The Edina School District took a step toward potentially deep budget cuts for the 2011-2012 school year Monday, April 11. To meet a state deadline for lay-off notices, the Edina School Board voted preliminarily to eliminate the elementary Spanish program and increase class sizes at the middle- and high-school levels. The items are among $3 million in cuts identified by district officials to meet a projected funding shortfall of up to $9 million over the next three years. The decisions will be finalized in coming months. “Nobody feels good about the fact that we need to make adjustments in our programs, or that we’re reducing options for students or that we’re impacting staff,” Supt. Ric Dressen said. “All of these reductions are hard and

Edina city manager unveils ‘Big Ideas’
When Edina hired Scott Neal last fall, it got a city manager that could moonlight as a late night host. Neal recently delivered his own top 10 list from behind the dais in Council Chambers. The 12-minute monologue includes 10 proposals to improve and enhance city government. The “Big Ideas Tour: Action Plan” video has Scott Neal reached more than 500 views since being uploaded mid-March to Edina Channel 16’s YouTube account. Council mulls meeting changes New agenda will be up for approval at April 19 meeting BY KATIE MINTZ • SUN NEWSPAPERS The Edina City Council agenda was on the agenda at its latest meeting, Tuesday, April 5. City Manager Scott Neal proposed reconfiguring the order in which certain items are presented at the twice-monthly meetings. “I have sat in on hundreds and hundreds of council meetings in my career,” said Neal, who joined the city in November with 22 years experience. “There’s a lot of ways to make a council meeting work.” His plan, first mentioned to the Council in March, would move most routine actions – like Council roll call and approval of minutes – to the beginning of the meeting before the Council progresses to more important and lengthy matters like public hearings and presentations. The City Council, member Ann Swenson absent, directed staff to bring back an official resolution accepting
most of the suggestions at its next meeting Tuesday, April 19. Council members, however, roundly rejected Neal’s recommendation that the community comment portion for resident concerns and ideas be moved to a 30-minute time slot immediately before the meeting. Currently, the public is invited to speak on any issue not otherwise on the agenda near the end of the meeting. Following Neal’s first mention of the changes in March, several residents wrote letters to the Council with concern that moving the remarks off camera before the meeting was a way to squelch citizen voices. Edina City Council meetings are broadcast on Edina Community Channel 16 and streamed on the city website, cityofedina.com. Neal said he made the proposal as a way to garner more comment, not less. Councilmember Joni Bennett analyzed the number of speakers during community comment over the past four years and found the majority of meetings – 55 percent – had none. She said no less or no more comment was given before 2003, when meetings were first videotaped. Bennett said she sees community comment as an important avenue for residents to bring information to the City Council. She said she strongly supported keeping it “in the meeting on camera,” but moving it closer to the beginning. Mayor Jim Hovland said since he’s been on the council he’s seen “everincreasing transparency,” and wants to continue that trend. He also supported keeping community comment on camera. “The [messages are] important for not only us but for the other people in the community that might be watching this on the television,” he said. Councilmember Josh Sprague agreed. “There’s some mistrust in the relationship between City Hall and the pub-
lic,” he said, adding the city must do what it can to support transparency even if it means less efficiency. Neal said he supported the Council’s wish to keep that portion of the agenda on camera. The Council directed it now appear immediately after the call to order, roll call, approval of agenda, adoption of consent items and special recognitions. Other changes OK’d by the Council include lumping all consent items – generally routine matters like bid awards and minor change orders acted on in one motion – at the beginning of the meeting so staff members can be cleared to leave. They are now acted on in one motion but spread throughout the agenda, so any that are pulled for further discussion must wait. Edina Housing and Redevelopment Authority matters will also be moved from the very beginning of the meeting to the end since it seldom has any business to discuss. The Council also considered adding the Pledge of Allegiance to the beginning of the meeting for an element of formality at Neal’s suggestion, but declined. Many other cities begin their meetings this way. Sprague said he’d like to see a local statement of purpose instead to be read aloud by Council members on a rotating basis.

Microsoft opens high-tech office in Edina Company will relocate regional office from Bloomington this fall BY KATIE MINTZ • SUN NEWSPAPERS The top floor of one Edina office building can now store enough data to host the entire iTunes – or Zune – library. The high-tech facility in Centennial Lakes Office Park, 3601 W. 76th St., however, serves a basic purpose. “Our goals are real simple,” said Don Leeke, Microsoft general manager for the seven-state north central district, during an opening event for the Microsoft Technology Center Tuesday, April 5. Industry experts at the center help business leaders solve their tech-related problems in a matter of days or weeks, he said. tom IT solutions in areas ranging from cloud computing to data sorting using its own and partner technologies. “It’s a purpose-built facility,” said Tim Floyd, director of the 16,815-squarefoot center, which officially opened about five weeks ago. “Every room we have is purpose-built for what we do.” It all starts in the “Envisioning Center,” or what he calls the “light bulb room.” In the sleek lab with theater seating, Microsoft shows it customers simulated work environments. “It really gets them thinking about how they can use software better,” he said. Then it’s on to a briefing room where they work with the customer to closely understand their goals. Detailed implementation measures are hashed out in multi-day or week architect design sessions, where a specific plan of action is created. In four proof-of-concept labs, actual technology solutions are built and tested. Each may need a dozen web servers and large amounts of storage, all powered in the “Solutions Data Center,” what’s considered the heart of the facility. Over 21 miles of data cables connect with massive computers and servers in the glass-enclosed room. Microsoft partners like Dell, Hewlett-Packard, EMC and Polycom have invested more than $5.5 million in hardware. Floyd said the data center holds some of the newest equipment on the market, including partner APC’s first-ever overrack cooling system. The boxes atop each machine contain and then cool hot air they generate, keeping the data center at room temperature. Typically, he said, an entire data center would be cooled like a giant refrigerator. Microsoft currently operates 23 tech-
nology centers worldwide, including 11 in the U.S. Floyd said all of the centers are connected by network, enabling technology sharing and cross-country and around the globe work for customers with multiple locations, from Edina to Paris. At the end, the customer leaves with a detailed process for implementation. The Microsoft Technology Center also has a training room with 24 workstations to familiarize employees with the new system. Floyd said Microsoft’s technology partners can help deploy the plan on-site. “The customers like it because it’s efficient,” said Floyd, an 18-year employee at Microsoft’s regional office in Bloomington. They’re also fans of the center’s lounge area, he said, complete with Xbox Kinect, and its device bar with all the newest laptops, tablet PCs and smartphones for perusal. Lt. Gov. Yvonne Prettner Solon, who toured the facility Tuesday, said it is vital for Minnesotans to have access to the latest technology to compete in an increasingly global economy. She said the center helps strengthen the local business environment and grow technology jobs. “If you want to experience new technology that would give you a competitive edge, then come here,” Prettner Solon said. Floyd said the Microsoft Technology Center added 10 full-time employees, bringing the company’s total in the state to about 300. Microsoft will relocate the approximately 250 employees from its Bloomington regional office to the Edina building this fall. The company also opened a retail store at the Mall of America in Bloomington last year.

