BY MIKE HANKS • SUN NEWSPAPERS It is still a year away, but Richfield now has a timetable for the opening of an oft-discussed CVS Pharmacy. The national chain has been eyeing the corner of 66th Street and Penn Avenue for a few years, specifically the northwest corner that has been home to several businesses in a stripmall configuration. When the last of them has relocated, construction will begin on a 12,900 square foot store, targeted for opening early next year. CVS is moving in, and several businesses have moved out, but the plan allows the Arc’s Value Village thrift store to remain at the intersection, even with the inclusion of a drive-through service for CVS pharmacy customers. Bigger is not necessarily better, threefifths of the Richfield City Council decided. The Richfield Planning Commission will become a seven-member organization next year, the council decided during its Jan. 11 meeting. The commission has been composed of nine members, but after weighing the pros and cons of the membership size, the majority deemed seven was more appropriate. Council members Pat Elliott, Tom Fitzhenry and Fred Wroge voted in favor of downsizing, Mayor Debbie Goettel and Councilmember Sue Sandahl were opposed to it. “Seven is a more manageable number,” Elliott said. Sandahl, however, didn’t think a ninemember commission was unwieldy. “I don’t see any great need to reduce the number,” she said. “We should provide opportunities to as many Richfield citizens as possible.” Wroge supported the downsizing, saying he’d like to see a more competitive
field vying for the commission seats. Fitzhenry noted that joint commission meetings may get crowded when two large commissions gather. By eliminating two Planning Commission seats, the city might be able to fill vacancies on other commissions, he said. A smaller commission is more concise, Elliott said. He thinks the city will get a better product from a seven-member Planning Commission, because it will be more manageable, he added. The commission’s membership is being reduced through a two-step process. The council will not fill one seat for one of three terms expiring at the end of this month, but will wait until next year to eliminate another seat, leaving the commission with eight members for the coming year. Two commission members have filed for re-appointment to their seats, and the council did not want to oust a member who had applied to return. An ordinance amendment for the change will be forthcoming, City Manager Steve Devich noted.

Trio of North Dakota youth runaways found in Richfield BY NICK CLARK • SUN NEWSPAPERS A routine traffic stop turned into a long ride home for three juveniles hiding out in Richfield Jan. 11. Driving with North Dakota license plates, the trio was eventually found to be runaways from West Fargo, N.D., according to Richfield police Lieutenant Jay Henthorne. Police on the scene ran the information from the vehicle and then contacted the West Fargo Police Department, confirming the runaway status of the minors. Each was cited for the runaway before being transported to the Minneapolis Truancy Center, where their parents eventually picked them up to bring them back home, Henthorne said. All three juveniles are facing a fine for the citation.
Damage done to church A broken security camera and damage to some door handles on a Richfield church could have been the work of a suspicious visitor. Police were called to a church on the 7600 block of Nicollet Avenue on the afternoon of Jan. 8 after the damaged areas were noticed by the church caretaker. According to Henthorne, a man had visited the church the previous day to use the phone. An employee, adhering to the churches open-door policy, had let
the suspect in. A short time later, that employee noticed the man checking door knobs, and then asked if he needed help. The suspect turned and ran, Henthorne said. The following day, the church caretaker found the damage on both the security camera, and door handles. The damage, Henthorne said, was estimated to be $850. The case remains under investigation by the Richfield Police Department.

Electronics heist A Richfield home was raided of a number of its electronics Jan. 10. Burglars entered the home on the 7200 block of Vincent Avenue and stole a Sony Playstation 3, a Nintendo Wii, an iPod, and iPod Nano Touch, an iPod boombox player, a digital camera, a computer and a handgun, Henthorne said. The items were valued at more than $2,000. “None of that stuff is cheap,” Henthorne said. The case remains open.
Arrest follows assault A 20-year old Coon Rapids man was arrested in Richfield Jan. 11 after allegedly assaulting his ex-girlfriend. The girlfriend told officers on the scene that the suspect had a knife, but offers were unable to locate it, said Henthorne.

