PENANG TRANSPORTATION HUBS (PaTH) At George Town, Penang For Penang Development Corporation In Collaboration With Penang Port

Typology : Transportation Site : George Town, Penang Penang Ferry Service is the oldest ferry service in Malaysia. Located in the state of Penang, this famous ferry service connects Sultan Abdul Halim ferry terminal in Butterworth to Raja Tun Uda ferry terminal at Weld Quay in George Town in Penang Island. The ferries are designed for vehicles to roll-on/ roll-off. Some board pedestrian passengers on the upper deck and small vehicles (cars) on the lower deck, whereas some board vehicles on both decks. Penang ferry terminal is known as water gateway to the island. However, the demand for using ferry as public transport are high but due to poor services of the ferry and long interval trip cause decreasing of passengers and the profit margin. The government decided to take over the ferry terminal to improve the services and boost the profit margin.

George Town is well known for its heritage and was engraved on the UNESCO World Legacy Register in 2008 as a result of its ‘special building and social townscape unparalleled in East and Southeast Asia’. As the historical gateway, the revitalisation of ferry terminal will increase more arrivals of ferry and passenger, therefore promote the UNESCO heritage site of George Town. The new ferry terminal will reduce the heavy traffic on the Penang Bridge that connect the island and Butterworth especially during peak hours on the morning and the evening. Revitalisation is the way to achieve “moving people to the island instead of vehicles” as mention by the minister of Penang. The ferry terminal also will be the culture exposure area for the local and overseas visitor as they first time arriving at the water gateway. THESIS STATEMENT

To enhance public transportation facilities by revitalising ferry terminal and transportation hubs as historical gateway in promoting George Town as UNESCO heritage site.

AIM & OBJECTIVES

• To revitalise the ferry terminal and transportation hubs by providing better connectivity between the ferry terminal, bus, taxi and trishaw to improve the services to the public. • To create new iconic landmark for ferry terminal and UNESCO heritage site. • To enhance the waterfront value Bby designing public realm and observation deck for the public. • To preserve the Identity of Penang as a ferry terminal hub.

PROJECT ISSUES • People are fed up with the poor services of the ferry especially during rush hours, at night and on public holidays. • Cutting back the ferry service to boost traffic on second penang bridge. • The profit margin decrease (annual losses over RM21 Million). So, the government thinking of taking over the ferry service to boost the profit margin. • Poor circulation between ferry terminal, bus, taxi and trishaw. • Lack of eatery area at the ferry terminal.

The company manages the sale and rental of residential and commercial units; manages and maintains high-rise buildings; process sale of industrial land and rental of space; and manages sale and rental of ready built factory units to small and medium industries. It also provides supply chain or ancillary and support services to thr MNCs; workshops, entrepreneurship camps, conventions and operation of business at school kiosks; and entrepreneur support services, including entrepreneur showcases, expos, and participation in trade exhibitions. In addition, the companyoffers additional capital to petty traders and small business; secretariat services that comprise planning, developing, and monitoring the development of domestic trade; develops, promotes, and markets tourism related products, such as hotels, a golf club, and a jetty; and engages in industrial park development, township development, urban development, affordable hausing, and investments. Penang Development Corporation was founded in 1969 and is based in Bayan Lepas, Malaysia.

THE SITE

The Raja Tun Uda Pier (Ferry terminal) was opened only in 1959. During the 1880s, a stretch of seafront was reclaimed and named after Sir Frederick Weld, Governor of the Straits Settlements (188587). Offices and godowns were built on the new waterfront in the distinctive Straits Eclectic styletypified by colonnaded arcades. They housed the offices of European firms like Boustead, Behn Meyer, Macalister & Co. and Paterson Simons who were shipping agents, general importers and tin refiners. During the World War II, many of the fine buildings near the port were bombed and destroyed, including Government offices at Beach Street and Downing Street (a section of it survived), Victoria Pier and Railway Pier. The built heritage of George Town does not simply consists of individual buildings, it include the ensemble of buildings and streetscape elements, and the way they are clustered and oriented to form the historic urban fabric of the city. The protection of vistas, enclaves and streetscapes are therefore essential towards the preservation of this fabric. The hills and the Straits remain strong topographical features that frames and identifies George Town’s sense of place. The roofscape and skyline, and the prominence of certain landmarks are significant in the way the historic city is perceived and read. It is imperative that this waterfront vista remains uninterrupted from any development projects within the WHS. Sea view vista is a panoramic view towards or from the sea to a certain location or area. Each of the panoramic views has its significant view towards the area providing an extra appreciation towards the beauty of Penang from a bigger picture. The panoramic view looking inwards from the ferry and outwards towards the sea needs to be protected and enhanced. Public access from the streets through the jetties should be allowed. | 14


