Southdale, Edina City Council meet to talk public funding Council members prefer land purchase over straight subsidy BY KATIE MINTZ • SUN NEWSPAPERS City and Southdale Center officials are working toward a plan to renovate the nation’s oldest indoor regional shopping center. The Edina City Council met with representatives from Indianapolisbased Simon Property Group, Inc., Tuesday, May 3, during a special work session. The city council previously discussed the company’s request for $5.3 million in public financial assistance as part of an approximately $30-million overhaul of the 55-year-old mall. A small majority of council members told Simon they’d rather find a mutually beneficial way to help mall renovations go forward, like purchasing land from the center to meet public needs, than shell out money for cosmetic upgrades.

John Phipps, senior vice president of development for Simon, said the largest mall owner in the country has already committed to making substantial site changes that could improve leasing. They include infrastructure investments in the former Mervyn’s space for new anchor tenant Herberger’s, moving the food court from the third to second floor, and realignment of the corridor leading to JCPenney. But he said other non-income-producing fixes don’t have the desired return on investment to win support from the publicly traded company. “If we partner with the city on that last piece, we can take what we were going to do and along with the city’s help really make a statement there,” said Phipps. Bill Hammer, vice president of development, said Southdale Center is one of 17 “transformational properties” identified by Simon nationwide. As such, the company has OK’d a basic level of enhancement at $7.3 million. He said, however, $12.6 million is recommended for the property “to really take that next step forward.” The $5.3 million

The $12.6 million project would include new restrooms, a play area, new efficient lighting, redesigned mall entrances, landscaping and more. “It’s not just painting and fixing it up but really to be able to go out and to begin to turn this property in the direction we all want to go,” said Hammer. Edina City Council members said they wanted to look at options other than providing a straight subsidy. “We sit and wrestle with that same issue you wrestle with, which is a return on investment issue,” said Mayor Jim Hovland. “We’re really wrestling with this notion of helping you with that fresh coat of paint, that $5.3 million to do hallways, to do floors, to do new entrances, to do new bathrooms, is that the kind of investment or subsidy the city should be doing?” Hovland was in strong support of using public dollars to purchase land from Simon for a transit station and water treatment facility near the mall, both meeting public needs. Simon could then use the money from the land sale

for its renovations. Mall Manager Laurie Van Dalen said she has been working with Metro Transit, a service of the Metropolitan Council, to move the existing bus stop near the JCPenney entrance away from the building closer to York Avenue. She said 64 percent of crime at the mall is related to the bus stop. Hovland and city staff also recently met with Metro Transit about the potential of building a larger transit station near the corner of York Avenue and 66th Street to accommodate the 800 riders a day that come through Southdale, Hovland said. He said that idea was well received. The city also needs to build a water treatment facility to meet growing needs in the area. “We would also solve this slippery slope problem of providing direct subsidy to the mall if we had a public purpose out there for the water treatment facility and transit station,” Hovland said. Edina Schools launches parent-driven blog The Mill tells stories of everyday life in Edina Public Schools BY KATIE MINTZ • SUN NEWSPAPERS There’s new venue for sharing stories in Edina. Edina Public Schools launched a community-sourced blog last month, as well as an official Facebook page. Doug Johnson, director of community relations and Community Education Services, said the district put a lot of thought into entering social media. “The challenge for us was making sure whatever we put in place we could maintain and we could have interest in,” said Johnson. “So many organizations do it to just do it. We want to do it well.” The unique blog, edinamill.blogspot.com, is named after Edina’s historic mill. Cheryl Gunness, a parent and editor of the blog, said it’s a modern gathering place for the community, just as the mill at 50th Street and

Minnehaha Creek was long ago. “Our Mill harnesses not the mighty Minnehaha, but instead social media tools and a cataract of community energy to gather stories of Edina Public Schools. Small stories that otherwise go unnoticed. Stories that personalize the Edina Public Schools,” wrote Gunness in the opening post. Gunness, who has a Ph.D. in English, said The Mill is not intended to share snow closures or detailed budget numbers. Those news items are already publicized on the official district website, through school newsletters and the media. “Often institutions like school districts

or cities launch a social media plan but stick to the old model of trying to push information out to people,” said Gunness, who has children in grades 2 and 5 at Highlands Elementary School. She said The Mill, which is updated every Tuesday and Friday, has only personal stories written by parents about life in Edina schools. Gunness said she is also recruiting grandparents, school volunteers, students and others to write. She said she hopes the blog represents all parts of the Edina community. Recent posts on The Mill include an account of D-Day – the May 1 deadline for many college decisions – and the story of a

9-year-old who made a pact with a friend to solve their problems with “words and not their hands.” Gunness, an avid reader, said she finds those narratives some of the most powerful, memorable and inspiring writing. The blog will also feature photos and video. “Edina Public Schools is such a mighty, large, impressive school district we sometimes lose sight of the fact that the district is made up of millions of personal moments that can help us all relate,” she said. At the end of its second week, Friday, April 29, it was “way over 1,000 hits,” said Johnson. “I have people stop me and say ‘Hey, I read the blog.’” Johnson said the district is also hoping to have 1,000 fans of its new Facebook page by the end of the year. While several school groups like Edina Hornet Athletics and Edina High School Bands already have their own pages, this is the first districtwide profile. The Mill and Facebook are linked prominently on the district website, edina.k12.mn.us.

