Noida, Oct 31: A Kashmiri student studying in Shardah University Noida died when he was returning to hostel after attending the class.

Noida police said that student died due to sudden cardiac arrest.

According to reports, Asif Yousuf Teli resident of Cheyan Devsar of North Kashmir’s Kulgam town collapsed in College premises after he suffered massive heart attack. He was rushed to nearby hospital by University management and Kashmiri students, however, doctors declared him brought dead.

Confirming the death of Asif, his uncle Muhammad Ismayil told CNS that Devsar police informed the family about the unfortunate incident after receiving a call from Noida police.

“Asif was a BCA student and he died naturally,” he said.

Noida police official said that post mortem report reveals that Asif died due to attack.

Kashmiri student dies in Shardah University

Bear shot dead after attacking a person Sopore, Oct 31: Army and police jointly shot dead a ferocious bear after he attacked an elderly person in North Kashmir’s Sopore town.

Eyewitnesses told CNS that Habibullah Malla son of Abdul Gafar resident of Haritara Sopore was on its way towards willow nursery when a ferocious bear attacked him and wounded him critically.

The bear left him in a pool of blood mauling his face including eyes.

He was rushed to Sopore hospital where doctors referred him to SMHS Hospital Srinagar.

Immediately after the incident, police and Army cordoned off the Nursery loacated at Rathhaigam, and shot dead the bear.

No NC leader from Vijaypur joined PDP: NC Jammu, Oct 31: Taking pity over the excitement of People’s Democratic Party for having a so-called prominent NC leader of Vijaypur in its fold, a spokesman of Jammu and Kashmir National Conference today said that sagacity demanded that they should have verified the facts before going public and become subject of ridicule.

“We don’t have any leader or worker named Dr Harmesh Singh Slathia in our cadre at Vijaypur”, the spokesman said, adding that after verifying the details from the party unit of the area, it has emerged that the person who PDP claim to be a National Conference leader or prominent workers is actually a Veternary Assistant who has recently superannuated from the government service, a statement received by Kashmir News Service has said. The said person is not even a doctor as claimed, he said adding that this depicts how the top PDP leadership, even its patron, has been taken for a ride for some impersonator.

150 ceasefire violations by Pak in one year Despite flag meeting violations continue unabated By our special correspondent Srinagar Oct 31:The frequent violations of ceasefire on the line of control and international borders have created havoc in the lives of the people living along side the international borders and line of control. The people of many areas have been forced to temporarily migrate to safer places leaving behind their belongings. This firing has become intense during the last five months and from Samba to Uri it has left several people including army and BSF jawans killed and injured. In the beginning of this year a brigadier and two soldiers were injured when Pakistani troops opened fire on Indian positions in Tutmari Gali sector in Jammu division. On 7th of June a junior commissioned officer was killed in firing in Poonch sector while on 19th of June

in the firing some jawans were injured.

The firing incidents continued unabated and till 28th of October two jawans were killed and 18 injured in the Uri sector where Pakistani troops targeted beempost on the intervening night of 27th and 28th October. The retaliation of the firing also claimed the life of some troopers in Pakistan including a captain. Though the hostilities between the two countries continued and even the leadership of India and Pakistan issued hard hitting statements, no effort was practically made to get the situation deescalated till the two Prime ministers had a meeting on the side lines of UNO annual meet in New York. Srinagar Master Plan Violation

High Court directs Govt on proposed action against SMC officers Srinagar, Oct 31: The Jammu and Kashmir High Court on Thursday asked the state government to file a report on basics of its policy decision vis-à-vis violations in Srinagar Master Plan and a separate report on its proposed action against officers of Srinagar Municipal Corporation (SMC) who have allegedly facilitated these violations.

Although the advocate general of Jammu and Kashmir Mohammad Ishaq Qadri had sought two months time, but the Court gave a week’s period to the state government to come with its reports, said Kashmir News Service Correspondent.

Zahid died of drowning Srinagar, October 31: Srinagar police submitted the conclusive report of Zahid Iqbal case to the Hon’ble court. Zahid Iqbal of Padshahi Bagh, Srinagar whose body was fished out from river Jehlum on 26th August had died of drowning while his friend was booked for concealing his belongings for person use.

Giving details of the case the District Police Authorities stated that Srinagar police fished out a body of a missing person Zahid Iqbal Bhat son of Mohammad Iqbal resident of Padshi Bagh, Srinagar from river Jhelum

on 26th August, 2013.

