The Trelleborg site is of immense dimensions, with superimposed phasing requests. The competitors had to consider a very long timeframe, keeping measures to deal with rising sea levels and climate change in mind.

standard: The Europan theme of production was framed by some teams as how to rethink the city for the benefit of production, while in this case the jury thought it more appropriate to consider production as for the benefit of the city.

The site is right at the threshold to the historic city center of Trelleborg, right next to its central station, and stretched out along 2 km of Sweden’s southernmost coastline (with more than 5 km of waterfront property). Therefore, the site has huge potential for the attractive or even spectacular, it has great connectivity to both local grid and regional grid, and it even has history. The pure potential of the site makes it a precious asset for the city, to the extent that a bit paradoxically it might prove difficult to reconcile with content that doesn’t measure up to its own high attractivity

In general, some proposals focused on finding a broad, sound and multifaceted structural frame for the city’s gradual evolvement, while others set a narrower scope to allow for deeper digging into interesting aspects. No proposal managed to excel in both part and whole. Therefore, the jury has decided to award joint winners where one is commended for its skillful urban plan, and the other for its thought-provoking analysis and policy engaging proposal of how an alternative process of real estate development might unlock qualities and users that are otherwise very elusive.

JURY:

The success of integrating the old town with the new harbor town district will be dependent on how well new structures allow for natural barrierfree flows between the old and the new, between points of interest, and between town and sea. The proposal answers in a well-crafted and seemingly effortless way to several of the these matters. The proposed urban structure shows good understanding of the existing Trelleborg town pattern, adding a contemporary interpretation of the existing varied, permeable and rather large blocks, consisting of a multitude of building types. Road 9 is nicely rearranged, weakening its’ barrier effect, and thus strengthening the connection towards the existing town.

and at the same time creating several new water connected public spaces of great quality. The existing large scale structures are wisely proposed for uses as co-work hubs and test kitchens. In addition the proposal also adds small workshops and community production within the housing, closer to the existing town. Although well connected, the street grid could adapt even better to the main flows of the existing city, and its main points of interest, for instance the railway station. The jury finds the ideas concerning the area west of the wetland park poorly developed and described and will therefore refrain from commenting on this part of the proposal.

The proposal suggests straightforward connections between important existing streets and the sea, elegantly integrating and reusing the present warehouse and logistics buildings,

The vision of New Sjöstad is to reconnect current city with the reclaimed seafront and once again make Trelleborg a city on the sea, rather than next to the sea. Through revealing natural potential of Skane’s coastlines, celebration of water and preservation of the industrial and productive heritage of the site, the proposal presents several new vibrant districts on the waterfront. The new connections from the existing city fabric to the newly created public waterfront allow Sjöstad to share new qualities and livable environments with future communities as well as current residents. The goal for the site is to create three urban characters of development, building on their existing and hidden potentials. We believe that the western part of the site holds the greatest potential to be reconnected to the ecological system of Skane’s coastline habitats. The disruptive industrial area is restored to natural coastline with dunes, heats and woodlands while providing access to the sea. The development in the area is limited to eco-clusters which blend in with the landscape and allow for an alternative way of living. The restoration of natural environments, shaping of the landscape and new wetlands along the river create natural protection against the storm bursts and high water levels as well as provides valuable ecological habitat. 8

Stormwater management network extends into the urban districts and provides a climate resilient system. The Seaside district, which preserves existing warehouses, builds on the industrial heritage of the place. The natural coastline blends with the industrial urban character, new public program and productive functions are introduced in the reused buildings, while new extensions of public spaces, such as piers and bath facility are placed onto the sea. The area closest to the city, Harbor District, preserves Trelleborg’s grid of large urban blocks and integrates new productive and community functions. The neighborhood naturally extends the city fabric towards the harbor and creates an important connection between the new areas, existing city and train station. New bridge with public spine links the district with the surrounding areas. The New Sjöstad celebrates the water with five kilometres public coastline connected with important public nodes, such as train station square, university area,library, bath facility, food hall, wetland area and natural beaches, which gives a diverse yet continuous public realm to Trelleborg.

