The Arc of Greater Pi�sburgh ACHIEVA was founded in 1951 by a group of family members who all desired the same thing: to ensure their children with disabilities had the same chances in life that all children should be given. Their commitment helped establish a chapter of The Arc in Allegheny County and The Arc of Pennsylvania, and contributed to a nationwide movement that changed the long history of isolation and segregation for both children and adults with disabilities. ACHIEVA proudly continues its affiliation with The Arc to this day.

Dear Friends of ACHIEVA, Everyone wants to live a life of personal significance. At ACHIEVA, the reason for our existence is empowering people with disabilities to do just that. The accomplishments of the people we support are shared in stories throughout the pages of this annual report. Helping them reach their goals throughout the 2018/2019 Fiscal Year (July 1, 2018 - June 30, 2019) were all the donors, trustees, volunteers, families and employees who ensured the provision of highquality, individualized care from the ACHIEVA Family of Organizations. The significance of their contributions is gratefully acknowledged.

During its June 2019 joint board meeting, our dedicated trustees voted on the adoption of a new Strategic Vision to guide ACHIEVA over the next three years. ACHIEVA employees are actively working to carry out the updated vision, mission and values, along with seven forward-looking strategic priorities. This important work will position ACHIEVA for the future and keep our disability advocacy and service organization the “best in class” for the people we support. The realization of the Strategic Vision’s goals will be measured by the impact we make and the individual successes of the people we support. At ACHIEVA, we value every person and celebrate each of their achievements.

Advocacy and Family Support
• 882 new people received individual advocacy services. • Resolved 196 educational cases and 124 noneducational and adult cases. • Advocated for increased funding for Direct Support Professional (DSP) salaries and benefits. • Met with members of the PA General Assembly about the closure of Pennsylvania’s remaining state centers. • Worked to increase funding for early intervention and the waiting list; to return children living in congregate care to their families, with appropriate supports; to increase the number of colleges and universities that offer inclusive educational opportunities for students with intellectual disabilities.
The Disability Healthcare Initiative (DHI)
• Held a legislative meetand-greet at the Capitol to elevate the need for improved oral healthcare. • Met with Governor Wolf and Lieutenant Governor Fetterman’s staff to promote the need for better oral healthcare access throughout the commonwealth. • Continued its partnership with the University of Pittsburgh School of Medicine to augment disability content in healthcare education. • Created and implemented a mini-elective course for firstyear medical students.
ACHIEVA Support Older Adult Protective Services
(in Beaver County) • Investigated 766 reports of alleged abuse, neglect, exploitation or abandonment. 192 of the reports were substantiated. • Worked with Beaver County and the PA Department of Health to close a personal care home due to poor conditions at the site. • Provided food and housing to neglected seniors.
Completed the merger with The Arc of Westmoreland. Became a network provider for UPMC in the state’s Community HealthChoices program.
Community Supported Living
• The Residential Department changed its name to Community Supported Living, which includes: Community Living, Supported Living, Life Sharing, and Parenting Supports. • Implemented the Life Course Framework. • Developed an internal Direct Support Professional Work Group to offer career paths for DSPs.
Compliance
• Reviewed and classified mandates issued by the Office of Developmental Programs, Office of Long Term Living, Office of Child Development and Early Learning, Department of Aging, and the Department of Health’s Home Care Division. • Developed policies, guidelines and trainings to comply with the state’s bulletin, Guidelines Concerning Sexual Health, Personal Relationships, and Sexuality, which is intended to promote healthy relationships and prevent sexual abuse and violence. 6

