BY MIKE HANKS • SUN NEWSPAPERS Bloomington is considering an increase in the reporting requirements of pawnshops and other secondhand goods businesses. The owners of a gold-buying business at Mall of America think there’s a distinction between their business and others handling secondhand goods, and want to see decreased reporting requirements.

The proposed City Code amendment drew the objections of Joe Beasy, co-owner of The Gold Guys, a two-year-old business that buys gold and other precious metals. Chorale concerts set

Fire department called to three vehicle fires

Bloomington firefighters respond to about 40 vehicle fires per year. During the week of Dec. 3-9, they responded to three. In all three incidents the fires were contained upon arrival, according to Bloomington Fire Chief Ulie Seal. “We tend to have a little spike in the winter months,” Seal said. With three

incidents last week the total is up to 40 this year. Last year the department responded to 41 vehicle fires, Seal noted. Two of the three calls were for vehicles in parking lots, the third was for a vehicle traveling southbound on Highway 77, near the East Old Shakopee Road exit. Most vehicle fires are the result of engine compartment fires due to a mechanical or electrical malfunction, Seal said.

The weekend blizzard also kept firefighters busy. Seal estimates the department responded to 25 calls between noon Saturday, Dec. 11, and Sunday evening. Firefighters responded to a variety of calls, but there were no major incidents, Seal said. The beginning of winter and the holiday season typically result in an increase in fire calls, and fatalities as a result of fire tend to increase during the holiday season, Seal noted.

Police need help identifying liquor store robber BY MIKE HANKS • SUN NEWSPAPERS Bloomington investigators are seeking information about the perpetrator of a robbery at a liquor store near Southtown Shopping Center. The man entered Liquor Locker, 8090 Morgan Circle, at 2:23 p.m. Dec. 3 and demanded cash from the clerk, displaying a gun as he made the demand, according to Bloomington Police Commander Dave Olmstead. The man is described as a white male, 50-55 years old, 5-feet 10-inches to 6-feet tall and weighing 250-275 pounds. He was wearing blue jeans, a light brown jacket and brown stocking hat, according to the report. He was seen leaving the store in a red SUV and also took a bottle of Smirnoff vodka, Olmstead noted. Anyone with information is asked to call Investigator Ed Hanson at 952-5638812.

Burglars apprehended A traffic stop proved fortuitous as it resulted in the arrest of two men sus-

pected of burglarizing a Bloomington restaurant. A Bloomington patrol officer saw a vehicle exiting the parking area of Kimson Vietnamese Cuisine, 8654 Lyndale Ave. S., at 3:06 a.m. Dec. 2. During a traffic stop of the vehicle an alert was dispatched regarding activation of the burglary alarm at the restaurant, Olmstead explained. Upon further investigation police found that the glass entry doors to the restaurant had been damaged, and the suspects had glass embedded in the bottom of their shoes, Olmstead said. Change was reported missing from the restaurant and the suspects were found to be in possession of change thought to be from the restaurant, Olmstead noted. A 48-year-old St. Paul man and a 57year-old Maplewood man were arrested for probable cause, burglary. The St. Paul suspect was also arrested for an outstanding warrant and giving a false name to a police officer, and both suspects were also found to be in possession of drug paraphernalia.

Mall of America burglary A man who entered Mall of America after 2 a.m. managed to remove merchandise from several kiosks before being arrested. The 24-year-old, who had no permanent address, was arrested at 3:12 a.m. Dec. 2. Mall security observed the man attempting to obtain a box from a Hickory Farms kiosk in the mall. He had used a cart to collect a variety of merchandise obtained from several locked kiosks, including portraits, jewelry and sunglasses, Olmstead said. There was no sign of forced entry to any of the kiosks. Merchandise appeared to be from five or six kiosks, Olmstead noted. Mall security video determined the man had entered the mall through a door that another patron used to exit the building.

Apartment burglaries Two separate apartment burglaries were reported Dec. 6, and victims in each incident suspect a friend or acquaintance is responsible.

A television and laptop computer were stolen from a residence on the 8200 block of Wentworth Avenue South. The doorframe of the apartment had been damaged and the victim said he had guests at his apartment recently, according to Olmstead. A laptop computer, several video games and multiple video game consoles were stolen from an apartment on the 10500 block of Bloomington Freeway East. There was no sign of forced entry into the apartment, and the victim thinks the theft is tied to an ex-roommate, Olmstead said.

Fraud arrest A 30-year-old West St. Paul woman was arrested for fraud after her employer alerted police that she appeared to be cashing checks from a vulnerable adult for whom the woman was caring. The woman was found to have cashed five checks totaling $2,400 from the account of the vulnerable adult she was employed to care for in a Bloomington home, Olmstead said.

