Since 2016, we have collaborated with Spencer Stuart Hong Kong, who have assisted with the process of identifying, interviewing, and selecting Diversity List candidates. Internationalism is the key to Hong Kong Special Administrative Region’s success.
The Zubin Foundation is delighted to once again launch Diversity List, a directory of ethnic minorities in Hong Kong Special Administrative Region (HKSAR) who have demonstrated talent and commitment to serve on Advisory and Statutory Bodies (ASBs) in the Government of the HKSAR. We are excited to build on the success of the previous five Diversity Lists, across which a total of 122 individuals have been put forward for the government to consider on its ASBs, and 27% have been selected to date
Diversity List candidates have deep professional abilities and bring a range of insights from their own cultures They have personal and work networks stretching across the globe, and are our greatest global ambassadors, because they tell the HKSAR story of success, hard work and internationalism
An international HKSAR is critical to our success and plays to our strength as a world city. Attracting the best talent to spur economic growth, create employment and inspire innovation, will mean welcoming people from across the world to make HKSAR home. These individuals will come to study at our world-class universities, set up corporate and family offices and work in our industries. They will add to the existing fabric of HKSAR’s rich racial diversity, spur economic development, and strengthen our global ties

Diversity List 2024 is the 6 Diversity List produced by The Zubin Foundation. The previous Diversity Lists were in 2016, 2017, 2018, 2019 and 2020.
The HKSAR Government should be commended for onboarding talent from previous Diversity Lists
Young and future talent pool: Ethnic minorities represent a young population with a median age of 34.5 years compared to 46.3 years of the general population. They are a fast-growing population in HKSAR with larger family sizes than the general population
Educated population: The tertiary education levels of the Indian population is 58.1% compared to 34.6 % of the general population. We have every reason to believe that the education levels of other ethnic minority communities are rising with the increase in demand for tertiary level financial scholarships that we are seeing. Ethnic minorities are studying a wide range of subjects at university from STEM streams such Engineering and Health and Nursing to Finance, Business administration and Law.
Unique perspectives: Engaging with individuals from diverse backgrounds encourages varied perspectives, leading to better decision making and problem solving.
Different Faces of HKSAR: They represent untold stories of HKSAR, some with long histories in this city and some with shorter ones, and they share a common love for this city.
Internationalism: HKSAR’s competitive advantage is its international links, and this population brings multicultural understanding, global networks and multiple languages to enhance HKSAR’s diversity.
Impact of previous Diversity Lists
Since 2016, The Zubin Foundation has put forward 122 individuals across five Diversity Lists, 2016 to 2020.
The Hong Kong SAR Government, since 2016, have onboarded 33 individuals across 73 ASB positions. This represents a selection rate of 27%.
21 candidates were selected from 72 applicants
The general breakdown of the 21 candidates: 13 female, 8 male; 7 ethnicities; 10 under the age of 35, across a wide range of expertise
An independent Diversity List 2024 Committee developed the process for selecting candidates. The committee comprised of 6 members: Mr Jeremy Young (Chair), Ms Theresa Cunanan (PhD), Ms. Meena Datwani, Ms. Sabita Prakash, Mr. Naubahar Sharif (PhD), Mr. Gary Wong Chi-him, JP.
Ethnic minorities to be onboarded across ASBs
The government tracks and reports numbers of ethnic minorities on ASBs. Diversity List 2024 to be distributed across all government departments and bureau.
The government considers providing ‘simultaneous interpretation’, as a standard practice in all ASBs so that ASB chairs will be at ease to engage non-Chinese speaking talent onto their committees.
The government considers onboarding Diversity List candidates to assist in public policy initiatives that have an international focus such as the Global Talent Scheme, HKSAR as a Regional Education Hub and Belt and Road Initiative, as examples
The government ensures all marketing collateral to promote HKSAR internationally feature diverse, multi-ethnic faces and stories of multicultural success, including incorporating these elements into overseas engagements and events that aim to promote HKSAR
The government considers recommending to all bureau and departments the use of multi-ethnic faces in all collateral, print and online.
Ethnic minorities constitute 4.1% of HKSAR’s population. Excluding the white and mixed populations of HKSAR that represent a combined 50% of this 4 1%, they are essentially of South Asian, Southeast Asian or African descent. Diversity List is primarily focused on those of South Asian, Southeast Asian and African descent and for ease, we will be referring to this community as the ethnic minority community This rapidly growing, vibrant community is rich in history and culture, and has deep roots in the city Many are well-educated in various professions and are experts in their field of work
In fact, many ethnic minority individuals have made significant contributions to HKSAR since the 1800s, playing a vital role in the establishment of important institutions such as The Hong Kong Shanghai Banking Corporation, the iconic Star Ferry, Ruttonjee Hospital, CLP, and more
Ethnic minorities are a young population with a median age of 34 5 years, compared to the city’s average of 46.3 years, and what is clear is that HKSAR’s demography is changing with lowering birth rates across in the general population and on the contrary, large family sizes in some ethnic minority communities
In recent years, there has been a notable increase in ethnic minority youth pursuing tertiary education and studying across a breadth of discipline ranging from STEM to finance, and education to the arts, and this is reflected in the growth of applicants we see for The Zubin Foundation Financial Scholarships to study at universities and community colleges across HKSAR According to the 2021 HKSAR Census, HKSAR’s Indian community has a tertiary education level of 58.1% compared to 34.6% in the total population and we have every reason to believe that the numbers of tertiary level graduates will steadily increase across other ethnic minority populations too as youth pursue their dreams for bettering their lives and accessing opportunities.
As greater numbers of ethnic minority youth earn higher levels of education, HKSAR has a larger educated talent pool to serve its industries. These individuals bring global connections, multiple languages and cultural links that benefit it and enhance its competitiveness on the global stage They bring an international face to HKSAR, which is currently missing across HKSAR’s advertisements and public campaigns locally and abroad. Ethnic minorities tell HKSAR’s international story.
Also, as poverty of ethnic minorities continues to remain high, individuals on Diversity List bring unique insights to existing problems faced by their communities They are positive role models for younger members of their communities.
It is for these reasons that The Zubin Foundation brings these talented individuals to the forefront through Diversity List 2024 which contains 21 qualified and committed ethnic minority individuals who are keen to support the HKSAR Government through their ASBs These individuals have excelled in their professional and academic pursuits and are valuable to the development of HKSAR.
Besides the government, we encourage non-governmental organisations (NGOs), universities, corporates, and schools to onboard individuals from Diversity List onto its committees and boards
Research shows that diversity of thought is good, both for business and governance. Diversity makes us smarter – it enhances creativity and encourages the search for novel information and perspectives, leading to better decision making and problem solving Racially diverse executive teams are 27% more likely to financially outperform their peers.
HKSAR prides itself on being an international city. Current public policy is rightly focused on attracting talent from around the world HKSAR’s own ethnic minority population can help their Government navigate this policy agenda across the many countries where they have deep links
The local ethnic minority community is a wonderful story of International HKSAR as many have lived harmoniously in this city for multiple generations and thrived. In 2024, there are 524 ASBs in HKSAR that play a key role in consulting stakeholders, forming policy objectives, and performing statutory functions Through these bodies, the community and relevant organisations can express their views on government policies and public service planning.