Early Intervention

• Referrals in Westmoreland County increased by 25 percent. • The Westmoreland Preschool Readiness Group started offering parent group meetings. • The Pittsburgh Early Intervention census increased by 13 percent. • Expanded the Books at Birth program to the West Penn NICU and Forbes Hospital. • New partnerships were formally established with Beverly’s Birthdays and Cribs for Kids.
• Closed the Strip District Facility in December. • Amassed 60 community partnerships. • 41 people gained competitive employment. • 60 people engaged in personcentered planning through a partnership with Duquesne University. • Added 16 new customers to ACHIEVA’s pallets; property maintenance; C&J (cleaning & janitorial); and packaging business operations. • VaultArt Studio had another successful year, generating $14,000 for its artists during its monthly “First Friday” events as well as three community-based exhibits. • New “Business Services” division created to take ACHIEVA’s Inclusion Liaison model to scale and establish this model as a core service of ACHIEVA.
Home and Community Supports
• “A Home of My Own” and Home Care formally merged during the past fiscal year, creating the newly named Home and Community Supports (HCS). • Announced plans to expand services into Beaver County. • Increased outreach to families in Westmoreland and Warren County. • Assisted 20 students through ACHIEVA’s Money Club, in partnership with the PA Assistive Technology Foundation.
ACHIEVA Family Trust • Opened 250 new special needs trust accounts; approved 596 Charitable Residual Account applications. • Hired a Regional Trust Liaison in Philadelphia. • Launched a new relationship with the Duckworth Haggerty Group of Merrill Lynch. • Hosted a no-cost legal clinic for families of people with disabilities; provided continuing legal education for 60 Attorneys. • Provided employment benefits counseling to 48 people through the United Way of SW PA. • Conducted future/financial planning programs, establishing a new relationship with HefrenTillotson for IRA’s.
ACHIEVA Resource Administration
• Created a board portal to keep Trustees better informed. The portal provides monthly organizational snapshots for all areas of the organization, financials, board minutes and additional information relevant to trustees. • Administration coordinated Bylaws Committee activities, with presentation and approval of Bylaws and Articles of Incorporation, effective July 1, 2019.
Communications
• Responded to the tragedy that claimed the lives of Cecil and David Rosenthal (longtime recipients of ACHIEVA’s support) with compassion and efficiency, and provided a means for their friends and family to begin the healing process via #loveliketheboys (page 13). • Increased media coverage by 73 percent year-over-year. • Created a Media Protocol and a Crisis Communication Plan. 8
Development
• Received a bequest totaling $801,019, which will benefit the Blanco Family Fund for Advocacy and Family Support. • More than $157,000 in gifts and pledges were received in memory of Cecil and David Rosenthal, thus prompting the Board’s creation of the “Cecil and David Rosenthal Memorial Fund.” • Development’s biggest event was the 2019 Pittsburgh Promenade, which hosted 324 people and grossed $205,000. • In October 2018, a successful new “Day of Online Giving” was initiated. • 29 grants totaling $561,288 were received during the past fiscal year.

Information Technology
• Piloted smart home assistive technology in two of ACHIEVA’s residential homes. • Configured a kiosk for “walk-in” job applicants. • Created a Technology Assessment Committee to assess ACHIEVA’s current use of technology.
Facilities
• Managed improvements to ACHIEVA’s 75 owned or leased facilities and conducted safety inspections at 30 ACHIEVA sites. • Handled fleet operations for 151 vehicles (including ten new vehicles and five trailers). • Implemented a Diversity Contracting Policy supporting increased access of certified Minority/Women/ Disadvantaged Business Enterprise vendors and contractors.
Finance
• Completed six audits with no findings. • Digitized all finance documents and assisted ACHIEVA Family Trust (AFT) with file digitization. • Hired a new Assistant Manager for all AFT Merrill Lynch and IRA accounts, and created a new billing system for Merrill Lynch accounts.
Human Resources
• Developed new policies including the Policy Against Violence, the Social Media Policy, and the Donating Leave Policy. • Conducted an Employee Benefits and Compensation Survey, with respect to importance and satisfaction of benefits and pay practices. • A two percent all-in health care coverage was successfully negotiated.
Therapy Aids Noel’s Progress Noel was adopted from China right before her second birthday. Knowing her diagnosis of Down syndrome, Noel’s family anticipated that she would require early intervention services; services they received from ACHIEVA Early Intervention (EI). “We found all of Noel’s EI therapists to be incredibly caring and knowledgeable. We encountered many challenges in Noel’s first year home and the therapists were always right there with us - brainstorming ideas and working within Noel’s interests,” said her mother, Alicia.
Maryann Hackworth has been assisting Noel and her family on Noel’s speech therapy. “Whenever a child is working on speech-sound development, in some cases they are not really aware of what their tongue and their lips can do,” Maryann explained. To help Noel become more aware of the sounds she can make, Maryann uses various toys that Noel wants to interact with, as well as a mirror so Noel can see her mouth making speech-sounds. “She’s comprehending words more, she’s looking at books better and starting to point to things in books. It’s been so wonderful to be a part of this family and to watch Noel develop.”

“I knew and anticipated that ACHIEVA Early Intervention would support Noel, but I was pleasantly surprised to see how much support they offered to me and our entire family,” Alicia noted. “They engaged our other children in supporting Noel, and encouraged me on days that were extra challenging. We are so grateful!” 10
Family Opens Their Home and Heart Rose has lived many places throughout her life, but with one family, she found her home. Earlier in her life, she transitioned from a county home to Polk State Center in Venango County where she resided for over 23 years. After Polk, she spent over five years at a behavioral health inpatient facility. Finally, she transitioned to a community home operated by ACHIEVA. At that home, Rose met Elva, an ACHIEVA employee.

