市民會館
真正的城市活動都發生在別處,每日工作發生在緊閉的門後,逛 街購物在百貨公司內進行,鄰居巧遇聊天則在梯間或巷子裡發 生,城市成了隱藏故事的地方,每一堵牆都阻止了觀望,每一道 關著的窗都隱藏一個事件,私人、公共都隱藏在城市盒子之中。 然而市民會館之所以會在台灣大量地被需要,代表著城市及街道 並沒有提供市民生活的一個場景。因此市民會館的定義在於能夠 提供城市因大量交通用地而缺乏的公共空間,並整合城市各個公 共空間的單一服務機能,進而媒合各種使用族群(如:老人,社 區居民,學生,等車的人)的空間使用慣性,成為真正公眾使用 的市民會館。 從人的活動層面:除了必要因素(如聽演講,看展覽,等車)而 停留此處的人們之外,是何種經驗會讓人們再度造訪? 1.像是「逛街」並非代表一定要消費,而是在過程中,能夠有知 覺感受新刺激,並由此產生對城市生活的意象與嚮往,例如在香 港太平山頂的觀景台、台灣的101頂樓觀景台等,皆是藉由將 人們帶離城市的街道平面,讓人們在感受到整個城市的構成時, 也同時產生了對城市的意象與嚮往的感動。 2.各種不同使用族群能在彼此不被打擾的狀況下可互相觀察且互 動,像是星巴克的外牆設計是大片的透明玻璃櫥窗,顧客成為星 巴克動態的櫥窗布景,而街道上的行人以及店內的顧客都能在不 干擾彼此的狀況下,滿足觀察他人的城市生活一景。

The real civil activities performance elsewhere, daily works seated behind closed door, shopping and street life sway in the shopping center, neighbors encounter in the staircase and small alley, city hiding affair, private and public are hiding in the gray boxes of cite. The great quantity need of civic center in Taiwan represent the deficient scene of civil life from city and street, because of development of transportation in the land of city, becoming lack of public space, the need of civic center to integrate the single function of every public space in city, connected different dweller (ex. Old veteran from china, community family, students, passengers waiting bus.), the need of real public space for every dwellers. From the basic needs: necessary requirement (ex. Lecture, exhibition, place for waiting.) for people stop by, is to create an experiments for people to stop by again? 1. Hang out, doesn’t mean have to be consume, but the process of stimulate desire of city life, like the viewing platform on the Victoria peak in Hong Kong, the viewport of 101 Taiwan, concept are to rise up and away the scale of street perspective, and into much grand view, given the position for desirably and imagine the possible of city life. Possibility of mingle different actives of people, watch 2. and interact each other while not interfering, like the transparent glass façade of Starbucks coffee, customers becomes the moving pattern of façade, and the passerby on the street and clients inside observation each other while not interfering. 04

First Scene: Rivers
第一幕 :