LETTERS TO THE EDITOR Ban wood smoke To the editor: What happened to property rights? My husband and I live in Edina and enjoy our yard, deck and porch. We also enjoy having our windows open. Like everyone else, we pay property taxes for the ability to use and enjoy our property. But the past few years haven’t been so enjoyable because wood smoke from outdoor fireplaces and pits in our immediate neighborhood is polluting our air. The smell is nauseating, and it angers us to have to go inside and close up the house. We have recently learned how dangerous wood smoke is to breathe, alerting us that it is not just a nuisance, but also a very real health hazard. If people cannot smoke outside in Edina parks, why do we have to breathe secondhand smoke on our own property? Edina grants free permits to anyone for recreational fires giving them “the right” to have a fire. It seems like Edina is permitting pollution. Shouldn’t citizens also be able to get a “smoke free” permit for their property? We would like to see a ban on backyard wood fires so that Edina residents are not allowed to pollute for entertainment in this age of concern about pollution. Catherine Reeves Edina

Alternative school is good fit for daughter To the editor: I am writing to let the community know about an amazing but not wellknown resource for area students called Prairie Center Alternative School in Eden Prairie. Our daughter was struggling to keep up in a large local high school. The big, lecture-based format did not meet her learning style. She was always behind. When a family accident struck, the emotional toll of the accident and ever mounting workload proved daunting. In stepped Prairie Center Alternative. The small class sizes, and self-directed but structured classes have more than met our daughter’s needs. The atmosphere promotes higher-level thinking

EDINA without the distractions present in many larger classrooms. Real learning takes place every day sparking many new interests and avenues of inquiry. The instructors are bright, engaged and caring toward their students. The administrators are flexible and interested in each student’s success. During a recent visit, I was impressed to see all students either quietly studying or engaged in small group discussions. The first day there, our daughter took a series of tests to assess her learning style. Those have shaped her ongoing instruction. Fridays are used to perform community service or interact with outside speakers. She now gets up easily each day because she wants to go to school. Even though she is going to school at Prairie Center Alternative, her final transcript will be from her local high school. For students who have a hard time with one-size fits all, Prairie Center Alternative is a model that works. Kim Montgomery Edina

Kudos to Edina autism specialist To the editor: Julie Robinson, autism specialist at Valley View Middle School, is a true treasure and an incredible asset for the Edina schools. As a parent of a child with autism, I can tell you that our educational struggles as a family are often difficult, but Ms. Robinson has made an incredible difference both for my son and for me. She is to be commended for her superior knowledge regarding autism spectrum disorders and has been a stellar educator and advocate for my son. Autism is a vast and nebulous disability – and confusing for many people to understand. However, Ms. Robinson has helped my son’s special education team set clear educational goals and come to a better understanding of his disability. She has served as an educator for his teachers in the regular education classes he is able to attend, has advocated for all his necessary and crucial educational supports and worked more than diligently to create a successful learning environment where my son is able to make

progress. I am confident that my son’s progress this year is due to her efforts. Ms. Robinson is more than outstanding when it comes to her commitment to my son and to other students with autism. Ms. Robinson has made an incredible difference for us and we are so impressed with both her expertise as an educator of children with autism and with the caring she displays when working with his team and us a family. Gov’t not responsible for safety net To the editor: This is in regard to Dr. Lifson’s column last week (“Leaders need to step up...,” April 28): Dr. Lifson does not mention the most effective preventive for STIs: abstinence. It has been known to work 100 percent of the time. If our sex education programs simply provide a manual for having safe sex while tacitly approving sex out of wedlock, we truly have failed our youth. We have also failed our youth if we do not treat these young people as adults. Dr. Lifson’s column seems to focus on the midteens to mid-20s age group. Once this group has had the causes and results of STIs explained to them, let them make their own decisions. It can be very hip and cool to be naughty but as adults, they should understand that there are consequences to their actions and that society cannot and will not always be there to bail them out of trouble they got themselves into. The legislature has no obligation to provide a safety net for “on purpose” behavior whether it is smoking, excessive drinking, illegal drugs, or sex out of wedlock. All of these acts begin with a voluntary action on the part of these young people. To blame the legislature for not providing a safety net for the consequences of irresponsible behavior while tacitly tolerating or even approving the very acts that create these consequences is not an answer. EDUCATION Burke to lead Edina Community Education Edina Public Schools has hired Valerie Burke as its new director of Community Education Services and community relations. Burke is currently employed as the Edina Resource Center and Community Volunteer Programs coordinator for Edina Public Schools. She replaces Doug Johnson, who will retire after more than 30 years in the district. Burke will report to Supt. Ric Dressen. Her office is located in the Edina Community Center within the Community Education Services office. Burke previously worked as coordinator for St. Louis Park Public Schools’ Community Education Youth Services, supervisor for Richfield Public Schools’ Community Education Youth Program, and intern with Edina Public Schools’ Adult Programs and Business Education Partnerships, among other positions. She holds a master’s degree in community education administration from the University of St. Thomas and a bachelor’s degree in business administration from the Carlson School of Management at the University of Minnesota.

New Countryside principal named Edina Public Schools has hired Karen Bergman as principal for Countryside Elementary School. She will replace Julie Hatzung, who is

retiring at the end of this school year after 10 years at Countryside. The Edina School Board will take official action on Bergman’s hiring Monday, May 16. She will officially begin July 1. Bergman is currently principal at Meadowview Elementary and Akin Road Elementary Schools in the Farmington Area Public School District. She previously worked as the director of curriculum and instruction and also an elementary classroom teacher in Farmington. She was also an elementary classroom teacher for Brookings Public Schools in South Dakota. “Karen has a wealth of leadership skills and talents that will be a great asset to Countryside and our district as we pursue our commitment of success for all students,” said Supt. Ric Dressen. “I am very excited to have her join our Edina team.”

