BY KATIE MINTZ • SUN NEWSPAPERS The Edina City Council unanimously endorsed a creek-based route for the Nine Mile Creek Regional Trail Tuesday, Dec. 7. Construction of the 7.5-mile trail in the city is still several years away. Three Rivers Park
District, which will build and maintain the trail, must first secure the estimated $20 million cost and reach an agreement with the city on specific trail design. “This is one of the most significant, controversial issues to face those of us living in Edina in the last 10 years,” said Mayor Jim Hovland at the outset of the meeting. The city first indicated its support for a regional trail more than a decade ago. It has worked closely with Three Rivers Park District over the last couple years. Minnetonka, Edina lawyers make short list for bench Patrick D. Robben, Charles H. Salter and Mary R. Vasaly are under consideration for a trial court judgeship in the Fourth Judicial District in Hennepin County. The vacancy occurred with the retirement of the Honorable Warren R. Sagstuen on Sept. 14. Robben of Minnetonka is the general counsel to the Office of the Governor, a position he has held since 2009. Previously, he was an attorney with the Morrison, Fenske and Sund law firm in Minnetonka 2007-2009, an associate attorney 2000-2005 and partner 2005-2007 with the Rider Bennett law firm in Minneapolis. He also worked as an associate attorney with the Briggs and Morgan law firm in Minneapolis and as a law clerk to Minnesota Supreme Court Justice Joan Ericksen Lancaster. Two summers ago, Edina resident Paul Axt boarded a plane for northern California. The owner of Bloomington-based MTI Inc., a sales agency for out-of-state manufacturers, had a potential new client. But the product, charging stations for electric vehicles, was a stretch from his usual parts and components. “I wanted to see these stations for myself,” said Axt, who doesn’t count himself among the tree-hugging ranks. With brother Jim Axt from Brookfield, Wis., he now runs ElectrichargeMobility the distributor of Coulomb Technologies’ ChargePoint Stations in Minnesota, Wisconsin, Illinois, Iowa and Indiana. “Most people view this as a liberal issue, but being conservative, I also like to conserve on energy use,” said Axt, who has now installed the first electric vehicle charging station in Minnesota. He was sold on the station after visiting the Coulomb headquarters in Campbell, Calif. There, he had a chance to drive the CEO’s electric Mini Cooper. “It was amazing flying down the highway at 80 miles an hour. Without a gas engine, all you could hear was the sound of the road,” he said. Almost two years ago, Axt began calling state and local government agencies, energy utilities, businesses and others

about the emerging technology, one of a number of charging stations on the market. With partner Steve Weber, CEO of Weber Electric in Shoreview, he installed the very first electric vehicle charging station in the state Monday afternoon, Nov. 29, at the First National Bank Building in St. Paul. The station is one block off of the Central Corridor light rail line that will connect St. Paul and Minneapolis. “It feels good after working hard for a year and a half to break the ice,” said Axt. He has more contracts in the works. As electric cars become more prevalent, he said there would need to be more places to charge them. He estimates there are currently about 50 electric vehicles in Minnesota, converted by their owners from standard vehicles. Most of these vehicles are electric only, and have a limited reach of about 40 miles before requiring a recharge. “It’s the chicken and the egg thing,” said Axt. “I’m not going to get an electric car if I don’t have a place to charge, and I’m not going to put in a charging station if there aren’t electric cars on the road.” CHARGING: TO NEXT PAGE No Motels, No Hype Just Honest Pricing Everyday !

tract, Cleveland-based Eaton Corp., will supply private charging stations for the city’s own electric vehicle fleet, he said. Axt said the Coulomb stations are superior to others for their reporting capabilities and accountability. The ChargePoint Stations are networked wirelessly, allowing station owners to set rates, track energy use and emissions savings online. Drivers can also view their personal use at www.mychargepoint.net, and see in real time what stations are available. The company has close to 600 across the United States. The machines can be accessed with a prepaid charge pass card from Coulomb, contactless credit card or by phone payment. Coulomb works with local utility providers to allow the stations to be shut down in case of system overload. Drivers are alerted by text or e-mail messages when their car has finished charging or if power has been interrupted for any reason. Axt said the St. Paul stations would be powered by Xcel’s wind energy program. Coulomb will offer three levels of stations – a simple 120-volt plug, a dual station with 120- and 240-volt outlets, and a forthcoming 480-volt station capable of charging a vehicle in less than 30 minutes.
FROM PREVIOUS PAGE There could be a few thousand electric cars by this time next year with the Nissan Leaf and Chevy Volt coming on the market in December, he said. The Leaf will also be 100 percent electric with a range of up to about 130 miles depending on driving conditions and habits. The Volt has an electric engine with small gas generator, giving it a range of about 40 miles on electricity only, and a few hundred miles using the gas generator. Coulomb has also been named one of two companies in a master contract with the Minnesota Pollution Control Agency allowing members of the Minnesota Electric Vehicle Coalition to purchase charging stations using unified contracts, said Axt. The Coalition includes Minnesota state agencies, the cities of Minneapolis and St. Paul, Hennepin and Ramsey counties, the Metropolitan Airports Commission, Xcel Energy, American Lung Association and other organizations. Axt said he expects to have a purchase order in place with the city of St. Paul by the end of the month for up to 10 public stations installed in municipal parking ramps this winter, and another 10 stations installed on the street this spring. It takes about eight hours to fully charge on the 120-volt, and three to four hours on the 240-volt, Axt said. Axt said the station costs roughly $6,000. Station owners like Cushman & Wakefield, which manages and leases the First National Bank Building, set the pricing and time limits. A small portion of the cost goes back to Coulomb for network management, and the rest stays with the station owner to cover electricity costs and earn profit. “It’s not a losing proposition,” said Axt, who is in talks with area businesses and educational institutions interested in the technology. It wasn’t a difficult decision for the First National Bank Building. Tanya Hemphill, general manager at the property, said installation of the charging station is one of a number of green initiatives at the downtown St. Paul property. “Being the first parking facility in the Twin Cities to offer [electric vehicle] charging stations only serves to reinforce the First National Bank Building’s position as a leader in the marketplace,” she said.

