Partnered In Growth. Centered On YOU. Dear Friends, Achieva began the 2019-2020 fiscal year with anticipation as implementation commenced on a number of strategic vision initiatives. Little did we know that a global pandemic would divert our attention to other pressing matters. We’re proud to say that, amidst unprecedented times, we never lost sight of our purpose and vision...YOU. YOU, the young man who realized his dream of living independently.

YOU, the mother who desperately wanted continued therapies for her newborn child. YOU, the essential employee who tirelessly worked to keep others healthy and safe. YOU, the business owner who desired to become more accessible and inclusive. YOU, the advocate who avoided isolation via a tight-knit family called Empowered Voices. YOU, the father who found the safest way to stay connected was via an app called Zoom. YOU, the family caregiver who feared your loved one might be denied medical care. Achieva’s staff and trustees worked hard, embracing opportunities for new and innovative ways to grow. They served people and did business, making sure there was an emphasis placed on the health and safety of the
people we support but balanced with enabling them to enjoy the freedoms of living an “everyday life” like all other Pennsylvanians. Despite the challenges of the COVID-19 public health emergency, Fiscal Year 201920 was completed with an unwavering commitment to YOU. Our continued advocacy, innovation, and support ensure that the people we support, with the help of caring professionals and community partners, were able to pursue their individualized goals. We would also like to acknowledge and thank Mary Richter, whose two-year term as Achieva Board Chair ended June 30, 2020. Her leadership and dedication to Achieva were on full display during the period for which this annual report is written and we value her continued support of our organization.

Statement of Mission: Achieva advocates for, empowers, and supports people with disabilities and their families throughout their lives.
Statement of Vision: Achieva envisions a community where all people with disabilities lead lives of personal significance.
Achieva was founded in 1951 by a group of family members who all desired the same thing: to ensure their children with disabilities had the same chances in life that all children should be given. Their commitment helped establish a chapter of The Arc in Allegheny County and The Arc of Pennsylvania, and contributed to a nationwide movement that changed the long history of isolation and segregation for both children and adults with disabilities. Achieva proudly continues its affiliation with The Arc to this day.

Our Achievements July 1, 2019 - June 30, 2020 The Arc of Greater Pittsburgh Advocacy and Family Support • Answered 2,564 calls for information, resources, and technical assistance. • Participated in 312 Individual Education Program meetings. • Resolved 187 advocacy cases involving adults. • Increased the number of collegebased inclusive post-secondary education programs for students with intellectual disabilities. • See “Advocacy in Action” pages 26-27.
Older Adult Protective Services • Investigated 590 reports of abuse, neglect, exploitation, or abandonment in Beaver County and substantiated 130 of those cases.
Disability Healthcare Initiative (DHI) • Received a 5th year of funding from the DentaQuest Foundation to work with legislators and policy staff in Pennsylvania to restore cuts to the adult Medicaid dental benefit, simplify the appeals process, and increase access to dental services for vulnerable populations.
Achieva Support Community Supported Living • Assistive Technology has been implemented in three Community Homes and two Supported Living Apartments to enhance people’s independence in their homes. (See story, page 22-23.) • Through Person-Centered Planning, seven people chose their homes with Community Supported Living. • Three staff achieved “Ambassador Status” in “Charting the LifeCourse for Person-Centered Thinking.”

• Reviewed and classified mandates issued by the Office of Developmental Programs, Office of Long Term Living, and Center for Medicare/Medicaid. • Developed and distributed pandemic response plans and multiple COVID-19 communications. • Convened cross-corporation committees to address compliance management and corporate strategic initiatives including policy review and approval, risk mitigation, training development, and the health and safety of the people supported.
Early Intervention • Launched “Session Notes” featuring EI families and therapists in videos to give outsiders an “insider” view of early intervention. (See story, pages 12-13.) • Started parent groups for Preschool Readiness families in conjunction with The Arc of Greater Pittsburgh’s advocacy unit. • Early Intervention’s Facebook page “likes” have grown by 520 percent thanks to “Ask Lauren”, which answers questions on child development, behavior and play, and “Sing-A-Long with Miss Betty.”

• In response to COVID-19, completed a shift from face-toface to tele-intervention services provision-with 62 percent participation of EI families.