Srinagar police initiated inquest proceedings under section 174 CrPC to ascertain the cause of the death.

After conducting Post Mortem of the deceased body was handed over to his legal heirs for last rites.

During the investigation of the case, some friends of the deceased were called for questioning. Search of the cell phone and SIM Card was made through surveillance unit Raj Bagh, during which it came to surface that cell phone is being used by a lady resident of Soura, Srinagar. She was called for questioning. During questioning she stated that the said cell phone was given by her by her nephew namely Ruhail Gowhar Sofi son of Mohammad Sidiq Sofi resident of Padshahi Bagh. The Ruhail Gowhar was called to police station for questioning during questioning he

disclosed that the deceased was his friend and neighbor. On 25.08.2013 after Friday prayer both went towards river Jehlum, where deceased went for bathing in the river while he went to other side for smoking. When he came he found the cloths of the deceased on river bank. Before going for bathing the deceased had handover watch and cell phone to Ruhal Gowher. On his return he did not seen the deceased at bathing place he was afraid and left the place.

Subsequently police seized the cell phone and wristwatch. Later on postmortem report was also obtained from the concerned quarters, “which shows that the death of deceased was caused due to drowning “.

Srinagar police arrests impersonator of Shah Faisal Srinagar, October 31: Srinagar arrested an impersonator who called senior officers as Dr. Shah Faisal for getting favours.

Srinagar police had received information that from the last two months some officers of the state were receiving calls from a mobile number and the caller used to reveal his identity as Dr. Shah Faisal and is asking for some favours from them.

A case FIR number 210/2013 under section 66 IT Act was registered in police station Saddar and the investigation was started. Khan terms it as a political vendetta Srinagar, Oct 31: The authorities have withdrawn security cover of Ghulam Hassan Khan, former minister and senior Congress leader from his Shopian residence.

Talking to Kashmir News Service, Khan termed the decision unfortunate and a ‘reward’ for speaking truth about the recent firing incident that took place at Gagran in Shopian resulting into the death of four youth.

“I had said that the youths killed in the incident were civilians. I think, this is the sin I committed that the authorities have withdrawn my security cover,” Khan told Kashmir News Service.

Hurriyat (M) to challenge HC judgment on usage of pepper gas, pellet guns Srinagar, Oct 31: A day after the Jammu and Kashmir High Court declined to accept prayers of Mirwaiz Umar Farooq who through his Public Interest Litigation (PIL) had sought ban on the usage of pepper gas and pellet guns in Kashmir, the Hurriyat (M) today said that it will file a review petition against the High Court judgment in coming days.

“The legal cell of the APHC is exploring provisions of a review petition or filing an appeal against the High Court’s judgment in a few days,” said Mirwaiz Umar Farooq, chairman Hurriyat Conference (M) while talking to Kashmir

News Service.

Pertinently, on Tuesday, the High Court besides Mirwaiz’s petition had dismissed all the connected petitions on the same subjects.

In its judgment, the Court had said the petitioners had oblique motive in their petition which was moved half heartedly before the Court.

The Court has said that the prayers in the petition cannot be accepted in view of the law laid down by the Supreme Court and their own observations.

soldiers at borders has only added salt to the injury. If the present trend continues the things may slip out of the hands of both the countries leading to more hostilities and bringing only destruction to the people. So far according to official sources over 150 ceasefire violations from Pakistan have taken place in last one year alone. These incidents claimed five lives of the soldiers from both the sides besides leaving several troopers injured. One hopes that keeping in view the overall destruction by the incidents of firing sanity will prevail on both the sides so that all outstanding issues including the Kashmir issue are addressed and solved in a friendly and cordial atmosphere without the interference of any third party.

As US has already refused to mediate and other powers have conveyed the same sentiments before, it is imperative for the two countries to settle their problems themselves amicably and peacefully.

J&K SPCB conducts public hearing for Kiru Hydroelectric Project KISHTWAR, OCTOBER 31 - A public hearing for environmental clearance of 660MW Kiru Hydroelectric Project was organized by J&K State Pollution Control Board at village Kiru, District Kishtwar.A large number of people, members of various NGOs and locals from various villages including Piyas, Galhar Bhata, Chhichha, etc participated in the programme. . Sajjad Mufti, Regional Director, J&K State Pollution Control Board, Jammu explained the importance of conducting of public hearing as per Ministry of Environment & Forests, Govt. of India notification.

droelectric Projects, Chenab Valley Power Projects (CVPP) Ltd. gave a detailed account of the importance of development of hydroelectric power, being environmentally clean power as compared to other conventional sources of power.