This proposal offers an unusually far-reaching analysis of the theme Productive Cities. It makes a case for production as something inherently valuable, something that provides meaning that goes beyond the instrumental and pragmatic. In a reality defined by a global economic restructuring that weeds out small-scale production, they deliver a thoughtful and radical argument for a slow and gradual development based on self-construction. The authors challenge the privilege that capital investment currently has over labour when it comes to defining the urban landscape, and explore a way of reversing the positions. The proposal utilizes the existing manufacturing facilities on the site, minimizes the reliance on specialized expertise, and hence, aims for a radically increased level of accessibility throughout the development process, questioning

both the notion of labour itself, and the current development of the housing market. A disadvantage of the proposal is that its core reasoning has a validity that is independent of its site, at the same time as this particular site comes with a large price tag to unlock, and a potentially spectacular market value. But the jury would argue that this circumstance should rather be seen as actually underscoring the radicality of the proposal. However, the suggested future development is not fully convincing as it is represented, where the challenged current housing market seems to be the very one to fill out the gaps of a generic grid plan, provided by the first pioneering structures. A further visioning in line with the proposed pioneering, would give to Trelleborg a truly challenging proposal.

TEAM: As Trelleborg transitions from a Port City into a Coastal City, the question of the productive cannot simply be a prolonging of an industrial past, but an attempt to define new vision for the future. For Trelleborg to be a flourishing community it must ensure access to the opportunity to pursue meaningful work. As such, we believe to reconsider the productive in Trelleborg today necessitates a move beyond the consideration of production through new zoning or building typologies, but to address the relationship between capital and labour as manifest in the city itself. Sjöstaden is vast, and the timescale for development is long. Both of these factors will weigh heavily on future development in the area as it faces a ‘chicken or egg’ predicament. Without sufficient capital investment, the site will be barren. Yet at the same time, it is difficult to attract capital investment without a critical mass of urban activity in the area. This project reconsiders the role of architecture, capital and labour in the production of the city with a new model for urban development: Pioneers. Pioneers is a model that aims to privilege the role of labour, over the role of capital in the 14

production of the city, by developing partnerships with future residents in a process of collective building. Scattered like confetti the pioneers establish a point grid across the site, establishing the ‘clues’ for future development of the city. The architecture aims to supplant the role of capital in the coordination of labour, by utilizing existing manufacturing facilities on the site, and minimizing the reliance on specialized expertise to create a public process of building that is highly accessible. By reconsidering the production of housing, Trelleborg can utilize the traditional assets of the city - access to land, in a way that engages directly with the public. A public - public partnership that establishes a community with a vested interest in the future of Trelleborg as a place to live. The pioneers embed a productive ethos into the very fabric of Trelleborg, with the security and freedom to establish new ventures or pursue cultural and social initiatives. Labour can be directed to the pursuit of meaningful work, and not only as a way to earn a living. As the prospect of full automation appears to draw ever nearer, perhaps the Productive City of the Post Fordist era is not a return to labouring on the production line, but one where we may never have to at all.

The project tells a visual story about the presence and future of the harbour site in three chapters, beginning with engaging observations on existing qualities, then projecting a, before the the place is imagined to be finally taken by the sea. Each chapter offers material of thought and ideas presented in beautiful images recognizing and discussing the character of the place. The work impresses with the richness, with which any tiny detail and info of the brief and the site enters into the story.

TEAM:

FUTUR COMES SLOWLY At first we chose Trelleborg as project site because it was exotic to us. Because we wanted to live a collective work experience far from our homes and work places. So we decided to stay a few days in town. To taste Trelleborg’s way of living. To try to reach the essence of it. To take into consideration the existing things that the would feed the project. We had delicous pasteries and enormous pizzas. We met grumpy but mostly smiling people with a warm and deep welcoming sense. Well we were far from being disapointed by this choice, and the project quickly became very personnal. We also chose Trelleborg mainly because of the higly chalenging carachtere of the program stemming from the city’s unique geographical situation. We all live, or use to live, in cities that engage a close relation with the sea. We all knew about the strong physical attraction the water has on urbanity. We knew the benefits of it as well as the potential complications of a rushed development. It’s that knowleged we wanted to take advantage of to improve, in a durable way, this lovely town. Yes, for us, to be truely « productiv » a city should first be durable. To process itself into the coming future in a time-proof way. Because future always come. But we think it comes better when it comes slowler. 20

While an urban plan and the theme of production are not presented in a resolution that allows for evaluation, the authors take the reader through a dreamlike journey through time, coined by an optimistic melancholy of an attitude in which „future comes from the past“. The project is commended for being an eye opener to the beauty of a harsh site and for promoting a development process that puts this aspect into the foreground.