Legislators out to create bipartisan district maps Sen. Geoff Michel of Edina, Rep. Sarah Anderson of Plymouth helm redistricting effort BY KATIE MINTZ â&#x20AC;˘ SUN NEWSPAPERS Sen. Geoff Michel is preparing for the start of what he calls an â&#x20AC;&#x153;interesting legislative sideshow.â&#x20AC;? The Republican deputy majority leader from Edina was tapped to lead the Senateâ&#x20AC;&#x2122;s Subcommittee on Redistricting. Redistricting, which happens every 10 years following the decennial census, is the process of dividing the state into equal districts by population. In Minnesota, the state Legislature is tasked with both state legislative and congressional redistricting, deciding constituencies for eight U.S. Congress districts, 67 state Senate districts and134 state Geoff Michel House districts. Michel said closing a $6 billion budget deficit and revitalizing the economy â&#x20AC;&#x201C; he also chairs the Senate Jobs and Economic Growth Committee â&#x20AC;&#x201C; should be the Legislatureâ&#x20AC;&#x2122;s top priority this session. But the often highly politicized and contentious redistricting process garners a lot of attention from political pundits and the media, he said. Still waiting for detailed census data, he and other legislative leaders agreed despite the expected rhetoric theyâ&#x20AC;&#x2122;d need to produce maps with bipartisan support to win approval from both the Republican majority in the Legislature and Democratic-Farmer-Labor Gov. Mark Dayton. â&#x20AC;&#x153;The only way we can actually do it is by all working together,â&#x20AC;? said Michel, who represents District 41. â&#x20AC;&#x153;If itâ&#x20AC;&#x2122;s not bipartisan, weâ&#x20AC;&#x2122;ve wasted a lot of time.â&#x20AC;? FROM PREVIOUS PAGE lawsuit against the approved plan, both the congressional and legislative plans can be referred to the courts – the historical norm in Minnesota. In 2009, the Senate approved a constitutional amendment that would have sent the responsibility directly to a panel of five retired judges. The Legislature would have had the opportunity to accept or reject their map, but not amend it. Proponents argued the maps inevitably end up in the courts. The panel would allow the Legislature to focus on other matters. The bill did not make it out of House committee and would have also required the governor’s signature to make it onto the 2010 General Election ballot. Michel and House leaders said they have no intention of referring redistricting to an appointed commission. Rep. Sarah Anderson, R-43A, of Plymouth is chairing the House Redistricting Committee. Rep. Mary Murphy, DFL-6B, a district in northern Minnesota near Duluth, was named the DFL lead. “We’re both interested in creating a fair product that serves the people of the state well,” said Murphy, who’s seen three redistricting processes since first elected in 1976. “The constitution said the Legislature shall produce a plan and it’s up to the people to decide if it’s a good plan or not.” Anderson, in her third term, said elected officials are more accountable to the voting public than appointees. “The citizens don’t have that direct line [to an appointed commission],” she said. “This gives them direct power in the process.”
With apportionment data released last month by the U.S. Census Bureau, it is clear Minnesota will keep its eight congressional seats. Minnesota officials expect to get the detailed population numbers used to draw state legislative and congressional maps at the end of February or early March. Anderson said the U.S. Census Bureau must deliver the count to states by April 1, but they will likely come sooner. “They tend to give preference to states that have statutory deadlines like Minnesota,” she said. “We have to have a plan in place by Feb. 21, 2012.” New congressional and legislative districts must be determined early enough to give sufficient time to prepare for the primary election scheduled Aug. 14, 2012. Once the numbers are available, work will begin on drawing the maps. “The process is no different than you would see in any other bill situation,” said Anderson. “Whether it’s a bill in Taxes or a bill in Health and Human Services, it’s the same process.” Typically, staff hired by the four Legislative caucuses – the House Republicans, House DFLers, Senate Republicans and Senate DFLers – will draft proposed redistricting plans to meet requirements of law. For both state legislative redistricting and congressional redistricting, guidelines are set in the state constitution, by state statute and by previous court rulings. First, districts must have equal numbers of people. For the eight congressional seats, as close to total equality as possible is required. In the map set by