Three Rivers Park District Experts take guesswork delivers fresh gift ideas out of funeral planning When it comes to gift ideas, it’s hard to find the right fit for each friend and family member. You want to give something that’s unique, fits the recipient’s style and still fulfills a need, but doesn’t break the bank. While I can’t knit an iPad, a luggage set or a coffee machine, knitting can create those small, personal, meaningful gifts. They are not expensive or flashy and you can’t check your e-mail on them, but they show dedication and an attention to detail. I try to brainstorm all sorts of clever gift ideas before we even reach December. There are only so many dishcloths a person wants to receive over the years, you know. So last summer, I made a matching set for a sister-inlaw’s Christmas gift: a fuzzy, black hat and a skinny, long, scarf in the same yarn. In early November, I knitted a few cranberry-red coffee cup sleeves – do they become sweaters if you add buttons? – for some of my coffee-addicted relatives. Inevitably, I hit a rut and run out of ideas. Maybe I should get a tie for Dad, but I probably shouldn’t knit one. And back to the ubiquitous dishcloth patterns I go. But Three Rivers Park District sent out an e-mail last week with a few nifty, nonknitted gift ideas: • Gift cards – OK, so maybe a gift card to a favorite restaurant or clothing store is not unique, but I’ve heard that more people are trying to give gifts of activities or experiences rather than gifts of possessions. As a pre-arrangement specialist, I help people plan and pre-fund funeral and cremation arrangements. Those who know about the service often share stories like this. “My father-in-law died recently. Accepting a sudden death has its challenges, and making all of the decisions necessary can be overwhelming. While a number of situations in life can prompt a person to begin planning for death, here is one example of a common client. A woman in her mid-70s called the funeral home with questions. She was concerned that her family knew where she wanted to have her remains interred – her family plot near her parents in her hometown – and why. She was worried that her family might be distraught, therefore, not consider the important aspects of her life. She truly wanted to make the process as easy as possible for her family, while ensuring costs were reasonable and not a burden to her family. Pat Brekken has himself a new office, with a fresh view of a community he has helped reinvigorate with its credit union needs. RBCU (Richfield Bloomington Credit Union) opened its new branch at 9550 Lyndale Ave. in Bloomington. It is the unofficial offspring of a 2005 decision to move away from servicing strictly select employee groups to anyone and everyone living, working, worshiping, volunteering or going to school in Richfield, Bloomington, Edina, Fort Snelling and the Minneapolis/St. Paul Airport. And it’s one that officially signifies the commitment RBCU has made to the communities it serves. “We have a niche, and a focus on these communities,” said Brekken, RBCU’s president. “As the national economy is getting eaten up, people are really looking for local partners, and that is one of the things that we’ve talked about. We made the decision to really get involved in the local communities, and being community minded is paying a big dividends.” More so, RBCU’s decision to expand their abilities paid off equally. When it originally opened in 1957, their focus was teachers, meaning in order to be a member of the credit union, one had to be employed by the school district. Eventually, that expanded to all families with children in high school, but that still left a large gap in who could attain membership. “The students at the senior high schools were eligible, which then made their families eligible,” said Brekken. “But for the second grade families, there was no way for us to go catch them and bring them in as members, so in 2005, we basically parlayed our work with the school districts that we’ve been doing for years, and just reached a little bit further.”
Edina Public Schools has hired a new communications manager. Jerel Norton was slated to begin work Dec. 8. Norton received a bachelor’s degree in public relations and journalism from Bradley University in Peoria, Ill. He

RBCU has its branch on 77th Street in Richfield, and another office another at 4025 West Old Shakopee Road in Bloomington. But a presence in the heart of Bloomington’s business district was still a desire. “The low-hanging fruit was over here in Bloomington, because a lot of people in Bloomington didn’t know we existed,” Brekken said. “We didn’t have a real convenient location for them. We did a big market research study as far as where to put branches up, and 98th and Lyndale is still considered the downtown of Bloomington from a business perspective, and fortunately, that is basically where we ended up.” The 16,000-square-foot location features two floors, with the main branch on the first floor, and a call center and some executive offices on the second – one of which is Brekken’s. The City of Bloomington originally green lighted a 40,000-square-foot building, and Brekken said the current building could handle an 18,000-square-foot expansion at some point. “It’s a beautiful building,” Brekken said. “And it gives us a great presence.”

