It’s Fall y’all! My favorite time of year as we experience the departure of the warmth of summer and seek the crisp cooler weather with the anticipation of a child.

This change, while always anticipated, seems like so much more this year. A bit of a return to a more normal working environment, easing the long days of work/life blend back to a bit of work/life balance! I hope this note finds each of you well as we head into the home stretch of 2020. While the pandemic continues its unprecedented social and economic upheaval globally. Business priorities and goals all over the world have drastically changed, with key challenges being to keep the business afloat, as well as manage the safety and security of employees. That threat of a second wave of COVID-19 infections seems to be upon us, and as leaders, we are now more equipped to implement critical problems solving approaches to mitigate further effects of this crisis. AmCham Dubai continues to support programming as well as serve as the Secretariat of the MULT-NATION BUSINESS CONTINUITY TASK FORCE - a single window of communications between the business community and the UAE government. Bringing solutions and suggestions which enable collaboration on a joint task force aimed at delivering outcomes that facilitate positive outcomes to the relevant authorities as the unified business community and the UAE is appreciative of the support. Now, more than ever, we stress the importance of being an AmCham Dubai member. With one voice we strive to shape policy and drive change in conversation with the UAE government. We can only do this with your support and your business deserves to be a voice at the table. If you have not participated before now is the time to commit.
PEACE SHALOM SALAAM In a difficult year, the peace accord is a bright starting point for the Middle East’s future. The U.A.E. and Israel are off to an energetic beginning with cooperation on the coronavirus and technology, space and energy, investment and food security. Small and large steps will carry the message of peace, shalom and salaam throughout the region. The UAE and Bahrain signed the historic ABRAHAM ACCORD last month in a ceremony overseen by President Donald Trump in Washington, DC. The Abraham Accord means the two Gulf countries joined Egypt and Jordan as the only Arab nations to have full relations with Israel. Normalizing ties between United Arab Emirates and Israel is a historic diplomatic breakthrough and a hopeful signal that progress in the Middle East is possible. Strengthened further with the addition of Bahrain, it resets outmoded thinking and reorders the strategic approach to tackling the region’s challenges. In an area and era all too rife with bad news, it elevates opportunity and optimism. AmCham Dubai had the opportunity to meet with the AmCham’s of Israel, Bahrain and Abu Dhabi on a Webex call earlier this month to begin conversations for collaboration. UAE MINISTERS HOST US TREASURY SECRETARY MNUCHIN, ISRAELI EXECUTIVES IN ABU DHABI Monday October 19, 2020 Ministers of the United Arab Emirates hosted US Treasury Secretary Steven Mnuchin and Israeli executives for a top-level meeting in Abu Dhabi.

UAE Minister of State for Financial Affairs Obaid Humaid Al Tayer and Minister of Industry and Advanced Technology Sultan bin Ahmed Al Jaber welcomed the American-Israeli group, which met with senior Emirati officials and business leaders.

At the meeting, Emirati and Israeli business executives of various sectors discussed ways to strengthen trade and investment relations. Memoranda of understanding (MoUs) were signed between UAE and Israeli companies, including between UAE company National Holding and Israeli company Fortify.

VIRTUAL LAUNCH OF THE INAUGURAL U.S.-UAE STRATEGIC DIALOGUE Leaders from Israel, the United Arab Emirates, and Bahrain came to the White House to sign the Abraham Accords, a historic agreement normalizing relations between the three countries. On Tuesday, October 21, 2020, Abu Dhabi: The UAE, led by Sheikh Abdullah bin Zayed Al Nahyan, Minister of Foreign Affairs and International Cooperation, and the United States, represented by Secretary of State Mike Pompeo, have committed to further developing bilateral ties and solidifying the close partnership between the two countries through a new strategic dialogue initiative.
Our two nations gathered for the inaugural USUAE Strategic Dialogue. We assessed the state of our everstrengthening alliance, a partnership united in security, trade and culture that is rooted in shared priorities, common values and mutual aspirations.