Bullying forum April 26 The Edina Human Rights & Relations Commission and several community organizations will host “Reflections on Bullying� Tuesday evening, April 26, at Edina High School, 6754 Valley View Road. Original reflections in the form of videos, artwork, essays, poetry, music, rap, oral histories and photography are being accepted through Monday, April 18, for the display. How not to lose your mind when adult child moves home They’re back! Your adult children who left years ago to go to college, get married or just break out on their own want to move back in with you. Now what? One expense many parents did not plan on is the cost of their adult children moving back home. When adult children do move back, it is vital that parents do not change their financial plans to accommodate their children living at home. You may be tempted to modify your lifestyle or postpone your retirement, but this can be damaging to you as well as your adult children. By setting and enforcing expectations, this reinforces the child’s skills needed to remain independent. • Set a time limit. If your ultimate goal for your child is independence, set a limit for how long she or he can live in your house. You can adjust the deadline later if desired. LETTERS TO THE EDITOR Voter ID needed To the editor: Here’s why I think you should support legislation requiring voters to show photo identification (HF210 and SF509): When I voted in the Norm Coleman versus Al Franken election in November 2008, I went to the voter registration table and pointed to my name and said, “I’m here to vote.” The lady said, “Are you Michael DeMoss?” and I responded, “Yes.” She then asked me to
sign on the line next to my name and she gave me my ballot. I then asked her, “How do you know I am Michael DeMoss? And what would you do if someone had already signed in as Michael DeMoss earlier today?” She looked at me with a puzzled look and said, “I don’t know.” That is an invitation to voter fraud. A confession from a former one-time bully Edina ‘Reflections on Bullying’ event set “Your hair looks dumb,” I scrawled on a piece of paper. With my friends urging me on, I folded up the note and stealthily dropped it on her lunch tray when she wasn’t looking. After she finished eating, I watched her empty the tray into the trash and pick up the note. She opened it, turned it right sideup and starting crying. Instantly, I felt terrible for what I did, and not just because those same friends who had been giggling in anticipation of her reaction were now telling me how mean I’d been. The girl’s hair was actually quite lovely. It was long and thick with wavy curls. She was shy and somewhat quiet, and I knew she wanted to join my group of friends. I didn’t care one way or the other if she did, I just cared that she might upset the balance at the cafeteria lunch table – you know, too many people wanting to sit in a fixed amount of available space. When she tried to sit at our table, it meant that one of us would have to find another – in our minds, less desirable – place to eat lunch. Regretting what I’d done, I apologized to her before the bell rang. Reeling from the hurtful words, it didn’t matter to her that the note was untrue and that my apology was sincere. We never, to my recollection, spoke to each other again. At the time, I doubt any of us thought I was bullying the girl, though of course I was. It was just a regular lunchtime in the eighth grade and we were a bit bored. We’d looked around to see whom we could get a reac-

Remembering how she reacted to the note and how I felt after I’d wronged her, I tried not to bully other classmates again. I had no desire to become one of the mean girls who flung barbs at every passing student. Several decades later, I know that at times I have probably been unkind more than I intended, but my hope is always to be better than I was that day. Bullying has touched most everyone’s life at one time or another, either as the victim or the aggressor — or even as a bystander. From 6-9 p.m. Tuesday, April 26, in Fick Auditorium at Edina High School, our community will have the chance to reflect upon bullying and to discuss ways to lessen the impact it has in our lives. Called “Reflections on Bullying: Making the World a Better Place Where Bullying Doesn’t Happen,” the event will include an exhibit of submissions by community members, a showing of the film “Bullied,” and a post-movie dialogue led by a panel of local experts. But I’d do anything for my kids!” But for other parents charging rent, even a minimal amount, helps prepare the boomerang child for living independently and helps parents keep up with home finances. • Keep promises. If parents and adult children hold to their agreements and continue to respect one another, they won’t encounter many problems. Resentment can arise when either parents or children are not doing what they’ve agreed upon. If things start to unravel, have a family meeting to discuss expectations and boundaries. If a family meeting does not resolve the issues, a professional therapist may be helpful in getting the situation back on track. In a minority of cases, adult children moving back in can make the relationship between the parents and child worse, particularly if the parents feel they’re being taken advantage of or they feel that the child is not showing any definite signs of moving out. However, in most cases, it’s a positive experience for parents and children. State budget needs balanced approach To the editor: Local legislators recently held a budget briefing for citizens in Edina to discuss the omnibus finance bills passing out of the Minnesota House of Representatives. Over 50 people attended the event. People certainly made their voices heard, and are deeply concerned about the negative impacts of these omnibus bills, with drastic cuts in virtually every area. People are worried that Minnesota’s schools and universities will no longer deliver the great education that our children need. They’re concerned about deep cuts to nursing homes and other programs that help keep our seniors independent and in their homes, like Meals on Wheels and transit operations. If this recession and subsequent slow recovery have taught us anything, it’s that we need a strong safety net. Whether it’s the small business owner whose business goes under, or the 20year worker in a factory, anyone can lose their job out of no fault of their own, and when they stumble or fall down, they need to know that something reliable is there to help them pull themselves back up. We all know that cuts have to be made, but they must be made responsi-
bly. Cuts alone will decimate our economy, cause job losses, drive up property taxes even further, and reduce services that people rely on every day. Looking for long-term, sound budgeting To the editor: I am writing to express my deep concern over the current GOP federal budget proposal. Upon reading the proposal, I was immediately reminded of the famous line uttered by Ebenezer Scrooge in “A Christmas Carol.” He asked, “Are there no prisons? Are there no workhouses?” As a certified financial advisor and an Edina Rotarian, I find the GOP’s current budget deeply disturbing fiscally, economically and morally. Fiscally, as numerous studies, including Congressional Budget Office, have shown, the real problem lies with entitlement programs. Congress must focus on fair and equitable entitlement reform. Economically, most economists agree that tax rebates to low- and moderateincome families have the greatest economic impact resulting in higher corporate revenue and earnings. These fami-
lies spend everything they have to consume while high-income families save most of their tax rebates. Extrapolation of this fact is that the more Republicans squeeze low- and moderate-income households, the more the economy slows, the more corporate earnings growth slows, and the more the investment environment suffers. Morally and fiscally, the Center for Budget Policy and Priorities (www.cbpp.org/files/4-5-11bud2.pdf) makes a convincing argument of short sightedness of the current GOP budget proposal. I urge Congressman Erik Paulsen to take a courageous stance. Go beyond party politics and polls. Please vote based on what is good for our country’s people and economy long-term. BY KATIE MINTZ • SUN NEWSPAPERS A man claiming he had a bomb inside his lunchbox robbed an Edina bank late Monday morning, April 11. According to the Federal Bureau of Investigation, a lone man entered M&I Bank, 3905 W. 69th St., at approximately 10 a.m. and placed an insulated lunchbox on the counter. He told the teller there was a bomb inside. The teller complied with his demand for money and provided the man an undisclosed amount. When he opened the lunchbox and placed the money inside, the teller observed some brown paper and a wall switch. FBI Special Agent Steve Warfield said it is not known if the lunchbox contained any actual explosives. He said the bank was not evacuated following the robbery. No one was injured. The man is described as a white male in his 20s or 30s, about 6-feet-tall and 185

