New techniques help cities cut road salt Nine Mile Creek Watershed District aiming to cut salt use by 60 percent BY KATIE MINTZ • SUN NEWSPAPERS This winter, snowplows across the metro are trying new recipes to fight poor road conditions. To reduce use of salt, which melts ice but also impairs natural water bodies, municipalities are adding new technology and treatment techniques to the mix. In Richfield, for the first time, the city is pre-wetting roadways with a brine mixture, which helps salt stick to the road and increases the activation rate so less is necessary. Edina and Richfield are also outfitting snowplows with GPS devices to track the amount of salt, or chloride, used. Both cities received $20,000 matching grants from the Nine Mile Creek Watershed District this fall toward the effort.

Edina resident talks jobs on Internet radio show JobTalkAmerica co-host Canova a new advocate for the unemployed BY KATIE MINTZ • SUN NEWSPAPERS Edina resident Ted Canova, former news director for WCCO-TV and FOX 9, is courting a new audience. In what he calls the second act of his professional career, Canova has launched an Internet radio show for the unemployed. “It just kept hitting me in the face,” Canova said. “Unemployment is not just a number. It’s about real people. As a storyteller by profession, it became clear those stories weren’t being told.” With co-host Sam Zeff, a Minneapolis resident with 30 years of radio experience, he broadcasts JobTalkAmerica from his home studio five days a week.

Each 30- to 40-minute program features career advice from three job search experts. In the first seven months of the show, available at www.JobTalkAmerica.com, it garnered 40,000 listeners from around the globe. Canova, who also runs a communications consulting business, said he wanted to align his professional experience with an area of great public need. According to U.S. Bureau of Labor Statistics, in November there were 15.1 million unemployed Americans. Media reports on the unemployment rate each month – 9.8 percent in November – but not about people like a woman who’s applied to 1,000 jobs without getting one interview, or a baby boomer who’s found a new calling after being laid off from his job of 30 years, he said. “Their jobs have been eliminated. Canova said he’s learned unemployment goes hand in hand with feelings of shame and embarrassment since starting the show. “The worst thing that unemployed people feel is isolated and minimized,” he said. “When unemployed people talk about their plight it demystifies unemployment and takes away the Ted Canova shame.” That shame is unfounded. Job creation is not keeping pace with the number of jobs shed since the recession began, let alone population growth, he said. About half the jobs available don’t provide benefits or adequate pay to support a family. “We’ve lost 8 million jobs in two years,” said Canova. “Creating 60,000 a month is not going to cut it. We’ve got a long way to go.” JobTalkAmerica provides a community for listeners to stay focused and pos-

itive about their future. In addition to job search advice, guests also offer wellness and legal tips, like how to make sure an employer does not challenge an unemployment claim. Radio guests come from across the country, state and from Edina. Local guests have included Marsha Buchok, coordinator of adult programs at Edina Community Education, which hosts an annual Outof-Work Camp, and Mark Richards, an Edina resident who created the website www.CandidatesChair.com Richards, recently on the show for the fifth time, said his website Sam Zeff helps people looking for work shorten their search by learning from other candidates. “It’s real practical advice and tools,” he said. “I just started it because I had so many requests to network I couldn’t keep up. I thought there’s got to be a better way to share what I know.” Richards, who is now working with a few start-ups, launched the website about two years ago during his job search. It’s had 80,000 visits from 85 countries. He said he enjoys JobTalkAmerica because while his site

offers specific tools, the show motivates. “For having been there, searches are just tough. When you’re out there you always feel like you’re being judged,” said Richards. “On the show, you can get some good ideas and come across something you wouldn’t have thought of. You feel good after you listen to it.” Canova, a big proponent of networking, said 90 percent of people getting jobs aren’t applying through online job boards. “Put down the mouse and get out of the house,” is a line he uses often. While interviewing for this story at an Edina coffee shop, Canova met someone doing just that. Minneapolis resident Jeffrey O’Brien approached Canova after overhearing him talk about the show. The architect of 18 years laid off in October 2008 said the message resonated with him. “There’s a whole lot of things a person goes through when they’re not working at their capacity for a period of time,” said O’Brien. “I opened my mind to other opportunities and one became available.” He got more involved with the U.S. Green Building Council Minnesota Chapter. This summer, looking at a course catalog for Minneapolis

Community Technical College, he noticed there was no instructor listed with a group of green construction classes. O’Brien called the director of the program. After a few meetings, he wrote a proposal for the position and is now an adjunct instructor in sustainable building performance at the school. He’s developing curriculum and will begin teaching in spring. “It’s really invigorating. It’s my passion,” said O’Brien. Canova said JobTalkAmerica spread initially by word of mouth. Now it is partnering with organizations and businesses to help expand its reach. Information about the program is available in Minnesota Department of Employment and Economic Development Workforce Centers, and in turn the agency has been promoted on the show. In a regular resume makeover segment, listeners submit their resumes for a chance to win an on-air critique from an expert valued at $500. Canova said he is also in talks with a potential broadcast partner to add a sixth show each week. JobTalkAmerica airs 10 a.m. every weekday at www.JobTalkAmerica.com. Four childhood friends are returning to Edina from around the globe to raise money for a cause close to their hearts. FROM PREVIOUS PAGE “It’s a very unique, progressive way of working with youth over in India,” said Odland, who is a web communications coordinator for Cargill. “Empowering young women primarily though sport has allowed them to gain self-confidence, become healthier and most importantly, receive better education for them to succeed in life.” Greg Deming, Yuwa’s director of operations who works as a senior trader and strategist for Simplex Investments in Chicago, said he and his classmates always wanted to do something to better the world. “When you see how other people are doing things, it makes you realize how fortunate you were to have the community support and infrastructure that goes around everything you did in Edina,” he said. Gastler was teaching English in India when he contacted Deming with an idea. “He gave me a call in early October 2008 and he asked me if I was interested in sponsoring girls’ education,” said Deming. “I said why don’t we do one better than that and create change and do something bigger and better.” YUWA: TO PAGE 12

