T

he dog days of summer are upon us and high temperatures can take their toll on people, pets and even cars. Extreme heat can push a vehicle past its limits, and drivers can find themselves stranded at the roadside. One way to minimize the hassle and inconvenience of a breakdown is to prepare for hot summer months. Check all fluids. Automobile engines work extra hard in the summer, and just like people fluids are critical for vehicles when things start to heat up. Check your owner’s guide for the proper procedures to verify the following: • Engine oil, including scheduling an oil change if it’s time • Coolant level • Automatic transmission fluid • Brake fluid • Power steering fluid • Windshield washer fluid Check your battery. Few people realize that summer heat is harder on your battery than winter’s cold. Heat causes battery fluid to evaporate, damaging the delicate internal structure. Hot weather also accelerates the rate of corrosion on the battery terminals and both conditions can leave you stranded without warning. Test batteries if they are three years old or older. Make sure the connection is clean, tight and corrosion-free.

Tires are your safety cushion. Driving on underinflated tires not only affects the handling and braking of a vehicle, it can cause the tires to overheat and increase the likelihood of a blowout. The risk becomes even greater when road temperatures are high. Examine the tread for excessive or uneven wear and deep gouges, and check sidewalls for bulging or cracking. Check and adjust tire pressures using the vehicle manufacturer’s recommendations, not the maximum pressure listed on the tire sidewall. Don’t forget to check the condition and inflation pressure of the spare tire. Check the hoses and belts. Inspect hoses and have them replaced when leaking, brittle, cracked, or swollen. Check V-belts and serpentine belts for looseness and condition, and have them replaced when cracked, glazed or showing signs of excessive wear. Replacing the timing belt at the interval specified in the owner’s manual can avoid a breakdown or serious engine damage. Visibility is key. Most people recognize that good visibility is essential to safe driving but half of all windshield wiper blades on the road are beyond their functional lifespan. Check wiper operation and blade condition, replacing any blades that leave streaks behind, after two or three passes.

he AAA Scholarship Selection Committee of the AAA East Penn Scholarship Fund recently announced the 2016 AAA East Penn Safety Patrol Scholarship recipients. Are Your Children Ready for Summer Travel? and swimming — they’re summer staples. They rarely change because when you know something works, you stick with it. You know what else stands the test of time? Car seat safety tips. According to the National Highway Traffic Safety Administration (NHTSA) a staggering three out of four car seats are incorrectly installed. Motor vehicle crashes are one of the leading causes of death among children and about one third of the children under age 4 who die in crashes are completely unrestrained. It’s important that parents and caregivers do all they can to make sure their littlest passengers are protected. A properly installed car seat can help dramatically reduce injury and prevent death. That’s why AAA is sharing the following tips, just in time for the busy summer road trip season. Always use the “Inch Test” and the “Pinch Test.” Pinch the car seat strap near the child’s shoulder; if you can pinch a wrinkle in the fabric, tighten the strap until it is snug. For the “Inch Test,” grab the car seat from the back and bottom and tug from side to side and front to back. If the seat moves

tighten it. Never add towels or extra layers between the seat and your child. Car seats can get hot in summer weather, but don’t pile up towels in your child’s seat to keep them cool. Extra material could interfere with the seat’s ability to restrain the child in the event of a crash, so it is important to only use accessories and products specifically approved for use by the seat’s manufacturer. Take time to cool off; then buckle up. If the car seat is hot because of high summer temperatures, take some extra time to cool the car down before placing your child in the seat. Open the windows, turn on the air conditioner, and test to ensure plastic or metal buckles are not hot. Once the seat’s temperature has reached a comfortable level, always buckle your child in as usual — even for short trips. Never leave children or pets alone in the car, especially in the summer, when temperatures can escalate dangerously in a matter of minutes. Secure loose items in the car. Make sure all loose items — including summer travel essentials such as beach

umbrellas and suitcases — are tightly secured in your vehicle. These objects could become projectiles in the event of a crash. Don’t forget to check the expiration dates on the child safety seats you’re using, as well. Exposure to sun, cold, and heat, as well as general wear and tear, degrade the plastic and foam in the seats, so they begin to lose their effectiveness.

