EP makes headlines in 2010 BY PAUL GROESSEL • SUN NEWSPAPERS The city of Eden Prairie made local and national headlines in 2010. The sour economy may have been the underlying issue in 2010, as it was for the state and most cities, but there were signs of life with a small spike in business development in the second half of the year. City leaders also made headlines. Mayor Phil Young was investigated for filing false reimbursement claims, which the county attorney considered a matter of sloppy bookkeeping not criminal intent. After eight years with the city, City Manager Scott Neal left to take a position with Edina in the fall. The year also brought tragedy, with the city’s first homicide investigation since 2001, when an infant died on July 31. The father, Randel Richardson, was charged with first-degree murder in August, and assessment of his mental health has been ongoing. And, arguably the most referenced achievement of the year, “Money” magazine named Eden Prairie the best small city in the United States, a kudos that provided fodder for many opening statements from candidates, letterwriters, leaders and citizens. 2010: TO PAGE 15

With the New Year come new resolutions. And, Eden Prairie Schools wants to help make those resolutions a success. Eden Prairie Community Education has released its winter schedule of classes for all ages. Ann Coates, the Adult Program Coordinator at Eden Prairie Schools Community Education, said more than 180 classes are being offered to the public through the Eden Prairie Community Education. With all the New Year’s resolutions to lose weight and get in shape, it’s no surprise that some of the most popular classes are designed to do just that. There are 32 classes focused on getting fit and healthy. Weight Loss Challenge is one of the most popular Health and Wellness classes offered. The class is a 10-week program that teaches participants how to lose weight through individual coaching, group support and more. Each week, classes revolve around different topics that relate to leading a healthier, more nutritious lifestyle including how to read labels and learning about proteins. Another popular fitness course is Zumba, a workout class that combines interval training – a type of work out that involves bursts of high intensity work alternated with periods of rest or low activity – with resistance training, which is the addition of weight lifting to a workout. Kettlebells is another intense fitness workout that combines an array of tech-

niques to increase strength, flexibility and cardiovascular endurance. “It burns a ton of calories and you get an aerobic workout at the same time,” said Coates. A kettlebell is a cast iron weight that looks like a cannonball with a handle. Workouts include ballistic training, which requires muscles to adapt to contracting very quickly and forcefully. The weight accelerates through the whole range of motion, unlike traditional weight training where the weight decelerates through most of the workout. Other classes being offered are classics. “Belly dance is coming back,” said Coates. “It was big 30 years ago, and it’s coming around again.” The course is designed for all fitness levels and body types with no prior dance experience required to join. Participants will learn basic movements of the art and improve coordination while boosting flexibility and posture. Coates stresses that community education classes are more than just fitness classes. A variety of courses are offered through the program. “There are all kinds of new classes,” said Coates. “Every class is new for Adult Academy.” The Adult Academy is offering a variety of new courses that deal with an array of subjects. Some classes include the U.S. Constitution, the Roaring 20s, “Greece is the Word” and “Rome wasn’t built in a day.” Other departments include cooking, languages and technology. “Once you rediscover the joy of learning after you’re out of school, you start to think this learning thing is really kind of fun,” “ said Coates. If there’s any group that has seen what an economic downfall looks like, it’s People Reaching Out to Other People. They’ve had a busy year. “It’s just tough times,” said PROP Executive Director Anne Harnack. “People are having a tough time getting reemployed. … What we tend to see is people who used to probably be donors who are just having a terrible time getting reemployed.” PROP is not just Eden Prairie’s food shelf, and according to Harnack, clients of the nonprofit have been utilizing career and financial services to help get back on the road of long-term stability. “We aren’t a give out or a hand out organization. We’re more of a lift up,” Harnack said. She said in 2010 there have been fewer new clients than 2009, but existing clients are using services more frequently than they did in 2009.