District awarded for financial reporting The Minnesota Department of Education Division of Program Finance recognized Edina Public Schools with its School Finance Award for fiscal year 2010. The award recognizes districts for timely submission of uniform financial accounting and reporting standards data and annual financial statement, as required by Minnesota law, as well as for having positive fund balances, demonstrating fiscal policies and procedures, and personnel training. Local governments regain variance authority BY MARC INGBER • SUN NEWSPAPERS Cities and counties have been given the OK to grant variances like they did in the past. Gov. Mark Dayton signed a bill May 5 that allows local governments greater latitude to grant zoning variances. A decision the Minnesota Supreme Court handed down in July 2010 changed the landscape for variances. The court ruled that a “municipality does not have the authority to grant a variance unless the applicant can show that her property cannot be put to a reasonable use without the variance.” That differed greatly from a 1989 decision that stated a variance could be granted if property owners “would like to use the property in a ‘reasonable manner’ that is prohibited by the ordinance.” In effect, the 2010 decision made it next to impossible for cities to grant variances, except in rare circumstances. It was handed down in the case, Krummenacher v. City of

Minnetonka. The bill Dayton signed May 5 is designed to clarify the law so that cities and counties can use the standards that had been in place for decades prior to last year’s decision. The new law states variances may be granted when applicants establish there are “practical difficulties” in complying with the official control and they intend to use the property in a “reasonable manner.” The variance law that went into effect last year affected more than $45 million in building projects, according to the 2011 Builders Association of the Twin Cities. “Any project requiring a variance was ground to a halt last summer, leaving property owners with no options to improve their property and builders and remodelers on the sidelines,” said Rich Riemersma, the organization’s president. “These projects can now move forward.” The bill went into effect immediately after Dayton signed it.

Man charged for firing gun near Southdale No injuries in Saturday, May 7, incident in center parking lot BY KATIE MINTZ • SUN NEWSPAPERS A 30-year-old Plymouth man faces a felony for firing a gun in the Southdale Center parking lot Saturday night, May 7. John Ryan Greichunos was charged Tuesday, May 10, in Hennepin County District Court with the reckless discharge of a firearm. He was released from jail on $20,000 bail. According to the criminal complaint, Edina Police Department officers were dispatched to the mall in Edina on report of a man with a gun. Officers located Greichunos speaking to a security employee in the parking lot. Witnesses said a man matching his description fired a gun into the air. When asked if he had a weapon, Greichunos said he had a gun down the front of his pants. He was handcuffed and officers recovered a loaded .45 caliber handgun. Officers also recovered one .45 caliber shell casing in the parking lot, according to the complaint.

Edina Realty supporting homeless for 15 years The Edina Realty Foundation has donated more than $6.2 million to homeless-related nonprofit organizations in Minnesota, North Dakota and western Wisconsin

since its inception 15 years ago this month. Locally, the Edina Realty offices at 6800 France Ave. and 50th Street and France Avenue in Edina have awarded nearly $500,000 to organizations that help area residents who are homeless or dealing with housing-related issues. PUBLIC SAFETY Police report The following is a summary of selected incidents listed on the Edina Police Department weekly crime report April 25 to May 1: April 25 – A 17-year-old girl was arrested for theft at Southdale Center after she was observed leaving a store without paying for $105 clothing. April 26 – An attempted burglary was reported on the 5500 block of Halifax Lane. Unknown persons attempted for forcibly enter the residence. Suspicious activity was reported on the 3500 block of Fuller Street West. A 20-year-old Edina woman was arrested for DWI at the intersection of Hazelton Road and France Avenue South after the vehicle she was driving was involved in an accident. A 51-year-old Minneapolis man was arrested for possession of drug paraphernalia and a hit and run accident on the 3900 block of 49 1⁄2 Street West after the vehicle he was driving hit another vehicle and left the scene. A wallet and contents valued at $114 was reported stolen from a locked locker at LA Fitness, 4175 76th St. W. April 28 – A Volvo valued at $17,000 was reported stolen from a driveway on the 4000 block of 44th Street West. The vehicle had been left unlocked with the keys inside. An iPod valued at $75 was reported stolen from an unlocked vehicle parked in a detached garage on the 4000 block of 44th St. W. A 24-year-old Edina woman was arrested for DWI at the intersection of 50th Street West and Maple Road after the vehicle she was driving was involved in an accident. April 29 – A burglary was reported on the 6300 block of France Avenue South. Unknown persons forcibly entered the victim’s residence and stole electronics, credit cards and cash valued at $752. A cell phone valued at $200 was reported stolen after it was left unattended in the hallway at South View Middle School, 4725 South View Lane. A laptop, briefcase and portfolio valued at $1,6000 were reported stolen from a locked vehicle parked on the 7500 block of France Avenue South. April 30 – A 19-year-old Edina man was arrested for DWI, allowing an open alcohol container and underage drinking and driving at the intersection of 60th Street West and Xerxes Avenue South after the vehicle he was driving was stopped for a traffic violation. Two Edina women, ages 18 and 19, who were passengers in the vehicle were arrested for

underage consumption and open bottle violations. A 17-year-old boy was arrested for possession of marijuana and drug paraphernalia after being found after hours in Garden Park, 5536 Hanson Road. A runaway was reported on the 6200 block of Ewing Avenue South. A juvenile boy left the residence without permission. He later returned on his own.

Fire report The Edina Fire Department responded to the following incidents April 25 to May 1: April 25 – Firefighters were called to the intersection of Garrison Lane and Wooddale Avenue after gas tank brackets broke on a vehicle and the gas tank was dragged for two blocks. No pooling of gasoline was found. A natural gas line was hit on West 70th Street near France Avenue. The gas company was on scene, pinched off the leak and began repairs. Edina Fire units were not needed and cancelled en route. A large amount of smoke was reported coming from a chimney on the 5600 block of Gate Park Road. The smoke was found to be from a wood-burning stove. There were no hazards. Paramedic firefighters responded to 12 emergency medical service calls. Four false fire alarms were investigated. April 26 – Smoke was reported at an apartment building on the 5200 block of Vernon Avenue. A cutting board made of plastic composite material had been placed on a stovetop, igniting the cutting board. Fire did not spread beyond the cutting board. Paramedics responded to a vehicle crash with injuries on Hazelton Road at France Avenue. A carbon monoxide alarm on the 6000 block of Walnut Drive was checked and found to be due to low back-up batteries. A carbon monoxide alarm malfunction was investigated on the 5500 block of Oak Glen Road. There were nine EMS incidents. April 27 – Fire units and ambulances responded to a vehicle rollover and crash that struck a house on the 6800 block of West Shore Drive. A natural gas line was struck on the 4400 block of West 70th Street. Firefighters monitored the air until the gas company repaired the line. An antifreeze leak from an emergency power generator was reported on the 7700 block of France Avenue. Firefighters found 10-15 gallons of antifreeze had spilled. The leak was

