Are you ready for compulsory health insurance for your staff?

B

y 30 June 2016, the Dubai Health Authority (DHA) will expect that all employers obtain health insurance for their employees. MetLife’s medical insurance experts prepared this note to help you better understand your obligations as an employer under this new Government scheme. About ISAHD: Insurance System for Advancing Healthcare in Dubai ISAHD in Arabic means ‘bringing happiness’. It is one of many initiatives inspired by H.H. Sheikh Mohammed bin Rashid Al Maktoum to bring happiness to people living in the UAE. The new compulsory private insurance scheme, which started to roll out in phases in 2014, aims to ensure Dubai has one of the best healthcare systems in the world. ISAHD will ensure that all expatriate residents in Dubai have access to basic medical benefits to limit financial devastation should the unexpected happen.

Having such insurance in place will allow employees who may not benefit from care today to get the medical attention they need to stay healthy. The scheme allows employers to purchase richer benefit packages for their staff. However, such plans

All entities licensed to trade in the Emirate of Dubai or any of its Free Zones are required to provide this compulsory medical coverage to its expatriate workers. • If I employ UAE nationals, am I affected? UAE nationals are covered by ‘The Nationals Program’ which is financed by the state. However, UAE nationals employed in the private sector will be given a choice either to participate in the state-run program or benefit from their employer-provided insurance package. • Is my company part of the next phase of the roll-out? The scheme has already rolled out to employers with 100 employees or more. Employers with less than 100 staff will be expected to have coverage in place by 30 June 2016 or earlier. • What benefits do I have to provide to my staff? The purpose of the DHA basic benefit plan is to ensure that those who currently have little or no coverage will have benefits of a reasonable standard. The minimum benefits package is set out by the DHA, and it is delivered by the nine DHAapproved insurance companies. MetLife is one of the nine licensed insurers, and the only US-based company.


• Do I have to cover my staff’s dependents? While not compulsory, DHA encourages employers to provide for dependents’ medical expenses. • Is it possible to deduct the cost of compulsory insurance from my staff’s salary? The DHA prohibits this. • What happens if I miss the deadline? Going forward, health insurance will be linked to work visa renewal and issuance to ensure compliance with the government initiative. Looking Back... Inter-Council Networking Event September 14, 2015

ore than 25 councils participated and approximately 700 top executives, business leaders, and board members from the councils attended the Inter-Council Networking Event. President’s Update to the U.S. Chamber Board of Directors August 3, 2015 To: U.S. Chamber Board of Directors From: Tom Donohue Subject: President’s Update—July 2015 The House adjourned last week for its month-long August recess and the Senate will follow suit in the next few days. They will leave town having punted once again on a long-term highway bill, important cybersecurity legislation, the No Child Left Behind reauthorization, and renewing the ExIm Bank’s charter. The going will only get tougher when lawmakers return this fall. In addition to dealing with unfinished business, Congress will be facing a number of critical fiscal and legislative deadlines. By the end of September, Congress will have to vote on the Iran nuclear deal and pass a spending bill to avoid a government shutdown. Lawmakers will have until October 29 to pass a longterm highway bill and at least until the end of October to raise the debt limit ceiling. All of this with less than 50 legislative days left in the year. In addition, Congress will be distracted by the growing internal disagreements in the caucuses of both parties, the visit to Washington by Pope Francis on September 24, and a calendar that draws us inexorably closer to the 2016 election—all of which will make it even more difficult to get anything done. Add it all up and we’re facing a very challenging environment in which to advance the business agenda. So far, we’ve been reasonably pleased with the productivity and accomplishments of this new Congress—it passed Trade Promotion Authority, approved a budget resolution for the first time in six years, restored regular order in the Senate, and made the first reforms to entitlements in two generations. Chamber-backed measures to reform and restrain the regulatory process have also seen some progress. 21

But for all the reasons I just stated, it’s going to be tough sledding in the months ahead. That’s why the Chamber is using the August recess to press our immediate agenda items, as well as lay the ground work and build support for our longer-term priorities. Along with these issues, many of you are aware that the Chamber is also dealing with an orchestrated pressure campaign that has falsely portrayed some of our efforts to protect intellectual property and trademarks as a campaign on our part to fight anti-smoking measures. I want to thank Chamber directors and others members who are standing up to these dishonest attacks. We will continue to keep you informed and always welcome your thoughts and ideas. Getting a Long-Term Highway Bill As Yogi Berra would say, it was déjà vu all over on the highway bill last week as Congress decided to once again kick the can down the road. If Congress doesn’t pass a long-term bill soon, there won’t be any good roads on which to do the kicking! We’ve warned lawmakers repeatedly that all these short-term extensions are harming our economy, our workers, and our builders who need certainty in planning and executing long-term projects necessary for a globally competitive and robust infrastructure system. The Senate did its job and passed a six-year bill, but the House refused to act on it before leaving for the August recess. When they return after Labor Day, both houses will have to move quickly to reach agreement on a long-term bill before the October 29 extension expires. Our position is clear—we need a long-term bill with a permanent funding mechanism that can provide adequate resources, and with reforms that eliminate waste and focus resources on important national investments. We will continue to work on persuading Congress that the simplest, fairest, and most efficient way to get the resources we need is a moderate increase

