Body of drowned boy retrieved Srinagar, September 10: The body of a drowned boy was retrieved by Budgam police from the Nallah. The boy was drowned amidst cloud burst and hail storm on 8th September. 8 year old boy Irfan Ahmad Dar son of Abdul Salam Dar resident of Aarina, was drowned in Nallah Migund, amidst cloud burst and hail storm on 8th September, 2013 in the jurisdiction of Police Station Budgam. The body of the drowned boy was fished out and handed over to his relatives for last rites.
LC Panel inspects City Hospitals Srinagar, September 10: LC Panel Committee DRSC-II of Jammu and Kashmir Legislative Council under the Chairmanship Mr. Vijay Bakaya accompanied by Dharambir Singh Oberoi, Ravinder Sharma, and Jahangir Hussain Mir, Tuesday visited G.B. Pant Hospital and LD Hospital Srinagar and inspected various units and facilities for the patients. The Committee inspected various sections of the G.B Pant Hospital including Rehydration ward, ICU Units, Nutrition Rehabilitation Centre, Labs, Blood Bank and took stock of the latest lifesaving equipment installed in the Hospital. The Committee members also interacted with the patients and their attendants. Later, the committee convened a meeting to review the functioning of the Hospital and gave their valuable suggestions for its further improvement. The Committee also visited LD Hospital Srinagar and took stock of the ongoing construction work on additional block of the Hospital. The Superintendent of LD Hospital said that new block constructed at an estimated cost of Rs. 31 crore will be fully ready and operational by October this year. Commissioner Secretary, H&ME and Senior Doctors and officers of Council Secretariat accompanied the Committee.

a strong case for transfer of 500 MW Dulhasti-II HEP from NHPC to Joint Venture mode to make the State equal partner in the project. The Task Force accepted the demand of the Chief Minister and agreed to allot Dulhasti-II HEP in Joint Venture mode. The Task Force also agreed to put clearance 1000 MW Pakaldul on fast track and speeding up the work on Srinagar-Leh Transmission Line besides a special electrification programme for the villages existing on LOC for which the Chief Minister advocated strongly and explained the need for taking urgent steps in this direction. Stating that a turn-around in the economy of Jammu and Kashmir cannot happen without turn-around in power sector, the Chief Minister sought close cooperation between the Centre and the State Governments in helping Jammu and Kashmir to produce 9000 MWs of power. Omar Abdullah said that as a part of the effort, 1000 MWs Pakuldul HEP being implemented through ‘Chenab Valley Joint Venture Company’ needs to be extended Rs. 1300 crore as equity to be contributed by Jammu and Kashmir State Power Development Corporation (JKSPDC) for the project being a component of Prime Minister’s Reconstruction Programme (PMRP). He also sought Rs. 2500 crore as sub-ordinate loan for enhancing viability of the project. He urged early clearance of the Government of India for the two more HEPs of 600 MWs Kiru and 520 MWs Kawar and sought special Central assistance of Rs. 1000 crores for execution of Baglihar HEPII. He also urged for speedy appraisal of the DPR for 1850 MWs Sawalkote HEP by the Central Electricity Authority (CEA) to facilitate execution of the project. “State has been able to harness 4 small HEPs of 42.5 MWs. Our DPRs and Clearance are ready in some projects and we have put in place a definite framework for development of these projects. The framework includes MoU route for CPSUs, IPP on BOOT, JV route and wholly owned State sector”, he said adding that the revised State Hydel Policy has been made operational in 2011. “The new projects being launched in the State include 450 MW Baglihar-II, 1850 MW Sawalkote, 390 MW Karthai-I, 930 MW Karthai-II, 48 MW Kalnai, 93 MW New Ganderbal, 37.5 MW Parnai, 600 MW Kiru, 520 MW Kawar, 330 MW Kishanganga, 850 MW Ratle, 1000 MW Pakuldul, 280 MW Ujh and 1020 MW Burser HEP”, he said and underlined the need for adequate and support from the Government of India to enable the State to realize these goals. Expressing pleasure over the implementation of Phase-II of RGGVY by the Union Government, the Chief Minister advocated special dispensation to Jammu and Kashmir for lowering the population criteria of 100 souls per hamlet to 50 souls so that RGGVY Phase-II is extended to people living in hilly and remote areas in the State. He said under the RGGVY-I 14 projects are under implementation in the State and as against 239 un-electrified villages 187 have been electrified and as against the target of covering 3525 partially electrified villages, intensive electrification in 2962 villages has been achieved and 5140 un-electrified hamlets have also been covered as against the target of covering 6572 partially electrified and unelectrified hamlets. Omar Abdullah said that R-APDRP is under implementation in 30 towns of Jammu and Kashmir State and implementation of Part-B of the scheme is commencing soon. He said the work under Part-A is in progress. He expressed gratitude to Union Government for considering addition of 10 more towns under the scheme, expressing