PUBLIC SAFETY Police report The following is a summary of selected incidents listed on the Edina Police Department weekly crime report Nov. 22-28. Nov. 22 – A burglary was reported at Allevia Care, 5780 Lincoln Drive. Unknown persons forcibly entered the business and stole laptops and a TV valued at $5,102. Property damage was reported on the 6500 block of Stauder Circle. An unknown person damaged the victim’s yard light. Sunglasses valued at $560 were reported stolen from Louis Vuitton, 3625 Galleria. Nov. 23 – A 23-year-old Bloomington man was arrested for DWI near the intersection of 66th Street West and Thomas Avenue South after the vehicle he was driving was stopped for a traffic violation. A 20-year-old Bloomington man who was a passenger in the vehicle was also arrested for DWI after he attempted to take control of the vehicle following the first man’s arrest. Wheels and tires valued at $5,800 were reported stolen of several vehicles at Key Cadillac, 6825 York Ave. S.
Unknown persons cut through a fence to enter the lot. A 23-year-old Minneapolis man was arrested for possession of marijuana on the 6900 block of York Avenue South after the vehicle he as driving was stopped for an equipment violation. Nov. 24 – Property damage was reported at Clear Choice, 7450 France Ave. S. An unknown person damaged the air conditioning unit. A credit card was reported stolen on the 5800 block of Creek Valley Road. A suspicious person was reported in the backyard of a home on the 5200 block of Evanswood Lane. Officers were not able to locate anyone. Nov. 26 – Gifts valued at $260 were reported stolen from a vehicle at Southdale Center. A wallet and its contents valued at $154 were reported stolen from a woman’s purse while she shopped at Cub Foods, 6775 York Ave. S. A purse and its contents valued at $25 were reported stolen from a vehicle at LA Fitness, 4175 76th St. W. A 52-year-old Bloomington woman was arrested for theft at Barnes and

Nov. 27 – A 17-year-old male was arrested for theft, giving a false name to police and driving without a license near the intersection of Blake Road and Eden Prairie Road after officers responded to the report of a gas drive off at Holiday. Property damage was reported on the 6300 block of Colony Way. An unidentified person damaged a patio window at the residence. A suitcase and its contents valued at $1,035 were reported stolen from a vehicle on the 4600 block of 77th Street West. Nov. 28 – A 19-year-old Minneapolis man was arrested for possession of marijuana and drug paraphernalia at Southdale Center after Southdale security officers reported someone smoking marijuana.
Fire report The Edina Fire Department responded to the following incidents Nov. 22-28. Nov. 22 – Firefighters responded to the report of a fire in an office building on the 3400 block of West 66th Street. Nothing was found, but firefighters determined the report was made with good intent. Paramedic/firefighters assisted at 12 Emergency Medical Service calls. Nov. 23 – Firefighters assisted an apartment manager on the 4100 block of
Parklawn Avenue reset the fire alarm system after someone pulled the alarm. A carbon monoxide alarm malfunction was investigated and found to be from a low battery in the battery backup. Construction workers damaged a fire sprinkler head on the 5600 block of Lincoln Drive. The system was shut down and drained. Firefighters also responded to nine EMS incidents and three false fire alarms. Nov. 24 – There were 10 EMS responses and one vehicle crash without injuries on France Avenue and West 69th Street. Richfield Fire Department requested Edina Fire assist at a possible fire in an apartment building on the 7700 block of Penn Avenue. No fire was found. There was one false fire alarm. Nov. 25 – There were seven EMS incidents. Nov. 26 – A smoldering light fixture on a pole in a parking lot on the 7100 block of France Avenue was extinguished. Firefighters responded to 11 EMS calls and one false fire alarm. Nov. 27 – Firefighters responded to 11 EMS calls and one vehicle crash with injuries at the intersection of Vernon Avenue and Tracy Avenue. One false fire alarm was reported at Southdale Center. Nov. 28 – Firefighters checked a home after a carbon monoxide alarm sounded. A low back-up battery was found to be the cause. There were 13 EMS incidents and one false fire alarm.

Police looking for robbery suspect BY KATIE MINTZ • SUN NEWSPAPERS Edina Police are investigating the armed robbery of an Edina convenience store on the evening of Dec. 1. A man entered Edina Market, 71st Street and Amundson Avenue, about 5:15 p.m. and displayed what appeared to be a black semi-automatic handgun, according to the Edina Police Department. The cashier complied with his demand for money before he left the store. There was no one else present in the store. No injuries were reported. The suspect is described as a white male in his 20s, approximately 5-foot-11 weighing 200 pounds. He was wearing a black hooded sweatshirt under a green puffy jacket, jeans and brown boots. He left the scene in vehicle described as tan small, four-door vehicle. The driver-side rear small window was broken out. The man may have been involved in two similar incidents Thursday, Nov. 25, and Wednesday, Dec. 1, at a convenience
PUBLIC SAFETY Edina Police recieve pet oxygen mask The Edina Police K-9 Unit will receive the donation of a pet oxygen mask from Philadelphia-based PetPlan pet insurance. The company is donating the masks to fire and rescue departments across the country to help pets recover from smoke inhalation suffered during home fires. To date, 26 emergency responders have been selected.

Moms ROCK group shares pajamas and children’s books Edina-born author speaks at Eden Prairie breakfast session BY PAUL GROESSEL • SUN NEWSPAPERS Mothers can do, explain and talk about a lot when they work together. Or when they just have breakfast together. After a morning meal at Pax Christi Church in Eden Prairie on Wednesday, Dec. 1, a room full of mothers in the group Moms ROCK (Raising Our Christian Kids) donated clothing for hospitalized children and learned how children’s book author Nancy Carlson has used her own parenting experiences to create some of her many books. Moms ROCK gathers twice a month, and anyone can attend a meeting (which includes a meal and usually a speaker) for $7. Getting hospitalized children new, comfortable pajamas to replace the hospital garments was part of the Dec. 1 meeting.

Now 5 years old, her daughter is healthy and cancer-free, but Berezovsky’s group continues taking clothing and donations to reach out to children in the hospital.

