PLOT PROJECT FOR SENIOR RESIDENCE PÓVOA DE PENAFIRME TORRES VEDRAS
DESCRIPTIVE MEMORY 1 - Background Previous processes: In 2007, the applicant submitted a Request for Prior Information (IO 32/2007) for a residential structure for the old. On this request, the Municipal Interest (Municipal Assembly) was decided, and the PIP (Municipal Collective, on 07/24/2007) was approved. In 2008, the applicant submitted a new Request for Prior Information (IO 88/08). On this request, the Municipal Interest (Municipal Assembly) was decided, and the PIP (Municipal Collective, on 02/17/2009) was approved. In 2016, the applicant submitted a new Request for Prior Information (IO 14/2016). On this request, the Municipal Interest (Municipal Assembly) was decided, and the PIP (Municipal Collective, on 07/11/2017) was approved. The applicant was notified by letter no. 6863 of 17/07/2017. In 2018, the applicant submitted a licensing project for an ERPI with capacity for 80 users. This project (OP/154/2018) was approved (Municipal Collective 10/07/2019). However, the situation advises that, in a context of economy of scale, the project to be reformed to the maximum legal capacity. Thus, in 2019, and according to the indications of the DGU, a new Request for Prior Information was submitted (IP/79/2019). On this request, the Municipal Interest (Municipal Assembly) was decided and the PIP (Municipal Collective, on 05/26/2020) was approved.
The area of intervention is located to the southeast of the urban agglomerate of Póvoa de Penafirme. Of approximately rectangular shape, its largest dimension has a Nascent orientation West and presents a gentle slope to the Southwest.
The North is an equipment area, the Externato de Penafirme, separated only by a street; To the Northwest, another block of equipment, the Quinta do Mar College; To the South, a set of greenhouses; The Spring, municipal path and agro-forestry land; The West, agricultural path and agricultural land.
2.1 - Physical constraints The solution had to consider several constraints: The topography; - Sun exposure; - The prevailing winds - Northwest, for most of the year; The view to the South; - Accessibility - The Municipal Road, the Spring, the street, to the north and a rural path, to the West; - Conditions of the MDP - a road is planned that will cross the land in the NortheastSouthwest direction, from the roundabout located to the Northeast; The existence of a water line, which appears to be 1/10000, the basis of the MDP, but which does not exist on the ground and is not typed in 1/25000.

2 - Characterization and conditioning factors
b) Although the construction area is significant, it is reduced in relation to the area of the surrounding area; in addition, the proposed circle (2 floors), typologies, the connection to the morphology of the terrain, and the prediction of an enveloping tree curtain, ensure an adequate landscape environment.
The land has 5.27 Ha, of which can only be used about 2.32 Ha (pink), leaving the rest for agricultural use.
The MDP classified the property partly as a forest area and partly as a special agricultural area, although the intervention area is located only in a forest area.
3 2.2 - Legal constraints
The request for Prior Information was set out in the exception regime provided for in Article 130 of the Regulation: Exception schemes 1 Without prejudice to the legislation in force, exceptional social and cultural equipment of a clear public interest in agricultural and forestry areas, provided that they comply cumulatively with the following requirements: (a) the impossibility of implantation within the nearest urban perimeter is demonstrated; (b) has no significant impact on the landscape; (c) the area of implantation is not covered by any legal servitude;
d) The municipal interest is declared by the municipal council and ratified such decision by the Atmunicipalthetime, analyzing point by point, the following arguments were presented:
a) There is no space in the urban perimeter of Póvoa de Penafirme that can house an enterprise of this size and characteristics, both in terms of built spaces and in need of outdoor spaces.
The DOPU, in the pip technical opinion of 2009 (similar, in the fundamental to 2016), said: "It is considered that the claim does not present inconveniences because: It does not compromise the correct spatial planning by integrating an existing equipment area, and the proposed valence is complementary to them."
The PROTOVT does not present incompatibility with the claim, even defining, within its guidelines referring to the Equipment network, the need for structures disseminated in the territory, for medium and long duration convalescence. This reality can be easily framed in the equipment you want to build.

