Premier Aquarium Facility in Pattaya Underwater World Pattaya introduces a fascinating selection of marine life from across the world, set amidst their impressive 105-meter long underwater tunnel, which holds up to 3.8 million liters of water and is home to a stunning array of over 5,000 fishes from 500 varying species. Come along to see the shallow ‘Touch Pool’, which will allow you to interact with a wide range of creatures such as turtles, sharks, starfish, many varieties of fish and even stingrays. Making your way into the tunnel, you will encounter 3 zones, starting with the ‘Coral Reef’, ‘Sharks and Rays’, and ‘Giant of Siam zone. There is also a brand new ‘World of Jellyfish’ zone with over 200 creatures in tubular tanks with amazing lighting effects that accentuates the colorful jellyfish. What the Future Holds for Pattaya in 2017 and Beyond

t seems like 2016 has flew by quicker than Hillary Clinton’s presidency campaign. With 2017 now in eyesight, it’s time to put a difficult year in Thailand behind us. With the sad passing of HRM King Rama IV, and a strong Thai baht, it has been a difficult few months for the tourism scene in Pattaya, but everyone is now looking towards the high-season and 2017. Although Pattaya is already known for its world-class infrastructure, there are going to be some exciting things happening to the city in 2017, and who knows, maybe we could see the legalization of casinos.

The new service is part of the government’s East-West Ferry Project plan that aims to boost domestic tourism between Chon Buri and Prachuap Khiri Khan. It will definitely attract more tourists and will be great for those who want to conveniently visit Hua Hin from Pattaya or vice versa. Eastern Seaboard Hi-Speed Rail Link One of the most exciting infrastructure projects in 2017 is the proposed Bullet Train link from Bangkok to Pattaya, which is, excuse the pun, right on track.

Those of you who live in Pattaya or have spent vast amounts of time in the city will already know that Pattaya has some fantastic world-class eateries, international golf courses and schools, 5-star hospitals and world-class shopping centers. There are many new things planned in 2017 that will improve the infrastructure and will even attract new visitors to the city. Pattaya Casinos in 2017? Although it may be a contentious issue for some, there has been much talk about certain sectors of gambling being legalized in 2017. If this does finally happen, we can expect to see new casinos constructed in Pattaya City that will attract visitors not just from across Thailand, but especially from other neighboring Asian countries. Not much has actually been confirmed as of yet, but with so much talk, we might be in for a surprise next year in regards to the legalized nature of gambling, which will be great news for the city’s tourism scene. Ferry Ride from Pattaya to Hua Hin The launch of the long-awaited ferry service from Pattaya to Hua Hin has finally been confirmed, which will link two of the most popular holiday destinations in Thailand. The service will officially start on 1st January 2017 and will operate from Bali Hai Pier in Pattaya to Saphan Pla (the main port in the centre of Hua Hin).

Bidding wars will begin early in 2017 for the contract to construct the rail link, which will give Thailand 4 hi-speed trains, penned in for completion by 2019, although some reports suggest it could be earlier. Although the Pattaya route from the capital is a certainty, plans are also in the works to extend the link to Rayong, which could take a further 2 years to complete. Pattaya Infrastructure Possibilities in 2017 Over the past few months, there has been major talk about a proposed 8km-long Pattaya tram system that has been included in a 310 billion THB Eastern Economic Corridor (EEC) development plan that is currently being decided and organized by the government and is part of larger infrastructure improvements in many areas across the Eastern Seaboard. The proposed downtown tram would run in a circle from north to south of the city along Second Road and Beach Road, which will give tourists and locals alike a modern form of transport that would alleviate the city’s longterm troubling congestion and help with the flow of traffic in the city. At this moment in time, an estimated cost hasn’t been decided. As you can see, 2017 holds a lot of promise for Pattaya City, and those who drive on Sukhumvit Road everyday will also see the astonishing progress that has been made on the construction of the Pattaya Klang Underpass, so we have many things to look forward to in the coming year and beyond.