SITE ANALYSIS George Town is an extraordinary World Legacy site. Together with Melaka, George Town was engraved on the UNESCO World Legacy Register in 2008 as a result of its ‘special building and social townscape unparalleled in East and Southeast Asia’. The World Heritage posting portrays the two towns as excellent cases of construction modelling and the multi-social legacy what’s more, conventions of Southeast Asia, communicated through both unmistakable legacy and impalpable legacy living social practice. The building under core and buffer zones of the UNESCO heritage sites needs further requirements from the local authorities based on special area plan requirements. The buldings on the heritage sites divided into three categories and fortunately, the ferry terminal sites is under replacement categories. So, there will be no problem to demolish and construct new ferry terminal with facilities.

SHADOW CASTING

Global Solar unveiled a new type of flexible solar module that builders can stick directly on the roof, rather than constructing racks to hold heavy glass-covered cells. The modules won’t cost less than traditional arrays, at least initially, but they make it easier to include solar power at the time of construction and, without the racks, can cover a greater portion of the roof and provide more power. The 19 foot-long modules employ cells made of copper, indium, selenium, and gallium. They’re a great fit for flat commercial roofs and perform relatively well in areas that don’t get direct sunlight. iT has 11.4% to 12.7% aperture efficiency. WATER SUPPLY The water usage of Penang Ferry Terminal and transportation hub will be supply by Perbadanan Bekalan Air Pulau Pinang (PBAPP). The supply will be tapped from the existing main pipeline along the main road. The main pipeline will be direct to the suction tank which located on the ground floor level before pumped up to the domestic water tank on the roof level and will be supply to the toilet by gravitational force. Direct water supply will be directly served the food court kitchen, cafe and preparation area at the upper level of the terminal.

SEWERAGE SYSTEM Sewerage collection and disposal system transport sewage through sewerage manholes to the nearest sewerage treatment plants (STP) to protect public health and prevent disease. A sewage is treated before discharge to the surface water to control water pollution. AIR CONDITIONING SYSTEM Air quality is one of the most important inside a transportation hub to provide high comfort level to the passengers. The public spaces inside transportation hubs require proper temperature, humidity control and clean air. An ever increasing rate of air pollution is threatening air conditioning system andthe buildings they are in. Moreover, the pollution is not only affected the indoor air quality but also the performance of the air conditioning system. A corroded air cooled heat exchanger causes a higher condensing temperature resulting in higher compsumption. CENTRALISED AIR CONDITIONING SYSTEM Centralized units send cool air directly through air ducts or vents located in each room. Each room can be cooled instead of cooling just one room. Ambient air is pulled into the air handler unit from each room through return-air ducts. The system filters the air that passes through it, removing airborne particles, like lint, and allergens, like dust, pollen and pet dander. Filtered air is then re-routed back to the rooms via a separate ductwork system. These systems can even trap the most microscopic pollutants. Obviously, more expensive filters can capture more pollutants and increase the air quality in the home. Having constantly clean and cool air is a major benefit with central air conditioners.

ESCALATOR

Escalator is an one of the most important things in transportation hubs. It transfer people one floor to another floor within short time without exertion. Penang ferry terminal and transportation hubs provide 12 escalator for the passenger to transfer from floor to floor whose choose not to use staircase and lift.