Edina City Council adopts business subsidy policy BY KATIE MINTZ • SUN NEWSPAPERS In what could be a sign of coming development, the city of Edina is setting policies to guide public support for private companies. The Edina City Council adopted a business subsidy policy Tuesday, April 5. A tax increment finance policy was also tabled until the Tuesday, April 19, City Council meeting. The council is slated to discuss economic development proposals at a 5 p.m. pre-meeting work session that evening. “We have interest in [tax increment financing] and we don’t have a policy in place,” said City Manager Scott Neal, adding he could not elaborate on potential proposals at the time. Neal said it was also recently discovered Edina does not have a business subsidy policy. Minnesota law requires cities to have criteria for awarding business subsidies before making any public resources available. He presented a proposed business subsidy policy based on a League of Minnesota Cities template that has been
adopted by a number of cities, often with modifications. According to the policy, which was approved 4-0, Councilmember Ann Swenson absent, business subsidies are granted to encourage private investment that would not otherwise happen. The policy gives criteria to help the city determine the number of jobs and wage levels that should result from a business subsidy. “It establishes the way we do business. It helps us be consistent,” said Councilmember Mary Brindle. First, it states each proposal should be evaluated on a case-by-case basis looking at its “benefit to the community from all perspectives, including created or retained employment positions.” If a particular project does not involve job creation, but is nonetheless worthy of support, it can be approved without any specific job or wage goals, as law allows. In cases where retention of existing jobs is the goal, the recipient must “provide evidence that the loss of these jobs is probable.” Language in the League template
stated the recipient must “reasonably demonstrate evidence that the loss of these jobs is imminent,” however Mayor Jim Hovland said he was concerned the language was too specific. City Attorney Roger Knutson said some cities use guidelines that are even more onerous, often including salary guidelines. Council members agreed to the less-demanding option. The policy also states that job and wage goals must be sensitive to economic conditions and the competitive environment in the recipient’s industry over which the recipient nor the city have control. The city retains the right to approve subsidies that “vary from principles and criteria of this policy” since it is not possible to anticipate every type of project that could benefit the city. Finally, for Edina, Neal added the requirement that a public hearing be held before any subsidy is approved. “It might be just a good idea anyway,” said Neal. The initially proposed policy for tax increment finance, or TIF, could be characterized as conservative, according to Neal.
It was tabled at the request of the city’s consultant on TIF to allow for some changes. Tax increment financing uses the increased property taxes – or the increment above the old baseline – generated by new real estate development to pay for certain costs associated with the development. In the last decade, Edina has used TIF to pay for parking ramp improvements at 50th and France, construct part of Centennial Lakes Park and raze a gas station, among other things. Neal planned to suggest the Council allow only pay-as-you-go financing, which has the developer make the initial investment. The city then pays the developer back with its increment portion of property taxes only if the property actually begins to generate higher taxes. The policy would also allow the city to recapture tax increment assistance if it was demonstrated that it was not actually needed, and requires the developer to pay for all costs association with forming the TIF agreement.

BY KATIE MINTZ • SUN NEWSPAPERS A woman named to Hennepin County’s Top 10 Most Wanted List last month in connection with an identity theft in Edina has turned herself in.
Julie Marie Cahlaway, 31, surrendered herself to the Hennepin County Sheriff ’s Office Monday, March 21, said Lisa Kiava, public information officer with the Sheriff ’s Office. Cahlaway was added to the Most Wanted List along with three others in early March by Sheriff Rich Stanek. She was wanted on a warrant for allegedly racking up more than $10,000 in expenses, including a vacation to Grand Cayman Islands with lodging at the Ritz Carlton, on a credit card she opened in a co-worker’s name.
According to felony charges filed in Hennepin County District Court in February, Cahlaway obtained an Edina woman’s personal information when they were both employed at Scicom Data Services in Minnetonka. Using the victim’s name, birth date and Social Security number, she opened a Bank of America credit card in December 2009. The victim did not find out about the theft until contacted by a collection agency in August 2010. Other items charged to the card included attorney’s fees, dining, clothing and air travel.