He also explained importance of the proposed project with respect to the existing power deficit and also its potential to boost the socio-economic development of the region.

Prof. Anil. K. Raina, Environment Consultant, provided detailed description of the environmental impacts associated with the establishment of proposed project and elaborated on the management plan devised for proper mitigation of such impacts. He also presented the details of rehabilitation and resettlement plan prepared for the project affected families.

He also stated that the recent investigations carried out by various researchers indicate that there has been no co-relation between impact of reservoirs and seismicity/earthquakes the hydroelectric projects on river Chenab and the recent earthquakes in the region. The land use details of the project were presented by consultant of CVPP Khursheed Ahmad Bhat (Deputy Commissioner, Retd.).

Later, Sanjay Rathore, District Officer, J&K SPCB sought public opinion regarding the project.The representatives of public including Sarpanches, Naib Sarpanches and Panches of the affected villages and project affected persons put forth their queries regarding various aspects of the proposed project especially with respect to rehabilitation package and employment opportunities besides the measures for overall development of the area.

Chib, Additional DDC, Kishtwar, who presided over the function, informed that the district administration has the requisite expertise in implementation of resettlement and rehabilitation programmes and assured the public that the same shall be implemented as per prevailing norms. CS visits Budgam Meets Civil Society, Reviews Development progress, Muharram preparations BUDGAM, OCTOBER 31: Continuing with the tour of Kashmir division, Chief Secretary, Mohammad Iqbal Khandey along with Divisional commissioner, Thursday visited District Budgam and held a high level meeting of officers to review status of developmental progress.

Chief Secretary also met many deputations representing all tehsils of District Budgam. The deputations highlighted various demands including the need for electric sub stations and receiving stations in Sebdan, provision of budget accommodation for devotees visiting Chrar-e- Shareef, Macadamization of link roads in Beerwah and Khaag, settling of pending land compensation cases, construction of accommodation facilities for doctors of sub district hospital, expansion of sub district hospital and action against conversion of agricultural land for commercial purpose and closure of illegal brick kilns.

While apprising the Chief Secretary about the status of developmental progress in the district, Deputy Commissioner Budgam, Mr Khurshid Ahmed Shah highlighted the progress of important sectors made under the district plan, centrally sponsored schemes, besides presented the latest supply and stock position of essential commodities, action plan for snow clearance and matters pertaining to electoral rolls in the district.

The meeting was informed that about 67 lakh rupees have been utilized under MGNREGA besides three major road projects viz Humhama-RaithanArizal, Natipora-Newa-Pulwama and Bhagi Mehtab-Chrar-i- Sharif road have been completed. All the three revenue complexes in Budgam, Khansahab and Khaag each are near completion and six Sub District Hospitals are under various stages of construction at Chadura, Pakharpora, Magam, Nagam, Kremshore and Chrar-i-Sharief.

Deputy Commissioner also gave brief account on the disposal of applications under Right to Information Act and Public Service Guarantee Act. Matters pertaining to two proposed bye-pass roads, one which shall connecting railway road to district office area of Karipora bypassing the main bus stand Budgam and Zoorigund-Qazibagh bye pass were also taken up during the review meetings.

Chief Secretary stressed for operating government schools from government owned buildings and not from any rented accommodation and directed Deputy Commissioner and Director School Education to take necessary steps in this regard. He also directed the revenue officers of the district to ensure that new voters are registered and deceased voters deleted on priority from electoral rolls.

Later in the meeting various Muharram related preparations were also reviewed to ensure all possible facilities to the people and smooth conduct of Muharram processions in the District.

Power shutdown from November 3, 4, 17, 19 & 24 SRINAGAR, SEPTEMBER 30: According to Power Controller, Power Development Department, Kashmir, in order to carry out branch cuttings and stabilizations of 33 KV lines, power supply from the 33 KV Badampora-Duderhama, Kangan-Kangan line, Kangan-Wussan line shall be affected on November 03, 2013. The 33 KV lines of Badampora-Kurhama and Nihalpora-Markundal shall be affected on November 04, 2013.Meanwhile 33 KV Badampora-Bandipora (HCC line), Nihalpora-Markundal and Kangan Surfraw lines shall be affected on November 17, 2013 and 33 KV Surfraw-Gagangeer, Bandipora-Watlab, Shadipora-HMT, besides Habak-Ganderbal lines shall be affected on November 19, 2013, while HabakGanderbal lines shall be affected onNovember 24, 2013.The power shutdown shall be affected from 09 a.m. to 05 p.m. in these 33 KV lines.

