Father and son die in road accident
Kishtwar, Feb 24: Two members of a family died in a road accident near Phugumar on Kishtwar-Jammu National Highway last night. Police sources told CNS that a truck (JK02W- 2137) loaded with sand was on way from Thatri to Kishtwar when near Phugumar area it skidded off the road and fell into the River Chenab. Muhammad Iqbal Shiekh and his ten year old son Altaf Hussain residents of Kuchal Chatroo died in the accident. Srinagar, Feb 24: Army on Monday claimed to have killed seven militants in an encounter at Lolab forests in north Kashmir’s Kupwara district, official sources told GNS Monday. Army’s 18 RR laid a cordon around the Madkulla Behak forests of Dardpora village in Lolab after receiving specific information over the presence of militants in the woods. When the joint team started coming operations, the militants hiding in the dense forests opened heavy fire upon them. “Army returned the fire triggering off a fierce gun-battle. In the encounter that continued till late evening, seven

SRINAGAR, FEBRUARY 24Chief Minister, Omar Abdullah Monday said that time has come for paradigm shift from horizontal expansion of residential houses towards vertical constructions so that the pressure on land in the congested cities and towns is relieved alongwith providing sufficient dwelling units to the citizens with modern facilities. Laying the foundation of Shehjar Apartments at Bemina this afternoon, the Chief Minister said that this will open doors to future living in the city under the concept of cluster housing units. Omar Abdullah said that the prestigious project of constructing Shehjar Apartments taken in hand by Srinagar Development Authority (SDA) would go in a big way to shifting the concept of horizontal residential apartments towards the vertical system of construction to accommodate more families in less space.
The Shehjar Apartment project envisages construction of 532 residential apartments of 2BHK and 3BHK status. The design consultancy for the high-rise project has been provided by the Urban Development Corporation (HUDCO). An area of 91 kanals has been proposed for the project as a part of the existing plotting housing colony on the National Highway opposite Haj House. De-
signs provides for construction of clusters of 336 numbers of 2BHK and 196 numbers of 3BHK earthquake resistant building blocks to be served by 36 feet wide looped peripheral vehicular road. Srinagar, Feb 24: State High Court has asked Government to file its objections in a matter related to the misappropriation of funds and illegal sale of land by revenue officials in famous tourist resort Pahalgam within two weeks. A petition with regard to Pahalgam land scam was filed by one Ghulam Mohi-udDin Mir son of Abdul Gani Mir resident of Laripora Pahalgam in State High Court through his council Parvez Imroz. Tourist Police busts fake tour operators’ racket
Srinagar, Feb 24 : Tourist police busted a fake tour operators racket who used to cheat many tourists in Srinagar. Three persons running the fake agencies have been arrested. In a police statement issued to KNS, tourist police Srinagar registered a case on 26.10.2013 after it came to surface that some unknown persons have established fake tour and travel agencies in Kashmir under the name of Junaid Holidays and Trip to Kashmir etc and are duping gullible tourists on their visit to Kashmir. Some complaints were also received by e-mail from various persons who have been cheated by these false companies. During the investigation it was revealed that these persons have launched these fake agencies on internet and using websites. They cheated the people who intend to visit Kashmir by offering them
cheaper packages. They used different cell numbers and bank accounts numbers to cheat the tourists. Further investigations by Tourist police led to the arrest of three persons running the fake agencies. The Minister further said that the engagement of volunteers so engaged has already expired in December, 2012. The Union government so far released Rs. 38.47 crore for meeting the expenditure by the State government on account of honorarium of NYC volunteers and the entire amount stands released. 3 day J&K Festival concludes at Jodhpur Rajasthan, Feb 24, CNS: The 3-day Jammu and Kashmir festival at Jodhpur concluded on Monday. The festival jointly organized by the West Zone Cultural Centre Ministry of Culture Government of India and J&K Academy of Art, Culture and Languages was aimed at showcasing the rich cultural traditions of Jammu and Kashmir State through folk dances, music and art and crafts. As many as 170 artists drawn from Kashmir, Ladakh and Jammu region participated in the festival and gave scintillating performances of their folk dances. He said the establishment of the Central University, launch of 4th Bridge over River Tawi and its completion, construction of Artificial Lake, launch of Flyover, completion of
Jammu Golf Course, foundation of Gandola-project after a long period of over 20 years and start of work on upgradation of Jammu Airport to the status of one of the best and modern airports of the Country are the significant projects started and implemented during the current tenure of the coalition government. The Chief Minister highlighted the richness of Jammu and Kashmir in heritage-tourism and said that the historical depository, cultural diversity and renowned places of pilgrimage are the speciality of the State. He said Jammu possesses a novel position in this regard and linking of Katra with the Railways would have no effect on the trade and economy of Jammu city as it exists as the winter capital of the State and the hub of trade and economy. He said all efforts would be made to convert this advantage of the city into economic welfare of the people. He said seven Villages/ Mohalla has in Phalgam constituency are being covered under the said programme during the current year. However to improve the overall power scenario in Phalgam constituency the Minister said that Government has formulated a proposal amounting to Rs. 10.3 crore for strengthening the overall infrastructure of power in Phalgam constituency for which Rs. 55.78 lakh stand released till date.