The opinion of UPET APLAN also states that "the equipment in question falls within the typology of equipment for collective use of manifest public interest, being framed in Article 130 of the MIP Regulation ..." Furthermore, as stated in the CLAS assent (on PIP), "this equipment does not replace or meet the network expansion needs".
3 (c) There are two servants: - the water line which, as we mentioned, is charted in the MIP and does not exist in the 1/25000 chart, nor does it exist on the ground (there is a headboard in the southern part, outside the intervention area); the reserve "channel" for a future street; As for the reserve for the future street, the proposal does not establish any relationship with this space nor depends on it.
In relation to the water line indicated in the MDP, the inaccuracies of this IGT are known, due to the methodology used in the basic cartography. We considered the water line to be non existent at the site of intervention. Military cartography, in its latest version (2004), confirms it. In the previous case, and at the applicant's request, APA confirmed the absence of the waterline.
The proposed solution seeks to combine the above mentioned conditions, with the program established by the promoter and comply with the guidelines of Article 16 of Ordinance 67/2012. Given the defined program, the building will have less area than the approved PIP. Pip provides for a maximum construction area of 10000 m². This project is intended for 120 users spread over 69 rooms and has a construction area of 7417 m². According to the provisions of the applicable legislation, the transition from 80 to 120 users implied the definition of Functional Units with their own and exclusive dependencies. Thus, from two accesses, the main one to the North, and the service access to The West develops a set of three construction bodies: A central body that encompasses all services The Nascent and West bodies that are intended for the Accommodation Units each of which can accommodate 60 users.
The Nascent Functional Unit will offer 34 rooms, of which 8 will be single and 26 double. For the general common services are provided spaces of meal, treatment, exercise, recollection and prayer, as well as all the service and administration facilities necessary for the operation of the complex and also health facilities and inherent bathrooms.
The West Functional Unit will offer 35 rooms, of which 10 will be single and 25 double.
4 - Proposal
The program indicated by the applicant points to the creation of a residential structure for the old, with a view to a unit providing quality services, which exceeds the minimum values defined by Ordinance No. 67/2012, with a capacity of 120 users. This unit should be deployed in the northern zone of the land, outside the reserve area for the future street of connection to Santa Cruz provided for in the MDP. The programme also includes concern for the sustainable and balanced occupation of the territory.
3 - Program
The two planned Accommodation Areas develop on two floors connected vertically by stairs and one elevator each and offer, in addition to the Functional Accommodation Areas, living rooms with canopy, activity rooms, supported by sanitary facilities, bathing compartments and, on all floors, in addition to the module of surveillance and preparation of medication, the installation of a closed compartment for dirty, equipped with a washbasin and a dump sink, as well as a storage compartment, is provided.
Each Functional Unit will also offer some additional spaces of activities/being (in addition to that defined by law).
The dining rooms ( whose area has been expanded in this version of the project), as well as the space of recollection and prayer, are at the level of the floor of the main entrance while the spaces of gym, water aerobics tank, sauna, Turkish bath, treatment rooms will be located on the lower floor with direct connection to the gardens.
There are luminous corridors that will go visually, wide offers in terms of exteriors: from spaces that will serve modules of rooms, terraces and green areas that extend the common areas to large areas of gardens of smells and small woods. In the North zone are the areas for regular parking. This area will be protected, both in visual terms and from the prevailing winds, by tree barriers. In relation to the colors and materials that are believed to be a good option for the future set of buildings, it is imagined the use of elements that translate the intention of creating environments of physical and visual comfort; spaces where it is pleasant to live. Thus, it was decided to use white, gray and glass as fundamental pieces of the building, in order to create a close relationship with the exterior and a debugged scenario for landscape arrangements.
The activity rooms associated with each Functional Unit are located on level 0 at the level of the dining rooms, with visual opening to them so that the whole benefit from maximum brightness and sense of space. These rooms are also completed with large terraces facing south. In order to make it possible to use these activity rooms together, it is proposed to install sliding panels between them.
In close connection with the lobby area, medical and nursing offices will be installed, served by a small toilet. Also connected to the lobby, you can find other sanitary facilities, intended mainly for visitors, one of which is accessible.