PUBLIC SAFETY Police report The following is a summary of selected incidents listed on the Edina Police Department weekly crime report March 28 to April 3: March 28 – A 22-year-old Hopkins man was arrested for possession of marijuana and drug paraphernalia on the 6400 block of Highway 62 after the vehicle he was driving was stopped for a traffic violation. Police received a report of suspicious transactions on a bank account from a resident on the 4500 block of 56th Street West. The fraudulent use of a Social Security number was reported at the Edina Police Station, 4801 W. 50th St. A 58-year-old Minneapolis man was arrested for driving on a cancelled license on the 3500 block of 66th Street West after the vehicle he was driving was stopped for a traffic violation. March 29 – An unidentified person attempted to cash a forged check at TCF Bank, 3330 66th St. W. A 44-year-old Edina woman was arrested for possession of marijuana and drug paraphernalia on the 5800 block of Wooddale Avenue after officers responded to the report of a disturbance. March 30 – A verbal domestic dispute was reported on the 6400 block of York Avenue South. Harassing communications were reported on the 8000 block of 78th Street West. The victim reported a former client was calling and harassing him. A briefcase and contents valued at $1,108 were reported stolen from a vehicle on the 4100 block of 76th Street West. A window had been left partially open. A 28-year-old Chicago woman was arrested for theft at Southdale Center after Macy’s employees observed her
leave the store with a purse and jewelry valued at $103. April 1 – A burglary was reported on the 5200 block of Kelsey Terrace. Officers responded to a residential alarm and found that the residence had been burglarized. The loss was undetermined. April 2 – A verbal domestic dispute was reported on the 7100 block of Tralee Drive. A 28-year-old Redwood Falls man was arrested for DWI on southbound Highway 100 at 70th Street after the vehicle he was driving was stopped for a traffic violation. A 46-year-old Minneapolis woman was arrested for theft at Cub Foods, 6775 York Ave. S., after employees observed her leave the store with merchandise valued at $99. A wallet and contents valued at $162 were reported stolen at Old Navy, 7595 France Ave. S. The victim reported she put her wallet on the counter when paying and it was taken. A 19-year-old Lakeville man was arrested for possession of marijuana and drug paraphernalia on the 7000 block of France Avenue South after the vehicle he was driving was stopped for a traffic violation. An 18-year-old Janesville woman who was a passenger in the vehicle was also arrested for possession of drug paraphernalia. April 3 – A 37-year-old Crystal man was arrested for DWI and fleeing police at the intersection of Viking Drive and Normandale Road after officers responded to the report of an intoxicated driver. A burglary was reported on the 6100 block of Jeffery Lane. A bicycle valued at $570 was reported stolen from the garage. Property damage was reported on the 4400 block of Parklawn Court. An unknown person smashed the window on a vehicle.
Fire report The Edina Fire Department responded to the following incidents March 28 to April 3: March 28 – There were four responses by paramedic firefighters for Emergency Medical Service and two investigations of false fire alarms. March 29 – The smell of smoke was reported on the 3200 block of Southdale Circle. Edina Police arrived and found smoke coming from a recreational fire. Edina fire units were cancelled en route. There were 10 incidents requiring EMS. March 30 – An engine crew and ambulance responded to a vehicle crash on Highway 62 at Gleason Road. There were no injuries. An electrical burning smell was reported on the 4600 block of Oak Drive. Firefighters did not observe an odor. The fire alarm system was found to be in “trouble mode” and firefighters advised service of the system. There were five EMS incidents and one false fire alarm. March 31 – A carbon monoxide
alarm malfunction was investigated on the 700 block of Coventry Lane. There were 13 EMS calls. April 1 – Firefighters responded to a fire alarm at a residence on the 7200 block of Trillium Lane. The oven had been turned on without removing plastic containers stored inside. Smoke from the melting plastic set off the smoke detector. There was no fire. A request for mutual aid from Richfield Fire was cancelled en route. One vehicle crash with injuries occurred on France Avenue at Parklawn Avenue. April 2 – One vehicle crash without injuries on France Avenue at West 44th Street was checked and cancelled at the scene. There were six EMS incidents and one false fire alarm. April 3 – Smoke was reported in the basement of a home on the 5600 block of Concord Avenue. The smoke was traced to a neighbor illegally burning yard waste. Automatic mutual aid responses from St. Louis Park and Richfield Fire Departments were cancelled. There were 11 EMS responses.

New ‘Life File’ form for emergency response The Edina Fire Department’s “Life File” form to assist first responders in medical emergencies is available for download at CityofEdina.com/Health. The two-page form should be completed and placed in an envelope clearly labeled “Life File” affixed to the outside of the kitchen refrigerator. Paramedics have been trained to look for the “Life File” during in-home emergencies. It has recently replaced the “Vial of Life” program, which formerly
had residents place information inside of their refrigerator. Paramedics will no longer look inside the refrigerator. Edina paramedics recommend the “Life File” include important information on allergies, medications being taken, diseases or conditions and emergency contacts. Approximately 70 percent of the district’s revenue comes from Minnesota. The district has planned two community dialogue sessions next week to get feedback on the proposed budget adjustments. Prioritized in four tiers of $750,000 each, the adjustments are based on input from community and staff members. The School Board and administration have been meeting with a 40member Budget Reduction, Reallocation and Revenue Generation advisory team to shape the plan since January. According to projections, if district enrollment and spending continue to grow at historic levels, and state funding holds steady, by the 2013-2014 school year, it will face a $9.25 million shortfall. If $2.25 million is cut this year, he said cuts of $2.4 million are estimated for the following two years, totaling just over $7 million by 2013-2014. FROM PREVIOUS PAGE parking fees wouldn’t cut it alone this year. “The numbers dictate we do it.” In the first tier, Dressen said the $750,000 comes mostly from additional revenue including $500,000 in federal stimulus, and correction of an overstaffing issue at Normandale Elementary School. The second tier – the first tier plus another $750,000 in adjustments – for the most part avoids reductions that impact class size and course options. “These again are all changes that we think we can continue to maintain our current programming,” Dressen said. Included are savings of $90,000 due to staff retirements, a $125,000 cut in staff development, elimination of some administrative and support service positions, a 5-percent cut in supply budgets, a reduction of special education staffing by $112,000 – about 1 percent of its $11 million budget – and a staff buy-out proposal. Director of Human Resources and Administrative Services Gwen Jackson said 11 teachers, clerical workers and supervisors who meet the criteria must accept the buy-out package by May 2 for it to move forward. In the third tier, the district begins to see cuts that affect students, including the elimination of elementary Spanish and secondary class size increases. Jackson said decisions Monday were necessary to meet a May 5 state deadline to place teachers on unrequested leave for the next school year. If the Board does not decide to cut through the third tier, the decisions can be reversed. School Board member Bert Ledder was the lone dissenting vote in the 6-1 decisions to eliminate elementary Spanish, which now begins in the third grade. She said she wondered, after visiting a great-niece in Iowa who attends all-day kindergarten with Spanish, how Edina students are supposed to compete globally when they can’t match the state nextdoor.
Education “I thought, what is it that we’re doing? What’s best for kids. I don’t really see that this action is what’s best for kids,” said Ledder. School Board member Lonni Skrentner said she also agonized over the decision, which has a $162,000 budget impact, but came to a different conclusion. She said the district does not have data to show the courses make a difference. However, she also said data does not show value in keeping class sizes at their current level. Others said the initial step was needed simply to keep options open. “I think we have to do what we can to preserve our flexibility,” said School Board member Cathy Cella. The board also voted unanimously to approve a slight 0.5 student increase in class sizes at the middle and high school level, a budget impact of $178,000. Other third tier items include another $125,000 cut in staff development, another $100,000 cut in special education staffing and increased student fees for Advanced Placement and technology courses. In the fourth tier, for a total $3 million in adjustments, there would be additional class-size increases at all levels or reductions in specialty areas, said Dressen. “Some of our specialty areas at the elementary level either in music, media, physical education, art, possibly band and orchestra – those could be impacted if we went into this Tier IV level of reductions to meet those needs,” he said. Jackson said all four tiers amount to the elimination of 60 full-time positions. The school board will formally review the recommended budget adjustments at a 5 p.m. Monday, May 2, workshop at the Edina Community Center. Formal action on the recommendations is expected at its Monday, May 16, regular meeting. Final approval of the budget will come in June.

