Finalists announced for the 2020 Texas Downtown Association President’s Awards Program Finalists for the 2020 President’s Awards Program were recently announced in Austin. For over 30 years, the awards program, sponsored by the Texas Downtown Association (TDA), has recognized outstanding projects, places, and people of Texas downtowns. The City of Celina submitted entries in two categories this year, Best New Construction over $250k and Best Renovation/Rehabilitation/Restoration in the over $250k category. Both submissions are among the 2020 finalists. The Best New Construction category recognizes excellence in new construction in downtown or commercial districts. New construction projects should be compatible and complementary to the existing downtown or commercial district. The nomination went to the Huddleston Building at 322 W. Walnut Street. City Manager, Jason Laumer, stated, “This is the first new construction in Downton Celina in 20 years. We needed to work with the Historic Preservation Commission to construct a building that was both modern and fit the aesthetics of downtown.” He also noted that growth for the downtown area was a vital component of the City’s Downtown Master Plan. The construction of the Huddleston Building was a key kick-off point to revitalization.

Church of Celina up until 2012. As a historical building and strategically located in the City of Celina’s Historic Downtown Square, the City knew the building was essential to preserve and protect. After purchasing the building, the City did minor renovations to update the space for city offices. In 2019, the building underwent extensive renovations. Today, the building serves as City offices and Council Chambers for public meetings and events. DA was established in 1985 to connect and serve communities that are committed to downtown vitality. The organization is an independent, statewide nonprofit representing cities and towns of all sizes, economic development corporations, chambers of commerce, local associations, small businesses, and individuals. “As finalists, this speaks to the vision and investment the community is making in Downtown Celina.“ - Rebecca Barton, Downtown Development Manager One hundred and four entries were submitted in eleven different categories from communities across the state. Due to the number of entries, the entries were divided up into two categories – Design and Achievement – with separate judging panels for each group.

The Best Renovation/Rehabilitation/Restoration category recognizes excellence in the rehabilitation or restoration of interior or exterior existing buildings. The restoration must focus on retaining materials from the most significant time in a property’s history while permitting the removal of materials from other periods. This nomination went to The City of Celina Council Chambers.

Winners will be announced virtually, on the TDA Facebook page, in a series of Award Announcement Videos as follows: • Design Awards: Tuesday, October 27th at noon • Achievement Awards: Wednesday, October 28th at noon • People Specialty (Individual Awards): October 29th at noon

The Methodist Church of Celina built the structure located at 112 N. Colorado in 1926 for $30,000. Later, the church became known as the First United Methodist Church of Celina. The building served the church as the sanctuary, offices, and meeting space. Over time, there were several improvements to the building, including the installation of air conditioning and carpet. The building housed the First United Methodist

The award announcements will lead to the kick-off of the virtual 2020 Texas Downtown Conference from November 9-12. Celina Earns Platinum – Texas Scenic City Certification Program On October 2nd, 2020, the Texas Scenic City Certification Program awarded the City of Celina, TX, with their highest Platinum Certification award. Raha Pouladi, the Senior Planner for Celina, stated, “Platinum certification means that Celina is among the State’s elite for design standards and visual aesthetics that apply to new development.” The Scenic City Certification Program is a nationally recognized one-of-a-kind model, developed to provide communities with a comprehensive set of standards and evaluations for the design and development of public roadways and spaces. Any Texas city may apply to the Scenic City Certification Program for an objective review of its existing municipal infrastructure ordinances as they relate to the model standards. Assessment is points-based, and every city applicant receives a detailed, scored evaluation that identifies both strengths and areas for improvement. Official certification is earned by cities that score points in the upper range and meet threshold standards for landscaping, tree planting, and sign regulation. Program Managers from the Texas Scenic City noted, “Celina scored 308 out of a possible 338 total points, earning Celina the Platinum Award. Only 17 cities have held the top award from 2010 – 2019 and, making that distinction rarely happens on the first attempt but rather through ranking up throughout the five-year certification period.” Dusty McAfee, Director of Development Services, Celina, TX, stated, “To our knowledge, Celina is the first city to earn Platinum certification on its initial application, and less than 20 Texas cities overall have earned the Platinum distinction.” “Several neighboring cities took years to earn the highest certification level, and some are still attempting to climb the rankings.” – Madhuri Mohan, Planning Manager, City of Celina. Certification in the program is good for five years, at which time Celina will have to reapply for a new evaluation to retain certification status. City Manager Jason Laumer stated, “I am very proud that the city has earned this prestigious award. Two of our 2018 Strategic Plan goals were to “Plan” and “Beautify & Brand” the city. It's been a multi-year effort to update long-range planning documents, modernize ordinances, revise agreements, and amend internal policies to place us in the best possible position to manage our growth.”