New clinic guidelines aid healthier lifestyles BY CATHY BRUNKOW GUEST COLUMNIST Hennepin County Public Health’s work to address overweight, obesity and chronic disease through Statewide Health Improvement Program funding is making a difference at a growing number of health-care clinics. These clinics are adopting guidelines developed by the Institute for Clinical Systems Improvement that will help healthcare providers work effectively with their patients to address overweight, obesity and other chronic diseases. Initiatives also are connecting patients to community opportunities for healthy eating, physical activity and smoking cessation. A good case in point is Hennepin Public Health’s work with Northwest Family

Physicians clinics in Crystal, Plymouth and Rogers. Their commitment to helping patients who are overweight and obese has led to the introduction of group weight management classes at the Crystal clinic. These monthly sessions include group education, individual assessments and goal setting, led by Tammy Gregerson, an Northwest Family physician’s assistant. “I believe the visits represent an extremely effective approach to weight management,” Gregerson said. “The group setting provides accountability, support and an opportunity to learn from others. We try to create a fun and relaxed atmosphere that helps participants feel comfortable enough to share intimate details about their lifestyles.” One participant, Lori Goble, said she appreciates the moral

support of people who share similar issues. “The group is my cheering section and I want to get that pat on the back for a job well done,” she said. “What I want is to be part of a successful group of people that will not only stand by me, but pick me up if I stumble and get me back on track again.” Participant Jennifer Bauer said any nervousness she had going into the classes soon disappeared when she realized everyone was in the same boat. “It’s great being in a group versus a one-on-one office visit because we learn from each other,” Bauer said. “Imagine a group of people in your same situation telling you the best ways to prepare meals and where to get the best low-calorie snacks, meals and dessert options. Bauer said clapping and

encouraging words are a staple at each meeting. And there’s plenty to clap to about. Some members have already lost weight, quit smoking, lowered medication levels or lowered blood sugar levels. Participant Linda Zastwany said she has taken her cue from another class member who loved the motivation gained from the group meetings. “That class member had the largest weight loss of any of us and yet she continued with the meetings as support for her motivation,” said Zastwany. Fluorescent light bulbs: Buy them, use them, recycle them BY ANGIE TIMMONS GUEST COLUMNIST Using fluorescent light bulbs makes sense — you save money on your electric bill and help protect the environment by reducing energy use. According to the Pollution Control Agency, fluorescent bulbs use only one-fourth as much energy as equivalent incandescent bulbs and they last up to 10 times longer. However, because they contain mercury, fluorescent bulbs must be recycled. Even a small amount of mercury released into the environment is a concern. Never throw these bulbs in the trash, whether intact or broken. It is illegal to do so. Compact fluorescent light bulbs (CFLs) contain about 5 mg

of mercury sealed inside the glass tube. This is a very small amount, about the size of the tip of a pen. Fluorescent light bulbs are safe to use because no mercury is released when the bulbs are in use. But you need to be careful when removing or replacing fluorescent bulbs and make sure to recycle them. There are many local recycling options for bulbs that contain mercury. Many hardware stores and retailers that sell fluorescent light bulbs also collect them for recycling. Other options include recycling companies, city recycling events, and some county household hazardous waste drop-off sites. The types of bulbs that require recycling include: • Fluorescent bulbs of all shapes and sizes (CFLs, tubes,

circles, U-shaped, bug “zappers,” tanning lamps and black lights). • High-intensity discharge (HID) lamps, typically used for exterior lighting (metal halide, mercury vapor and high-pressure sodium). • Neon lights. To avoid breakage and exposure to mercury, store bulbs in their original packaging in a location out of reach of children and pets. When transporting fluorescent bulbs for recy-

cling, either repack them in their original packaging or wrap them in newspaper or bubble wrap and then place in a box or bag to prevent breakage. Do not use tape on the bulbs. If you break more than two fluorescent bulbs at one time, or if you are unsure of how to safely clean up broken bulbs, call the Minnesota Duty Officer at 800422-0798. The Communications Explorers Post is for young people ages 15 to 20 interest-

ed in pursuing a career in the communications field. Exploring is a national program of Learning for Life. Its purpose is to provide experiences to help young people mature and to prepare them to become responsible and caring adults. Charter members of Communications Explorers Post 3411 are Claire Anderson, Jay Copland, Kelly Dwyer, Lauren Effertz, Jennifer Krane, Maggie Langford and Kelly Slater of Benilde-St. Margaret High School;