The Minister further said that there is also a proposal to handover the Jherry–Kherry road (alternate to Chenab Bridge) to BRO, which is under consideration of the Department. Notwithstanding the proposal for transfer of this road to BRO, he said. The department has taken up emergent nature of work like laying of pre-mix patches on some stretches of road constructions of drains, culverts etc in recent years for the smooth movement of traffic, he added.
Upgradation of 13 roads prioritized in Udhampur city: Wani Minister for R&B, Mr. Abdul Majid Wani informed the House that 13 road projects having length of 20.80 km involving total cost of Rs. 12.75 crore were prioritized for improvement and upgradation in Udhampur city adding that release of funds for the purpose is under consideration of the Government. Replying to a question by Balwant Singh Mankotia, the Minister informed that the project for construction and extension of city roads for Udhampur town comprising 44 roads having length of about 64 km have been formulated at the total cost of Rs.39.18 crore. He said during the District Development Board meeting held on July 23rd, 2012, a decision was taken for improvement and upgradation of 13 roads identified under 1st priority. The Minister said that during last fiscal the construction and upgradation work of 3 road projects at the total cost of Rs. 10.31 crore including Thalora to Pinger Kougha, Jakani to lower Balli via Sharda Mata Temple and Mp/Upg of Mantali road from km 34 to km 37 in Udhampur of District were sanctioned under RIDF-XVIII during last financial year. The Minister said that the road project under PMGSY phase-X have already been submitted to the Centre for approval and construction work of these would be taken immediately after receiving the approval from the centre.The Minister said the DPRs for construction and upgradation work of Jib-Thathi and Krimchi-Kainthgali roads are under formulation and after their securitization by State Technical Advisory (STA) would be submitted to the Centre for approval. Mr. Harsh Dev Singh, Mr. Mushtaq Ahmed Shah and Mr. Krishan Chander Bhagat raised supplementaries and urged upgradation of road connectivity under different schemes in their constituencies.

The Minister said the Government has also released Rs. 3 crore under special area development programme for development of Eidgah, Srinagar during last fiscal under which the balance work of earth filling of prayer ground, chain link fencing, construction of gate, grill, devri stone pillars besides construction of big gate at Eidgah are being executed through JKPCC, adding that Rs. 26.51 lakh have been also incurred on different works of Eidgah under CDF through Floriculture Department.
Construction of CHC, Trauma Center buildings at Basholi, Mahanpur completed: Sham JAMMU, FEBRUARY 24: Minister for PHE, Irrigation and Flood Control, Mr. Sham Lal Sharma on behalf of Minister for Health today informed the House that construction work of Community Health Center (CHC) Basholi and Trauma Center (TC), Mahanpur buildings has been completed and these would be made functional soon. Replying to a question by Mr. Jagdish Raj Spolia, the Minister informed that presently the Trauma Center Mahanpur is functional in PHC Mahanpur as one unit for which 55 additional posts were sanctioned, adding the Trauma Center would be made functional soon in newly constructed building. The Minister said in this regard the requisite equipment has been provided to the hospital and work on doctors’ hostel is apace. He said the construction work on sub-health center Jandrota has been completed and possession is being taken over to operationalize this health institution, adding that the construction work on sub-health center Nagrota Pretha is at final stage and would be completed during this fiscal only. The Minister said that health institutions in the area are functional with the existing manpower besides additional support under NRHM as per sanctioned strength.Mr. Harsh Dev Singh raised a supplementary question and demanded taking up of construction work on Trauma hospital on National Highway besides at identified sites in Ramnagar constituency.