stopped and drains were plugged. Antifreeze did not enter drains or watersheds. A cleanup company was called to mitigate the spill. Firefighters were called to the 8000 block of West 78th Street on a report of someone stuck in an elevator. The elevator was working and unoccupied when firefighters arrived. A resident on the 5100 block of Blossom Court reported smoke coming from a ceiling light fixture. Firefighters investigated and did not find smoke or detect any heat signatures. There were 13 EMS responses. April 28 – There were 11 EMS incidents and one false fire alarm. April 29 – Edina fire crews responded to a request for mutual aid assistance from St. Louis Park Fire Department at

a house fire on the 3200 block of Rhode Island Avenue South. There were eight EMS responses and one false fire alarm checked. April 30 – Paramedics responded to Minneapolis to assist at a vehicle accident on 61st Street and Nicollet Avenue South at the request of Hennepin County Ambulance. Firefighters answered questions at the site of a recreational fire complaint. There were 12 EMS incidents. May 1 – Firefighters assisted an elevator company remove a person trapped in an elevator on the 6500 block of France Avenue. A fire alarm pull station was reset after a child pulled the alarm at a hotel on the 3400 block of Edinborough Way. There were 10 EMS incidents.

Edina volunteers recognized One of the city of Edina’s top awards for community service was recently presented to a philanthropist who worked to raise money last fall for a young African boy’s education. Mayor Jim Hovland presented Paul Mooty with the Mayor’s Individual Service Commendation at Edina’s Volunteer Recognition Reception Thursday, April 28, at Edinborough Park. The award is given annually to an individual for outstanding volunteer service. A past president of the Rotary Club of Edina, Mooty helped raise about $30,000 in October to pay for 6-year-old Moses Mwaura’s education in Nairobi, Kenya. Last spring, the Rotary Club of Edina brought Moses to Minnesota from Africa to have his crossed eyes surgically corrected and to repair his damaged teeth. Mooty is a current member of the Edina Community Foundation Board of Directors and past member of the Transportation Commission. He recently completed a one-year appointment as an executive in residence at the Center for Integrative Leadership at the University of Minnesota. There, he wrote a case study on the integrative leadership aspects of Rotary’s role in polio eradication, which was later used in a graduate class on leadership. Hovland presented five other prestigious awards at the Volunteer Recognition Reception. • Mayor’s Service Club Commendation: Edina Federated Women’s Club. The Edina Federated Women’s Club has made this a year of multiple special projects to be accomplished in place of its usual philanthropic fundraiser, Feds Fest. The club’s mission during 2010-2011 is to complete several service projects, especially in support of Cornerstone and VEAP – organizations that provide food, shelter and clothing for women and their children who are experiencing domestic violence. • Mayor’s Connecting With Kids Commendation: Edina Communications Explorers Post 3411. Chartered in the fall of 2010, the Communications Explorers Post is for young people ages 15 to 20 that are interested in pursuing a career in the communications field. Exploring programs are based on five areas of emphasis: career opportunities, life skills, citizenship, character education and leadership experience. Members are high school students from Edina, St. Louis Park, BenildeSt. Margaret’s and Totino-Grace. • Mayor’s Youth Commendation: Apeksha Goonewardena and J.D. Loyle. Apeksha is a junior at Blake School who has volunteered a significant amount of time in service at Fairview Southdale Hospital as a “Junior Volunteer.” In this

role she has been active in the STEP Force Program since the spring of 2009. At the hospital, STEP Force volunteers transport and discharge patients, many of who are anxious and nervous. In 2010, Apeksha gave over 254 hours of her time. J.D., an Edina High School sophomore, is a charter member of the Communications Explorers Post 3411. As a member of the post, J.D. has perfect attendance, not even missing the field trip to the Star Tribune Heritage Center scheduled over winter break. In addition to the regular activities of the post, J.D. has provided office assistance to the city’s Communications and Marketing Department, reviewed content on the city’s website, helped produce a broadcast of the Edina City Council and assisted with the taping of Edina’s monthly newscast “Agenda: Edina.” • Mayor’s Outstanding Senior Commendation: Shirley Johnson. Johnson has been an active volunteer at Fairview Southdale Hospital since 1969. Johnson volunteers weekly at the hospital’s information desk where she greets patients and visitors, answers the patient information phone line and directs people to their destinations. • Mayor’s Community Involvement Commendation: Police Officer Brian Hubbard. Hubbard, who joined the Edina Police Department in 2007, is well known in the community for coordinating the department’s Citizens’ Academy, an 11week program that gives participants an informative, interactive look behind the scenes of the department. Attendees make mock traffic stops, tour the Hennepin County jail, learn defensive tactics, follow the course of a criminal investigation and process a crime scene. Among other things, Hubbard organized the “Wills for Heroes” event at the police department. This provided officers and their spouses the chance to have their wills drafted for free through volunteer attorneys. Hubbard also helped structure and participated in the Edina Youth Distracted Driving Campaign. Many service organizations also recognized their own exemplary volunteers at the reception. Explore energy-efficient window coverings The ultimate goal of homeowners may be to install new energyefficient windows on their homes. However, the reality is that new windows can be a costly endeavor, one that's not necessarily for affordable for homeowners who continue to tighten their purse strings in a struggling economy. There are alternatives to installing new windows, including exploring options in energy-saving window coverings and draperies that can help prevent the exchange of air from inside and outside the home. Because they can be considerably less expensive than replacement windows, energy-saving window coverings are a viable option for those looking to eliminate drafts or preventing summer's heat from entering the home via windows that aren't up to snuff. There are several different styles from which to choose that make good alternatives for homeowners. Homeowners can convert traditional drapes into energy-saving options by making them fit more snugly. By securing the sides and the bottoms of the drapery to the walls with double-sided tape or Velcro, the curtains will contain the air that flows from the drafty window. Options also abound for homeowners who prefer blinds or drapes that are energy-efficient. Honeycomb blinds are the new alternative to mini blinds or verticals. They are made from accordion pleated fabric that forms a honeycomb pattern when the blinds are lowered. The double-layer blinds insulate the windows and can prevent heat