Elva and Rose became close friends and were described as two peas in a pod. They shopped, traveled, and crafted together and ultimately, they lived together as a family when
Elva became an ACHIEVA Life Sharing provider. Life Sharing connects families in the community who want to share their homes with a person with a disability. Life Sharing provided Rose the opportunity to reside in a nurturing and caring environment. Remarkably, she no longer needed the medications that were previously relied upon to manage her mood and behavior. Rose lived with Elva for 17 years until Elva passed away in 2016. Again, something remarkable happened. Elva’s daughter, Michele, carried on her mother’s loving legacy; she brought Rose into her own
family as a Life Sharing provider. Rose joined Michele and her family as they moved to a new home that would accommodate all of their needs. They could not be happier! Thanks to Elva and Michele, Rose has learned the joy of community and perpetual love in a place she calls home.
After living in many places, including Polk State Center, Rose found her forever home through ACHIEVA’s Life Sharing program. 12

Safe and Joyful Journeys
Advocacy Provided Hope
Tammi and Carol thrive on adventure. However, the car ride to their destination used to trigger Tammi’s tears and was equally stressful for her caregiver and mother, Carol. Carol could transfer Tammi’s delicate frame into the passenger seat, but lifting her heavy wheelchair was a challenge. Tammi, on the other hand, was frightened by the potential risks should the airbag deploy.
Maria and Dave faced trials for years as they sought the proper supports for their son, Matthew. Matthew is non-verbal, has an intellectual disability, and was often misunderstood. Since adolescence, he endured seizures and faced additional challenges to his well-being.
With support from the ACHIEVA Family Trust’s Charitable Residual Account, Carol was able to purchase an accessible Dodge Grand Caravan with several conversions to meet their needs. A manual fold-out ramp
allows for easy entry and exit. A wheelchair securement system provides safety and peace of mind to both Tammi and Carol. Since purchasing the van, their summer was filled with joyful escapades. They took some day excursions, a “girl’s trip” to Erie, and spent a pleasurable week at the beach with family. Tammi and Carol are ecstatic and grateful for the opportunities the van provides. Whether they need to make a one mile trip down the road or plan a vacation adventure, they can do so knowing Tammi is finally safe on all her journeys.
As Maria and Dave sought answers, the couple made tough decisions, seeking the best treatment for Matthew. They moved closer to beneficial resources and Dave stayed home for nine years to care for Matthew, providing the 1:1 support that was required. Despite their commitment to
caring for Matthew in their home, he ultimately received four years of inpatient service to treat his emotional, behavioral, and cognitive concerns. Maria and Dave wanted desperately to have Matthew back in their care. When they called on Regina, an ACHIEVA advocate, she began efforts to bring Matthew back home. Regina helped the family to learn the extent of the resources available to them. She was the first person to give them hope to Maria, Regina is a lifesaver. After four long years, and support from ACHIEVA advocacy, they received the funding
needed to bring Matthew back to his community. Matthew even earned his high school diploma. Maria exclaimed, “We have our lives back and our son back. It’s like Christmas!” Matthew now receives the funds to provide supports and services in his very own home, one street down from his new neighbors; his parents, Maria and Dave. 14
Advocacy in Action For almost 70 years, ACHIEVA has provided advocacy for children and adults with intellectual and developmental disabilities, support for families and systemic advocacy on issues that impact people with disabilities and families. Today, ACHIEVA is recognized throughout Pennsylvania and the nation for being a leader in advocacy, policy development and creating innovative services.