The new ferry terminal and transportation hubs will provide better services to the public and enhance the existing facilities. The sloping green roof will become new lanmark to the George Town area and allow people to directly access the 2nd level which is ferry terminal level from the ground floor. Two wings terminal will increase the number of ferry to arrive and depart which also can increase the number of passengers. Therefore, this will reduce the numbers of vehicles into the island and achive the target of Penang Minister to move people instead of vehicle. Interactive courtyard become the new attraction to the local or international visitors to have a good impression of George Town upon their arrival to the ferry terminal. The new sky cafe and observation deck at the upper level of the ferry terminal will attrat people to view the green and blue view of the George town. 35 |

INFINITY TOWER Sport Community Centrum Typology : Medium Rise Office tower Site : George Town, Penang

George Town is an extraordinary World Legacy site. Together with Melaka, George Town was engraved on the UNESCO World Legacy Register in 2008 as a result of its ‘special building and social townscape unparalleled in East and Southeast Asia’. The World Heritage posting portrays the two towns as excellent cases of construction modelling and the multi-social legacy what’s more, conventions of Southeast Asia, communicated through both unmistakable legacy and impalpable legacy living social practice. The Infinity Tower was desined for100 plus which is well known for its energy drink in Malaysia. The office tower is not focus on working purpose only but it is an approach to promote sport to the communities as it is located in a middle of the busy city. George Town are divided into several zoning depending on the surrounding activities. The propose site is located at Jalan Mcnair and Jalan Megazinne which is on the opposite of the Komtar and it is zoned as Sport Community Centrium. Sport Community Centrum is an approach to catter people in the busiest city to spend time doing sport

and recreation. It also purposely to make healty life style for the workers to realease stress and work out after the working time or even the holidays. The incline plane or sloping green roof is the strategy to make the green roof accessible to the public. It also function as a recreation platform and become center of attraction for the community. The 24th storey building is mainly for the office which can be rented out by different kind of party. On the ground until second floor is design to the public which consist of sport retails and also sport activities. The badminton court also provided at the second floor of the building. The 2 storey underground and surface parkings is enough and meet the requirement of the local authority. The form of the building is design to be dynamic in shape with the green incline plane continued to the top. The green roof sloped area serves as a viewing deck and can become one of the landmark of the city. It also encourages people to cycle into the Georgetown UNESCO heritage site.

CONCEPT The Concept is taken from “ CLIMBED UP” which emphasis the REGENERATE, REFRESH and REVIVE word from 100 PLUS which means the step taken to not giving up. It is the first tower of 100 PLUS which intended to boost up the sport and recreation activities around George Town area. Other than that, this also benefit the surrounding community as well as creating healthy lifestyle and environment to the public. It also will be a better platform as a sport centrum and new attraction to the people.

PENANG WATER GATEWAY Revisiting George Town : Promoting Tourism Footprints in UNESCO Cultural City of George Town Typology : Urban Design Site : George Town, Penang Waterfront is a valuable asset area in cities where it becomes a place to live, work, and play. A very well known phenomena all over the world, where the waterfront becomes the catalyst for development which is once an undistrurbed natural environment, but when time evolves it transformed into a more progressive and complex area. Therefore, the state and quality of the waterfront need to redevelop and improve in serving a better atmosphere for the people. Waterfront development can be relate to the heritage, commercial, recreational, residential, cultural, educational, environment as well as working and transportation waterfront. Urban waterfront are special cultural resources which is unique in their potential to improve economic development, public enjoyment and civic identity. In the contex of George Town which is one of the UNESCO heritage, the waterfront is not fully utilised by the people as it should be. The waterfront is belong to the people so it should be program to gather people from the city to have green activities. The transportation hub will be the catalyst for the environmental, sosial and economical develop-

ment of the George Town historical city. The Ferry terminal should act not only as transit only but comprise with the secondary program for the public. Therefore, the non-place transit can be transform into anthropological place. The place making of waterfront should be a way to cater people from the inner city to the waterfront by making a nodes with supporting anchor. The increasing population in Penang lead to the increasing number of registered motor vehicles. The number of registered motor vehicles already exceed the population of the Georgetown in the year 2004 and the number still increasing in time and leed to traffic congestion in Penang. Therefore, public transport became another option for the workers and people on the Penang Island to avoid traffic congestion on the Penang bridge, of course the ferry terminal is the only alternative ways for the people from the Butterworth, Penang to enter the island. The old George Town ferry terminal should be considered to be revitalise as a new design and services system to encourage people using the public transport.