“After many, many times in the hospital, I just figured I had to do something good,” Berezovsky said. She said hospital clothes can be a constant reminder that a child is sick, so regular, comfortable pajamas can be mentally and physically helpful for everyone involved. So, she began the program after she was asked to speak with hospital staff about the ordeal with her child. After that, she received her first donation of 35 pajama outfits and her idea grew from there. To date, Sweet Dreams for Kids has brought almost 2,000 pairs of new, donated clothes to hospitals. And, Berezovsky’s story was just the opening of the meeting. After her talk, writer and illustrator Carlson talked about how she became a children’s book author and how she used her experiences as a mother to craft her pages. Carlson, an Edina native, attended The University of Minnesota Duluth for a year before attending and graduating from the Minneapolis College of Art with a fine arts degree. After spending a year traveling and
working on art in Europe, she illustrated for metro-area magazines and publications, before finding a publisher to being her illustrating and then writing career. “I write about my life and about my children’s,” Carlson said. For instance, she went to her son Patrick’s school conference in fourth grade, and she thought it was going to be a good conference, Carlson said. Carlson said the first thing the teacher said to her was, “Your son knows 101 ways to sit in a chair.” As she left the conference, the teacher said that would make a good idea for a book. And, it did. It became the book “Sit Still,” and Carlson even used the teacher’s line as the first sentence. “Patrick knows 101 ways to sit in a chair.” Other book inspirations also include her two other children, her distaste for fruitcake and an instance from her childhood, when she brought home a snake from camp, which later escaped into the heating system of her family’s home. After talking with a Minneapolis school system kindergarten teacher and a principal in the late 1980s, she discovered they sometimes had 100 students come to the first day of school and they’re not registered and are unprepared, she said. They told her she should write a book about preparing for kindergarten. That book was “Look Out Kindergarten Here I Come,” which singer Dolly Parton used as part of her Imagination Library program. At the time, the program gave a book every month to every baby born in Tennessee until they were 5 years old, Carlson said. That program has been taken over by the United Way, and that agency has replicated the giveway in many states, Carlson said. That’s just one of the recognitions out of several awards and honors she’s received. Carlson has had more than 60 books published, talks in schools and at other events nationwide. After fleeing police, Richfield man arrested for DWI BY MIKE HANKS • SUN NEWSPAPERS A Richfield man with three driving while impaired convictions during the past 10 years is facing a first-degree DWI charge after a low-speed pursuit and confrontation with Bloomington police. The 38-year-old man was charged Nov. 30 in Hennepin County District Court with one felony count of driving while impaired. If convicted he faces 37 years in prison and a fine of up to $14,000. The man was arrested following a report of a possible drunken driver Nov. 28 at T.G.I. Friday’s in Bloomington. The man appeared to be intoxicated and refused recommendations to take a taxi home from the restaurant near Bloomington’s Mall of America, according to the complaint. Bloomington Police arrived at the restaurant and determined that the man’s red Chevrolet Blazer was parked

in the lot of a nearby restaurant. They observed the man leave the parking area, exit onto Old Shakopee Road and drive westbound toward Highway 77, according to Bloomington Police Commander Mark Stehlik. The man weaved as he drove westbound at approximately 11 p.m. He turned onto the entrance ramp for Highway 77 north and nearly hit a light pole along the shoulder of the road as he made his way toward the highway, Stehlik said. Officers following the man attempted to make a traffic stop, but the man ignored them and headed north on Highway 77 at approximately 30 mph, Stehlik noted. The man exited at Killebrew Drive and drove back to the restaurant parking area where the pursuit initially began. In the parking lot the man was instructed by police to exit the vehicle with his hands up. He said he was going to park the vehicle instead and
proceeded to do so. He then exited the vehicle and approached officers, ignoring orders to stop and put his hands up, Stehlik explained. Officers forced the man to the ground and eventually handcuffed him, despite his resistance, Stehlik said. The man made threats toward officers before and after his arrest. When the handcuffs were removed for a Breathalyzer test at the Bloomington police station the man raised his fists and made another threat toward officers. He was shot twice with a Taser after disregarding police orders, Stehlik noted. The man never submitted to any tests of his level of intoxication. He was previously convicted for driving while impaired in October 2001, December 2002 and May 2004. His license was canceled at the time of his arrest and his vehicle was impounded, according to the complaint.

Whipple said the last thing he remembers from the Friday evening, Nov. 26, game between Wayzata and St. Paul’s Highland Central is feeling dizzy. It was the 54-year-old referee’s third match of the day at the Girls’ Cake Eater Classic. “It was a pretty fast-paced game for a U-14 game. I remember working really hard to keep up with the speed of play,� said Whipple, who grew up in Edina and has been a referee for more than 25 years. Justin Johnson was on duty as an EMT with Blue Line Medical Services, Inc., which provides EMTs for sporting events. Minnesota Hockey, the statewide governing body for amateur and youth hockey, requires EMTs present at all tournaments. The Edina native and Minneapolis firefighter said when he saw Whipple collapse face-first on the ice, his training automatically kicked in. “I ran onto the ice and turned him over,� said Johnson. “It was obvious he was in cardiac arrest. There was no pulse.� He yelled for someone to call 911 and retrieve the rink’s AED. He was joined on the ice by Dr. Nick Schneeman, a physician at North Clinic in Robbinsdale, whose daughter plays for Highland Central. “He’s really lucky. He got immediate CPR and rapid defibrillation,� said Schneeman, who began administering CPR. Meanwhile, Plymouth resident Mary Kay Hobday, a nurse of 20 years, went with husband Paul to get the AED from the front counter. Physical therapist Lisa Leininger of Plymouth, whose daughter is also on the Wayzata team, assisted setting up the AED as Schneeman and Johnson continued CPR. “If you know how to do it, you go do it,� said Hobday of the fast response. “And everyone should know how to use an AED. It’s so easy.� According to the American Heart Association, a person’s chance of surviving cardiac arrest is reduced 7 to 10 percent with every minute that passes without CPR and defibrillation. chance of survival, but the shock from an AED is what restores heart rhythm. When an Edina Fire ambulance arrived four minutes after the 7:01 p.m. emergency call, Whipple was already speaking. “By the time our paramedics got there he was conscious, had some chest pain, but he was doing very, very well,� said Scheerer. Whipple was transported to Park Nicollet Methodist Hospital in St. Louis Park. He was released Monday, Nov. 29. “I’m very impressed with the training people have received in how to respond to an event like this,� he said, thanking the first responders, arena and hospital staff. “They all knew exactly what needed to be done.� Scheerer said the incident demonstrates the importance of early CPR and defibrillation. He said nearly all city of Edina buildings, including Braemar Arena, are equipped with an AED. Most of have been donated to the city. “It’s very, very important to do early electricity combined with CPR, and this is a great example of how it’s all supposed to work,� said Scheerer. Scheerer said the Edina Fire Department plans to recognize those involved in the rescue at an upcoming Edina City Council meeting.