To help people prepare resumes and keep up with their career search, PROP opened a workroom in 2010 that has a computer, resources and a volunteer who works twice a week to help clients in the job hunt process, Harnack said. Even though staffing and volunteer levels have been good, they could still use volunteers to help with marketing initiatives, data entry and job-hunt support, she said. PROP is also planning on enhancing its education series for its clientele next year, which focuses on budgeting, job searching and other topics that might offer some help for clients, Harnack said. They’ve done this on a one-on-one basis, but they’d like to expand to workshops. The economy may change, but PROP will continue supporting people who are looking for self-reliance. “Really, that’s our goal, is to help people achieve the greatest level of independence possible,” Harnack said. “And, that’s what people want, to be as independent as possible.” Info: propfood.org.

Donations were a little lower in 2010 as well, she said. Donations from businesses decreased, but donations from individuals increased, especially toward the end of 2010. “We have a very generous community,” Harnack said, “and, we’re definitely remembered in the fall and winter.” She just hopes people remember PROP and the people they serve after the holidays and during summer, when donations tend to decrease. She also hopes they can continue helping people find the employment, which is one of her concerns when looking ahead to 2011. “I’m concerned in particular for the folks who are ages 45 to 65 who are struggling to become re-employed,” she said. “Those are the folks I’m increasingly more concerned about. … That’s a real concern.” The immigrant population is actually decreasing in terms of needs and requests, she said, but the middle class Europeans now living in the area seem to be struggling more since many have used up their sav-

Impacts of buyouts on Eden Prairie remain to be seen than they’ve gained, the Eden Prairie group is doing comparatively well, MulQueeny believes. The chamber lost 105 members over the year, but gained 140. Of those members who dropped, some went out of business entirely; some moved out of the area; and others dropped the membership as part of budget cuts, MulQueeny said. Several Eden Prairie companies were bought out in 2010. Impact of those transitions is uncertain. Tyco Electronics bought out ADC. Dell purchased Compellent for nearly $1 billion, and there is talk of a possible Supervalu buyout. If the Supervalu changes hands, MulQueeny said he hopes the business stays in town, just as it did when Supervalu bought out Albertsons in 2006. As for a positive change in 2010, the Flying Cloud Airport expansion helped some local businesses this year, MulQueeny said.

The Eden Prairie business community saw its ups and downs in 2010. Pat MulQueeny, president of the Eden Prairie Chamber of Commerce, said 2010 was strong for his organization, but overall 2010 wasn’t too different from 2009. The chamber has experienced another year of growth. The organization is going to miss Gov. Tim Pawlenty, who has been a regular speaker for chamber events over the years. C.H. Robinson CEO John Wiehoff and Dianna Favre were also notable speakers this past year. “We had some unique sets of programs as far as our side this year,� MulQueeny said. Nearly 6,000 people participated in different Chamber programs in 2010, he said. Considering other nonprofits and chambers have lost more members

main job will be keeping local businesses informed as the project moves forward. As for the economic growth, recent business developments have been a good sign. Some of those developments include the remodeling and expansion of Wal-Mart and progress on a Randy’s Bobby & Steve’s Auto World, a shopping area on Flying Cloud Drive and a new Menards on Plaza Drive. Along with developments, other existing businesses are showing improvement. Some businesses are hiring again and larger companies are doing better than they have in the last couple of years. “It’s just a well-rounded community businesses wise,� MulQueeny said. Because of the diverse businesses, he thinks Eden Prairie’s economy will continue to be in a better spot than many other cities, but he expects the city will have a slow economic growth rate, much like the rest of the country.