hope that the scheme will be further expended to all 283 towns with the population of 4000 souls. The Chief Minister thanked the Prime Minister and the Union Power Ministry for allocating 150 MWs from unallocated quota to mitigate power shortage in the State. He also expressed gratitude to Union Government for sanctioning a Coal Block which has been a long pending demand of the State. Highlighting the importance of adequate and compatible transmission network for evacuation of power, the Chief Minister underscored the need for developing a comprehensive and integrated transmission network instead of laying individual dedicated power lines. He also made a point for construction of pooling station of 765 KV level in the area so that upcoming projects can conveniently evacuate power to any part of the Country. He said 1850 MW power generation coming up in Ladakh region cannot be harnessed unless Srinagar-Kargil-Leh Transmission Line of adequate capacity is executed on priority. He stressed on speeding up the work on this important project. While mentioning the broad initiative taken by the State to harness Geothermal potential, the Chief Minister mentioned 5 MW Technology-cum-Demonstration-cum-Resource Assessment Geothermal Project being set up in Puga Leh. “This is essentially an R&D activity aimed at generating sufficient data to pave way for development of the main reservoir. The project needs to be fully funded by Ministry of New and Renewable Energy as recommended by the expert committee”, he maintained. The Chief Minister also mentioned the initiatives taken by the State Government to reduce AT&C losses by about 9 percent during 201213 and T&D losses by 4.6 percent. “We have started unbundling and four companies have been incorporated for the purpose. We are also implementing key reforms in the power sector”, he said.

Noting with profound concern that hypertension, also known as high blood pressure, is the leading risk factor for mortality worldwide, causing 9 million deaths each year; Noting with concern that according to WHO hypertension affects one out of three adults in the South-East Asia Region and that it increases the risk of heart disease, stroke and kidney failure, contributing to premature death and disability; Expressing deep concern that hypertension and its complications lead to increased financial burden on individuals, families and communities due to long-term health-care costs and high out-of-pocket expenditure; as well as loss of national productivity; Emphasizing the importance and need for technology transfer as a means to empower developing countries and the important role of generic medicines in the realization of the right to health; Aware that the poor are disproportionately affected by hypertension due to a higher exposure to unhealthy behaviours, delay in diagnosis and limited access to treatment, thereby resulting in poorer health outcomes;
Daily Noting with concern that the major noncommunicable diseases and their risk factors including hypertension are linked to common risk factors including excessive consumption of salt, insufficient intake of fruits and vegetables, harmful use of alcohol, physical inactivity, tobacco use, excess weight and poor stress management; Recognizing that poverty, uneven distribution of wealth, lack of education, rapid urbanization and other social and environment determinants of health are important contributing factors to the burden of noncommunicable diseases and their risk factors including hypertension; Cognizant that cost-effective interventions are available to prevent and control noncommunicable diseases and their risk factors including hypertension throughout the life-course, and that coordinated actions across all sectors of society are required, including partnerships among governments, civil society, academia, international organizations and the private sector; Considering that implementation of public health policies that reduce exposure to behavioural risk factors and promote early detection and treatment of hypertension will prevent heart attacks, strokes and other related conditions, avoiding the need for surgical and expensive tertiary care interventions and thus saving lives and resources; We, the Health Ministers of Member States of the WHO SouthEast Asia Region, commit ourselves to: 1) accord high priority to the prevention and control of high blood pressure and strive towards achieving the global voluntary targets and indicators for prevention and control of noncommunicable diseases, included in the global monitoring framework and endorsed by the Sixty-sixth World Health Assembly, including 25% relative reduction in the prevalence of hypertension by 2025; 2) provide leadership and promote active collaborations among key multisectoral stakeholders in society such as education, agriculture, finance, communications, trade, transport, urban planning, environment, sports and youth affairs, in order to create health promoting environments that empower individuals, families and communities to make healthy choices and lead healthy lives; 3) develop, strengthen and implement national multisectoral policies and action plans to promote physical activity and healthy