In pursuance to the selection made by the Selection Committee, the candidates figuring in "Annexure A" to this order are engaged as Gram Rozgar Sahayaks in Panchayat Halqas shown against each in Block Lar , Block Wakoora and in Panchayat Halqa Chettergull C of Block Kangan of District Ganderbal under MGNREGA on contractual basis, besides, "Annexure B" of the order is of the candidates who are figuring in waiting list. The engagement of the candidates shall be subject to the fulfillment of following terms/ conditions:1. That the engagee will have to join in the concerned Block Development Office/Programme Officer within a period of 15 days from the time of issuance of this order. In case the candidate does not join within the prescribed time, the candidate next in merit within the concerned Panchayat Halqa will be considered for engagement.

2. That the Gram Rozgar Sahayak shall be paid a consolidated sum of Rs.4500/= per month.

3. That the arrangement shall be purely on contractual basis for a period of one year and linked inextricably to the availability of the funds under Management Cost of MGNREGA and shall be co-terminious with the scheme.

4. That the remuneration shall be on consolidated basis for a period of one year or till the time the funds under the scheme are available whichever is earlier.

5. That the! arrangement can be dispensed with before the expiry of the period of the contract in case of unsatisfactory performance of the engagee. The performance of the engagee shall be monitored by the Block Development Officer concerned and his performance report to be submitted to the District Programme Coordinator MGNREGA on monthly basis.

6. That the arrangement shall be extensible further on satisfactory performance of the Gram Rozgar Sahayak.

7. That the engagee shall have no substantive or superior claim for his absorption in the Department.

8. That the engagee shall have no right to claim for permanent absorption in the Department.

9. That the disbursement of wages to the Gram Rozgar Sahayaks shall be only made after CID verification/clearance is received by the Block Development Officer /Programme Officer concerned and the qualification as well as marks certificates are not got verified from the concerned institutions. In case adverse report either for qualification/marks certificates or regarding the CID verification, the appointment of the concerned will be cancelled/ terminated forthwith.

10. That the Block Development Officer/Programme Officer shall allow the Gram Rozgar Sahayaks to join only on the production of original order copy and after production of following testimonials in original.

A. Permanent Residence Certificate B. Qualification Certificate of each examination passed. C. Marks Certificate of each examination passed.

D. Date of Birth certificate E. Degree/Diploma certificates 11. The Block Development Officer shall assign the job to the selected candidates as per the guidelines of the MGNREGA scheme.

Sealed tenders are invited on behalf of District Rural Health Society, Baramulla for hiring 20 Nos of vehicles under RBSK (NRHM) (2 each for 10 Medical blocks viz Sheeri, Sopore, Rafiabad, Rohama, Uri, Kreeri, Pattan, Kunzer, Tangmarg, and Boniyar (District Baramulla) from registered interested parties. The registered interested parties will submit the sealed tenders affixed with revenue stamp of Rs. 5/= on the sealed envelope. The sealed tenders should reach in the office of Chief Medical Officer Baramulla by or before 08/11/2013 up to 4 PM. The terms and conditions for submitting the tender is given hereunder: 1. The type of vehicle required for running the programme is Scorpio / Innova/Tata Sumo/Taveera Indica etc.

2. The vehicle must be of the model of not below than 2009 model and should be excellent in running condition.

3. The vehicle shall be hired on monthly basis and shall be stationed at Block Headquarter of the concerned Block.

4. The interested parties shall quote rates for hiring on monthly basis (minimum running of 80 Kms per day) shall be included in the quotation and per Km rate should be quoted for extra mileage if any during the day.

5. The mileage of vehicle per Kilometre should not be less than 09 kilometres per litre Diesel.

6. The movement shall be in any part, of the J&K State.

7. In case of night haltage outside the District, special DA @ Rs. 150/= shall be paid to the driver to be included in the monthly.