When Brett Favre agreed to return as the Vikings’ quarterback, he landed at Flying Cloud, MulQueeny pointed out. Looking ahead, the Southwest Corridor Light Rail project, approved in May, could offer more opportunities to bring employees and people to the city, but it could also bring some headaches for some in particular areas, according to MulQueeny. With street-level rail crossings at Valley View Road, Technology Drive and in the Mitchell Lake area, traffic could become even more congested than it already is at times, MulQueeny said, but it’s hard to know the exact impact. At-grade rail crossings near the entrance to Costco, 12011 Technology Drive, and surrounding businesses could hurt customer traffic as well, he said. The chamber has already provided its input about the light rail plan to this point, MulQueeny said, but its

2011 resolution – channel switch and attitude control In the book “Being Peace” by Thich Nhat Hanh, there is an interesting idea that might provide guidance as we mush towards ADA the New Year 2011. I am trying to ALDEN stay grounded. I am Guest hoping for common Columnist sense decisionmaking. I have noted colleagues talking about resolutions that include yoga, healthy food consumption and more exercise. Hanh talks about the Buddha inside and the control we each have from within. He suggests we should think about ourselves as a television set with many options. There are people who are stuck on Channel 3 – the sorrowful channel. They are always downbeat, complaining, sad and annoyed. They arrive with a “Hey ain’t it awful” attitude. Indeed there are real reasons to have Channel 3 at the ready. Stuff happens that does not fit

into our work or life plan that is a Channel 3 event. Just today I mentioned to my daughter that some are dealt such challenging cards. The Vietnamese philosopher, however, believes sometimes in our toomuch Channel 3 focus, we miss the other channels that are available and present. It is really like forgetting all of the colors available to us and only using blue. There is a Channel 5 that may be about focusing on the here and now. Just stopping and breathing and being present is switching to Channel 5. The other day, I quickly moved to Channel 5 when I was washing my hands and delighted in the warm water. Holding my 22-month-old granddaughter and smelling her hair and enjoying her laughter is pure Channel 5. I find Channel 5 a mini vacation moment during the workday. I just switch stations and go to a “Happy Place.” I find Channel 5 during a traffic jam and think of the tulips in Holland.

I am then quite able to switch to Channel 8, which is about program directing and problem solving. Teaching classes requires a different channel. When I run, I flip to a relaxed no brainer channel and listen to my breathing and my feet crunching on the snow. Parenting requires a myriad of channels. We spent four days with three young children during the last big snowstorm. At no time was Channel 5 an option. We needed to be multi faceted, focused and at the ready. Recognizing that within is our own channel control is quite empowering. At times I have longed for a channel changer or clicker to use on others, which allows one to switch channels from afar. Wouldn’t that be something if we could encourage others to celebrate the oranges, bright reds and greens of their lives? The truth is we each need to pay attention to our own attitude and inner channel clicker.

Gail Goodwin said, “as soon as you feel yourself getting stuck like fat congealing on a plate, give yourself a kick.” I am trying to avoid getting stuck at all costs. Hanh says first you need to cherish, protect and make life possible and then work your way back to all other issues. The best way to make life possible is to practice channel switching and pay attention to wonders that surround us and worthy of cherish. This is not about ignoring sorrow. But it is about not wallowing in it. Many in sorrowful states have found the Buddha within to help them not only survive but celebrate. I am trying this New Year to use all of my channels. I am even considering a cable hook up. 2011 is the year to keep calm and carry on. Ada Alden chairs the Child and Family Studies department at St. Cloud State University. Hennepin County residents are ready and eager to read, learn, graduate, work and engage. In 2010, the library supported this by: • Actively supporting school readiness with more than 2,900 storytimes. Library storytime is based on the most current early literacy research and encourages development of basic pre-reading skills. If you haven’t had a chance to attend a storytime with your child or grandchild, we look forward to seeing you in 2011. • Remaining committed to ensure that every student in the County graduates from high school. Hundreds of students are assisted by librarians every day at our 41 libraries. At our nine Homework Hub locations, volunteers

supervised by trained tutors help hundreds of children and teens with their homework. In fact, graduating teens have told us that they were able to graduate because of the help they received through this program. Our website shows locations and hours for Homework Hub as well as volunteer applications. • Offering programs and classes for customers of all ages. Career and small business resources, including free consultations with professional career and small business counselors, are in high demand. This year more than 650 free computer classes trained hundreds of individuals in new technologies. There are many reasons to celebrate the year 2010. New libraries opened in Plymouth and Maple Grove to serve those rapidly growing communities. In response to public demand, downloadable eBooks are now available at Hennepin County Library.

