A NOTE FROM AMCHAM DUBAI’S MANAGING DIRECTOR I wish each of you a wonderful Eid as the end of Ramadan draws near. We hope the season finds you healthy and happy. Q1 has been an especially busy time as we highlight the important topic of Diversity & Inclusion with many of our corporate members crafting awareness through thought leadership programming. Through the many events held, I enhanced my understanding of the importance of diversity as an integral component of sustainability and the ability to embrace diverse communities and the unique voices they support. This is where we will find the answers to the biggest challenges we face, relating to climate change,resource scarcity, and population growth - a principal component of the upcoming UN Climate Change Conference (COP27) in November in Egypt. AmCham Dubai looks forward to supporting the COP27 and leading the dialogue around American business for COP28. I am happy to report that at the recent 10th Annual AmCham Mena Regional Conference in Amman, Jordan - AmCham Dubai was appointed Vice-Chair of the Regional Council - the largest business forum in our region, comprising ten affiliates of the U.S. Chamber of Commerce and focusing on promoting
trade and investment between the United States and markets of the Middle East, North Africa & Gulf Region. This positions AmCham Dubai in a unique situation and will enable us to broaden our programming reach. AmCham Dubai will celebrate a milestone this year - the 25th Anniversary of the Rings of Friendship. Situated on a small hill at the Creek Park overlooking the water,this monument was received as a token of friendship and community by the UAE Government 25 years ago. In November, we will take this time to highlight the commitment between our two nations. Please save the date for our Gala Dinner on November 17, 2022.In addition, this year's "Battle of the Business Councils"golf tournament will be hosted by AmCham Dubai, with seven business councils joining the competition. Life, Liberty, and the Pursuit of the Future - was the perfect theme for the USA Pavilion Expo 2020. AmCham Dubai was proud to be a part of it. The six-month exhibition gave us all an opportunity to strengthen our relationship with our host nation and showcase the USA as a true strategic partner. There has never been a more important time for the world to come together for a World Expo to explore the possibilities of what our collective future could look like. The USA Pavilion was such a vital platform used to engage foreign audiences on American values and innovation; showcase U.S. cultural diversity; invite visitors to study, travel, and invest in the United States; and highlight American leadership on global issues of innovation in climate, space, food security, health, and innovation. We would like to congratulate everyone involved for such a successful Expo event. Procter & Gamble Holds First Women Entrepreneurs Academy Training Event In The UAE To help the women’s businesses thrive, the first Emirati Women Entrepreneurs Academy cohort got to develop their business acumen in a hands-on way that included practical skills.
Procter & Gamble (P&G) Middle East FZE launched its Women Entrepreneurs Academy with industry-wide training for 20 high-level female executives and business owners in the UAE. The coaching event took place from March 7-9 in P&Gs MENA Innovation Centre Dubai offices in collaboration with WEConnect International as part of an ongoing commitment to equality and inclusion.

AMCHAM MENA JORDAN CONFERENCE Recently AmCham Dubai, and President's Club Member Admiral Corporation of America Inc. participated in the AmCham MENA Conference in Amman, Jordan. We were proud to continue our quest to highlight #womenbusinessleaders as we discuss global solutions! The Regional Council of American Chambers of Commerce in the Middle East and North Africa's two-day conference, titled "Building for the Future: Realizing Economic Transformation Beyond COVID-19", began on Monday, March 15, 2022, in Amman. The conference, held at the St. Regis Amman by the American Chamber of Commerce in Jordan, aimed to focus on the partnership between the business communities in the Middle East, Africa, the Arab Gulf states, and the United States in order to accelerate economic recovery and support economic reforms toward inclusive and sustainable economic growth. The topics discussed by participants included developments in health care services, the pharmaceutical industry, digitization, the technology and innovation sector, the need to enforce transportation and logistics services, workplace development, and ways to increase female economic participation and business financing. The first day's sessions covered a variety of topics, including the use of trade relations in the Middle East, Africa, and the United States to support economic growth; investment in future health care; accelerating growth through digitization and innovation; and the impact of free trade agreements with the United States of America on the economies of Middle Eastern and African countries. The conference's second and final day, Tuesday, focused on the private sector's role as a major driver of economic growth, innovation, and job creation, particularly in light of the unprecedented challenges posed by the pandemic, which call for enabling policies and programs that support comprehensive development and focus on meeting the needs of individuals and the environment. In addition to economic diversification, the hybrid conference brought together presidents and representatives of the US Regional Chambers of Commerce, the US Chamber of Commerce, private sector figures, government officials, US administration officials, and international financial institutions to discuss how to build business on regional trade relations, identify new investment opportunities, and focus on the important sectors whose role has emerged during the pandemic.