車如流水
隨著發展在此作為連結科學園區從台北到南部的節點,汽車在不 同城市中迅速移動的便利,但隨著移動性增加而得到的自由,也 導致了動彈不得的後果,氾濫的交通將市民困禁在停滯之中,隨 著園區上下班以及北上南下來往的車輛每日循環。 汽車高架橋、高架看板及廣告招牌形成了人工的都市景觀,蓋過 了原本自然山丘的自然地景。幾何的自然元素在此產生,汽車道 路與房子刻畫形成岩壁,高架橋下的溪流穿梭,車輛咆哮在街道 峽谷中,店鋪、招牌、高架招牌成了汽車峽谷的綠蔭,人們則困 在一個又細又短的屋簷下等著退潮再穿越街道川流,或是搭上呼 嘯而過的車輛離開此地。 當公共空間只剩下動線以及目的,城市空間也已無法讓人們嚮往 時,我們不斷的麻痺自己,試著不去注意堆滿機車的人行道、塞 車的光復路、醜陋的廣告招牌和沾滿機油與口香糖的地磚,只要 能夠到達目的地就好了。然而感官也麻痺到從沒注意過Nova旁 的老房子裡有養了一頭牛,常常有個綁馬尾穿粉紅色上衣的老伯 伯在偷瞄學生妹,人行道樹上竟然有綠繡眼的巢,這些故事也在 城市裡被匆忙的避開了。然而這些麻痺了感官知覺的不好環境以 及有趣的故事,卻反而是組成新竹市的碎片。 The site has become the interact spot by connected technology district from north and south of Taiwan, easier and faster for vehicle to travel from different city, the freedom of travel possibility, result are the stuck of every citizen, fulsomely traffic imprison the citizen in paralysis, follow the circulation of daily work of technology district and people travel from north or south. Viaduct, commercial panel has sculpted the artificial urban landscape; cover over the original natural hill and landform. Geometric land form replaces from here, lane, highway and buildings form landscape into continuous cliff, and river run through. Shop, banners becomes the green shade of vehicle canyon; people are stuck under the thin and short roof waiting for ebb of street for pass through, or hitch a howl vehicle away from this place. When motive and circulation system are the only left of public space, city space are no longer for people to aspire by, we keep paralyses our mind, try not to notice the pile of motorcycles block the sidewalk, the daily traffic jam in Guangfu road, ugly banners and tiles covered with oil and chewed gums, the only purpose are to arrive the destination. But while paralyzed the sensitive, we never notice a cow has been keeping in the old house near by Nova computer large market, always an weir elder with pink sweat-shirt and ponytail peeking schoolgirls, the nest of Japanese white eye on the street of sidewalk, all this story of city has been avoid in the hurry. And the sentential has been paralyzing for the unpleasant environment and interesting stories, but these are the pieces that combine into Hsinchu city. 06

Second Scene: Formula

舞台配方
整個都市是個舞台,演出者有當地眷村居民、交大師生、清大師 生、外貿協會的師生、龍山國小師生、園區工程師以及進入新竹 市的人們和即將離開的人們。市民空間則是要在這塊基地上讓每 個人都帶著自己的故事來到這裡,同時作一個演員,也作一個觀 眾,這些演員的交匯才能演出一齣齣新竹市民的真實故事。 廣場及街道就是舞台,每日上演著戲劇的場景,它是一個可行於 其上的水平圖畫,路徑與眼光在此交錯,同時存在的透明、交 疊。當一個人穿過廣場時,他就是戲中的主角,也是一個城市的 中心。 City is a stage, actor list are: veterans travel from china, professors and students from NCTU and NTHU, Taiwan External Trade Development Council, Long Shan elementary school, engineers from the Hsinchu Science Park, and everyone who enter Hsinchu and everyone who’s leaving. Civics spaces are place for everyone can bring his own stories here, all connected all played the same game,and become an actor and audience, interaction of those actors are performing the scenario of Hsinchu. Plaza and street are the stage, the set of daily drama, it can becomes a horizontal painting, route and gaze crossing in here, occur, transparent and overlap at the same time. When a person crosses the plaza, he can be the main act of the play, and a center of city.

高度脈絡
以汽車雕塑的水泥及瀝青場景,放上一個個隱藏私人訊息的水泥 盒子,都阻擋著人們去閱讀新竹市的脈絡,原本的山丘地形隱藏 在複雜的場景之中。在汽車峽谷中籠罩的空氣污染,使得原生居 民忘記原有的自然綠蔭,自然的感動只剩廣告看板與電線的剪 影。 然而在同一個地點不同的高度去用新的視角提醒了似曾相識的隱 藏紋理,視線範圍的逐漸穿透,光復路上交通的舞蹈,廣場上人 們行動的碎片,樹林綠蔭在圍牆外滲出,再抬高些,看見交流道 的迴圈,佇立在山丘上的交通大學,隱藏在綠蔭中的清華大學, 不斷的抬高向各個方向尋找線索,如同拼圖般逐漸解讀出新竹市 的樣貌。 Vehicles sculpture the scene from concrete and asphalt, straggle boxes of concrete conceal private information, blocked the pattern in Hsinchu, massif landform are hidden under the complexity of city. The pollute air from vehicle canyon making residents forgot the originally natural; the sentimental to natural are left as silhouette of signboards and wires. In same location different height with new perspective for remind the hidden patterns that once remember, distance of sight gradually cleave through, dance of traffic in Guangfu road, passage of pedestrian motion in the plaza, the forest emergence behind the concrete wall, raise higher, the loop of highway, NCTU standing on top of hill, the NTHU hidden inside the forest, finding clues from different elevation and directions, like jigsaw trying to patching the form of Hsinchu.