Leaders from Israel, the United Arab Emirates, and Bahrain came to the White House to sign the Abraham Accords, a historic agreement normalizing relations between the three countries. This agreement will unlock tremendous business potential between these economies and create new opportunities for trade and investment across the Middle East. In advance of the historic signings, the Chamber hosted His Excellency Abdulla bin Touq Al Mari, UAE Cabinet Minister and Minister of Economy, where productive discussions were held around the economic potential flowing from this new pact. Israel’s Ministry of Economy has estimated that the normalization of ties could be worth as much as $500M in the coming years in bilateral trade and investment. A MORE CONNECTED REGION FOR U.S. BUSINESS American business will also benefit greatly from this agreement. Israel and the UAE are the U.S.’s two largest trading partners in the Middle East with two-way trade between Israel reaching nearly $50B and $25B with the UAE in 2018.
Both countries invest tens of billions of dollars in the U.S. economy and support jobs across the country and are also global hubs for innovation, with hundreds of the leading American companies in a wide range of sectors having a home base in either country. The Middle East has had the lowest rate of intra-regional trade in the world, with just 5% of exports from Middle East and North Africa (MENA) countries going to their regional neighbors. And there is no broad regional framework in the Middle East to foster economic cooperation. For U.S. companies, this has meant disconnected logistics and supply chains, high trade and investment barriers, and lack of consistent regulatory frameworks between countries in the region. NEW POSSIBILITIES FOR THE MOVEMENT OF PEOPLE AND GOODS One of the biggest impacts from this agreement is the ability for goods and people to move more freely throughout the region. The UAE also has the busiest air and seaports in the region and is a critical logistics hub for American companies. Earlier this year, the Israeli Government also announced plans to privatize, upgrade, and expand Israel’s largest port in Haifa which is also an important trade center to Europe and beyond. “Prospects for the region have never looked better. To realize the full potential of this moment, we need our American friends and partners, to join us. Together, we can help grow our economies and create new prosperity for ourselves and our neighbors,” concluded Al-Mari.

REPORT SUBMITTED Challenges and Opportunities for Improved Intellectual Property Protection in the U.A.E. Trade in counterfeit and pirated goods accounts for 3.3% of global trade according to the OECD’s 2019 report on the trends of this illegal enterprise.

The trade of fake goods not only represents an infringement on intellectual property, it profits from the illegal trade that are increasingly funding organized crime at the expense of governments and companies.

Counterfeits diminish the value, bottom line and reputation of brands and businesses. They can also pose public health and safety risks to consumers. Counterfeiters take advantage of the globalized economy by misusing free trade zones and taking advantage of trade facilitation mechanisms. They thrive in economies where governance standards are weak or not cohesively enforced.
Fake goods follow complex trading routes and target a set of intermediary transit points according to the OECD. Many of these transit economies host large free trade zones that represent important global hubs. The UAE is one such hub. Sitting at the crossroads of East and West, the country offers world class ports, a state-of-the art transport structure and sophisticated free zones. Jebel Ali Port in Dubai is the world’s tenth largest container port by volume according to the World Shipping Council. It connects 150 ports worldwide. The very offerings that make the UAE a strategic global shipping and logistics powerhouse, also make it attractive to counterfeit traders. The counterfeiting trade not only poses economic and security implications, but it also causes reputational damage to the nation. Good governance is central to effectively combatting

While the UAE is committed to tackling this illegal trade which it finds itself at the center of, the nation’s federal system, with each emirate enforcing its own set of laws, poses a challenge to cohesive anticounterfeit measures. This report from AmCham Dubai’s American Brands Forum explores the fragmented anticounterfeit legal structures and enforcement process that are in place across the Emirates. It delves into the challenges they present and it highlights the opportunities for greater IP infringement enforcement and protection for brands. The ongoing support of the U.A.E. WORLD EXPO DUBAI WEBINAR MONDAY SEPTEMBER 14, 2020, Experts provided critical information for U.S. companies interested in taking advantage of Expo 2020 to develop their business in the region. John Rakolta Jr., the U.S. Ambassador to the United Arab Emirates and the Commissioner General of the U.S. Pavilion, gave remarks. U.S. companies can promote their products and services at the World Expo in Dubai in the (October 1, 2021 to March 31, 2022). Expo 2020 Dubai is the first World Expo to be held in the Middle East, Africa and South Asia (MEASA) region and is the largest event ever held in the Arab world. Millions of visitors from around the globe will visit this mega event.