the courts in the last redistricting process, each district had 614,935 residents, except one with one less person. Under current standards, state legislative districts may not exceed a maximum population deviation of plus or minus 2 percent. Anderson said based on 2009 projections, a potential area of population growth is the state’s west exurbs, and areas of potential decline include the state’s northeast and northwest corners. Such shifts can affect district lines. For example, Michel said in the 1990s, his district was about half Edina and half Eden Prairie. By the next decade, Eden Prairie had grown significantly and essentially became its own district. Michel’s district is now comprised of Edina and west Bloomington. For both state legislative and congressional redistricting, districts must also be contiguous and structured into compact units with attention to county, city and township boundaries. The jurisdictions are not supposed to be divided into more than one district except as necessary to meet equal population requirements or to form districts that are contiguous and compact. Legislators are also called to preserve “communities of interest” where possible. These include groups of citizens with clearly recognizable similarities of social, geographic, political, cultural, ethnic, economic or other interests. Finally, districts may not be drawn for the purpose of protecting or defeating an incumbent. Map proposals are sent to a joint commission for review. The Legislative Coordinating Commission’s Subcommittee on Redistricting assists

the Legislature in carrying out its redistricting responsibilities. Greg Hubinger, director of the Legislative Coordinating Commission, said it has a primarily technical role. The commission provides software, hardware and staff resources to the House and Senate committees. The Legislative Coordinating Commission’s Geographic Information Services office analyzes the proposed plans and publishes them online. “Those proposals then go through the normal process of being heard in House and Senate committees, on House and Senate floors and then a conference committee if it gets that far,” said Hubinger. Finally, a plan must be signed by the governor. At press time, appointments to joint commissions had not been made. The Legislative Coordinating Commission’s four-member Subcommittee on Redistricting will be comprised of one member from each caucus in each house. Members of the Senate’s Subcommittee on Redistricting, which falls under its Rules and Administration Committee, had also not yet been named with the exception of chair Michel. Throughout the session, which convened Jan. 4, legislators will also be tasked with other redistricting-related decisions. Two bills were introduced Jan. 10 and referred to the House Redistricting Committee. One would reduce the number of state senators and representatives and prevent senate districts from being split into more than one congressional district. The other would coordinate legislative districts and congressional districts so that the number of senators is evenly divisible by the number of U.S. representatives.

LETTERS TO THE EDITOR Goettel supporter appreciated campaign To the editor: As Debbie Goettel begins her second term as mayor of Richfield, I would like to thank her and her campaign volunteers for running a positive campaign. We are increasingly subjected to negative tactics, even in local races, and I appreciate a candidate that sticks to the issues. Mayor Goettel avoided the all too common habit of attacking her opponent and instead discussed what she hopes to accomplish in a new term. Safety preparation is for businesses, too BY MIKE HANKS • SUN NEWSPAPERS The Bloomington Chamber of Commerce offered an ounce of prevention to businesses looking to avoid pounds of cure in the event of workplace violence or a natural disaster. Randy Ferris, the senior director of loss prevention for SuperValu, spoke to an audience assembled last week at the chamber’s offices to discuss steps businesses should take prior to and during times of crisis. Ferris led crisis preparation and response for SuperValu-affiliated stores affected by 2005 hurricanes that hit Florida and the Gulf Coast. Ferris provided recommendations for dealing with a variety of workplace violence scenarios. Days after a mass casualty shooting in Tucson, Ariz., the topic was “an issue that’s on everybody’s mind,” he said. In most instances the employees, customers or other bystanders at a shooting will be on their own for 10-15 minutes before law enforcement is available to help, according to Ferris. There are three options for survival.
