Introduction
Architecture are highly appreciated through human visual channel. However, the visually impaired person had difficulties to appreciate the visual image through their visual channel. The blind and visually handicapped have the right to be able to navigate effortlessly through the built environment. An architect/ designer is responsible to ensure the health, safety and welfare of everyone who uses the buildings. An holistic approach should be taken considering all the senses and complete than one that only considers sight. Throughout history architects and designers have traditionally focused most of their attention on the visual aspects of projects. While this methodology has produced beautiful buildings it rarely created buildings that could be experienced using other senses, which has alienated many visually handicapped people and robbed them of the ability to experience the built environment.

Project Brief
People with visual disabilities are entitle to exercise their civil, political, social, economic and cultural rights on an equal basis with others. Unfortunately, they are usually treated as a separate entity, not as a visible part of the general community, where the existing community become a barrier for them. Realizing the persons with visual disabilities could not compete in open job market yet their socio economy level need to be improved without infringing on their welfare and rights, the Department of Social Welfare has taken proactive actions by establishing The Malaysia Association for the Blind (MAB) as a primary voluntary organization that help the blind and prevent the tragedy of avoidable blindness. People with visual disability needs environment that is accessible to them. They seek for a place where they can live, work and play without any barriers. The physical environment has created barrier to the disable people which effects their emotion and psychology. Thus, study on rehabilitation centre for visually disabled is essential in order to provide facilities that can help them to acquire skills to survive on their own.

Thesis Statement
To design a rehabilitation centre for the visually impaired by providing comprehensive facilities with accessible environments to aid the rehabilitation process in order to promotes independent living skills in the society, developing their education level, economic empowerment and socialise skills.
Research Objective
Objective 1: To design an integrated rehabilitation and health care facility that is environmentally accessible for the visually impaired based on criteria gained from existing literature, successful case studies and other visitations. Objective 2: To promote independent living and community self-help among the visually impaired through a proper rehabilitation facilities (healing and friendly environment). Objective 3: To raise awareness and change perception among the general public towards visually impaired by incorporate outdoor and indoor environment that can encourage and foster positive relationship between the visually impaired and society.
In Brickfields, the two main usages of land are for residential and commercial purposes. The lower part of Brickfields, which is nearer to Bangsar area, is mostly for residential purpose, as marked in yellow. On the other part, which is nearer to Kuala Lumpur city centre, is mostly for commercial area, as marked in blue. There are other usages of land such as industrial and educational. These two types of usage is scattered around the Brickfields area, where the industrial usage is mostly in the middle part, while educational usage is throughout the Brickfields.

Aural Experiences Designing the properties of different acoustical ambiances to promote a synergy of sensory experiences through, for example, the selection of materials or dimensional adjustment at intersections, voids, openings and atria would enrich the environmental experience. (Basyazici Kulac Burcin, Ito Alpturer Mari, 2013) “Every city has its echo which depends on the pattern and scale of its streets and the prevailing architectural styles and materials. The echo of a Renaissance city differs from that of a Baroque city. But our cities have lost their echo altogether. The wide, open spaces of contemporary streets do not return sound, and in the interiors of today’s buildings echoes are absorbed and censored. The programmed recorded music of shopping malls and public spaces eliminates the possibility of grasping the acoustic volume of space. Our ears have been blinded. (Juhani Pallasma; The Eyes of the Skin, 2005) Designing the properties of different acoustical ambiances to promote a synergy of sensory experiences through, for example, the selection of materials or dimensional adjustment at intersections, voids, openings and atria would enrich the environmental experience. (Basyazici Kulac Burcin, Ito Alpturer Mari, 2013) “Auditory experience, especially listening to echo, helps the participants to understand the size and the structure of a constructed environment. The ambience of the place seem to be conceived through a combination of olfactory and haptic experiences as well as the auditory. ” (Basyazici Kulac Burcin, Ito Alpturer Mari, 2013)

Building Wayfinding The blind compensate for their lack of sight by relying more heavily on the other senses. Navigation through and the action of experiencing a place depends on a person’s ability to collect information through his or her senses. We as designers often focus most of our time and energy on the visual aspects of a design.
Special Study
Phenomenology Phenomenology is the interpretive study of human experience”. The aim is to examine and clarify human situations, events, meanings, and experiences “as they spontaneously occur in the course of daily life” (von Eckartsberg, 1998, p. 3). The goal is “a rigorous description of human life as it is lived and refl ected upon in all of its fi rst-person concreteness, urgency, and ambiguity” (Pollio et al., 1997, p. 5). Designs of the phenomenological movement in architecture concentrate on how people interact with the building; how they experience the various building materials and how they come to know and understand the building through different sensory properties. For the most part phenomenological designs are uncomplicated and clean. It is a design methodology that is very personal and inward focused.