Young Scholars FROM PAGE 1 Gifted Education program and Advanced Placement classes for the challenging coursework, and reduce the racial achievement gap. “When we first looked at our data I think we went gulp,” said Debra Richards, Edina’s Gifted Education Services coordinator. She said nearly all students identified for Gifted Education through assessments are white or Asian, with few to zero students from other races. Mary Manderfeld, assistant director of administrative services, said Advanced Placement enrollment at Edina High School also does not reflect demographics in the district, where 15 percent of students report minority status. “We weren’t serving all of our students,” she said. In Edina, Young Scholars is a proactive program to provide minority, English Language Learner and lowincome students with the creative- and critical-thinking skills and confidence to access gifted services. “Really what we want for all of our kids is to be the best they can be,” Manderfeld said. Young Scholars was started at Fairfax County Public Schools in Virginia and has since been adopted at districts across the nation and in Minnesota, including the Rosemount-Apple ValleyEagan School District. “It’s really an unique opportunity for our district to try and meet the needs of all of our learners and a segment of our student population that is certainly very capable but hasn’t been present in our gifted classes,” said Cornelia Principal Chris Holden. Traditional methods, such as formal testing to identify gifted students, might not catch a bright student who lacks academic vocabulary. Regular testing for

This year, 16 students at Concord and 28 students at Cornelia in grades K-2 were selected for the program. They meet with a specialist individually or in small groups for weekly activities. The part-time Young Scholars teachers are funded with a state integration grant. “There’s more than one way to a goal and this is another way to meet students needs,” said Concord Principal Rick
Sansted. “Our teachers are always looking for ways to support all of our kids in our classrooms and this is a really important piece of that.” Working with classroom teachers, Richards and Young Scholars teachers selected the students following three visits to each K-2 classroom at the schools last fall. They observed students doing activities around creative and analytical skills. “We looked for kids exhibiting gifted behavior but wouldn’t meet the criteria
[for Gifted Education Services] based on achievement,” said Richards. Next year, the program will be expanded to Countryside, Creek Valley and Highlands elementary schools. Concord and Cornelia will each add an additional year, serving students through grade 3 Richards points out that Young Scholars is not a remedial program, but falls under Gifted Education Services in the Edina district. But, while Gifted Education Services are limited to about the top 10 percent of students, Young Scholars takes close to 20 percent of students in the three groups identified for participation. Those not selected the first year will have the chance to qualify again in following years. Others were passed over because they will likely already qualify for gifted programming. Cornelia and Concord students began meeting with Young Scholars teachers in February at times they do not miss core reading and math instruction. Kindergarteners receive 30-minute sessions, while older students attend for 45minute sessions. Holden said it’s been an overall positive experience so far. “They like working on the problem solving units and the thinking skills. They like spending some intense time around very engaging lessons,” he said. Before spring break, Gina Felton, Young Scholars teacher at Cornelia, asked her students what they like best about Young Scholars. “One said, ‘I think like an adult now,’” she said. “They’re energized about coming and doing the activities.” In June, the district will hold a fourday summer camp for Young Scholars. Wattson, who also teaches Gifted Education at Highlands, said she hopes to continue expanding opportunities and access for the students. She said she encourages students like Sydney, who push themselves at Young Scholars, to also ask their classroom teachers for top-level work. “The drive these little 5-year-olds have inspires me,” she said. Initiate four financial changes prior to 2012 budget process: create a standalone employee severance fund; move Communications Department and revenue into general fund; set two-year budget starting with 2012 and 2013; improve payment methods for city services.
Shortly after joining Edina, Neal went on a “Big Ideas Tour.” Over four days in December, he met with 52 employees one-on-one to hear where they thought his efforts would be best placed. What they told him, combined with his with observations from his first five months, led to the action plan. It will be implemented over the coming year. “The changes I am proposing will eventually impact every person who works for the city of Edina,” Neal concludes the address directed at the city’s approximately 275 employees. “I believe these changes will be the start of a new workplace culture that will improve our teamwork, create a stronger sense of pride in our organization and create a higher level of confidence in our abilities from our elected officials and our residents.” Neal, in an interview with the SunCurrent, said the proposals don’t mean there was something wrong with the city’s operations. He said fresh eyes could reveal new opportunities. “We all get in a rut and it’s hard to
get out of the rut,” he said. “I’m pretty sure whoever follows me in Eden Prairie will wonder about the rut I was in there and whether they should get out of it or not.” Many of his ideas, he said, are ways to increase efficiency and improve transparency – like creating centralized systems for purchasing and responding to public information requests. Others include filling positions, and more clearly communicating city values. Presenting them in videoformat was a quick way to reach all employees in a timely manner, he said. Edina City Council members were given a heads-up about the video before it was officially released. Neal said while he hadn’t discussed the ideas word-for-word with the elected officials, they were aware of many. One common theme is creating consistency in city operations. Neal came to the city after eight years in Eden Prairie, where he did extensive work reshaping administrative services such as human resources, finance, facilities and communications. “This is an area I’m particularly interested in and if that’s where your experience lies that’s where you’re going to be looking first,” said Neal. Councilmember Josh Sprague, who