The first is to evacuate, if possible, although the first instinct of most people is to panic and freeze, Ferris said. Some people will inadvertently congregate in the direction of the shooter, he noted. If evacuation is not possible, the second-best option is to take cover in a safe room or hide in a cabinet or other space out of a shooter’s view, Ferris said. The third option is self-defense when there are no other options, he noted. During a shooting first responders won’t help those who are wounded until the shooter is no longer a threat. Employees may be treated as a suspect, which could include being handcuffed, Ferris explained. Once the incident is defused, employees and other witnesses will need to remain at the scene to give statements to police. Witnesses shouldn’t give statements to the media, he noted. He outlined several questions a business should ask in preparation for a crisis. Does everyone know where to meet if forced to evacuate from the building? Is there a safe room everyone is to report to should there be a lockdown of the building? Can 911 be dialed directly from all
phones in the building? People will forget to dial 9 prior to making a 911 call during an emergency, Ferris noted. He also recommended running lockdown and evacuation drills, and learning which circumstances require a lockdown versus an evacuation. Ferris also discussed methods businesses should take to prevent acts of employee violence. “Immediately react to inappropriate behavior,” Ferris said. “There is a pattern that evolves over time,” he added. It typically begins with inappropriate verbal or emotional behavior that escalates to inappropriate physical behavior. Studies show that there’s a long period of inappropriate behavior that goes unchecked prior to a workplace incident, Ferris said. When an employee complains about another employee’s behavior, the complaint likely follows several incidents that haven’t been reported, he noted. Ferris recommended businesses conduct background checks on prospective employees to verify their previous employers and their educational background, as
well as check their criminal record. A business should have a weapons- and violence-free workplace policy, as well as a policy stating that employees who engage in criminal activity outside the workplace are subject to termination. Businesses should send a message that “this kind of behavior is unacceptable in society and it’s unacceptable for the people that work in this environment,” he noted, adding that companies should use drug testing as a condition of employment. There are several steps businesses should take before and during a natural disaster, including having operating plans in place with suppliers, technology providers and police in advance of a crisis. Businesses should also have generators on hand in anticipation of a power disruption, Ferris noted. Rumors are “the biggest threat to getting back to business and staying in business,” according to Ferris. Information should be verified with public officials before it is disseminated in times of crisis, he noted. The presentation was part of an ongoing series of business safety and preparedness seminars offered by the chamber and city. The presentations are free and not limited to chamber members. The overall high school graduation rate from public schools in Hennepin County is about 65 percent. That statistic has caught the attention of Hennepin County and educators. A cooperative partnership between the county and its 22 school district superintendents is aimed at lowering the number of drop-outs. According to information from the county, 3,800 students drop out of school annually in the county. The dropouts are “disproportionately poor and minority students,” according to information from the county. In October 2006, Hennepin County Board of Commissioners adopted a reso-
lution calling for a long-range plan to ensure all Hennepin County youth graduate from high school. The result was A-Grad — Accelerating Graduation by Reducing Achievement Disparities. It represents the county’s commitment to setting policy and making investments toward the long-range goal. The county’s perspective is that “for everyone who doesn’t get a diploma, it is likely the county will see them on the welfare rolls or in prison,” said LuAnn Schmaus, a public affairs officer with the county. “It is to the county’s benefit to help them get educated and become employed,” Schmaus said. County officials are asking that the superintendents’ group adopt a goal of increasing the graduation rate by 3 percent each year, from 68 percent to 80 percent by 2015. “Educational initiatives we have been working on for over four years require

It was a difficult, methodical process leading up to the council’s Jan. 11 vote, but the council’s support of the project shows that “the city will work with you to get it done,” Councilmember Tom Fitzhenry said. The final plan approval comes more than two years after the council adopted the Penn Avenue master plan and design guidelines for redevelopment and revitalization along Penn Avenue, from 68th Street north to Highway 62. The intent of the master plan is to create a traditional neighborhood center that is vibrant and pedestrian-oriented. The corner is intended to be pedestri-
an-friendly upon completion of the project. The elevation of the property necessitates a retaining wall between the narrow sidewalk and the street. The redesigned corner will move the retaining wall back 13 to 15 feet, allowing more space for pedestrians to walk, according to John Stark, community development director. During the winter, plowed snow can make the sidewalk impassible. The wider sidewalks should help alleviate that, he said. Arc’s Value Village will become a stand-alone building with the property being split into two parcels. Landscape islands with trees adjacent to the retaining wall are planned. A wider stairway between the sidewalk and the parking area for CVS will replace the existing stairway at the corner. Mayor Debbie Goettel thanked the developers for their cooperation with the city and Arc’s Value Village, saying the new CVS store will be an anchor for the district.