diet, and reduce exposure to tobacco and harmful use of alcohol; 4) continue to implement the Political Declaration of the Highlevel Meeting of the General Assembly on the Prevention and Control of Non-communicable Diseases, of September 2011, as well as the WHO 2013–2020 Action Plan for the Global Strategy for the Prevention and Control of Noncommunicable Diseases with emphasis on: implementation of the WHO Framework Convention on Tobacco Control (FCTC); WHO Global Strategy on Diet, Physical Activity and Health; WHO Global Strategy to Reduce the Harmful Use of Alcohol; and WHO Set of recommendations on the marketing of foods and non-alcoholic beverages to children; 5) implement national salt reduction strategies such as creating public awareness and health education through mass media, food labelling, and regulation of the food industry in order to reduce salt levels in processed food; 6) create healthy environments by adopting effective national legislation for 100% tobacco smokefree environments in all indoor workplaces, public transport, indoor public places and other public places consistent with Article 8 (Protection from exposure to tobacco smoke) of the WHO FCTC; promoting access to healthy diet; providing opportunities for physical activity at workplaces, schools and other educational institutions as well as creating facilities for physical activity in public and private settings; 7) promote universal access to cost-effective prevention and treatment through generic medicines and care for integrated management of noncommunicable diseases including hypertension through a primary health care approach; 8) strengthen health systems that support primary health care, to ensure an adequate and well-trained workforce, and the availability of affordable, safe, effective and quality medicines and technologies for prevention and control of major noncommunicable diseases including hypertension; 9) promote access to cost-effective, affordable and quality medicines for all, including through the use, to the full, of the provisions of the TRIPS Agreement which provides flexibility for that purpose; 10) foster the development and transfer of technology to developing countries, on mutually agreed terms aligned with national priorities; 11) build and strengthen experience-sharing mechanisms among Member States for capacity building; 12) strengthen national health information systems, for effective surveillance and monitoring of noncommunicable diseases and their risk factors including hypertension, and to build national capacity for quality research and development; 13) provide adequate and sustained resources through domestic and external channels, and explore innovative financing mechanisms for achieving universal health coverage for integrated prevention and control of noncommunicable diseases including hypertension; We, the Health Ministers of Member States of the WHO South-East Asia Region, urge all other WHO Member States as well as the Director-General and the Regional Director to continue to provide leadership and technical support in building partnerships between governments including local governments, the United Nations agencies and the relevant global health initiatives and with academia, professional bodies, nongovernmental organizations, related sectors, the media and civil society, to jointly advocate and effectively follow up on all aspects of this New Delhi Declaration on High Blood Pressure. Meanwhile, The President of India, Pranab Mukherjee inaugurated the 31st meeting of Ministers of Health of countries of the WHO South-East Asia Region and 66th session of the WHO Regional Committee for South-East Asia here today. The meeting of the health ministers of this region will map the way forward for the entire region with a joint commitment on serious health issues faced here along with the strategies to move forward, the President stated. This however needs multidimensional approach on the parts of the various governments, he said. It was however a matter of satisfaction, he mentioned, that due to systematic efforts of the governments and the WHO in this region, major countries are on track to achieving the MDG goals as far as the health issues are concerned, such as eradication of polio, reduction in IMR and MMR. For those countries which are still lagging behind much more needs to be done, the resident remarked. The Delhi Declaration on Hypertension, which this meeting will announce at the end of the session, The President said will address the silent scourge of this disease. He stated the incidence of high blood pressure, especially among the youth, has been increasing which is aggravated by the lifestyle. Necessary timely and cost effective solutions to this thus need to be explored by the countries, the President mentioned. He also remarked that an ideal health care delivery system should be accessible to all, while strategic investments in health education and training are also needed. Strengthening of institutional mechanisms for community participation in governance of health care systems in both rural and urban areas will make the systems effective, the President noted. Ghulam Nabi Azad presented the welcome address