Elementary school boundary questions answered by district BY MIKE HANKS • SUN NEWSPAPERS The Bloomington Board of Education completed its Elementary Neighborhood School Renewal Program last week with the approval of new elementary school boundaries for the district’s 10 buildings. The vote ended months of discussion about how to balance the distribution of students within the district’s elementary buildings and mitigate the socio-economic

divide found within them. In addition to new boundary lines, the school board modified transfer policies for the district. The new boundaries will be in place for the 2011-12 school year. Fifth-grade students during the upcoming school year will be able to return to the school they are attending this year regardless of changes to the boundaries and transfer policies. Instead of receiving loan payment, Richfield woman loses purse BY MIKE HANKS • SUN NEWSPAPERS A 28-year-old Richfield woman expecting payment of a loan she made wound up losing her purse in the parking lot of the Bloomington WalMart. The woman had loaned $800, made in two separate December transactions, to a man and woman she knows through a mutual friend. She went to Wal-Mart, 715 E. 78th St., in anticipation of being

paid back Jan. 4, according to Bloomington Police Commander Mark Stehlik. Upon meeting with the duo at approximately 9:30 p.m. in the store parking lot, a man with no known address got inside the woman’s car. Instead of paying the woman, he took her purse containing $16, prescription medication, a Social Security card, credit cards and a Hennepin County-issued unemployment debit card, according to the report.

She saw him get into a blue vehicle in the parking lot, leaving his car in the parking lot. At that point she called police. While being interviewed by police, the woman saw the blue vehicle retur n to the motel. Police questioned and arrested the man, who was found to have $231 and a credit card matching the card reported missing from the woman’s purse, Stehlik noted.

FROM PAGE 2 The man arrived at the motel, but the duo didn’t get very far, as a Bloomington patrol officer stopped them. The man did not have a valid driver’s license, so they were forced to turn around and park the car in the motel parking lot. The duo then proceeded to the woman’s motel room. The woman had told the man she received $260 from her father. The man asked to hold the money, drawing the woman’s suspicion. When she attempted to leave her hotel room, he grabbed her and began choking her, throwing her around the motel room and hitting her in the face. The woman eventually freed herself from the man’s grip and went to the bathroom to clean blood off her face. In the bathroom she realized the cash she had tucked insider her bra was missing, Stehlik said. The man continued to prevent the woman from leaving the room. He eventually departed.

Robbery? A reported robbery in east Bloomington is not likely to result in charges, as the victim has been uncooperative with police and told more than one story regarding a Jan. 4 incident. A 23-year-old Brooklyn Park man claimed to be lost the night of Jan. 4 when a man jumped in his car and took $2,200 from him. Initially the man told police he had stopped along American Boulevard to try to determine how to get to the mall when another man entered his car using the driver’s side rear door. The perpetrator appeared to have exited a vehicle that began driving away, the man told police.

The perpetrator leaned forward, grabbed the steering wheel of the vehicle, causing it to hit a snow bank then took money from the victim’s pocket, all while in the back of the vehicle, the victim told police. Upon arrival, the victim was able to lead police to the vehicle he claimed the man had been dropped off in, and a police canine officer tracked through the snow a suspect, a 20-year-old Coon Rapids man. He was found hiding in nearby bushes, Stehlik said. The man had $500 at the time of his arrest, Stehlik noted. A 24-year-old Inver Grove Heights woman driving the vehicle the victim identified was also arrested. The woman claimed to have been at the Mall of America and was lost after exiting the freeway. Upon questioning of the woman and the victim, however, the officer found that both of them had the same person’s phone number programmed into their cell phones, Stehlik said. The victim told police the following day that he had lied about the circumstances of the incident and told a different story. The man has since been uncooperative with police, and no charges are expected from the incident, Stehlik noted.

Opat remains county board chair Commissioner Mike Opat, First District, was re-elected chair of the seven-member Hennepin County Board of Commissioners, Jan. 4, at the board’s organizational meeting for 2011. Opat received six votes, with Fifth District Mike Opat Commissioner Randy Johnson abstaining. Opat has served five terms as board chair, from 2001 through 2003, and 2009 through 2010. “I’m honored to have the support of my colleagues to serve as chair,” Opat said. “Every year brings its unique challenges, and 2011 will be no different. Hennepin County is up to the task of improving our services, making smart investments and working together to keep the property tax burden as low as possible for our residents.” Opat, a resident of Robbinsdale, has served on the board since 1993. He represents Brooklyn Center, Brooklyn Park, north Crystal, northwest Minneapolis, north New Hope, Osseo and Robbinsdale. The board also re-elected Commissioner Mark Stenglein of Minneapolis, Second District, as board vice chair. Stenglein has served