During the public hearing that packed Council Chambers and overflowed into the lobby at City Hall, about 50 residents spoke â&#x20AC;&#x201C; some in favor of a creek or street route, some against the trail altogether and many with questions and concerns. The endorsed creek-based trail will run roughly from the northwest corner of the city near the Highway 169 overpass at Londonderry Road to the southeast corner at York Park on city-owned parkland. Resident Harvey Johnson, representing a group called Save Nine Mile Creek, agreed with Hovland that the project is significant. â&#x20AC;&#x153;The regional trail is really, to me, the biggest impact of any project Edina has seen that I can remember,â&#x20AC;? he said, asking for additional study by the city. The creek-based route is directly adjacent to 243 properties. In the initial layout, which is still subject to change, the average distance from these homes

to the trail is 175 feet. Three come within 25 feet. Several homeowners argued that the trail would negatively affect their privacy, property values, as well as the environment. Those in support of the creek-based route spoke largely to its recreational opportunities and of its safety versus a street-based route. â&#x20AC;&#x153;I believe the creek-side route of the Nine Mile Creek Regional Trail will be a tremendous asset to the city,â&#x20AC;? said resident Mary Lilja. â&#x20AC;&#x153;It opens up public land that has only previously been enjoyed by a few for all of us to enjoy.â&#x20AC;? The street option would have been constructed on public right-of-way adjacent to the road at a $17 million cost. The annual estimated maintenance cost for the entire Nine Mile Creek Regional Trail, including portions in Richfield and Hopkins is $185,000. The Richfield segment is currently under construction and work on the Hopkins segment will begin this winter. With endorsement for a creek-based route from the Edina City Council, Three Rivers will now take the proposal to the Nine Mile Creek Watershed District, Edina School District and then Three Rivers Park District Board of Commissioners for approval.

Five steps to create and keep a holiday budget Unless you’re among a select group of people, sitting down and creating a budget does not sound like much holiday fun. Senior citizens and Baby Boomers love to be able to do something special for their children and grandchildren during the holidays. Nevertheless, in tough economic times, the Better Business Bureau of Minnesota and North Dakota (BBB) advises that taking the time to map out your spending in November will help ease the strain of a holiday financial hangover in January. According to a survey by Consumer Reports, shoppers planned on spending about $699 over the holidays last year, but, in a follow-up survey, admitted to actually spending closer to an average of $811 – 16 percent more than planned. Creating a budget, and being disciplined
enough to follow it, is one of the best ways to avoid overspending during the holidays. “While it isn’t the most festive way to spend an evening, sit yourself down with a calculator and crunch the numbers, because challenging economic times mean that few people can afford to spend with abandon,” said Dana Badgerow, president and CEO of the BBB. “Building a budget and sticking to it over the holidays is the best way to get your new year off to a good start.” Step One: Consider your Income. The first step is to measure how much money is coming in. Add up your monthly salary along with your spouse’s and any child support payments, dividends or interest payments and other sources of income. Especially for a senior citizen on fixed income, this
step is vital. Step Two: Add up regular monthly expenses. Adding up expenses is usually harder than determining your income because there are so many more factors to consider. Start with your rent or mortgage, utilities and credit card payments. Also factor in other expenses for gas and car maintenance, healthcare and groceries. Step Three: Estimate Extra Holiday Expenses A lot of little purchases have a way of adding up over the holidays and it’s important to consider all of the expenses of the season including: - Gifts - Make an itemized list of everyone you want to buy presents for