or cool air loss. Some accordion blinds are even rated for their efficiency. Black-out drapes can do more than darken a room for those who want to sleep longer in the morning. Edina City Manager Scott Neal will form a Communications Advisory Committee and is seeking community participation. The committee will meet at least twice per year to provide feedback and suggestions to the city manager on the city’s efforts to communicate with the public about its activities. The committee will also provide suggestions on how the city could be more effective in soliciting and processing input and feedback from people regarding the operations and policies of city government. The committee will be advisory to the city manager, not the Edina City Council. Quality of life survey conducted in Edina Minneapolis-based Decision Resources will contact Edina residents this month to conduct a 2011 Quality of Life Survey for the city. Approximately 400 residents will be contacted via telephone and asked their opinions on topics ranging from parks and recreation to communications and public safety. A survey like this has not been completed in Edina in over 10 years. The survey is being conducted by Decision Resources at a cost of $24,000, which will be paid for out of the city’s communications fund. A report is expected to be complete early this summer. Results will be compared with similar

cities around the metro and statewide. Decision Resources has also conducted surveys in many cities, counties and school districts around the state, including Edina Public Schools.

Sunday during a large family gathering. “This isn’t a response, this is a surrender,” Bob Bennett said, noting at the meeting he tried reading education materials “to the coyote from my deck but the coyote didn’t seem to respond very well.” In rural areas, he said the predatory animals are shot on sight, and asked the city to find a way to safely shoot coyotes. Long said options other than education, including poisoning, trapping or shooting coyotes, put city residents and their pets at greater risk of harm. “I adamantly discourage using police officers to shoot these animals. I think it’s a bad choice and very dangerous,” Long said. It is illegal for residents to set traps in the city or to discharge firearms in city limits without a permit. Since the first reported coyote sighting in the city about five years ago, Long estimates the population has grown to about a dozen. Many cities around the metro area are also experiencing an influx of coyotes as the animals continue to spread north in the United States. The neighboring cities of Minneapolis, Eden Prairie, Bloomington, Richfield, Hopkins, St. Louis Park and Brooklyn Park are also focusing their response on education, Long said.

“They have all taken the same approach, which is educating the public,” he said. “They do not take an active role in wildlife management in their cities.” Long said rather than refer residents to companies that specialize in wildlife management, Edina could hire its own private contractor to remove coyotes for residents, but that would set a precedent. He questioned the potential cost to the city and if there would be requests to remove other animals. Mayor Jim Hovland said he would follow Long’s recommendation for now, but believes there will need to be a more active response than education alone. He said he expects the problem to get worse as spring and summer progress. Residents who’ve already had pets attacked are frustrated. “When you’ve got a predator growing in numbers in your town you need to develop some kind of a strategy to deal with it,” Hovland said. To date there have been no reported coyote attacks on humans in the state, but Becky Bennett said she’s concerned about that after seeing how fearless the coyotes are in her neighborhood. Simon took ownership of Southdale Center in 2007 after acquiring The Mills Corporation. “We have some research and work to do to be able to respond to you in a full and complete manner to your idea,” said Hammer.

Phipps said without investment from the city, the basic renovation – “a paint your house type of situation” – will result. “We don’t want to spend $7 million for people to say ‘Something is different. I don’t know what.’ We want to do a renovation where people walk in and say ‘Wow, this place has been transformed,’” he said. Council member Josh Sprague said he was not totally opposed to using public dollars on cosmetic upgrades. “I’m in the middle. I find that our interests are completely aligned,” said Sprague. “What’s good for Southdale is good for the district... I don’t think we

can miss this opportunity.” Sprague said the Minnesota Legislature affirmed economic development as a public purpose with a 2010 law that allows cities to spend tax increment financing on any type of construction as long as a building permit is pulled by July 1, 2011. Bills to extend the deadline are pending at the state Capitol. Council member Mary Brindle said she also wasn’t completely opposed to using public dollars in this way. Council members Ann Swenson and Joni Bennett, as well as Hovland, said

they wanted to see more clear public benefit for investing public dollars. “We are caught right where you are but just for different reasons,” Swenson said. Bennett said she couldn’t see a public purpose in the interior and exterior changes. “That’s why I’m really attracted to the concept that’s been floated and I hope it does get favorable consideration by your company,” Bennett said. Following the meeting, Hammer said Simon would look into the idea and try to respond quickly to the city.

