ACHIEVA was founded in 1951 by a group of family members who all desired the same thing: to ensure their children with disabilities had the same chances in life that all children should be given. Their commitment helped to establish a nationwide movement that changed the long history of isolation and segregation for both children and adults with disabilities.
DEAR FRIENDS Dear Friends, Reflecting back on Fiscal Year 2016 – 2017, we can say, with enthusiasm, that our accomplishments have touched the lives of countless people with disabilities and their families and established new benchmarks for continued organizational growth. ACHIEVA is committed to providing lifelong supports and empowering individuals with disabilities and their families. From early intervention therapies, in-home support, to older adult protective services for medically fragile senior citizens, ACHIEVA provides services through the entire life-span. Throughout the last Fiscal Year, our early intervention team provided therapy and supports to more young children; advocates worked tirelessly to protect Medicaid benefits; inclusive community experiences were enjoyed by many; and our vocational department remained at the forefront of a nationwide movement, providing competitive employment and volunteer experiences.

Wings for All® Eases Air Travel Stress Flying can be a daunting concept for families especially when a disability is involved. ACHIEVA recently took measures to change that by hosting Pittsburgh’s first ever Wings for All® event. Wings for All® is a national initiative of The Arc created for individuals with disabilities, their families and aviation professionals. The air travel “dress rehearsal” was made possible by the coordinated efforts of ACHIEVA, Autism Connection of Pennsylvania, American Airlines, the Pittsburgh International Airport and the U.S. Transportation Security Administration on August 26. A group of 113 people and their loved ones obtained boarding passes, went through security, carried on luggage and boarded a plane. Captain Steve Osborne even taxied the plane for a simulated flight and allowed guests to visit the cockpit for photo opportunities. Luciana Randall, executive director of Autism Connection of Pennsylvania, stressed the significance of the event. “Imagine a person with autism packing their luggage very carefully, including items they love, then being forced to give it away to a total stranger (at check-in)”, she said. “We teach children to put and keep their shoes on, but then through airport security, we must take them off and put them back on in a huge rush, so people in line behind us don’t get mad.”

“Our goal is to create an environment with all of the sounds and sensations an individual could experience in flight – without ever leaving the ground”, said Bruce Sickler, American Airlines President of Abilities Employee Business Resource Group. That goal was achieved for one family attending the premier Wings for All® event in Pittsburgh. The family of six includes two children on the autism spectrum. After checking baggage, positioning carry-on bags, and “riding” on the plane, the anxiety level of all four children significantly decreased. Their parents are now sure their kids are ready for a surprise Disney vacation later this year!
Making Strides Towards Independence During the first year Adriana received support from ACHIEVA’s “A Home of My Own”, she accomplished all of her goals! She selected an apartment and moved in with the assistance of her family and Supports Broker, Tom Vash. They had a long day of moving her belongings from her mother’s home to her apartment using an ACHIEVA van and a lot of muscle. After moving in, she became very independent with taking her medications (with no reminders), budgeting money, paying bills and making good decisions regarding her finances and her well-being.

KayLynn will also assist Adriana with getting accommodations put into place once she starts school for extended test times, being able to take her Life Coach with her into class and have a plan in place with the counselor and instructors if they observe Adriana struggling. Adriana is hoping to start school for the winter semester. With a degree, she will be able to get a job in a school or daycare with benefits, better pay and of course, be an even stronger, independent young woman!
After almost a year, at her annual Individual Support Plan (ISP) meeting, Adriana stated she felt very good about herself and wanted to work on new goals. She expressed the desire to get her driver’s permit and return to CCAC to earn an associate’s degree in early childhood development. Previously, Adriana had allowed herself to become anxious and overwhelmed while attending school and subsequently dropped out. In less than two months, she completed driving school and has her permit! Adriana is in the process of applying for financial aid with Life Coach, Angela. Another Life Coach, Lytia, has been taking her to the CCAC campus to get acquainted and learn about the classes she would have to take. Lytia and Adriana are watching videos and purchasing books so Adriana can study and build her confidence before she returns to school. Adriana is working closely with her Supports Broker, KayLynn, on her emotional regulation, communication skills and using a Spanish to English app on her phone to

Ongoing DSP Support Promotes Success Kim couldn’t help but feel emotional as she listened to Dustin enthusiastically read the book he wrote and illustrated to a group of unusually attentive kids at the Phillips Recreation Center. Kim has been working with Dustin since he was in the Ninth Grade. She is currently employed by ACHIEVA, assisting Dustin as a Direct Support Professional (DSP). Dustin, now 22, has over 300 stories which he has written and illustrated. Typically, his subject matter is based on trains, assigning faces to each railcar like the infamous Thomas and Friends™ series. Kim’s favorite story is one he wrote featuring her as the main characternarrating her travels as an engine to all of her favorite destinations. Dustin’s book, “Haunted Train Station” was originally 15 pages long. He agreed to accept the help of Kim and a local librarian to edit the story to a suitable length appropriate for the children’s attention spans. Editing and sharing the story was a huge accomplishment for Dustin, who was once hesitant to allow others to even look at his material.

