Welcome to the 2015 Cycling Victoria Annual General meeting. 2015 has been an incredibly busy and productive year for Cycling Victoria. Opportunities to run additional events were seized; new programs developed and launched, initiatives implemented for continued enhancement of the local racing scene and, as an outcome, a great financial result for Cycling Victoria. Specific highlights included:

The board has also developed a new strategic vision during the year:

“Building a love of cycling. More people Riding, Racing & Watching.” This vision is about building on Cycling Victoria’s current strengths to grow the organisation both in terms of membership numbers and relevance to the wider cycling community. The vision means continuing to enhance Racing whilst building the Riding/ recreation side of the business. “Watching” is also directed at securing a wider interest base for cycling; from creating better event experiences for the audience through to optimising the use of social media platforms to provide event access. The Cycling Victoria vision is consistent with Cycling Australia’s strategic focus. We hope that our member clubs also assess how their club can benefit from embracing the new vision.

We can look at Cycling Victoria initiatives from the past year in terms of the Riding/ Racing/ Watching vision:

Building recreation membership is important for clubs and CV. Riding members allow clubs to grow membership. CV is leading this initiative with a series of programs designed to make cycling easier for all. That is, making it easier for people to cycle in the sense of providing a structure, skill training and encouragement. Specific programs developed by CV include:

Ongoing refinement of the Cycling Victoria Racing offer:

A range of spectator/ fan treats: Six UCI events including a sellout crowd at Hi-Sense arena for The Austral/ Australian Madison Championships. Melbourne Cup on Wheels moving to a new winter date at DISC and Jack Bobridge’s one hour world record attempt at DISC in late January.

Trycycling; designed to provide riding skills for people with a disability. Leading Rider; designed to provide skills for leading bunch rides. School Holiday Programs; designed to provide young children with holiday riding opportunities. Launch of the “Women’s Ride”; 50 events across the state and 2,500 participants. New programs to add depth to the Ride strategy includes for Women; “Pop-up Spin classes” and for Older adults; “Touring by Bike”. The revamped Ride Membership offers, developed in conjunction with Cycling Australia, offer significantly more benefits and experiences for prospective customers than competitors’ offers. It is also a great opportunity for clubs and Cycling Victoria to attract new members.

2014 saw launch of Victorian Interschool Cycling Series (VICS) which had in excess of 800 entries over six rounds. Victorian Road Series (VRS) had 3000+ participants + Singapore Airlines as naming sponsor. First Vic Para-cycling series. Victoria hosted seven national championships: Junior Track, Omnium, Para-cycling Track, Madison, Cyclo-cross, Elite Track and Elite Road. Hosted seven National Road Series (NRS) events including; Cadel Evans Great Ocean Road Race, Tour of the Goldfields, Tour of Great South Coast, Sam Miranda Tour of King Valley, Melbourne to Warrnambool, Tour of the Murray and Amy’s Otway Classic. UCI events held in Victoria included Herald Sun Tour, Cadel Evans Great Ocean Road Race, Austral Wheelrace, UCI Para-cycling Track Carnival, Melbourne Cup on Wheels and Amy’s Gran Fondo.

Social media growth continues; monthly visits to Cycling Victoria’s social media channels run at 35,000+. Also, Cycling Victoria launched a historical results website which includes over 250,000 individual results.

Board Governance

Club Development Cycling Victoria continues to improve processes to assist clubs: Online training program to help support the management and training of volunteers. This capability also helps Cycling Victoria to train and develop our volunteers. Other new resources to support clubs; specifically, inclusive club accreditation and club guide to behavior.

Your Cycling Victoria board has embarked on a program to achieve the next phase of best practice governance. The process will cover both internally-generated initiatives and inclusion in the VicSport “Next stage of governance” program. You might remember that Cycling Victoria was a pilot state body for the original governance program in 2010/ 2011. Processes and tools developed through this best practice project can be shared with clubs for possible implementation at your club.

Cycling Australia Malcolm Speed, President of Cycling Australia, described 2015 as a; “challenging but productive year for the organisation”. He highlighted that: “The major challenge is to ensure that the governing body takes its place as the leader of the sport.” Cycling Australia recorded a surplus of $185,000 for FY15. This was nearly a $2m turnaround from the $1.8m loss in FY14. Cycling Australia will be moving the main office to Melbourne in Q1 2016. This will mean offices in Melbourne and Adelaide. The senior management team has been bolstered by the appointment of John McDonough as Chief Financial Officer and Matthew Roberts as General Manager Commercial. A General Manager, Sport will also be appointed shortly. Cycling Victoria has participated in a number of program pilots and strategic working groups with Cycling Australia throughout the year. We will continue to actively support Cycling Australia embrace the opportunities in the cycling market.