Home and Community Support
(& Community Participation Support) • Achieva Business Services strengthened its partnership with Giant Eagle/GetGo, and developed a partnership with UPMC Insurance Division & a prominent financial institution.
• Successfully began billing for Housing Tenancy supports and services as well as the Community Living Assessment. (See story, pages 16-17.) • Approved as an authorized provider by all three main Managed Care Organizations within the state’s Community HealthChoices program and licensed as a Home Care agency through the Department of Health.
• Supported people employed by “life-sustaining businesses” during COVID-19. • Custodial & janitorial service were champions during the pandemic.
• Community Participation Supports (CPS) capitalized on each person’s distinctive interests and abilities and expanded creative experiences.

• The pallet and packhouse business ensured essential business customers continued without interruption to their supply chain and packaged Personal Protective Equipment (PPE), hand sanitizers, masks, etc. during COVID-19.
Achieva supported employees throughout the pandemic including Phillip Wilsher. Phillip was hired by Cranberry Township Waterpark and receives support from his Employment Specialist, Jack Doran.
• Implemented billing for HHAeXchange to run through the Unicentric System for Community HealthChoices Billing and continued work on the implementation of Electronic Visit Verification with Unicentric. • Developed a remote support plan of service delivery to people and their families during COVID-19 to provide a means of connection and develop an ongoing interest in various activities that were meaningful to the participants.

• By June 30, 2020, Achieva Family Trust served as corporate trustee for 2,355 beneficiaries, 250 new trusts were opened, and 430 Charitable Residual Account applications were approved.
Administration
• A Benefits Counseling Coordinator and Benefits Counseling Specialist were hired to increase the capacity to provide and bill for this service. (See story, pages 18-19.) • Hosted a Legal Lunch & Learn Presentation, an Erie Estate Planning Council Presentation, and four presentations on Employment Benefits Counseling. 48 Individuals received Employment Benefits Counseling and 435 viewers watched an AFT Speaker Series.
• Coordinated ALICE Active Shooter Response Training to empower employees to make good survival decisions should an act of workplace violence occur. • Provided training for all Admin Staff about the elements of customer service for both internal and external customers. • Staff coordinated the ordering, build-up, storage, and distribution of Personal Protective Equipment in response to COVID-19.
Communications • Refreshed Achieva’s 20-year old logo and brand messaging. • Messaging reinforced the sustained offering of services during the COVID pandemic and a commitment to the ongoing care of those we support. • 50 media mentions received via television and news sources. • 39 videos and five live streams were created and distributed and had a combined 7,579 views • In memory of Cecil and David Rosenthal: • A memorial service and tree planting ceremony took place at Cecil and David’s former home.

• Hosted volunteers from the Jewish Federation of Greater Pittsburgh to assemble gift bags for Achieva’s Community Supported Living homes.

Development • Created a Development Committee which approved a new plan addressing fundraising efforts. • Utilized CauseVid technology for recording personalized thank you videos. • Raised more than $1.9 million • Hosted “Million Dollar Golf Outing” for over 140 golfers and grossed $85,369. • Donor retention is above the industry standard for human service organizations.

• Moved Achieva N’at to a new venue offering beer, wine, and food sampling stations to a larger crowd who enjoyed music by Marc Reisman and The Strong Way Band. • Postponed March’s Pittsburgh Promenade Auction to September 2020 due to COVID-19. All of the sponsors generously let Achieva keep their sponsorship gifts.
Thanks to the McDowell Family Fund: • In response to COVID-19 and sparked by a matching gift of $10,000 from the McDowell Family Fund of the Pittsburgh Foundation, Achieva launched a PPE Campaign which raised more than $70,000. • Achieva’s second annual online giving day secured a matching $10,000 gift from the McDowell Family Fund of the Pittsburgh Foundation towards the Cecil and David Rosenthal Memorial Fund. The total raised was $25,000.
Facilities • Improved community homes with new landscaping, roofs, driveways, ramps and handrails. Indoor improvements were made in bathrooms and kitchens. • The Strip District facility was cleared out and sold. • Implementation of the Driver Incentive Program resulted in improved driver safety.
Finance • Completed seven audits/ reviews this fiscal year with no management letter. • Electronic Fund Transfers were performed in the Family Trust Accounting System. • The Family Trust finance staff added an Assistant Manager to process Merrill Lynch funds and assist in tax preparation.