AAA Reveals Top Driving Distractions for Teens During the “100 Deadliest Days” O

ver the past five years, more than 5,000 people have been killed in crashes involving teen drivers during the “100 Deadliest Days,” the period starting at Memorial Day when teen crash deaths historically climb. As the summer driving season begins, the AAA Foundation for Traffic Safety is releasing a follow-up study confirming that nearly 60 percent of teen crashes involve distractions behind the wheel. The research also finds a disturbing trend showing that texting and social media use are on the rise among teen drivers. Crashes for teen drivers increase significantly during the summer months because teens drive more during this time of year. Over the past five years during the “100 Deadliest Days”: • A n average of 1,022 people died each year in crashes involving teen drivers. • The average number of deaths from crashes involving teen drivers ages 16-19 increased by 16 percent per day compared to other days of the year. This year’s new follow-up report from the AAA Foundation is part of the most comprehensive eight-year research

project ever conducted into crash videos of teen drivers. In collaboration with researchers at the University of Iowa, the AAA Foundation analyzed the moments leading up to a crash in more than 2,200 videos captured from in-car dash cameras. The latest report compared new crash videos with those captured from 2007-2012 and found consistent trends in the top three distractions for teens when behind the wheel in the moments leading up to a crash: • Talking or attending to other passengers in the vehicle: 15 percent of crashes • Talking, texting or operating a cell phone: 12 percent of crashes • A ttending to or looking at something inside the vehicle: 11 percent of crashes Researchers also found that how teens use their cell phone when behind the wheel changed significantly over the course of the study. In the moments leading up to a crash, teens were more likely to be texting or looking down at the phone than talking on it. “It’s no secret that teens are extremely connected to their cell phones,” said Jennifer Ryan, AAA Director of State Relations. “Many

teens are texting or using social media behind the wheel more often than in the past, which is making an unsafe situation even worse.” Keeping cell phones out of the hands of teen drivers is a top priority for AAA. The Association’s advocacy efforts are helping to protect teens by working to pass graduated driver licensing laws and teen wireless bans in states across the country. In preparation for the “100 Deadliest Days," AAA encourages parents to educate their teen about the dangers of distracted driving and monitor their actions behind the wheel. Parents should: • Have conversations early and often about the dangers of distraction. • Make a parent-teen driving agreement that sets family rules against distracted driving. • Teach by example and minimize distractions when driving.

Fatal Crashes Involving Marijuana Double After State Legalizes Drug DRUGGED DRIVING & CRASHES Research provides a case study for what other states might experience Early returns are in when it comes use, and 20 other states have legalized it to fatal crashes in a state that has legalized the recreational use of marijuana. And they’re not good. According to new AAA Foundation for Traffic Safety research, fatal crashes involving drivers who had recently used marijuana doubled in Washington after the state legalized the drug at the end of 2012. In the study, researchers found the percentage of drivers involved in fatal crashes who had a detectable level of active THC—the main chemical component in marijuana—in their blood at or shortly after the time of the crash more than doubled, from 8 to 17, between 2013 and 2014. Additionally, one in six drivers involved in fatal crashes in 2014 had recently used marijuana. “The significant increase in fatal crashes involving marijuana is alarming,” said foundation President and CEO Peter Kissinger. Washington and Colorado were the first states to legalize recreational use of marijuana, and the AAA findings raise serious concerns as other states consider changing their marijuana laws. Alaska, Oregon and the District of Columbia also have legalized recreational marijuana

for therapeutic and medicinal purposes. A Growing Problem Marijuana use behind the wheel is growing nationwide. According to a National Highway Traffic Safety Administration survey, nearly 13 percent of weekend nighttime drivers had evidence of recent marijuana intake in their systems in 2013, the latest year for which figures are available, up from 9 percent in 2007. Some states have created legal, or “per se,” limits, which specify that having more than a certain concentration of THC in one’s blood while driving is illegal in and of itself, regardless of whether there is additional evidence that the driver is impaired. However, new research shows that marijuana per se limits are arbitrary and unsupported by science, raising concerns that some unsafe motorists might go free, while others could be wrongfully convicted. AAA Foundation researchers examined lab results of drivers arrested for impaired driving and results suggested: • No science shows drivers reliably become impaired at a specific