Blake JV hockey coach charged with sexual conduct Alleged teen victim is not a Blake student BY MARC INGBER • SUN NEWSPAPERS A junior varsity hockey coach at The Blake School has been suspended after being charged with criminal sexual conduct. James Vandusartz, 56, of Burnsville was charged Dec. 3 with third-degree criminal sexual conduct for an alleged incident that occurred with a teenage girl at his home Nov. 28. The alleged victim is not a Blake student, according to the school. According to a Dakota County criminal complaint: A student under the age of 18, but older than 16, reported to Burnsville Police Nov. 29 that her instructor digitally penetrated her at his home in Burnsville the previous evening. On Nov. 30, she told officers Vandusartz had been attempting to contact her through e-mails and phone calls. Voicemail messages and e-mails were provided to police. Officers then arranged for a controlled phone call between the student and defendant Dec. 1. In that conversation, Vandusartz stated he felt there was a spark between them, and while they didn’t have to be lovers, he thought the student “enjoyed

Public Safety getting pleasure from him and he enjoyed giving it.” The student arranged to meet him at his house the following morning. The morning of Dec. 2, Burnsville Police arrested Vandusartz at his home. He told officers that he had engaged in sexual contact with the student. Third-degree criminal sexual conduct carries a maximum penalty of 15 years in prison and $30,000. Vandusartz was not in custody as of Dec. 7. Blake spokesperson Cathy McLane stated that the school delivered instructions that he was not to have contact with any Blake students or families. Blake notified by e-mail and letter the families of all girls who were on the varsity or junior varsity girls hockey teams during the years Vandusartz was employed at the school, informing them of the facts and urging them to contact Blake or the investigating detective if they had any information. Blake staff also met with the girls currently on the team and are providing counseling and support to any who ask for it. Any community members with information that may bear on the investigation are asked to contact Detective Christi Carpenter of the Burnsville Police Department at 952895-4592.

EDUCATION Highlands school is a Blue Ribbon nominee Highlands Elementary School has been nominated by the Minnesota Department of Education as a Blue Ribbon School. The Edina school is one of eight elementary schools in the state to receive the nomination this year for academic achievement. The U.S. Department of Education’s Blue Ribbon Schools Program honors public and private

K-12 schools across the nation that are academically superior in their state or that demonstrate dramatic gains in student achievement. Highlands was recognized in 2005 as a Blue Ribbon School. Schools can only be nominated every five years. The U.S. Department of Education will name the award winners in the fall of 2011. “It is a great honor for the staff, students and parents at Highlands to be nominated as a Blue Ribbon School and have the opportunity to repeat,” said Principal Peter Hodne.

Suspect apprehended in metro robberies thanks to tips BY KATIE MINTZ • SUN NEWSPAPERS Law enforcement officials are crediting the capture of a man suspected in seven metro-area armed robberies to a combination of police work and civilian tips. Edina Police Department Det. Dave Carlson said following the Edina Crime Prevention Fund’s offer of a $5,000 reward in the case Wednesday, Dec. 8, he received four phone calls naming the same suspect. “It just started rolling,” said Carlson. “From the time we got that information, within four hours we had him in custody.” Dane Robert Nelson, 20, of Albert Lea was arrested Thursday, Dec. 9, at his father’s home in Albert Lea. He was charged Friday, Dec. 10, by the Hennepin County Attorney’s Office with one count first-degree aggravated robbery, a felony. He is being held on $200,000 bail in Hennepin County Jail and will likely face additional charges. Nelson is believed to have robbed

Public Safety businesses in Edina, Richfield, Bloomington, Minneapolis and South St. Paul, as well as potentially Albert Lea. Carlson said a multi-agency investigation involving the police departments from all six cities led to the arrest of the suspect in the string of armed robberies that began Thanksgiving Day, Nov. 25. Carlson said the agencies determined early on they were looking for the same man. In each incident he was described as a white male in his 20s wearing similar clothing. As a result of news on the robberies and reward, numerous tips came in. Nelson is a former Edina resident last known to live in the city in 2008, said Carlson, and Edina residents identified him from surveillance images included in media reports. Detectives from multiple agencies were on scene to arrest Nelson, and also administer search warrants on his residence and vehicle.

When arrested, Nelson was wearing a coat that matched the description given by the clerk. If convicted, Nelson faces up to 20 years in prison and a $35,000 fine on the first-degree aggravated robbery charge. Nelson is also believed to be responsible for robberies Thursday, Nov. 25, and Wednesday, Dec. 1, at E-Z Stop Store, 1040 S. Concord St., in South St. Paul; Wednesday, Dec. 1, at Edina Market & Deli, 7102 Amundson Ave., in Edina; Wednesday, Dec. 1, and Saturday, Dec. 4, at Know Name Records, 6009 Portland Ave. S., in Minneapolis; and Saturday, Dec. 4, at SuperAmerica, 2913W. 66th St., in Richfield. Carlson said he could also be linked to a robbery in Albert Lea, but did not have additional information. Carlson said he was glad the reward helped in the apprehension of Nelson. “People were terrorized,” said Carlson. “He displayed a weapon every time he did the robberies. To take a guy off the street that committed eight robberies is very good.”

Nelson was charged in the Bloomington incident. The other investigations will also be forwarded to the Hennepin County and Dakota County Attorney’s Offices for charges, said Carlson. At press time Monday, Dec. 13, Nelson had not yet been charged in the other robberies. According to the Bloomington charges, officers were dispatched Saturday, Dec. 4, to Bobby & Steve’s Auto World, 7920 France Ave. S., in Bloomington on report of a robbery. The store clerk told police a white male approached the counter with a gun demanding money. When at first the clerk did not respond, Nelson again pulled out the gun and said “give me the [expletive] money now or I will shoot you.” The clerk complied. Based on the clerk’s description of the man, Bloomington police linked him to the other robberies. Officers prepared a photographic line-up containing a photo of Nelson. The clerk positively identified him as the person who robbed the gas station.