in the gas tax phased in over time. It’s critical that during the August recess members of the House Transportation & Infrastructure Committee and the Ways & Means Committee hear a very simple message from as many individuals, businesses, and organizations as possible: No more delays, no more excuses. Get back to Washington and pass a long-term transportation bill. Reauthorizing the Ex-Im Bank Congress also adjourned for its August break without reauthorizing the ExIm Bank—despite clear evidence that broad majorities in both the House and Senate support it. Just because its charter expired on June 30 doesn’t mean the Bank disappears. It continues to administer existing loans. However, if Ex-Im isn’t reauthorized soon, American workers and companies will pay the price in lost sales and lost jobs, especially America’s small and medium-sized companies who account for nearly 90% of ExIm’s transactions. That’s why no one is more gleeful about the expiration of the Bank’s charter than our international trade competitors, who are only too happy to meet the needs of global customers through their own export credit agencies. Mindful of the tough realities of international competition and finance, some U.S. companies are even contemplating moving their operations overseas. In partnership with our state and local affiliates, the Chamber is launching an advocacy blitz during the August recess to rebuild momentum for reauthorization of the Bank’s charter as soon as possible. No Child Left Behind Reauthorization The House and Senate have each voted to reauthorize the Elementary and Secondary Education Act—previously known as No Child Left Behind—and will work to resolve differences in a conference committee beginning in September. Both versions of the legislation make a number of long-overdue reforms, including streamlining federal programs and requirements, ensuring that states have ownership and control over academic standards and annual assessments, and expanding charter schools. However, more work needs to be done to ensure that schools are held accountable for results and to keep the promise of a quality education for all our nation’s children. Specifically, the progress of all students must be measured and released to parents and taxpayers, and school districts must be required to take action to help any students and groups of students—including minorities and those with disabilities—who are falling behind. We’ve warned lawmakers that unless these accountability provisions are addressed in the conference committee in September, they cannot count on our full support for a final bill. Improving K–12 education ranks near the top of our priorities for a simple reason: Today’s students are tomorrow’s workers. Providing the best possible education for all our students—which requires strict accountability—is the most effective way to expand opportunity, address inequality, and ensure that domestic and foreign companies locate in our country and not somewhere else. The Cybersecurity Information Sharing Act A recent spate of dangerous and damaging cyberattacks aimed at the U.S. government and businesses underscores the urgent need to do everything we can to prevent these attacks and limit their impact. One of the best ways would be for Congress

to finally pass the Cybersecurity Information Sharing Act (CISA) when it returns in September. CISA would help foster information sharing between the public and private sectors by ensuring businesses have safe harbor against frivolous lawsuits when voluntarily sharing and receiving threat indicators. It would offer protections related to public disclosure, regulatory, and antitrust matters in order to increase the timely exchange of information among public and private entities. And, it would help safeguard privacy and civil liberties and establish appropriate roles for government agencies and departments. As the Chamber continues to aggressively lobby for CISA, our National Security team is executing a comprehensive plan to prevent and mitigate cyberattacks and educate businesses on how they can protect themselves. In July, we launched the Cybersecurity Leadership Council, a group of prominent businesses and associations committed to promoting cybersecurity policies that advance the adoption of best practices and market-based solutions. We also hosted a Cybersecurity Summit aimed at helping small and mid-size business owners develop, evaluate, and strengthen their cybersecurity programs. This is part of the Chamber’s ongoing education efforts that include a nationwide series of workshops and an online toolkit that outlines steps businesses can take to protect their systems, data, and devices. Latest on TPP and a Global Tech Breakthrough With the fight over Trade Promotion Authority behind us, the Chamber is pushing for a high-standard, comprehensive Trans-Pacific Partnership (TPP) agreement and working to boost momentum in the Transatlantic Trade and Investment Partnership (TTIP) talks. With Chamber experts on site, TPP negotiators met in Hawaii last week in