County officials are hoping that all Hennepin County school districts will adopt the resolution by March 1 committing to working together on the initiative. It will be discussed further at a joint meeting between the county and superintendents Jan. 21. The initiative is designed to use existing money, according to Martin. “We’re trying to use it more wisely,” she said. Robbinsdale District 281 School Board considered but took no action on a draft of the resolution Jan. 10. Board members agreed to wait to take action until February. Robbinsdale School District, with 11,662 students, has a 3.74 percent dropout rate. Brooklyn Center School District Superintendent Keith Lester said his school board have talked about the project and will be considering the resolution next month. “We are supportive,” Lester said. “We’re already partnering with Hennepin County on a pilot project for sharing data. We have several other
partnerships with the county. We see this as one more step. Working with the county is going to be huge for us.” Brooklyn Center District has 1,800 students; its graduation rate is 84 percent. Dr. Robert Slotterback, superintendent of Richfield Public Schools, said that school board was scheduled to consider the resolution Jan. 18. “We have a higher dropout rate than most suburbs, but it’s lower than the city’s [Minneapolis],” Slotterback said. The Richfield district, with 4,000 students, had an 8.41 percent dropout rate in 2008-09. Slotterback said he supports the resolution to work with Hennepin County and assumes that the Richfield board will approve. But he said he does not support the tentative plan being outlined to approach the problem. “The plan is directed at the average dropout rate in Hennepin County,” Slotterback said. “That doesn’t make a whole lot of sense.” The districts included range from Anoka-Hennepin, with 40,000 students, to Brooklyn Center, with 1,800 students. Dropout rates vary greatly from one district to another, Slotterback said. “Some are 2 percent; others are 20 percent or more,” he said. He said the plan involves area learning centers aimed at offering students a
nontraditional setting with innovative teaching and learning methods. “One ALC in Plymouth won’t make any difference to our dropout rate in Richfield,” Slotterback said. “To spend Richfield’s time and energy on it would not be productive.” He said he intends to stay involved in the group’s meetings “to see if we can alter the plan.” “If they decide to go ahead with that plan, Richfield will not be involved,” Slotterback said. Intermediate District 287, a consortium of 13 metro-area school districts, has been involved with the discussion of dropout rates with county officials and superintendents. Superintendent Sandra Lewandowski said she and Martin have been jointly facilitating the talks for the last 18 months as part of regular meetings between school superintendents in Hennepin County and the Hennepin County Board of Commissioners. “Clearly we have a dropout rate that we don’t feel is acceptable,” Lewandowski said. “Kids who drop out use a lot of county resources.” “Our primary activity is a common resolution of spirit and goodwill toward a regional approach,” Lewandowski said. “This is not District 287’s doing. We are facilitating a regional approach. Each district would have its own role. We are looking toward which model we
want to use within our existing resources. It won’t cost more. It will be smarter, more research-driven.” Part of the challenge with graduation rates is getting “really good data,” Schmaus said. “We’re asking districts to do data sharing,” Schmaus said. “School districts are all separate entities that haven’t been required to share data.” She said Hennepin County school districts have been “extremely responsive.” Lewandowski said she anticipates that the joint effort will include seeking outside philanthropic donations, as well as initiatives from the Minnesota Legislature. In November, superintendents were given information about a model from Philadelphia called Lighthouse Alternative Learning Centers that could develop uniform literacy proficiency, integrate instructional technology, adopt proven behavioral strategies and address cultural disparities in dropout rates. The 22 Hennepin County school districts include Anoka-Hennepin, Bloomington, Brooklyn Center, Buffalo, Delano, Edina, Eden Prairie, Elk River, Hopkins, Minneapolis, Minnetonka, Orono, Osseo, Richfield, Robbinsdale, Rockford, St. Anthony, St. Louis Park, Waconia, Watertown-Mayer, Wayzata and Westonka. Admission information for higher education institutions Community and Technical College Requirements The state's community and technical colleges have an open admissions policy. This means: • You can enroll if you have a high school diploma or a GED. Even without those, you may be admitted if you demonstrate potential for success in college. • No standardized tests are required for admission to the two-year state col-
leges, and your high school grades and class rank are not considered. • After you have been admitted, you will be required to take a test for placement in the appropriate courses based on your reading, writing and mathematics skills. • You are more likely to do well on the placement test if you complete a "college prep" curriculum in high school, including four years of English and three years of mathematics, science and social studies. If you did not, or if you had minimum passing scores on the Minnesota Basic Standards test, you may not be admit-
ted to certain programs. Most likely, you will have to take developmental or remedial courses that will not count toward a degree before you can take college-level courses.
State University Requirements The seven state universities generally will accept you if you can answer yes to at least one of these questions: • Did you graduate in the top half of your high school class?