YUWA FROM PAGE 5 Yuwa was founded in the Hutup village in Jharkhand, one of the poorest regions of India characterized by gender inequality and minimal opportunity for youth. It used the popular sport of soccer, or football as it’s called in India, to engage and organize the local population around three initiatives: education, health and livelihood. “The impact we have in India relative to the impact we can have in our local community is astronomically different,” said Deming, who is planning the event with brother Tim Deming, a 2003 Edina graduate and fundraising coordinator for Yuwa. “For the amount we could help a few kids here, we’ve been able to engage 1,000 people in India,” he said. Since starting in October 2008 with “15 girls kicking around a soccer ball,” Yuwa

has grown to more than 250 participants and more than 1,000 people involved supporting the organization, said Deming. “Out of a village of 10,000, 10 percent of the people are in some way tangibly touched by Yuwa,” said Deming. In the last year, Yuwa’s programs utilizing team sport as a platform into the three core initiatives have grown four-fold, he said. This October, Peterson, director of finance and legal for Yuwa, even left his job at a California hedge fund to join Yuwa on the ground in India. Deming said they’ve partnered with a local low-cost private school. Yuwa participants attend the school for free and receive a much better education than available at government schools. In return, Yuwa runs study clubs, athletics and other social activities at the school, as well as a community center. Preventative healthcare and outreach efforts are also offered at the community center. In addition, Yuwa is now

providing grant and micro loans for women. One project financed the construction of a water pump in the village, saving its women a two-mile walk to the nearest facility. Deming said they are gaining a lot of ground in India. Recently, stories about Yuwa have been published in Sports Illustrated India, Business Outlook and Tehelka, a prominent Indian news source “We’re looking within two years to expand to 2,000 girls and we’re looking to continue our hub and spoke model and reach out to more and more villages,” said Deming. Through that model, Yuwa has expanded into the Hesatu village in Ormanjhi with an 18year-old graduate of its original cluster leading the program. “Our hopes and dreams for them are to become agents of social change in their region in India and spread that to future generations,” said Odland. House fire kills one in Edina Blaze cause unknown BY KATIE MINTZ • SUN NEWSPAPERS Edina Fire crews responded to a fatal fire in the early hours of Dec. 14. Fire Department Chief Marty Scheerer said firefighters were called to a single-family home on the 7200 block of Lanham Lane at 12:53 a.m. Firefighters arrived within five minutes and found the home engulfed in flames. “There was a lot of fire,” he said. “The home sustained significant damage.” A male resident was outside when firefighters arrived. He said his 74-year-old wife was still in the home. “Apparently, in an initial report, people say he jumped out of a second story window,” said Scheerer.

Scheerer said firefighters entered the house to search for the woman but were unable to find her. The victim’s body was recovered from the building around 10:15 a.m. Scheerer did not provide additional information about the woman at press time. Fire crews from St. Louis Park, Richfield, Bloomington, Eden Prairie and Hopkins also responded, as well as Hennepin County Medical Center Ambulance. The Salvation Army and Metro Transit buses assisted at the scene, helping keep firefighters warm. Scheerer said the cold weather did not affect response. “It was very cold, very difficult for the crews, but it was not an issue,” he said. He said the cause of the fire is still under investigation.

City’s Braemar Golf Dome deflates under heavy snowfall City officials expect indoor driving range to reopen by weekend BY KATIE MINTZ • SUN NEWSPAPERS Edina is dealing with its own dome collapse. The inflatable roof at Braemar Golf Dome, 7420 Braemar Blvd., tore Dec. 13, under the weight of the weekend snow. Braemar General Manager Todd Anderson said crews were planning to deflate the dome Tuesday, Dec. 14, if snow accumulated on its peak did not slide off. “About 3 p.m. Monday it did slide off on its own, but unfortunately tore the dome as it came down,” he said. The near-record storm dumped approximately 17 inches of snow on the Twin Cities and also led to the collapse of the Metrodome roof in Minneapolis.

The Braemar Golf Dome will be closed until a roughly 40-foot-wide rip in the fabric can be repaired. The dome has been deflated and Anderson said he expected repairs to begin Tuesday afternoon. “This is not a major, major patch,” he said. “We’ll be back up and good as new hopefully by the weekend.” This is not the first time the dome has sustained damage in a storm. Anderson said significant repairs were needed following the 1991 Halloween blizzard that dumped more than 2 feet of snow on the Twin Cities. The indoor driving range, built in 1983, is the largest in the Twin Cities. It opened for the season in November. It typically operates through mid-April, and is closed in the summer. Road salt FROM PAGE 1 Kevin Bigalke, administrator for the Nine Mile Creek Watershed District, which is on the state’s list of impaired waters for chlorides, said salt will have to be cut by more than half in coming years to meet federal and state water quality standards. The Nine Mile Creek Watershed District covers about 50 square miles around the creek including most of Edina, most of Bloomington, and portions of Minnetonka, Eden Prairie, Hopkins and Richfield. Bigalke said salt contamination peaks from January to April, during the same time salt is used to keep roads, parking lots and sidewalks clear. The salt dissolves in water and enters creeks and other natural water bodies through the storm system. “Nine Mile Creek is a freshwater system. The fish, insects and other wildlife that are dependent on the water in Nine Mile Creek are dependent on freshwater,” said Bigalke. “Salt affects their ability to breathe, it affects the habitat and it begins to have a real negative impact on the overall ecosystem.” Nine Mile Creek is not alone. This year, the Minnesota Pollution Control Agency added nine water bodies primarily in the metro to the list for chloride impairment, more than doubling the number previously. In the Twin Cities, the agency has brought together metro area stakeholders to develop a chloride management plan to meet requirements for impaired waters, and protect waters that are not yet impaired.