8. The rates shall be applicable for one year.

9. The tender should accompany CDR of Rs. 1.44 Lacs pledged to Chairman DRHS Baramulla which shall be released to the successful tenderer after completion of rate contract i.e 12 months after finalization of rates.

10. Payment for use of vehicle shall be released on production of bills (duly attested by the touring officers/concerned BMO) along with the copy of log book duly certified by the touring officer.

11. The preference shall be given to the interested parties/ lower tenderer belonging from concerned Medical Block.

SRINAGAR, OCTOBER 31: Minister of State for PHE, Irrigation and Flood Control, Mr. Nazir Ahmad Gurezi today said that unprovoked firing from Pakistan Rangers across the Line of Control has been the cause of instability and problems being faced by the people living across the border. He said this has also affected their day today activities besides, creating bottlenecks in processing the Indo-Pak peace talks.

Mr. Gurezi said that the matter needs to be taken by the concerned authorities so that the tension is eased across the border and people live tension free life.

ith the onset of winter season, the people of the valley are confronted with numerous problems in day to day life. The power supply is playing hide and seek, the gas shortage is becoming worse, the drinking water scarcity is a normal phenomenon and the people particularly the lower middle class and the poor are being crushed by the rising prices black marketing and hoarding by vested interests. It is because of this that people are loosing patience and are coming on the streets to protest against government apathy in mitigating their problems. After the annual durbar move from Srinagar to Jammu, the power supply has become very erratic and urban as well as rural areas are facing acute shortage of electricity.

Same is the case with the supply of domestic gas which has already been limited to nine cylinders a year though the same is available on higher rates in black market. The road connectivity of the valley with other parts of the country is limited to national highway only which has become a life line for Kashmir. When this national highway gets blocked in the winter season suddenly it becomes a famine like situation in Kashmir where hoarders and black marketers start looting the people and suck their blood by sky rocketing prices. Though a minister is available in the winter secretariat during winter but his stay is more a formality than the deliverance of any service to the people. He is handicapped in every sphere as he cannot get the power supply improved; he cannot be of any use to get rid of soaring prices and cannot help in any way to stabilize the drinking water supply. If the government wants to overcome these problems then they should devise a long term mechanism which can effectively help in mitigating these giant problems faced by the people. Though there are refilling stations for domestic gas in the valley but their capacity is not sufficient enough to suffice the needs of general public.

Similarly the electricity supply too is not according to the requirements hence the darkness engulfs urban as well as rural areas every day and there is no end to it.

unique initiative of the Ministry of Health and Family Welfare, the Janani Shishu Suraksha Karyakram (JSSK), launched on June 1, 2011, has placed for the first time utmost emphasis on “ENTITLEMENTS”. The idea is to eliminate out-of-pocket expenses for both pregnant women and sick neonates. The initiative entitles all pregnant women delivering in public health institutions to absolutely free and No-Expense delivery, including caesarean operation. All expenses related to delivery in a public institution are borne entirely by the government and no user charges are levied.

A pregnant woman is entitled to free transport from home to the government health facility, between facilities, in case she is referred on account of complications, and also drop-back home after 48 hours of delivery.

WHY JSSK? Various complications during pregnancy like haemorrhage, infection, high blood pressure, unsafe deliveries and so on may result in maternal and infant mortality. While India has made considerable progress in reduction of Maternal Mortality Ratio (MMR) and Infant Mortality Rate (IMR), but the pace at which these health indicators are declining needs acceleration. The number of institutional deliveries has increased significantly, after the launch of Janani Suraksha Yojna (JSY) in the year 2005 but many of those who opted for institutional deliveries were not willing to stay for 48 hrs, hampering the provision of essential services both to the mother and neonate. The first 48 hours after delivery are critical as some complications might develop during this period.

Access to mother and child health care services was also hindered by High out of pocket expenses on User charges for OPD, drugs and consumables, Diagnostic tests etc. Also in some cases such as severe Anaemia or emergencies required Blood Transfusion which increased immediate expenses. And if there was a caesarean case, the expenses would become still higher. Entitlements for Pregnant Women Under JSSK, free Institutional Delivery services (including Caesarean operation) are provided in government health facilities. Also, medicines including supplements such as Iron Folic Acid are to be given free of cost to pregnant women.

Further, pregnant women are entitled to both essential and desirable investi-

gations like Blood, Urine tests and Ultra-Sonography etc. Furthermore, they are to be provided with free Diet during their stay in the health institutions (up to 3 days for normal deIivery & 7days for caesarean section).Not only this, there is a provision of free bIood transfusion if the need arises.