So the question is, how to deal in a subtile way with legitimate ambitions and respect of the genius loci ? How to deal with the imperativ need to put a roof over people’s heads and to maintain the fragile balance of the site personality ? To try to respond in a scaty but pragmatic way we pointed out three main phases that could be resumed in a few points: TIME ONE : ADVENT - First apparition of the infrastructure web and accomodations. The principle is simply to continue the existant paths that are already heading to the port. Keeping the existants visual connection and creating new housing blocks according to the purest urban intell we’ve known yet : the street. With the mixity of use and intensity of life that it brings to the city. - Emersion area of the major green spaces in the south part at first. The trees will be the first protection from the wind. It is also the garantie that the waterfront will always be public. TIME TWO : PRODUCTION - Densification of the first phase web. - A new geopolitical ambition : to be a major city in the Baltic Union TIME THREE : PROSPECTIVE - Thanks to its rubber industry Trelleborg’s port will continue to enjoy the futur

KARLSKRONA JURY: GENERAL COMMENTS Karlskrona is a unique city, and its compact core on the island of Trossö has Unesco World Heritage status. The distinctive character of Karlskrona is that it is ”a city in the sea”, as opposed to merely ”by the sea”, an aspect that was emphasised in the competition program by the municipality. Each proposal had to be evaluated not only for what it offered on the actual site, but also for how it performed as part of the entrance sequence onto Trossö, and how it contributed to the legibility of the landscape that gave rise to the heritage city. This inherent conflict between the site as a destination, and the site as a conduit and the site as part of an archipelago sparked many interesting design concepts. It also showed how challenging it is to conceive a

design as an enriching contribution to a larger environment, leaving little space for the question of productivity within dense and mixed used contexts. In regards to the urban structure, the jury concluded from the proposals that it is both possible and important to overcome the current barrier-effect of Österleden, in order to integrate Muddret much stronger in the future. In regards to the larger setting, the jury found that the aspect of archipelago can only be developed by acknowledging the surface and dynamics of the sea as part of the proposals and welcomed contributions that engaged in uncovering the logics of geological and man-made shorelines.

The proposal extends the notion of recreating the site into islands to its furthest extreme by excavating the land along the two entrances to the central city – the railway and Österleden – replacing it with large surfaces of water. This approach, despite its extent, opens up for a successful engagement of the urban structure with new waterfronts. In parallel, the authors apply a strategy of historic layering. The 17th century grid structure of Trossö is the inspiration for a well-crafted urban plan on to which the footprints of the oil storages of Hattholmen are traced as marks of contemporary ruins into the public spaces. Further, new building typologies are echoing old harbour structures of the area, yet keeping the waterfront open to public engagement. In total, this attitude contributes

Karlskrona has a unique location in the Swedish archipelago. Situated on islets in the sea Karlskrona historically served as a naval base of Sweden. The relationship between the city and the topography is an historical premises and in that way the essence of Karlskrona - Giving the city it´s identity as the city in the sea. Today this relationship is unclear. Due to planning paradigms of earlyer decades large areas of sea was converted into land causing a former landscape of isles and water lying between Trossö and mainland to be lost. VISION We believe that Karlskrona has the potential to fully live up to its identity as the city in the sea, by emphasizing its relationship to the Swedish archipelago (skärgård). This relationship being the main premises for the historical establishment of Karlskrona and the navel base - Therefore also the premises for the future development of Karlskrona. to a contextualized but rich and intriguing characteristic of the new urban landscape. At core of the proposal stands the entrance road of Österleden, transformed into an urban street with street-level commercial and productive spaces. As the two new urban islands will remain a passageway for the traffic to Trossö, but also invite an additional audience to the new recreational spaces, this transformation will need great attention. The jury assumes that today’s motorized traffic can be reduced by changing means of transit for commuters and for the dangerous goods which today passes the site. However, this assumption needs to be developed in dialogue with stakeholders of the city, to ensure that the proposed public qualities of Österleden could be further evolved and realized.

