Oh my goodness, what a different place my thoughts spring from today as opposed to last time I wrote this message. The last month has been unprecedented and challenging to say the least! We have seen a virus spread throughout the world, businesses and schools have been closed, travel disrupted, sport seasons canceled, religious services have switched to virtual gatherings, and community events have been called off. AmCham Dubai, along with countless other employers, have begun a work from home program until further notice. The U.A.E government has done a tremendous job of guiding us on how to engage to prevent spreading the virus. So adaptability is the name of the game. We are working to have the concerted voice of American business at the forefront of the conversation on what success looks like as we emerge from this crisis. The Joint Business Continuity Task Force (formed with AmCham Dubai and Abu Dhabi) is aimed and engaging the U.A.E Government to ensure that our community is standing ready to support the regional business hub in a “business ready” position. AmCham Dubai’s focus is to provide real-time, hands-on information that can be useful to our member businesses while making key decisions in the next few weeks and months. To help us achieve this, CISCO has risen to the challenge and is supporting AmCham Dubai to avail of the WebEx service allowing us to offer our programs as free webinars.

Almost overnight, remote work has become mainstream. Companies around the world are encouraging their employees to work from home to prioritize the health and safety of their workforce and communities amid COVID-19. Our webinars offer us a platform to keep the community engaged and focused. Working through this rapid change can be hard and we’re moving quickly to help members get information they can trust, stay connected to their community and learn how to be more productive and successful in their new normal. In memory of our friend Astronaut Al Warden, 1932 – 2020 AmCham Dubai will proudly honor Al Worden’s achievements through our continued support of the Endeavor Scholarship Foundation. As a NASA astronaut who flew above the moon with Apollo 15, then performed the first ever spacewalk in deep space on his return trip from the moon in 1971. Worden was part of NASA’s fifth class of astronauts.. In recent years, he served as the Chairman of the Astronaut Scholarship Foundation, an organization founded by the Mercury astronauts. In 2019, Worden partnered with Kallman Worldwide to establish the Astronaut Al Worden Endeavour Scholarship to reward “aspiring young space explorers” and their teachers with training experiences at U.S. Space Camp in Alabama.

CORONAVIRUS STIMULUS PACKAGE FOR TAX PAYERS On 25 March, the Senate unanimously passed a $2 trillion economic rescue plan that will offer assistance to tens of millions of American households affected by the coronavirus.

Who qualifies and what are the payment amounts for individuals?

U.S. Individuals with social security number, residing anywhere, would be eligible to receive $1,200, although some would get less, depending on the income level. For every qualifying dependent child claimed on the tax return, the payment would be an additional $500.

What are the income qualifications to receive the payment? Individual Filers Individuals with adjusted gross income of $75,000 or below a year will be eligible for the full $1,200 amount. Reduced amounts will be paid to individuals with adjusted gross income of up to $99,000 a year. Married filing Joint Filers Married couples filing jointly whose adjusted gross income is below $150,000 a year are eligible for a $2,400 payment amount. Reduced amount will be paid to couples with adjusted gross income of up to $198,000 a

year. Married couples will also receive an additional amount of $500 for every child under the age of 17. Head of Household Filers Individuals who file as a “head of household” (typically single parents with children) are eligible for a $1,200 payment amount if their adjusted gross income is below $112,500 a year. Reduced amount will be paid to head of household filers with adjusted gross income of up to $136,500 a year. Head of household filers will also receive an additional $500 per child under the age of 17.

How will the U.S. Government determine the income criteria for eligibility? The payment amounts will be calculated and paid based upon the income declared with 2019 tax returns filed.

I have not yet filed my tax return, how will this impact me? If you have not yet filed 2019 tax return, your 2018 tax return will be used to determine eligibility for receiving stimulus payment. It is to note that deadline for 2019 tax filing and payment for all individuals has been extended to July 15th 2020.

Abbott Launches Five Minute Coronavirus Test The test will run on the company’s ID NOW™ platform, providing rapid results in a wide range of healthcare settings such as physicians› offices, urgent care clinics and hospital emergency departments.

Abbott (NYSE: ABT) announced that the U.S. Food and Drug Administration (FDA) has issued Emergency Use Authorization (EUA) for the fastest available molecular point-of-care test for the detection of novel coronavirus (COVID-19), delivering positive results in as little as five minutes and negative results in 13 minutes.