AmCham MENA appoints AmCham Egypt as the new MENA Council Chair & AmCham Dubai takes on the role of Vice-Chair 2022-2024 The Chairmanship Ceremony took place on March 15, 2022, in Amman-Jordan at the 10th AmCham MENA Regional Council Conference. We were pleased to receive congratulations from the US Chamber of Commerce with a note from Khush Choksy, Senior Vice President, International Development, highlighting the increased engagement of AmCham Dubai in the region under the leadership of Sammy Bousaba.
AmCham Egypt is proud to take on the leadership of the AmCham MENA Regional Council; the largest business forum in our region, comprising ten affiliates of the U.S. Chamber of Commerce and focusing on promoting trade and investment between the United States and markets of the Middle East, North Africa and Gulf Regions. I would like to take this opportunity to acknowledge the noteworthy accomplishments of my friend and immediate predecessor in the AmCham MENA Chair position; Mr. Mohamed Bataineh, Chairman of AmCham Jordan, where under his leadership, three new regional AmChams joined the council as members: AmCham Dubai, AmCham Kuwait, and AmCham Qatar; with the council now representing the collective interests of more than 4,000 Members from across the MENA Region. THE SECURITY OUTLOOK FOR THE GULF IN Q2 2022 BY PAUL CRUICKSHANK & AIMEN DEAN
On the last Friday of March, as Formula One drivers began their afternoon free practice at Jeddah’s Corniche circuit, dark smoke began to drift across the sky. Less than ten miles away a fuel depot at Aramco’s North Jeddah Bulk Plant adjacent to the international airport was ablaze after being hit by a missile fired from Yemen by the Houthis. It was the third time the plant had been struck by the Houthis, and the second time in less than a week. The facility, which stores diesel, gasoline, and jet fuel, is a critical node of Saudi Arabia’s energy infrastructure, holding more than a quarter of supplies, including the fuel necessary to operate a regional desalination plant.1 The missile attacks on Jeddah were part of a barrage of strikes by Houthis in the weeks before Ramadan against targets across the Kingdom, including, significantly, a desalination facility in Al-Shaqeeq on the Red Sea coast, to retaliate for mounting battlefield losses inside Yemen.2 U.S national security advisor Jake Sullivan condemned the aerial attacks and stated they were “clearly enabled by Iran.”3 Notwithstanding a two-month U.N. brokered ceasefire, which began on the first day of Ramadan, and which saw the warring parties in Yemen promise to “halt all offensive military air, ground and maritime operations inside Yemen and across its borders,”4 Saudi Arabia and its Gulf allies continue to be extremely concerned by the security threat posed by the Tehran regime and its network of proxies in the region, including Lebanese Hezbollah and an array of militia groups in Iraq. Iran’s Islamic Revolutionary Guard Corps (IRGC) has

provided the Houthis with the capabilities to unleash drones, ballistic and cruise missiles, with Tehran supplying weapons components, training, expertise5, as well as encouragement. On the night of the attack on Jeddah, the faces of Houthi leaders were projected onto Tehran’s Azadi tower. 6