Leader at Bloomington firm named to Minnesota board BY JONATHAN YOUNG • CONTRIBUTING WRITER One of the most rewarding days of Dr. Dennis Morrow’s career was a high school graduation he attended as the superintendent of Brooklyn Center Public Schools. He vividly recalls standing on the platform with a student who was the first in his family to graduate high school. “This person’s trajectory of life was changing,” said Morrow, “and that was huge for me.” Morrow — or Denny, as he prefers to be called — has been changing lives his entire career. He hopes to continue doing that as the newest member of the Minnesota Board of Marriage and Family Therapy. Gov. Tim Pawlenty appointed the Plymouth resident to a four-year term as a public member of the board Oct. 28. The board licenses and regulates marriage and family therapists in Minnesota. Morrow will attend his first meeting Dec. 17. As one of two public members, Morrow will bring an outside perspective to a group made up mostly of therapy professionals. According to Herb Grant, the board chair, he and his colleagues have been operating with only one public member for almost a year. “We’re excited to have him join us so we can function as a full board with two public members,” said Grant. Because the board sets educational standards for marriage and family therapists, Grant said Morrow’s background in education could be especially helpful. Morrow draws from a wide range of experiences in education and leadership training. “He brings a very broad perspective,” said his longtime friend, Ron Tschetter. “He will offer very seasoned but thoughtthrough viewpoints and opinions.” While he was growing up in Minneapolis, Morrow learned the value of education from his parents. After an influential high school counselor challenged him to reach his potential, he went on to earn a bachelor’s in history, a master’s in teaching and a doctorate in educational administration. During his 59 years of life, Morrow has participated in nearly every level of the education system. After beginning his career as a high school history teacher, he became principal of three Minnesota schools and spent two years in China as principal of the Hong Kong International School. He also served

four years as the superintendent of Brooklyn Center Public Schools. He has been involved in education at the university level as well. As dean of the graduate school at Bethel University, he created an accredited doctoral program from scratch. Later he became executive director of Daystar University in Kenya, which focuses on training future leaders for Africa. Morrow now serves as the associate executive director at ReachGlobal, a Bloomington-based coaching and training organization that develops leaders for humanitarian service. His work there requires four months of travel each year, but he’s always shown a penchant for travel and adventure, as evidenced by the time he spent in China and Kenya. His childhood heroes included the seven original astronauts, as well as Edmund Hillary and Tenzing Norgay, the first men to scale Mount Everest. During college, Morrow took three years off to teach at a wilderness survival school called Outward Bound, and he has served as a U. S. Navy intelligence officer. All of Morrow’s professional endeavors have involved serving others. Throughout his life, he has felt a strong sense of responsibility to the people around him. Along with a vibrant personal faith, his sense of civic duty and a desire to help others have driven his life and work. Morrow said he asks himself, “Can I leave my community better than I found it?” That’s why he applied to be on the Board of Marriage and Family Therapy. “Just like when you’re sick you go to a doctor, if there are some issues that you need worked on, you can see a marriage and family counselor to help with that as well,” said Morrow. “I think that therapists have a huge impact on society today.” And that’s what matters, he says. “He’s passionate about helping people,” said Tschetter, who also admires the way Morrow relates to others in a warm, approachable manner. He doesn’t seem to care much whether people remember the specifics about which boards he served on or what great tasks he accomplished. “I’d like to be Mr. Fezziwig from ‘A Christmas Carol,’” he said. “Someone who valued colleagues, who knew how to have fun, who was the voice of encouragement for others and really embraced his family.”

Updated clinic rules help lay High school students still groundwork for healthier lives find journalism interesting BY CATHY BRUNKOW GUEST COLUMNIST Hennepin County Public Health’s work to address overweight, obesity and chronic disease through Statewide Health Improvement Program funding is making a difference at a growing number of health-care clinics. These clinics are adopting guidelines developed by the Institute for Clinical Systems Improvement that will help healthcare providers work effectively with their patients to address overweight, obesity and other chronic diseases. Initiatives also are connecting patients to community opportunities for healthy eating, physical activity and smoking cessation. A good case in point is Hennepin Public Health’s work with Northwest Family Physicians clinics in Crystal, Plymouth and Rogers. Their commitment to helping patients who are overweight and obese has led to the introduction of group weight management classes at the Crystal clinic. These monthly sessions include group education, individual assessments and goal setting, led by Tammy Gregerson, an Northwest Family physician’s assistant. “I believe the visits represent an extremely effective approach to weight management,” Gregerson said. “The group setting provides accountability, support and an opportunity to learn from others. We try to create a fun and relaxed atmosphere that helps participants feel comfortable enough to share intimate details about their lifestyles.” One participant, Lori Goble, said she appreciates the moral support of people who share similar issues.