Food preparation Food will enter the building through the basement where the warehouse, cold and cooling chambers will be installed.
Laundry
The entire route of food is clearly defined, moving from storage in the basement to the pantry of the day and refrigerator cabinets, going to the preparation area, confection, clean pantry, dining room, dirty pantry, garbage compartment and direct exit to the outside. Next to the kitchen entrances, insect electrocutors and pedal sinks will be installed.
The kitchen and attached outrooms are adjacent to an outdoor area through which the garbage exit will be made.
The laundry room will be installed in the basement occupying a central position in relation to the building to facilitate, in this way, the collection and distribution of clothes.
Between the module of the medical offices and the kitchen area, is the staff room, served by sanitary facilities and changing rooms.
Laundry facilities are also served by a covered outdoor extension.
Service areas: Areas for users will be supplemented by common services. Next to the main entrance, the administrative services will be located, composed of an administrative nucleus, with an office for the management, and technical and administrative offices. Next to this set, you will find a large meeting/training room that can be subdivided into two.
The internal organization obeys the principle of "march forward". Thus, the dirty laundry carts will enter directly into the compartment intended for washing and drying clothes. From here, the clothes will go to the ironing area and sewing arrangements and will be stored in the laundry space. From this compartment, the clothes will be distributed to each of the storage spaces to support the accommodation units, at the top of the respective modules.
6 - Parking
All accommodation units will be south-facing and served by widely glazed corridors to the north and culminating in modules that house stairs, dirty compartment and storage.
The accommodation units/rooms are designed to allow for great flexibility in organisation and use. All rooms are identical in area and configuration. In all it is proposed the installation of sliding panels that can individualize the two sides of each room, thus giving privacy to the uses as a double room. In use as a double suite or individual suite, the space allows the separation of sleeping and living areas. The room can be a large space or have visually protected the bed area, Each room will be served by private sanitary installation, wardrobes and balcony.
The area is covered by a territorial management instrument, the MIP. The amount stipulated in it should then apply in relation to parking lots. The number of parking lots was calculated on the basis of Article 75 of the MIP which provides for the creation of 1 seat per 100 m² of construction area. An increase of 20% should be foreseen for public use, Article 76.
Accommodation
The 120 users for which this building is intended will be distributed in 69 rooms, of which 18 are single and 51 double Therooms.distribution of the functional units is as follows: Nascent unit: 8 singles and 26 doubles West unit: 10 singles and 25 doubles
As long as there is no street to the south of the building, provided for in the MDP, the pedestrian routes may extend to the entire property, which will be treated landscapely.
5 - Engaging
The minimum width of 2.20 m was guaranteed for corridors (both in this area and throughout the building except in the service areas) and entrance doors in the rooms with 1.10 m. The accommodations allow the insertion of circles of 1.50 m on one side and between the feet of the beds.
- Interior Access Accessibility to open spaces to users is guaranteed, excluding some service areas. - The vertical circulations are ensured by elevators with dimensions that allow the transport of people in wheelchairs, there is a central elevator that allows transport on stretchers. the floors on each floor all respect the same altimetric dimension; - - the interior doors have a useful width of more than 0,87 m; - All stairs meet the requirements set out in DL 163/2006.
However, 111 parking spaces are provided for, subdivided as follows: 2 seats in basement, for service vehicles; - 17 posts intended for public use; - 92 seats intended for private use of which 4 are intended for disabled users; - 7 - Accessibility As represented in the drawings of the Accessibility Plan, attached, the building complies with the precept in DL 163/2006. - Outdoor Access - Interior - All entrance routes in the building are accessible. - - the maximum differential between different dimension floors is 2 cm; the exterior doors have a useful width greater than 0,87 m; - In spaces with direct access to the outside whether to be, dining or activities, they always have sills with 2cm high and level platforms with a width greater than 1.50 m.
9 - Consultations with other entities In preparatory meetings, the project was presented to the following entities: Social security Meetings have already been held with the technical services of this entity and the changes suggested by them have been introduced.
8 - Sustainability
There is an intention to request the certification of the project and construction by the LiderA system. This intention of the promoter, manifested itself in the program in order to find the good performance in the search for the sustainability of the enterprise.
