Often we think we are not racist, but there are things we do that make ethnic minorities (EMs) feel excluded or inferior. As a Chinese person myself, working with ethnic minorities has taught me about micro-aggressions, the small but everyday things that are racist without knowing they are. (EM) (micro-aggression)

How have they contributed?

It's Not "Us vs Them" vs

The Anti-Racism Toolkit may unveil assumptions and biases that you have but you didn't know you had. It is normal to feel unsettled after the toolkit. From my personal experience as a Hong Kong Chinese man, I remember when I started to work with EMs, I too felt unsettled knowing that unconsciously I might have caused pain without meaning to. We are all on our personal journey to become better and I hope this toolkit will give you tangible steps to make EMs feel included.

We are all Hong Kong people whether Hong Kong Chinese or not. As you go through this toolkit, you will realise that many EMs feel excluded and negatively viewed by the majority population. As a member of the majority population which represents 92% of Hong Kong, this makes me sad and I feel like we have a responsibility to help change mindsets so that Hong Kong becomes more inclusive. What is clear to me is that my EM colleagues and friends are more similar to me than different, and we all love Hong Kong.

The Role of Individual

In 2018, The Zubin Foundation conducted research and found that about 30% of EM youth do not want to be called "EM". This is because this term stresses that they are different and marginalised, Instead, many wanted to be called Hongkongers. Some wanted to be called "Hongkong Ethnic Minorities" or more specific still Hong Kong Indians, Hong Kong Pakistanis, Hong Kong Nepalis, etc. There is no consensus on what the revised term should be, and until The Zubin Foundation has conducted more research we will use the term EM which is generally used by the government and others.

My hope with this toolkit is that we are creating allies in the general population to support the plight of EMs and reduce the suffering and exclusion they face. An ally is any person who actively aspires to advance the culture of inclusion through intentional, positive, and conscious efforts that benefit people as a whole. Being an ally is not who you are, but what you do. An ally is a friend and I hope in time, as more people use this toolkit, that there will be a more friendly environment for racial minorities in Hong Kong.

This toolkit is made for individuals. I believe that one individual at a time, we can change mindsets and make Hong Kong more inclusive. I realise too that there are many systemic challenges that EMs face and my hope is that as more people use this toolkit they become aware of these challenges and they work to address these.

年,小彬紀念基金會進行研究發現約三成 少數族裔青年並不希望被稱為「少數族裔」 或 「EM」,正因為這詞彙強調他們是不同和邊緣 化的。相反,很多更想被稱為香港人,有些想 被叫作「香港少數族裔」,或更具體的稱謂 如:香港印度裔、香港巴基斯坦裔、香港尼泊 爾裔等。關於修改後的詞彙是什麼,目前還沒 有達成共識。在小彬紀念基金會進行更多研究 前,我們將繼續使用政府和大眾常用的詞彙 「少數族裔 」(EM) 。 2018

Hindus do not eat beef. They respect, worship, and honour cows. 8 Cows are seen as animals that take from the earth what humans can't (hay) but they give an abundance of resources in return. Their milk is used in food, their dung is a rich fertilizer for the land, and their urine has been used in medicine in traditional communities.

FESTIVALS Ramadan 齋戒月

Ramadan is a holy month for Muslims designed for prayer and fasting. It is a time to practice self-restraint through fasting between sunrise and sunset (about 13 hours in Hong Kong). 12 It is a time to give back and take care of the needy. After a month of Ramadan, Muslims celebrate Eid, where they meet their family and friends to celebrate.

Holi is an ancient Hindu festival and an expression of triumph of good over evil. It represents the welcoming of springtime, falling in love, and forgiving others for past mistakes. 13 People come together and throw coloured powders at each other, laugh, and share delicacies.

Diwali is a Hindu festival, and often called the festival of lights, lasting five days. It is a time for religious rituals and sharing traditional stories. It is celebrated in honour of the goddess of wealth and good fortune.14 lamps are lit to symbolise the triumph of light over darkness.