“The group is my cheering section and I want to get that pat on the back for a job well done,” she said. “What I want is to be part of a successful group of people that will not only stand by me, but pick me up if I stumble and get me back on track again.” Another participant Jennifer Bauer said any nervousness she had going into the classes soon disappeared when she realized everyone was in the same boat. “It’s great being in a group versus a one-on-one office visit because we learn from each other,” Bauer said. “Imagine a group of people in your same situation telling you the best ways to prepare meals and where to get the best low-calorie snacks, meals and dessert options. Bauer said clapping and encouraging words are a staple at each meeting. And there’s plenty to clap to about. Some members have already lost weight, quit smoking, lowered medication levels or lowered blood sugar levels. “I am trying to do this in small increments,” Goble said. “I still have a long way to go, but I am on my way. I have been able to control my blood sugar, I have lost 56 pounds and I feel fabulous!” Another group participant Linda Zastwany said she has taken her cue from another class member who loved the motivation gained from the group meetings. Last week, I had the opportunity to be on the campus of Jefferson High School as part of the career day program. It’s become increasingly difficult over the years to be too encouraging of students wanting to go into the field of journalism. It is changing so rapidly. It’s difficult to say exactly what the industry will look like by the time these Jefferson juniors are out of college. Nevertheless, a stalwart group of about 25 total showed up for two sessions. They were terrific students; they asked great questions. I was impressed with how respectful they were to each other, as well. Maybe the word had already leaked out to this group, but no one in either class asked about journalism salaries. I often tell high school students journalism is a lifestyle more than a job. If you go into it for the money, you will be disappointed. But it is an honorable profession, despite what some might think. Journalists still have the opportunity to change the lives of their readers. That’s a huge responsibility. Since Wikileaks was in the news most of the week, several students asked about whether it is more important to keep readers informed or to keep top government officials from looking stupid and giving away inside secrets. As a child of the Watergate era, I come down very strongly on the side of the people’s right to know. I was surprised at the number of students who expressed profound concerns that secrets were being revealed that might jeopardize our security. Of course, I advocated that the more we know the more secure we are. In one class, the opinions divided up boys vs. girls with the

PAUL WAHL Sun-Current Managing Editor boys saying “tell all” and the girls saying “not so fast.” It was comforting to see that the students were grappling with ethical questions regarding journalism. On a related note, I asked the students if they knew what Watergate was all about. One smart-looking young man rattled off all the pertinent details regarding the highlight of ‘70s politics without missing a stroke. I was impressed. I was asked by both groups how I chose journalism as a career. In some respects, it chose me. I began working for my hometown weekly newspaper when I was a sophomore in high school. I needed a job. I could set type faster than anyone else in my school. The stars were aligned. In all, it was a great experience. My confidence in the future is always enhanced when I interface with today’s high school students. Oh sure, there are a few who don’t seem to know if it’s day or night, but remember, that pretty much describes Bill Gates when he was in high school. I’d like to believe that the “best and the brightest” from Jefferson or any other high school would plan to go into journalism. I’m enough of a realist, however, to know that most of those students will go into medicine, architecture and law. But we keep holding up the torch and a small group of determined souls follows the light. Thanks to Eric Roesler for the invite – and the coffee and treats.

BY MIKE HANKS • SUN NEWSPAPERS Automated Pawn Service is a computer database that tracks secondhand merchandise from a variety of businesses around the state. The Bloomington Police Department is one of 224 law enforcement agencies that monitor the system, which collects data from 159 businesses, according to Bloomington Police Sgt. Mark Elliott, the property crimes division supervisor. Bloomington requires its secondhand goods businesses, including pawnshops and sporting goods resellers, to use the system. APS tracks a variety of items that are often the target of thieves during the burglary of a home, office or automobile, including jewelry, home electronics, personal electronic devices and bicycles, Elliott explained. “It does definitely help us in our recovery efforts,” he said. Jewelry is a common target or burglars, particularly during residential burglaries, according to Bloomington Police Chief Jeff Potts. “APS is a way for us to try and prevent that,” he said. Participating in the system comes at a cost to Bloomington businesses dealing in secondhand goods. The businesses pay $2 per transaction, which covers the costs associated with operating and maintaining the system, Elliott explained. APS is used to track purchases made by The Gold Guys, a Mall of America business that buys old gold jewelry and other precious metal pieces for melting and reuse. Representatives of The Gold Guys argue that there has been little criminal activity associated with their business, as its Mall of America location attracts a different clientele than a pawnshop. Elliott said that the records submitted to APS by The Gold Guys are searched several times per week, and that there’s a stronger correlation between stolen merchandise and the items submitted to The Gold Guys than store representatives think. The Bloomington City Council’s proposal to require photographs or video documentation of the seller and the