EDITORIAL/ OPINION Make newly created administrative units a reality
T
he recent decision of creating about six hundred new administrative units is of course a welcome decision and will solve the problems of those far-flung areas where people had to foot several miles to bring their problems into the notice of the lower and middle rung officers. In certain areas people living in the hilly regions would reach the concerned officers after three to four days. These administrative units no doubt will save time, money and energy of general masses who will be benefitted to get their problems mitigated near their own places of residence. However these administrative units will need a huge infrastructure and budget. The government has been able to spare only five crore rupees in the first instance which is too meager to start with. It was expected that at least over one hundred crore rupees would be made available in the budget for establishment of these administrative units. The low budget option will only make the task difficult as neither the basic infrastructure can be created nor the staff required in these administrative units can be made available. Earlier the creation of several new districts in the state created similar problems but somehow the government managed to provide the minimum infrastructure and also staff to these districts, mostly on transfer basis. However the new administrative units will require a lot of staff and that staff has to be recruited so that they start their work and the spirit behind the creation of these administrative units is not wasted. The government has to first prioritize the minimum possible funding for these units and can even approach the central government for assistance through different centrally sponsored schemes. The first and foremost thing is to have a place for these administrative units and if the place is not available, even if officials are posted, no work can be done or undertaken. This step is a historic one and its credit goes to the present coalition governments which has still some months to apply its mind for making these units workable and effective. If that is not done the decision will go a waste and it will take several years for the new government to make these administrative establishments a reality.

HLL Life Care Ltd – A Success Story

LL Life Care Ltd, Thiruvananthapuram under the Union Health and Family Welfare Ministry has become one of the largest producers of condoms in the world. HLL’s total annual condom production capacity has now touched 1616 million pieces. Overseas and domestic demand for condoms has grown manifold especially in the wake of the Central government’s launch of free condom distribution in rural districts which is a high-focus area for HLL. The company has started a major drive to augment production capacity in its units. As part of this action plan, the production capacity at its primary production plants in Peroorkada unit has been enhanced from 1,066 to 1,246 million pieces per annum by installing two moulding machines. The company also manufactures condoms at its Belgaum and Hyderabad units, apart from Peroorkada. “Demand in the domestic and the overseas markets are on the rise. We are also on a major expansion drive to cope with the need. In the last three months, we have added a capacity of 120 million pieces. Another round of expansion has also been planned”, said HLL Chairman and Managing Director Dr. M. Ayyappan. “We supplied around 1,040 million condoms to the Health Ministry alone last year. There has been added pressure with the Government launching door-to-door delivery of condoms free of cost to stabilize the population. Besides, a rising awareness among people is also driving demand in the domestic sector. We are looking to bolster production considerably during 2013-14 and remain as one of the world leaders”, he added. The Union Health Ministry has identified 266 high-focus districts in the country to deliver contraceptives at people’s doorsteps with the help of accredited social health activists (AHSAs) as part of efforts at population control. HLL is the main supplier of products for this scheme. As part of its drive to optimise production and minimise wastage, the company has also installed a new vulcanising machine. The new machine would help keep heat distribution at an optimum level resulting in reduction of process wastages and rejections in vulca-
nising section apart from reducing energy consumption. The company also launched trial production of an over-wrapping machine in the packaging section.
Female Condoms, Femidom
Female condoms made their entry into the Indian market through HLL Lifecare Ltd. While sales are slow among urban women, the female condom is being promoted by government bodies and NGOs among sex workers as protection against HIV/AIDS. Dr. M. Ayyappan noted, “Currently, we are manufacturing around three million female condoms and 1,600 million male condoms annually for the Indian and overseas markets. The difference in numbers says it all.” He attributes the reason to conservative mindsets, ignorance about the product and accessibility. Since the Indian market is slow to accept the production, HLL took a decade to make the male condom as popular as it is now. Dr. Ayyappan is confident that the female condom too will begin to make an impact in the right direction in a matter of years. HLL plans to introduce the natural latex based female condom by mid 2013 in the market. The female condom was invented by Dr. Lasse Hessel, a Danish physician in the 1980s. The first generation FC1 female condom was made from polyurethane. First introduced in the market in the nineties, the Femidom or female condom came at a time when people were waking up to the scary reality of AIDS. Condoms are still considered a men’s product. At the global level the female condom was quick to catch people’s attention, thanks to aggressive marketing techniques. This product received mixed reviews from different quarters of the world. Getting used to the idea of wearing a condom, for most women, was not worth the effort. Slowly, in other countries, the Femidom made a difference in the lives of women who did not have a say in their sexual health before the product came into their lives. Women were using it to protect themselves against partners who refused to wear condoms. Most people are still unaware of female condom or do not have access to it. Reports state that the demand though has come from unexpected quarters like developing countries where women felt empowered with