• Did you score 21 or higher on the ACT standardized test? • Did you receive a combined score of 1,000 or higher on the SAT standardized test? Admission to some of the seven state universities may require meeting slightly different requirements. Check with the university admissions office for details. Even if you don't meet minimum requirements, you may be considered for admission under special provisions.

It's never too early to start planning for college. There are many different types of colleges, so you need to think about what programs you are interested in, do some research and visit campuses to see which type fits best with your personality, budget and career plans.
Which type of college is right for you? • Technical colleges are two-year state colleges that teach knowledge and skills leading to specific careers. You can complete a program in two years or less and be ready for a job. • Community colleges are two-year
colleges that enable you to start on a bachelor's degree. You can take your first two years at a community college, then transfer to a four-year university to finish. Or you can take a career program leading directly to a job. • Combined community and technical colleges enable you to start on a bachelor's degree and transfer after two years, or you can enroll in a technical program to learn skills that lead directly to a career. • State universities are four-year institutions offering bachelor's, master's and advanced degrees. City of Richfield (Official Publication) BILL NO. 2011-2 AMENDMENT TO APPENDIX 1 OF THE CODE OF THE CITY OF RICHFIELD (CVS Planned Unit Development Plan and Rezoning) THE CITY OF RICHFIELD DOES ORDAIN: Section 1. Findings of Fact. The City Council hereby makes the following findings of fact: A. The City’s zoning ordinance establishes zoning classifications for individual property. The property located at 6528 Penn Avenue is zoned C-2 (General Commercial), MU-C (Mixed Use – Community) and is within the PAC (Penn Avenue Corridor) Overlay District. B. Velmeir Companies has submitted an application to the City for a planned unit development plan [the “PUD plan”] for the south 220 feet of 6528 Penn Avenue [the “subject area”]. The PUD plan proposes to construct a 12,900 square foot retail building with drive-thru service and 58 parking stalls. C. The City has reviewed the zoning ordinance and determined that it would be appropriate to rezone the subject area as PMU (planned mixed use) and approve the PUD plan to establish the regulations governing the PMU district. D. The Planning Commission has conducted a public hearing concerning the PUD plan and amending the zoning ordinance in the subject area. The Planning Commission recommended approval of the PUD plan and zoning ordinance amendment on November 22, 2010. The City Council held a first reading of the rezoning on December 14, 2010 and second reading and consideration of the PUD plan on January 11, 2011. E. The City’s zoning ordinance provides criteria for approving a PUD plan and rezoning of property to a planned unit development. The City Council finds that the PUD plan and rezoning of property in the subject area meets the criteria in the following ways: 1) The proposed development conforms with the goals and objectives of the City's Comprehensive Development Plan and any applicable redevelopment plans: a) The PUD plan is consistent with the Comprehensive Plan designation of this property as part of a larger mixed use district stretching along Penn Avenue from Highway 62 to 68th Street. b) The PUD plan is consistent with the described intent of this designation to “create a traditional neighborhood center that is a vibrant, pedestrian-oriented district…[that] would accommodate residential, shopping, recreational and business uses in a flexible arrangement that captures the spirit and intent of the Penn Avenue Revitalization Master Plan.” [4-22] c) The PUD plan is consistent with the Penn Avenue Master Plan vision for this area as a continued home for the Arc’s Value Village store, additional retail and surface parking. The PUD plan is consistent with the Penn Avenue Design Guidelines in that it appropriately transitions between the public street and private development. d) The PUD plan and rezoning are also consistent with the expressed desire for “enhance[d] business opportunities…either as part of upgrading existing retail areas, expanding new retail business opportunities and/or seeking new and/or redevelopment opportunities for offices, entertainment and service businesses.” [4-16]