Human Resources
Information Technology
• Implemented online, remote onboarding via Paycom for all new employees. The capabilities of the Paycom system are now fully being utilized for the new employee process from talent acquisition throughout the employment cycle.
• Lead the implementation of a software upgrade for billing and programming, choosing to retain and improve the Unicentric system.
• Executed virtual training for new hire orientation as well as other standard training courses available to employees. • Created a robust Service Awards program with service award amounts ranging from $200 to $700 for full-time employees. • Responded to COVID-19 by researching best practices on employee treatment during the pandemic, reacting to state and federal directives, implementing changes in HR policies based on top management and executive committee approved changes, and responding to individual employee questions and circumstances.
• Released Electronic Visit Verification (EVV) application. • Implemented assistive technology into five community homes. (See story, page 22-23.) • As a response to the pandemic, Achieva purchased additional licenses of Zoom to allow departments to meet and assist those we support remotely.

• Procured Samsung Tablets for those we support to stay connected to their family and friends during COVID-related lockdown using social media and web conferencing tools like Zoom. Excelled in making sure these new platforms and devices were deployed effectively.

Video Series Highlights Early Intervention’s Benefits Achieva Early Intervention launched the “Session Notes” series in November 2019 with the hope to bring awareness to the benefits of early intervention for children, and allow viewers to meet some of the expert therapists who provide services for Achieva Early Intervention. Each episode provides an insider’s view of what an early intervention therapy session looks like; e.g., therapists modeling techniques, children responding to various stimuli, families being coached in methods to support their child’s growth and development, etc. The second episode of the Session Notes series features
Mariah Delposen and her daughter, Ellie, who receives occupational therapy from Traci Ziemkiewicz, a therapist with Nurture Support, LLC. Nurture Support is an early intervention company that provides early intervention services on behalf of Achieva Early Intervention. This episode is unique in that it is able to highlight the use of tele-intervention, a practice that was offered to and accepted by most of the early intervention families that Achieva Early Intervention supports during the Covid-19 pandemic. Ziemkiewicz expertly demonstrates how the use of tele-intervention can be effective, and children can still
meet goals and make progress, despite the lack of face-to-face sessions. The Early Intervention outreach team, who creates the Session Notes videos, plans to highlight each of the seven therapy specialties that Achieva Early Intervention provides (speech, occupational, physical, hearing & vision, nutrition, and social work) in upcoming episodes. There are currently three episodes, each featuring an Achieva Early Intervention therapist working with a family, either in their home or via teleintervention, a practice that is being used during the COVID-19 pandemic.

Self-Advocates Stay Connected A group of self-advocates determined to make their voices heard began meeting at Achieva in September of 2019. The purpose was to assist people with intellectual and developmental disabilities to develop leadership skills and the confidence to advocate for themselves. Their first action was to choose their name, appropriately titled “Empowered Voices.” Meetings began in person, but in March of 2020, COVID-19 forced the quick shift to virtual meetings. The group was fantastic at embracing the change and quickly learned the Zoom platform. “I have witnessed a beautiful support network within the
group,” said Melissa Skiffen, a disability advocate at Achieva/ The Arc of Greater Pittsburgh. “At a time when isolation is a huge concern, this group is staying connected.” They have also connected with the community through the Pittsburgh Schweitzer Fellowship Program, Blackburn Center, and Sage’s Army... just to name a few. Each week, topics are determined by the interests of the members. A full spectrum of subjects including COVID-19, meditation and mindfulness, and grief and loss have been discussed. Julie Trbovich, Achieva’s Director of Advocacy and Family Supports, said the group was especially helpful by “supporting its members to understand the voting process
and to learn about and reflect on the significance of the Americans with Disabilities Act with a focus on how advocacy really does create change.” “My favorite thing about the group is it’s almost like one big happy family,” said Elizabeth Humphrey, participant and Trustee of The Arc of Greater Pittsburgh. “The other thing I like about the group is we talk about various topics that we may be able to use in our everyday lives. We’ve talked about many things from credit card fraud to abuse and social media. I really love Empowered Voices and I wouldn’t have it any other way - they are definitely a second family to me.”