Your continued support drives the sport and maintains Victoria as the centre of cycling in Australia. We thank our key partners: Cycling Australia, BMX Victoria, the Victorian Institute of Sport, Vichealth, and Sport and Recreation Victoria for their continued support. We also thank our valued sponsors: Transport Accident Commission, Winning Edge, Singapore Airlines, Physiohealth, Specialized and Croydon Cycleworks. Kipp Kaufmann and his dedicated team have provided outstanding service and commitment in what was a very busy year for all. Finally, I thank the Cycling Victoria board comprising: Doug Armstrong, Judy Barnsby, Lisa Byrne, Matt Fletcher, David Grant, Monique Hanley, Mark Heinz, Jo Jericho, Laurie Noonan, Heather Park and David Tennant for their enthusiastic participation and support over the year.

The Coming Year Cycling Victoria board will continue lifting governance levels. The Vicsport governance program flagged above will commence in February. Cycling Australia has appointed GTR Events to deliver their major events. Cycling Victoria has signed an MOU with the intention that GTR Events also promote key events. Optimising implementation of the GTR relationship will be a priority for 2016. Membership growth will be a focus for Cycling Victoria in the coming year. The strategy will target improved retention as well as recruiting new members. Clubs will be an essential part of this strategy.

TRACK Track Cycling in 2015 saw Cycling Victoria successfully hosting of 5 National Championships and 2 UCI events. Regional towns of Horsham, Bendigo, Shepparton, Wangaratta , Echuca-Moama and Ararat showed great support for track cycling having conducted Christmas Carnivals and/or State Championship events. The 2014 season saw the expansion in the Winter Track Series to include a Junior Program. The seven race days s averaged 55 participants per round of which 31% were female.

ROAD Road Cycling continued to grow in 2015. The Victorian Road Series (VRS) has proven very popular with an increase in participants in almost every event. A trend that was also reflected in the Time Trial Series. In 2015, the Cadel Evans Road Race was added to the summer calendar. In its first year, the event attracted many UCI professional teams and a quality field in Victoria that has not been seen since the Road World Championships in 2010. Building on from its success, the event has been given a higher class rating from the UCI for 2016.

CYCLO-CROSS With the increasing interest in Cyclo-cross 2015 saw Cycling

Victoria launched the Victorian Cyclo-Cross Series (VICXS). This composed of a six event series from April – September. This series has already become the largest ‘cross series in Australia with over 313 individuals entering the series and a lot of them previously had no association with Cycling Victoria.

VICTORIAN SCHOOLS CYCLING CHAMPIONSHIPS The 2014 VSCC has been one of the most successful to date with a continued growth in participation numbers overall, although a number of events have had to be rationalised due to poor previous attendances. Mountain biking and BMX featured heavily in the VSCC along with road racing. Mountain biking continued to be the fastest growing discipline with an average of 200+ participants per round. A weekend of state final events were hosted in Bendigo in October . BMX, mountain biking and road racing were hosted over three consecutive days with fantastic numbers, competition and atmosphere. Overall, 620 individuals participated in the 3 days.

VICTORIAN INTERSCHOOL CYCLING SERIES 2014/ 15 saw the inaugural running of the VICS series. The series came together through the collaboration of CV, various schools, parents of junior cyclists and Simon Gerrans. Simon came on board as the ambassador of the series and has been crucial in promoting and driving the event forward. The model is based around a ‘Saturday morning school sport’ model with schools competing against other schools for the Simon Gerrans Perpetual Trophy. Within the first series, seven events occurred with a mixture of individual times trials, team time trials, criteriums and a hill climb taking place. A key element of the program was the requirement to have a licence for the program. CV negotiated a 6 month VICS licence with CA to allow participants to compete in the series and also participate in any other cycling event between the start of October and end of March. Facilities In June a national first State Cycling Facilities strategy was launched. This strategy outlines the strategic growth of facilities for cycling throughout Victoria over the next ten years. This will now provide CV with a fantastic opportunity to develop the sport through the growth of sport specific infrastructure.