on the board since 1997. His district includes south Crystal, Golden Valley, Medicine Lake, north and northeast Minneapolis, south New Hope, southeast Plymouth and St. Anthony. Let’s not take the fun out winter entirely I think we would all agree we have about enough snow for one winter. It’s beginning to become loathsome. Did you know that the city of Bloomington clears more than 2,000 lane miles of snow after each dump? That’s a lot of PAUL plows, plow drivers, salt, sand WAHL and patience. Managing Winter is a total bust for an Editor old fogy like myself. When it’s cold and snowy, my joints ache and my nearly bald head gets cold. But for children, winter is a wonderland of play opportunities. Fortunately, I’m not too old to remember those days. One of my delights as a child was getting together with the children in our neck of the woods and building snow forts. Some of them were quite elaborate. Playing on the snow banks and tunneling through them were also highlights of the season. Not so much today. Bloomington officials have issued danger war nings regarding playing in and around snow

banks. If you’re inside one and a plow comes along, you could be swept away with the plow and that wouldn’t be much fun. Now I fully understand the need to issue these warnings because, frankly, there are people out there who don’t have much gray matter above the neck. I feel somewhat pained, however, that we’re raining (snowing perhaps) on the parade of winter fun for children. Another entity recently issued a statement about the dangers of sleds. Well, certainly they can be dangerous, and I know individuals who have been injured in sledding accidents. But what fun would winter be for any child without sledding? You simply have to use common sense and anticipate what might happen if you, for instance, try to jump a six-foot snow bank on a sled. Oh, wait a minute … that was me. Let’s just say I didn’t stick the landing. Winter coats are also dangerous if they have strings hanging out of them. I’m sure a dermatologist would tell you that wearing

a knit cap is bad for your follicles. Gloves reduce the dexterity of your fingers, which means you might not be able to respond quickly in case of an emergency or dial 911 on our cell phone. Ice is slippery. Tongues do stick to metal. While no one suggests putting children deliberately in harm’s way, there has to be some recognition that, with winter part of our world for nearly six months out of the year, we have to make accommodations. Children cannot be kept cooped inside all winter long just because they might get hurt if they go outside. They might get hurt if they stay inside and mom grows weary of hearing them bicker and argue. And what about that obesity menace that’s facing our children? Certainly sitting on the couch all winter will do little to help alleviate that situation. My mother often referred to my scars acquired from winter recreation as “education marks.” In other words, “what did you learn from this experience?” That which does not kill us makes us smarter.

Seniors must try to become their own ‘fraud squad’ BY BOB RAMSEY • GUEST COLUMNIST We hear a lot today about seniors becoming victims of fraud. It’s not that seniors are bigger suckers than others. Plenty of younger people get scammed too. It’s just that older folks are targeted because they often have savings set aside, they are a large, growing “market” and many have compromised physical or mental health conditions that make them more vulnerable. Common scams aimed at seniors include foreign lottery hoaxes, phony charities, bogus home repair contracts and too-good-to-be-true giveaway offers. Of course, scammers are creative and new schemes appear almost weekly. Unfortunately, they often work because they contain a grain of truth and people want to believe in unbelievable deals. That’s why part of vital aging and remaining independent is managing your own resources and protecting what’s yours from con artists and sweet-talking swindlers. As it

turns out, God really does help those who help themselves. We all know the cautions we should follow: Don’t give out personal information, don’t pay for a prize you’ve already “won,” don’t wire money to people you don’t know and don’t rush to buy under pressure. It always pays to exercise the power of the pause. Four more of my favorite tips: dare to hang up on unwanted calls, don’t let overly friendly strangers into your home, don’t believe a deal is legitimate just because it appears in print or on TV or comes through the mail, and remember, you can’t win a lottery if you didn’t buy a ticket. It’s also important not to be too embarrassed to report a crime. Being a victim of fraud doesn’t mean you’re foolish. Not reporting it does. Life’s too short (especially for seniors) to become paranoid; but the old military mantra, “Trust – but verify,” is still sound advice. After all, you’ve worked too long and hard for your money just to give it away to the bad guys.

Today’s seniors have the life experience and elder wisdom to shut down scammers and “trunk slammers” (fly-by-nighters), but they have to become their own “fraud squad” to do it. The best advice is “when in doubt, check it out.” If you suspect or spot fraud, blow the whistle. Here’s who to call (besides your local police): the Better Business Bureau at 1-800-6466222, the Attorney General’s Office at 1-800-6573767 or the FBI at 612-376-3200. The truth is that seniors have the power to turn the tables on crooks. The trick is to be smart, be informed, be cautious, be alert and be assertive. Criminals only succeed when the community lets them. Don’t let them. This year, resolve to live fraud-free and show predators it doesn’t pay to mess with today’s breed of seasoned citizens. Public Health Pathways: clearing the air in apartments, parks BY BRITTANY MCFADDEN • GUEST COLUMNIST Now appearing in a Hennepin County city or neighborhood near you: tobaccofree parks and smoke-free apartment buildings. As part of Hennepin County’s Statewide Health Improvement Program grant, the Association for Nonsmokers-Minnesota is assisting landlords and city officials in adopting tobacco and smoke-free policies. These policies protect everyone from reducing secondhand smoke exposure to discouraging youth from starting to use tobacco and encouraging tobacco users to quit.