SITE ISSUE

Despire being the facade and the main gateway to the historic city of George Town, the site does not promote a welcoming and inviting ambience to the public. The low diversity of activities involving the public and for wayfinding guiding the public into the inner city of George Town result in poor identity for the site. Thus, produce non-amiable ambience for the public and the tourists that came to visit the historic city of George Town. The lack of amiability on the site can be described into three (3) sub issues which are in terms of planning where the planning on zone is not centralised and has no dear transition or dispersion point, which causes poor wayfinding to aid the public, in term of profit there are a low number of diversity of activities that could help project income for George Town, and lastly in termsof experience the public cannot experience the most navigable walking experience as the road is full with hustle, bustle by the cars and busses. The increasing population in Penang lead to the increasing number of registered motor vehicles. The site was located at the waterfront area of the GEORGETOWN, Penang Malaysia. As acknowledgment of its well-preserved cultural and historical heritage, the city was listed as a World Heritage Site by UNESCO on the 7th of July 2008. George Town is the colorful, multicultural capital of the Malaysian island of Penang. Once an important Straits of Malacca trading hub, the city is known for its British colonial buildings, Chinese shophouses and mosques.The main attraction of the site are the ferry terminal, the transportation hubs and the green area facing the blue sea. The transportation hub of the bus, taxi, trishaw and the ferry terminal will be the catalyst for the development of the George Town historical city. The history of the development of any urban center will be incomplete without a mention of the role of mass transit in the whole process. Indeed the role of mass transit as a catalyst in industrial revolution and urbanization cannot be over emphasized, in the case of new. The ferry terminal is categories as non places because most of the people go to the ferry terminal only to transit to different places. It only act as ‘in between spaces’ which is depend only one function. The space of non place creates neither singular identity nor relations, only solitude and similitude. To create a place, the function of the place must have identity and relation to the surrounding site. To transform the nonplace ferry terminal into places, the suitable program should be add functioning other than transit which create multi experiences for the people inside the ferry terminal. Places the traditional societies define a dense network of history, relation and identity, that ties them to the place where are they living. Different program inside the ferry terminal will eager the people to the ferry terminal not for transit but aiming for the secondary program of the ferry terminal which can be eatery area, refreshment area, shopping area or exhibition area. Clearly places do not have single unique ‘identities’. They are full of internal conflicts . None of this denies place nor the importance of uniqueness of place. The specificity of place is continually reproduced, but it is not a specificity which result from some long, internalized history, there are a number of sources of this specificity. 61 |

URBAN DEVELOPMENT PHASE

The site area mostly consist with category replacement with some of category II heritage building. The place making of the site begin with the boulevard of the Gat Lebuh Pasar which act as impulse to attract local and tourist participation. The existing Gate Lebuh Pasar will be fully pedestrianised to encourage people to walk in the heritage site and enjoy the art and heritage trails proposed. This also include the development of the building beside the boulevard which are zone as the mix-used development. After that, the waterfront boulevard, promenade, green area and the open space will be develop to cater the green needs of the people inside the city. The green waterfront area will served as the activity area for the public. Next, the transportation hub including the bus, taxi and trishaw transit area will be improve by providing better circulation, services and facilities. Lastly, the ferry terminal will be develop based on the strong axis from the Gat Lebuh Pasar boulevard.

URBAN DESIGN STRATEGIES The first design strategy is improving the existing open space including changing Gat Lebuh Pasar into boulevard. The existing Gat Lebuh Pasar is a secondary road consisting of MPPP( Majlis Pembandaran Pulau Pinang) food court and the open corner space at the side surrounded with other heritage building. In the making of the boulevard, the existing category replacement hideous food court will be demolished and replace the existing program to the open corner space beside. The open space will be develop into 4-storey shop house blending with the existing shop house at the adjacent. The ground floor is zoned to be cafe for public which allow the people to eat alongside the boulevard. The design aim to fully padestrianised and enliven the road with the adjoining heritage shop house. The place making of the boulevard also axis to the new ferry terminal. The open space of the waterfront area develop to be green to adequate the lack of green inside the city. The pocket green in parcel are mostly develop into new development such as hotel, shop houses or even the parking area. So, the green waterfront area which also included with plaza and event area will cater people from the city to fully utilised the green.