Many chimneys are built with an inadequate crown constructed from common mortar mix. Mortar is not designed for and will not withstand years of prolonged moisture exposure without cracking and chipping which allows water to penetrate the chimney. A proper crown is constructed of a Portland

cement mixture and formed to provide an overhang drip edge. This assures the water will shed helping to prevent erosion in the mortar and brick of the chimneys surfaces. Keeping the crown “watertight” and shedding away from the sponge like masonry elements that the chimney is built of is the most important element to preventing deterioration. Edina pastor recieves human rights award Good Samaritan United Methodist Church Senior Pastor Dan Johnson received Edina’s Tom Oye Human Rights Award at the city’s Volunteer Recognition Reception Thursday, April 28, at Edinborough Park. Each year, the Edina Human Rights & Relations Commission presents the award to a person who fosters respect and dignity for others, models courage and compassion in the advancement of human rights, and demonstrates leadership by example for improving and advancing human rights. Good Samaritan United Methodist Church has been a reconciling church that openly welcomes and affirms gay, lesbian, bisexual and transgender people since 1995. According to his nominators, Johnson, senior pastor for the past 12 years, has challenged his suburban congregation to “step outside their comfort zone and embrace the Gospel’s call to show compassion and do justice for all people, regardless of differences. On a host of issues from poverty and homelessness to discrimination and equality, his message has been that all people are chil-

dren of God entitled to the same respect and dignity.” Johnson advises churches grappling with the issues of becoming reconciling congregations. He has lent his name to Outfront Minnesota, a group working for marriage equity rights and has designated a Reconciling Sunday in his local church. He has been a spokesman for resolutions aimed at eliminating discriminatory language in the United Methodist Book of Discipline. Johnson will continue to champion human rights in his new cabinet position as director of congregational development in the Minnesota Annual Conference of United Methodist Churches. Johnson is the 10th recipient of the Tom Oye Human Rights Award, which is named for the late founder of the Human Rights and Relations Commission, which began in 1970. Oye was a Nisei soldier in World War II, a second-generation Japanese American who served in the 100th Infantry Battalion of the 442nd Regimental Combat Team, one of the most decorated units in U.S. military history.

She said her children love having their own rooms and a backyard to play in. “It’s been a wonderful little place for us,” said Angie Trailer. “And especially with our two kids, getting into the Edina School District was just a dream for us.” The nonprofit organization has helped close to 90 families like the Trailers purchase houses in west Hennepin County over the last 10 years. Homes Within Reach Executive Director Janet Lindbo said the program, also known as the West Hennepin Affordable Housing Land Trust, has qualified buyers purchase the house structure, and lease the land underneath it for a nominal fee. By removing the cost of land from the equation, mortgage payments, property taxes and closing costs are significantly reduced, making homeownership possible for working households, she said. The Minnetonka-based organization began in 2001 when community leaders in that city saw a need for permanent affordable homeownership for teachers, retail and customer service workers, food custodians, municipal employees and other laborers. “We want to meet the needs of those

essential workers in our communities,” which have since grown to also include Brooklyn Park, Deephaven, Edina, Eden Prairie, Golden Valley, Maple Grove, New Hope, Richfield, St. Louis Park and Wayzata, said Lindbo. With a decade of service behind it, Board President Robert Hamilton said Homes Within Reach has a solid foundation to continue growing. The first-ever fundraiser and benefit for the nonprofit is Monday evening, May 23, at Centennial Lakes Park in Edina. “We really think the mission is great for our communities,” said Hamilton, an Edina resident and co-chair of the event. Homes Within Reach purchases typically foreclosed and abandoned properties with funding from local, state and federal programs, and private donors. The properties are then refurbished to safety, health and efficiency guidelines before they are sold to the new owners. Fixes can include new electrical wiring, windows, roofs and appliances. Owner Christine Johnson, who’s been in her St. Louis Park house for a year and a half, said she was blown away by its condition. “Everything was new in my home except for the washer and dryer,” she said, taking away the risk for immediate costly repairs that could break the bank. “They make sure that you will be able to succeed in home ownership.” Johnson, who works as certified peer

counselor for Ramsey County Adult Mental Health, is a foster parent and single mom to an adopted 4-year-old boy. She said she had never entertained the possibility of owning a home until she saw a Homes Within Reach flier in a coffee shop. To qualify, buyers must earn less than 80 percent of the area median income. Most clients make closer to 58 percent, said Lindbo. The average household income is $40,868. Buyers must be able to get a mortgage. The average monthly mortgage payment is $907, often equal to or less than the cost many were paying to rent. Lindbo said while home prices have dropped in some areas over the past few years, the cost of the land has not decreased in the suburbs. Homes Within Reach has found available properties need more work, offsetting savings. Additionally, more people are looking for affordable options as wages and hours have been reduced. At the same time, nonprofits are facing funding challenges with public and private sector cuts. For example, Community Development Block Grant dollars were reduced 16 percent in the 2011 federal budget, Lindbo said. Homes Within Reach receives money from that source from three of the communities it serves, including $82,000 allocated by the city of Edina in 2010.

Board member Patti Marrinan of Edina said her favorite part is seeing the smiles on new homeowners’ faces after closing. For Marrinan, co-chair of the upcoming benefit, housing has long been a passion. She remembers her father, a real estate agent, working hard to get one young couple into their first home. Her mother’s plan to finally paint their own house was dashed because it turned out he didn’t take any commission.

“My father had this passion that all people should have a home and I’ll never forget that,” she said. Minnetonka resident Rebecca Edmondson is also on board, a third of which is comprised by clients like herself and Johnson. Edmondson said she wants to give back to others what she’s received since purchasing her home a year and a half ago through Homes Within Reach. Unlike most clients, Edmondson was not a first-time buyer. She sold her first home 15 years ago to move to Mexico, where she worked as an academic advisor for a private international Catholic school system, eventually becoming a vice principal. She was later transferred to Chicago. After going through a divorce, she came home to Minnesota, however, her teaching license didn’t transfer. She

heard about Homes Within Reach while working part-time at an after-school program She said having a permanent home near family was important for her and son Lalo, 12, after moving so many times in recent years. “Our house is in a very nice neighborhood,” said Edmondson, who is nearing completion of a master’s degree in curriculum development. “There are a lot of kids my son’s age here. His new best friend lives next door. He can walk to his school bus and feel safe.” Once owners purchase their home, they can stay there even if their income increases beyond 80 percent of the area median. If they decide to sell their home during the course of their 99-year land lease, it must be sold to a qualifying buyer. Often, owners will work with

Hamilton said each investment over time has the potential to serve a large number of people. “The average person stays in one of our homes for about nine years,” said Hamilton. “Because we can put this land in our trust for a century, our 90 homes will serve 900 families.” Lindbo said the communities where the homes are located also benefit from the new dedicated homeowners and community members. The Trailers said they enjoy owning a home and doing all of the work that comes with it. They are already planning some upgrades in their kitchen. “We have all these dreams for the house,” said Angie. “It as completely move-in ready and now we can totally dream whatever we want to.”