情境交會
廣場與劇院的混合,廣場與圖書館的混合,廣場與餐廳的混合, 廣場與客廳的混合,廣場與公園的混合。 不同的機能同時存在於同一交錯空間內,並行的場面,不同演員 在此彼此交會。 彼此的個性在高度的落差被辨識出來,機能配置跟著故事的劇本 調整領土及用法,主角站上去時是個劇院,平時是個休憩的靠 椅,嚴肅的會議室也在音樂響起時變成一個高級包廂。空間的氣 氛則在演員的主導下被解放出來,在建築空間走動時,就如在街 上悠哉逛著遇到各種的故事體驗,不經意的經過、看到。 Mix of plaza and theater, mix of library and plaza, mix of restaurant and plaza, mix of park and plaza. Different function took place in the same intersect space at the same time, horizontal scenario, different actors meet. Different characteristic recognized each other’s in vary elevation, function and planning follow the scrip for adjusting territory and use of space, when the leading role enter space become a theater, ordinary it was just benches for relax, the serious conference room transform into an balcony. Atmosphere of space release from the motion of actors, when walking in the architect, it’s like stroll along the street and run into numerous of story experience, pass through and find by accident.

在切割交錯的樓板上,人們可縱橫無忌的在上面盡情享受遺失的 街道漫遊,並與建築物中的機能活動遭遇,連續場景的過程是逐 漸把人帶離擁擠繁忙的街道,慢慢的走上心靈的沈靜,汽車鳴 笛,廣場喧譁,音樂演奏,呢喃閱讀,一直到買杯調酒躺在草地 上看著寧靜星空。 On the continuous interlace floor, where people enjoyed sprang and lost direction in the street of city, meet activities and function in the building, the continuous scenario guide people from crowded busy street and little by little into serenity. Horn of vehicles, shouted in the plaza, music performance, whisper in the library, finally bought liquors lying in a grass field watching the quiet starry sky. 14

身體被鐵皮等汽車包覆著在城市之中穿梭移動,在街道上即使匆 忙著經過起碼有一面之緣,在這個轉角到另一個路口,交通動線 上所有人就像不同平行線大量的互相經過,然而就算在同一個屋 簷下分隔的距離也不只一道牆,鄰居身分一直都是個謎,同一個 地點會產生際遇的演員也只是因為目的相同而彼此短暫的交會, 然而眾多的演出者都在各自的世界裡詮釋,學生不會與當地老人 攀談,不會與園區上班族討論,或是與社區小孩玩鬧,皆只剩下 一面之緣。 創造一個場景讓所有動線聚集處,只用雙腿,去除汽機車的無情 盔甲,所有演員齊聚一堂,平面與立面逐漸蝕化,緩緩分解出彼 此錯落關係,不同的活動,在不同高度,不同水平面上保證持續 的相遇。 Travel and moving in the city wearing armor of car, hasted in the street always single glance of notice, between the street corner and next intersection, everyone in the street have time together in a parallel journey, and that’s all we get. Even people under the same roof distant are much thickness of concrete wall, the identity of neighbors remain mystery, actors who encounters for a brief moment will always because the same intention, most actors perform in his own arena, students wont took conversation with unknown elders, not with engineers form science park, or play with neighbors kids, only a glance of notice. Setting a scene where every movement encounter, only with legs, disarm the cruel armor of vehicles, every actors in the same room, the board line of floor and elevation begin to collated, dissolve into scattered layer, different activity in dissimilar elevation, in every distance guaranteed the continued encounter. 20

