Pingtung High Speed Rail (HSR) Special District Development Pingtung County, Taiwan

In order to cope with the development of Pingtung HSR Sta-

tion, Ministry of Transportation and Communication commissioned Pingtung County Government to carry out the urban planning for Pingtung HSR Special District, which provides interchange for both HSR and railway systems.

The masterplan of the site encompasses its adjacent Pingtung

Science Park, the expansion of Pingtung Technology Industrial Prak and the Pingtung International Baseball Stadium. The site is bounded to the West by Gaoping River, which is the second longest rivers among Taiwan, bounded to the North by Pingtung Airport.

Vehicular Network Analysis

Development areas analysis

Buildings setback leverages connection to adequate pedestrian routes and maximises seperation from vehicles

Establishing green spine connection to achieve high permeability

Adjacent to the the core of HSR station, an expected high amount of commuters and visitors will therefore be guided with the interconnected networks such as pedestrian routes, bike lanes and vehicular routes.

Leisure Business Sector Maxmise connection between residential and the HSR Station Core The HSR Special District is envisoned to be a vibrant neighbourhood that encompass a variety of connection between leisure, business and dwelling. The emphasis on three connections with sport, business and leisure business corridors are the key factors to enhance the linkages between each core.

Immediate Surroundings Maxmise connection between residential and the HSR Station Core In response to the relocation of National Experimental High School at Pingtung Science Park. The community aims to provide an inclusive learning neighbourhood, with community library, cultural centre, and relevant education lessons to enchance the social interations, as well as to increase lifelong learning to individual of all age groups.

The objectives and vision of the neighbourhood is create a highly accessible and inclusive community with a connection between nature and well-being.

Conceptually the residential neighbourhood comprise 3 typologies (education, neighbourhood and recreational community) which interlinked with adequate internal gardens to enhance the proximity of each green infrastructures such as central green spine and nodes.

2.

The Wufu urban Urban fabric revitalisation scheme Kaohsiung City, Taiwan

Situated on the intersctions of Wufu 1st Raod and Guanhua 1st

This project follows the principles of Trainsit- Orient Development,

Coperation, which encompasses several blocks of buildings that are

1. Creating pedestrian and bike friendly environment internally In order to reduce potential impacts from two main roads, thus the site is designed to be fully pedestrianised, exepct the garage at the Eastern side of the site. The dominant pedestrian routes are designed adjacent to the intersections, and are interlinked with several entrances such as shop and residential individually.

2. Maximising connections with surrounding neighbourhood The site sits in close priximity to local neighbourhood that share 2 roads that interlink with the site, that also allow vehicles a second option to drop off passengers during peak-hours.

The site is divided into two land plots, which are both locating on XinZhung Street. By enhancing connections between extant expropriated urban blocks and create rather safe walkable environment

Pingtung county rural planning framework Pingtung county, Taiwan

There currently are 16 officially recognised indigenous tribes in Taiwan,

ships. In order to cope under the Comprehensive Development Plan of

Situating within Pingtung County, Sandimen and Wutai are the two

home townships to both Rukai and the Paiwan community respectively.

There are 10 tribes in Sandimen township, and 8 tribes in Wutai township

cally amid three sectors- life, production and ecology. Predominantly expanding the coverage of potential Agricultural Development- Type 4

respectively. As both townships possess strking landscapes, winding rivers, verdent mountains, as well as it rich indigenous culture of the Rukai tribes and Paiwan tribes. The preservation of its historical and cultural

characteristics are therefore vital to be achieved, as well as the natural ecology and life on the mountain.

The original Comprehensive Development Plan of Pingtung county

The current living areas that are allowed for initiating building con-

structions is relatively limited, as constructions are prohibited outside agricultural development area- Type 3 and Type 4.

Moreover, agricultural development area- Type 3, is prioritised for

expanding the potential agricultural development area- Type 4 under the Comprehensive Development Plan of Pingtung county

Suggested change of comprehensive Development Plan of Pingtung county

Koushe tribe is currently home to 210 households, that are seeking to expand and reclaim their living areas as well as the coverage of lands for farming. For example, the landrights of no.1070 which is in adjacent to Manul tribe, belongs to individuals from Koushe tribe.

The tribe extends estimately 15.95 hactres of potential agricultural

development area- Type 4 in accordance to the exclusion of the demarcation of functional zone and land use.

Envisioned masterplan Landscape Utilizing consistent vegetation and designs in the landscape, along with incorporating an ancient trail, can enhance the integrity and attractiveness of the area, as well as to promote local tourism.

Tourism industry

Repairing an ancient trail and restoring the surrounding ecology will leverage the tribe’s natural and cultural resources, contributing to the growth of its tourism industry.

Dwelling To ensure the tribe’s safety from potential debris currents, it is recommended to designate the agricultural

development area- type 4 on relatively flat areas, as well as the No. 1070 land as mentioned by the neighbourhood. to support the well-being of the community.

Public amenities Enhancing the diversity and accessibility of neighborhood amenities, including

healthcare centers, sports facilities, and a tribal kitchen, is crucial for addressing the needs of the growing aging population and promoting their mobility.

Public transportation As suggested by the nrighoburhood, the construction of second external road plays a

central role in the tribe’s transportation accessibility, benefiting the entire community.

Ouseburn & Byker- The Co-exist sustainable and inclusive neighbourhood Byker, Newcastle

Sandwiched between Byker and Ouseburn in Newcastle Upon

Tyne (North East of England) is the site that interlinks with several transport modes such as metro and bus stops The site finds itself unfit between the newly gentrified neighbourhood (Ouseburn) and the working class neighbourhood (Byker), result it remains a vast vacant urban parcel with warehouses for industrial purposes Potential social upgrading and integration for mixed purpose of offices and residential blocks are proposed

Byker is the fourth most population ward within Newcastle where the majority of population falls into the mid-age group Byker is widely recognised with its working-class dominant social group where still scroll a relatively positive rate of employment Several transport modes such as metro, bus and train allow immediate connection and travel from and to the site Due to lack of bus stops around the site, result in poor opportunity accessing buses without crossing one of the busiest roads

Views over the enterprise centre from Albion Row and Hadrian’s Wall Path indicates the slope that begins from Tyne Bar at the South Eastern of the site, and this also provide a certain vistas toward Tyne River when standing 37 uphill


INCLUSION & ACTIVITIES

Around the site boundry is the conjunction between Ouseburn and the site itself, previous Maling Street is being pedestrianised for achieving legible pedestrian crossing and better walking environemnt

Locating on Ford Street are the newly organised office quarter that is jointly operated with the Employment Centre, this urban parcels were transformed from the original scrap yard providing a courtyard with leisure purpose for local business and young professions