The City of Celina is hosting its 2nd Annual Halloween Celebration. Beware! Of the Square, Part 2 will be held on Saturday, October 24th, from 6 – 10 pm. Admission is free, and all festivities will be on and around the Downtown Square. Park and Ride options will be available from Brookshire’s and Celina Middle School. This year’s event promises to be even spookier than the last! Visitors will enjoy fun and activities for all ages. • Trick-or-treating • Vendor booths • Food and beverages (Adult and age-appropriate) • Carnival Games • Inflatables • Rides and attractions • Haunted Trail – sponsored by the Celina high school. Those who dare enter will be taken through a spooky, back alley maze. (Tickets are $5 and proceeds go to Celina High School Theater Group) • Escape Room (The Cabin) - Enter if you dare and see if you have what it takes to escape! Your wilderness vacation has taken an unexpected turn. Something is not right at the cabin, and soon you find you have had unexpected visitors. Before they return, calling for help is your only means of survival! (Tickets are $10 and include entry to the haunted trail) • Thriller Flash Mob • Guest appearances from spooky characters Wind down your night with the spooktacular movie, Ghostbusters. The film is rated PG-13 and will begin at 10 pm. Young and the young at heart are encouraged to wear costumes.

SCHOOL ZONE From The Desk of Dr. Tom Maglisceau Dear Bobcats, On Saturday, October 3, Celina ISD held a small ceremony to formally dedicate the Marcy B. Lykins Elementary School. Marcy Lykins joined the faculty of Celina Elementary School in the fall of 2012 as a beloved pre-kindergarten teacher, and she is credited with establishing the bilingual program on the campus. With over seventeen years of experience in education, the footprints Marcy left behind are deeply rooted in selflessness, kindness, and humility. She brightened the halls of the school and the hearts of all she met with joy and laughter. Customarily, a building dedication would include an open house for our entire community, but current restrictions allowed only for a limited number of guests. CISD administrators, board members, and teachers joined the Lykins family for the dedication, and we were honored to have joining us former Celina ISD Superintendent and O’Dell Elementary namesake, Donny O’Dell. At the conclusion of the event, guests toured the facility and the beautiful garden behind the school, which was also a vision of Marcy’s. This garden became a reality with help from the Friends of Celina Gardens and over 150 other generous donors and volunteers. Great educators like Marcy Lykins and Donny O’Dell, and all the people of our community who support our schools, truly represent what it means to be Celina Connected. Part of this connection to our community is represented by our commitment to being financially prudent as we face the many challenges of our growing district. At the September board meeting, the Celina ISD Board of Trustees approved the district tax rate for this year, which formally concludes the 2020-2021 budget process. This year’s tax rate of $1.4832 is the lowest school district tax rate in over 20 years, and effectively reduces last year’s tax rate by .53%. This rate will decrease taxes for maintenance and operations on a $100,000 home by approximately $65.70 next year. School funding will continue to be a great challenge to all districts in the coming years, but the challenge is even greater for smaller school districts, particularly fast-growth districts like Celina ISD. In this next legislative session, our state will grapple with a $4.6 billion dollar deficit in this biennium alone, and school districts have been cautioned to anticipate further cuts in school funding. Our district is charged by the state to continue reducing taxes on the local level while also managing our ever-growing population. This fall has been an exciting time in Celina ISD and we look forward to new opportunities to connect with our families and our community as we continue “Paving the Way for the Future.” Sincerely, Tom Maglisceau Superintendent, Celina ISD

HELPING HANDS OF CELINA Helping Hands of Celina is a new volunteer organization born in the hearts of local moms with a desire to love and serve the people of Celina. We are devoted to meeting the essential needs of children in our community by providing access to necessities through our teachers, adoptive/foster families and single parents. We extend our hands in partnership with the community as we come together to support those in need. We are currently accepting donations to assist the Celina Independent School District with an on-site Campus Closet which will provide students with everyday essential needs. We are in need of school appropriate new or prime condition clothing, shoes, hoodies, coats, gloves, underwear and socks. In addition, we are collecting hygiene products including body soap, lotion, deodorant, shampoo/conditioner, hair brushes, toothbrushes and toothpaste, feminine products, razors and laundry detergent (liquid). Donations can be dropped off at the following businesses: Celina Drug, Collin County Cryo, Professional Black Belt Academy, Rasor Insurance, and Willow House.