A significant number of maternal and neonatal deaths can be saved by providing timely referral transport facility to the pregnant women. Pregnant women are entitled to free transport from home to health centre, referral to higher facility in case of need and drop back from the facility to home.

So, JSSK has been launched, to ensure that each and every pregnant woman and sick neonates upto 1 month gets

Besides, under JSSK there is exemption from all kinds of User Charges including OPD fees and admission charges.

Entitlements for Sick Newborn Free treatment is also provided to the sick Newborn upto 30 days after birth and all drugs and consumables required are provided free of cost. As in the case of the mother, the new born too is provided with free diagnostic services and there is a provision of free blood transfusion if the need arises. The facility of free transport from home to health institutions and back is also available.

Implementation of JSSK For implementation of JSSK, a government order on entitlements is issued at the state level and a State Nodal Officer is nominated. The state government takes necessary steps and ensures that all services, the beneficiaries are entitled to are provided.

Equal importance is given to dissemination of entitlements in the public domain. These are to be prominently displayed on hoardings and boards in all Government facilities so that they are visible from a distance. In fact, there is an Information, Education Communication component under NRHM which is utilized for this purpose.

Grievance Redressal Every health facility should prominently display the names, addresses, emails, telephones, mobiles and fax numbers of grievance redressal authorities at health facility level, district level and state level. Some states have set up help desks and suggestion/complaint boxes at government health facilities. It is also required to keep fixed hours (at least 1 hour) on any two working days per week, in all the healthy facilities for meeting the complainants and redressing their grievances related to free entitlements.

At the National Level, the Maternal Health Division of the Ministry of Health and Family Welfare has brought out guidelines for JSSK. However, the actual implementation of the scheme hinges on the proactive role played by state governments. The degree to which the scheme is successful would be determined by the extent to which the programme implementation is carried out by the State functionaries.

The Widening Concept of Literacy in India S

ix decades back a resurgent India embarked on a programme of national development with great enthusiasm. Realizing that literacy is a powerful tool of development and a lever of change to achieve social progress the government resolved to make India fully literate within a decade when it became a republic nation in 1950.It made a promise to its citizens by a declaration under article 45 of the constitution that The State shall endeavour to provide over a period of ten years of the commencement of the constitution free and compulsory education for all children until they complete the age of fourteen years.

Since then determined efforts are being made towards the achievement of the Directive Principle - new schools were opened and a massive enrolment programme was undertaken to bring children to school.

Literacy at this time meant the same as the first internationally agreed upon definition given by the UNESCO Recommendation of 1958. It observed that “a literate person is one who can, with understanding, both read and write a short simple statement on his or her every day life’. This definition also includes arithmetic skills(numeracy). Hence for all practical purposes education for most meant attaining the three R’s-reading, writing and arithmetic-skills.

Education till 1976 had been essentially the responsibility of the States. This meant the availability of facilities and resources for education was dependent not on the commitment of the nation as a whole but upon the vicissitudes of the resources allotted by States for education. Though the States showed all round increment in enrolment, they presented a scenario that had wide disparities among the sexes, sections and states. The performance across different levels of education in the various States and Union Territories was also not uniform. What was more worrying was that growth rate in elementary education after an initial spurt, started a tendency to taper off. The drop out rate in schools became high and the drop outs lapsed into illiteracy adding to the mass of illiterates

in the country.

While this was the state of affairs within the organized school system those who had entered the work force particularly in the productive age group 15-35 had no chance of becoming literate as there was no non-formal or adult education available. This general apathy towards education, irrelevance of educational content to the needs of the learner, and lack of

beyond the rudimentary literacy training consisting merely in the teaching of reading and writing.

Agreeing totally with this definition the Education Commission(1964-1966) appointed under the Chairmanship of D.S.Kothari observed “ we do not equate literacy with mere ability to read and write” literacy if it is to be worthwhile must be functional. A functionally liter-

However the general formulations in the 1968 policy did not get translated into a detailed strategy of implementation for various reasons. As a result the earlier mentioned problems of wastage, stagnation, access, quality, and finance accumulated over the years assumed such massive proportions that they had to be tackled with utmost urgency. Accordingly a new policy on education was enunciated in 1986 where in the emphasis shifted from enrolment per se to enrolment as well as retention.