Bigalke said a study detailing the damage at Nine Mile Creek is in the final stages of review by the state agency and U.S. Environmental Protection Agency. Once approved, a reduction implementation strategy will be developed. “We will have to achieve about a 61 percent reduction in the level of chlorides in the creek,” said Bigalke. “You’re going to have to make some pretty significant reductions in what you’re applying.” The matching grants are one way of encouraging work toward that goal, he said. Residents, businesses and municipalities can apply early in 2011 for Nine Mile Creek Watershed District grants covering up to 75 percent of project costs, with a cap for individual residents at $3,000, townhome associations at $10,000 and businesses and municipalities at $25,000. Bigalke said the $100,000 given out each

year helps with a number of water quality issues, but a pot could be set aside for chloride reduction in the future. Chris Link, operations manager for Richfield’s streets and forestry division, said plow operators are enthusiastic about the efforts being implemented in the city with Nine Mile Creek Watershed District’s help. “They’ve really taken to it. It’s almost become a task to get them to put salt down,” said Link. Richfield is using its $20,000 grant, plus about $15,000 of its own money, to purchase brine tanks for five of its seven trucks, and a 5,500-gallon storage tank for the Public Works facility. Two of the city’s trucks are scheduled to be replaced next year, so will not be upgraded. “We have never conducted a pre-wetting or anti-icing program, and we’re going to start that,” said Link. Antiicing involves spraying chemicals on the street prior to snow to keep ice from forming. The city of Richfield will also install GPS devices and tracking software to monitor salt use on the city’s 125 miles of roads. Richfield is also in the Minnehaha Creek Watershed District. Link said reducing salt could mean a significant savings for the city. He said while a 60 percent reduction is the ultimate goal, initially the city is shooting for at least 30 percent. “Salt is expensive,” he said. Richfield uses approximately 1,500 tons of salt annually, and at about $65 a ton, Link said even a 30 percent reduction would mean savings close to $30,000. He said, however, safety remains the city’s top priority, and it will use the salt necessary to keep roads clear. Richfield

expects to have the brine and GPS systems in operation by the end of this winter and the effort will begin full-fledged next season. The city of Edina, which already does pre-wetting, will install GPS units on all 24 its snowplows this winter to monitor salt use and upgrade four trucks with calibration devices. “For us, beyond knowing what quantity of salt we purchase each year, we don’t have a good grasp of how much salt is applied in each watershed district,” said Edina Utility Engineer Jesse Struve. About two-thirds of the city is in the Nine Mile Creek Watershed District, and a third is in the Minnehaha Creek Watershed District. The calibration devices will allow operators to fine-tune the amount of salt applied to the road depending on weather conditions. Paired with the GPS system, the city will be able to evaluate its placement. He estimated the total project would cost about $28,000 plus labor, supplemented with the $20,000 grant. “What’s going to be helpful is that we can pull up where the salt was applied and we can review whether it’s being applied in the correct matter and quantity,” he said. Other municipalities are also making strides, said Bigalke. Several cities in the Nine Mile Creek Watershed District, and Hennepin County, have made changes to reduce salt use and become more effective with application. The city of Minnetonka is developing an advanced pre-wetting and anti-icing program for its roadways. “We have been using liquids to treat salt for probably 10 years to reduce quantities applied,” said Minnetonka Public Works Operations Manager Tom Struve, no relation to Edina’s Jesse Struve. “To target Nine Mile Creek this last summer and fall, we installed a very high-end brine manufacturing facility with the capacity to also serve Hennepin County.” Hennepin County, which has a need for additional access to brine with the addition of pre-wetting tanks on all of its new plows, entered a contract with the city. The Minnetonka Public Works facility will produce a new “hot mix” for lower temperatures comprised of 10 percent GeoMelt, a product made from sugar beets, 10 percent magnesium chloride and 80 percent salt brine. “That will take us to temperatures down below zero,” said Tom Struve. “Salt and brine are good down to about 7 or 8 degrees.” With a $5,000 grant from the Minnesota Local Road Research Board, which shares transportation research with city and county engineers, Minnetonka also equipped eight trucks with GPS. The trucks operate in the

Nine Mile Creek Watershed District, which covers about a third of the city. Bigalke said to meet the roughly 60 percent reduction level it is also incumbent upon individual residents and businesses to change habits. “It’s not just a city or road authority issue,” he said. “The cities are making some efforts to reduce the chlorides but it’s also important for residents and businesses to become more effective with their application.” He said there are several ways for individuals to reduce their use. The most effective is early shoveling. Shoveling, snow blowing and sweeping can prevent ice from forming, eliminating the need for salt. Other tips include applying a liquid deicer to sidewalks, driveways, and steps before snowstorms to minimize snow and ice build-up. If salt is used, Bigalke said it should only be used in conditions when it is effective. If leftover salt crystals are visible, in future applications, less salt is necessary. Leftover salt should be swept up for reuse or thrown away in the trash.