on this occasion. He expressed great satisfaction that the meeting was at a time when India is just four months away from becoming polio free. He said that country has also seen significant reductions in MMR, IMR, TFR and HIV / AIDS in its progress toward achieving MDG targets in the region. Azad said that the 31st Health Ministers Meeting will take up the issue of high blood pressure which is an important component of broader group of Non Communicable Diseases(NCDs) and will come out with the “Delhi Declaration on High Blood Pressure”. Shri. Azad emphasized that the NCDs, especially the high blood pressure, are now globally recognized as major challenges to human health and economic growth. These have become major cause of premature deaths, striking the poor and the vulnerable populations the hardest and driving them deeper into poverty. The Health & Family Welfare Minister highlighted that, much before the UN Special session; India had entered into a paradigm shift by launching the National Programme on Prevention and Control of CVDs, Diabetes, Cancer and Stroke in the year 2010. This was done to accord the highest priority to the prevention, early detection, treatment and control of NCDs by creating awareness about these diseases through print and electronic IEC, rapidly upscaling infrastructure and human resource, particularly in remote, difficult to access areas and make the treatment more affordable, through innovative research. Azad said the Delhi Declaration on High Blood Pressure shall not only help in taking the national programme forward but also articulate the commitment of the Health Ministers of the South-East Asia region to the way-forward to control this disease and NCDs. He underscored that the discussions in the Regional Committee will cover a spectrum of health issues that confront the Region including Universal Health Coverage. Deliberations will be on technical, managerial and financial aspects of health issues with focus on making our people healthier and happier and deriving greater benefits from collaborative activities between Member States and WHO. Azad stated that India is a hub of high quality, affordable drugs and is being called the “Pharmacy of the World” for substantially bringing down the prices of medicines; a case in point being the dramatic reduction in costs of HIV/AIDS treatment. Indian generic drugs in mitigating mortality and morbidity are being acclaimed around the world and we will continue to improve accessibility and affordability of medicines, especially in our region. He said that we will be happy to share the experience of undertaking a series of path breaking reforms in the field of medical education and training because such exchange would result in this region becoming a global knowledge bank for health care. Azad highlighted some of the recent innovations in Health Research the last 3 years like the development of indigenous vaccines and testing reagents for H1N1and other influenzas and Indigenous Vaccine for Japanese Encephalitis (JE). He stated a number of other products which were ready for launch like magnifying device for cervical cancer screening in the field, new test for detection of pathogens in food for food safety, Test for molecular diagnosis of thalassemia for early diagnosis and prenatal screening, Elisa test for diagnosis of Lung Fluke The Minister emphasized that as many as 75 leads are being translated for development of affordable products and are at various stages of development and testing.16 new biosafety laboratories have been established for working on viral diseases, TB, and other infectious diseases. BSL- IV Lab, which is Asia’s first active laboratory for Human Medicine was established in 2012 at Pune, to deal with the most dangerous lethal infections, like hemorrhagic fevers and agents ofbioterrorism. I am sure that many more such innovations in other fields of Medical Education and health care, must be happening, in the South-East Asia region and India would be too glad to take advantage of them. The WHO, Director General, Dr Margaret Chan said that each year there are 9.4 million deaths due to heart disease and stroke. So, lifestyle changes and medicines are very important. Reports said that scores of people assembled in Kakapora area of Pulwama district this morning and staged a massive pro-freedom demonstration. When they tried to move forward police and CRPF troopers’ baton charged them and fired tear smoke canisters to disperse them. However, protesters retaliated with stones triggering clashes that continued for hours. Meanwhile, the curfew was lifted from Shopian and Pulwama towns after improvement in the situation, however it continued in Kulgam. DC Shopian B. The meeting had threadbare discussions for the smooth conduct of the mega event in a befitting manner. Prasad, while addressing the meeting said that during the past few years, police public mela has provided an opportunity to police and the public to assemble and interact freely. People across the state have been seen anxious for the grand event. The occasion has brought the force much closer to the public and people from all shades of life are participating in the melas. Drug Abuse and Kashmiri Society