items being sold to The Gold Guys or other secondhand goods businesses is supported by Elliott. Businesses already photocopy the driver’s license of a seller, but a photo or video of the person provides additional evidence in trying to identify the seller during a criminal investigation, Elliott explained. A driver’s license provide a picture of the seller, but the picture may be outdated, and Elliott questions the ability of store employees to verity a person’s identity based upon that license. If the identification presented to a store employee is fraudulent, a photo or video of the seller provides additional information for investigators, he explained. A photo or video of the goods being sold provides visual documentation that the APS system doesn’t provide. Police can search for specific necklaces by size, style and karat weight during a search of the APS database, but jewelry often lacks a serial number or other identifying information that can be used to verify that a pawned item was stolen. A photograph or video provides another resource, particularly for businesses such as The Gold Guys, where the turn around time on items purchased is typically short, and therefore not available for physical verification, Elliott noted. The system may not stop crime, but it is intended to deter trafficking of stolen goods through Bloomington, according to Potts. “We don’t make it real easy for people to bring stolen property into the pawnshops or other businesses,” he said.

Beasy argued during the Bloomington City Council’s Dec. 6 meeting that the demands of APS are onerous, and mostly pointless. “It’s not accomplishing anything,” he said. He contends that most of the customers at his Mall of America business – which doesn’t resell any of the old gold jewelry, silver flatware or other precious metal it buys – are women with old jewelry who are recycling it. He said filing the information through APS can take

30 minutes per transaction, yet a customer can receive a check in exchange for their precious metal in less than 10 minutes. His business requires two fulltime employees to keep up with the reporting demands of APS because of the volume of transactions the mall store does per day. Beasy questioned the need to take mug shots of customers who are already providing copies of their driver’s license when selling precious metal. “They are not criminals,” he said. Beasy proposed limiting the reporting requirements of his business to driver’s license information and a photo-

graph of the merchandise being purchased. He said police rarely conduct a blind search for stolen property. They typically know who the suspect is and what they’re looking for, he argued, saying he supported the intent of the system. “We want the police to be able to catch the bad guys,” he noted. But out of approximately 30,000 transactions, Beasy claimed that his Bloomington business has had nine inquires about theft, and at least six of them were family-related thefts. “Do we have to do all of this, for that?” BUSINESSES: TO NEXT PAGE

The company has another Twin Cities location in Maple Grove, as well as locations in California, including in the Los Angeles area. Bloomington Police Chief Jeff Potts defended APS and its requirements. APS maintains a database that tracks jewelry by its type and characteristics, and isn’t designed to track jewelry through pictures, he noted. The system may not be perfect, but he opposed abandoning the system and developing a different reporting standard where the information would not be available to other law enforcement agencies. The system has been used by Bloomington’s pawnshops without complaint, according to Potts, and a Pawn America representative supported the proposed changes. Chuck Armstrong, the community affairs specialist for Pawn America, supported a fair and equitable playing field for all secondhand goods dealers in Bloomington. Associate City Attorney Lisa Netzer said that city staff had asked for input about the proposed changes prior to the amendment proposal, but only Pawn America commented. Beasy disagreed, saying he had only recently learned of the proposed changes when he received a letter noting the amendment was scheduled for the council’s consideration. Council members weren’t keen on the idea of making wholesale changes to the reporting requirements of secondhand goods dealers, but they were willing to listen to further comments by The Gold Guys representatives, agreeing to con-

tinue the matter until the council’s Jan. 24 meeting. Councilmember Steve Peterson questioned the cost effectiveness of using APS. He asked what benefit the city would derive from increasing the reporting requirements of secondhand goods dealers. He agreed that there is a distinction between a pawnshop and The Gold Guys, and wondered if Bloomington’s requirements would drive businesses such as The Gold Guys to other communities. Councilmember Vern Wilcox surmised that low number of theft-related incidents Beasy claimed were indicative of the effectiveness of Bloomington’s requirements. “We must be doing something right,” he said, saying that excluding The Gold Guys from the city’s secondhand goods dealer requirements would result in an uneven playing field for similar businesses in the city. The amendment proposal includes civil penalties for businesses that fail to meet the city’s reporting requirements, including timeliness of the reporting, which has been an issue with The Gold Guys, City Manager Mark Bernhardson noted. City Code presently limits sanctioning options to suspending or revoking the business license of a secondhand goods dealer. Mayor Gene Winstead didn’t see the new requirements to be cumbersome or problematic, and surmised that the amendment – and the ability to levy fines against businesses that aren’t meeting compliance requirements – might motivate businesses to find a better way to meet their reporting obligations. In postponing its decision the council directed city staff to meet with representatives of secondhand goods businesses prior the Jan. 24 reconsideration.