The National Association of Counties (NACo) awarded Hennepin County Library for collaborating with Xcel Energy to make PowerCheck Energy Meters available for check out. Minneapolis Central Library opened Mondays, thanks to Ballpark sales tax revenue. Every day, the library connects with thousands of library “friends” via social networking sites, including Twitter and Facebook. There are more than 6,000 visits each week to Hennepin County Library’s own social networking site, www.Bookspace.org, where you can find recommendations for books or add your suggestions for other readers. LETTERS TO THE EDITOR Put K-6 decision to referendum vote To the editor: I was not surprised to read the Eden Prairie School Board approved plans to move forward with this seemingly unpopular K-6 plan. They have appeared unwilling to yield to the voices of this beautiful city aside from holding more hearings. School Board members are elected officials that have a tough job. Many are up for election in the fall, and I would hope that there are qualified individuals who will oppose them and that there will be enough interest in the local races that democracy’s voice will be heard. I was however very surprised to read that Myron Orfield chooses to label

TRADITIONS opponents of the process as white racists. It’s way too easy to play the race card, Myron – and not helpful at all. I have lived in Eden Prairie for 16 years and have found this to be a very open and welcoming city to all races and religions. All I have heard is people want more input and transparency, as well as evidence this plan will work before spending all this money and disrupting kid’s lives. It seems like they are still calling for it. Why don’t we put this transition plan up for public referendum this fall? We will have plenty of time to field evidence and discuss alternative plans as well. In the same election we can vote for School Board. Ron Wells Eden Prairie

I guess it has something to do with new beginnings and all that. A year has ended and it’s kind of like starting with a clean slate. We somehow perceive the new year to be all fresh and clean. If you haven’t made any resolutions yet, I’d like to suggest one.

Forgiveness. It goes along with the whole “clean slate” theme. I have to believe that each of us can think of someone with whom we’re not very happy, BRENDAN someone who at best owes us apology and at worst PRIGGE an deserves a punch in the face. Guest In this new year, why not Columnist save some skin on your knuckles, avoid assault charges and forgive! Why? It pleases God, and it just makes sense. Let’s start with the latter. It just makes sense to forgive. If there’s some-

one who has wronged you, do you really think they care if you’re upset with them? Are they losing sleep at night because they feel so bad about the strain on your relationship? Not likely. If they cared about how you felt, they wouldn’t have mistreated you in the first place. Don’t allow their malice to become a perpetual presence in your life. Forgive. Let go. You can’t control them, but you can control yourself. You can put their meanness behind you and look forward. Forgiving is also pleasing to God. Colossians 3:12 “Forgive as the Lord forgave you.” God forgives those who repent.

So, what if the person you’re forgiving hasn’t repented. Can you still forgive them? Yes, but just because you forgive them doesn’t mean God does. That’s between them and God. When we forgive, we commit to putting that cruel act in the past and not letting it affect the present or the future. It’s not easy, so prepare yourself through prayer. Feb. 23 and Dec. 21. They’re two dates many in Eden Prairie will not soon (but some would like to) forget. Those two dates served as plot points for one decision that has often been coined as “once in a generation.” That decision was to switch from the Kindergarten through fourthgrade elementary school model to a K-6 model. For almost the entire stretch of the year, the administrative planning

process, its behind-closed-doors method and the public outcry that followed dominated SunCurrent headlines. The School Board approved the K-6 model with a 4-3 vote on Feb. 23, and on Dec. 21 reaffirmed that decision by approving an administrative report that answered questions the School Board posed the month before, an approval upon which the K-6 plan hung. Further school integration through the proposed boundary change will also create better learning environments for students, supporters have said. With the affirmation of the K-6 change in December, 2011 could bring a year that the School District will not only manage a system-wide elementary school transition but divisions in the community. Because while many have been in favor of more balanced schools, some have questioned the administration’s planning, communication and research behind the K-6 change. After the initial February decision to adopt the K-6 model (which was made less than a week after the School Board was presented the K-6 recommendation), administrative-formed task forces met behind the scenes for