Racing Performance TRACK J15 & J17 NATIONAL CHAMPIONSHIPS The Championships were hosted in Melbourne from the 28th January – 31st January, 2015. Victoria sent a team of 23 athletes, with 10 support staff. The team completed the championships with a medal haul of 4 gold medals, 3 silver medals, and 6 bronze medals. TRACK ENDURANCE & SPRINT SQUADS In partnership with the VIS, Cycling Victoria has been working to develop the next generation of track superstars. Hilton Clarke has been coaching both a sprint and separate endurance squad. The VIS has increased the number of athletes it supports on scholarship and for the second consecutive year years has allowed J17 athletes into the program.

ATHLETE DEVELOPMENT PROGRAM: ROAD A thorough athlete development program (road) focused on a range of different areas including skills and technique. The program started with a four day camp commencing in Eildon. Following the camp, a number of weekend camps were hosted by Cycling Victoria focused on skill sets used for racing. These skill sets included: Hill climbing – A weekend at Ballarat where the participants learnt how to climb a hill and tactics to use the hill to their advantage in racing. Descending – A weekend at the one-in-twenty in Dandenong, participants learnt different techniques in descending and how to descend safely in a bunch. Time trialling – A weekend at Woodend, participants learnt how to use the time trial ramp and different techniques for the turnaround point. They also learnt about team time trialling. Each camp had an average of 27 participants, with camps being hosted at a range of venues around the state.

EVENTS In 2015 CV saw the continuation of the Seight Challenge Series which included 4 recreational events. With over 1500 entries through the series CV was able to engage with a broad audience through these events. Additionally, we have continued to support fundraising for the Cancer Council Victoria as part of these rides.

THE RIDING DEPARTMENT: SCHOOLS The Riding department worked with a number of organisations to promote cycling within schools. Of these Cycling Australia and Girls Sport Victoria were most prominent.

BREEZE The Breeze program has continued to grow steadily in 2014/15 with more leaders and more weekly rides. 18 new leaders have completed training, taking the total list of qualified leaders to 80.

CV was integral in the development of the national junior riding program. This program was tested in Victoria through a range of different schools that were attended. The Riding department had a strong focus on increasing female participation within schools. In order to achieve this select schools were targeted, these included; Methodist Ladies College , Ivanhoe Girls Grammar to name a few. Additionally, Girls Sport Victoria partnered with CV to affect female participation numbers amongst junior girls. Their annual program grew again, and discussions are occurring to further expand this program.

These events have undergone a strategic review and are expected to change moving into the future. Additionally we partnered with 4 other events: Tour Fondo, Sam Miranda Gran Fondo, Men of Malvern Ride, and Melburn Roobaix to provide support and sanction. We note that this will provide a great opportunity for expansion into new markets into the future.

Participation in Breeze Rides has now passed the 2,000-person mark. CV ran a Breeze forum in March, attended by 14 people who went for an organised ride and then discussed aspects of the program. The event gave leaders a chance to meet and connect, and CV received positive feedback. Overall the program has generating increased interest and continuing to provide a platform for the engagement of women in cycling. However with no further funding for the program, it is now in a maintenance phase that will allow for future planning of the program to occur.

THE WOMENS RIDE In 2015 CV initiated The Womens Ride. The Women’s Ride is a single day celebration of women’s riding. It’s Victoria’s annual mass participation riding event designed especially to encourage more women to participate in cycling. In contrast to a lot of recreational rides, The Women’s Ride invites BUGS, riding bunches, cycling clubs, bicycle shops and anyone interested to lead their own ride and take part in the festivities on the day. The rides are registered and advertised to the public so everyone – women, men and families can participate. The event provides an opportunity to capitalize on the growing interest in cycling by women. Research indicates that if the actual and perceived barriers

With the support of some outstanding coaches, CV has been to delivering programs to Melbourne’s specialist schools and community groups. A combination of 4 and 10 week programs have been delivered, teaching participants the skills needed to ride independently. In early 2015 the National Junior Riding Program for specialist schools was launched, and was piloted to schools by CV.

ACCESS ALL ABILITIES The implementation of the AAA project, with the support of Sport and Recreation Victoria, has seen some great advances for para-cycling, and cycling for people with a disability. With the introduction of the first Victorian Para-cycling ITT series, a number of previously unavailable racing opportunities have been offered to Victoria’s paracyclists. Run under the newly

CV has partered with RecLink Australia to develop a program called TryCycling. The program is aimed at providing a safe and supportive environment for people with a disability to learn appropriate cycling skills. This will be rolled out in 2015/16. Cycling Victoria is also engaging with clubs to create more inclusive sporting environments, through online training, resources and advice. We look forward to even more growth in the AAA space in the future.