Table 1 shows a breakdown of previous Diversity List candidates by gender and under 35 years old. In 2019, the Diversity List only focused on candidates under the age of 35 and in 2020, our Diversity List focused exclusively on women candidates

Table 2 shows the breakdown of previous Diversity List candidates appointed to HKSAR Government ASBs, distributed by gender and under 35 years old The government has made 73 appointments to ASBs from 33 Diversity List candidates. This means that 27% of all candidates that we have put forward have been selected.

Diversity List 2024 is a directory of HKSAR ethnic minorities who have the skills and commitment to serve on HKSAR Government ASBs.
The Zubin Foundation set forth criteria for individuals in the self-nomination process. Applicants were asked to meet all the following criteria.

An independent committee comprising individuals who sit on HKSAR Government ASBs, as well as HKSAR Chinese and ethnic minorities were responsible for developing the application process, shortlisting, interviewing and selecting the Diversity List 2024 candidates. The Zubin Foundation, to avoid selection bias, did not sit on the Diversity List Committee.

Celebration and announcement of candidates for Diversity List 2024.
Figure 1 shows the breakdown of applicants by ethnicity Largest number of applicants, within an ethnic group were Indians (61.1%), followed by Pakistanis (11 1%) and Filipinos (9 7%) The other ethnicities with smaller percentages are Nepalese (5 6%), African (4 2%), Mixed Race (4 2%), Bangladeshi (2.8%) and Sri Lankan (1.4%). This is the first year where we have received applications from the African community.
The data in Figure 2 shows the distribution of applicants by expertise The largest group of applicants came from the Charity and Non-government Services and Social Enterprises sector (22.2%). Additionally, over 12% of the total applicants were from each of the following fields: Banking and Financial Services (12.5%), Legal services (12.5%) and STEM (13.9%). 11.1% of the applicants were from the field of Education A little less than 10% of applications came from Human Resources (8 3%), and Media and Communications (6.9%) The smaller proportion of applications were from Tertiary Education Students (5 6%), Business Management & Administration (4 2%) and one application each from an Author (1.4%) and an individual from Tourism & Transportation sector (1.4%).
Figure 3 shows the breakdown of applicants by gender The gender profile of applicants was fairly equal, with 37 female applicants and 35 male applicants
Figure 4 shows the breakdown of applicants by age brackets The largest group, almost 32% of applicants, were in the 26-35 years age bracket. The second largest group, 30 6%, were aged 36-45 years. Almost 17% of the applicants were in the 18-25 years age range. The 46-55 years age bracket had just over 10% of the applications (11.1%). 8.3% of the applications came from the 56-65 years age group Only 1 applicant (1 4%) was over the age of 65 years. Almost 49% of the applicants are young ethnic minority individuals with their age less than 35 years.
According to Figure 5, the distribution of applicants by the number of years they have resided in HKSAR is as follows Almost 21% of the applicants have been living in HKSAR for more than 30 years Around 17% have been residing for 21-25 years and 14% have been in the city for 11-15 years Approximately 12% have been here for 0-6, 7-10 and 16-20 years each Around 11% have been in HKSAR for 26-30 years.
Overall, almost 50% of the applicants have been living in HKSAR for more than 20 years