ashmir valley, known as Peer Waer has been an abode of moral values since times immemorial. Almost all the religions flourished here with sincere tolerance and respect for every religion. Sheikh Noor-ud-din Noorani (RA), Lal Ded and many other Reshis, Sufis and Saints taught human values and religious tolerance. But all these values are now witnessing erosion particularly since when political uncertainty engulfed this valley. The youths being impatient, eager to earn fast buck& make a certain future started adopting shortcut methods & fell prey to materialism as they could not resist temptations. Those who adopted this path landed into a web of drug abuse as they never got satisfied with their achievements. With the time a large section of young generation are in the trap of drugs and other social evils. They are depending on illegal drug or medication which causes a situation where in the body of the addict is always intensely craving for more and more drugs. Initially most of the youngsters take drug for fun sake which later on leads to drug addiction and results into many health problems and other social evils like theft and other crimes for accumulating money for their drug dose. Such drug addicts lose their conscience, self control, willpower, memory and energy. They indulge in anti social activities and in turn are hated and shunned by society. Their lives become miserable. They cannot live gracefully which has a negative impact on the fabric of the society. Families are split and ultimately they are of no use to family, society or the nation. Drug addiction kills youths morally, socially, psychologically, physically and emotionally. They live alone and die in isolation. United Nations International Drug Control Programme survey in 2008 revealed that there are nearly seventy thousand drug addicts in the Kashmir valley, four thousand of them women. The survey also indicated that 65 to 70 percent of the students in Kashmir valley were into drugs and 26 percent female students were drug addicts. Reports further revealed that 70 percent of the addicts fall in the age group of 18 to 35 years, a productive age group. Now in 2013 the number must have increased at an alarming rate which is a very precarious situation. Now the time has come when religious leaders, intellectuals, parents and social activists put their efforts to wage a war against this impending social evil which is putting our society at the brink of extinction.

GURUDWARA CHHATI PADSHAHI RAJOURI

ajouri is a District of composite cultural heritage. The people of various castes and creed are living in the District in a cordial atmosphere. The Sikh population in the District is 12700. This tiny minority comprises of only 2.42% of the total population of the District. But the Sikhs have maintained their distinct identity & cultural heritage. Number of Gurudwaras are existing in the District, but Gurudwara Chhati Padshahi Rajouri is a very important religious place which has been constructed in the memory of 6th Guru Hargobind Sahib Ji (1595 1646 AD) who stayed at this place in 1616AD when he was on way to Kashmir alongwith Emperor Jahangir. As per the legend, once Guru Hargobind Sahib Ji Maharaj had a dream that Mai Bhag Wanti (popularly known as Mai Bhagpari) in Kashmir had prepared a Cloak (long shirt/ Cholla) for Guru Ji and she was praying to God for the darshan of Guru Ji so that she could present it to Guru Ji as she was to old and not in a position to visit Punjab and fulfil her aspiration by presenting Cholla to Guru Ji. Therefore, Guru Ji decided to visit Kashmir and take present from the devotee Mai Bhag Wanti and to preach Sikh-ism in the mountainous belt of Peer-Panchal and Kashmir. In those days, India was ruled by the Mughal Emperor Jahangir (1605-1629 AD). He was fond of Kashmir and visited Kashmir thirteen times during his tenure along with the Administration (Darbaries). In 1616 AD, Guru Hargobind Sahib Ji, the 6th Sikh Guru also accompanied the Emperor Jahangir during his journey to Kashmir. At that time, the Caravan of Mughal Emperor was visiting Kashmir through Mughal road which was 270 miles long from Gujarat to Srinagar and there were 12 substations enroute where the Mughal Carvan were halting for some days before marching to the next station. These stations include Gujarat, Sedabad, Nowshera, Chingus, Rajouri, Thannamandi, Behramgala, Aliabad Ki Sarai, Shopian, Ramu etc. As per the inscription written in Gurudwara Sahib Nowshera, Guru Hargobind Sahib Ji entered Rajouri District in the year 1616 AD. Firstly, Guru