what they hoped would be the final round of negotiations. While officials made substantial progress, some contentious issues—including market access for dairy products and sugar, as well as intellectual property and rules of origin for autos—remain unresolved. There’s no question a deal covering nearly 40% of the world economy is worth the effort and worth getting right. We are urging negotiators to finalize an ambitious and comprehensive package as quickly as possible, which we know is no easy task. We’re also urging TTIP nations to put some urgency in those important negotiations, reminding them of the powerful benefits of the deal on both sides of the Atlantic at a time when our economies could really use it. We have our work cut out for us, as activists in Europe have launched an assault on the agreement. There’s one recent trade victory we can celebrate right now—the dramatic expansion of the 50-nation Information Technology Agreement that will cut tariffs on $1.3 trillion worth of IT products. U.S. Trade Representative Michael Froman said more than $100 billion of U.S. exports alone would be covered by the updated agreement, and one study shows the new trade flows unleashed by the agreement could support as many as 60,000 new U.S. jobs. Both the U.S. and global economies are stuck in the trap of high uncertainty and low growth. Expanding trade across the globe is the best single opportunity we have to escape that trap. Fighting EPA’s Ozone Rule No one should be surprised that in its final 18 months, the administration has shifted into overdrive on regulations. The Chamber continues to fight back on a number of fronts—on the Hill, in the courts, and in the court of public opinion. Case in point: The mother of all regulations—EPA’s new ozone rule. It would be the most expensive regulation ever issued by the U.S. government. It would also plunge the majority of the country into what EPA calls “nonattainment,” meaning that communities would face enormous regulatory hurdles 22


every time they wanted to build something, and could even suffer the withholding of federal transportation funding for highway and public transit projects. The rule would essentially put federal bureaucrats in charge of local planning decisions across the nation—at a tremendous cost to jobs, growth, and economic development. The administration wants to impose this more stringent ozone standard on businesses even though ozone levels have fallen dramatically, industry is still working to implement the current standard, and technologies do not yet exist to meet the new standard. The Chamber is responding by: • Rallying hundreds of chambers and associations to oppose the plan, including sending a letter to President Obama strongly urging him to withdraw the rule. • Working with our allies on Capitol Hill to pass the “Clean Air, Strong Economies Act,” which would stop the rule dead in its tracks. • Aggressively organizing opposition in local communities across the country, including a partnership with the National Black Chamber of Commerce and its state affiliates designed to outline the impact on minority communities. Our Energy Institute’s “Grind to a Halt” campaign is taking a detailed look at the infrastructure and other projects that could be delayed if communities fail to comply with the rule. And now, just today, the administration released a so-called Clean Power Plan that will drive up energy prices for businesses and consumers alike, inflict significant damage to our entire economy, and reduce our nation’s global competitiveness— without any significant reduction in global greenhouse gas emissions. The rule attempts to restructure our electricity system under the guise of restricting greenhouse gas emissions from domestic power plants. It is a bad deal for America, and we will pursue all available options, including litigation if necessary, to block EPA’s regulatory power grab from taking effect. It’s essential to underscore the cumulative impact that these major rules will have on growth, on economic freedom, on 23

American competitiveness, and our ability to create good jobs here in our country. This is not about one president’s quest for a legacy, it’s about the fundamental economic future of America. The Chamber will use every tool in its arsenal to improve, delay, or roll back rules that are poorly drafted, unnecessary, or unconstitutional. When necessary, we will continue to head to court. This will continue to be a major focus of our work in the years ahead. Update on Immigration Reform Immigration reform remains one of the most politically divisive and difficult public policy issues in the country. The Chamber has never ducked the tough issues, and immigration is no exception. Throughout the ups and downs of recent failed reform efforts, the Chamber has vowed not to give up until reform is achieved. We will keep that promise. Last week the Chamber released a new report that provides a detailed appraisal of reforms to the immigration laws that would promote economic growth, create American jobs, and enhance U.S. national security. We hope it can serve as a one-stop resource of arguments, facts, and statistics that address the complexities and misconceptions that have plagued the debate for some time—and a persuasive tool for those open to our ideas. We launched the report—entitled Restructuring the U.S. Immigration System to Increase Security and Promote Economic Growth—last week in a telephone press call with the Chamber’s Randy Johnson, former Pennsylvania Gov. Tom Ridge, and former director of the Congressional Budget Office, economist Douglas Holtz-Eakin. Click here to read the full report. an immigration system that currently poses security risks, exacerbates worker shortages in vital industries, and discourages business and job expansion in our country.
