Crosstown complete The Crosstown Commons project began in 2007. Four years, three summers and $288 million later, two lanes have been added in each direction of I35W north of Highway 62, and two more were added both East and West on 62 itself. Twenty-six bridges, including six segmental flyover bridges, were installed, and more than 1 million square feet of noisewall materials were built – which includes paraglass panels over Minnehaha Creek, a first on Minnesota’s trunk highway system.

Dispatch stays The debate and lobbying didn’t mean much in the end when it came time to determine if Richfield would retain its public safety dispatch service when the new municipal center opens in 2011. The Richfield City Council, with no clear alternative, voted unanimously to retain the department. The council’s examination of the city’s dispatch service was prompted by the unexpected cost of relocating its dispatch center from the current multi-purpose building at 6700 Portland Ave. S. to the new building under construction. The estimated cost was $240,000, but it’s

going to cost the city at least $450,000. That extra one-time expense, for a service that costs taxpayers about $720,000 per year, sent the council in search of alternatives to maintaining its dispatch center. But options were hard to come by. Several cities within Hennepin County use the county’s dispatch service for police and fire service calls. Richfield’s discussion about turning over its dispatch service to the county didn’t get very far, however, as Hennepin County officials had not determined if additional cities would be allowed to join the county’s dispatch service, or under what terms.

FieldTurf approved The days of watering the grass of Richfield High School’s Spartan Stadium field will soon be over. The Richfield Board of Education voted 5-1 in favor of replacing the grass field with synthetic turf, ending a twoyear debate about a project that carries a price tag of about $1 million. “I think it’s going to be worth it,” said Board Chairman Tom Flood, a longtime champion of the conversion. The synthetic surface, commonly known by the brand name FieldTurf, has become a popular playing surface on fields across the United States, including at several Twin Cities high schools. Proponents of FieldTurf count its durability among arguments in favor of the synthetic alternative to grass. Boardmember David Lamberger trum-

In addition to its increased use for sporting events and practices, FieldTurf would also provide a surface for high school physical education classes, a place for the marching band to practice and a facility the district could lease to recoup maintenance and replacement costs.

Fourth of July finances The old adage that freedom isn’t free can also be applied to Richfield’s Fourth of July celebration. Most years the costs associated with

the events are covered by fees, sponsorships, donations and revenue generated before, during and after the celebration. But not in 2010. “We brought in less money this year than we have in previous years,” according to Lin Shurtleff, the treasurer of the Richfield Fourth of July Committee. It was estimated that the deficit was more than $10,000. Typically the celebration covers its costs, and even generates a little extra revenue the nonprofit organization sets aside in its rainy day fund. “The effect of the economy was defiYEAR IN REVIEW: TO NEXT PAGE

FROM PREVIOUS PAGE nitely felt this year,” Shurtleff added. “Income was down in most areas, with a few exceptions.” One of the significant moneymakers for the committee is its annual street dance, and revenue during the July 3 dance was down approximately 40 percent this year. If the committee can’t find ways to generate additional revenue during the 2011 celebration, its other option is to cut down on events that are offered, Shurtleff said.

Plaza redevelopment The Richfield City Council is willing to grant tax-increment financing to a housing project that will replace Woodlake Plaza. The retail center at the intersection of Lyndale Avenue South and 64th Street has several empty storefronts, and owners who want to redevelop the property with high-end apartments, a market the ownership contends is underserved in Richfield. Council members had concerns about the proposal, which could net the developer up to $822,000 through TIF, which compensates the development for qualifying project expenses on a pay-as-yougo basis. Like a rebate program, the developer pays the property tax to the city, then is refunded qualifying portions of the payment each year.

Councilmember Fred Wroge was supportive of the project, but critical of the process, particularly the city’s willingness to grant TIF. He expressed concern that developers are eligible to benefit from TIF for 26 years and questioned the need for TIF to redevelop property in the city. He questioned if the city should grant TIF for terms less than maximum length allowed and rejected the idea that TIF is necessary for redevelopment. “I’m not buying into that,” he said.

Treating trees What may have looked like a mad scientist’s experiment was not weird science. It was the city’s effort at preserving the health and welfare of more than 300 oak trees in Augsburg Park last summer. The enemy: two-lined chestnut borers. The native beetle’s name may not have the same notoriety as the oft-discussed emerald ash borer, but its presence in Richfield is of grave concern to city officials. In 2009 the native beetle was discovered dwelling within oak trees at the park. Last spring city employees removed 17 of the trees. The plan for preserving the remaining oak trees in the park called for a chemical injection to each of them. The chemical is intended to kill the borer, but it will also kill other insects, a potential side effect to treating the trees, Public Works Director Mike Eastling noted. 2011 resolution – channel switch and attitude control In the book “Being Peace” by Thich Nhat Hanh, there is an interesting idea that might provide guidance as we mush towards ADA the New Year 2011. I am trying to ALDEN stay grounded. I am Guest hoping for common Columnist sense decisionmaking. I have noted colleagues talking about resolutions that include yoga, healthy food consumption and more exercise. Hanh talks about the Buddha inside and the control we each have from within. He suggests we should think about ourselves as a television set with many options. There are people who are stuck on Channel 3 – the sorrowful channel. They are always downbeat, complaining, sad and annoyed. They arrive with a “Hey ain’t it awful” attitude. Indeed there are real reasons to have Channel 3 at the ready. Stuff happens that does not fit