香港中學文憑考試 中國語文科 Most EM students who study in Hong Kong, even taking the HKDSE exam, would choose to do another Chinese language exam, and not HKDSE Chinese. Instead, they would take GCE/GCSE Chinese. The HKDSE Chinese examination with the literature analysis and old Chinese poetry is very difficult for EM students because of their lack of Chinese language background. HKDSE Chinese is very difficult too for a native Chinese person.

The original sentence assumes that the EM was not born in Hong Kong. This is invalidation, which can hurt one's sense of belonging.

The original sentence assumes that EMs are poor in Cantonese or speak no Cantonese at all. Since many EMs were born in Hong Kong, they speak fluent Cantonese.

The original sentence compromises the EM's sense of identity. Those who were born and raised in Hong Kong feel no different from anyone else who has spent all their life in Hong Kong. Feel free to introduce your friend as your Hong Kong [Indian] friend, or better still just your friend.

Cultural Appropriation is when members of a majority group adopt cultural elements in an exploitative, disrespectful, or stereotypical way.28

Cultural Appreciation is about seeking to understand and learn about another culture in an effort to broaden your perspective and connect with others cross-culturally.30

In the Hong Kong TV drama "Barrack O'Karma 1968", an actor applied brown makeup on her face apparently trying to depict a Filipina domestic worker. 29 This is cultural appropriation because it reinforces negative stereotypes about Filipino women in Hong Kong. Also the producer of the series could have easily employed a Filipino actor instead of using a Chinese one.

Asking an Indian woman who works in your office or is your neighbour why she wears a bindi in the middle of a forehead in a polite, non-threatening way is cultural appreciation. Many South Asians in Hong Kong feel proud and happy when others wear their cultural clothes. Note of caution: not all ethnic minorities in every country feel the same way.

香港電視劇《金宵大廈2》中,一名演員在臉上塗上棕色妝容以 扮演一名菲律賓籍家庭傭工。這行徑為文化挪用,因為它強化了 對香港菲律賓女性的負面刻板印象。而該電視劇的製片人亦能容 易地聘請菲律賓籍演員扮演而不是使用華裔演員。

你以有禮貌且不帶威脅的方式查問你的印度女性同事或鄰居,為什 麼她們要在前額中間畫上的圓點 (明點) ,此舉為文化鑑賞。 當他人穿上少數族裔文化服飾時,不少在港的南亞裔人士都會為此 感自豪和快樂。但要注意,並非每個地區的所有少數族裔都有相同 感受。

I was actually born and raised in Hong Kong, having done my kindergarten, primary and secondary school education here. It is therefore not a surprise that I know how to speak Cantonese. What does a Hongkonger look like? Does a Hongkonger have to be Chinese? Anyway, it's ok, this salesperson means no harm. It's really sad that Hong Kong people do not know that EMs have been in this city for a long time. My grandfather actually fought to protect Hong Kong. Let me just smile and walk away.

I cannot speak any Cantonese but can understand it. I wish I could shout and scream, and ask why she does not like us. What has my child done to her? This is not the first time EM children are called rude and naughty. Last week, the teacher at school also said EM children are not well-behaved. What do my family and I have to do to be accepted? Does that lady not understand that she is being rude by criticising us? I would never tell my boy not to play with a Chinese child so why is she against EMs?

For us as female Muslims, we make a choice to cover our bodies when we are in public. We are not forced to and for us, covering ourselves is about modesty. We hate it when people feel sorry for us. We are not asking for sympathy. We wish people would just see us as equals and not judge us based on what we wear. We know that some people do not have Muslim friends and do not understand our religion and culture. We wish they would just ask us questions. There are things we do not understand too about the local Chinese culture. We should try and understand each other.

I often feel lonely at lunchtime even though, like you, I am from Hong Kong and speak perfect Cantonese. I often wonder whether you would have excluded me if I was a Chinese Muslim. Is this about race or religion, or both?