Smoke-free rental housing Since September 2009, 62 apartment buildings in suburban Hennepin County have adopted smoke-free policies for indoor areas including individual apartment units. Building owners are protecting the health of their residents, cutting down on cleaning costs and reducing the risk of fires caused by cigarettes. Stoneleigh at the Reserve apartments in Plymouth is among those that implemented the “Live Smoke Free” program this summer. “Residents love the fact that they are living in a smoke-free property, and the program has generated a lot of positive feedback from our current residents and prospects,” said Amy Hesselgrave, Stoneleigh senior business manager. “This is a ‘win–win’ program for everyone involved.” As part of the program, apartment buildings receive free signage and other materials that help them advertise that the building is now smoke free. “After many years without a policy, I am so grateful we are now a smoke-

GUEST COLUMN free building,” said Kathy Boesen, Housing and Redevelopment Authority managing director for Plymouth Towne Square. “We have received information, building signs and major support as we proceeded with this venture.”

Tobacco-free parks You can also start breathing a little easier in several suburban Hennepin County communities that recently made their park systems tobacco free. For example, Hopkins and Orono adopted policies this past fall prohibiting the use of tobacco in city parks, playgrounds, athletic fields, picnic areas and other recreational venues. As part of the program grant, both communities are receiving tobacco-free signs to post throughout their park areas to remind visitors of the new policy. “As the mother of a toddler and a frequent park user, I am ecstatic that the city of Hopkins has taken this step to protect my family from the dangers of secondhand smoke,” said Hopkins resident Kerri Gordon. “It is just another reason that we love living in this community.” Tobacco-free park policies impact the health of our communities by: • Protecting park users from secondhand smoke. According to the U.S. Surgeon General, there is no risk-free level of exposure to secondhand smoke. • Promoting positive, tobacco-free role modeling to youth by keeping coaches, parents and spectators from using tobacco during recreational events.

Think about the waste you or your family produces and how you can minimize that amount. Recycle more, buy less, reduce waste – there are many ways to reduce your impact. Here are a few ideas: • Pick one new thing to recycle. Choose cereal boxes, paper towel tubes, or items from the bathroom like toothpaste boxes and shampoo bottles. Most of us can recycle more than we think. Read about what items can be recycled on RethinkRecycling.com. • Get your name off of junk mail lists. Each year, the average household in the U.S. receives more than 40 lbs. of unwanted, unsolicited mail. Many find junk mail to be a real pain, but it’s sometimes hard to know who to contact to remove your name from a list. Rethink Recycling has compiled resources for getting your name off lists of major marketers, credit companies, and how to register with the Direct Marketing Association’s Mail Preference Service. • Pack a no-waste lunch. Another easy “be green, save green” tip: Use a reusable lunch bag and reusable containers instead of plastic bags or disposable containers – and of course, a cloth napkin. • Use a reusable mug and bags. Instead of using a Styrofoam or paper cup from the coffee shop, bring in your own mug. Use a reusable lunch bag and bring a water bottle to refill; you’ll save money and reduce waste. • Look for less packaging and avoid disposables. Borrow or rent items that friends or neighbors have or that stores offer, then check out buying used before heading to the store for a new item that you’ll only use a couple of times. • Reduce toxins in your home. Instead of using store-bought household cleaners that may harm the environment, consider making your own cleaners that work well and keep kids, pets and the environment safe. • Explore composting. A clean slate BY REV. BRENDAN PRIGGE • GUEST COLUMNIST Why do we wait till the beginning of a new year to make resolutions? Can’t we do that in July? I guess it has something to do with new beginnings and all that. A year has ended and it’s kind of like starting with a clean slate. We somehow perceive the new year to be all fresh and clean. If you haven’t made any resolutions yet, I’d like to suggest one.

