ince ancient times, the ocean has given birth to life, all life comes from the ocean, and the ocean gives people everything, but because of selfishness, humans emit garbage, waste water and many toxic substances in the sea, and excessively use the wrong way to catch the resources of the sea, whether it is edible. decoration or even killing for fun, these inhuman and environmentally damaging behaviors gradually affect human beings. Recently, global warming has forced human beings to face up what they have done before and find some ways to make up for it. In addition to environmental issues, the most important thing is education. The entire human society is based on education. So if we want to solve any big issue, the education is the best way. Due to that reason, I want to create a envirement that can actually solve marine conservation issue that we are heading to by architecture. My idea of this kind of institution is a “fish teacher“ which means let seafood itself teach something. I want to create a whole seafood education area and let people get interested in the issue. Therefore, to know what fish we are eating, how the fished got caught and the most important thing is that let people know what’s the problem we are heading to.

uqi fishing harbor was built in 1989. As a citizen of Taichung city, Wuqi fishing harbor is the closest sea shore I can reach. The place is a mutual memory to Tai-
chung people. Mnay fishermen, fish sellers work there and has built deep relationship

with the ocean and over 1.6 million visitors are still willing to go there for the seafood. However, the fish are no longer satisfing the needs of fishermen. It’s a global issue and the effect is more serious than you think in Taiwan. Fish and other seafood are common in Asian culture. Taiwanese needs seafood whenever it is. But the truth is if we still keep the overfished problem exisiting, we will have no fish to eat in 15 years or even less. Wuqi

Meanwhile, refresh the thanksgiving mind to the ocean and have another opportunity to know more about it.

At that time, although there were 60,319 fishermen in Taiwan, 3,113 unpowered fishing boats and 3,894 bamboo rafts, the fishing industry was only a sideline, so the fishing gear was extremely simple, and the fishing grounds were not far from the shore and the fishery production was limited. After the Japanese entered Taiwan, there were 97 large and small fishing ports in the whole fishery construction. However, the fishery construction mainly matched the needs of the fishery industry, and the safety of the coastal workers and the port facilities were rarely taken into account.According to the record, during the Japanese occupation, the annual fishery output of Taiwan was the highest in 1940. The annual fishery production of coastal fisheries was 23,565 metric tons, accounting for 20% of the annual

fishing output of 112,000,520 metric tons. Afterwards, the fishery was completely blocked from production due to the vessel and personnel being recruited to support the war. Nevertheless,it is still possible to see the importance of fisheries along the Taiwan coast. Early recovery of Taiwan (1846-1952) In the early days of the recovery, although the fishing facilities were in vain, the coastal fisheries with simple equipment and less capital required exceeded the highest output during the Japanese occupation in 1947, reaching 27,810 metric tons. In the following years, due to the impact of Taiwan’s overall environment, the number of employees in coastal fisheries soared and production grew steadily. By 1952, the production of fisheries along the coast had reached more than 43,900 metric tons, accounting for 36% of the total fishery production in Taiwan that year. Downswing period (1853-1971) During this period, the government began to implement paragraph by section since 1952. The construction of the project and the development of offshore and offshore fisheries

have resulted in a limited area of fisheries and a decline in the production of coastal fisheries with backward fishing gear and fishing methods. In 1972, the fishing production along the Taiwan coast was reduced to 27,383 metric tons, accounting for only 4.2% of the total fish production in that year. Revitalization period (1872-1991) Since the beginning of the 1971, many countries in the United Nations have requested to pass the ocean.Law, and have announced 200 economic waters, my offshore fishing grounds are greatly limited. In addition, the conditions for entering fishing are becoming stricter year by year, and the cost of fishing has increased year by year, which has made my offshore fishing industry increasingly difficult to operate. In response to this harsh situation, the government changed its policy and reversed itself, in addition to attaching importance to the fishery resources in its 200-odd economic waters, and strengthening the rectification of coastal fisheries. Set up fishery resource conservation areas, promote fishery resource conservation, and deploy artificial reefs to improve the fishery environment in order to cultivate coastal fishery resources. In terms of increasing fisheries, we will introduce energy-saving and high-capacity netting to catch migratory fish.
How much seafood we eat?

n Taiwan, people eats 35kg weights seafood per year and we are the 4th large fish hunter in the world. But we do not really own so much aquatic resource in near ocean anymore. According to Fisheries Agency, over 70% fish was imported from abroad which means
that there’s no more enough fish nearshore.

hose fish on our dinning table are no longer actually caught by ourselves. Taiwan is a place where really needs sea food. We have more responsibilities and more motivation
to take overfish problem serious.

t’s a slippery issue. Hidden underwater, our marine resources are not easy to study or understand. What state are our seas in? What fish species are on the verge of extinction? Can we
influence the market? Should we stop eating fish? Is there a future for small-scale fishers? Just when we think land is in sight, we find ourselves out in the open sea again, unsure how to proceed, buffeted by contradictory advice, apocalyptic scenarios and a confusion of expert opinions, no longer sure what matters and what doesn’t, what’s allowable or even safe to eat. But if we stubbornly make the effort to investigate the subject, we can see strong currents of thought starting to form. Slow Food has been working in the field of sustainable fish for many years, raising awareness among seafood-lovers through the biennial Slow Fish fair in Genoa and developing projects to support responsible artisanal fishing communities. Our network’s members organize local initiatives all around the world. This website reflects Slow Food’s journey and offers pathways through this complex topic for anyone who wants to learn how to use common sense, curiosity and appetite to make choices that are conscious, delicious and responsible.

