2014 Green Car Guide is filled with information on hybrids, battery electric vehicles, partial zero emission vehicles (PZEVs), compressed natural gas powered vehicles, clean diesels and fuel economy leaders. The 140-page guide features reviews and rankings of vehicles ranging in price and size from the Tesla S, to the Nissan Leaf, Audi A7 TDI, to the Chevrolet Spark. More than 80 green vehicles were tested in 13 categories and given a score. This year’s top-scoring green car was the Tesla S P85. The Tesla S has a 265-mile range and was the top-scoring vehicle this year by a wide margin. When price is factored into the mix, the 2014 Chevy Spark 1LT tops the list as the green car with the best value — priced under $15,000 and averaging about 30 miles per gallon. Slow Down, Move Over or Face a Fine A

s you take to the road for summer vacations, remember to create a safe distance when approaching vehicles which are pulled off to the side of the road. Each year hundreds of first responders, law enforcement officials and utility workers are struck or killed along the roadside when responding to crash scenes, emergency situations or assisting stranded motorists. All 50 states have “Move Over” or “Steer Clear” Laws but they vary from state to state. In Pennsylvania, drivers are required to move at least one lane away from incidents along the side of the road that involve an emergency responder. If you cannot move over because of traffic or other conditions, you must reduce your speed. Continued on page 2


Walk this way! Stepping Up for Pedestrian Safety

Walking is inexpensive, emission-free, uses no

fossil fuel, offers important health benefits and is accessible to almost anyone regardless of age or income. Walking is our most fundamental form of mobility and at some point during the day, everyone becomes a pedestrian. It can also be hazardous to your health and safety. Pedestrians are particularly vulnerable in traffic crashes accounting for about one third of annual road fatalities around the world. On a mile-by-mile basis walking is more dangerous than driving, flying, or riding a bus or train. While drivers on American roads have never been safer, pedestrian deaths jumped by six percent in 2012. America’s 4,743 pedestrian fatalities were the highest number recorded in the last five years. Urban environments can be tough on walkers, especially for seniors and children, who have to cope with complex and sometimes hostile, traffic conditions. Around 30 percent of pedestrians have impaired mobility at any given time — from mothers negotiating traffic with young children — to walkers carrying packages, to seniors with sensory and cognitive deficits. “Roadways are primarily designed to accommodate motor vehicle travel,” notes Dr. Allan Williams, former chief scientist at the Insurance Institute for Highway Safety, “so pedestrians are clearly at a disadvantage.” Risky pedestrian and driver behaviors often contribute to the problem. Motorists frequently fail to yield the right-of-way at intersections, while pedestrians routinely cross mid-block, or ignore “Don’t Walk” signals. Alcohol involvement — either by the driver or the pedestrian — is a factor in nearly half of all pedestrian deaths. When a car collides with a pedestrian, speed is a major factor in determining the risk of severe injury or death. A recent AAA Foundation for Traffic Safety study showed that the risk of a person dying from being hit by a car increases from 10 percent at 23 mph, to 75 percent at 50 mph. Another factor is the growing number of digital distractions. We’ve all seen drivers engrossed in their cell

phones, or ear bud wearing joggers seemingly oblivious to traffic as they loped across a busy street. Researchers have even coined the term “inattentional blindness” to describe the level of distraction caused by multitasking and electronic devices. For headphone wearing pedestrians, it’s intensified by their inability to hear an approaching vehicle. Drivers need to slow down in areas where they may encounter pedestrians, including around schools, residential streets and shopping centers. They are required to yield the right-of-way to pedestrians crossing streets in marked or unmarked crosswalks in most situations. Carmakers have introduced vehicle-based systems that detect pedestrians and warn the driver or brake automatically when a collision is imminent. While promising, this technology should not be considered a fail-safe, or a substitute for driver awareness. Pedestrians need to focus on walking safely — without distractions — just as motorists must concentrate on the task of driving. They should be especially vigilant around intersections and whenever possible, cross the street at a designated crosswalk. Midblock locations are where over two thirds of pedestrian fatalities occur. Increase your visibility at night by carrying a flashlight and wearing retroreflective clothing. Roadways can be improved with better maintenance, engineering and design, and by incorporating pedestrian friendly features like marked cross-walks, “countdown” crossing signals, upgraded sidewalks and “refuge islands” in the center of wide streets. Educational outreach and public safety initiatives like the AAA School Safety Patrol and our annual “Schools’ Open” campaign, are designed to prevent tragic injuries and deaths and foster courtesy and mutual respect among all road users. A sustainable transportation model is one that offers safe and efficient choices, whether it’s by walking, cycling, public transit, or driving.