Some highlights from the past year: • ACHIEVA is a leading voice in Pennsylvania calling for the closure of the state’s institutions. As this annual report goes to press, ACHIEVA is fighting to prevent the passage of legislation in the PA House of Representatives that would stop the transition of almost 300 people from living in an institution to life in the community, annually increase the per person costs, and still leave 13,000 people with intellectual disabilities and autism on the waiting list.
• ACHIEVA was successful in urging the Governor’s Office and Pennsylvania legislature to include increased funding in the state budget to address the waiting list crisis and early intervention. • ACHIEVA staff testified at the Independent Regulatory Review Commission hearing on the 6100 Regulations. ACHIEVA had a seat on the 6100 Regulations Workgroup for four years and urged passage of the regulations. The regulations aligned requirements for licensed residential and day facilities, focusing on individual planning, individual rights, staff training, incident
management, medication administration, and restrictive procedures. • The ACHIEVA Disability Healthcare Initiative worked with statewide advocacy and healthcare groups to educate legislators and policy makers on the cost of the ill-conceived cuts to the adult Medicaid dental benefit in 2011. ACHIEVA provided the leadership for a bi-partisan resolution that was introduced in the PA House of Representatives to direct the Legislative Budget and Finance Committee to study and issue a report on the financial and human cost of those cuts.
• ACHIEVA worked with representatives from the Rehabilitation and Community Providers Association (RCPA), The Children’s Institute and Children’s Hospital of Pittsburgh (UPMC) to develop standards of care, an effective care coordination model and solutions to the pediatric shift nursing crisis for children with complex medical issues and their families. • ACHIEVA is working with advocates and educators in colleges and universities across Pennsylvania to establish inclusive postsecondary programs for students with intellectual
disabilities (ID). Students with ID and families are increasingly interested in attending college as a means to future employment while also developing social relationships and independent living skills. • Last, but not least, ACHIEVA collaborated with self-advocates to create “Empowered Voices,” a group of people with disabilities who are learning about disability issues, how to advocate, and how to engage legislators and policy makers to support issues important to them.

Talent Doesn’t Discriminate A company’s most important role in partnering with ACHIEVA is recognizing that people with disabilities make great employees. We can do the rest. It’s that simple. While ACHIEVA exists to support people with disabilities in their quest to live their life in the most meaningful and productive manner possible, our new Business Services initiative treats businesses as its primary customer. ACHIEVA’s Business Services initiative prioritizes the talent needs of a business and works with its existing human resources team to identify and onboard qualified talent and make sure their staff investment is protected. 17
BUSINESS ROLE • Declare that people with disabilities can and should be part of the talent solution. • Identify talent needs within the business. • Set hiring and retention goals. • Treat everyone equally- be sure everyone is held accountable to the same standards. • Embrace the expertise offered by ACHIEVA to attract, hire, onboard and retain talent with disabilities.
ACHIEVA’S ROLE • Treat businesses as its primary customer. • Recognition that people with disabilities must meet and fit into the requirements of the business. • Be the “Single Point of Contact” for the business for all things disability-related including public programs and resources. • Provide training/coaching to coworkers and managers to make the business “disability competent”. • Provide pre-hire and posthire training as well as ongoing job coaching to protect the investment the business has made in the staff with disabilities the business has hired.

Sergei Has A Home of His Own Dj Stemmler’s professional experience gave her plenty of practice in transition. Still, she and her son Sergei struggled for years to find a home for Sergei to call his own. “We just weren’t having any luck finding a place to modify, or a place that he could afford,” commented Dj. Then, someone recommended ACHIEVA. Sergei and Dj contacted ACHIEVA and were thrilled at the level of independence the A Home of My Own program offers. ACHIEVA jumped right in and relentlessly searched until they found the right place to modify and maintain for Sergei.
As they searched for a home, Dj said they were never stagnant and that gave them hope. Sergei lived alone for four months while ACHIEVA worked, to find not just any roommate, but a roommate that was the perfect complement to Sergei. He and his roommate Tyler round out each other with complementary skills. Sergei is tenacious and has an excellent memory. Tyler is active and offers physical assistance. “I would have said seven months ago that I couldn’t do it,” said Sergei. Now, he added, “I’m glad that everything is going the way it is supposed to.”
Sergei Stemmler, and his mother, Dj are thankful for ACHIEVA’s “A Home of My Own”, which made Sergei’s dream of living more independently within the community a reality.
Sergei lives near his workplace, his physician, and his attendant. He loves the independence his home offers. He feels more mature and welcomes the added responsibilities... except for cooking. When it comes to dinner, Sergei says he loves “the invention called the microwave!” 18
Hope in a Hashtag

What began as a modest attempt to counteract the hopelessness felt after losing two local legends, Cecil and David Rosenthal, has spread to the likes of everyday heroes and sports legends too.
ACHIEVA
Cecil and David were wellknown and well-loved brothers who received support from ACHIEVA for 20+ years. Their lives were lost during the tragedy in a Squirrel Hill synagogue on October 27, 2018. The memory of Cecil and David lives on through random acts of kindness using the #loveliketheboys hashtag, along with a simple card in their honor. 19
To date, ACHIEVA has distributed over 4,000 of the kindness cards (which excludes the scores of cards downloaded and printed independently). Charitable acts shared using the hashtag have included generous tips, baked goods, snacks for delivery drivers and free winter coats for those in need. The Pittsburgh Steelers defensive end, Cameron Heyward, even commissioned custom cleats using the #loveliketheboys mark.