As Dustin read, he provided a unique, entertaining voice for every character in the book. Sam, an employee at the Recreation Center acknowledged the attentiveness of the children and whispered, “This is the best they’ve ever been…usually they’re insane.” Afterwards, the children had an abundance of questions. One youth summed it up by exclaiming, “That was an amazing story. You did wonderful!” Independence is Kim’s ultimate goal for Dustin. She prefers to provide him with choices, allowing him to be the ultimate decision-maker. They coordinate outings that include swimming, dancing, grocery shopping and more. Kim also assists Dustin as his source of transportation to and from his job. After work, she guides him in completing progress notes. Kim stressed the need for county and state authorities to witness DSPs in action and to recognize the need for better support throughout transitional years. According to Kim, some individuals don’t always have the help they need, adding “they could be fragile if we’re not there to provide supports”.
Community-Based Experiences Provide Joy Participants of ACHIEVA’s vocational supports are taking full advantage of the diverse opportunities available throughout their communities. ACHIEVA’s Community Participation service is designed to integrate people with Intellectual and Developmental Disabilities (I/DD) into the greater community along with persons without disabilities. Through relationships with local organizations, we provide volunteer experiences, community engagement and informal educational opportunities. ACHIEVA strives to provide supports that are individualized, flexible and tailored to fit specific participant needs. Individuals learn about themselves and the world around them through structured and enriching integrated opportunities. The rewarding community experiences encourage social readiness and skill development and nurture self-expression, independence and confidence. Individuals learn to self-advocate and take responsibility of oneself while being provided choice and control.

Employee Excels with Job Coach Assistance Dana will soon celebrate one year of employment at Panera Bread. Her mother, Corinne, recently contacted ACHIEVA to say “thank you”. Corinne spoke the praises of Dana’s employment specialist, Linda Shawger. “She’s doing a fantastic job with Dana!” Linda knows Dana. She knows how far to push her and how to best motivate her. Corinne added, “we appreciate having Linda there with her. I don’t think she could have done quite as well without her. Linda is the perfect job coach with her. We appreciate the consistency and would love for that to stay status quo because Dana is just blossoming with this job!”
Dana works two days a week and receives support from Linda for four hours each week. Linda praises Dana’s performance on the job. “Dana does know her job and with little reminders now and again she is an excellent employee. Dana has never been late or missed a day of work. Dana has a great sense of humor which in turn makes my job fun. The employees are very willing to help her if necessary and they also look out after her. Dana was very quiet when I first met her and now I see her communicating with customers and coworkers. Dana always tells me that she loves her job.”

Self-confidence and Talent Evolve at VaultArt Studio ACHIEVA’s Creative Arts Initiative transformed from a modest, mobile cart navigated within its vocational facilities to an impressive gallery within the heart of Penn Avenue’s creative arts district. VaultArt Studio was aptly named for its location within a former bank building. The artists of ACHIEVA have evolved dramatically along with the initiative itself. Utilizing professional-level arts instruction, exhibition space and career coaching, they transform their creativity into the calling of their choice. When artwork is purchased, the artist earns 100 percent of the proceeds. Darian was on-board from the start, eager for some creative expression. His involvement at the studio has resulted in significant changes to his art and his personality. Photos of his progression display the advanced techniques he has learned. Darian has become a confident self-advocate as he benefits from his time spent at the studio and ACHIEVA’s supported employment at Iron City Workplace Services. Caroline has also exhibited changes since her involvement with the arts initiative. She started her creative endeavors hesitantly, lacking confidence and contentment. Gradually, things changed in terms of her art. She developed an incredible talent for sewing. She began creating two-dimensional sketches at home which she translates into three-dimensional felt creations. Caroline is a talented powerhouse, selling a piece at every show and creating lasting impressions on the arts community!