The ID NOW platform is small, lightweight (6.6 pounds) and portable (the size of a small toaster), and uses molecular technology, which is valued by clinicians and the scientific community for its high degree of accuracy. ID NOW is already the most widely available molecular point-of-care testing platform in the U.S. today. The COVID-19 pandemic will be fought on multiple fronts, and a portable molecular test that offers results in minutes adds to the broad range of diagnostic solutions needed to combat this virus, said Robert B. Johnson & Johnson Partners with U.S. Government on COVID-19 Vaccine Development Johnson & Johnson said on March 31 that it had arranged a partnership with an arm of the U.S. Department of Health and Human Services to continue development on a vaccine to prevent COVID-19. Janssen Pharmaceutical Companies, a division of Johnson & Johnson, will work with the Biomedical Advanced Research and Development Authority, or BARDA, to fund and quickly test what J&J says is their leading candidate for a coronavirus vaccine. According to Johnson & Johnson, researchers began development of possible

vaccines in January, after coronavirus’s genetic sequencing became available to researchers. Janssen’s research was conducted in collaboration with Beth Israel Deaconess Medical at Harvard Medical School, and eventually yielded one lead candidate with a promising immune response and two backup candidates. J&J’s partnership with BARDA will supply the company with half of the $1 billion capital needed to expedite testing and manufacturing of the drug. Click here to read the full article

Medtronic to Share Ventilator Designs The Puritan Bennet 560 has been on sale for ten years and is sold in 35 countries around the world. It is suitable for both adults and children and can be used in hospitals and in home settings.

The move is designed to help doctors and patients combat the impact of Covid-19.

Ford and GM are Undertaking a Warlike Effort to Produce Ventilators Inside the auto giants’ efforts to build prototypes and revamp factories to produce tens of thousands of ventilators in time for covid-19 patients This week, union workers at a Ford manufacturing plant outside Detroit raced to set up new production lines. But instead of making hybrid car batteries, the usual output from the factory, they are preparing to churn out tens of thousands of ventilators, joining the sprint against the clock to fight the coronavirus. Highlights Filing Deadline

Payment Relief - Individuals

The filing deadline for 2020 individual tax returns has been extended by 90 days from April 15, 2020 to July 15, 2020. If you are expecting a refund with your tax filing, The IRS urges taxpayers who are owed a refund to file as quickly as possible to receive the refund. For those who may have difficulty to meet the filing deadline of July 15th, an extension can still be filed requesting additional time to file tax returns until October 15th.Â

Income tax payment deadlines for individual returns, with a due date of April 15, 2020, are being automatically extended until July 15, 2020. This payment relief applies to individuals, trusts and estates. IRS will automatically provide this relief to taxpayers. Taxpayers do not need to file any additional forms or call the IRS to qualify for this relief.

Payment Relief - Corporations For Corporations, income tax payment deadlines are being automatically extended until July 15, 2020 as well for their 2019 tax due.

States This relief only applies to federal income tax (including tax on self-employment income) payments otherwise due April 15, 2020, not state tax payments or deposits or payments of any other type of federal tax. State filing and payment deadlines vary and are not always the same as the federal filing deadline.

On 4 March 2020, AmCham Dubai and Cigna co-hosted a roundtable entitled “Diversity, Inclusion and Gender Parity.”

Over 15 HR experts from various American and local organizations participated. Rima H Ahmed, Regional CFP & Director of Corporate Services, Manpower Group Middle East shared research insights on the topic. The objective of the roundtable was to take a deep dive into best practices, successes and challenges of how American business can lead from the forefront of the topic of Diversity and Inclusions. While diversity and inclusion have become the new buzzwords in today’s work landscape, and are constantly discussed and debated, sometimes we risk making them just two more targets to meet in today’s numbers-driven economy. However, we need to remember that their impact goes beyond targets. A gender balanced organization does not automatically mean an inclusive one - conscious changes and steps need to be implemented to create a truly fulfilling, diverse and inclusive work culture. Understanding capabilities and placing the right people in the right positions is not only rewarding to the employee but helps in the overall growth of an organization. An employee that is the right fit for a position will out perform and exceed their potential, resulting in fair assessments and excellent results. To understand the big picture, we looked at gender diversity in the corporate sector. Just 5 percent of Fortune 500 CEOs today are women, and similarly, only 7 percent of the 100 FTSE directors are women.