According to Figure 6, the ethnicity of the candidates shows that the largest group are those of Indian ethnicity, comprising 57 1% of the total The next largest groups, each making up almost 10% of the candidates, are those from Mixed Race, Nepalese, and Pakistani ethnicities A smaller proportion, around 5%, are from African, Filipino, and Sri Lankan ethnicities. This represents a broad range of diversities in HKSAR.
Figure 7 shows the breakdown of the candidates by gender. 62% of this year ’ s candidates are females and 38% are males

The largest categories are Charity and Nongovernment Services and Social Enterprises (23.8%) and Legal Services (23.8%), both accounting for almost one-quarter of the candidates. Human Resources expertise is also well-represented at 19% of the candidates. Smaller but still significant portions of the candidates come from Banking and Financial Services (14.3%) and STEM fields (9.5%). Finally, a small percentage (around 5%) are authors or work in the field of education. Overall, our 21 candidates exhibit a diverse range of professional expertise.

Figure 9 describes the breakdown of shortlisted candidates by age. One–third of the candidates are in the age bracket 26-35 years. The next largest group, at 23.8%, are aged 36-45 years 19% of the candidates are aged 46-55, and almost 10% are from 56-65 years 14% are from the youngest age bracket of 18-25 years.
Almost half of the candidates are younger than 35 years of age, demonstrating a rich youth population which can be onboarded as part of the HKSAR Government's initiative to onboard youth on its ASBs

Figure 10 shows the breakdown of candidates in terms of the number of years that they have lived in HKSAR. Almost 24% of them have lived in this city for more than 30 years. A little more than 14% of the candidates have resided for 7-10 and 26-30 years each. And slightly less than 10% have lived in HKSAR for 11-15, 16-20 and 21-25 years respectively.
81% have lived in HKSAR for over 7 years. Even amongst the 19% of candidates who have lived in HKSAR for less than 7 years, there is a strong commitment to make HKSAR home

In terms of residency status, as shown in Figure 11, around 71% of our candidates are Permanent Residents of HKSAR and almost 29% are Residents of HKSAR.

According to Figure 12, the candidates' Cantonese speaking proficiency levels are as follows66 7% can speak basic Cantonese, such as being able to give taxi directions 19% can speak basic conversational Cantonese in social situations and approximately 10% can use Cantonese in a meeting setting Only 5% of the candidates have no Cantonese speaking proficiency at all

According to Figure 13, the candidates' Cantonese language comprehension levels are as follows43% can understand a few basic Cantonese words and almost 24% can generally understand the gist of a Cantonese conversation Slightly less than 20% cannot comprehend Cantonese at all and 14% can understand most of a Cantonese conversation.

Figure 14 shows the Putonghua speaking proficiency levels of the candidates. Around 29% can only speak very basic Putonghua words 14% can speak basic conversational Putonghua, and another 14% can use Putonghua in meeting settings. Nearly 43% of the candidates do not have any Putonghua speaking proficiency

Figure 15 shows the Putonghua language comprehension of the candidates 14% can understand most of a Putonghua conversation and another 14% can grasp the general gist of a Putonghua conversation. 19% can only understand a few basic Putonghua words and 52% cannot comprehend Putonghua
The data shown in Figure 16 indicates the proficiency in Chinese reading of the candidates. Approximately 10% of the candidates can read Chinese at a functional level Around 38% of the candidates can only recognise a small number of traditional Chinese characters. The remaining 52% of the candidates are unable to read Chinese at all

Diversity List 2024 to be distributed across all government departments and bureau
The government considers providing ‘Simultaneous Interpretation’, as a standard practice in all ASBs so that ASB chairs will be at ease to engage non-Chinese speaking talent onto their committees
The government considers onboarding Diversity List candidates to assist in public policy initiatives that involve an international focus such as the Global Talent Scheme, HKSAR as a Regional Education Hub and Belt and Road Initiative, as examples
The government ensures that all marketing collateral to promote HKSAR internationally includes multi-ethnic faces and multi-cultural stories of success, including overseas engagements to promote HKSAR
The government considers recommending to all bureau and departments the use of multi-ethnic faces in all collateral, print and online.