Sound With the absence of sight sound can become an invaluable resource which the blind can use to gather information about the world around them. According to an article in Current Science magazine entitled “Blind People ‘See’ Sound” Franco Lepore, a psychologist at the University of Montreal, conducted an experiment in which he produced a sound and then asked both blind and sighted people to determine the direction of the sound’s origin. Blind people were consistently better atdetermining the exact origin of sound. Touch For blind people the sense of touch can be used to gather information about specific objects around them or used as navigational cues. Simply stated it is another way in which blind people adapt and compensate for their lack of sight. As with sound, studies have suggested that blind people have a more acute sense of touch
Smell Smell is an amazing and often underestimated sense. Human beings require only 80 particles of a substance to detect a specific odor, and we are capable of detecting over 10,000 different smells (Pallasmaa, 2005). According to “Orientation and Mobility Training” (www.tsbvi.edu) smells can be used to let the blind and visually impaired know where they are in a given environment. For example a garage, in general, smells different from a library or a restaurant. When one is in a kitchen he or she may smell the food that is being prepared, but if the meal is over he or she may smell the dishwashing soap. In spaces such as the kitchen, that produce different smells at different times on a consistent basis, the smells can serve not only as locational cues but as hints to the relative time of day.

Atrium Space: Hybrid Ventilation System
To improve the natural ventilation strategy, the openings at the ground floor is close from the hours of 7AM to 4PM. The openings is controlled by a temperature sensor to close the openings whenever the indoor air temperature is lower than the outdoor air temperature. High level openings are permanently open through out the day and night to allow hot air to escape from the atrium space.
Researcher done by building sector energy efficiency project (BSEEP) stated that there was up to a 3.3% reduction in the building’s total energy consumption by using this method. Precedent study: Manitoba Hydro Place, Canada.
Sustainable features
Daytime 7.00AM to 4.00PM
Atrium Ground Floor Air-tight to prevent loss of cooling from the offices and the night before. Atrium Roof Space Kept open for natural ventilation and ease of operation. Hot and humid air lighter than cold and dry air. Therefore, it will not mix with the air at the bottom of the atrium space.
Night time 4.00PM to 7.00AM
Atrium Ground Floor Open to promote stack ventilation to bring in cooler night time air. Atrium Roof Space Open for natural stack ventilation
Shading simulation
Inital building skin : The highest heat gain rate on the skin for the initial building design is 8.85 kWh/sqm and the lowest is 0.42 kWh/sqm.
Final building skin : The highest heat gain rate on the skin for the fina; building design is 6.96 kWh/sqm and the lowest is 0.00 kWh/sqm.
Building Skin Geometry Solution
The building geometry with 25 degree inclining facade was sculpted following the solar path. The north and south facades enjoy full self-shading particularly from the hottest mid day hours whilst the east and west facades are protected from direct penetration of sunlight, reducing solar impact. With the tilted e-glazing glass, direct sunlight is diffused; providing with motorised louvres to provide glare free day lighting for the building wgilst promoting heat minimisation.

Classic Daylight Harvesting for the Tropical Climate
1. Self shading building block to prevent sun angle to penetrate directly onto the building. 2. Motorised horizontal blinds. It help to deflect daylight onto the ceiling for better distribution of daylight deeper ino the building and prevent from glare. 25 degree tilted window were used to shade the inner space of the building and adapt well to tropical climate of Malaysia.
Self Shading Window Facade
Glare at the side of the window radiance range from 500750 lux surrounding office space.
Daylight harvesting
Self Shading Window Facade with External Motorised Louvres
Glare reduce dramatically at the side of the window. Radiance range from 250-500 lux surrounding office space. 7% reduction in glare.
Intergrated BIPV Facade
BIPV location study based on IES simulation, most of solar heat gain dissipated on the roof and the awning facade of the tower. Hence, photovoltaic cell is integrated with the double skin facade and roof top to harvest solar energy.
Fire Protection System
A smoke control or smoke exhaust system is provided for the atrium and adjacent spaces. The smoke control or smoke exhaust sysem installed activated by: 1. Smoke detectors located at the top of atrium and adjacent to each pf the return air intake from the atrium and beam connector. 2. The automatic sprinkler system serving the atrium zone. 3. The automatic detector system. The atrium is separated from adjacent occupancy by a fire barrier with at least one hour fire resistance. The sprinklers operate to wet the atrium glass wall to ensure the surface of the glass is wet.