Not only that, but drivers cited for traffic violations in these situations will face double fines. If that violation leads to a worker being injured, a 90-day license suspension could result. Never Leave Your Child in a Hot Car W

hen the temperature rises, so does the risk of heatstroke in children who are left in a hot car. Last year, 44 children died of heatstroke in the U.S. That’s 44 children too many. While driving around town on errands, it’s tempting to leave a child unattended to run into a store for a quick purchase. They may be sleeping sweetly in the back seat and we don’t want to disturb them. We may even forget they’re there. It’s a tragedy that can happen to even the best of parents or to caregivers unaccustomed to transporting kids. The problem is, high temperatures inside a car, even on a mild and sunny day, can zoom up 20 degrees in just 10 minutes. The cars windows act like a greenhouse, trapping heat and sunlight inside. A 72-degree day can turn deadly for children because their bodies heat up to five times faster than adult bodies do. Rolling down the windows does little to keep a car cool. Heatstroke fatalities have occurred in cars parked in the shade with an outside temperature less than 80 degrees. Heatstroke can occur in temperatures as low as 57 degrees! AAA is helping to raising awareness of the dangers of leaving children in hot cars. After all, it is a safety hazard that is completely preventable. Use the following tips from the National Highway Traffic Safety Administration to keep your youngest family members safe: • Never leave your child unsupervised in a vehicle, even for a minute. In over half of heatstroke cases, the child was “forgotten” by the caregiver.

KNOW THE WARNING SIGNS High body temperatures can cause permanent injury to the brain and other vital organs, as well as heat stroke and death. The body’s ability to cool itself becomes overwhelmed when its core temperature gets to 104 degrees— a temperature of 107 is lethal. Symptoms of heatstroke include: • Red, hot and moist or dry skin • No sweating • Strong rapid pulse or a slow weak pulse • Throbbing headache • Dizziness • Nausea • Confusion • Being grouchy or acting strangely Source: National Highway Traffic Safety Administration • Keep your car locked when you’re not in it so kids don’t get inside on their own. In almost a third of cases, a child got into the vehicle by themselves and became trapped. • Keep car keys and remote entry devices out of children’s sight and reach. • Teach children that cars are not safe places to play. • When the car seat is empty, place a large teddy bear or other stuffed animal in it. Remove it to the front seat as a visual reminder when you put a child in the seat. • Be extra careful about looking in the car before locking it, and remember to look in both the front and back seats. • If it’s not your routine to drop a child off at daycare, have your spouse or the usual drop-off person call you to be sure the child was not left in the car. • Call 911 immediately if you see a child alone in a vehicle.

AAA Announces 2014 4th Annual Scholarship Recipients Safety Patrol T Night at Coca-Cola Park

he AAA Scholarship Selection Committee recently announced the 2014 AAA East Penn Safety Patrol Scholarship recipients. Scholarships totaling $10,000 were awarded to Emily Abraham, Methacton High School, Eagleville, Adrian Carbone, Souderton Area High School, Souderton and Mary Hettrick, Pottstgrove High School, Pottstown. Abraham and Carbone have each been awarded a $4,000 scholarship to be given in $1,000 annual stipends for study at an accredited, four-year college or university. Hettrick has been awarded a $2,000 scholarship to be given in $1,000 annual stipends for study at an accredited, four-year college or university.

Abraham, daughter of Brian and Jodi Abraham, was a member of the Safety Patrol at Audubon Elementary, Audubon. She is a member of the National Honor Society and is Captain of the cheerleading team. Carbone, son of Salvatore and Wendy Carbone, was a member of the Safety Patrol at Oak Ridge Elementary School, Abraham Harleysville. He is currently a member of the Future Business Leaders of America and a member of the National Honor Society, Link Crew and Economics Challenge Club.

Carbone Hettrick, daughter of David Hettrick and Margreat Mcllvee, was a member of the Safety Patrol at Ringing Rocks Elementary School, Pottstown. She is a member of the Skills USA and HOSA organizations.

High school seniors who were members of their School Safety Patrol in grade school are eligible to apply for the AAA East Penn Safety Patrol Scholarship. Applications can be obtained in January of each school year through the high school guidance office.

o honor and recognize the valuable contribution Safety Patrollers make in our local schools, AAA East Central sponsored the 4th Annual Safety Patrol Night at Coca-Cola Park on Tuesday, June 3, 2014. The Safety Patrollers dedicate their time to guide and protect their fellow students while also fostering citizenship, leadership skills and community involvement. All the safety patrollers who attended the baseball game wore their safety patrol belts and participated in a pre-game parade around the field with Lehigh Valley IronPigs mascot, FeFe leading the parade. This year’s Safety Patroller of the Year was Adam Matulevich, from Gwynedd Square Elementary School in Lansdale, and the Outstanding Safety Patroller award recipient was Matt