dated or damaged gold jewelry already had options for converting their precious metal into cash, such as sending it to a nationwide buyer through the mail. But Beasy and Maguire saw a better way to obtain the same results. Instead of asking people to send their jewelry to an out-of-state precious metals dealer for an unknown price, the duo focused on providing a local, face-to-face option. The business also provided an alternative to pawn shops, an option many Gold Guys customers would never consider, according to Maguire.

Humble beginning The duo opened its doors in one of America’s most famous shopping malls, but that wasn’t the initial plan, Maguire recalled last week. The goal was to open a Gold Guys store near the mall, not inside it, Maguire admitted. The initial storefront the duo targeted, however, was unavailable due to pending redevelopment of the property. Beasy suggested setting up shop inside the mall, which proved to be a tough financial proposition, Maguire said. Opening a store at Mall of America cost the duo considerably more per month, for less space, than they could have leased elsewhere. But it turned out to be a shrewd business decision. Not only did the Mall of America make the first Gold Guys store easy to locate, it gave them the credibility that comes with doing business there, according to Maguire. But those advantages did not trans-

late into mega-success initially. Developing their reputation as a worthwhile destination for sellers of precious metal required two key ingredients, advertising and long hours behind the counter by the proprietors. The duo’s investment included a substantial budget for advertising, advertising that attached their names and faces to the business. They backed that up initially by logging many hours per week inside the Mall of America store, as they had no budget for management or employees. The duo had some experience and knowledge of precious metals, but “we learned on the fly,” Maguire acknowledged. “We became experts at our little business very fast.” For more than six months the owners were the face of the company as well as the worker bees, a proposition that wasn’t foreign to Maguire, a New Zealand native. Working long hours day after day, to the point of nearly falling asleep while he was standing, didn’t seem ridiculous to him. “That’s what I thought chasing the American dream was about,” he said. Did all that work pay off ? The business grew slowly during the final months of 2008, but the owners invested everything they earned back into the business, opting not to cut themselves paychecks as they built their clientele and reputation. And their hard work did pay off. As their business grew, they began to parlay that success by opening additional stores. First came a store in California, through the prodding and involvement of a business acquaintance. Besides Bloomington, the company has stores in Maple Grove and Duluth, four in California, one in Iowa and one in Hawaii. Two new stores are planned, one in Dallas scheduled to open within two months and one in Denver. The company employs nearly 100 people, and with each new store comes a training session at the Mall of America location. “Bloomington is The Gold Guys university,” Maguire said.

The price is right A Gold Guys transaction may be the purchase of one broken gold necklace or earring, or it may comprise several pieces of jewelry. Transactions follow a simple process. A store employee conducts a few evaluation tests, weighs the piece and quotes a price to the customer, based upon the current market price for the raw material. Since The Gold Guys do not resell jewelry, no value is given for name

brands or prestigious designers. During one recent weekday afternoon the quotes ranged from $22 for a single 14-karat gold necklace to $271 for a handful of gold jewelry pieces. Customers decide if they’re happy with the offer. Many of them are, according to Patty Russell, director of publicity and media relations. The Gold Guys encourage customers to shop around if they’re uncertain about the offer they’ve received. “We know we pay the highest price,” Russell said. To that end, the business guarantees it will beat the price being paid by its competitors, Maguire noted. John Awsumb of Minneapolis received a $271 check last week after selling a handful of gold jewelry pieces that had belonged to his mother, who died several months ago. Family members kept some of the nice jewelry his mother had, but the older, less appealing pieces wound up in a plastic bag that sat in Awsumb’s trunk for months. He had seen a Gold Guys billboard and decided to visit the Mall of America store and see if any of the old jewelry was of value. Although much of it wasn’t gold, or was merely gold plated, there were several items of value. To Awsumb’s surprise the old gold netted him a check,

issued before he left the store. “I honestly was expecting nothing,” he said. Awsumb never considered visiting a pawnshop or trying to sell off the jewelry any other way, taking the collection to gold buyers made the most sense to him. “This is what these guys do,” he said.