turn up at the Ghost Tower, but the main reason the development has gained its ‘haunted’ moniker is because of the strange happenings on the 43rd floor. The body of a Swedish backpacker was found hanged on the 43rd floor, discovered by a Thai photographer who was there to photo the sunset. Strange sounds emanate from the 43rd floor, so much so that many people now come to visit the tower to explore its ghostly happenings. Abandoned House at Ramkamhaeng Soi 32 Located deep n Ramkamhaeng Soi 32, a famous haunted house has been abandoned for more than 20-years and is still a point of major interest even now for ghost hunters. The legend is that the house was owned by a foreigner who lived there with his maid. Some local bandits decided to rob the house while the foreigner was at work, but in time-honored tradition, the robbery went wrong. The owner was at work, but the maid was at home. The bandits brutally murdered the maid and got away. However, from that day onwards, cries for help can be heard in the house, and some people have even witnessed the spirit of a woman standing near the front garage on a regular basis. It’s safe to say that the house was never sold after, and is now a landmark for ghostly happenings in Bangkok. Pen Factory at Kasem Bundit University Inside Kasem Bundit University on Pattanakarn Road in Bangkok lies an 80-acre pen factory that has been abandoned and is known as one of the most haunted places in the city. The torn-down building is said to be haunted by poltergeists. When the factory was being constructed there were a multitude of accidents resulting in the loss of many lives. There is a strange and cold chilly feeling when you enter the factory. Many strange things happen at the building such as things moving around before your eyes. The legend is that if you walk around the water 3 times, the poltergeist will appear. I will have to take their word for it!

NEW PERSONAL INCOME TAX STRUCTURE By: Magna Carta Law Office

ersonal Income Tax (PIT) is a direct tax levied on income of a person. A person means an individual, an ordinary partnership, a non-juristic body of persons and an undivided estate. In general, a person liable to PIT has to compute his tax liability, file tax return and pay tax, if any, accordingly on a calendar year basis. Thai Personal Income Tax Structure was approved to be revised as follows: 1. Deductible expenses for the following income would increase from 40% of income (capped at 60,000 Baht) to 50% of income (capped at 100,000 Baht):

• The Child Allowance will increase from 15,000 per child (capped at 3 children) to 30,000 Baht per child (uncapped). • The allowance for an estate would increase from 30,000 Baht to 60,000 Baht. • The allowance for a non-juristic partnership or a nonjuristic body of persons would increase from 30,000 Baht for each individual (capped at 60,000 Baht) to 60,000 Baht for each individual (capped at 120,000 Baht). 4. The Progressive Tax Rates shall be revised as follows:

• Income derived from employment, whether in the form of salary, wage, per diem, bonus, bounty, gratuity, pension, house rent allowance, monetary value of rent-free residence provided by an employer, payment of debt liability of an employee made by an employer, or any money, property or benefit derived from employment. • Income derived from a post or from the performance of work, whether in the form of a fee, commission, discount, subsidy, meeting allowance, gratuity, bonus, house rent allowance, monetary value of rent-free residence provided by a payer of income, payment of debt liability of a taxpayer made by a payer of income, or any money, property or benefit derived from a post or from the performance of work, whether such post or performance of work is permanent or temporary. 2. The scope of deductible expenses for income derived from under the section 40 (3) of the Revenue Code [Fee of goodwill, copyright or any other rights, annuity or annual payment of income derived from a will, any other juristic act, or court decision] - that was previously restricted only to copyrights, would expand to include goodwill, copyrights and other rights and will increase from 40% of income (capped at 60,000 Baht) to 50% of income (capped at 100,000 Baht). 3. Tax Allowances shall be revised as follows: • The Personal Allowance will increase from 30,000 Baht to 60,000 Baht, and where the taxpayer and spouse both earn taxable income, the maximum deduction for both of them would be 120,000 Baht. • The Spouse Allowance will increase from 30,000 Baht to 60,000 Baht.

5. The minimum income threshold for being required to file a tax return shall be revised as follows: I. For a taxpayer who has only employment income: • If single, and income exceeds 100,000 Baht (previously 50,000 Baht); and • If having a spouse, and the sum of the taxpayer’s and spouse’s income exceeds 200,000 Baht (previously 100,000 Baht) II. For a taxpayer who has employment income and other income, or who has only other income that is not employment income: • If single, and income exceeds 60,000 Baht (previously 30,000 Baht); and • If having a spouse, and the sum of the taxpayer’s and the spouse’s income exceeds 120,000 Baht (previously 60,000 Baht) III. An undistributed estate must file a Tax Return if its income exceeds 60,000 Baht (previously 30,000 Baht) IV. A non-juristic partnership or a non-juristic body of persons must file a tax return if its income exceeds 60,000 Baht (previously 30,000 Baht). 6. This proposal would apply to the tax year 2017 onwards. Thus, based on the proposal above, if you are an employee and your monthly salary is 25,833 Baht or less, assuming that you do not receive other taxable income during the year (such as bonus or other fringe benefit), you will not have to pay Personal Income Tax.