User fees cover staff and capital costs, rather than property tax levies. Despite profiting from admission fees each year, the water park, one of the city’s most popular park enterprise facilities, has not been allowed to spend its more than $1 million in the bank on a new attraction. Instead, the money was needed to back up debt at some of Edina’s other enterprise facilities that don’t operate in the black. “There needs to be sufficient reserves [to finance debt in enterprises], but it doesn’t have to be necessarily in the fund for that debt,” said Finance Director John Wallin. Of the city’s seven enterprise funds, four are running deficits. The Braemar Arena and municipal golf courses don’t have adequate cash balances of their own, so the Edina Aquatic Center has pitched in. The special accounts not only affect
one another. Some argue they also play a part in residential and commercial tax bills, as subsidies for the struggling facilities mean less money in the city’s general fund coffers.
‘Like a business’ This September, the Edina City Council began discussing its enterprise facilities as part of the annual budgeting process The budgets for the Edina Aquatic Center, Braemar Arena, Edina Art Center, Edinborough and Centennial Lakes Parks, golf courses, liquor stores and utilities are separate from the general fund used to cover basic city operations like public safety and administration. “We operate them like a business with assets and liabilities,” said Wallin. While business-like, Wallin said the mission for city enterprise funds is not necessarily to maximize profits. The facilities, often recreational, provide services to the community that might not be available from the private sector. “Some always make money, some seldom do,” said Wallin. The structure of the funds is what’s important, he said. By comparing costs with revenue on an accrual basis, the operations have a high level of trans-
parency that allows management to make better decisions. Many other cities also use enterprise funds. The city of Eden Prairie has enterprise funds for its liquor stores and utility and storm drainage system. Bloomington has one combined enterprise fund for several parks including golf courses, ice arena, arts center and aquatics facilities. It also runs in the red.
‘Numbers weren’t public’ Edina has managed its enterprise facilities as such since they opened, some decades ago. But City Councilmember Joni Bennett said residents might not be aware of the distinction from other city operations. For the first time this year, the enterprise funds are being included in the city’s annual budgeting process, along with seven other governmental funds. Q. What happens to the ashes after cremation? A. Your cremated remains (ashes) will be handled according to your written instructions. They may be picked up by your survivors, or will be delivered or mailed for a fee.
Q. At the time of death, what is the cost for the cremation service? A. The cost of the basic cremation service which includes removal of the body from the place of death, cremation, filing of the necessary papers and cardboard container suitable for burial is presently $1395.00 for members. This is payable at the time services are rendered. The charge to non-members, whom we also service, is more.
At the time of death, our counselors are available to assist your survivors in arranging for memorial services, obtaining certified copies of the death certificate, cemetery services, grave makers and monuments, obituaries for the newspaper and paperwork for Social Security and Veterans’ benefits.
Q. How do I join the Cremation Society of Minnesota? A. Fill out the registration form and mail it to our office with a one time registration fee of $15.00 per person. This fee defrays the cost of setting up and maintaining your records. It is not refundable nor an offset to the final service costs. They’re supported with fees,” she said. “It’s good to get this out in front and have residents understand how their facilities are funded.” Others have noted the absence of the funds from the budget went against Minnesota state statute, which directs city managers to prepare an annual budget containing “all the funds of the city, except the funds made up of proceeds of bond issues, utility funds, and special assessment funds.” But Mayor Jim Hovland said that doesn’t mean the public has been kept out of the loop. Each year the enterprise funds are fully reported in the city’s audited financial statements. Every few years, managers of the facilities present business plans to the City Council. Hovland said the method provided adequate and valuable information, and he expects it to continue, but inclusion in the budget gives greater context. “I think this helps people have information more readily available and increase the transparency of the whole operation and that’s a good thing,” said Hovland.
‘It’s a tough call’ Bennett said it has been difficult to make decisions as a City Council member without knowing the whole budget picture. She said she’s been pleased with information presented at budget work sessions this fall providing far greater detail on the enterprises than anything she’s seen before. The four enterprises currently operating at a loss – funds for Braemar Arena, Edina Art Center, Edinborough and Centennial Lakes Parks, and the golf courses – are subsidized primarily by transfers from the liquor fund and construction fund, which finances capital improvements and equipment replacement. In 2009, transfers into the struggling enterprises ranged from just over $100,000 to $250,000 each. At a meeting in April, the Council was also asked to approve the transfer of roughly $300,000 in additional excess tax increment collections from 2009 to the Braemar Arena, Edina Art Center and golf enterprise funds. Bennett requested more information on the enterprise funds, noting that if the money were instead transferred to the general fund balance, the city could lower its property tax collections. “Is there money within all of the funds that can be shifted to save us from having to raise the levy?” Bennett said.
“Without out knowing what’s operating at a loss and what’s not operating at loss, it’s a tough call.” She said it’s important for the city to begin having discussions about the continued viability of some of the enterprises, and their funding sources. The liquor fund, which nets about $1 million in profits a year from the three municipal liquor stores, is slated to transfer a combined $340,000 to the golf courses, arena and art center in the proposed 2011 budget. It will also transfer an estimated $765,100 to the general fund and $150,000 to the construction fund. In addition, the five-year capital improvement plan, adopted by the Edina City Council in November, includes a $300,000 remodel of the Southdale store in 2011. But Bennett noted numbers show that in 2010, the 50th Street store was projected to be negative $15,000 in operating income, which could mean the liquor fund will be an unreliable source for subsidies in years to come. Edinborough Park and Centennial Lakes Park have historically been supported by a trust fund in addition to transfers. The trust that once held close to $10 million cannot sustain current losses indefinitely, according to Wallin. Council members asked staff to separate the numbers for the playground structure at Edinborough and its pool and fitness area for a better analysis of its operations. “To be losing $300,000 [at Edinborough] and not doing anything about it – shame on us,” said Hovland. In 2011, Edinborough was expected to spend $95,000 for a new concession stand and admission counter. For enterprise funds, expenses are also investments. The hope is that the updates draw new visitors and revenue. Other enterprise facilities are in need of repairs and updates. Braemar Golf Course’s new General Manager Todd Anderson reported this fall that the Braemar Golf Dome was in dire need of replacement. “I’m just afraid it literally may blow away,” he said. The capital improvement plan has $460,000 for a new dome tentatively scheduled in 2012. Golfers have also long wanted to see an upgraded driving range. Council members said they want to work on a long-range plan to maintain profitability at the courses. The golf course enterprise includes the 27-hole Braemar Golf Course, 9-hole Executive Course, driving range, Braemar Golf Dome and Fred Richards Executive Course. They were largely self-supported until 2008, when they began to receive transfers from the liquor fund. The golf courses received $170,000 in 2009 to help with cash flow