All five Lake Conference boys lacrosse teams will be in action Thursday, May 12. Eden Prairie will travel to Hopkins for a 7:30 p.m. conference match at Hopkins High Stadium. Hopkins took the conference lead with a 4-3 victory over Wayzata last week. Senior Ryan Erickson scored the deciding point for Hopkins.

DeBerg, a former Edina High School golfer, is making a name for himself at Queens College in Charlotte, N.C. He was Queens’ top finisher in the NCAA regional tournament May 2-4 in DeLand, Fla.

Edina High’s boys golf team will play a match with Hopkins at 3:30 p.m. Thursday, May 12, at Oak Ridge Country Club in Hopkins. Coach Phil Finanger’s Edina team recently won The Pines Invitational in Nisswa. The Hornets are developing more consistency as a team with Kevin Goerne, Nick Johnson and Dylan Rusk leading the way. Goerne was the medalist with a 52 for 12 holes when Edina defeated Minnetonka May 5 at Interlachen Country Club.

BY JOHN SHERMAN • SUN NEWSPAPERS Devin Crawford-Tufts, Edina High’s senior boys track sprinter, was in midseason form during the Edina Invitational May 6 at Kuhlman Field. He set a meet record of 10.94 seconds in the 100-meter dash. In the 200, he ran his fastest time of the season (21.72) for another first place. “Devin is improving,” said Edina head coach Dave Boone. “He is running faster than he did at this time last spring. Now, we’re going to transition into the speed phase of his training.” Crawford-Tufts led the Hornets to third place in the Edina Invitational. Stillwater won it with 193 points. The next three places went to Lake Conference teams – Eden Prairie with 156, Edina with 112 and Hopkins with 96. Rounding out the field were Jefferson

(56), Kennedy (44), Minneapolis Washburn (38) and Cooper (35). The other first place for Edina was Aldis Inde’s victory in the 1,600. He finished in 4 minutes, 22.69 seconds. “Aldis defeated three Stillwater runners who all went under 4:30,” said Boone. “He has been training really well.” Aside from the first places, Edina had some other significant highlights. Hornet senior Kyle Wagener finished second in the 3,200 with his fastest time of the season (9:47.71). Joey O’Connell, another Hornet senior, took third place in the 3,200. BY JOHN SHERMAN • SUN NEWSPAPERS This has been a year of adjustment for the Edina High boys tennis team. Coach Gary Aasen usually has his team in contention for the state Class AA title, and that may be the case again this year, but so far it has been a slow process. The Hornets are 6-6 in their first 12 matches and are 0-2 in the Lake Conference with losses to Eden Prairie (5-2) and Minnetonka (4-3). In non-conference matches, the Hornets have several notable victories, including a 4-3 win over Apple Valley and a 5-2 win over Rochester Century. They lost 5-2 against Rochester Mayo and fell to a tough Mounds View squad, 6-1. “We’re getting there,” Aasen said earlier this week. “I don’t know how we could have a tougher schedule … so far, we have played a lot of close matches. “I knew it would take time this year because we don’t have anyone with state tournament experience. In fact, we don’t even have anyone who has played in the section finals.” Sophomore Spencer Olson has taken the lead as the No. 1 singles player in Edina’s lineup while Tyler Kuck, Max Wolf and Kavir Kumar are also seeing singles action. Co-captain Chris Basting leads the doubles. “We’re pretty sure that we have four or five guys who will play most of our singles,” said Aasen. “It is still going to take some time to set the doubles.” The Hornets will have a chance to evaluate their doubles combinations when they play Hopkins in a Lake Conference match at 4 p.m. Thursday, May 12, at Edina Community Center. Hopkins, coached by Kenny Novak Jr., stands 3-0 in Lake competition and is 6-0 overall. “We have been winning the close ones so far,” Novak said after his team knocked off No. 1-ranked Wayzata 4-3 in a Lake match. The Royals have a strong 1-2 punch in singles with senior Ryan Erickson at No. 1 and senior Michael Fields at No. 2.

Hopfner specializes in cold-weather wins BY JOHN SHERMAN • SUN NEWSPAPERS Luckily for the Edina High baseball team, sophomore left-hander Matt Hopfner doesn’t mind pitching in cold weather. “We call him Forty-Degree Hopfner,” said Edina head coach Mike Olson. “In his first four starts this spring, the temperature was above 40 only once, and I think it was 49 that day.” The bottom line is that Hopfner has pitched well in every start and emerged as Edina’s ace. His 2-2 record includes close losses to Eden Prairie (2-0) and Lakeville South (2-1). He was the winning pitcher as Edina beat Shakopee by the 10-run rule and added a 6-5 win over Hopkins last week. Hopfner had to gut out the win at

Hopkins. He battled through some serious trouble in the middle innings, but had enough left to go the distance. At the plate, he helped his cause with a two-run double. Junior Nick Omodt added two hits and sophomore Mark Handberg had a key RBI single. “My curveball set the tone early in the game,” Hopfner said. “It took a while for my fastball to warm up. And as I got warmer, I got faster.” “We can always count on Matt to go deep into the game,” said Olson. “He has been throwing unbelievably well. Matt changes speeds and keeps them off-balance.” The win over Hopkins boosted Edina’s record to 4-6 overall, and the Hornets beat Wayzata 11-1 in their next game to go 5-6.