Despite differences in rituals and beliefs among the world's major religions, spirituality often enhances individuals' health, according to University of Missouri researchers.

The MU researchers believe that health care providers could take advantage of this correlation between health - particularly mental health - and spirituality by tailoring treatments and rehabilitation programs to accommodate an individual's spiritual inclinations.

Manmohan Singh had then said, “I am proud and happy that I belong to a political party (Congress) to which Sardar Patel was attached.”

Today, taking on the Prime Minister, Modi said, “I am thankful to the PM that he called the Sardar a true secular leader. Sardar was a true secular leader who rebuilt the Somnath temple but his secularism did not stop him from constructing the temple. Today the country needs Sardar Patel’s secularism and not the secularism of vote-bank politics. Sardar Patel united the princely states of all the communities, societies, languages and never tried to divide them on any count. India should boycott it to register protest over the alleged war crimes against Tamils in Sri Lanka.

In a sharp reaction to reports in a section of the press that Singh was likely to attend the meet, DMK chief M Karunanidhi said people of Tamil Nadu expect that there should not even be a symbolic participation from India at CHOGM. “When we say India should not participate, even a speck of rust should not be present at the meet,” he told reporters here, spelling out his party’s tough stand on the issue.

The 90-year-old DMK patriarch also cautioned the Congress that if the Prime Minister participates, “his party has to face the consequences.”

Karunanidhi sought to remind that Congress legislators in Tamil Nadu have

supported the unanimous resolution passed by the state Assembly, demanding that India boycott CHOGM and noted, “Those who sow, will reap it also.”

Asked about rumours that Congress leader and Shipping Minister G K Vasan was mulling resignation from the Ministry over the issue, Karunanidhi said he was not aware of it and can reply only after receiving proper communication.

Congress had aligned with the DMK in Tamil Nadu for the last two Lok Sabha elections since 2004.

IAS officers should’t take verbal orders from political bosses: SC The Supreme Court on Thursday said bureaucrats will no more take oral orders from their political bosses, as it sought an end to frequent transfers and suggested a fixed tenure to protect them from political interference.

The judgment comes close on the heels of controversies surrounding alleged persecution of Uttar Pradesh IAS officer Durga Shakti Nagpal and Senior Haryana cadre IAS officer Ashok Khemka.Suggesting sweeping reforms in the functioning of bureaucracy, a bench headed by Justice K S Radhakrishnan said Parliament must enact a law to regulate postings, transfers and disciplinary action against bureaucrats.

Holding that much of the deterioration in bureaucracy is because of political interference, it said that civil servants should not act on verbal orders given by political executives and all actions must be taken by them on the basis of written communication.

The bench, also comprising justice P C Ghose, said giving a fixed minimum tenure to a civil servant will not only promote professionalism and efficiency, but also good governance.

It asked the Centre and all state governments along with union territories to issue directions within three months for providing fixed tenure to civil servants.The bench ordered the constitution of the Civil Services Board at the Centre and state-levels.

The apex court passed the verdict on a PIL filed by 83 retired bureaucrats, including former cabinet secretary T S R Subramanian seeking its directions for insulating bureaucracy from political interference.The petitioners also include former Indian ambassador to the US Abid Hussain, former Chief Election Commissioner N Gopalaswami, former Election Commissioner T S Krishna Murthy, former IPS officer Ved Prakash Marwah, and former CBI directors Joginder Singh and D R Kaarthikeyan.

“This is a landmark judgement. Public servants are not private servants,” said Subramanian.“Today faith in our Constitution has been reaffirmed...our faith in the strength of democracy has been reaffirmed because the highest court of the land has recognised the problems,” he said, adding “malgovernance affected people and quality of

Jharkhand high court on Thursday rejected the bail petition of Rashtriya Janata Dal (RJD) leader Lalu Prasad convicted in a 17-year-old fodder scam case.

Prasad is serving a five-year sentence at the Birsa Munda Central Jail in Ranchi in the case.

On Wednesday, the court had reserved its order on the bail petition moved by the former Bihar chief minister.The court, however, had granted provisional bail to another former Bihar chief minister Jagannath Mishra on October 25.Prasad and 44 others, including Mishra, were convicted by a CBI court on September 30, in a fodder scam case involving fraudulent withdrawal of Rs. 37.70 crore from Chaibasa Treasury during 1994-1995.

Prasad was the chief minister of undivided Bihar during the period.