served on the city manager citizen interview panel before being elected in November, said he heard some of the ideas at that time. “He knows about making government more efficient and more effective,” said Sprague. One “Big Idea” is to coordinate purchasing. Neal said he was surprised to hear from a handful of employees that the city could save money by changing the way supplies are acquired. “There’s not much in terms of coordination,” said Neal. “We buy our own office supplies in [administration]. They probably buy their own office supplies in police. They probably buy their own in fire and in public works.” An employee committee will be appointed to come up with ways to improve the process. Neal said he wants to review their report by Dec. 1. “I have noticed a surprising lack of uniformity in the way that we present ourselves and our organization to the public,” Neal also said in the video. clerk to lead a staff committee to develop a plan that addresses those issues, as well as creates a better archiving system for information, by Sept. 1. “It’s going to be so much more productive,” said Councilmember Joni Bennett, who said she was especially pleased with the ideas to clarify city values and improve access to public information. Both will increase transparency at City Hall, she said. “I think they’re solid ideas. That’s where his expertise is so helpful,” Bennett said. A few of the “Big Ideas” involve filling or creating staff positions. First, Neal said, he will hire a dedicated human resources director by Sept. 1. The position will replace the assistant to the city manager position, which now includes human resources tasks, held by Ceil Smith, who retires this fall after 33 years with the city. Jobs for the new director will include modernizing the payroll system and reviewing employee classifications and compensation. Neal also wants to fill the assistant city manager position, which has been vacant since October, by July 1. That person will be responsible for establishing performance metrics. Working with the City Council, specific fiscal or service goals will be set for various departments. “We don’t do that here right now and we should,” he said. Neal said he would also propose creating two new positions during the 2012 budgeting process. The first is a facilities manager. “The city of Edina is blessed with hundreds of thousands of square feet of publicly-owned facilities,” Neal said in the video. “At the moment there’s no coordinated management of the care and maintenance of these facilities.” Neal said he’d soon gather the handful of employees that work in this area to discuss what is currently being done in-house and what is spent on contracted work. “I’m going to guess that between cost savings and reallocating what we use to contract, we’re going to fit a facilities manager into that mix within our current budget,” said Neal. The other position is an economic development manager. As interest grows in redevelopment projects in the city,
Neal said it would be beneficial to have a person onboard to facilitate communications between the city and private enterprises. “It’s not just about giving businesses money. That, in many ways, is not going to be what this person does if we are fortunate to bring them on,” he said. “This person will keep track of what’s going on in the business world and make sure that they know Edina is open for business appropriately.” Sprague, who emailed a link to the video to constituents who have signed up for his weekly council updates, said he heard some concern from residents that Neal was expanding government. Sprague, rather, said he saw the new positions as a consolidation into more focused initiatives. He strongly supports the economic development position and said he believes it too could fund itself. “Being a pro-growth person, I think it’s important we talk about attracting and retaining business,” said Sprague. “There are so many pots of money out there that could be accessed.” Neal finished with financial goals he’d like to initiate prior to the 2012 budget process, which will begin this summer. This year, for the first time, he wants to establish a two-year budget that will set expectations through 2013. He also wants to create a standalone employee severance fund at 50 percent of the liability. Currently, he said about 45 percent of the general fund balance each year is unofficially allocated for this purpose. He is also proposing bringing the Communications Department and its revenue into the general fund. It is now in a standalone fund that receives more than $600,000 in cable franchise fees for its use each year. “Those two things in Edina have been linked for a long time but they don’t need to be and as I have talked to people here and researched the history of it, I’m not sure anybody has a real good reason why they are,” said Neal. Finally, he wants to see the city begin offering online payment options for everything from utility bills to pool passes. “We need to make it as easy as possible for you to [pay the city] and make sure it reflects current consumer behavior,” he said.

ARTS & ENTERTAINMENT Edina tree artist has show at Arboretum Edina wood artisan Virgil Leih has returned to the Minnesota Landscape Arboretum in Chanhassen with a new 40-piece collection of full tree turnings. “Tree Trunk Treasures,” which opened Wednesday, April 13, in the Oswald Visitor Center, is the third annual showing of Leih’s works at the Arboretum. This time the pieces are smaller – between 10 and 18 inches – and range in shape from spheroids to ellipsoids – some closed, some open – and all precisely turned on Leih’s lathes to bring out the hidden beauty of the wood grain. The works are created from Minnesota woods otherwise destined for landfill wood chippers and include maple, hackberry, ash, honey locust, walnut, oak and birch. Leih will offer “artist tours” from 1 to 3 p.m. every Saturday and Sunday during the exhibit, which runs through Sunday, May 8. All the exhibit pieces are for sale, with a portion of proceeds benefiting the Arboretum.
Saturday, April 16, and runs through Monday, Jan. 30, 2012. The Arboretum’s “Plantcetera: Get the Dirt on Growing” plant information fair is also 10 a.m. to 4 p.m. Saturday, April 16. The 70-member Twin Cities Youth Symphonies’ Concert Orchestra will perform 2 p.m., Sunday, April 17. The Minnesota Landscape Arboretum, the largest public garden in the Upper Midwest, is located 9 miles west of I-494 on Highway 5 in Chanhassen. The Edina Art Center is calling for entries for its “Journeys: Healing Through Art” show, which will open Thursday, Aug. 11, at the Edina Art Center Foss Gallery, 4701 W. 64th St. The show is open to artists of all ages. Art in any medium will be considered. Work must be original and express personal healing in art. Artists are encouraged to include a brief statement about their experience of healing as it relates