Nine scene: Performance
in the street
隨街獻世
把街道上等車的人聚集起來給了車站,聊天的人量化變成會議 室,唱歌的人給了舞台變成了演奏聽,吃飯場所給了餐廳。將所 有私密空間的確定,決定了每個場所可以做的事情,制度化了行 動的可能,街道只剩下了與交通有關的事情而已,行走,暫時停 留,停車,閃躲車子。街道上不平等條約被制定了,要發生人的 行為請到專屬地點,要跑步到操場,散步請到公園,街道曾經是 生活的回憶,現在則是挑選商家的目錄。 一條街道是一個動線,有起始及結束的旅程,從交通繁忙的城市 中開始,逐漸在街道過程中抽離城市繁忙,重溫失去的街道旅 程,漫步在街上感受人與人交錯的氣氛,畫廊、劇院、圖書館、 咖啡廳等,從房間中被解放出來,不斷混合發生在街道上。 Gathered those people whose waiting for transportation and becoming a station, quantity those people who’s having conversation and becomes a conference room, given a stage to those singing dancing and becomes a theater, a room for dine becomes restaurant,. Certain the space privacy and standard the possibility , limit the possible of activity, activities of street are only left with traffic, walk, taking a short break, parking and doge an incoming car. The unfair regulation in the street has begun sign, there are place for particular human physical activity, for running is in the gym, jogging to the park, street was a place filled of memories, now it is the catalogue of stores and market. Street is an circulation system, a journey with begin and end, come from the city of busy traffic, not once cross the street and cut yourself loose, looking for a journey that has lost, take a walk along the gallery, theaters, library, coffee shops, and felt the atmosphere of people encounter, release from indoor and mixed and took place at outdoor. 26

結尾是俯瞰都市的停佇,遠離汽車惡浪以及搧情做作的招牌城 市,多一點距離才可看到被覆蓋住的地形起伏,隱藏在牆後的綠 色森林,多一點高度才能夠遠離汽車的廢氣,乾淨的光線,就像 停駐在一片田野上上瞭望著海面風景,暫且忘掉海中的不安,形 成城市的孤島,給與居民一個臨時的棲息地 The final scenario is an overview of city, distance with vehicle and vulgar signboards, having more distance to see the rise of landform which has been covered with gray concrete boxes, and forest hidden behind the concrete wall, to go up for keeping away the pollute air, clean sun light, it would be like standing the field and watch over the seacoast, forget the disturbance in it, becomes the island in the city, given a temporally habitats. 36

地面人煙
道路上有嚴重的階級制度,像是汽車階級、機車階級、行人,地 位大小與接受環境層度成反比。汽車地位最大,被給予的空間最 多,雖然在新竹裡不好運行及停車,但他可以冷眼的躲在自己的 盒子裡不須直接參與這個城市,他是城市裡的主管階級;機車在 這裡是最方便的,迅速到達目的地,隨處可停放,小路也穿梭自 如,但必須委屈的直接把身體暴露在外,吸收髒空氣並感受擁擠 道路的碰撞;行人在此最為弱勢,行人道路都會因為車道而中斷 消失,無任何偽裝便以最直接的方式來面對城市所有的好或不 好。 城市行走就像在觀看一個運作的機器,行人道路的眼光剛好看到 建築外掛的冷氣水管,地面上的變電箱,機械運作的零件置放於 外,隨著時間變化看見運作的車流,可看到城市中人力資源的分 配。倒是有趣的生活是被隱藏在盒子裡,只有機能的機器是外 顯,活動被小心的保護在一個個盒內不能分享,一個個被收納在 車道旁的商店內,或是住宅區內。如果活動這些盒子並非是被收 納好的空間,而是並行著運作機器一起散落出來,行人的穿梭因 此而驚奇,反觀日復一日的變電箱,不如觀看當下發生的活動。 There are serious problem with the rank system in street, people who has cars, motorcycle, pedestrian, determine of high and low rank, higher adapt to the environment the lower ranks are. The position of car owner are the highest, most space are given in the city, even the difficulty of movement and parking inside Hsinchu city, but it is privilege to hidden in the small tin box with cold attitude for not directly involve to the environment, car owner become the chief of city. Motorcycle are the most convenience transportation vehicle here, arrived destination in rapidly, can parked almost anywhere, but the defect are the driver expose self in the pollute air. Pedestrian is having the lowest position, sidewalk would be cut off for vehicle, and confront the city without protection and disguise. Take a stroll in the city is like watching a machine operation, the pipe of air conditional are just hanging outside architecture, right in the sight of pedestrian space, boxes of electricity substation set inside the sidewalk, parts of machine place outside. Stream of vehicles variation with time, and show the parceled of human resource in the city. But the fun part are hidden secrecy inside boxes, only the function of machine reveal outside, carefully protected activities inside boxes forbidden to share, put in order inside those shops along Guangfu road, or inside residential district. If those boxes are not gather in regular space, but scattering parallel with mechanical parts, pedestrian space would filled of surprise, not the electric box day after day, but the activities happened in the moment. 38