This is different from alcohol, for which the relationship between blood alcohol concentration and impairment is well understood and predictable. • A driver’s THC level may drop from above a legal threshold to below it in the time between when a driver is stopped by the police or involved in a crash and when a blood test is administered. It can take hours to obtain blood samples, because they typically require warrants and transport to a facility. • Marijuana affects people differently, making it challenging to develop consistent and fair guidelines. “There is understandably a strong desire by lawmakers and the public to create legal limits for marijuana impairment in the same manner as we

It’s simply not possible today to determine whether a driver is impaired based solely on the amount of the drug in his or her body.” AAA is urging states where marijuana use is legal to use more comprehensive enforcement measures, including a two-component system that requires a positive test for recent marijuana use, as well as behavioral and physiological evidence obtained by law enforcement, to convict a person of marijuana-impaired driving. “Marijuana can affect driver safety by impairing vehicle control and judgment,” Doney said. “States need consistent, strong and fair enforcement measures to ensure the increased use of marijuana does not impact road safety.”

Tail of the Dragon is America‘s Wildest Road Three hundred and eighteen curves over eleven miles It’s one of the most breathtaking mostly forested on either side. Therein posts on the corner

drives you’ve never heard of. Sports car and motorcycle enthusiasts, however, know it well. They rank it the number one road in the U.S. to test their machines, and their mettle. It’s the Tail of the Dragon, just an 11-mile stretch of road, but oh what an adrenaline rush to ride. It’s the 318 curves in that short distance that makes all the difference. This aptly named serpentine stretch of US 129 lies in a mountain pass along the North Carolina-Tennessee state line, bordering the Great Smoky Mountains National Park. Also known as Deals Gap or simply “The Dragon,” the original route was a path worn by deer and buffalo herds through the mountains. Next came the Cherokees, followed in the early 1700s by white hunters and trappers moving into the dangerous wilderness. Deals Gap refers to the Deal family who owned and operated an outpost store here. Given its location in a mountainous area, it’s easy to imagine the natural beauty of the road. The original road is now two lanes of asphalt and still

lies the rub: this beauty of a road can be a real beast to navigate. Driving around hundreds of blind curves with tall leafy trees blocking the view ahead is challenging, to say the least. Winter is actually safer: less traffic and less foliage equals less accidents. The road’s also ranked one of the most dangerous in the country. Before 1992 the speed limit in both Tennessee and North Carolina was 55 mph. Today it stands as 30 mph. Large commercial vehicles were banned a few years ago after too many of them were involved in accidents. A century ago, traffic on what was then known as the Little Tennessee and Madisonville/Franklin Turnpikes was made up of locals riding pack horses, or in wagons. In 1916 Alcoa Aluminum began construction of the Cheoah Dam on the Little Tennessee River. The Cheoah Dam was the setting for the Harrison Ford’s jump in the movie, The Fugitive. The 1958 film Thunder Road with Robert Mitchum included road scenes at the power line easement at about mile 4.5. A few of the old wooden safety

still remain. Hollywood loves The Tail of the Dragon as much as motorcyclists do. There aren’t many buildings along the way and only a few turnouts. What most people remember from the ride is mile after mile of curves, hence the “dragon’s tail” name. Is Your Child’s Identity Vulnerable? A

child’s life is carefree; the last thing on their mind should be credit. In fact, a child shouldn’t have any credit activity at all until the time comes to apply for a college loan. That said, the incidence of child identity theft is rising quickly. The Identity Theft Resource Center reports it almost tripled in 2014. As a responsible parent, you want to keep your kids out of harm’s way, and in these complex times that’s come to mean more than keeping them physically safe. It’s hard to imagine children as victims of identity theft or fraud, but most perpetrators consider children easy targets because of their clean credit histories. Criminals typically open fraudulent accounts and go unnoticed for years until young adults discover it when applying for their first lines of credit. To give some perspective, Richard Power of Carnegie Mellon CyLab recently published a report on child identity theft based on identity protection scans of over 40,000 U.S. children. Research found that an alarming 10.2 percent of the children studied had impersonators using their Social Security numbers. In comparison, among adults in the same population, the figure is 0.2 percent. Here are some steps to take, and things to keep in mind, in order to protect