The second design strategy is economic based program such as the gallery and the exhibition hall in the waterfront facing the blue sea. The gallery also included with the plaza amphitheater which create curate shows in time for the arriving tourist from ferry terminal to learn about history, cultural and heritage of George Town Penang. The gallery also can be rented out by any organiser or individual to exhibit their art work for the public. The pier cafe restaurant is design to improve the existing Church Street Pier which demolished under category replacement. Its allow the public to flavour the taste of Penang food while having maximum view to the blue sea. The third strategy is the transportation hub including the ferry terminal and the pit stop (bus, taxi and trishaw transit) The new ferry terminal is design based on the case study of the Yokohama ferry terminal with adjustment to the George Town cultural and environmental site. The underground floor is zoned for the parking, the ground and first floor is for the terminal and the upper floor is for the offices including the kastam and Penang Port Corporation. Its allow the public to excess the green roof on the top which act as the pier to view the sea. The ferry terminal also included with secondary program of refreshment activities such as jogging, taichi, picnic, and resting. The pit stop is one of the strategy to solve the existing unorganised public transport. The pit stop also provided basic facilities for the passenger and also the staff. 73 |

MUTUALISTIC COLONY : REVEIL THE HIDDEN GEMS An Urban Design Intervention At Favela Paraisopolis, Sao Paolo, Brazil Typology : Urban Design Site : Sao Paolo, Brazil Favela Paraisopolis is located at Sao Paolo Brazil is the second biggest slum in brazil in which it inhabitates 60,000 people at a piece of 100 hectare land that contained 600 people per hectare. The compactness of the slum area had creating various issues that had affecting the quality of living environment around the favela. Although the initial grid of the settlements are clear enough but once the area had been densify by people, slowly had affected the natural grid of the favela as a whole. Resulting from that, most of the open spaces had been diminished as the population growth is greatly increasing until now. Moreover, the compactness of living environment had also lead to various crime cases in which not only happen in Brazilian slum but also other slum area in other part of the world. Since the living environment is not conducive enough for the people to have some kind of richness in thinking capacity, the psychological taught of the residents had been affected. What happen to the younger generation? environmental forces itself. If the environment is good, then, the children will grow in a good way. By looking at these issues whether environmentally or psychologically, we are not only focusing on the issue of open spaces specifically but also we bring some sort of a more projected vision in order to bring the favela’s image not as a slum in existence but we are going to intervene the future projection of the slum area sustainably. This is because, we can’t really stop the slum to not to grow. So, as a designer it is very important for us to think of how they will grow instead of just focusing on certain elements like open spaces as to solve the whole problems. Still, the stacking of proposed new housing scheme vertically will creates new open spaces incidentally. Some may use other’s rooftop as their public spaces while some may have an extended balcony as the social area. By that, the children will have their playing space, youngsters have more party spaces and the older generation have a place where they could plant their own vegetables and socialize.

PIN UP ! SOCIETY Typology : Urban Design Site : George Town, Penang Pin up! Society is a hypothetical project that is targeted for the youth in Malaysia. The site is located in Georgetown, Penang. The reason we choose Penang? It is the place where the youth can express themselves by contributing to the public in any way they can, as Penang is trying new ways to express their heritage tourism. This project is an egg-shaped dome, which can be in several places and typologies. We proposed 4 typologies that can be used in Penang. This is to suit the condition of the heritage buildings in Penang and how we can squeeze in the domes with minimal changes to the heritage buildings. From the 4 typologies, there are various programs that can be installed to suits the current trend of youth’s activities. Local event such as Sukan Malaysia, Sukan Universiti, Sukan Mahasiswa and International events such as World Junior Cup, Asian Hockey Junior Cup are being recognises as an important event to attract politician, sport community, people tourist to come and visit sates and nation. It will not only boost the sport but furthemore it will create many more oppurtinities for local people. MAYC and other youth agencies related to the sport events were interested to do a Hotel Sport as it will benefits the sport communities and organizations.