problems due to bond payments for the two executive courses. Without that debt, the enterprise would be profitable, Wallin said. “Their debt service, particularly from projects completed in the late 80s and early 90s, came to be $650,000 a year, and that was more than they were making,” said Wallin. There are bright spots in the enterprise funds. With that debt now dropping off – only three annual payments of $310,000 remain – the courses could begin to break even. That shift will also benefit the Edina Aquatic Center. The $1.3 million FlowRider again appears in the city’s capital improvement plan. Keprios said barring unforeseen circumstances, construction of the FlowRider will begin following the 2011 summer season. It would be ready for use summer 2012. “It’s going to be a wonderful new amenity, and only the second of its kind in Minnesota,” said Keprios.
‘Need taxpayer’s help’ Bennett said she doesn’t believe residents expect all Edina park facilities to make money, but said there should be a discussion about community priorities. “We need to be sure the public dollars we’re spending really have clear public benefit,” she said. “We need taxpayer’s help in determining whether or not that’s the case.” She said not all enterprise facilities are created equal. For instance, residents have little access to Edinborough without paying a fee, but can enjoy Centennial Lakes Park for free, she said. Throughout the budget discussions, Council members said they wanted to look more closely at enterprise funds once new City Manager Scott Neal took the helm. There was also discussion of a utility franchise fee on streetlights to help subsidize enterprises. The new revenue stream could come up for discussion in the New Year, said Wallin. Neal, who started work in Edina in early November, said it’s a good idea for City Council members to be knowledgeable about the city’s entire financial picture. “The idea that a council would spend time looking at enterprise funds is a good thing,” he said. He said he didn’t anticipate changes in the way enterprises are structured. But this December he will bring a request to the City Council to complete a community survey that would be used to kick-off the budgeting process next year. If approved, he said the survey gauging community priorities would be conducted in the first quarter of 2011. The final budget and levy for 2011 is slated for adoption at the City Council’s Tuesday, Dec. 21, meeting.

Edina girls stuck in traffic Basketball team takes two-hour bus ride, then scores 67-59 win BY JOHN SHERMAN • SUN NEWSPAPERS Normally, when you think of a twohour road trip, you think of driving to Duluth or Eau Claire, Wis., not Stillwater. But the Edina High girls basketball team had to inch its way to Stillwater High to play in a tournament during a snowstorm Dec. 3. “The trip took two hours and seven minutes,” said Edina head coach Matt Nilsen. When the Hornets got off the bus, they still had their bus legs, so they fell behind the host team 13-0 in the first round of the Stillwater Invitational.
Once the Hornets got their bearings, it was a different game, and they ended up winning 67-59. “The kids took it upon themselves to get back in the game, and by halftime, we were up five,” said Nilsen. Junior forward Lindsay Johnson led the Hornets with 18 points. Shooting accuracy was the key to her big night as she hit four of five field-goal attempts and made all eight of her free throws. Sophomore guard M.C. McGrory added 17 points and senior post Jamie Bresnahan had 12. In the finals against Eagan Dec. 4, the Hornets were firing on all cylinders and won 57-40. Junior guard Katybeth Biewen led the attack with 15 points while Bresnahan had 12 and McGrory scored nine. “It was a really good team effort,” said Nilsen. “We held Eagan to 20 points in each half.”
The Edina High senior finished 43rd in the Nike National Boys Cross Country Meet Dec. 4 in Portland, Ore. Inde led the Edina team to an 18th-place national team finish. His teammate, Edina sophomore Will Burke, placed 83rd overall.

The Edina High junior was named football captain for 2011 at the annual Hornet banquet. He won awards as Best Offensive Back and Best Defensive Back for the 2010 season. Rallis added an All-Lake Conference award to his list of credits.

Edina boys hockey team wins the close ones Hornets ease past Burnsville, Eagan BY JOHN SHERMAN • SUN NEWSPAPERS Edina High boys hockey coach Curt Giles called last week’s one-goal wins over Burnsville and Eagan “tests of fortitude.” The Hornets used Jon Cote’s goal with only three seconds remaining in the third period to beat Burnsville 5-4 Dec. 2. Two nights later the Hornets held on to beat Eagan 7-6. Edina stands 3-1 overall. “I was wondering how we would play in games like these, and our guys came out with some resolve and played hard,” said Giles. “I was trying to remember the last time we gave up six goals and won.” Traditionally, the Hornets win games with defense and timely goals, but they needed an offensive surge to keep Eagan at bay.
Steven Fogarty led Edina’s offense with a hat trick and teammate Ben Walker scored twice. In the Burnsville game, as in the Eagan game, Edina had to rely on its offense for the win. Burnsville had a 3-1 lead at the first intermission and Edina still trailed 4-3 going into the third period. Cote took it from there. He scored the tying goal with assists from Max Everson and Michael Sit at 13:55. Then he scored the game winner at 16:57 with Walker and Everson assisting. Earlier in the game Edina got goals from Sit, Everson and Matt Nelson. Giles said both Burnsville and Eagan were tough tests. “Burnsville always plays us tough,” he said. “I was surprised with Eagan’s strength, size and speed. They’re another good team from the South Suburban Conference. These games are good measuring sticks for us early in the season.” Edina will try to make it three in a
row against South Suburban Conference opponents when it plays Lakeville South at 3 p.m. Saturday, Dec. 11, at Lakeville’s Hasse Arena. “Lakeville South was only one game away from making it to state last season,” said Giles. “They’re comparable to Burnsville and Eagan. Leading up to that game we will have had an entire week of practice.”
Hornet notes • All-Lake Conference football kicker Marcus Jones is a senior wing for the Hornet hockey squad. • Edina forward Louie Nanne is the grandson of former Minnesota North Stars great Lou Nanne. • Nick Leer is the third member of his family to skate for coach Curt Giles and the Hornet boys hockey team. His older brothers, Robbie and Matt, played key roles on some of Edina’s best teams. Their dad, Robb Leer, is the former Twin Cities sports broadcaster.
Blake School’s boys hockey team has started fast with a 3-0-1 record through the first four games. Head coach John Hamre said Blake’s senior-led lineup has had a lot to do with it. “This is the first year in several years that our senior class is our biggest class,” said Hamre after his team blitzed Thief River Falls 5-1 Dec. 4. “We have tremendous chemistry, not just among the seniors, but among all of our players. The young players are fitting in well.” Blake’s win over Thief River Falls was the product of early dominance. The Bears came out of the chute fast and scored four times in the first period. Reed Mandel started it with an unassisted goal at 2:07, and then Ben Bennett scored with assists from Spencer Nass and Johnny Austin at 3:28. Later in the period, George Ordway scored from Ford Traff and Ryan Bullock. Donald Chute capped the early surge when he scored a powerplay goal with assists from Ordway and Traff. Things quieted down in the second period when neither team scored. After Evan Ose scored Thief River Falls’ only goal, Bullock responded with a goal for the Bears on assists from Nass and Zach Doerring. Ryan Hayes played solidly in goal for Blake with 16 saves. The Bears also have beaten University School of Milwaukee 4-1 and Delano 3-2. Their tie was 3-3 against Cretin-Derham Hall. “You want to be able to learn something from each game,” said Hamre. “The state tournament is a long ways off. Every team has that vision, that dream. Our team goals include being at state and winning state. At the same time, we know that we have to stay grounded.” Next for the Bears is a non-conference game against Mahtomedi at 7:30 p.m. Thursday, Dec. 9, at Blake Arena on Blake’s Hopkins campus.