your child from identity theft: Limit the availability of your child’s Social Security number. Be mindful of those who ask for your child’s Social Security number. You could be asked for his or her Social Security number when signing up for soccer or applying for a library card. Ask the requester how they plan to use it, what steps they will take to protect it, and if there is any other form of identification that would be acceptable. Keep your child’s documents secure. Securing your child’s birth certificate and Social Security card is vital to keeping the identity of your children safe. These documents need to be accessed very infrequently. If you keep their Social Security cards in your wallet or a home office filing cabinet, move them now to a home safe or safe deposit box. Keep an eye out for warning signs. If your child starts to receive credit card offers or letters of account defaults, your child’s identity has likely been compromised. Other warning signs of identity theft might include denial for a government assistance program for your child or family because someone associated with your child’s Social Security number is already getting benefits. You’d think that strangers are the most likely perpetrators but it’s far more

common for children to be victimized by a relative (36 percent), family friend (35 percent), neighbor (9 percent) or exspouse (9 percent). Know how and when to check your child’s credit report. If you believe your child has been the victim of ID theft, you can obtain a credit report, but only do so if your child’s identity has been compromised. Contact the three credit reporting agencies – Experian, TransUnion and Equifax – to check if a credit report exists in your child’s Social Security number. If no report exists, that’s probably a good sign. What can you do? Parents who are AAA members can enroll in the ProtectMyID® Deluxe identity theft monitoring program and enroll their children, too. Teen Driver 101 — What Parents and Teens Need to Know Answers to common questions about car insurance

s if having a new teen driver in the family isn’t concerning enough— now you have to navigate insurance needs. Don’t fret: We’ve got some answers. When should I consider coverage for my teen driver? Just like licensing laws, rules about when to add a teen driver to your policy differ by state and insurer. Some require new drivers to be added once they receive their permit, while others wait until a driver’s license is issued. To be safe, you should contact your insurer to find out the requirements before your teen gets his or her permit. Does my teen need his own policy, or should I just put him on mine? Most parents simply add their teen driver to their auto insurance policy. By doing this, they can take advantage of various discounts (e.g., multi-policy or multivehicle) and also ensure appropriate coverage levels until the child reaches adulthood and leaves the household. I know that my premium will go up when I add my teen to my auto policy.

What can I do to reduce the higher premium? First, talk to your agent about any discounts, such as a good student discount for teens that carry a qualifying GPA or a discount for teens that complete certain driver-safety courses. Second, to keep your premium low, consider a higher deductible on your teen’s vehicle—at least until your teen has been driving for a while. If your teen maintains a good record over time, your premium should decrease, and you can lower your deductible at that point. Be aware that by raising your deductible, your out-of-pocket payment will be greater in the event of a claim. Also, don’t buy a car for your teen right away. Sure, you may have to make some adjustments to share your car with your teen, but the premium will be lower if your teen is not listed as the primary driver on the insurance policy. Finally, be an involved parent. Download a parent-teen agreement from AAA.com/teens and review it with your child to encourage responsible driving. While it won’t lower your premium,

it could help prevent a ticket or a crash that could increase your rates. What should I consider when my child goes away to college? Some insurers offer a discount when your child is a certain distance away at college (e.g., 100 miles or more) without a vehicle. To save money on their premium, some parents choose to exclude their college-age children from their auto policy. Beware: This practice could backfire. Lapses in coverage are more likely to occur when parents exclude their child, then add him or her back on multiple times during a policy term.

So, for example, if your child comes home for a break or a surprise visit and you forget to remove the exclusion or don’t remove it in time, your policy provides no coverage if he or she operates a vehicle and gets into an accident. In addition, if your excluded child borrows a friend’s car that is uninsured or underinsured, both of you could be liable if he or she is involved in a crash.