Yet, there is overwhelming evidence that diversity improves organizational performance. Organizations with a higher representation of women in top leadership see a 34 percent increase in total returns to shareholders. This shows that diverse and inclusive companies drive innovative results. Rima highlighted elements that need to change as well as key steps to bringing about change in the organizational culture. She pointed out that it is now time to move from dialogue and debate to commitment and action. Cultural change requires a shift in mindsets – building clear roadmaps and SMART goals will help develop a culture of conscious inclusion in an organization.

Dubai Customs Recycles 48,000 Counterfeit Items

The Intellectual Property Right (IPR) Department at Dubai Customs destroyed 48,000 counterfeit items (Michael Kors and Apple) as part of their efforts in combating piracy and supporting sustainable development. Destruction of the items is followed by a recycling process which helps brand owners get rid of copied products without hurting the environment. The items included 42,184 Apple pieces with a Dhs 861,000 in value. The activity took place in the presence of a delegation from the U.S. Consulate and AmCham Dubai American Brands Forum Committee members. This step reflects the high level of coordination between Dubai Customs and its stakeholders in supporting green life and protecting the environment. Recycling these items reduces the environmental footprint and helps raise awareness around the importance of proper disposal of these harmful items. As a procedure, trademark owners are informed once fake items holding the name of their brands are seized in order to physically attend the recycling. The IPR Department at Dubai Customs leads the way in seizing counterfeit goods and protecting brands from any IP violations. In 2019, there were 337 IP dispute cases, with Dhs40.2m market value, out of which 274 genuine products with Dhs33.4m and 53 fake ones with Dhs10.8m. Last year 637,000 items for 190 trademarks were recycled, and the dispute cases concerning genuine products comprised 84% of the total. Commenting on this, Ahmed Mahboob Musabih, Director General of Dubai Customs said: “Dubai Customs fights counterfeiting

and piracy in all means to protect the rights of brand owners and help them sustain their business through exchange of expertise and cooperation with other partners and countries. We work towards a vision of becoming the leading customs organization in the world supporting legitimate trade through full compliance to international legislations that protect brand owners from counterfeiting.”

On his part, Yousef Ozair Mubarak, Director of IPR Department said: “The IPR Department works closely with different partners to curb counterfeiting in line with TRIPS agreement. The damage caused by counterfeit goods to the economy, environment and even perhaps our overall quality of life should be something of a given for most people. Perhaps Intellectual Property rights-holders are those most likely to feel the true pinch of this rogue industry, but when one considers the big picture it becomes clear that everyone is liable to be affected by counterfeiting and piracy.” Read the full article here

Data Privacy Regulatory Framework Roundtable Discussion

AmCham Dubai, with support from AmCham Abu Dhabi and the U.S.U.A.E. Business Council, hosted a roundtable discussion with the U.S. Department of Commerce’s Deputy Assistant Secretary for Services James M. Sullivan and his team. During this private off-the-record event, company representatives shared viewpoints about data privacy and localization in the

U.A.E. with further reaching discussion about standards, fintech, blockchain, and U.S. competition in these sectors with China. As Deputy Assistant Secretary for Services, DAS Sullivan directs the U.S. Department of Commerce’s efforts to strengthen the global competitiveness of U.S. services firms, which account for 80 percent of the nation’s private sector economy. His primary areas of focus include the financial, digital and internet, supply chain, and professional and business services industries.

THE SPEAKER & ATTENDEES James M. Sullivan was named Deputy Assistant Secretary for Services in July 2017. In this role, Mr. Sullivan directs the U.S. Department of Commerce’s efforts to strengthen the global competitiveness of U.S. services firms, which account for 80 percent of the nation’s private sector economy. The Food Regulation Committee took full advantage of opportunities presented at this year’s Gulfood 2020.

Ted McKinney, Undersecretary of Agriculture for Trade and Foreign Agricultural Affairs at the U.S. Department of Agriculture was in Dubai as part of the U.S. Department of Commercecertified Food Security Mission to the U.A.E. The week long mission took place Sunday 16 February to Thursday 20 February and was organized by U.S.-U.A.E Business Council in partnership with, the U.A.E. Minister of State for Food Security, the United States Commercial Service, and the Trade Office of the U.A.E. Embassy in Washington D.C.

The mission provided participants the opportunity to meet with top U.A.E. government policy makers at the federal level and Emirate level. It also enabled participants to meet other companies already established in this vertical as well as other important and related verticals. Hosted by Steering Committee member PEPSICO we held the February Food Committee meeting at their offices and we took the opportunity to connect with Undersecretary McKinney and discuss policy and regulation as it pertains to the industry.