into our work or life plan that is a Channel 3 event. Just today I mentioned to my daughter that some are dealt such challenging cards. The Vietnamese philosopher, however, believes sometimes in our toomuch Channel 3 focus, we miss the other channels that are available and present. It is really like forgetting all of the colors available to us and only using blue. There is a Channel 5 that may be about focusing on the here and now. Just stopping and breathing and being present is switching to Channel 5. The other day, I quickly moved to Channel 5 when I was washing my hands and delighted in the warm water. Holding my 22-month-old granddaughter and smelling her hair and enjoying her laughter is pure Channel 5. I find Channel 5 a mini vacation moment during the workday. I just switch stations and go to a “Happy Place.” I find Channel 5 during a traffic jam and think of the tulips in Holland.

I am then quite able to switch to Channel 8, which is about program directing and problem solving. Teaching classes requires a different channel. When I run, I flip to a relaxed no brainer channel and listen to my breathing and my feet crunching on the snow. Parenting requires a myriad of channels. We spent four days with three young children during the last big snowstorm. At no time was Channel 5 an option. We needed to be multi faceted, focused and at the ready. Recognizing that within is our own channel control is quite empowering. At times I have longed for a channel changer or clicker to use on others, which allows one to switch channels from afar. Wouldn’t that be something if we could encourage others to celebrate the oranges, bright reds and greens of their lives? The truth is we each need to pay attention to our own attitude and inner channel clicker.

Gail Goodwin said, “as soon as you feel yourself getting stuck like fat congealing on a plate, give yourself a kick.” I am trying to avoid getting stuck at all costs. Hanh says first you need to cherish, protect and make life possible and then work your way back to all other issues. The best way to make life possible is to practice channel switching and pay attention to wonders that surround us and worthy of cherish. This is not about ignoring sorrow. But it is about not wallowing in it. Many in sorrowful states have found the Buddha within to help them not only survive but celebrate. I am trying this New Year to use all of my channels. I am even considering a cable hook up. 2011 is the year to keep calm and carry on. Ada Alden chairs the Child and Family Studies department at St. Cloud State University. Hennepin County residents are ready and eager to read, learn, graduate, work and engage. In 2010, the library supported this by: • Actively supporting school readiness with more than 2,900 storytimes. Library storytime is based on the most current early literacy research and encourages development of basic pre-reading skills. If you haven’t had a chance to attend a storytime with your child or grandchild, we look forward to seeing you in 2011. • Remaining committed to ensure that every student in the County graduates from high school. Hundreds of students are assisted by librarians every day at our 41 libraries. At our nine Homework Hub locations, volunteers

supervised by trained tutors help hundreds of children and teens with their homework. In fact, graduating teens have told us that they were able to graduate because of the help they received through this program. Our website shows locations and hours for Homework Hub as well as volunteer applications. • Offering programs and classes for customers of all ages. Career and small business resources, including free consultations with professional career and small business counselors, are in high demand. This year more than 650 free computer classes trained hundreds of individuals in new technologies. There are many reasons to celebrate the year 2010. New libraries opened in Plymouth and Maple Grove to serve those rapidly growing communities. In response to public demand, downloadable eBooks are now available at Hennepin County Library.

The National Association of Counties (NACo) awarded Hennepin County Library for collaborating with Xcel Energy to make PowerCheck Energy Meters available for check out. Minneapolis Central Library opened Mondays, thanks to Ballpark sales tax revenue. Every day, the library connects with thousands of library “friends” via social networking sites, including Twitter and Facebook. There are more than 6,000 visits each week to Hennepin County Library’s own social networking site, www.Bookspace.org, where you can find recommendations for books or add your suggestions for other readers. Thank you for making 2010 an extraordinary year. The Academy of Holy Angels in Richfield is hosting an open house for prospective students and their families next week. The open house is 6-8 p.m. Wednesday, Jan. 12, at the Holy Angels campus, 6600 Nicollet Ave. S. The open house is for prospective students and their parents. To the editor: The League of Women Voters of the United States is celebrating its 90th year. It was established in 1920, the year the 20th amendment to the Constitution was passed. It was with the passage of the 20th amendment, at which time women gained the right to vote, that the United States became a true democracy. Immediately at its inception the league decided to be nonpartisan, that is to never support or oppose any candidate for political office. The league does take positions on issues at the local level, only after study and discussion. Occasionally this embroils the league in controversy. W e e k l y shoplifting S u p e r S sprees a v i n end g s ! with three arrests Mall of America BY MIKE HANKS • SUN NEWSPAPERS A pair of holiday shoplifting sprees in Bloomington ended with arrests by Bloomington Police. A 43-year-old Bloomington woman faces a potential assault charge in addition to charges related to shoplifting following a Dec. 17 incident in a Mall of America parking ramp. The woman was suspected of stealing