Breanna’s Star event April 30 in Edina Breanna’s Gift, a non-profit arts program for children with cancer and other serious illnesses, has its third annual Breanna’s Star fundraising event 7 p.m. Saturday, April 30, at Braemar Golf Course, 6364 John Harris Drive, in Edina. The evening includes appetizers, wine and live music from Fine and Mellow, featuring Leslie Scaramuzzo, Victor Cuti and Michael Hensler. Local students excel at state science fair Several area students received awards at the 74th annual Minnesota State Science and Engineering Fair March 20-22 in Bloomington: Edina resident Addison Weiler, a senior at Breck School, received three awards for “Improving Efficiency of Organic Solar Cells using Lead Phthalocyanine,” including the Grand Award-Silver, SPIE Optics and Photonics Science Fair Award-First Place and the Wolfram Research Mathematica Software Award. Edina resident Emily Cherkassky, a
sophomore at Edina High School, received the U.S. Army Award for Scientific/ Engineering Excellence in the Computers and Mathematics Category and the Wolfram Research Mathematica Software Award for “Machine Learning for Evidence-Based Medical Diagnosis.” Edina resident Daniel Kiely, a seventh-grader at Our Lady Of Grace Catholic School in Edina, received the Grand Award-Silver and Seagate First Year Award for “Eddy Current Braking.” Edina resident Michael Portu, a senior at Breck School, place second in the high school division for the Beckman Coulter Award for “Loading Forces

Edina resident Grant Leese was recently named to the Alumni in Residence program at the University of Northern Iowa’s College of Business Administration in the marketing department. Leese, who graduated from the university in 1982 with a degree in marketing, is the retail lead director for target major accounts at Kraft Foods. Leese began his professional career with Kraft as an entrylevel sales representative 29 years ago. He has held positions including region director of retail, customer business
manager and senior retail sales manager. Employees of Edina-based Western National Insurance Group enhanced their business communication skills by completing six sessions of Speechcraft at Dan Patch Toastmasters Club. The group met for two hours weekly mid-February through March delivering prepared speeches, responding to impromptu questions and learning to evaluate their peers in a learnby-doing setting. Chapter 1 Section 100 of the Edina City Code is amended by adding the following subsection: 100.11 BACKGROUND CHECKS: The purpose of this Section is to authorize the City of Edina acting through the Police Department to access public data in the Bureau of Criminal Apprehension’s Minnesota computerized Criminal History and to make driver’s license history background checks on employees, applicants for employment, volunteers and applicants for the following City licenses: intoxicating liquor, wine, 3.2 malt liquor, refuse haulers, tobacco, peddler, charitable gambling, solicitor and massage. The City may conduct comprehensive background investigations, including but not limited to accessing data through other automated and non-automated sources and contacting references. Before the City seeks access to
restricted private data, the person must authorize the Police Department in writing to undertake the investigation and to release the information to the City Manager, and other City staff as appropriate. If the identity of the employee or applicants is in questions, verification shall be sought by fingerprint analysis. Should the City reject an applicant’s request for employment due, partially or solely, to the applicant’s prior conviction of a crime, subject to the exception set forth in Minnesota Statutes Section 364.09, the City Manager shall notify the applicant in writing of the following: (A) The grounds and reasons for the denial; (B) The applicable complaint and grievance procedure set forth in Minnesota Statutes Section 364.06; (C) The earliest date the applicant may reapply for employment; and (D) All competent evidence of rehabilitation will be considered upon reapplication. The City may periodically conduct a driver’s license inquiry upon employees or volunteers where possession of a valid driver’s license is a qualification of the position. SECTION 2. Approval of a conditional use permit requires a three-fifths favorable vote of all members of the Council. A favorable vote by the Council shall be deemed to include a favorable finding on each of the foregoing matters even if not specifically set out in the approval resolution or the minutes of the Council meeting. BUSINESS LINE Mike Hoffman, a realtor with the Coldwell Banker Burnet Edina Regional office was named Minneapolis Area Association of Realtors’ Realtor of the Year. With more than 30 years in the industry, Hoffman has served on the Association’s Board of Directors and instructs its new members in ethics. As Realtor of the Year, Hoffman was allotted a $1,000 charitable gift, which he chose to give to Fairview Behavioral Health Services toward efforts to renovate the children and adolescent behavioral health units. Dave Moen, M.D., was named president of Edina-based Fairview Physician Associates, a network of 1,200 independent, Fairview-employed and University of Minnesota primary and specialty care providers. Moen was appointed to the position by the FPA board and Fairview President and CEO Mark Eustis. He will continue to serve as Fairview executive medical director of care model innovation and network development. Priscilla Williams, president of Especially for Children child development centers and an Edina resident, was named a University of Minnesota College of Liberal Arts Alumnus of Notable Achievement. Williams, who received a bachelor’s in child psychology from the University, found Especially for Children in 1976. In its 35-year history, Especially for Children has served thousands of families in the Twin Cities area at nine locations, including two in Edina.

Hillary Crowe Crowe, who will play hockey at Harvard University next season, has been named Blake School’s Athena Award winner for 2011. Crowe has earned 11 varsity letters at Blake, three in soccer, four in hockey and four in lacrosse.

As he went through the Division I hockey recruiting process, Edina High senior defenseman Max Everson was torn between two options. On the one hand, he had an offer to play at Harvard, where he could rejoin his older brother Marshall.
He also had an offer to play in front of family and friends at the University of Minnesota. “It was hard to turn down Minnesota,” said Everson last week. “But the opportunity to play with my brother was the deciding factor.” Everson added that he’s not surprised he wound up choosing an Ivy League school. Downey, the Edina High boys swimming coach for 55 seasons, has been named to the National Interscholastic Swimming Coaches’ Association Hall of Fame. Downey started the boys swimming team at Edina High in the fall of 1956 and has been in the head coach’s position ever since. During his tenure he has won the Minnesota Coach of the Year award five times, and his Hornet teams have won eight state championships. Downey is a member of the Minnesota State High School League Hall of Fame and the Edina High Athletic Hall of Fame.
Kiltie Finsand A three-sport athlete at Edina High, Finsand has earned the Athena Award as the Hornets’ most outstanding senior female athlete of 2011. Finsand has earned 13 varsity letters, including four in Alpine skiing and three in soccer. She will play soccer at Northwestern University in Evanston, Ill., this fall.
Anders Lee The former Edina High athlete wrapped up the 2010-11 hockey season by playing with Notre Dame in the NCAA Frozen Four last week. Notre Dame lost a national semifinal game to the University of Minnesota-Duluth April 7 at Xcel Energy Center in St. Paul.