New Housing Tenancy Service Ensures Success Proper housing can improve quality of life and healthy outcomes. Achieva’s Housing Tenancy service can provide assistance for people with disabilities in locating, obtaining, and sustaining housing, whether rented, leased, or owned, that meets the needs of the individual. “The cornerstone of independence is often one’s own home,” says Michelle Stockunas, Vice President of Home and Community Supports at Achieva. “Everything centers around home; where we work, our connection to our community, and growing richer in interpersonal connections.”
The first step in any housing search plan is to identify barriers and establish goals. Careful attention is given to financial considerations, including adaptive aids, home modifications, moving costs, and furniture. Financial resources and aid may be identified to help aid in the process. After identifying potential housing options, the most important step is community integration. Relationship building, and meeting potential housemates, neighbors and landlords helps to create
a sustainable community that will last for years to come. “Housing Tenancy and Sustainability support is making a difference by assisting people with obtaining a home of their own,” concludes Stockunas. “Achieva’s Housing Specialists are there every step of the way to help ensure they are successful not only during the housing search and move, but for the future to promote ongoing sustainability and success.”

Achieve Employment Goals While Maintaining Vital Government Benefits Achieva Family Trust has offered important information for years to individuals throughout Pennsylvania regarding the value of employment and earning money while at the same time maintaining life-sustaining government benefits. Benefits Counseling (BC) is a service that is now available to people in Community HealthChoices (CHC) and the Intellectual and Developmental Disability (I/DD) “waiver” programs. This past year, Achieva Family Trust’s BC service saw its first client through the I/DD waiver program. Michael came to Achieva when his job was terminated after 28 years
of employment during the state’s COVID-19 stay-at-home directive. Due to his pension plan with his employer, Michael suddenly had resources that exceeded what was permitted to maintain his much-needed waiver services. The Family Trust team was able to advise Gwen (Michael’s sister and advocate) early in March to help him apply for Social Security Disability Insurance (SSDI) to regain a monthly income. This took many months during the pandemic, with communication challenges and long waits for responses and letters from the Social Security Administration. However, with perseverance by all involved, Michael officially
received SSDI based on his work history by the end of the year. Achieva’s Employment Benefits team will continue to follow Michael’s progress. He wants to continue working on a parttime basis once he can receive the COVID vaccine. The BC service will be important when Michael returns to work since any new income could impact his SSDI benefits. The Family Trust team can track and monitor Michael’s benefits so he can maximize his SSDI and work income. With the help of the BC service, Michael will be working soon and enjoying all the opportunities and positive outcomes competitiveintegrated work provides.

Abbie Fulfilled Dream As Teacher’s Aid Abbie Werner approached Achieva in 2016 for support in her employment efforts. Along with her Employment Specialist, Jamie Cullen, Abbie completed several job assessments; her favorite experience was spending time with the children at Achieva’s preschool readiness program. At the end of the assessment, she knew it was the career she wanted to pursue. Together, Abbie and Jamie located an opportunity at Our Buddy’s Place child care center. After some hands-on assessments in the classroom and several working interviews with different groups of
children, Abbie fit right in with the staff and children. She then worked hard to complete the required 2,500 hours needed to work in the classroom independently as a teacher’s aid. She began working at the center in mid-2017. Abbie quickly became a valued member of the team at the center. She completed daily cleaning tasks and worked within the classroom to assist as needed. Her biggest accomplishment was the creation of Abbie’s Art Area. Working with groups of three, Abbie assists the children on special projects while sharing her love of crafts. The children
look forward to creating special projects with Abbie who has blossomed with the responsibilities. Like many of us, COVID has affected Abbie’s work. She now devotes much of her time to protecting the children by maintaining Centers for Disease Control and Prevention cleaning protocols. Her dedication, flexibility, and determination are fully recognized by Our Buddy’s Place Director, Flo Warren, who said, “She taught us that you can conquer anything if you try.”

Assistive Technology Aids Independence One’s home is a place of safety, security, and independence. Navigating that balance for the people Achieva support can be delicate. However, with improvements in assistive technology, that balance is becoming easier. Achieva’s implementation of the SimplyHome Butler System has helped put a greater emphasis on independence, while still promoting the safety and privacy of the people supported within Achieva’s community homes. With consideration to the needs of people living in each home, the SimplyHome Butler is customized to aid each person individually, as well as provide new tools to Direct Support Professionals in each home. A preliminary assessment of each
community home is undertaken to determine which kinds of technology could benefit any particular home. Achieva’s Information Technology team and the Direct Support Professionals who support each home then partnered with SimplyHome to determine the best use of this technology. Motion detectors and oven and door sensors can work together to remind a person if the oven is left unattended for too long. Bed pad sensors can be utilized if someone may be at increased risk of falling. The system can even be used to set reminders for taking medicine. For further safety, each home has a panic pendant in the event that a Direct Support Professional becomes unresponsive, which alerts a designated person off
site that there is an emergency in that home. The variation of these and other features means a truly customized approach can lead to the best balance of independence and safety for each home and the people who live there. As technology advances, Achieva expects more opportunities to use assistive technology to help the people we support live as independently as possible.