2) The proposed development is designed in such a manner as to form a desirable and unified environment within its own boundaries: The building is designed to accommodate customers for the proposed business, as well as continued shared access with the adjoining property. Drive-thru service is separated from the general parking area to prevent traffic congestion within the site. Enhanced crosswalk treatments on site will allow for safe pedestrian movement within the development and to/from the adjoining property and public street. 3) The development is in substantial conformity with the purpose and intent of the original MU-C and PAC zoning districts, and departures from the original district regulations are justified by the design of the development: Setbacks have been adjusted based on the particulars of the site – specifically, the significant grade change from the intersection to the northwest corner of the property and property’s relationship to the adjacent residential buildings to the west. The proposed ground sign with that will contain advertising for the business on the northern half of the divided property is justified based on the shared parking and access for the two uses. 4) The development will not create an excessive burden on parks, schools, streets, or other public facilities and utilities which serve or are proposed to serve the development: Access to and from the development will remain the same and there is no change in the proposed class of use of the property (retail to retail). The developer will work with the Public Works Department to upgrade utilities where necessary and no issues are anticipated. 5) The development will not have undue adverse impacts on neighboring properties: No access changes are proposed and there is no change in the class of use of the parcel. The use is significantly separated and screened from the residential parcels to the west by a grade change and existing tree cover that will remain. 6) The terms and conditions proposed to maintain the integrity of the plan are sufficient to protect the public interests: A final development plan, which establishes the terms and conditions of the development, is required before construction can commence. Section 2. Appendix 1 of the zoning ordinance code of the City of Richfield entitled “Richfield Zoning Code: Boundaries of Zoning Districts” is hereby amended: A. Section 3, Paragraph (6) is repealed. B. Urban, who serves as both the city of Richfield’s Housing specialist, and a Richfield Visions committee member. “The show was one of many opportunities to encourage folks to invest in the community and their houses,” Urban said. “People who stay and make changes tend to do so because they love the community and they don’t want to move out. We have a number of residents who ultimately make the decision to upgrade their home.” Enough of them are expected to walk through the Remodeling and Home Improvement Show Saturday. In years past, the show has drawn upwards of 2,000 visitors. This year, those that attend will be treated to vendors from just about every facet of home improvement and remodeling possible, plus many more that wouldn’t typically be associated with adding that third garage for four-seasons porch. “There is really a great variety in the booths,” said Rickert. “That is part of what has made this show a must-see for many of our residents.” Richfield Mayor Debbie Goetell will be on hand around the lunch hour, and she will give her 2011 State of the City presentation in room 15. “It will be breaking news,” Rickert said. “It will be her first presentation on the city for 2011.” That might not excite the kids, but there will be plenty for them to do as well. As usual, Home Depot will have its kids workshop set up where, this year, youngsters will have the opportunity to construct a picture frame. New this year to the show is a Germ City booth, which will have kids washing their hands for 30 seconds before placing them under a black light so they can see what it is they missed. There will also be a $500 Home Depot gift certificate up for raffle to all who complete their Prize Passport, which

Spartans earn split in conference play BY GREG KLEVEN • SUN NEWSPAPERS Midway through the regular season, Richfield head boys basketball coach Omar McMillan is pleased but not totally satisfied with his team’s play. The Spartans, 8-2 overall, split a pair of games last week. Richfield is 3-1 in Classic Suburban Conference play. “We are right about where I thought we would be at this stage of the season,” said McMillan. “Our team is becoming more mature with each game. “But in order to be the best, you have to beat the best and we didn’t do that against Tartan last week.” Richfield lost 74-61 to Tartan Jan. 13 even though the Spartans had 11 different players score. Two Spartan players scored in double figures against Tartan. Jared Noonan had 13 points and Shawn Bear scored 12. Other leading Spartan scorers were Dashawn Jones (nine points), Lorenzo Evans (seven),
Daron Garvis (seven) and Jared Etienne (four). Noonan scored 27 points in the Spartans’ 92-68 victory over St. Thomas Academy Jan. 11. John Johnson (15 points), Evans (15) and Erik Jimson (11) also scored in double figures. Jones chipped in with eight points. “We played good defense and shot the ball well in the win over St. Thomas,” said McMillan. Richfield earned a tough road victory Jan. 8, defeating Northfield 67-61. Noonan sparked the offense with 30 points. Jones and Johnson contributed 10 and eight points respectively. Richfield has a busy upcoming schedule that includes three games in five days. The Spartans host South St. Paul at 7 p.m. Friday, Jan. 21, and will play Andover at 1:30 p.m. Saturday, Jan. 22, on the road. The Spartans return home to meet Henry Sibley at 7 p.m. Tuesday, Jan. 28. Richfield will hold a “Hoops for the Troops” salute at the Jan. 28 game to honor those who are or have been in the military.