Ji reached Jhangir and stayed in a house of a Brahman namely Jhangir Dass. (Lateron, the name of the area also became after his name Jhangir). At Jhangar, Guru Ji also met Bawa Beeram Shah Ji Dutt and after detailed deliberations with Bawa Beeram Shah Ji regarding the religious matter, Guru Ji selected him for preaching of Sikh-ism in the foothills of Panchal Range start from Poonch to Dharamsal in Kalakote and posted him at Jhangir. Guru Ji then came to Nowshera along with the Mughal Emperor Jhangir. Emperor Jhangir was putting up in Nowshera Fort but Guru Ji preferred to stay with the people living apposite Nowshera Fort. Presently, a well designed Gurudwara is being constructed at that place in the memory of the visit of Guru ji. After relaxing at Nowshera, the Mughal Caravan left for Rajouri via Chingus Sarai. At Rajouri, Emperor Jahangir camped at Baradari opposite Rajouri Town on the bank of Salaini Nallah which was constructed by a great Irani Engineer Ali Mardhan Khan on the orders of Mughal Emperor. But Guru Hargobind Ji stayed in the town opposite the Sarai which was constructed by the Jaral Rajas of Rajouri. (Presently, this Sarai is being used as police post) in the house of a Sehajdari Sikh. When the people of Rajouri came to know about the presence of Guru Ji in the Town, they started gathering around him. This news was brought into the notice of Emperor Jahangir, that people instead of visiting his Darbar preferred to visit the Darbar of Guru Hargobind Ji. Then Jahangir sent a message to Guru Ji and requested for staying with him. But, Guru Ji replied that he wanted to stay with the people for teaching of sikh-ism. Guru Ji stayed here for few days and preached the teachings of Guru Nanak Dev Ji Maharaj. After passing few days at Rajouri, Guru Ji left for Srinagar along with the Mughal Emperor via Thannamandi, Behramgalla, Aliabad, Shopaian etc. A Gurudwara was also constructed at Thannamandi in the memory of Guru Ji's visit. But now this religious place is in depolrable condition as nobody is there to look after the Gurudwara Sahib at pesent. Since the 6th Guru stayed at Rajouri for few days and preached Sikh-ism to the public during his stay, therefore a good
number of people became their devotees and they constructed a small Gurudwara (at that time, it was known as Dharamsal) in memory of Guru Ji's Stay in the Rajouri Town. With the passage of time, Rajouri witnessed number of political developments, but nobody disturbed this Gurudwara and with passage of time this place emerged as an important place of Worship. During 1931-32 AD, Rajouri Tehsil Vvas a part of Reasi District and the Wazir-eWazarat of the District was Sardar Tirath Singh, who used to visit Rajouri for administrative purposes. When people told him about the importance of this Gurudwara, he decided to construct a pacca building for Gurudwara Sahib Chhati Padshahi Rajouri. He collected funds from the public and it is said that he himself lifted stones from Salani Nallah for the construction of this Gurudwara under Karseva Programme. By this way, a pacca Gurudwara building was constructed during 1931-32. Even at that time, the building was not so big and the capacity in the Diwan Hall was for only 60-70 persons. It was a double-storey building and in those days, double storey buildings were known as Bangla and therefore, firstly this Gurudwara came to be known as "Gurudwara Chatti Padshahi Bangla Sahib Rajouri". During the happenings of 1947 when more than 70% buildings of Rajouri town were destroyed by the raders the Gurudwara building remained intact. After 1947, a Gurudwara Committee was constituted under the presidentship of Sardar Thakur Singh and Bhai Jagannath was the Vice-President while late Nanak Chand was the Secretary of the Committee. Since there was limited space for Diwan purposes and the Sangat was feeling inconvenience during the congregation because the accommodation was only for 60-70 persons in the Diwan Hall. The conditions of the Gurudwara was also deteriorating, therefore, need felt for the re-construction of the building. In 1960, a memorandum was passed by the Sangat for reconstruction of Gurudwara Chhati Padshahi Rajouri and the Committee was asked to work for the construction and collection of funds. For this purpose, the prominent persons of Rajouri Town were included in the Committee and a separate
construction subcommittee was also constituted. Shri Amar Nath Rotra was the Chairman of the Construction Committee while Shri Behari Lal Nadialia was the Secretary. In those days, the Gurudwara Committee was working under the presidentship of Sardar Raseel Singh while Raghunath Singh, was VicePresident and Sardar Daljit Singh was the Secretary of the committee. This committee was very dedicated and its Members collected denotations not only within the District but from outside also and Sant Bhai Bachittar Singh Ji of Gurudwara Nagali Sahib had also contributed a lot for the construction of the Gurudwara. Late Sardar Lai Singh Saraf and Late Garanthi Bhai Harnam Singh were sent to Punjab and Bombay for collection of funds for the construction of the Gurudwara Sahib. In 1964, the blue print of new Gurudwara was prepared by a Engineer Sardar Tara Singh of Punjab who was working in MES as SDO and was posted at Rajouri at that time. After the approval of blue print by the Sangat, the construction was started in 1964. The mesons and carpenters were brought from Punjab for giving Sikh architectural touch. By this way, the first phase of the building was completed. The four-storey Gurudwara has accommodation of 15 rooms for yatries apart from a big Diwan Hall. A Pathshalla comprises of 8 rooms is being constructed and a school namely "Shri Hargobind Sahib Ji Institute" has started working from April, 2000. Presently, the Gurudwara Management Committee is comprise of Sardar Nirman Singh as President, Sardar Daljit Singh as Secretary and Sevadar Chattar Singh apart from other members of the Committee. No doubt that there are only 17 Sikh families residing in the Town and some Sikh families are habitating in the villages like Saranoo, Bathuni, Mera, Sawni, Gurdhanbala, Sadhyal, Dehrian-Tralla, Chityari etc. but the Gurudwara Chatti Padshahi is of great importance for Hindus also and number of Hind devotees daily visiting this Gurudwara for offering the prayer. The main congregation is organized on Sunday and the Birthday of Guru Hargobind Ji Maharaj is celebrated with great enthusiasm jointly by Sikhs and Hindus every year.