Business Initiative Supports Inclusion Achieva Business Services treats the business as the customer. Achieva’s unique businesses-focused initiative does so through the Windmills Employment Disability Inclusion Program, Disability Inclusion Consulting, and the Inclusion Liaison Partnership Model. “By meeting businesses and business leaders where they are in their disability inclusion journey, we have a variety of ‘on-ramps’ for any business to take their inclusion efforts to the next level while achieving business goals,” said Bill Frase, Assistant Director of Business Services at Achieva. The Windmills Employment Disability Inclusion Program equips businesses with the
knowledge, skills, and tools to create an inclusive workplace for employees with disabilities. Windmills uses interactive and experiential learning to focus on four main areas: attitudes and assumptions, hiring, supervisory best practices, and information about specific disabilities. Understanding the practical application of the Americans with Disabilities Act, how to implement no-cost and lowcost accommodations, or navigating government-funded tax incentives are just some of the competencies that may be developed by the business through Disability Inclusion Consulting.
The Inclusion Liaison Partnership embeds an Achieva-hired disability employment professional within the business to support the recruitment and onboarding of qualified employees with disabilities. The business receives the benefit of having a knowledgeable and accessible disability employment professional on site - someone who can help the business become even more accessible and inclusive to qualified employees with disabilities. “Achieva Business Services creates unique opportunities to help businesses achieve their business goals while improving employment outcomes for people with disabilities,” said Bill Frase.

Advocacy In Action In March 2020, the disability community mobilized as the COVID pandemic began to surge across the world. Based on a draft plan circulated by the PA Health Department, fear that rationing health care due to a limited number of ventilators and other medical treatments would discriminate against people with disabilities became a valid concern. Achieva worked with statewide disability groups and urged Governor Tom Wolf and PA Secretary of Health Rachel Levine to develop nondiscriminatory statewide policies regarding the allocation of health care equipment and resources. Achieva also worked with national disability advocacy organizations and lent our name to letters to Members
of Congress, the U.S. Attorney General, and the Secretary of Health and Human Services that the improper allocation of health care resources violates federal non-discrimination laws. On March 28, 2020, the U.S. Department of Health and Human Services issued a bulletin that states, “Persons with disabilities should not be denied medical care on the basis of stereotypes, assessments of quality of life, or judgments about a person’s relative ‘worth’ based on the presence or absence of disabilities. Decisions by covered entities concerning whether an individual is a candidate for treatment should be based on an individualized assessment of the patient based on the best available objective medical evidence.”
“Persons with disabilities should not be denied medical care on the basis of stereotypes, assessments of quality of life...” Achieva also advocated with other statewide organizations to urge the PA Secretary of Health and hospitals to ensure visitor policies permitted family or other caregivers to accompany people with disabilities to ensure that effective communication was occurring between patients

and medical professionals. On June 23, 2020, the PA Department of Health issued this directive: “While hospitals are entitled to discretion in the implementation of visitor policies, the terms of those policies must adhere to Federal and State law. Specifically, a hospital, through its visitor policy, cannot deny access to an attendant, caregiver or family member of a patient who has an intellectual, developmental or cognitive disability, communication barrier, or behavioral concerns.” In December 2020, when Pennsylvania unveiled the first edition of the “PA Coronavirus Vaccine Plan,” people with disabilities were not even mentioned until halfway through the document. So,
once again, Achieva advocates sprung into action, working with statewide disability advocacy groups to successfully move people with disabilities who receive home and community-based services and their direct support professionals to Phase 1 to receive a vaccine.
Throughout 2019-2020, Achieva/The Arc of Greater Pittsburgh fought against the moratorium bills introduced in the PA House and Senate intended to keep White Haven and Polk Centers open. Achieva has been at the forefront of advocating for the closure of PA’s remaining state centers, supporting their residents in the community, and redirecting the public funding to serve more people from the waiting list. Advocacy will continue until the 650 Pennsylvanians who are still institutionalized have returned to their communities.