Ready to Learn Program ACHIEVA Early Intervention is excited to announce its partnership with PBS Kids/WQED and the Ready to Learn Program. Promotional spots are featured on WQED-TV’s main channel at various times throughout the day, during some of the most popular educational children’s programming, as well as on the exclusive 24-hour WQED PBS Kids channel. WQED/PBS Kids is the undisputed leader in children’s programming, with research showing that the network is the leader in supporting kids’ personal and educational development. In addition to being featured during television programming, the partnership includes participation in and recognition as a Ready to Learn partner at various community events as well as staff and professional development for ACHIEVA Early Intervention’s nearly 130 therapists and educators. Advocacy in Action For more than 65 years, advocacy has been the foundation of what ACHIEVA stands for. Today, ACHIEVA is known nationally and statewide for providing leadership on public policy and legislation that impacts people with disabilities and their families. These were some of the advocacy highlights from 2017: •
•
Worked with the Pennsylvania Health Access Network (PHAN) and The Arc of the U.S. to urge Pennsylvania’s Congressional delegation to oppose Medicaid per capita caps or block grants that would have drastically decreased Medicaid spending for physical health, mental health and long-term care (waiver) services for people with intellectual disabilities and autism (ID/A). ACHIEVA is a leading voice in urging the PA Legislature to pass HB 1650 which will provide for the closure of the state’s five remaining state centers for people with intellectual disabilities (ID). Currently, 845 individuals live at these five institutions with average per person annual costs ranging from $361,000 to $518,000. With about 13,000 people with intellectual disabilities still on the Waiting List for community supports and the costs of
running these institutions increasing each year, the time has come to close them and rebalance the system. •

ACHIEVA submitted comments on six Requests for Comments from the Office of Developmental Programs (ODP). ACHIEVA also collaborated with ODP on a service definition for housing tenancy that was ultimately approved by the Center for Medicare and Medicaid Services and is now included in both the Consolidated and Person/Family Directed Support Waivers. ACHIEVA provided testimony and leadership in urging the PA Legislature to ensure the Governor’s 2017-2018 Budget included sufficient funding to increase the salaries of Direct Support Professionals (DSP’s) and to provide services for people on the Waiting List. Legislators and the Governor listened and passed increases for ID services. The Disability Healthcare Initiative collaborated with healthcare advocates across the state to urge the Pennsylvania Department of Human Services, Office of Medical Assistance Programs to reinstate the adult Medicaid dental benefit that had been scaled back in 2011. Since then, thousands of Pennsylvanians have gone without dental care.

In July, ACHIEVA was at the Mission of MercyPittsburgh event, providing information and resources as 885 low-income citizens received a total of 3,500 procedures by 672 dental professionals and lay volunteers providing free dental services valued at $600,000.
•
The advocacy team is urging the Department of Health to reinstate in-home skilled nursing respite services for vent-dependent children who have transitioned into another program without these services.
•
Regarding special education, ACHIEVA is working with the Education Law Center to urge the PA Senate to pass legislation that will assign the burden of proof in a special education proceeding to school districts and not families who generally cannot afford legal counsel. 15
Protecting and Advocating for Older Pennsylvanians 19 residents of an assisted living facility in Beaver County were moved to other facilities under an emergency relocation ordered by the PA Department of Human Services (DHS). The ACHIEVA Older Adult Protective Services (OAPS) team was there until well after midnight packing their meager belongings, escorting them to waiting ambulances and trying to assure them that they would be well cared for in their new homes. However, the beginning of the end for this facility began months earlier when reports of a lack of staff, people not receiving medication, proper meals or hydration were received by OAPS. For the next two months, all five OAPS investigators were continually at the facility as additional reports of neglect were substantiated. OAPS went to court to obtain guardianships for two people. OAPS worked with other families to move as many people as possible to other assisted living facilities. In the meantime, some people were hospitalized and one died. The standard of care at the facility continued to deteriorate as OAPS urged the Department of Human Services Bureau of Licensing to intervene. Unfortunately, ACHIEVA’s OAPS team receive more than 500 reports of abuse, neglect, abandonment and exploitation of seniors over the age of 60 in Beaver County every year. They are on duty 24 hours per day, 365 days per year. They go into homes escorted by the police due to dangerous situations

being reported. They go into homes and find elderly people without medical care, food or heat. They go into homes and find deplorable conditions. They prove that families have financially exploited or physically neglected a caredependent elderly family member. They go to court very well prepared and obtain guardianships for people who can no longer manage their affairs and who often have been exploited by family members. The work is hard, both physically and emotionally. Yet, on the night of the emergency relocation, they were back at that facility amidst filthy bathrooms, kitchens and bedrooms to ensure that all of the residents were moved to places where they would have food to eat, clean beds and clothing and medical care. And, as one case is closed, another one is opened.
