • Second is through prana or through breath. Through breathing techniques and pranayama the mind becomes quiet and still and you can slip into meditation effortlessly. • The third is through any sensory pleasure-sight, sound, taste, smell or touch. The world is made up different combinations of the five elements-earth, water, air, fire and ether. Eyes are connected with the fire element, smell with earth element, taste with water element, sound with ether element and touch with air element. And you can go through any one of the senses to transcend them and become one in a very deep meditative state. Being 100% engrossed in a particular sensory object brings you to a state of meditation. On a free day, just lie down and keep looking at the sky, or when you are completely engrossed in hearing some music, a moment comes when the mind becomes still, there are no thoughts and you don't know where you are, but you know you are, and yet you have no boundaries. An experience of the center everywhere and circumference nowhere. Any wonderment or astonishment also leads you to that state. Whenever a 'Wow!' arises in you, there is no mind, there are no thoughts, but you just are. That leads you to meditation. • The forth way is through emotions. Through both positive and negative emotions you can get into meditation. When you feel utterly hopeless or very angry, you say, I give up! It means, "This is it, l can't take it anymore.” During those moments, if you don't slip into frustration or depression or violence, you will find that there is a moment where there is no mindedness. The mind stands still. • Then the fifth is through the intellect, knowledge, awareness. This is called Jnana Yoga. You just sit and know that this body is made up of billions of cells. Something happens to you, something gets stimulated. Someone gets into a space museum or watches a movie about the universe, something happens deep inside, something triggers. You can't just immediately come out of such an experience and yell at somebody. It becomes almost impossible because the context of life immediately changes when you become aware of the magnanimity of the universe. Who are you? What are you? Where are you? How are you in reference to the unfathomable, infinite universe? Some shift happens within you. Mediation is being very natural, being at home with yourself and with everything else in the universe. YOU just need to know how to deeply relax. If you are on a massage table, what do you do? You just let the masseur take care of you. The masseur does the job and you do nothing. It is the same in meditation. You do nothing, let nature take care of you. Let go of any effort because whatever we gain through effort is material and is limited. Effort is the language of the material world. If you don't put effort, you can't make money or build a home, you can't study and gain good marks. It does not happen by just sitting and thinking. Everything in the material plane requires you to put effort. But to attain something spiritual, just the reverse mechanism is needed - no effort!