months to create a new elementary school boundary map, determine the sixth elementary school’s curriculum and come up with other plans in preparation for the K-6 transition. At one point, a petition garnered more than 700 signatures requesting the K-6 decision be reversed. It presented to the School Board in June and essentially was ignored, according to Caroline Nelson, who spearheaded the effort. The outcry became deafening after a proposed elementary school boundary map was released in October that would relocate some households to new schools across town.

Once the map was released in early October, some parents and community members had the feeling the administration was not listening during the School District’s initial input sessions. Around 200 people protested outside Eden Prairie High School during a “Money” magazine forum, with its publisher and some editorial staff in town as part of a three-city tour to discuss budgeting, investing and other financial matters.

Among the research, alternative boundary maps, questions and critiques, there was other notable methods of feedback. An anonymous writer composed a 60page, single-spaced “Transformation Study” that looked at test scores, research, financial and enrollment data, claims made by the school district and other items and events that lead up to the K-6 decision. An active Facebook group, “Eden Prairie School Board Accountability” created by former Eden Prairie Schools’ parent and Eden Prairie resident Debbie Brandt in the spring, reached more than 600 members in the winter. The group served as a touch-point for many who had questions, worries and wanted to spread information. Dec. 21 takes us to 2011 The Dec. 21 meeting marked, in a sense, the second approval of the K-6 decision; by voting on the sufficiency of information the School Board had requested from the administration, the School Board was voting on whether or not the K-6 transition would move forward for the 2011 school year. The administration’s information was presented in a 123page report in early December, and the School Board approved it on Dec. 21 with a 4-3 vote, the same 4-3 split that approved the K-6 plan in February. Board members Chuck Mueller, Kim Ross, Carol Bomben and Suzanne Kutina voted in favor of both resolutions. Ross reiterated that the K-6 model was always the best choice, as shown by the February decision, but the Dec. 21 vote was just to reiterate that standing after more information was released.

Before the Dec. 21 vote, Kutina listed specific sections of the administration’s report that she found sufficient before voting, and Mueller listed criteria for which he based his decision. Board members Holly Parker, Ranee Jacobus and John Estall voted against both the Feb. 23 and Dec. 21 resolutions. They reiterated that their votes were based on what they believed was a lack of sufficient evidence to show K6 was the best plan, not because they were against integrated schools. With some parents leaving the school district and others threatening to leave or looking at other schooling options after their tumultuous year, there are those who have supported the administration and School Board’s efforts, but a silent majority in the community remains. So, in 2011, a generation of students will prepare for a transition that will help or hinder the next, and many individuals and families are hoping some unity will return after the long 2010 took its toll.

We’re number one “Money” magazine announced in July that Eden Prairie was the top place to live in America in their estimation. News of the honor spread quickly as Neal spent the morning of the announcement delivering 17 cakes to sites around the city, reminding employees at the Community Center, “you work in the number one city in America.” Amenities like beautiful parks, trails and lakes, as well as exceptional schools and low crime rates has made the city a contender for several years. Eden Prairie ranked 40th in 2008 and 10th in 2006, but it was the economy that gave the city an edge for 2010. The five-paragraph notice on the annual top 100 list cites a low unemployment rate, a AAA bond rating from Moody’s and the fact that the city is home to 50,000 jobs. Eden Prairie was the only Minnesota city in the top 10. Plymouth, which topped the list in 2008, ranked 11th. Woodbury was 13th, Eagan was 15th and Apple Valley came at number 20.

Homicide investigation

The court hearings for the death Randel Richardson’s sixmonth-old son began in the fall, after he was charged in August with first murder in the first degree. Richardson allegedly drowned his infant son at home on July 31 while his wife was gone. Up to this point, court hearings have been held to determine Richardson’s mental state at the time of the murder, and court hearings are expected to continue in March.