Biggest hockey save came after the game was over BY SUE WEBBER • SUN NEWSPAPERS Goalie Andy Bauer and his Ice Sages teammates won their hockey game Nov. 14 at the Breck Ice Arena in Golden Valley. But the win pales in comparison to the most important save of all that night: Bauer’s life. The man credited with saving his life, Casey O’Brien of St. Paul, received a Citizen’s Commendation award Dec. 7 at the Golden Valley City Council meeting, surrounded by Bauer and other teammates who helped. “It’s always great to recognize citizens,â€? Golden Valley Police Chief Stacy Altonen said. “Mr. O’Brien’s quick thinking and swift response were instrumental in saving the victim’s life. This really was a team effort.â€? Bauer, 38, a native of Crystal and an Armstrong High School graduate who now lives in St. Michael and plays in the Adult Hockey Association, said he felt fine at the end of the Nov. 14 game against the Fighting Loons. COMMUNITY NOTES Downey vice chair of budget committee State Rep. Keith Downey, R-Edina, was recently named vice chair of the House Ways and Means Committee. The committee is responsible for setting the course of the state budget and appropriations. “Facing a projected $6.2 billion deficit, it’s time to set a budget, set priorities and spend within our means,” Downey said. “I appreciate the responsibility this leadership position brings, and I look forward to

working with colleagues of both sides to develop a responsible, sustainable budget.” Downey represents District 41A, which includes most of Edina.

Michel to lead state redistricting committee Sen. Geoff Michel, R-Edina, was selected to chair the Subcommittee on Redistricting, which is a subcommittee of Rules and Administration. “I look forward to leading the

Senate’s redistricting effort with openness and transparency,” said Michel, who represents District 41 covering Edina and west Bloomington. “We will reach out to the House, the governor and the public to produce new Congressional and legislative maps that reflect our most recent population figures.” The Legislature is responsible under Minnesota statute to complete state legislative redistricting every 10 years. The process is separate from congressional redistricting and will begin next year after receiving 2010 U.S Census data. The

Subcommittee’s proposal will be presented to the full Legislature for approval before going to the governor. In Minnesota, there are 67 state Senate districts and 134 state House districts, for a total of 201 state Legislative districts. The number of districts will remain the same but district borders can be adjusted to make sure each district has approximately the same number of people in it. The Redistricting Subcommittee will be comprised of two Senate and two House members. The other members will be appointed in the coming weeks.

PUBLIC SAFETY Police report The following is a summary of selected incidents listed on the Edina Police Department weekly crime report Nov. 29 to Dec. 5. Nov. 29 – Officers responded to the report of an unknown person sleeping on a couch at a home on the 4400 block of Laguna Drive. A burglary was reported at United Subcontractors, 5201 Eden Ave. An unknown person forcibly entered the business and took a laptop and glasses valued at $1,685. Nov. 30 – Police received a report of suspicious text messages on the 6600 block of Vernon Avenue South. Dec. 1 – Property damage was reported on the 7200 block of Ohms Lane. An unknown person forcibly entered the victim’s vehicles. Nothing was stolen. An Acura vehicle valued at $3,000 was reported stolen from the 7000 block of Cornelia Drive. An armed robbery was reported at Edina Market, 7102 Amundson Ave. An unidentified person walked into the store, displayed a gun and left with $286 cash. Window scrapers and a bag valued at $11 were reported stolen from a vehicle on the 7400 block of France Avenue. A 25-year-old Minneapolis woman was arrested for selling alcohol to a minor at Pinstripes, 3849 Gallagher Drive, where she is an employee.

Dec. 2 – A 29-year-old North Mankato man was arrested for possession of marijuana and drug paraphernalia on Highway 212 at Shady Oak Road after officers stopped the vehicle he was driving for a traffic violation. His passenger, a 30-year-old Morton, Minn., woman was arrested for giving false information to police. Property damage was reported at Bredesen Park, 5901 Olinger Blvd. An unknown person damaged a door in a bathroom. A 29-year-old St. Paul was arrested for theft and possession of stolen property after taking four iPod Touches valued at $1,596 from the Apple Store at Southdale Center. A 47-year-old Brooklyn Park man was arrested for DWI on Highway 169 at Excelsior Boulevard after the vehicle he was driving was stopped for a traffic violation. A 33-year-old Minneapolis man was arrested for trespassing after he was found sleeping in an office suite on the 4600 block of 77th Street West. Dec. 3 – A 30-year-old Plymouth man was arrested for DWI on Highway 62 at Gleason Road. A 19-year-old Minneapolis man was arrested for fleeing police in a motor vehicle near the intersection of Heatherton Trail at 70th Street after officers attempted to stop the vehicle he was driving for a traffic violation.

A burglary was reported on the 4300 block of Branson Street. An unknown person entered the victim’s garage and stole a bicycle valued at $200. Dec. 4 – Police received a report of harassing text messages from the 6400 block of Barrie Road. Dec. 5 – Property damage was reported on the 7000 block of Heatherton Trail. An unknown persons egged the house. Police received a report of an unattended child left inside a vehicle on the 6700 block of York Avenue South. A burglary was reported on the 5100 block of Bedford Avenue. Jewelry valued at $9,425 was reported stolen.