The extent of grants under Part-B would depend upon the extent of reduction of losses, which will be verified by an independent agency. The successful IT enablement of a state power utility will make it an integral part of the energy audit and accounting systems. This will enable utilities to clearly account for all energy flows, enabling them to learn where losses are taking place. Also, it will help in quantifying the type of losses that are taking place. Currently, it has become a practice to put losses due to theft or otherwise into the un-metered segment, which is almost like a residual account and for which nobody is accountable. With information technology, every feeder and every transformer can be metered, enabling one to compile exact figures for every unit transmitted and distributed through a particular point.

High Blood Sugar Levels Linked to Brain Shrinkage The Australian study of nearly 250 non-diabetic men and women found those with high blood sugar levels tended to have shrinking in brain areas linked to memory and emotional processing. The results held up even after controlling for lifestyle factors such as smoking and weight. “If replicated, this finding may contribute to a reevaluation of the concept of normal blood glucose levels and the definition of diabetes,” wrote study author Dr. Nicolas Cherbuin, director of the Neuroimaging and Brain Lab at Australian National University in Canberra, Australia. linked diabetes, a disorder in which blood sugar levels are abnormally high, to age-related cognitive decline. But the new study, published Monday in the journal Neurology, suggested controlling blood sugar levels could boost cognitive health in non-diabetics. How exactly? The jury’s still out. Some studies suggest blood sugar control can help regulate the body’s inflammatory response, which has been linked to brain shrinkage. Another theory is that high sugar levels make the blood stickier, raising the risk of clots that starve the brain. Either way, experts said,

Electronic cigarettes are being marketed as a potentially safer alternative to normal cigarettes, but new research has shown that they are still causing harm to the lungs. The study has also added new evidence to the debate over the safety of alternative nicotine-delivery products. Electronic cigarettes are devices that deliver nicotine through a vapour, rather than smoke. There is no combustion involved but the nicotine in the device is still derived from tobacco. There has been much debate over the safety and efficiency of the products, but little scientific evidence to support either claim. Researchers from the University of Athens in Greece aimed to investigate the short-term effects of using e-cigarettes on different people, including people without any known health problems and smokers with and without existing lung conditions.The study included 8 people who had never smoked and 24 smokers, 11 with normal lung function and 13 people with either chronic obstructive pulmonary disease (COPD) or asthma.Each person used an electronic cigarette for 10 minutes. The researchers then measured their airway resistance using a number of tests, including a spirometry test.The results showed that for all people included in the study, the e-cigarette caused an immediate increase in airway resistance, lasting for 10 minutes. In healthy subjects (never smokers) there was a statistically significant increase in airway resistance from a mean average of 182 per cent to 206 per cent.In smokers with normal spirometry there was a statistically significant increase from a mean average of 176 percent to 220 percent. In COPD and asthma patients the use of one e-cigarette seemed to have no immediate effect to airway resistance.Professor Christina Gratziou, one of the authors and Chair of the ERS Tobacco Control Committee, said: "We do not yet know whether unapproved nicotine delivery products, such as e-cigarettes, are safer than normal cigarettes, despite marketing claims that they are less harmful. This research helps us to understand how these products could be potentially harmful."We found an immediate rise in airway resistance in our group of participants, which suggests e-cigarettes can cause immediate harm after smoking the device. More research is needed to understand whether this harm also has lasting effects in the long-term."The ERS recommends following effective smoking cessation treatment guidelines based on clinical evidence which do not advocate the use of such products," Professor Gratziou added.