Six Hornets named to All-Lake football team Edina boys make their mark vs. state’s elite BY JOHN SHERMAN • SUN NEWSPAPERS When Lake Conference football coaches met recently to determine the all-conference football team, there were tough decisions to be made. But it was not difficult to agree that state Class 5A champion Wayzata would get its share of players on the team. The Trojans ended up with eight selections while Eden Prairie and Edina each had six and Minnetonka and Hopkins each had five. “Year in and year out, this conference produces great football players,” said Wayzata head coach Brad Anderson. Among this year’s all-conference selections are six players from Edina – senior linebacker Rutger Heffelfinger, senior quarterback/running back Nate Carlson, senior wide receiver Devin Crawford-Tufts, senior wide receiver/kick returner Alex Nelson,
senior kicker Marcus Jones and junior halfback/defensive back Nick Rallis. Edina head coach Reed Boltmann said he was thrilled to have six all-conference selections. “We play in a great conference with a lot of good players,” said Boltmann. “It is an honor to compete against the best teams in the state.” Heffelfinger keyed Edina’s defense as the tackle and sack leader for the second consecutive year. He is a two-time allconference pick. “Rutger has been our leader on defense for two years,” said Boltmann. “Indiana State might make him an offer. Other schools are talking to him, too, including the U.S. Naval Academy.” Carlson started the season at quarterback and then switched to running back. “Nate gave us everything he had,” said Boltmann. “Like Rutger, Nate’s a great leader. He’s looking at Harvard and Carleton.” Crawford-Tufts led the Hornets in receptions and touchdowns. “Devin has committed to the University of Minnesota and is waiting
to see who is hired as the head coach,” said Boltmann. “He’s the fastest kid I’ve ever been around. One reason he chose Minnesota was that he was told he can also run track there.” Nelson was a scoring threat whenever he touched the ball, which was often on kickoff returns. “Alex is a three-sport athlete who would like to play football in college,” said Boltmann. “He is also a hockey goalie and a good baseball player.” Jones made his mark in Edina’s 17-14 win over Minnetonka as he kicked field goals of 37, 40 and 42 yards. “Marcus can kick in college if he wants to pursue it,” said Boltmann. “He did a fantastic job on kickoffs and extra points.” Rallis, a second-year starter, is a solid two-way player. “Nick comes from a football family,” said Boltmann. “His brothers, Matt and Mike, played for us, too. “Nick has a great future … he will be playing Division I football. He has verbally committed to the University of Minnesota.”
With a sweep of northern Minnesota powers Roseau and Warroad last weekend, the Edina High girls hockey team improved its record to 7-1. Coach Laura Slominski said the Hornets were excited to play the teams from Minnesota’s north country. “We don’t get to play them very often, although we did play Roseau in the state tournament last season,” Slominski noted. “Playing them always adds some excitement.” Edina handled the Roseau Rams 6-0 Dec. 3 at Braemar Arena. Defenseman Greer Vogl scored a hat trick to power Edina’s offense while Hornet junior goaltender Maddie Dahl earned the shutout. “The thing that impressed me most was our depth,” Slominski said. “From top to bottom, our girls played very well. Warroad posed a stronger challenge for the Hornets Dec. 4. Dahl had another strong game in goal and stopped a Warroad penalty shot. “Maddie had an incredible weekend,” said Slominski. “She has good all-around skills, but what sets her apart is her focus. Maddie is very dedicated.” In evaluating her team’s depth, Slominski pointed out the contributions of one of the new lines – Brianna Bellows, Kelly McGarvey and Liza Nessan. “They took their game up to another level in the Roseau and Warroad games,” said Slominski. The Hornets played defending state Class AA champion Roseville Dec. 8 at Roseville Civic Center. Roseville defeated Edina in the 2010 Class AA championship game, 3-0. Edina will play Centennial at 7:30 p.m. Thursday, Dec. 16, at Centennial Sports Center.