here are some solution to the overfished problem, most of them are telling people how to choose the fish wisely and let people know that when we buying aquatic
products, we should ask the fishmonger about where and how the fish got caught. 1. Learn to vary:little-known fish algae are often cheaper and tastier. 2. Look for fish of the right size, every species has minimum size below which it shouldn’t be fished, sold and eatan 3. Avoid eating farmed carnivorous fish and opt for species such as bivalves that grow sustainably. 4. Go for local fish and learn to read labels. 5. Remember that even fish are seasonal. 6. Speak to your fishmonger or find a fisher you trust, and don’t be afraid to ask them when your fish was caught. According to information up there, I think the most important thing is the education of eadible fish culture and fishery culture. When people have correct knowledge about seafood, they will more treasure it.
WHY IS WUQI FISHING HARBOR?
Wuqi fishing harbor Wuqi fishing harbor is transforming into a tourism harbor these years. There are tourism boats taking people to see animals and new white dolphin aquarium. They noticed the decrease of fish so there are many undone projects of Wuqi fishing harbor. To transform the old Wuqi fishing harbor is necessary and the goverment started moving these years.
The reason I choose the site Taiwan is surrounded by ocean, so ocean resources and ocean education are very important. There are many fishing ports from north to south in Taiwan and most of them are still importing fish. I’m designing a fishing culture institution based on educational function. For this kind of place, I think Wuqi fish harbor is a perfect place. Because Wuqi fishing harbor is a important place for fishing industry in middle area of Taiwan and I think it will be very suitable to tell people anything about fishing industries. There are two ocean education institutions in north and south but nothing in middle Taiwan. Therefore, Wuqi fishing port is my best choice because it’s not only near to a fishing port but also in middle area of Taiwan. Also, Wuqi fish market is the largest auction fish market in Taiwan, but after these years , it’s get-

ting dirty and old, the function of Wuqi market is too simple, there’s nothing but food. After all that being told, I list out three reasons to improve why Wuqi fishing harbor is the right site to the project down below. 1. It’s more convincing letting the old fishing harbor to tell the story about fishing industry. 2. In middle Taiwan, theres no any big fishing education institution so why not set one in Taichung port? 3. The existing Wuqi fishing harbor needs to be relocated of it’s function, telling people that there are not only “food“ in the ocean but also many many interesting stories and environment issue needs to be seen.

The existing Wuqi fishing harbor is located at Qingshui Taichung and It was built in 1989. The fishing port is still reciving fish now. There are about 1.6 million people visits here every year, so it is still popular and famous for the seafood their. The site for my project is located at the orignal fish market and more beside it and total area is 30476 m2. There are around 130 vendor’s stalls included : processing aquatic products, fresh fish, living aquatic products, local products and they have different space requirements for each.

For current situation, there are parking area, fisherman association center, green park and observation area near to Wuqi fish market and that’s a whole leisure sightseeing place about fishing market. According to my observation, I found that there’s not actually any connection between these different spaces, like the green park and fish market, the traffic line is the only connection between them and when people come to Wuqi fish market, they have to cross the road first to get to the entrance of the market. Wuqi fishing harbor started to add new activties and buildings around this area these years. Such as White dolphin aquarium and some trip programs between Pintang,China and Wuqi fishing harbor. I think that’s another opportunity to attract people to visit this area.

Wind Because of the sea nearby,the effect of wind becomes very important. Trees there are all bent by the wind from north. According to the data of Central Weather Bureau, most of wind directions are from north, but some years in June, the wind probably change to west south. If the wind could be wisely use, It will be very helpful for the building.

Temperature The Temperature in Wuqi is guiet hot because there are no shadow of skyscaper or high building, but the wind will bring the heat away and there’s no urban heat island effect. So the temperature inside my building could be cooler if it is ventilated.

After People park their cars they need to cross the road in order to get in the market and I don’t think that’s a good way to get into the building so I would like to change the way people get into my fish market.

Public transportation There are many buses stop at Wuqi fish harbor and it’s free for tourists who take bus to here. 111, 123, 307, 309, 655, 688 (the buses that stop at Wuqi fishing harbor) Except for the bus, there’s no another public transportation for Wuqi fish harbor and the location of Wuqi fish harbor is too remote for tourists who don’t have a car, so we need to set more attractive feature at the site.
View The best view of the site is to see the ocean and how fishing boats unload the fish, so it becomes a big challenge to let people watch the beautiful view but not hurt from the exposure of west sun.

A restaurant needs kitchen, food stalls, dinning area and waiting area. Some equipment like freezers and coolers must be near beside kitchen. FISH MARKET DESIGN ANALYSIS MORE CLOSER TO THE OCEAN New fish market provide more chance for people to reach the shore, though it’s not really touch the water but they can go down to the same hight with the sea level by big stairs and sit on it when sunset.

RESTING HOTEL FOR FISHERMEN Fishermen usually work at very early morning even need to go out to the ocean at night. They need a space to take a shower or sleep after their work. MANAGEMENT AND STORAGE A management office is very important to a public building and there must be some tools or dry goods need to be storge. VENDORS’ STALLS The freezers and the coolers are behide the seller so that they can take what they want easily. The shape of different seafood area makes the fish market more interesting. The shop route is also more open then the old fish market.