The program consisted of 3 beginner programs aimed at anyone between the age of 6 and 12 who are looking to learn about track racing. 3 intermediate programs were also delivered aimed at junior riders wanting to improve their bike skills and learn more about racing.

Cycling Victoria will continue to work with the VEOHRC to further affect the culture of cycling to create a more inclusive sport.

Each holiday program averaged 60 participants.

LEADING RIDER

FAIR GO, SPORT!

In conjunction with the Transport Accident Commision, CV developed Leading Rider.

The VEOHRC funded Fair Go Sport! project has been successfully developed and delivered, implementing policy changes and effecting culture shifts across the sport. Cycling Victoria was again represented at the Victorian Pride March, demonstrating our commitment to gender and sexual diversity.

Leading Rider is aimed at improving levels of safety for cyclists on our roads. While many group rides take place on a regular basis, they are not necessarily led by experienced or qualified cyclists. Leading Rider training is available to people from all walks of life: avid cyclists, club riders, social riders, parents, students,

The training is designed to teach the skills and knowledge required to manage cycling groups confidently and improve the safety of the riding experience for ride participants. In 2014/15 39 individuals participated in the Leading Rider program.

Membership This year we have welcomed two new affiliates: Ladies Back on Your Bike and The affiliates program provides a new more flexible approach to including clubs into the CV family without diluting the current member offering our clubs provide. For the third consecutive year CV did not raise membership prices – making those in Victoria the second cheapest in the country. CV continued to see small growth in 2015 however this year the growth was experienced by the recreational rider membership. With the new short term memberships that will be offered we are confident that there will be a large rise in overall membership numbers in 2016.

A number of sponsors have joined or continued to support Cycling Victoria. This year we welcomed the TAC, Signapore Airlines, Physiohealth, and Specialized. We also saw the return of Seight, IRIA, Winning Edge and Crodyon Cycleworks. We thank all of our valuable sponsors for their continued support.

Communication continues to be a critical component of the CV role for cycling. As such we continue to grow dramatically in social media and web traffic. In 2016 we will continue to focus in these areas however there will be greater emphasis on coverage in traditional media.

State Government Cycling Victoria continues to enjoy a strong relationship with state government and work closely to support cycling and our membership. In particular CV has continued to receive level 1 sport funding. Funding was also received for the Access All Abilities Program, Facilities Master Plan, More Coaches and Women in Active Sport and Recreation. Additionally CV has worked closely with VicRoads to implement longer term and streamlined permit applications. We have also been part of the new road rules consultation.

Coaching

Club

In 2014-15 Cycling Victoria ran two Level One and four Road and Track Skill courses run every year. In 2014-15 with funding from Sport and Recreational Victoria, we were able to run an additional 6 courses. With the funding was aimed to increase the number of women coaches and regional coaches.

With the ever-growing popularity in cycling, and the increasing diversity of the Australian population, it is important for clubs to recognise the differences that exist within the communities that they are a part of. The days of the one size fits all model for clubs has long gone.

With the funding we were able to run coaching courses in Wangaratta, Bendigo, Portland, Ballarat and Geelong and have extra 64 women coaches. Over the 10 coaching course we were able to increase the coaches in Victoria by 107. A total of 28 up¬skilled there NCAS Road and Track Skills qualifications and began their pathway to becoming level one coaches.

Officiating In 2014-15, the number of level one commissaire had increase by 43. There was a major increase in clubs that didn’t have any commissaires to having one or two. The target over the next few years we will be aiming at all clubs to have at least 4 commissaires. The number of regional commissaire has also increased, with 19 of the 43 being from regional clubs.

The ‘Inclusive Club Accreditation’ program aims to increase clubs abilities to provide a welcoming and inclusive environment. CV has been partnering with clubs to assess and improve upon a broad range of areas including the clubs governance, strategic planning, communication, and participation structures. A number of clubs have been piloting this program with CV, and received an accreditation. The program is looking at expanding into the future with more clubs coming on board in 2015 / 16. Additionally we changed the format of the State Council meetings to be more informative and networking in style to allow learning by clubs and CV.

Membership growth continues to accelerate for BMX Victoria recording 1922 members in the recent period following the previous mark of 1574, representing a 22.1% yearly increase across the state. This continues the upward trend of BMX membership growth over the past five years.