The main concept of the project is to reestablish the topography of the Swedish archipelago (skärgård) around Karlskrona thereby creating a transition from the mainland - A landscape stretching across several smaller islands (holme) leading to the island of Trossö. This is achieved by cutting out the disappeared islands of Hattmakareholmen, Skomakarholmen and Pantarholmen from the reclamation ground that was originally taken from the sea during the planning paradigms of the industrial era in the 19th and 20th century. We propose to create a main entrance to Karlskrona where you will be led across bridges and water, literally island hopping your way onto the old city center on Trossö. From the main arrival route you will be led across a landscape of sea and islands - Creating a Blue Entrance to the City in the Sea.

Ny Karla proposes a floating city on piers, mirrored over onto the Muddret area as a system of canals and fish farm basins. The floating elements, especially the follies on the breakwater are playful and likable, and amount to a fine collection of architectural typologies: Marina, residential life and production mix. With this mix the project strives to tackle two concerns: a dissolution of contrasts between man-made and natural in which fish farms stand for that intertwined relationship, and a critique on static plans. Floating means to provide flexibility and can accommodate for unforseen usages, cultures of all kinds. Yet, the quality of the proposal lies in foregrounding the sea, representing it in its different depths - convincingly as a landscape of its own. CONCEPT The city of Karlskrona needs a new way to interact with the sea trough an attractive district with a strong identity, that could extend the urban context and connect different areas. The aim of the project is to reinterpret the structure of the archipelago using the rules and the scale of the city to create a new floating district on the sea. The idea of the ‘archipelago within the archipelago’ proposes an urban strategy able to generate new relations within the city and the nature, whilst being a connective and generating structure. The sea is taken as a platform of a new urban morphology, where the presence of the water allows the city elements to be more flexible and moveable. To be productive again is thought as a possibility to realise an unconventional settlement of experiences. Public, private and production are mixed together to create a space that can work 24/7/365 in a variable composition, that can be adaptable and sustainable. Contrary to the the static zoning approach, our project suggests to bring different programs working together: the housing is merged with the marina and the facilities are diffused around them. THE FLOATING CITY The floating city follows the rules of the urban grid of the city, but with a modular and flexible 36

mainland is peeled off as a spine. Thus the original gesture of the military supply line becomes well readable, and the heritage status of the city in its marine setting is confirmed. This approach is supported by projecting the floating city as light-weight, movable and almost ephemeral. Despite these structural givens of drifting, the proposed configuration does not unfold an urban or a district scale as all elements are arranged only in a rigid tree shape manner. Therefore the project can be evaluated as a highly conceptual contribution to the challenges of the site. It is a graphical rather than a spatial contribution, that opens they eyes the the archipelago’s encompassing waters and to the potential of non-building but scaling up a marina instead as an urban district, of conceiving an archipelago within the archipelago, as the authors claim.

structure. The phasing is defined by the mobility of the elements, which are organised according to the lapse of time of their location. Phase 1: To re-organise Hattholmen’ shoreline and build a breakwater shaped from the reported land on the site in order to create a new entrance from the sea and protect the new city development. Phase 2: To re-connect the project site to the city center with a green and energy-producing infrastructure. This infrastructure will both shape a new inhabited shoreline and create a pedestrian and bike access to Trossö. Phase 3: To live the infrastructure connecting new floating facilities and public spaces. Phase 4: To organise a system of piers on the water, where the new city can dock. The piers also support the connection with the strategic site, linking the area of Muddret to the floating city and its rules. Phase 5: To settle down the new raft village with different scales of dwellings: various typologies are articulated by public plazas, gardens and marina piers that interact within the city context. Phase 6: To expand the flexible system on the strategic site to reconnect the two areas. The urbanity on Muddret is ruled by the presence of the water that is.