Success, at a price As buyers of secondhand goods, The Gold Guys are obligated to enter their purchases into a database of secondhand goods, the same database Bloomington pawnshops and other secondhand goods dealers are required to participate in. The Gold Guys have been doing so, but argue that the system is labor-intensive and time-consuming, with little benefit to law enforcement. Company representatives say their business and clientele is different than that of a pawnshop or sporting goods reseller, but aren’t arguing that they should be exempt from the reporting system, they are lobbying instead for a less onerous method of recordkeeping as the city is considering additional requirements. Gold Guys customers provide a driver’s license and phone number to the store when they sell precious metal. The store uses its own inventory worksheet to record the transaction details for

entry into a computer database as time permits. The daily transaction volume of the store results in hours of data entry, data that the owners argue is of little help to police unless investigators already have an idea of who they’re looking for. The owners think a photo of the jewelry and driver’s license information should be adequate for police records, and they object to a city proposal calling for a separate photo or video of the customer participating in the transaction. Maguire calls the idea intrusive and offensive, and thinks it will discourage people from doing business at the Mall of America, especially if other cities allow such transactions to take place without as much scrutiny of the customer. Beasy said the system doesn’t stop crime, it merely prevents criminals from cashing in on their ill-gotten gains within Bloomington. The owners claim that they’ve few known transactions involving stolen property, and the majority of those involved theft between family members. “We want to help the police do their job,” Maguire said, but not to the point where it threatens the viability of their business, he added. “We don’t want to have to be the police.”

State senate will have a distinctly west-suburban flavor BY PAUL WAHL • SUN NEWSPAPERS On the coldest days a Minnesota winter has to offer in 2011, State Sen. David Hann will not have to brave the elements to move from his office to the senate floor in the State Capitol. It may seem like a small thing, but it’s one of the perks Hann and other Republican senators are looking forward to when the legislature convenes Tuesday, Jan. 4, 2011. For the first time in 38 years, GOPers will be in charge of the Senate. Hann, who represents Eden Prairie and a portion of Minnetonka, will hold key leadership roles, as will Sen. Geoff Michel, who represents Edina and a portion of Bloomington. Hann has been tapped to chair the Health and Human Services Committee and Michel will chair the Jobs and Economic Growth Committee. Both have also been named assistant majority leaders. Michel will also chair the senate’s subcommittee on redistricting. It appears that a considerable amount of power in the senate will be based in two neighboring west metro districts,

but both Hann and Michel downplay that aspect of the session ahead. “I think it’s fair to say there is more legislative clout than ever for our suburbs,” said Michel. “But it is also clear that we have statewide responsibilities, and I expect any final bill or budget to be a product that works for all of Minnesota – not just a few isolated district.” Hann said he has never believed in “bringing home the bacon” for his district but admitted suburban legislators bring a specific flavor to a legislative position. “The people in our districts are business owners and professionals, and I believe we reflect that orientation,” Hann said. To that end, both senators say the body will be run in a more business-like fashion under Republican leadership. Hann described it as a culture shift. Committee hearings slated to begin at 8 a.m. will convene in a timely fashion. The senate has consulted with Republican leaders in the house to stagger committee meetings. Hann explained that when both house and senate committees meet at the same time, it’s often impossible for someone testifying to be present for both.

Every effort will be made to assure sessions don’t end in a train wreck where thousand-page bills land on legislator’s desks with no time to read through them. Republicans have also pledged to consider education funding bills earlier in the session, prior to deadlines for school districts to submit their budgets, rather than after. “We will try to do better than our predecessors, but remember, we are new at this,” Hann added. Neither Hann nor Michel denies that being in the majority means it’s easier to have bills heard and approved in committee and before the full legislature. “I believe that being in the majority will allow me to go to bat more effectively for Edina and Bloomington,” Michel said. “Last year if suburban legislators had an education reform idea, it would not even get a hearing.” This session, Michel said, that will change. Suburban residents will also have more opportunities to have input and testimony on a variety of topics. Hann cited a voter reform initiative to require photo identification for those

who cast ballots as legislation that’s likely to sail through both houses and make its way to Gov. Mark Dayton’s desk. DFLers maintain that legislation is simply a way to discourage residents who are likely to vote democrat from casting ballots and staunchly refused to bring it up when they were in charge of both houses of the legislature. Both senators say they have had only a handful of bills make it all the way through the legislative process and be signed by the governor since they’ve been in office. “Six or seven for me, and mostly minor, noncontroversial things,” Hann said. “The majority gets to decide what issues are talked about and what comes up for votes.” It also means having offices just a few feet from the senate floor. “It’s a huge convenience factor,” Hann said. “You don’t have to go back and forth between the capitol and the state office building all day long dragging your stuff with you.” Their old offices were actually larger and arguably a tad bit nicer, but Michel agreed the convenience was the key. “Besides, we’re just renting, anyway,” he added.