one who has wronged you, do you really think they care if you’re upset with them? Are they losing sleep at night because they feel so bad about the strain on your relationship? Not likely. If they cared about how you felt, they wouldn’t have mistreated you in the first place. Don’t allow their malice to become a perpetual presence in your life. Forgive. Let go. You can’t control them, but you can control yourself. You can put their meanness behind you and look forward. Forgiving is also pleasing to God. Area residents part of new band with upcoming CD release BY JENNIE OLSON • SUN NEWSPAPERS Minneapolis resident Stefan Van Voorst has learned that the world is not black and white, as he once believed. As a musician with years of experience in the Twin Cities music scene, Von Voorst felt it was time to start writing lyrics that spoke candidly about the gray areas of the world. To fulfill this desire, Van Voorst began a collaboration with several other local musicians: St. Louis Park resident Grady Kenevan from The Drive Back; Lakeville resident Izaac Burkhart from Weaver at the Loom; Minneapolis resident Ian Allison from Down and Above; and Minneapolis resident Justin Sharbono, who toured nationally with Superchick and The Swift. “I’ve played with these guys on and off in other contexts but never in a solo project like this,” Van Voorst said. “Even though I went into it as a solo

thing, it came out being more of a band thing; it became much more collaborative.” Kenevan, who began playing the drums in his basement with the radio on in the background, has been in the music scene with his band The Drive Back since he was in high school. “With The Drive Back, we had three or four different bands that covered other people’s songs, and slowly we started to write some of our own and taking it more seriously,” he said. “I started spending time with Stefan about three years ago, and this project really starts with our friendship; the music is just a plus for us.” Kenevan said that his energy is going toward Von Voorst’s project now that The Drive Back has slowed down a little. “What we’re all really attracted to about this band it is that it’s about the music; there’s something behind every song,” Kenevan said. “A lot of guys

only do music because it’s fun. We’re hoping to make a difference in the way we treat each other and talk to each other in our world.” For Burkhart, former Weaver at the Loom vocalist, he said that, in addition to the bond and friendship of the new group, his motivation stemmed from his belief in Van Voorst’s messages. “I like what’s being said in the music and agree with it,” he said. “I’m really drawn toward music that I can believe, that’s not phony and fake.” “There are things that live in my head and in my heart – specific things with social issues, poverty, pain, broken relationships and dealing with mixed bags of people who have incredible light and incredible darkness that all lives within,” Van Voorst said. “The authentic part is about being honest about that rather than covering it up to make it look better.” Von Voorst added that for him,

the risk does not lie in being honest but rather in the possibility of being misunderstood. “If anything is controversial, I don’t perceive it as antagonistic or riling up for the sake of the conflict,” Allison said. “It’s done in the spirit of, ‘Let’s talk about it.’” For Van Voorst, the past few years have been about learning to consider perspectives before making judgments. A defining moment for him occurred when he was speaking with a homeless man who was released from jail for breaking and entering. “In my mind I thought, ‘You shouldn’t have done that,’” Von Voorst said. “He said to me, ‘It was either that or freeze to death.’ I realized that I’ve never had to make that choice.” Van Voorst said that after that, his views of right and wrong suddenly became more complex. “A lot of what this whole project is about is conflict,”

Van Voorst said. “It’s conflict between people and within culture, but also within individuals. All of that lives within us as much as among us.” Their record, “Out Beyond,” will be released on Thursday, Jan. 20, at the Varsity Theater, 1308 4th St. S.E. in Minneapolis. The title of the album was inspired by a poem written by 13th century poet Jelalud’din Rumi. The lines say, “Out beyond ideas of wrongdoing and rightdoing, there is a field. I’ll meet you there.” “I would love to see opposite things begin moving toward each other to celebrate diversity verses letting diversity continue to divide us,” Van Voorst said. “If we really sat down and started to get to know each other and began to talk about these things, we might find other solutions that we haven’t thought of before. Ice Bowl to benefit 360 Communities Pastor seeking laptops for Tanzania Becker said that one reason behind the event is to show that the club appreciates the facilities at the Red Oak Disc Golf Course, which Burnsville Parks and Recreation works to maintain. The Ice Bowl and contributions to the Burnsville Fire Muster are the club’s ways of giving back to the local community. “We’d also like to grow the sport and invite community members to come and check out the course and try the sport,” Becker said. Disc golf is similar to “regular” golf but replaces clubs and balls for golf discs and baskets attached to steel poles. The players count each throw as a stroke until the disc lands in the basket. “Disc golf has all the appeal of regular golf without the high cost of equipment or greens fees,” Becker said. “Most of the courses are in community parks, and many are free of charge. It’s very accessible to all ages, and it’s fun to go with groups or even pairs.” The Burnsville Blizzard Ice Bowl entry fee is $20, which includes a commemorative disc and nested Minis Collector’s set. BY JENNIE OLSON • SUN NEWSPAPERS Despite the snow and ice covering Minnesota parks, the Burnsville Disc Golf Club is proving that sport is not confined to the summer season by hosting its second annual Burnsville Blizzard Ice Bowl. The Ice Bowl will begin 10 a.m. Sunday, Jan. 23, at the Red Oak Disc Golf Course in Burnsville. The event will benefit 360 Communities, formerly known as the Community Action Council. This year’s goal is to raise $350 and 40 pounds of food for 360 Communities. According to Tournament Director Terry Becker, Ice Bowls are played across the country from Jan. 1 through Feb. 27 to support local charities. The first Ice Bowl began approximately 25 years ago in Kansas City, Mo., and in the past decade, the tournament has switched its focus from recreation to philanthropy. “I contacted [360 Communities], and we met and were very excited about the possibilities,” Becker said. “Last year was our first tournament so we didn’t know what to expect, but it came out really well, and we wanted to continue that relationship this year.”