Kevin Goerne’s 48 led the way as the Edina High boys golf team topped Holy Angels 197-216 in a recent 11-hole match at Minneapolis Golf Club. The Hornets have been on a hot streak lately, and coach Phil Finanger thinks he knows why. “We have been getting some better weather,” he said. “And the guys are beginning to stretch out.” Edina tied for fifth place in the Nelson Invitational last week. Wayzata was the champion with a 304 total while the Hornets posted 313. “I feel good about the way we played,” said Finanger. “It was a par-72 and Dylan Rusk was our leader with a 74. Alex Wojack had a 77. Our other two counters were Goerne with an 80 and Nick Johnson with an 82. “The weather we had for the Nelson Invitational was the nicest we have had all season. It was fun to play on a day like this.” The Hornets met Wayzata at Wayzata Country Club last week and lost 302-308. “It wasn’t the best day to play,” said Finanger. “But we had some good scores there.” Goerne led Edina with a 74 and Rusk was right behind with a 75. With warmer weather, Finanger is hopeful the Hornets’ scores will drop even lower. The highlight of the season thus far was Edina’s victory at The Pines Invitational in Nisswa two weeks ago. The weather was so bad that day that the tournament, which normally consists of 18 holes, was shortened to nine. Edina has enough good golfers to be a contender in Lake Conference and Class 3A, Section 6 tournament competition, Finanger said. However, Wayzata and Eden Prairie are currently ahead of Edina in the Lake Conference standings. Wayzata won the state championship last spring and has one of the top golfers in the metro area, senior Tyler Lowenstein.

Everything the Edina High girls lacrosse team shot May 3 found its way into Wayzata’s net as the Hornets won 20-7. Paige Jones sparked the Hornets’ attack with six goals and three assists while Madeline Rodriguez scored five goals and had two assists. Maggie Dobesh scored four goals for Edina and Carla Hirsch came through with three goals and an assist. Maddy Gamble and Theresa Rodriguez also had goals. The Edina girls rolled to a 22-6 victory over Hopkins in a Lake Conference match May 5. Paige Jones was Edina’s most active attacker with five goals and three assists while her sister Brooke earned the win in goal with six saves. Dobesh had three goals and an assist. Carla Hirsch also scored three times. Alexandra Lindholm and Emily Rose each had two goals.

Brianna Bellows, Reid Hischey, Sheila Hirsch, Sarah Reinke, Madeline Rodriguez, Theresa Rodriguez and Hailey Ware scored once each for Edina.

Boys lacrosse Edina High’s boys lacrosse team has been hot lately with four wins in a row. After starting the season 0-5, the Hornets have climbed to 4-5. In its 12-8 victory over Wayzata May 3, Edina relied on tough defense and opportunistic offense. Derek Todd was Edina’s offensive leader, scoring four goals and scooping up three ground balls. Willy Duggan and Danny Burke each had two goals and an assist for the Hornets. Geoff Anderson, Brian Baker, Carl Norberg and Danny Regan also scored. The Hornets added a 12-7 win over Hopkins May 5. Geoff Anderson had a big night for Edina, scoring five goals, while Burke added three and Todd scored two. Hornets goalie Mike Sullivan made 11 saves.

Hornet girls finish third in invite Katybeth Biewen wins long jump gold medal BY JOHN SHERMAN • SUN NEWSPAPERS Edina High’s girls track and field team competed against their Lake Conference rivals, Hopkins and Eden Prairie, in the Edina Invitational May 6 at Kuhlman Field. Hopkins, the defending state Class AA champion, took the title with 167 points. Eden Prairie was second at 154.3 and Edina was third with 114.8 points in the eight-school meet. The Hornets won two gold medals in field events. Junior Katybeth Biewen placed first in the long jump with a distance of 16 feet, 9 1/4 inches. Another Hornet junior, Julia Good, won the gold medal in the high jump with a leap of 5 feet. Good and Danielle Schultz of Eden Prairie both cleared the bar at 5 feet, and then Good was declared the winner because she had fewer misses. Junior Emily Guimont cleared 9 feet to place third in the pole vault. She also

earned a third place in the triple jump with a distance of 32-11. Sophomore Kelly Fogelson placed fifth in the discus, throwing a state honor roll distance of 111-2. Running events were also productive for the Hornets. Ninth-grader Siena Patty finished third in the 200-meter dash and fourth in the 100. “We are very excited about Siena,” said Edina head coach Cole Nelson. “She is already faster than any freshman girl Edina has ever had.” Sophomore Molly Kuhs and senior Kiltie Finsand placed third and fourth in the 1,600. “Both girls had personal records,” Nelson said. “And Piper Bain ran well in the 3,200 to finish third.” The Hornets’ best effort in hurdles was Ellyn Rozman’s sixth place in the 300. Her teammate, K.J. Fogelson, finished seventh. Edina picked up a second place in the 4x200 relay with Emma Egan-Lawless, Patty, Good and Carina Joyce. The Hornets took second in the 4x800 relay with Finsand, Bain, Michaela Connors and Renee Johnson.

captain of the combined Kennedy-Jefferson Quiz Bowl Team. She and the rest of the ‘A’ Team finished with a .500 record in the Minnesota State High School Quiz Bowl League, and finished just out of the medals in the South Suburban Quiz Bowl Tournament. Molly’s contribution and commitment to the team extended beyond competitions she designed the Quiz Bowl Team shirts and will be hosting the team banquet. Molly also played a key role in Kennedy’s One-Act play and is also involved with orchestra and the East Side Swingers show choir. Molly also excels in the classroom, as she has a 3.8 GPA.

STEPHEN KINDEM Stephen has a 3.8 GPA, he is one of the top members of Kennedy Band. He is an emerging force as a sprint freestyler on the boys swim team. Stephen has worked his way onto the a 200 freestyle relay and 400 freestyle relay. His work during the off season in the weight room and diligence in practice is paying off. He has become our #2 50 and 100 freestyler in his second year on the team. Stephen is a great student and a wonderful member of the Kennedy community.