Randall Pavone, from Neidig Elementary School in Quakertown. The students were recognized when they each threw out a ceremonial first-pitch prior to the start of the game. Adam and Matt were nominated by their Safety Patrol Supervisors and chosen based on several criteria including writing an essay entitled, “How Participating in My School Safety Patrol Helped Me Become a Better Leader”. AAA Emergency Road Service AAA’s 24-hour Emergency Road Service means there is always a person to call in case of an automotive emergency. We’ll rescue you and your vehicle to get you back on the road as quickly as possible with a dedicated network of more than 13,000 Emergency Road Service facilities across the U.S.A. and Canada. AAA assistance includes changing a flat tire, jumping a dead battery or mobile battery testing and replacement service, delivering emergency gasoline or fuel, lock out and key service, or when all else fails, towing your car. We’ll provide the assistance to help get you behind the wheel again as quickly and safely as possible. No one provides better roadside assistance than AAA. AAA Emergency Road Service is available 24 hours a day, seven days a week, and is designed to assist you in an emergency when your vehicle, or the vehicle in which you are a passenger, becomes disabled. Your membership coverage applies only to those emergency and towing services listed in this guide. AAA coverage entitles each AAA member in the Primary Member’s household to four service calls per membership year. After four calls, members will be charged for service. To Obtain Service AAA is only a phone call or click away! In case of an automotive emergency, call the AAA number listed on your AAA membership card. You’ll be connected to our 24-hour dispatch center or the AAA club in the area from which you are calling. You can even request emergency road service online at AAA.com. To help speed our response, be prepared to: • Provide your name, membership number and your club code (215) listed on your membership card. • Give the exact location of your disabled vehicle and the nature of the trouble. • Provide the vehicle’s year, make, color, and license plate number. • If possible, provide a telephone number where you can be reached. Unable to Locate the Vehicle If a service provider does not appear within the time stated by the AAA customer service representative, please call AAA back to let us know. The service provider may not have been able to locate your vehicle. Present Membership Card and ID You may be asked to show a valid AAA membership card and your driver’s­­­­­ license or other acceptable photo identification. In the absence of proper identification, or, if your membership cannot be verified, the service representative will be obligated to charge you for the service. This charge will be reimbursed by AAA (less charges for services exceeding published limitations) upon submission of your receipt to AAA within 60 days and verification of your membership. Cancel Unnecessary Calls If the requested service is no longer needed and the AAA service representative has not yet arrived, please call AAA immediately, as each service call is charged against the member’s record.

Service Inclusions Mechanical First Aid The AAA emergency service representative will make minor mechanical repairs or adjustments to place a vehicle in safe driving condition. If needed and available, parts and the labor cost to install them are to be paid by the member. If the vehicle cannot be put into a drivable condition to proceed under its own power, towing service, as described in the Towing Services section, will be provided. Flat Tire Service If the vehicle’s spare tire is inflated and serviceable, it will be installed in place of the vehicle’s flat tire. If not, the towing provision will apply. (Note: Tire rotation, installation/removal of tire chains and snow tire change-over are not emergency road services.) Battery Service A battery boost will be provided in an attempt to s­ tart the vehicle. If the vehicle cannot be started in this manner, towing provisions will apply. In most service territories, AAA can also quickly test your battery and electrical system. If needed, AAA can replace the battery on the spot with a AAA branded battery (at a special discounted member price.). The AAA battery includes a 3-year full replacement warranty. Fuel Delivery Service An emergency supply of fuel will be delivered to a member’s disabled vehicle enabling the member to reach the nearest service station. The member will be charged for the fuel at current pump prices. Specific quantities, brand, or octane ratings cannot be promised, nor can availability. AAA Plus: Provides sufficient free emergency fuel to enable you to reach the nearest service station, when your vehicle runs out of fuel. Towing Services When your vehicle cannot be safely driven after attempting any of the listed emergency services, your vehicle will be towed (once per breakdown) to the facility rendering the service, or up to three miles in any direction (except to salvage yards) from the point of disablement at no charge. Charges for service that exceeds the benefits listed will be at the prevailing hourly or mileage rate for the region where service is provided. In instances when your vehicle becomes disabled