A Bloomington man faces six felony charges in connection with a Minneapolis pursuit and collision that left three Fridley residents dead. Rufus Onel Victor, 29, was charged in Hennepin County District Court Dec. 7 with three counts of criminal vehicular homicide and three counts of fleeing a police officer in a motor vehicle, with death. He faces up to 10 years in prison for each of the vehicular homicide charges and up to 40 years in prison for each of the fleeing a police officer charges. The charges result from a Dec. 5 pursuit in Minneapolis. While being pursued by a Minnesota State Patrol trooper at approximately 12:30 a.m. Dec. 5, the vehicle being drive by Victor allegedly ran a red light at West Broadway Avenue and Second Street North. The vehicle struck another car, pushing it into a third vehicle. All three occupants of the second car died as a result of the accident. The driver, Amanda J. Thomas, 29, of Fridley died at the scene, and her children Andre A. Mack Jr., 12, and Akeron Thomas, an infant under age 1, also died. The pursuit began with a State Patrol trooper observed a vehicle driving errati-

cally on Interstate 94. As the driver exited for Dowling Avenue, the trooper attempted to stop the vehicle. Instead of stopping, the vehicle made a right turn through a red light onto Washington Avenue and proceeded south, reaching a speed of at least 90 mph, according to the complaint. After colliding with Thomas’ vehicle, Victor bailed out of his vehicle and began running southbound on Second Street. He was observed attempting to walk down a near embankment, falling and sliding down the embankment. He was uncooperative with police orders to show his hands and lay down in the snow. Upon learning that the collision resulted in the deaths of at least two people, Victor made several statements including “I don’t deserve to live,” and asked an officer to kill him, the complaint noted. Victor had minor injuries from the incident, including abrasions on his wrists, consistent with airbag burns, according to the complaint. The third vehicle’s driver, a 26-year-old Minneapolis woman, sustained minor injuries.

Geoff Michel, R-Edina, was selected to chair the Subcommittee on Redistricting, which is a subcommittee of Rules and Administration. “I look forward to leading the Senate’s redistricting effort with openness and transparency,” said Michel, who represents District 41 covering Edina and west Bloomington. “We will reach out to the House, the governor and the public to produce new Congressional and legislative maps that reflect our most recent population figures.” The Legislature is responsible under Minnesota statute to complete state legislative redistricting every 10 years. The process is separate from congressional redistricting and will begin next year after receiving 2010 U.S Census data. The Subcommittee’s proposal will be presented to the full Legislature for approval before going to the governor. In Minnesota, there are 67 state Senate districts and 134 state House districts, for a total of 201 state Legislative districts.

Edina Police Department Det. Dave Carlson said following the Edina Crime Prevention Fund’s offer of a $5,000 reward in the case Wednesday, Dec. 8, he

first-degree aggravated robbery, a felony. He is being held on $200,000 bail in Hennepin County Jail and will likely face additional charges. Nelson is believed to have robbed businesses in Edina, Richfield, Bloomington, Minneapolis and South St. Paul, as well as potentially Albert Lea. Carlson said a multi-agency investigation involving the police departments from all six cities led to the arrest of the

FROM PREVIOUS PAGE Nelson is a former Edina resident last known to live in the city in 2008, said Carlson, and Edina residents identified him from surveillance images included in media reports. Detectives from multiple agencies were on scene to arrest Nelson, and also administer search warrants on his residence and vehicle. Nelson was charged in the Bloomington incident. The other investigations will also be forwarded to the Hennepin County and Dakota County Attorney’s Offices for charges, said Carlson. At press time Monday, Dec. 13, Nelson had not yet been charged in the other robberies. According to the Bloomington charges, officers were dispatched Saturday, Dec. 4, to Bobby & Steve’s Auto World, 7920 France Ave. S., in Bloomington on report of a robbery. The store clerk told police a white male approached the counter with a gun demanding money. When at first the clerk did not respond, Nelson again pulled out the gun and said “give me the [expletive] money now or I will shoot you.” The clerk complied. Based on the clerk’s description of the man, Bloomington police linked him

to the other robberies. Officers prepared a photographic line-up containing a photo of Nelson. The clerk positively identified him as the person who robbed the gas station. When arrested, Nelson was wearing a coat that matched the description given by the clerk. If convicted, Nelson faces up to 20 years in prison and a $35,000 fine on the first-degree aggravated robbery charge. Nelson is also believed to be responsible for robberies Thursday, Nov. 25, and Wednesday, Dec. 1, at E-Z Stop Store, 1040 S. Concord St., in South St. Paul; Wednesday, Dec. 1, at Edina Market & Deli, 7102 Amundson Ave., in Edina; Wednesday, Dec. 1, and Saturday, Dec. 4, at Know Name Records, 6009 Portland Ave. S., in Minneapolis; and Saturday, Dec. 4, at SuperAmerica, 2913W. 66th St., in Richfield. Carlson said he could also be linked to a robbery in Albert Lea, but did not have additional information. Carlson said he was glad the reward helped in the apprehension of Nelson. “People were terrorized,” said Carlson. “He displayed a weapon every time he did the robberies. To take a guy off the street that committed eight robberies is very good.”