STATE EVENTS BMX Victoria members continue to travel several hundred at a time to all corners of the state for Open Events. In addition, the 2015 Track Attack Series in January saw 372 riders compete while the 2015 Junior State Series was contested by 358 riders across the seven rounds. Along with the BMXV Event Management Group, who has tirelessly worked throughout the year preparing for events, BMX Victoria would like to take this opportunity to thank all the volunteers and clubs for their efforts in putting on fantastic competitions over the year.

NATIONAL EVENTS The 2015 National Championships were held at the Brisbane SX Centre in Queensland. The Victorian BMX community traveled in great numbers, contributing 191 entries to the titles. Victorian riders achieved fantastic success, taking home 15 national titles, second only to host Queensland (20) who had well over three times as many riders take part.

GOVERNANCE / STRATEGIC PLAN BMX Victoria is currently in the process of the review and evaluation of its 2012-2015 Strategic Plan. These reviews form the basis for the creation and implementation of the next BMX Victoria Strategic Plan to be released for 2016 and beyond. This process incorporates the entirety of BMX Victoria’s operations and input is

being sought from stakeholders across all of the body’s operations.

OFFICIALS BMX Victoria continues to maintain a solid base of volunteers with the state possessing over 200 accredited officials. Along with recent Level 2 Officials courses being held, retention requirements have been adjusted to continue to encourage officials to improve their levels of event experience and continue to take an active role in the BMX community.

ADMINISTRATION The board of BMX Victoria continues to receive support through sports administrator Kyle Chandler with the support of Cycling Victoria. Kyle looks after the VicHealth programs and other administrative duties to assist the board.

PARTICIPATION During the year BMX Victoria applied for and has been approved to develop and implement a new grassroots initiative called ‘Pumped’ through funding from th0oVicHealth Innovation Challenge. The initia-

tive is a low-cost opportunity that utilises under-programmed council pump-tracks in several locations around Victoria utilising local coaches. The initiative targets primary-school aged children with little to no experience of BMX and looks to raise interest with a view to future club participation.

2015 Profit and Loss Report The Net Surplus of $179,428 far exceeded the surplus of $82,500 budgeted for during the financial year. The driver in the increase in income for the organisation is income derived from major events incl the Australian Madison Championships, National Masters Championships, Tour of the South West, Tour of Great South Coast and Tour of the Murray. The increase in income derived from major event correlates with increased costs incurred by CV in order to run these events. However costs associated with planning and conducting these events have been well managed resulting in the additional revenues outweighing the added costs. This has been a significant contributor to the overall financial result of CV for 2015. Income received by CV via Grants and Sponsorships continues to increase, enabling CV to invest in more programs and services for Victorian members.

Value of Total Assets increased $82,616 (7%) during the financial year.

Payables decreased from $99,588 to $76,852

The balance of Receivables as at June 30 was $67,648 Cash held in the CV current account as at June 30 was $87,411 and cash reserves totalling $699,410 held in a term deposit as at June 30 2015.

Other Liabilities decreased from $396,477 to $258,523. The majority of this liability as at June 30 being Grants and Sponsorships received in Advance. As at June 30 2015, the total liabilities of CV decreased from $547,373 to $450,561. As was the case for the 2014 financial year, the primary driver for this liability is Grants and Sponsorships received in advanced as noted above. PAYG Tax, GST and superannuation liabilities of $35,097 as at the financial year end

Key Activities during 20142015 financial year During the year, the accounting system used by CV has been migrated from MYOB to Xero. The reporting, analysis and detail available within Xero has improved the accessibility and transparency of information that’s available for finance users within Cycling Victoria. The Australia Sports Commission (ASC) along with a number of other State cycling bodies lent funds totalling $2,000,000 of which $150,000 was provided by CV. This loan is repayable in January 2019. Currently, Don Willing & Associates Pty Ltd conducts the annual external audit for Cycling Victoria. This organization has been conducting the external audit for CV for a number of years. While there are no issues related to this engagement, in the interests of good governance, transparency and accountability of the CV Board, a regular review process for the external audit engagement will be instigated prior to the 2016 Audit. A methodology introduced to assess the investment of a portion of retained earnings in initiatives aligned with the Organisation’s strategy.

2015-2016 Financial Year For the 2016 financial year, CV has budgeted for a surplus (after Depreciation) of $138,000.