Fire report The Edina Fire Department responded to the following incidents Nov. 29 to Dec. 5. Nov. 29 – Paramedic/firefighters assisted at 12 Emergency Medical Service calls. Firefighters assisted Edina Police with a welfare check and a person stuck in an elevator. Nov. 30 – There were seven EMS incidents and one vehicle crash with injuries on Gleason Road at Tanglewood Court. Firefighters responded to one false fire alarm. Dec. 1 – There were 14 EMS responses and one vehicle crash without

Dec. 3 – Firefighters responded to 10 EMS calls, investigated a malfunctioning carbon monoxide detector and two false fire alarms. Paramedics and firefighters responded to the scene of a vehicle crash without injuries on Highway 100 at West 50th Street Dec. 4 – There were five EMS responses. A fire alarm was pulled at an apartment building on the 4400 block of Parklawn Avenue. There was no fire. Firefighters assisted a person stuck in an elevator on the 4100 block of Parklawn Avenue. Paramedics responded to a vehicle crash without injuries on West 66th Street at Valley View Road. Edina Fire crews investigated a hole in the ice on the 5500 block of Hansen Road. Hennepin County Water Rescue Patrol was called to use sonar to check under the water. Nothing was found. There was one false fire alarm at Southdale Center. Dec. 5 – Firefighters responded to 10 EMS incidents and one vehicle crash was reported but the car was gone upon arrival. There were three false fire alarms.

Finance Director John Wallin said the budget proposal had assumed a 0.5 percent pay increase for all union and nonunion employees retroactive to 2010 and 0.5 percent increase in 2011 – a total budget impact of about $200,000. The Council met in closed session 5 p.m. Dec. 13, to discuss its options. The City Council directed Neal to meet with members of the Minnesota Teamsters Public & Law Enforcement Employees’ Union Local 320, which represents the

patrol officers, this week. Neal also met with the union stewards Dec. 10. “They were willing to meet with me and talk about some of the challenges in actually implementing the agreement,” he said. A call to Local 320 was not returned. The City Council will have another closed executive session 5 p.m. Tuesday, Dec. 21, prior to its last regularly scheduled meeting of the year. It plans to vote on the final budget and levy at the 7p.m. City Council meeting. The city must certify its final levy to Hennepin County by Tuesday, Dec. 28.

Wallin said the city could increase the tax levy up to 2.3 percent, the preliminary levy amount adopted by the Council in September. That would add about $300,000 more to the budget. Neal said department heads have also been asked to review their proposed budgets and identify possible service level reductions. The City Council had previously indicated a desire to keep the levy as close to a zero percent increase as possible without reducing services. It was able to cut down the preliminary levy increase from 2.3 percent to 1.15 percent this fall after refinancing construction bonds at a low interest rate. Arbitrator Janice Frankman assessed the city’s ability to cover an increase in patrol officer pay in the 16page award and decision document. She said the city’s policy of strong and prudent fiscal management, and tradition of providing a high quality of life for its residents, shows it is able. “There are several examples of recent transactions which support this conclusion,” wrote Frankman. “City Council minutes, news releases and articles, which are a part of this record, report significant equipment purchases for the Police Department, the entry into a contract with the City of Golden Valley to provide dispatch services and the hiring of a new city manager at top salary and benefits.” The city and patrol officers union entered binding arbitration earlier this year after failing to reach an agreement during contract negotiations for 20102011. Minnesota state law defines police officers as “essential employees,” which means that while they are prohibited from going on strike, they are entitled to binding arbitration to settle a contract impasse. They submitted their final offers to the arbitrator in April. Frankman held a hearing in October during which both the union and the city presented their respective arguments. The city was requesting a base salary increase of 0.5 percent in both 2010 and 2011 for the officers, while the union requested a 3 percent increase each year. In the decision, which also addresses health insurance contributions and additional pay for night shifts, Frankman said the city recognized its ability to pay, but questioned if it should. “It argues that its offer will permit it to maintain a balanced budget,” wrote Frankman. “It takes the position that the proper question here is whether, in this dire economic time, the city should pay the increase.”