HENNEPIN COUNTY Library holiday hours The Hennepin County Library system has announced its hours of operations for the holiday season. Nick Pocius made his Eagle coaching debut a memorable one while directing Kennedy to a 78-48 victory over Brooklyn Center Dec. 6 at home. Kennedy led by only three points (2926) at halftime before outscoring Brooklyn Center 49-22 in the second half. Jacob Kohner and Gino Eagle led Kennedy with 16 points each. Two other Eagle players scored in double figures. Cullen Russo had 14 points and Dillon Lee finished with 10. Stephen Davis added nine points and Rico Guinn had seven. “We were poised and played under control,” said coach Pocius. “And we shared the ball very well.” Kennedy is 1-1 overall after losing 6358 to St. Paul Como Park Dec. 10. Russo topped Eagle scorers with 16 points. Other Kennedy scorers were Davis (14), Guinn (10), Lee (eight), Eagle (seven) and Kohner (three). “Our game was too one-dimensional in the loss to Como Park,” said Pocius. “We didn’t use the offensive weapons we had. “But we did a few things well. Russo had a fantastic game scoring 16 points, blocking four shots and getting seven rebounds. He made things happen inside.” Kennedy will travel to Chanhassen for a 7:30 p.m. game Friday, Dec. 17. The Eagles play at Irondale at 7:15 p.m. Tuesday, Dec. 21.

Veteran trio bolsters Kennedy swim team’s hopes Prentice, Villa, Terrien are Eagles’ top returnees BY GREG KLEVEN • SUN NEWSPAPERS Kennedy boys swimming coach Todd Walsh anticipates an interesting and challenging season. “We have a lot of returning letterwinners to fill the shoes of many of our graduated swimmers from last season,” said Walsh. “It should be exciting with lots of new faces in the varsity lineup.” Three familiar faces in the Kennedy swim lineup are senior Darren Prentice, junior Andres Villa and sophomore Grant Terrien. Prentice and junior Aaron Knigge

will serve as Eagle co-captains. Both swimmers lettered last season. Prentice finished third in the 500yard freestyle during section competition last season. He was sixth in the 200 freestyle. Knigge will swim both of those freestyle events for the Eagles as well. Junior divers are Tom Madsen and Andres Villa. Villa placed second in the section and 28th at state a year ago. Tyler Moren returns as Kennedy’s top sprint freestyler. He finished 14th in both the 100 freestyle and 50 freestyle events at the 2010 section meet. Other Kennedy returning scorers from the section meet are sophomores Kevin Lieu and Dave Brazel. Lieu was 11th in the 100 breaststroke and Brazel

finished 14th in the 100 breaststroke. The Eagles will count on other returning letter-winners such as junior Jesse Blackburn, junior Kenneth Daniels, junior Stephen Kindem, junior Andrew Schmitz, sophomore Aaron Paszkiwicz, ninth-grader Simon Broccard, ninth-grader Joseph Kern and ninth-grader Thomas Moren. Walsh is starting his 11th year as Kennedy’s head coach. Cheryl Tucker is assistant coach. Dan Croastan is the diving coach. Kennedy opened its season Dec. 10 against Eagan. Holy Angels defeated St. Louis Park 40-20 in the Class 4A, Section 3 quarterfinals before losing 14-7 to eventual champion St. Thomas Academy. In girls tennis, sophomore Alexa Snow and senior Katie O’Halloran were all-conference picks. Sophomore Rachel Schneider received honorable mention. Holy Angels ninth-grader Emily Vigil earned all-conference honors in girls cross country. Senior Seth Moline gained honorable mention recognition in boys cross country. Junior goalkeeper Danielle Mendez and senior defender Anna Schaefer were all-conference in girls soccer. Junior midfielder Shannon McQuillan and junior defender Ment-Veronica Prickel received honorable mention. In boys soccer, Stars senior defender Alex Elvidge and senior midfielder Charles Bower-Jernigan were all-conference selections.
