Panchal further said. On a question regarding observation of the court while giving punishment, Panchal said, “I cannot say anything at this juncture as the full text of the order is yet to come.” The 31 accused are punished under 23 charges, including murder, conspiracy, assault and unlawful assembly. The 20 accused has to undergo life imprisonment for 20 years, excluding the period that they have already spent in the jail. Regarding the life sentence, Panchal said, “according to the Criminal Procedure Code the life sentence is of 20 years, but according to state and jail authority can limit the sentence for 14 years.” The case of the 11 convicts, who were served death sentence, was sent to the Gujarat High Court for reference as according to the statute, the death penal-

ty has to be confirmed by the high court. Meanwhile, the defence counsel I M Panchal said that they would appeal against the judgement since the order was not proper." On February 22, the court had convicted all the 31 while accepting the prosecution's contention that there was a conspiracy behind the incident and convicted 31 under various sections of Indian Penal Code (IPC) like 302 (murder), 307 (attempt to murder) and 120B (criminal conspiracy).They were also convicted under IPC section 147, 148 (rioting with deadly weapons), 323, 324,325,326 (causing hurt), 153A (promoting enmity between different groups on religious grounds), various sections of the Indian Railways Act, Prevention of Damages to Public Property Act and Bombay Police Act. Foreign investors can have access to Indian Mutual Funds Indian economy is expected to grow at 9% during the financial year 2011-12, says finance minister Pranab Mukherjee while unveiling the budget proposals for the next fiscal year. He said the growth rate for the current fiscal year was projected at 8.5%. He said inflation would decrease over the next fiscal year from the current rate of 8.4%. But food price inflation, at 17%, "remains a concern". Mr Mukherjee promised action on food security and pledged an increase in social spending. "The country has carried for long enough the burden of hunger and malnutrition," he said. The finance minister said a food security bill, which will guarantee cheap food to the poor, would be introduced into parliament soon. He also announced a substantial increase in funds for education and health. Social spending funds are also set to increase by 17%.

'Mixed' performance Funds for health and education have risen to $5.9bn (£3.7 bn) and Rs 520 billion respectively. The budget deficit has reduced to 5.1% of GDP this fiscal year, down from more than 6%. The plan is to cut this to 4.6% next year. Mr Mukherjee also announced a $22m fund to help the struggling micro finance industry which is facing a liquidity crisis

Mr Mukherjee said the economy had shown "remarkable resilience" despite the food inflation and a current account deficit. India's prime minister has already warned that India's rapid growth is under serious threat from inflation. Indian budget eyes 9 % growth

Ruling that the Godhra train carnage was a rarest of the rare case, special designated court judge P R Patel on Tuesday awarded death penalty to 11 of the 31convicted in the case. The court also sentenced the remaining 20 to life imprisonment. Fifty nine people, most of them kar sewaks (volunteers) were killed when the S 6 coach of the Sabarmati Express was targeted at the Godhra station on 27th February 2002. The incident sparked off one of the worst ever communal riots in the country with about 1,200 people losing their lives. While delivering the quantum of sentence against the 31 convicted, the court upheld the conspiracy charges and delivered the sentence. “Court has awarded death penalty to 11 accused and life imprisonment to 20 out of 31 accused who were held guilty on February 22 last,” said J M Panchal, Special Public Prosecutor of the case. “The court has awarded death penalty to the accused looking to their ‘active role’ in the hatching conspiracy and execution by setting S 6 coach of the Sabarmati Express train on fire,”