Edina girls golf team relies on junior class

Looking through the history of Edina High School hockey, Max Everson is one of only a few players to make it to the state tournament four years in a row. “It is difficult for me to pick a favorite year,” he said. “When I was a freshman I was still learning the ropes and it was a thrill to be there. My role increased in my sophomore year and I had a chance to play with my brother. At the end of my junior year, we won it all. This year, as a senior, we made a good run at it, and it was one last chance to play with the guys I have grown up with.” Everson comes from a hockey family. His father [Marshall] played high school hockey in Edina and continued his career at St. Olaf College in Northfield. His eldest son, Marshall Everson, was the leading goal scorer for the Hornets in his senior season. “My dad introduced us to hockey when we were young,” said Max Everson. “It’s a Minnesota thing and something we all love to do. My mom [Lenore] never played hockey, but she loves it as much as the rest of us do.” Everson used to play lacrosse, but now it’s all hockey, with some occasional recreational golf on the side. Everson said one reason he’s going directly from high school hockey to a Division I school is the coaching he received at Edina High. “As a defenseman, I couldn’t have had better coaches than Curt Giles and Dave Langevin,” said Everson. Giles, the Hornets’ head coach, was an NHL defenseman with the North Stars (1979-91). Everson has aspirations to follow in Giles’ footsteps as an NHL defenseman. Giles said that is a possibility. “From his junior year to his senior year, Max really improved his lateral movement,” the coach noted. “He already shoots the puck extremely well and he has good size at 6-2 or 6-3 and he has the potential to be more than 200 pounds. “I would say Max is a good pro prospect because he has the mentality and vision that he needs to be successful. His progress at Harvard will determine his future.” Everson is optimistic he will be picked in the NHL draft this spring, although he is keeping his enthusiasm in check. “I have talked with some of the NHL scouts,” he said. “Ever since I made varsity as a ninth-grader, I have thought that playing in the NHL would be a possibility. That is my ultimate goal.”

Edina boys take triangular BY JOHN SHERMAN • SUN NEWSPAPERS Sprinter Devin Crawford-Tufts of the Edina High boys track and field team is closing in on immortality this spring. In a triangular with St. Louis Park and Richfield April 7, he came within 14 one-hundredths of the national record in the 100-meter dash with a time of 10.29 seconds. The national interscholastic record belongs to Henry Neal of Greenville, Texas, who set the mark of 10.15 in 1990. Crawford-Tufts’ performance in the triangular helped Edina to a team victory. The Hornets scored 72 points to 59 for St. Louis Park and 50 for Richfield. In addition to winning the 100 dash, Crawford-Tufts won the 200 dash in 22.01 and anchored the Hornets’ 4x100 relay to victory. He stepped over to the long-jump pit and added a second place with a jump of more than 20 feet. Another highlight for Edina was its
win in the 4x800 relay with a time of 8 minutes, 17 seconds. “We met our goal, which was to qualify for the Hamline Elite meet,” said senior Aldis Inde. Inde ran on the third leg of the relay. Also carrying the baton were leadoff man Elliot Stoltz, Will Burke in the second spot and Sam Leese on the anchor leg. Sophomore Ian Collins was Edina’s standout in field events with a first place in the shot put. Senior Joe O’Connell nailed down another first place in the 1,600. Edina High’s girls track team finished third in its triangular with Richfield and St. Louis Park. St. Louis Park was the winner with 62 points while Richfield scored 59 and Edina had 55. Samantha Miller was one of the stars of the meet for Edina as she won the 800 in 2:35.29. Edina also took first place in the girls 4x800 relay.
After finishing ninth in the state Class 3A tournament last season, junior Grace Gilmore is back in the Edina High girls golf lineup. That’s good news for Hornet head coach Mark Harelstad, who watched his team place second at state last season. The Hornets lost three players to graduation – Monika Buska, Adele Henke and Aubrie Nelson. That is a tough trio to replace. However, Harelstad likes the way some of his young players have been swinging the clubs in early workouts at Braemar Golf Dome. “In addition to Grace we have two other juniors who played on our state tournament team,” said Harelstad. “Allie Buska finished 48th at state. Alie Nye was our sixth player all last year.” Senior captain Molly Hollway and senior Emily Flom are vying for varsity playing time while promising young players are led by ninth-grader Emily Romanow and eighth-grader Lillian Everson. “Emily probably would have played varsity for any other team in the state last season,” said Harelstad. So what is the season outlook, with only a handful of players returning from the state tournament squad? “It should be a fun season,” said Harelstad. “The expectations are not as high as they have been the last few years, but that could be a blessing in disguise.” Gilmore’s leadership is going to be important, Harelstad added. “She is one of those players that always seems to rise to the occasion,” he said. “Grace’s short game helps her the most. She is a phenomenal putter.” Edina has a rich history in girls golf, dating to the 1980s when Edina won three state championships. Between the inception of Minnesota girls golf in 1977 and last year, Edina has more state titles than any other school with seven. Edina teams have 14 state tournament appearances. The Hornets will get their first big test of the season when they open Lake Conference play against Eden Prairie at 2:40 p.m. Thursday, April 14, at Bent Creek Golf Club in Eden Prairie.

Hornet boys golf squad returns six letter winners Strong senior class set for 2011 campaign BY JOHN SHERMAN • SUN NEWSPAPERS Six returning lettermen make the Edina High boys golf team a Lake Conference contender this spring. Normally, a team with six veterans would be the conference favorite, but this is the Lake Conference. Wayzata comes into the season as an elite team after winning the state Class 3A title last spring. Minnetonka and Eden Prairie also have experienced players back. “We have a real good senior class,” said Edina head coach Phil Finanger. “There are more than 20 seniors trying out for the team, and they’re a talented group.” The Hornets’ leaders are senior cocaptains Nate Carlson and Nate Weidner and junior co-captain Dylan Rusk.
Other lettermen are seniors Jake Solomon and Kevin Goerne and sophomore Dane Teuteberg. “We have a good group coming back and we also have talented young golfers,” said Finanger. As the team plays more practice rounds Finanger will have a better idea if any of those young players are ready for varsity. “I have always felt the more competition there is within a team, the better the team will be,” said Finanger. “We know what some of our seniors can do. Nate [Carlson] tied for 17th place in last year’s state tournament. Dane [Teuteberg] should emerge as a really good player this year. “We know the conference is going to be very competitive.” One of the most important Lake Conference matches of the season will take place right away. The Hornets will play Wayzata at 3:30 p.m. Tuesday, April 19, at Interlachen Country Club.