The proposal impresses with architectural skill and detail and representational sensitivity- and by making very conscious use of sampling techniques, referencing existing urban structures and buildings both in Karlskrona and elsewhere. In the architectural profession, sampling and referencing is increasingly becoming a way of developing and communicating architectural thoughts. As for all tools, there are ways to use and ways to abuse. The architectural repertoire chosen offers beautiful situations near the water, while the prolongation of the Karlskrona grid is

HATTHOLMENE VATTENSTAD Karlskrona has always been a city of islands linked by bridges. This characteristic should be enhanced and preserved. On the other hand has its shoreline been in constant change. We propose a radical redesign of Hattholmen waterfront, building on the existing qualities of the urban fabric of Karlskrona. Based on the historic grid typical of its military past, we propose the Hattholmen grid. While the north-south going streets are a continuation of the existing axis in the city, the east-west going alleys can be shifted, creating flexible building plots. Extending the grid into the water, walkways create access to the sailing boats, but also buildings on stilts and floating functions. Evolving Karlskronas relationship with the water to the extreme, the whole neighbourhood becomes a harbour, and Hattholmen becomes Hattholmene. While the new grid in Hattholmen is an extension of the grid on Trossö, the new development of Muddret is an extension of Pantarholmen. Where the two grids meet, the redesigned Österleden Boulevard will have a green chain of pocket parks towards Muddret and water elements towards Hattholmen, recreating the time when Hattholmen was an Island. The area is accessed from Österleden and Blåportsgatan, with one 42

structurally unconvincing resulting in triangular impediment spaces are unable to carry their intended significance. In sum, this very rich project runs the risk of stealing the show from the heritage site. The jury found the results of sampling in this proposal to be ranging from playful to profound, making it a rich source for a discussion about the benefits as well as the traps associated with this methodology.

low-speed rescue road. All other streets are carfree. New foldable bridge is creating a shortcut to Trossö for pedestrians and bikes. Each neighbourhood gets a new central neighbourhood square. On top of that, each neighbourhood has one central quality – in Muddret the green, in Hattholmen the blue element. Tullparken is extended to become the largest park of Karlskrona, and between Hattholmen and Trossö a new “water square” is created as a blue counterpart to Stortorget. A redesigned harbour promenade from Trossö to Bryggarberget creates a changing necklace of functions along the harbourfront. Hattholmen should be developed in a density similar to the main island. Through analysis of existing typologies in the archipelago, our urban plan features a mix of courtyard buildings and low-dense houses with several “icons“. The blocks define the urban spaces and block off noise from the large roads, while opening up towards the natural blue and green spaces. Around the main urban spaces the first buildings can be developed, slowly extending the grid towards and into the water. Thus creating an open-ended process that gives the neighbourhood a finished expression early on, while leaving room for future growth.

Inevitably, it is therefore bound have a huge impact also on our expectations on public space. This proposal is very elaborate and built around a consistent line of arguments about how a certain

The cloud is the assembly line of our digital era, but instead of mass production, it focus on mass gathering. We are again hunters and gatherers, but instead of wild animals and plants, we hunt and gather data. Even though most of the natural wilderness is domesticated, we have managed to create a new wilderness for ourselves in the cloud - the world wild web. In addition to land, sea and air, we now have a fourth spatial territory to fight and defend - cyberspace. This revolution has moved so quickly that the proposed epoch, anthropocene, may already be outdated before it has been accepted. It is no longer only about the human impact on the earth’s ecology, but also about the machines impact on us as humans. So how do we adress productivity in this brave new world? One thing is sure, we cannot regard digitalization only as something we do, like adding zeros and ones to a product, digitalization is something we are - you and me. To cope with this, we need to find a new common glossary for addressing this transformation. The question is not about what we are going to produce, but rather how we build a platform that makes people, both the angry white men, the silver tsunami and the hipster comfortable with these rapid changes. The project will therefore not 48

The question is rather, how much, or little, can be done within the contemporary urban structures that we enjoy? How can we reintegrate historical perspectives and knowledge about urban life that sometimes may be lost while we are busy looking into the future? How can we use the digital revolution and our changing lifestyles as a tool to put people in control of their own environment making them comfortable with the consequences of modernity? Hattholmen, and the productive platform, is an exploration of all these question. One could say that we need a re-evolution to cope with the revolution.