Mayoral woes After an inquest beginning in March, a Plymouth Police Department investigation found Mayor Young had filed 26 claims for meetings he didn’t attend. At the time, the Mayor and City Council Members received a $35 per diem for meetings they attend in an official capacity. But, Hennepin County Attorney Mike Freeman declined to file charges against Young, claiming it was a matter of sloppy bookkeeping, not criminal intent. There was evidence the mayor attended many other meetings for which he did not claim reimbursement, according to the attorney’s office. The attorney office’s investigation found evidence of “sloppy or inadequate bookkeeping,” but did not establish intent to steal. “A detailed review led to the conclusion

In an interview with the SunCurrent in July, Freeman said, in 12 years, he’s only pursued perjury charges once or twice because it’s very difficult to prove. A few people called on Young to resign during a meeting of

the Eden Prairie City Council in June, while several others supported the mayor, saying he was a victim of a “political witchhunt.”

Neal said at the time he was excited by the prospect of working in Edina because it’s a great city and similar to Eden Prairie. He also said he was concerned about his job security after he reported the mayor’s reimbursement claim discrepancies to police.

The city of Eden Prairie gained some unexpected revenue with businesses development in 2010. Developments include a 7,625 square-foot shopping area at 8045 Flying Cloud Drive, a new Randy’s Bobby & Steve’s Auto World at 8100 Flying Cloud Drive and a 261,580 square-foot Menards at 12600 Plaza Drive, expected to open this spring. The $4.2 million Auto World project includes a 19,000 squarefoot building, car wash, seven service bays and a convenience store, and it eventually will house a museum. The facility has been called the flagship for Steve Williams’ eight total stations. Revenue to the city from new developments created more income than they expected, which helped balance the city’s budget, which had a projected deficit of around $1 million. In December, the City Council voted to keep the general fund budget flat in 2011, around $40 million, which includes a 2 percent wage increase for city staff, along with budget cuts to offset that increase. The levy will remain at the 2010 level, which was more than $30 million.

Eden Prairie’s boys hockey squad claimed first-place honors in the St. Louis Park Invite hosted by Benilde-St. Margaret’s Dec. 28-30. The Eagles blanked Moorhead, 4-0, in the finals at St. Louis Park Recreation Center Arena. Kyle Rau recorded two goals in the Eden Prairie triumph. Des Shavlik and Curt Rau added the other Eagle goals. Dan Molenaar, Kyle Rau and Shavlik were credited with two assists each. Eden Prairie goalie Andrew Ford preserved the shutout by making 29 saves. The Eagles opened the tourney with an 8-5 victory over Benilde-St. Margaret’s in the quarterfinals. David Rath, a senior forward, came through with five goals to spark Eden Prairie. Luc Gerdes, Jack McCartan and Kyle Rau provided one goal apiece. Getting two assists each were Mark Rath, Kyle Rau, Shavlik and Molenaar. Ford tended goal and stopped 30 shots. Eden Prairie blanked Maple Grove, 6-0, in the semifinals. Kyle Rau scored three goals for the winners. Andrew Knudsen, Shavlik and Mark Rath also had goals for the Eagles. The Eagles’ boys basketball team took top honors in the Eden Prairie invitational tourney. Eden Prairie defeated Chaska, 75-64, in the title game Dec. 30. Four Eagle players scored in double figures including Dylan Stewart (16), Sander Mohn (15), Conner Nord (12) and Grant Soderberg (11). Jacob Foss and Jack Klukas netted six points each. Two days earlier, the Eagles posted a 74-66 victory over perennial state Class 3A power Benilde-St. Margaret’s. Stewart continued his hot scoring spree coming through with 18 points. Klukas provided 17 points and Derek Dedeker finished with 12 points. Other leading Eagle scorers were Blake Wragge (9), Soderberg (8), Nord (6) and Foss (4).