Household chemicals can give you heart disease Exposure to perfluorooctanoic acid (PFOA), a manmade chemical used in the manufacture of some common household products, may lead to cardiovascular disease and peripheral arterial disease, a new study has warned. Surveys have suggested that PFOA (widely used in the manufacture of products such as lubricants, polishes, paper and textile coatings, and food packaging) is detectable in the blood of more than 98 per cent of the U.S. population. Some evidence has suggested that an association may be biologically plausible between PFOA exposure and cardiovascular disease (CVD), according to the study background. The study involved more than 1,000 children ages 5-12 who were treated for mild to moderate asthma as part of the Childhood Asthma Management Program (CAMP) clinical trial. Study finds computer, television screen time directly linked to childhood obesity
SCREEN time has overtaken exercise as the most important factor in childhood obesity and should be limited, a South Australian study has found. The UniSA study looked at 2200 children aged between nine and 16 years and found the length of time they spent in front of television and computer screens was a more likely indicator of being overweight or obese than the amount of exercise they did.Study co-author and UniSA researcher Dr Carol Maher said screen time now made up about one quarter of waking time for the age group."In the past two decades, young
people's physical activity behaviour has been the subject of scores of interventions but, in comparison, interventions aimed at reducing screen time have been relatively uncommon," she said."Our findings suggest that screen-time reduction may be a more effective target behaviour for intervention studies aimed at reducing overweight and obesity among children."The study found there were about two and a half times as many obese study subjects classed in the category of high-screen-time and low-exercise (10.7 per cent), as in the low-screentime and high-exercise

The chargesheets have been filed against three companies - India Cements, which is promoted by Mr Srinivasan, Penna Cements and Bharathi Cements. Counsel for Jagan, Ashok Reddy, said the CBI had informed the court that the final three chargesheets in the case would be filed over the next two to three days. That should come as music to the ears of Jagan and his supporters as the top court had said in May this year that after the final chargesheet in the case is filed, Jagan can apply for bail.The investigation agency alleges that India Cements invested up to Rs. 140 crore in Jagan’s companies as quid pro quo for water allotted to their plants in Nalgonda and at Tandur in Ranga Reddy district when his father YSR Reddy

NEW DELHI: Pre-fabricated house structures will be put in place at 19 locations in Uttarakhand before October 30 to rehabilitate those displaced in the catastrophic June flash floods, Chief Minister Vijay Bahuguna has said. “We have identified 19 locations in Uttarakhand where pre-fabricated structures will be put in place to rehabilitate those who were displaced due to the catastrophic floods. “Around 70 to 100 families can be rehabilitated in one village which will have all the basic facilities including school, hospital and a community centre,” Bahuguna told PTI in an interview.
“The life span of these houses is estimated to be more than 35 years. We have floated tenders in this regard and the deadline has been set for October 30. The state government is giving Rs 3000 rent per month to them as of now,” he said. Bahugua also said that he hopes to bring the state’s tourism-based economy back on track before the next summer. “Uttarakhand’s economy is based on tourism and we are working hard to bring that back on track. We are working round the clock and hope that things will get normal before the next summer though weather will play a major role in this,” the chief minister said. On being asked if the state was
facing any financial crisis, Bahuguna said it was getting enough support from the Centre but added that he was willing to accept other states’ contribution for the renovation work in Kedarnath. “We are getting enough financial assistance from the Centre. As far as renovation of Kedarnath temple is concerned, it will be done primarily by the Uttarakhand government but we are open to accept assistance from other states. “We will
make the budget and design public and will ask for public’s comment on it. If any other state wants to help us, they can,” he said.