while towing a light-duty trailer, service will be provided for the trailer. You will be required to pay for trailer towing. All vehicles must be free of snow and ice prior to towing. AAA Plus: Provides up to 100 miles of free towing, in any direction from the point of disablement, to the destination of your choice. AAA Premier: Increases one tow to a maximum 200 miles plus a free one-day rental car. Extrication/Winching Your vehicle will be pulled out of a ditch by being extricated/winched when it can be safely reached from a normally traveled or established thoroughfare (driveways must be cleared of snow or ice). If special equipment, additional service personnel or vehicles are required, the associated costs will be at the member’s expense. AAA Plus: Provides a second truck and second driver, for up to one hour, if your situation requires it. Lockout Service If your keys are locked inside the vehicle, service will be sent to gain entrance. If your keys are lost, broken, or the service provider cannot gain entrance to your vehicle, locksmith service up to $60 or, if a AAA locksmith is not available, reimbursement for locksmith service up to $60, will be provided. In cases where the vehicle cannot be made operable, towing services will be provided according to our towing provision. AAA Plus: Provides up to a total of $100 in parts and labor to gain entry or make vehicle operable. AAA Premier: Provides up to $150 for Locksmith, $100 Home Lockout Service. Service Limitations Members requiring more than four road service calls during their membership year will be charged for the fifth call and each succeeding call at the time of service. AAA Plus, AAA Plus RV, and AAA Premier services become effective seven days after receipt of your dues. Special Assistance When your vehicle cannot be made operable upon providing the services listed in this guide, AAA will assist you in finding the nearest open place of repair. If a repair facility cannot be located, we will assist you in obtaining lodging or alternate transportation, which will be at your expense. Types of Vehicles Serviced Service applies to all properly licensed and inspected four-wheeled motor-driven vehicles of the passenger, pleasure or

recreational type - provided that services can be safely delivered. If specific towing equipment is requested, but not required to safely transport the vehicle, the associated cost will be at your expense. Dual-wheel campers/motor homes are eligible for all services except towing, extrication/winching and tire service. Dual-wheel unloaded pickup trucks are eligible for all services except tire services. Rented passenger vehicles, as well as four-wheeled commercial vehicles, (excluding taxis, limousines and vehicles with snow plows attached) are eligible for services. Motorcycles are ineligible for all services. Refer to the AAA Plus RV section for motorcycle coverage. Weather Emergencies During severe weather conditions, AAA reserves the right to suspend service temporarily if the vehicle is already in a place of safety, such as a private or public garage, driveway, etc. AAA will provide service to the vehicle after the weather emergency is over. Alternate Service If you have followed the procedure outlined to obtain emergency road service, and AAA service is not available, you may obtain your own service, pay for it and submit the original receipt to your AAA club within 60 days. Reimbursement will be based on the prevailing commercial rate for the region where the vehicle was disabled. In instances where the AAA contractor access is legally restricted (toll roads, limited-access highways), reimbursement will be provided for all covered services. If AAA service was available, but not requested, reimbursement may be limited to the amount the club would normally have paid for the covered service. No reimbursements will be made by AAA on charges incurred when a member’s vehicle is removed from the street or under direction of the police because of illegal parking, traffic violations, or other illegal activities. Storage charges and clean-up fees from the scene of a traffic accident are also not eligible for reimbursement. Members having more than four road service calls during their membership year are not eligible for alternate service reimbursement.

What type of coverage does your personal insurance provide?

In general, your primary auto insurance will cover any accidents (less your deductible) that occur while driving a rental car as long as the driver involved in the accident is covered under your policy. Your liability insurance will cover injuries to others or damage to their property if you are at fault. Your collision coverage will pay for damage to the rental car resulting from a wreck, and your comprehensive coverage will take care of damages related to theft or vandalism. Also, if anything is stolen out of your rental car, your homeowners or renters insurance will generally cover the loss (less your deductible). Whether or not you have full coverage on your own car, you may still want to consider the collision damage waiver offered by the rental car agency because it would make any accident easier to resolve. It’s also a good idea to ask your insurance agent if there are any situations in which your current policy would not extend to a rental car.

What protection does your credit card offer?

Many credit cards come with rental car insurance for accidents and theft. Sometimes it’s primary insurance, the type that doesn’t require you to first file a claim with your auto insurance. More often it’s secondary insurance, which means it will only cover a loss after all other insurance options have been exhausted. In either case, you usually have to book the rental car with the particular credit card for the coverage to apply. Call your credit card provider in advance and ask whether your card provides insurance—and whether the coverage has any limitations.

What do I need if I am renting a car in a foreign country?

U.S. auto insurance policies are typically honored in Canada but not in Mexico. You’ll likely need a separate insurance policy there. If you plan to drive your rental car across the U.S. border, check with your insurance company or the rental agency about added coverage. Also, you can usually buy a policy from a storefront insurer at the border. If renting in Mexico, you will probably have to purchase whatever coverage the rental agency offers you.

hen it comes to rental car insurance, there are people who automatically decline it, believing it is a plot to increase the rental price, and others who purchase it to make sure they’re fully covered, without knowing whether it’s necessary. Who’s right? Unfortunately, there’s no simple answer. There are situations where you’re better off with the extra insurance. And there are times it’s not worth the money.