BY JENNIE OLSON • SUN NEWSPAPERS The Rev. Paul Harris, a pastor at Easter Lutheran Church in Eagan, knows the value of education. He attended Wheaton College, Yale Divinity School and has done graduate work in Germany, the University of Minnesota and Luther College. He taught philosophy at the University of Minnesota and Bethel College before becoming a pastor. Now, Harris is hoping to help enhance education in other countries by donating laptops three years old or newer to theology students in Tanzania. In 1997, Harris, along with his wife, Sally, and several other Twin Cities residents, founded Tumaini University in Iringa, Tanzania, under the Evangelical Lutheran Church of Tanzania. The university has approximately 3,000 students and is growing by 10 percent each year. According to Harris, approximately 30 percent of the Tanzanian population is able to go to secondary school and approximately 1 percent is able to go to college. “It’s exceedingly important for the development of the country to have edu-

cated people,” Harris said. “The impact of that is huge.” To promote this education, Harris is looking for people to donate used laptops to the school. His goal is to obtain 15. “When you have a laptop, you have access to the Web, and that opens the whole world to you,” Harris said. “Students do their research projects and are able to access databases, which is pretty dramatic.” Harris said that although there are computers at the university, the lines are very long and the wait is not conducive for research. The laptops also make it possible for the students to do research outside of the library. “Almost all of their research is done in the field, and in Tanzania, 85 percent of the population live in the villages in very remote places without electricity and without running water,” Harris said. “The laptop allows them to record their research and have a lot more efficient use of their time.” Laptops can be dropped off at Easter Lutheran Church at 4200 Pilot Knob Road in Eagan. Richfield couple made a lasting impression upon many BY MIKE HANKS • SUN NEWSPAPERS He was a larger-than-life character who provided spiritual leadership for many. His wife was an educator who enjoyed working with children. Together Verne and Kathie Voss spent the last two decades of their careers working at a Minneapolis church – Verne as the pastor, Kathie as a preschool teacher at the parish school. The couple, both 70, died last week following a twovehicle collision in Minneapolis. The Jan. 4 crash killed Verne that afternoon. Kathie died from injuries sustained in the accident two days later. A funeral for the couple was held Jan. 11 at St. Michael’s Lutheran Church of Bloomington. The couple moved to Richfield in the mid-90s, about 10 years before retiring together from Pilgrim Lutheran Church in south Minneapolis. Since retiring the couple maintained a busy schedule. Verne had long been attracted to law enforcement and may very well have pursued a law enforcement career had he not become a pastor, according to their son Jon, of Bloomington. “That kind of work appealed to him.” Verne may have been too old to begin a career in law enforcement when he retired from the church five years ago, but he found ways to pursue that interest before and after retirement.

Following his retirement from the church, Verne went to work as a security officer at Mall of America. He was often assigned a post outside Bloomingdale’s, according to his daughter Kara Stoerzinger of Shakopee. “He just loved that job,” she said. He may not have been a police officer, but he treated the job as if it was as important, Stoerzinger noted. Verne was a gun collector who practiced his marksmanship in recent years during Saturday trips to a shooting range. He had a conceal-and-carry permit, and was pictured on his permit wearing his clerical collar. “He liked to stir the pot,” Stoerzinger said. Verne was able to combine his career as a pastor and aspirations in law enforcement while living in Richfield. In 2003 Verne was chosen as one of the inaugural chaplains for the Richfield Police Department. As a chaplain Verne was on duty one week per month, assisting Richfield Police at the scene of a tragedy when called to do so. One of his recent calls was to counsel a family dealing with suicide, according to Brice Eichlersmith, a pastor at Oak Grove Lutheran Church in Richfield. “He was really good at it,” Eichlersmith said. Like Verne, Eichlersmith signed on as a police chaplain at the program’s inception, noting that chaplains may also be called in to counsel police officers and firefighters following traumatic incidents.

He held a similar position years earlier, when he worked as a pastor in Jordan. Verne’s retirement endeavors included traveling with Kathie. The couple had led several tours of Israel, including archeological digs, and visit-

ed several foreign countries before and after retirement. “They loved to travel,” Stoerzinger said. Brain cancer didn’t keep Kathie from traveling, according to Stoerzinger. Kathie was a spunky lady and “one tough cookie” who had been undergoing chemotherapy treatments during most of the past four years, her daughter said. Her parents were on their way to the hospital for Kathie’s checkup last week when they collided with a vehicle at the intersection of 46th Street and Portland Avenue.