Two days later, when the foreign ministers of Bahrain, the UAE, Egypt, and Morocco met their Israeli and American counterparts at a historic summit at a resort in Israel’s Negev desert, countering the threat posed by Tehran was at the top of the agenda7. The Saudis did not attend the summit, but their views and concerns were voiced during the meetings. The Gulf countries are very concerned that a revival of the Iran nuclear deal will result in Iran having greater resources to destabilize the region. They are also troubled by the increasing signs that Washington, to get a deal over the finishing line, is willing to reverse the Trump administration’s 2019 designation of the IRGC as a foreign terrorist organization.
PROGRAM HIGHLIGHTS
The FTO listing was the final nail in the coffin for many multinationals and companies considering doing business with Iranian companies. Although the IRGC was already subject to multiple U.S. sanctions, the FTO designation introduced criminal liability for both U.S. and non-U.S. persons who knowingly provide material support to the IRGC and its agents8. With the IRGC controlling 20% to 40% of the Iranian economy9, the due diligence costs and business risks for companies doing business with Iranian entities were already prohibitive, but the possibility of criminal liability for senior executives has had a further chilling effect. This explains why Iran has made the delisting of the IRGC a key demand in the nuclear talks in Vienna10. It is a price Washington seems willing to pay, with the rationale that the pre-existing sanctions against the IRGC11 are sufficient to deter companies from doing business that directly benefits the IRGC. In return, the United States is seeking a firm commitment from Tehran that it will curtail its regional aggression and refrain from targeting Americans12. However, the Gulf countries and Israel believe it is naïve to believe that Tehran would change its behavior. The Gulf powers are clear eyed that a deal will likely be done in Vienna. And that is why attention has now turned to bolstering regional security arrangements to constrain Iranian aggression. The Negev summit signaled a deepening partnership between the Gulf countries and Israel in countering Tehran and provided them an opportunity to jointly lobby the United States to do more. In recent weeks there have been intense discussions about air defense, with Israel and its regional partners working to formalize a communication system to alert one another of incoming drones from Iran and its proxies13. As well as looking to bolster current defense agreements with Washington, Gulf countries have also been pursuing a written agreement with the United States that would create a Treaty commitment to provide defense support 14. Much will depend on how engaged the United States will remain in the region. In the last decade the United States, much less dependent than before on Middle Eastern oil, has been trying to pivot away from the region to focus on competing with a rising China. But the war in Ukraine is reminding the Americans of the strategic importance of
the region. Not only are China and Russia competing with the United States for influence across the Middle East, but Middle Eastern producers will be crucial to replacing Western Europe’s dependence on Russian energy supplies and keeping the price at the pumps down. It is noteworthy that at the Negev summit, U.S. Secretary of State Blinken went to great lengths to reassure his interlocutors that the United States was fully committed to its allies in the region and that the UAE’s foreign minister Sheikh Abdullah bin Zayed publicly thanked him for making that commitment15. As for the war in Yemen, despite the best efforts of the United Nations, the current ceasefire is fragile and is unlikely to lead to durable peace. The Houthis’ patrons in Tehran remain ideologically committed to dominating the Middle East and, if a deal is done in Vienna, will get a cash windfall to fund their efforts. And Saudi Arabia, buoyed financially and geopolitically by the surge in oil prices, is not willing to tolerate the presence of a hostile power in Yemen that can threaten Saudi oil facilities and desalination plants with missiles. Saudi Arabia views the threat to its water supply as an existential threat. All this means the security environment in the Gulf region will continue to be highly volatile in Q2 of 2022 and for the foreseeable future.

AmCham Dubai’s recently formed Healthcare committee will bring together a diverse group of member companies involved in innovative healthcare who aim to contribute to the quality, efficacy, and efficiency of the U.A.E. healthcare system by creating an optimal environment for innovation public-private collaboration.
Sustainability is a core driver of business productivity and growth in the 21st Century and the public’s heightened expectations for companies have dovetailed with the growing interest of investors in environmental, social and governance (ESG) factors, which include diversity and inclusion (D&I).
The committee’s mission is to work with the government and private sector to identify common issues and move reform to the next level.

The HR Resources Committee reviews existing frameworks and recommend a roadmap for developing robust and coherent policies on Best Practice in Human Resources in the U.A.E.
The Food Regulations Committee has been established to create a robust collaboration platform for U.S. companies based in the U.A.E. to engage and advocate on key regulatory issues impacting the industry while upholding the anticompetition by-laws.
This committee will provide an opportunity for business leaders and government officials to discuss operational issues, exchange ideas, and create a roadmap for continued dialogue towards policy enhancements and reform.
The committee seeks to create a favorable regulatory environment in the G.C.C. for U.S. companies based in the U.A.E., enabling long term business success and continuity in the region.

Kicking off the session was an address from Cigna CEO Jerome Droesch. The day's topic was THE UAE LABOR LAW and WORK WEEK REVIEW. Charles Laubach, Partner-Afridi & Angell, and Joanna Matthews Taylor, Partner - Habib Al Mulla & Partners - a member firm of Baker & McKenzie International Dubai, continued the discussion with an interactive fireside chat. The changes we have seen in the labor law and the UAE workweek support the economy and build an environment where top-tier talent is readily available in the market. HR professionals come together to understand and support their CEO, who relies on their knowledge as a critical element of the organizational leadership team. AmCham Dubai's HR Committee, in partnership with Cigna, took a deep look at the changes and the impact on businesses. This interactive session brought some clarity for the attendees. The committee will continue to review relevant changes as they become available, looking into best practices for HR leaders in the region.