UNITY RESIDENCES Affordable City Living Typology : Affordable House Site : Ipoh, Perak An affordable housing is design for the people with low median household income. It is design to solve the lack of the housing area for the working people staying in the Ipoh area. It is also intended to attract the people that to live far away from the busy life of the Ipoh city and spending their time resting in a green and refreshing area located outskirt of the city. This proposed project is also an architecture dedicated for the family, government staff, newlywed couple, VIP person, retired person and even the handicaps. Other than that, the facilities provided such as multipurpose hall, musolla, gymnasium, cafeteria, and health centre. The facilities of the residences are also opened for the public and there is possibility that this housing project may generates its own economy for the community purposes.

The Unity Residences is design based on the idea of interlocking shape by rotating the centre of the building facing the maximum view to the horse track. The housing unit on the centre of the building is considered exclusive compared to the other unit. There are five different housing units combine to create the form of the building. The ground floor area is zoned as public area which located most of the facility. The facility also located at the connection between the center building to the tower A and B. The main construction system for the building is using a modular IBS system which one step to achieve green building. Another sustainble approch of the design is rainwater harvesting system which applied to the monopitch roof catchment area that collect rainwater and channel it to the harvesting tank located at the roof level. The collected water will be filter and will be use for flushing and irrigation purposes.

IBM TRAINING CENTRE Body Corporate Training Centre Typology : Office Site : Shah Alam, Selangor One of the body corperate in Malaysia “IBM” was selected as a client. The body corporate is mainly for technology production in the country, therefore the idea concept was taken based on the “Continuity of the Knowledge”. The idea was to design a series of continuity of spaces that seperated by the green courtyard. The overlookinhg green courtyard act as a buffer zone or relaxing zone for the training participants.

ISLAND HOPING ACTIVITY CENTRE Seaside Activity Centre Typology : Activity Centre Site : Pangkor Island, Perak Pulau Pangkor (pulau means “island”) consists of nine islands. Only two of them are inhabited: Pulau Pangkor and Pangkor Laut. For the locals the island is famous for the beaches such as Teluk Nipah, Coral Bay, Teluk Belanda and Pasir Bogak. The most famous local product of the island is ikan bilis (anchovies) and other dried fish products that are irresistable to the locals. The project is to create an Activity centre which is mainly for island hoping to all the nine islands. The concept is taken from “Archipelago” which relate on the clustered island. The layout of the building is seperated by zoned including main lobby, office area, exhibition area, cafeteria, eating area, mini library, musolla, and accomodation. The curve arrangement of each building is center the amphitheater courtyard facing toward the sea. The amphitheater courtyard act as multipurpose area for the building including dining area, perfomances area and display area for any events happen in the area. The project also focus on maintaining the existing trees to maintain the seaside ecosystem and blending in the building in the environment. RETREAT HOUSE - Hide Out A Man With His Tool Typology : House Site : Taman Negara, Pahang The project is about designing a retreat house or a “Hide Out� for two persons within 25m2 area in relate to the type of crafter lifestyle and their activities. Marionette is the craft that has been choose for initiating the design. The jointing and the hanging characteristics of the marionettes are the ideas of creating a small scale tree house that consist of rest space, exhibition space, working space, pantry and toilet. It is design for private space for the crafter to create and obtaining new ideas in developing his craft. The site was located at Taman Negara, Pahang which is known for National Park of Malaysia. It is situated in the green forest and in order to get to the Hide Out, the only way is to going though miles of floating bridge trees by trees. The construction of the tree house is using glu laminated timber that hang around the tree by the ring beam. The glass opening is used to create transparent to the natural while maintain the safety the occupant.The place is actualy divide into private resting area and semi-public exhibition area and working area. The space is circulally arrange around the platform centered by the big tree in the middle of the forest. INSOMNIA PAVILLION & MOOD BOX Typology : Form & Space The introduction into design with the exploration on 2D gemetry and 3D gemetry. How to connect lines, pattern, shapes to become architecture. How to create mood in spaces. The ‘mood box’ project is about creating a space with the expression of positive (Curious) and a negative (Rage) mood. The twisted square box of black and white color create the curious mood to the space. By adding thorn and broken glass to the twisted form and space, it express the rage mood. The project Insomnia Pavillion is to explore ‘form and spaces’ on how to interpret moods in the spaces in related to the form by using geometry and art expression. The song “Insomnia” by Craig David has been choose to be the reference song in order to interpret the moods alone, energetic, and advanterous from the song. The three different moods will create transitions and forming relations between one space to another.