Despite Kathie’s two major surgeries during the past four years, the couple had made a down payment on a cruise they planned to take later this winter, Stoerzinger noted. Kathie’s health rarely slowed her down. She made it a priority to attend sporting events and endeavors her grandchildren were involved in. “Even when she wasn’t feeling well, she would go,” Stoerzinger said. Photo collections from their trips often included children they encountered, Jon recalled. His mother had “a special place in her heart for children.”

When she couldn’t teach at a school, Kathie found other ways to share her talent with children. During their years in Jordan, Kathie opened a preschool program in the basement of their home, a rather unique endeavor at the time, Stoerzinger noted. Pilgrim Lutheran Church held a memorial service Saturday evening. The Vosses joined St. Michael’s Lutheran Church in Bloomington, where Stoerzinger works as director of children’s ministry, upon retirement from Pilgrim Lutheran.

EDUCATION Anderson, Leonard L. L e o n a r d Anderson, age 80, of Bloomington, MN and formerly of Eagle Butte, South Dakota, passed away peacefully on Sunday, December 19, 2010 at his home, surrounded by his family. When he returned to Eagle Butte, SD, he married Muriel L Dupris on May 29, 1953. Leonard spent most of his life as an overthe-road truck driver and spent all of his home life dedicated to his family. Schools FROM PAGE 1 The Bloomington School District provided answers to several questions pertaining to the transitions process and procedures for the upcoming school year. Q. Now that the school board has chosen new neighborhood boundaries, what are the next steps and key dates in the implementation process? A. All current elementary school parents are receiving a letter this week that identifies their neighborhood school and steps to take if a child wishes to attend a school outside of their attendance area. The latter will require parents and guardians to complete an intra-district transfer request form, including Hillcrest Community School students, intra-district transfers and reassigned students. Q. Parents who wish to send their children to a school outside their neighborhood school will have to apply for such consideration. What is the application date, and how do parents obtain the application? A. Applications may be completed online or submitted as a hard copy. The online form will be posted on each of the district’s elementary school web pages. The Application period begins Friday, Jan. 14 and ends Feb. 18. Applications are not processed on a first-come, firstserved basis, so submitting an application anytime during the transfer application period will ensure it is equally considered along with other applications. Q. When will parents learn if their child has been approved for an intra-district transfer next fall? A. Parents will be notified of the transfer decision no later than March 18. Q. Will intra-district transfers automatically renew or will there be an annual application process? A. All intra-district transfers must complete the application form this year. However, once placements are completed, intra-district transfers will not be required to renew or complete an annual application. This year’s step is part of the transition to the new attendance areas.

Q. If a school has more intradistrict applicants than it has space for, how will students be selected? A. If requests exceed the space available, a lottery will be used to determine final selections. Siblings of fifth-graders who apply to remain at their current school will not receive preferred placement. However, preference is given to transfer applicants who previously attended the school requested. Q. It is assumed that most students will attend their neighborhood school next year, and intra-district transfers will balance out. Will there be intra-district transfer requests that are denied? A. There are a few schools that are likely to limit intra-district transfer requests due to space considerations. Only fifth-grade student requests are assured placement. We anticipate a majority of intra-district transfers will be honored, but space availability will limit placements in some cases.

The enrollment area for Normandale Hills is expanding to nearly twice its current size. As a result, room will be limited for transfers. We anticipate that some students who have been assigned to Normandale Hills will request to continue intra-district transfers to other schools, which will in turn open seats for existing transfers to request to return. The net difference will not be known until transfer applications are submitted. Q. How will the boundary and transfer policy changes affect enrollment at Hillcrest Community School? A. Hillcrest students must apply to re-enroll at Hillcrest, but a lottery will not be used for making placements for next year’s first- through fifth-graders (current kindergarten

through fourth-graders). Any current student requesting to continue at Hillcrest will be granted a transfer. If there is room, new transfers to Hillcrest may be accepted. For next year’s kindergarten students, however, lottery procedures will be used to assign students. The new transfer policy places limits on the number of students who may transfer to Hillcrest from any one school. The new limits will apply for fall 2011 kindergarten students, including limits on the number of siblings of existing students in schools where the number of students allowed to transfer to Hillcrest has been reached. Q. Which students are eligible for bus service next fall? A. Fifth-grade students who choose to attend their current neighborhood school and those newly re-assigned students who live outside the walk-in boundary of one-half mile for elementary schools. Q. Who do parents contact for additional information? A. Parents may contact their current school principal for further information.