choice to use protection. The next version, FC2, was made from synthetic nitrile at a reduced cost. The World Health organization (WHO) approved the FC2 for purchase by U.N.agencies in developing countries where the Femidom played a strong role in sex education programmes for women. From an acceptability study conducted by Hindustan Latex Family Planning Promotion Trust (HLFPPT) in Andhra Pradesh, Kerala and Maharashtra, it was found that people were open to the idea of using female condom. More than 90,000 female condoms were marketed in Andhra Pradesh through a social marketing programme in 2006. The following year, a similar plan was executed in Andhra Pradesh, Karnataka, Tamil Nadu, Gujarat, Maharashtra and West Bengal. In 2008, National AIDS Control Organization (NACO) decided to make female condom available to sex workers in Andhra Pradesh, Tamil Nadu, Maharashtra and West Bengal. FC2 female condom gives women control and choice over their own sexual health as women can protect themselves when their partner does not want to use a male condom. Women in urban and rural areas in India have not started using Femidom to complement already existing family planning and HIV/AIDS programming. HLL has its female condom assembling facility at Cochin Special Economic Zone (CSE), Kakkanad. “Currently the annual capacity of Kochi factory is 7.5 million pieces. We will be adding another 25 million by the end of this year. Apart from supplying female condoms to national programmes under the ministry of health and family welfare, we also export female condoms to be South Asian Association of Regional Co-operation (SAARC) markets”, said Dr. M. Ayyappan. “Female condoms have the potential to revolutionize safer sex for diverse populations. They are also the only women - initiated method available today that offers dual protection from unintended pregnancy and sexually transmitted infections including HIV”, Dr. Ayyappan explained. Global female condom day is being observed on September 12 every year. HLL produces female condom under the brand name “Velvet”.
Border Roads Organisation: Best under Extremes
T
he Border Roads Organisation was conceived and raised in March 1960 by Pandit Jawaharlal Nehru, the great visionary and the first Prime Minister of India. This was done with the aim of coordinating the speedy development of a network of roads in the North and the North-Eastern Border regions of the country . The team, a fine blend of officers from Indian Army and General Reserve Engineer Force (GREF), is headed by a Lt Gen from the Indian Army. During the last 52 years this organisation has served the country, braving inhospitable and rugged terrain, adverse climate, inclement environmental conditions and insurgency. Till date, BRO has constructed approximately 50500 Km of roads, 430 major permanent bridges of 42,000 m length and 19 airfields in difficult and remote areas of the country where no other construction agency dared to venture. At present BRO is working on numerous roads, which include new construction, as well as improvement from single lane to double lane. BRO is maintaining approximately 22,500 Km of roads. In addition, the Organisation carries out snow clearance on 95 roads (3,000 Km) every year to ensure connectivity of border regions to the rest of the country. The progress is 3298 Mtrs upto Feb 2013 amidst geological surprises.
Digaru Bridge The Raksha Rajya Mantri and Chairman, Border Roads Development Board Dr MM Pallam Raju inaugurated the 720 m, longest departmentally constructed Digaru Bridge by Project Udayak of BRO on 09 Apr 2012 in Lohit District in presence of Lt Gen S Ravi Shankar, PVSM, VSM, EX DGBR, and other civil and military dignitaries. The inauguration of Digaru Bridge (720 meter) established connectivity between Lohit and Dibang valley with Arunachal Pradesh which fulfilled the long pending demand of local population as well as Army authorities.
Simen Bridge The Raksha Rajya Mantri and Chairman, Border Roads Development Board Dr MM Pallam
Raju inaugurated a 480 m length bridge built across river Simen on Akajan-Jonai-Pasighat road (NH 52) in Arunachal Pradesh on 04 Jul 2012 in presence of DGBR and various Civil and Military officials. The opening of bridge, of National Highway Double Lane specifications, will usher in a new era of development for the civil population, Army and Paramilitary Forces and a host of other agencies working for infrastructure development of the region.
Basohli Bridge The foundation stone of the bridge was laid by the Chairperson of National Advisory Council, Mrs Sonia Gandhi. The progress on the bridge is as per schedule.
Z-Morh Tunnel The foundation stone of Z-Morh Tunnel was laid by Dr. CP Joshi, Union Minister of Road, Transport & Highways and Shri Rahul Gandhi, Member of Parliament, at Sonamarg (J&K) on 04 Oct 2012. Srinagar-Kargil-Leh Highway is an important road link between Kashmir valley and Ladakh region. It was felt essential to construct a tunnel at Z-Morh to open the Sonamarg Valley and Zojila for further providing all weather connectivity from Srinagar to Leh. Construction of the Z-Morh tunnel is now being taken up which would make Sonamarg an all weather tourist destination thereby giving a boost to the economy of the region.