街道的光影是給汽車的,一切都是為了能被奔馳中的汽車注意 到,在移動的汽車觀眾者,一個個的商家就成了影片的片斷,被 連續播放著,跟著速度加快放慢,訴說新竹的蒙太奇。名產店、 檳榔攤、廣告招牌,一個個彼此較量著目光吸引力,用光線重新 定義街道的立面,在夜晚中建築天際線的消逝,取而代之的是廣 告招牌製造了一個個懸浮半空中的亮體,橫條以及直條的亮片形 成新的夜晚景觀,虛幻繽紛的色彩的景象,然而到了無商業空間 突然的一片黑,學校的外圍形成路上的光影的斷奏,到了路口又 出現突兀的招牌亮光,高聳的紅綠燈,整體旋律不明。 The light in the street is exclusive for vehicles, every light bulb is design for notice by hasted vehicles, audients inside every moving vehicle, every shops become movie fragments of film, continues broadcast, follow the movement the film speed up and down, becomes the montage of Hsincu. Local food stores, betel nut shops, every signboard from each shop competitions the attraction, the overlap of light redefine façade of street, skyline disappear in the night and replaced by floated illuminated boxes, horizontal and vertical light boxes created a new landscape in the night, an scene of illusion plentiful colors, it turn completed darkness when arrived noncommercial district, border of school becomes a staccato of film, and then commercial advertisement light outburst in the corner of street, lofty traffic light, entirety rhythm unknown.

影片過程到了這裡,各個動線旋律的終點或起點,山腳的入口, 進入高速公路的前奏,到達或離開新竹遭遇的事,這裡是一切的 情緒開始。這裡是分解城市中商業的眩光,打碎片狀的光影,光 影的頻率應該是活動發生的機能所滲出,隨著活動使用不同,光 的顏色跟強度隨之而變,場景延續著影片的片斷逐漸爬升,然而 光的頻率則往星空帶出另一片延續。 When film played this chapter, the begin and destination of each road, an approach under the hill, prelude of enter highway, the encounter before leaving or arrival Hsinchu, here is the place where story begin. 餘音 :
城市若失去詩意,麻痺了生活的敏銳,等車只是等車,吃飯只是 吃飯,購物只是購物,非要強烈的刺激感官才使得事情被注意或 記下,市民空間的建立扮演著城市的調和著,彌補城市的無趣, 訴說著政府有對市民做點事,只是麻痺的感官知覺與疲勞的身軀 很難在因為一場室內音樂會而對城市產生感動。 重新將原本的街道廣場建構出新的面貌,將演員的重新帶入,發 生故事的場景,是否能喚回遺忘已久的意識,看見城市有趣的另 外一面。 If sense of story has lost in the city, paralyzed the sensitive of living, to wait is only waste of time, dine is only ingest food, shopping is only consumption items, an even would be notice or remember unless intense stimulate by, public space become the medicament of city, make up the senseless of city, represent issue has to be done for citizen by government, but only folks with tiredness body and paralyzed mind can’t move by indoor concert. Restructure the appearance of formerly street and plaza, bring back actors, if possible to recall the forgotten consciousness, and find the fascinating part of city. 58