Coat FROM PAGE 1 When told by the investigator that she may be charged with felony theft while in custody – meaning a trip to downtown Minneapolis for booking – the woman produced the mid-length mink coat from under neath her dress. The woman had been searched by police following her arrest, but the search failed to turn up the coat the woman – who is 5 feet 6 inches tall and weighs 270 pounds – had tucked into her underwear. The woman was one of two suspects in the New Year’s Eve coat theft. The woman entered the store at the same time as another man, and the two split

up immediately inside the store. The man was talking on a cell phone inside the store, and it appeared to store employees that the duo was attempting to distract store employees, Bloomington Police Commander Mark Stehlik said. A pillar inside the store helped screen the woman from the view of store employees. An employee approached the woman, who appeared to be stuffing a coat up her dress while kneeling on the floor. When confronted by the employee, the woman said she had not taken the coat. She lifted the back of her dress to show that she did not have the coat. It appeared to the employee that the woman was not wearing underwear, according to the complaint. The duo left the store and drove off with another man in a waiting vehicle

outside. Employees were able to provide a vehicle description, including a license plate number, to police. A Bloomington Police sergeant spotted the vehicle near Mall of America and conducted a traffic stop. A hanger from Alaskan Fur Company was found inside the vehicle, but not the coat, according to the complaint. The trio was arrested, but the two men were eventually released as the woman claimed they had no knowledge of the theft, Stehlik said. After giving up the coat nearly 72 hours later, the woman told police that she had removed the back of her underwear so that when she lifted the back of her dress it would appear that she was not wearing underwear and therefore had no place in which to conceal the coat, according to the complaint.

The suspect has at least nine prior felony convictions, and faces one felony charge of theft exceeding $5,000. If convicted she faces up to 10 years in prison and a $20,000 fine. Searches of female suspects can be challenging for police if there is not a female officer readily available, according to Stehlik. If a female officer is not available from the Bloomington staff, the department may have to request assistance from a female officer of a neighboring city, he explained. Since there was no suspicion of drugs during the arrest, the search was limited to an external pat down of the woman and use of a handheld metal detector to eliminate the possibility that she had a weapon, Stehlik said.

New turf fields making positive impression on local scene It was more than a decade ago when Bloomington debated whether Kennedy and Jefferson high schools needed activity centers. Well, those activity centers were built and proved to be great assets for both GREG schools and the community KLEVEN in general. Sports Editor I have been around the two activity centers on weekends and can’t believe how much use they get. They have been worth every dollar. The Bloomington School District and the community got another special gift during 2010. New artificial turf fields were constructed at both high schools. Construction costs for the two fields were $1.7 million. They were financed through a combination of levy dollars, a contribution by the city of Bloomington,

a grant from Hennepin County and school district funds. Both turf fields were in operation last September in time for the start of the fall high school sports seasons. And the fields drew raves from athletes, parents, coaches and administrators. At Jefferson, “the new turf field saw extensive use,” said activities director Brian Fell. “We played lower-level football and soccer games as well as varsity regular-season and post-season games on the field. In addition, our teams practiced on the field when there weren’t games scheduled. “Feedback has been extremely positive. All users commented on what a nice facility it is.” Kennedy activities director Kristin Krenz received similar feedback regarding the new field at her school. “Coaches and players absolutely love playing on the surface,” said Krenz.

“It is ideal for football and soccer games. And our lacrosse team was even able to utilize the field for fall captains practices. “On rainy days, the surface was safe and playable, unlike many grasssurface fields. We were able to get games and practices in without worrying about the safety of our studentathletes or destroying the playing surface.” The Richfield-Bloomington Credit Union donated funds to provide scoreboards for the Kennedy and Jefferson turf fields. Krenz also noted more students and fans came out to watch events at her school’s field. The turf fields should start generating income as a variety of community groups rent the facilities. They are a valuable addition to the Bloomington sports scene.

Another field project Speaking of field renovations, Kennedy head softball coach Jim Hanson is helping organize a fundraiser to improve softball fields at Kelly Field, specifically Field No. 4. Hanson is also head of player development for the Bloomington fastpitch program. Planned improvements include dugouts and a scoreboard. And a long-range plan is to move in the fences from 250 feet to 210 feet. Kelly’s three softball fields are used by Kennedy High School and Bloomington Athletic Association slowpitch, fastpitch and traveling teams. A few other groups also use Kelly Park fields. “We are attempting to get a coalition of youth groups that use Kelly Fields to donate funds for improvements,” said Hanson. “We will be attempting to meet with all youth groups before February.” To contribute toward field improvements at Kelly, call Hanson at 612-269-7653.