items from Sears at Mall of America. When confronted by a loss prevention officer inside the store she replied, “touch me and I’ll sue,” according to Bloomington Police Commander Mark Stehlik. The woman left the store and was followed to her vehicle by loss prevention personnel, who surrounded her vehicle in an attempt to keep her from leaving before police arrived, Stehlik explained. The woman was undeterred however,

and backed into one of the loss prevention officers, striking him in the knee. She also swerved toward another officer as she pulled away, Stehlik noted. Although the woman fled before police arrived, vehicle identification information led police to her Bloomington apartment several days later. The woman has previously been convicted for selling stolen goods online, and is known to Bloomington investigators. She

was observed getting into a vehicle Dec. 23 in the parking lot of her apartment building, and following a traffic stop she was found to be in possession of a variety of new merchandise and a tool used to thwart price tag security measures, Stehlik said. As a police officer was briefing other officers about the suspects, they were spotted entering a Bath and Body Works store inside the mall. When questioned by police about what they were buying at the mall after they exited the store, one of the suspects replied, “What makes you think we are buying anything,� Stehlik said. Upon further investigation the men were found to be in possession of a variety of merchandise that was identified as stolen, including perfumes and other fragrances, earrings and a DVR system with a hole cut in the top of the box where a security device had been attached, Stehlik explained. One suspect was found to be in possession of $468 in stolen merchandise as well as a hammer and scissors thought to be for use in removing security devices, the other suspect had $539 in stolen merchandise.

Crash takes life of Bloomington woman An 85-year-old Bloomington woman died from injuries sustained during a Dec. 13 collision in Bloomington. Betty J. Smith died Dec. 21, eight days after she was injured in a three-vehicle collision at the intersection of Nicollet Avenue South and 95th Street. Smith was a passenger in a car driven by her husband, Robert. The Smiths were traveling southbound on Nicollet Avenue and attempting to make a left turn onto 95th Street at 1:45 p.m. when their vehicle was struck twice, first by a SUV traveling northbound and then by a car that also hit the SUV, according to Sgt.

A vehicle waiting to turn left in one northbound lane of Nicollet Avenue may have obscured Robert Smith’s view of oncoming traffic in the other northbound lane, Gollop noted. The collision occurred two days after a storm dumped more than a foot of snow across Bloomington. Because roads were still snow packed, it appeared the third vehicle couldn’t stop quickly enough to avoid striking the other vehicles, Gollop said.

BY GREG KLEVEN • SUN NEWSPAPERS The annual Richfield Holiday Girls Basketball Classic produced plenty of action and a local champion. Richfield claimed the holiday tournament title with a 72-55 victory over Apple Valley Dec. 28 in the finals. The Spartans, 6-0 overall, opened the two-day tournament with an 81-64 triumph over Burnsville Dec. 27. “It was an excellent tournament with four quality teams,” said Richfield coach Lee Ann Wise. “The crowds were tremendous and the sponsoring Richfield Rotary and Optimist clubs did a great job running the event. “Next year, we are hoping to add a boys division to the tournament if details can be worked out.” Richfield kept its unbeaten record intact with two solid efforts. Spartan sophomore guard Jessica January put on an amazing offensive show in the tourney scoring 61 points in two games. January had 34 points in the championship game against Apple Valley. Katie Anderson scored 12 points and Hannah Wise added 11. Other leading Spartan scorers were Bry Guyton (seven points) and Sierra Ford-Washington (six). “January had another great performance, scoring 20 of her 34 points in the second half,” said coach Wise. “But we are getting good play from other players as well. “Anderson really stepped up her game in the finals. And Guyton did a great rebounding job.” Richfield got off to a fast start in the opening 81-64 win over Burnsville, taking a 48-25 halftime lead. January led the offense with 27 points. Guyton contributed 14 points and 16 rebounds. Wise provided 18 points and seven

Holy Angels strikes silver in Schwan Cup Stars top Cretin 8-5 in finals Leading the pack

Holy Angels celebrated the holidays with a Silver Division championship trophy at the Schwan Cup boys hockey tournament last week. The Stars (4-2) defeated Cretin-Derham Hall 8-5 in the title game Jan. 1 at Xcel Energy Center in St. Paul. Holy Angels trailed 2-1 after one period. Brendan Wise scored the Stars’ goal with assists from Nick Sauro and Zach Hartley. But the Stars struck for four goals in the second period to forge a 5-3 lead heading into the final period. Cullen Hurley scored twice for Holy Angels in the second period. Joseph LaBate and C.J. Smith contributed one goal each. Assists went to Trevor Meador, Zach Hartley, Cullen Hurley, Connor Hurley (two), Bennet Courrier-Oaster, Smith and Frankie Mork.