Senior Zak Beaudet was Richfield’s highest boys team finisher, placing 88th of 196 skiers in the 5K classic race in 19 minutes, 18.5 seconds. Spartan senior Jon Moreno finished 127th (20:34.2). Richfield junior Jake Bauer also competed in the classic race. In the 5K freestyle race, Richfield sophomore Nate Luttenegger placed 132nd
(19:57.2). Junior Cal Bergen was 138th (20:15.8). Senior Collin Randolph also competed in that race for the Spartans. Junior Erica Strom was Richfield’s fastest skier in the girls 5K race with a 117th-place time of 24:10.2. Sophomore Alex Schulz added points with a 154thplace time of 26:33.5. We can sense the accomplishment of being there. “The girls placed higher than they have ever done at the meet. It was good for our skiers to tackle the hilly, challenging 5K courses on a cold day with fresh snow.” • Richfield’s boys finished first in a Classic Suburban Conference meet Jan. 13. The Spartans scored 452 points and beat North St. Paul by one point. St. Thomas Academy was third (444.5). “This was truly a significant accomplishment for Richfield Nordic skiing,” said Mills. “With a very difficult course, it taxed everyone, requiring extra endurance to place well overall.” Beaudet was second overall in 21:12. Moreno placed third overall (21:19). Bauer finished ninth (22:19). Luttenegger and Ben Nygaard also aided the winning cause. Richfield’s girls team placed fourth with 409 points. Mahtomedi won the girls meet with 477 points. Henry Sibley was second (468). Olson led the Spartan skiers with a 14th-place time of 26:05. Nygaard had a 15th-place time of 26:17. Junior Hannah Adams was 22nd overall (27:46). Strom and Kellin Swanson finished 29th and 30th. Richfield’s Nordic skiers will participate in the Tartan Sprints Thursday, Jan. 20, in Oakdale.

Richfield wrestlers SHORTS pin loss on STA Richfield/Edina pinned a 56-24 Classic Suburban Conference loss on St. Thomas Academy Jan. 13. The Rampage wrestlers, composed of Richfield and Edina high school studentathletes, had an “excellent night,” according to co-head coach Eric Herrmann. Justin Swetala had a pin at 103 and Christian Wellens followed with a fall at 112. Alex Abramson posted a pin at 125 and Mitch Wojcik won by fall at 160. The pin parade continued with Shane Walfoort at 171, Chandler Arredondo at 189, Terry Hill at 215 and Mike Dyer at heavyweight. The Rampage wrestlers will compete in a Classic Suburban Conference triangular meet at 5 p.m. Thursday, Jan. 27, at South St. Paul. Richfield/Edina, Henry Sibley and South St. Paul will take part. Registration is for T-ball (preschoolkindergarten), Northern (grades 1-2), minors (grades 3-4) and majors (grades 5-6 plus seventh grade if age-eligible) leagues. A pair of first-place finishes highlighted Richfield’s appearance in the Minneapolis Laker Invite boys swimming meet Jan. 15. The Spartans placed fourth in the five-team meet. Elk River was first (584) and Minneapolis Southwest placed second (543). Armstrong was third (365), followed by Richfield (353) and BenildeSt. Margaret’s (303). Richfield’s first-place 200-yard medley relay team consisted of Andy Petersen, Max Hamilton, Mohab Eid and Matt Graham. Hamilton also took first in the 100 breaststroke in 1 minute, 2.67 seconds. Petersen placed second in the 200 individual medley (2:07.45). Graham placed second in the 50 freestyle (23.21 seconds) and fourth in the 100 freestyle (51.99). Petersen finished second in the 100 backstroke (57.51). Brian Christian, Max Pratt, Graham and Nate Libra achieved lifetime-best times in the meet. • Richfield lost 100-83 to Henry Sibley in a Classic Suburban Conference dual meet Jan. 13. Richfield won the 200 medley relay with Petersen, Hamilton, Eid and Graham. The Spartans’ time was 1:45.62. Petersen placed first in the 200 IM (2:05.7). Alex Putnam was first in the 50 freestyle (23.76). The Spartans were victorious in the 200 freestyle relay (1:35.13). Petersen, Putnam, Graham and Eid swam that relay. Hamilton claimed first place in the 100 breaststroke (1:03.80).