BY JOHN SHERMAN • SUN NEWSPAPERS In a rematch of last year’s state Class AA girls hockey championship game, Roseville defeated Edina 5-1 Dec. 8 at Roseville Civic Center. The Hornets, who lost to Roseville 4-0 in last season’s title game, most likely outplayed Roseville in the rematch, but the Raiders capitalized by converting four power-play chances. Couple that with a hot goalie, Erika Allen, and Roseville’s win isn’t hard to explain. Allen faced 47 shots and stopped 46 of them. “From our standpoint, it wasn’t pretty,” said Edina head coach Laura Slominski. “Roseville has good depth and plays good two-way hockey. And their goalie was phenomenal.” Edina’s goalie, Maddie Dahl, made some outstanding saves, but the Raiders’ efficiency on the power play was her undoing. Dahl faced 38 shots and stopped 33. “We got down 2-0,” said Slominski. “Against a team like Roseville, that’s a tough situation. We battled back. I thought we did a good job five-on-five. We know we have to focus more on special teams.” Sami Reber, one of the metro area’s scoring leaders, scored Edina’s lone goal in the Roseville game on assists from Sarah Nielsen and Christie Brauer. Kate Flug was the dominant offensive player for Roseville with a hat trick and one assist. It doesn’t get any easier for Edina this week. A pair of non-conference games will give the Hornets a chance to atone for last week’s loss. Edina (7-2) will meet Centennial at 7:30 p.m. Thursday, Dec. 16, at Centennial Sports Center. BY JOHN SHERMAN • SUN NEWSPAPERS Edina High’s girls basketball team battled through injuries and illnesses to win two close non-conference games last week. Coach Matt Nilsen guided the Hornets to a 42-37 win over CretinDerham Hall Dec. 7 and a 49-48 win over Chaska Dec. 10. “We played the Cretin-Derham Hall game without Katybeth Biewen, who got sick on Monday [Dec. 6],” said Nilsen. With Biewen out, ballhandling duties were passed along to M.C. McGrory, but halfway through the game, she began to feel sick. Add a few nuisance injuries to the mix and the Hornets had very little margin for error. McGrory had 14 points to lead all scorers in the game against CretinDerham Hall. Jamie Bresnahan added 13 points for Edina and Lindsay Johnson had nine. After missing the Cretin game, Biewen came storming back against Chaska three nights later. “Katybeth scored our first eight points,” Nilsen noted. “In the second half, Chaska went to a triangle-and-two defense against Katybeth and M.C. That’s when Jamie [Bresnahan] took over and scored 12 points in the second half.” Biewen led Edina’s attack with 19 points while Bresnahan also had a big game. Along with her 12 points, she grabbed 10 rebounds. Paige Jones was another key Hornet contributor with eight points and nine rebounds. “Paige and Lindsay Johnson both hit big shots down the stretch,” said Nilsen. “I thought both of our wins last week were real team efforts.” As this edition was going to press, Edina (4-0) and Hill-Murray (5-0) were about to meet in a non-conference game. The Hornets will have another nonconference game later this week when they play Rochester John Marshall at 2 p.m. Saturday, Dec. 18, at the Edina High School gym. “We have played well so far, and we’re looking for new challenges,” said Nilsen. “I hope we can get healthy. We have probably lost more practice time this year than we did all of last year.”

EHS boys off to flying start Hornet basketball team tops Willmar, Andover BY JOHN SHERMAN • SUN NEWSPAPERS Edina High’s boys basketball team is off to a fast start with two non-conference wins. The Hornets opened with a 71-54 win over Willmar and followed up with an 8442 victory over Andover. “I don’t know if we’re really 17 points better than Willmar or 42 points better than Andover,” said Edina head coach Pat Dorsey. “But we’ve played well. We have a lot of depth 1-16 this year, and there’s great competition in our practices.” Nate Carlson and Philip DeBerg led Edina with 17 points each in the Willmar game and point guard Brendan Canova chipped in with 12 points. Jack McGarry followed with six points. “As the game went on, we wore Willmar down,” said Dorsey. “We didn’t really blow them out. But we’d outscore them by three over a four-minute stretch, and then we’d do it again for the next four minutes.

“Graham Woodward and Tom Hoistad were out with injuries and we also had a few guys in foul trouble, but McGarry and Derek Hill came off the bench and played well.” Against Andover, the Hornets came out firing. Five Edina players scored in double figures – Chris Thompson with 17, Canova with 12 and McGarry, DeBerg and Carlson with 10 apiece. “We have some extremely good shooters,” said Dorsey. “I know we’ll force teams to come out and guard us. Any one of six or seven players could have a big night at any time, and they all know what a good shot is.” Dorsey added that depth could be the key to Edina’s success. He used 15 players against Andover and 13 in the Willmar game. The third-string players actually increased Edina’s lead against Andover. Next for the Hornets is a non-conference game against Park Center at 7:15 p.m. Thursday, Dec. 16, at Edina Community Center gym. The Hornets will play St. Paul Central in another non-conference game at 7:15 p.m. Friday, Dec. 17, at Edina Community Center.

Academy of Holy Angels fall sports athletes earned numerous All-Missota Conference honors. Junior linebacker T.J. Patrias, senior Damon Woods, senior linebacker Charlie Haben and senior fullback John Collins were all-conference in football. Woods played several positions for the Stars, including quarterback, wide receiver, and defensive back. Senior linebacker Pat Cadle and senior quarterback Matt Workman received all-conference honorable mention. The football team finished 4-6 overall. Holy Angels defeated St. Louis Park 40-20 in the Class 4A, Section 3 quarterfinals before losing 14-7 to eventual champion St. Thomas Academy. In girls tennis, sophomore Alexa Snow and senior Katie O’Halloran were all-conference picks. Sophomore Rachel Schneider received honorable mention. Holy Angels ninth-grader Emily Vigil earned all-conference honors in girls cross country. Senior Seth Moline gained honorable mention recognition in boys cross country. Junior goalkeeper Danielle Mendez and senior defender Anna Schaefer were all-conference in girls soccer. Junior midfielder Shannon McQuillan and junior defender Ment-Veronica Prickel received honorable mention. In boys soccer, Stars senior defender Alex Elvidge and senior midfielder Charles Bower-Jernigan were all-conference selections. Granted, Andover is in a rebuilding cycle, but I loved the way Edina passed the ball and ran the fast break. Chris Thompson got hot from the corner, actually both corners, and led the Hornets with 16 points. Brendan Canova played like an allconference guard with his crisp passing, driving ability and tough defense. Speaking of defense, Philip DeBerg could emerge as the stopper and also showed he’s not timid about diving for loose balls. Hornet head coach Pat Dorsey could have the surprise team in the Lake Conference. The only question mark is size. The Hornets aren’t very big, so they will all have to be noticeable in the rebounding column.