THE DIFC DATA PROTECTION LAW - COUNTDOWN TO COMPLIANCE TUESDAY, 22 SEPTEMBER Unlike when the GDPR came into effect on 25 May 2018, the DIFC Data Protection Law has a short compliance window with a deadline of 1 October 2020 for full compliance by those companies and business activities it applies to: • DIFC incorporated company Processing Personal Data; or • Company (not incorporated in the DIFC) processing Personal Data in the DIFC as part of your regular business activities: or • Those physically located in the DIFC who conduct data processing. BUSINESS IMPLICATIONS OF THE ABRAHAM ACCORD: A CONVERSATION WITH THE NEW U.A.E. MINISTER OF ECONOMY TUESDAY 1 SEPTEMBER, 2020 The U.S.-U.A.E. Business Council and the U.S.Israel Business Initiative at the U.S. Chamber of Commerce, with the support of the Trade and Commercial Office at the U.A.E. Embassy in Washington, D.C., held a special virtual event with U.A.E. Minister of Economy His Excellency Abdulla bin Touq Al Mari on the business implications of the historic Abraham Accord. The U.A.E. and Israel will officially sign the Abraham Accord on Tuesday, September 15th in Washington, D.C., making the U.A.E. the
third Arab country and first Gulf country to establish diplomatic and normalized relations with the State of Israel. This landmark accord, which was brokered by the United States, offers significant new trade, business, and investment opportunities between Israel and the U.A.E. The webinar was forward-looking in nature and covered key business verticals that hold promise for collaboration, trade, investment, and new joint ventures.

MULTI-NATION BUSINESS CONTINUITY TASK FORCE On behalf of the Secretariat of the Multi-Nation Business Continuity Task Force, we would like to share an update on the progress of the Task Force and upcoming opportunities as we move forward. First, we want to acknowledge everyone that has been involved in the development and progress of the Task Force, and to those that are leading particular policy groups or sectorspecific groups designing workshops and policy recommendations. We value the energy, time and effort that each of you are investing. Also, we would like to thank APCO Worldwide for their support as they continue to hear your voice and craft the messages and aggregate policy recommendations as we build a stronger relationship between the Task Force and the UAE Government. UPDATE ON THE MNBC TASK FORCE The MNBC Task Force continues to grow as we currently have the involvement and support of 31 business councils that represent 6500 businesses in the UAE. Many, but not all, verticals have held meetings and we have been successful in making initial recommendations in some areas.
MNBC TASK FORCE WORKSHOPS The MNBC Task Force consists of five policy groups and 12 sector-specific groups. We have currently completed workshop and policy recommendations on: • Digital Economy • Energy • Finance & Funding • HR & Retention
These workshops focus on two policy tracks: a short-term policy recommendation, in response to COVID-19, and a longer-term policy recommendation. Through our ongoing relationship with the UAE Government, the policy recommendation documents, produced by APCO Worldwide, will be shared with the relevant government entities. These recommendations have the ability to provide insight and catalyze discussions between the UAE Government and the Task Force with the intention to guide the UAE Government to action. The Task Force will continue to complete these workshops and provide policy recommendations and guidance to the UAE Government throughout August, September, and October. JOHNSON & JOHNSON INITIATE PHASE 3 CLINICAL TRIAL COVID19 VACCINE
The initiation of the ENSEMBLE trial follows positive interim results from the Company’s Phase 1/2 a clinical study, which demonstrated that the safety profile and immunogenicity after a single vaccination were supportive of further development. These results have been submitted to medRxiv and are due to be published online imminently.
Based on these results and following discussions with the U.S. Food and Drug Administration (FDA), ENSEMBLE will enroll up to 60,000 volunteers across three continents and will study the safety and efficacy of a single vaccine dose versus placebo in preventing COVID-19. Johnson & Johnson has continued the scaling up of its manufacturing capacity and remains on track to meet its goal of providing one billion doses of a vaccine each year. The Company is committed to bringing an affordable vaccine to the public on a not-for-profit basis for emergency pandemic use and anticipates the first batches of a COVID-19 vaccine to be available for emergency use authorization in early 2021, if proven to be safe and effective.