Jefferson girls open season with 5-1 record BY GREG KLEVEN • SUN NEWSPAPERS Another high school Alpine ski season is underway for Jefferson and Kennedy. Both squads will share the same coaching staff this season. Caryn Jones is Bloomington’s head coach. Her assistant is Tenley Fontaine. Jefferson must try to replace several talented skiers who graduated last year. But the Jaguars will rely on 12 returnees and six new racers. Jefferson’ girls team is ranked first in the state after placing second at last year’s state meet. Jefferson captains are senior Brenna Murray, senior Jivar Tripp, junior Erin Spong and sophomore Michael Murray. Kennedy’s Alpine ski team is looking to add more participants. The lone Eagle skier is ninth-grader Matt Swanson. Jefferson’s girls team got off to an impressive start, going 5-1 record in its first South Suburban Conference meet of the season Jan. 6 at Buck Hill in Burnsville. The Jaguars’ top girls racer was Murray, who finished second with a tworun time of 45.89 seconds. Spong finished fifth in 47.83 and sophomore Izzy Iewen placed ninth (50.63). Other top Jaguar skiers were senior Caitlin Fontaine (11th, 51.61), sophomore Danielle Blais (21st, 55.35) and eighthgrader Annalise Iwen (23rd, 55.92). Jefferson was 3-4 in the boys conference meet Jan. 6. Michael Murray was Jefferson’s fastest skier with a second-place time of 43.94. Flyers adapted floor hockey team deep in returning talent Top scorers return for South Suburban squad BY GREG KLEVEN • SUN NEWSPAPERS There is an abundance of talent returning for the South Suburban Flyers adapted floor hockey team. The Flyers compete in the Physically Impaired (PI) Division. Squad members are student-athletes in grades 7-12 from Eden Prairie, Edina, Bloomington and Richfield. The South Suburban Flyers were scheduled to open the season in the Team 25 Adapted Floor Hockey Invitational Tournament Jan. 7-8 at Rochester Century High School. This year’s captains are Eden Prairie seniors Robert Doyle and Sam Rasmussen. Flyers’ junior players are Rachel Rosenthal and Chris Reichel from Edina, Nick Nieson and Mark McDaniel from Eden Prairie, Karen Kriedler of Richfield and Jessi Bean of Bloomington Jefferson. The Flyers also hope to get contributions from sophomores Alex Furber (Jefferson) and DeQuan Williams (Kennedy). South Suburban ninth-grade players are Dan Schmitz (Kennedy) and Callie Johnson (Eden Prairie). Edina’s Jackson Lowe and Eden Prairie’s Jake Yancy are eighth-grade members of the team. The team also has four seventh graders, all from Edina – Danny Moffert, Patrick Moffatt, Andrew Spartz and Alexei Dickinson. “I am very excited about our team,” said Flyers head coach Dan Slinden. “Kriedler is back after leading us in scoring last season with 45 goals. “Nieson was tops in assists with 19 and Doyle added 13 goals and 18 assists. Those three players make up our first line and I expect big numbers from that group.” Furber is expected to be the Flyers’ starting goaltender, according to Slinden. Providing defensive support are Schmitz and Reichel. South Suburban will count heavily on other returning letter-winners such as Bean, Rosenthal, McDaniel, Rasmussen, Lowe and Yancy. The South Suburban Flyers will travel to Rosemount to play Dakota United at 6:30 p.m. Thursday, Jan. 13.

Eagles’ Vaughan captures title at Bi-State Invite Eagle senior wrestler improves record to 18-3 BY GREG KLEVEN • SUN NEWSPAPERS Josh Vaughan is enjoying a productive senior year at Bloomington Kennedy. Last fall, Vaughan was one of the leading tacklers and rushers for the Kennedy football team as a starting linebacker and running back. This winter, Vaughan is excelling on the wrestling mat. He has the best record on Bloomington’s high school co-op team. Vaughan won the 189-pound title at the Bi-State Invitational tourna-

ment Dec. 29-30 in LaCrosse, Wis. He improved his record to 18-2. Bloomington placed 13th of 19 teams in the tournament with 118.5 points. Wausau West (Wis.) won the team championship with 286 points and Marshall placed second (220). Senior Jarod Rau was seventh in the tour nament at 171 pounds. Junior Ben Cousins finished 10th at 152. Several Bloomington wrestlers are in the state individual rankings, including Vaughan (sixth), Rau (sixth) and junior Ulises Diaz (seventh). Rau has an 18-7 record this season while Cousins is 14-7. Diaz is 10-3 at 103 pounds. The Bloomington Kennedy/ Jefferson wrestling team is 3-6

overall and 1-2 in the South Suburban Conference. “We are young and inexperienced,” said Bloomington coach Chuck Vavrosky. “And we have been held back by a few injuries. But we could finish the regular season strong once we get those injured wrestlers back.” Bloomington is building depth at the lower age groups. The junior varsity team is 11-2. The Bloomington ninth-grade squad has been beaten only once. Bloomington will wrestle against host Lakeville North at 7 p.m. Thursday, Jan. 13, in a South Suburban Conference dual meet. On Saturday, Jan. 15, the local wrestlers participate in the Pony Stampede team tour nament in Stillwater at 9 a.m.

Winter workouts for baseball players ages 9-18 will be available at the Kennedy Activity Center from January through mid-March. There is no charge to attend these workout sessions. Players should bring gloves, bats and gym shoes.
